Major push towards providing basic household amenities to All

Status of Basic Amenities in Uttar Pradesh

What is the biggest dream of the poor or the middle-class people living in the city? Everyone

has a dream of owning his own home. Ask anyone and he has in his mind to build a house. The

lives of children will be well spent. The house in which their happiness, sorrows and upbringing

of children are associated… there is a guarantee that if there is nothing during a crisis, at least

home is there.

Manju and her husband Susheel live with nine members of their family which comprises

Susheel’s parents and their five children in Mahadev Nagar, Azamgarh district of Uttar

Pradesh. The family lived in a kutcha house and they faced a lot of problems. The rains would

ruin the grains and the temporary mud stove, making it difficult to cook a meal in the dampness.

The family did not have a toilet or a water connection in the house. They had to use the public

toilet and fetch water from outside, the toilet posed safety and security threats and water posed

health issues. Manju’s eldest daughter is 18 years old and she was very uncomfortable with her

daughter going to the public toilets at nights.

Through her friend, she got to know about PMAY(U) - Pradhan Mantri Awaas Yojana (Urban)

- scheme and immediately applied for benefits. Within a few months they received the subsidy

amount and were able to build their house with all basic amenities. Manju feels happy and safe,

she is confident that once her daughter finishes her education, they will get a good alliance.

The neighbours look at them with respect, their self-esteem boosted. 1

India is home to nearly1.3 billion people. While those who have better resources can afford to

have a decent living, others who are socially and economically backward find it difficult to do

the same.

Crores of people have lived in huts/shacks under conditions beneath human dignity. For almost

70 years, there has only been a marginal improvement in the situation. With the rising

population, the absolute number of families living in huts/shacks has continued to grow. The

Indira Awaas Yojana, as an independent scheme started in January 1996, was riddled with

design flaws, leakages, favouritism and corruption at various levels. Indira Awaas Yojana

(IAY) could not bridge the gap in housing shortage in the country significantly and the problem

of housing shortage assessed at the beginning of 11th Five Year Plan remained almost static.2

In May 2014, it was the vision of Prime Minister Sh Narendra Modi and the unflinching

commitment of the government to build and provide pucca houses to change the living

conditions of poor people in both rural and urban areas that culminated in launch of Pradhan

Mantri Awaas Yojana – Gramin and Urban.3

Housing for All by 2022

After 2014, under the vibrant leadership of Prime Minister, the Government of India has

worked towards achieving the goal of ‘Antyoday’. The focus is on easing the life of last mile

poor of the country. This is being achieved by focused interventions in the daily life of poor of

the country right from his/her waking up to going to sleep.

The major change which this government has focussed upon is the convergence of the schemes

for the poor. The government is working towards providing ‘One Stop Solution’ to the major

problems of the citizens. Earlier, if a poor got house somehow under IAY, then he had to think

of other basic amenities like toilet, gas, electricity, water etc. The situation now has changed

significantly.

Pradhan Mantri Awaas Yojana (Gramin and Urban): ‘Home Sweet Home’

PMAY aims to provide three crore pucca houses in rural areas and two crore pucca houses in

urban areas with basic amenities to all

houseless families, economically weaker

sections (EWS), low-income groups,

families living in slums, kutcha and

dilapidated house in India by 2022. On

8th December 2021, the Union Cabinet

decided to extend the Pradhan Mantri

Awas Yojana- Gramin for three more

years till March 2024.4

Giving wings to the Poor of Uttar

Pradesh

In Uttar Pradesh, about 43 lakh pucca

houses have been provided/sanctioned to

the poor. Under PMAY-G, monetary

assistance from 70000-75000 under

Indira Awas Yojna has been increased to

Rs. 1.20-1.30 lakh. There is increase in

size of house from 20 sq. meters (IAY) to 25 sq. meters. Along with financial assistance, the

beneficiary is also offered 90 days of employment under the Mahatma Gandhi National Rural

Employment Guarantee Act, (MGNREGA) which effectively to approximately Rs. 18000.5 All

houses under PMAY have basic amenities like toilet, water supply, electricity and kitchen. The

