Dear Governor Quinn: As mayors, managers, and presidents of towns, and leaders of economic development organizations across northern Illinois, we often hear from residents and businesses in our communities about the need for reliable power. Last summer’s powerful storms underscored the need for a stronger, modernized power grid; a year later, ComEd has taken significant steps to strengthen our electric grid and improve storm response. Much of this work has been undertaken as a direct result of the Energy Infrastructure Modernization Act (EIMA), which was passed last fall by a bipartisan majority in the General Assembly. This legislation allowed ComEd to undertake a $2.6 billion investment program to modernize our electric grid and install Smart Grid technology. Though the program is less than six months old, our communities are already seeing the benefits of these investments. ComEd is investing over $139 million in infrastructure improvements this year alone. Throughout our communities, we see ComEd crews replacing cables, installing more storm resistant cables in heavily tree populated areas, inspecting and refurbishing manhole covers and utility poles, and installing distribution automation (DA) devices that reroute power to restore or even prevent outages. Because of EIMA, this work is being deployed at a faster pace than what would normally be possible. We are concerned, however, that the ICC’s recent order on ComEd’s formula rate case could undermine these benefits and significantly impede ComEd’s ability to make long-term investments in its infrastructure. We are only at the beginning of ComEd’s 10-year $2.6 billion investment program and without the regulatory certainty established by this legislation, ComEd’s investments in our communities could be jeopardized. ComEd has filed a petition with the ICC to rehear the case, and we encourage you to support a rehearing. Our communities are only beginning to see the benefits of EIMA, and there is much more work to be done. We are eager to see ComEd’s program deployed as planned, so this critical work is not further delayed. Strengthened reliability is important to the health, safety and welfare of the towns we represent. We need to ensure that our communities have a responsive, reliable electric grid that is capable of meeting today’s challenges.