Mission promotes women empowerment by providing the ownership of houses in name of

female member or in joint name.6

Swacch Bharat Abhiyaan: ‘Swacch Bharat, Swastha Bharat’

Apart from the benefits of PMAY-G,

additional assistance of Rs. 12,000/- is

provided for construction of a toilet.7 This

has provided the much-needed impetus to

the Open Defecation Free (ODF) - India

movement. In Uttar Pradesh, more than 2.94

crore toilets have been constructed. More

importantly, all the districts have also

declared themselves Open Defecation Free

(ODF). These impressive figures not only

show the direction in which Uttar Pradesh is

going but also showcase the vision of New

and Clean India.

Providing Free Food Grains to the Poor under Prdhan Mantri Garib Kalyan Anna

Yojana (PM-GKAY)

In the wake of economic disruptions caused by the unprecedented outbreak of COVID-19 in

the country last year, the Government in March 2020 had announced the distribution of

additional free-of-cost food grains (Rice/Wheat) to about 80 Crore National Food Security Act

(NFSA) beneficiaries at the scale of 5 Kg per person per month under the PM Garib Kalyan

Anna Yojana (PM-GKAY), over and above the regular monthly NFSA food grains. Thereby,

effectively doubling the quantity of monthly food grains being normally delivered to the NFSA

households, so that the poor, needy and the vulnerable households/beneficiaries do not suffer

on account of non-availability of adequate food grains during the times of economic crisis.

In state of Uttar Pradesh, about 14.72 Crores National Food Security Act (NFSA) beneficiaries

are covered under the PM Garib Kalyan Anna Yojana (PM-GKAY). So far, under the PM-

GKAY scheme, the Ministry of Consumer Affairs, Food & Public Distribution had allocated a

total of almost 139.14 LMT food grains (Rice/Wheat) to the State (i.e., total allocation from

Phase I to Phase V) incurring an estimated total subsidy of Rs.43,335 crores.8

Ujjwala Yojna: ‘Swacch Indhan, Behtar Jeewan’

I was born in a very humble abode where there were no windows and only one door. My mother

used firewood for cooking. Sometimes, the smoke was so dense that we could not even see our

mother when she served us food. This is how I ate in my childhood. So, I have experienced and

lived the pain of these mothers and children. I want to free these mothers from such a painful

life. And that is why we resolved to provide clean cooking fuel to 8 crore families.

Pradhan Mantri Ujjwala Yojana (PMUY) was launched, on 1st May 2016 from Ballia district

in Uttar Pradesh by Prime Minister Narendra Modi, to provide deposit-free LPG connection to

8 crore eligible households with financial assistance of Rs 1,600 per connection. The 8th crore

PMUY connection was handed over by the PM on 7th Sept 2019.9 LPG coverage in India has

improved to up to 99.8 per cent as on 1st April 2021, as compared to 62 per cent as in May

2016.10

In the Union budget for FY 21-22, provision for an additional One crore LPG connections

under the PMUY scheme was

announced. These One crore additional

PMUY connections (under Ujjwala 2.0)

aim to provide deposit-free LPG

connections to those low-income

families who could not be covered under

the earlier phase of PMUY. The Prime

Minister, Shri Narendra Modi launched

Ujjwala 2.0 (Pradhan Mantri Ujjwala

Yojana - PMUY) by handing over LPG

connections, at Mahoba Uttar Pradesh.11

Total connections released under Pradhan Mantri Ujjwala Yojana (as on 06th December 2021)

is 8,84,72,521. Connections released under Ujjwala 2.0 (as on 6th December 2021) is

85,20,468. In Uttar Pradesh, total free LPG connections released under PMUY are 1,67,39,445

(13,14,059 under Ujjwala 2.0).

Saubhagya Yojna: ‘Har Ghar Bijli’

Pradhan Mantri Sahaj Bijli Har Ghar Yojana – ‘SAUBHAGYA’ a new scheme was launched

by the Prime Minister Narendra Modi on 25th September, 2017. Under SAUBHAGYA, free

electricity connections to all households (both APL and poor families) in rural areas and poor

families in urban areas are provided.12

By 31st March 2019, 100 per cent of Uttar Pradesh was electrified.13 Under SAUBHAGYA

Yojna, 1.41 Crore houses have been provided with free electricity connections in UP.

UJALA YojAna: From Darkness to Light

Unnat Jyoti by Affordable LEDs for All

(UJALA), a path-breaking initiative by the

Government of India, aimed at bringing light

in darkness, has ushered in a new technology,

namely Light Emitting Diode (LED) to crores

of homes in India leading to a LED revolution

in the country.14

More than 36.78 crore LED bulbs have been

distributed in the country till 17th December

2021. In Uttar Pradesh, nearly 2.63 crore LED

bulbs have been distributed till 17th December

2021. This translates to 34,13,964 MWh of

energy savings per year and Rs. 1366 crore

cost saving per year. More importantly,

27,65,311 tonne CO2 emissions have also

been reduced.

‘Har Ghar Jal’ under Jal Jeevan Mission

On 15th August, 2019, Prime Minister announced the

Jal Jeevan Mission to provide clean tap water to

every household. There are about 19.22 crore

households in the country. As on 15th August 2019,

about 3.23 crore households (16.83 per cent) had tap

water supply. Currently, about 8.64 crore households

(44.94 per cent) have tap water connections (as on 9th

December 2021)15.

In Uttar Pradesh, there are about 2.64 crore

households. As on 15th August 2019, only 1.95 per

cent of the households (5,16,221) had tap water

connections. In just a short span of two years, the

coverage of tap water has increased to 13.04 per cent

(34,46,080 households). Under AMRUT (Atal

Mission for Rejuvenation and Urban

Transformation), the work of providing clean

drinking water, sewerage and civil traffic is being

done in 60 cities of UP.

Uttam Swasthya

Ayushman Bharat – Pradhan Mantri Jan Aarogya Yojana (AB-PMJAY) was launched by

Prime Minister, Shri Narendra Modi on 23rd September, 2018 at Ranchi, Jharkhand. It aims to

provide a cover of up to Rs. 5 lakhs per family per year, for secondary and tertiary care

hospitalization. Under this flagship scheme, around 6.47 crore people of Uttar Pradesh have

benefitted.

Also, to bring down the healthcare budget of citizens through providing “Quality Generic

Medicines at affordable prices, around 11004 ‘Jan Aushadhi Kendras’ are being operated in

Uttar Pradesh.

Establishment of AIIMS Gorakhpur, AIIMS Raibareli and at least one operational medical

college in 59 districts are also providing the much-needed impetus to the health needs of Uttar

Pradesh. Work on establishment of 16 more medical colleges under PPP model in other 16

districts is also in progress.

Aatmnirbhar Nagrik

Under Pradhan Mantri Jan Dhan Yojna, the flagship financial inclusion scheme of the

country, around 44 crore bank accounts have been opened in the country as on 1st December

2021.16 Among these, 7.58 crore bank accounts have been opened in Uttar Pradesh till 1st

December 2021.17

Under PM Mudra Yojna (PMMY), capital of Rs. 50 thousand to Rs. 10 lakhs are being

provided as loan to small businesses and enterprises all over the country. 1.39 crore

entrepreneurs have already benefitted from this scheme in Uttar Pradesh.

Under Atal Pension Yojna, pension of Rs. 1000/- to Rs. 5000/- is being provided to people

above 60 years of age (with nominal contributions). Uttar Pradesh is the front runner in

execution of this scheme with more than 36,60,615 people benefitting from the scheme. Under

Pradhan Mantri Suraksha Bima Yojna, sum of Rs. 2 lakh is given on paying a premium of

Rs. 12/- per annum. In UP, around 2.38 crore people are enrolled for PMSBY.

Around 13 lakh youth have been registered under Kaushal Bharat Yojna in UP among which

8.92 lakh have been provided skill-based training and 4.10 lakh have been employed. Under

Deen Dayal Upadhyay Grameen Kausalya Yojna, around 10 lakh youth have been trained.

Under Start Up India and Stand Up India, more than 3400 start-up projects have been started

in UP.
