१) ि जबासी हायटेक उ ोग िल. मुंबई. १ अट . २- सदर अ टम ये वहानाची तपसाणी क न

मनपा या ता यात द यानंतर आपण एकुण िनिवदा र मे या ८०% र मच देणार आहे व उव रत र म पाट पेमट प दतीने २४ मिह या म ये देणार आहेत. यामुळे आ ही आपणास िवनंती करतो सदर िनिवदाची

र म वहानाची तपासणी झा यावर तदनंतर सदर वाहन RTO रिज ेशन (न दणी) झा यावर १००% िबल िमळावे िह न िवनंती व या माणे आपण अ टम ये बदल कराबा.

वाहनाचे बॉडी िब ड गचे संपुण काम क न वाहन मनपा या ता यात दलेनंतर मागणी के या माणे १००% र म अदा केली जाईल. मा मंजुर िनिवदा र मे माणे होणारी सुर ा ठेव / बँक गॅरंटी आपणास

ावी लागेल. हमी कालावधी हा १२ मिह याचाच रहील.

२ अट . ४ – म ये आपण िनिवदा धारकाने दे यात येणारे दर सव करासहीत यावेत याम ये वाढ झा यास मनपा जा तीचे वाढ होणारे कर देणार नाही. असे नमुद केलेले आहे. परंतु आ ही आपणास िवनंती क इ छीतो करां िवषयी धोरणे क सरकार, रा य सरकार व मनपा ( थािनक सं था) ठरवत असते यामुळे आपणास िबल आदा करतेवेळी असले या चलीत करा

माणे िबल ावे लगेल िह िवनंती. अट १३ ऐवची अट .१४ असे ट ग झालेले आहे.

सदरची मागणी अमा य करणेत येत आहे. अट . १२ नंतर १४ ट झाले आहे. ते १३ समजणेत यावे.

३ अट . १४ – १)सदर अि शमन बॉडी िब डग साठी आव यक लागणारी चॅिसज आ ही आपणा माफत डायरे ट खरेदी करणार अस यामुळे आपण आं हास चॅिसज या अनामत र म माफ करावी कवा १००

.चे टँप पेपरवर इं टमेन बाँ ड घेऊन चॅिसज ता यात या ात.

२) चॅिससचा हमी कालावधी हा चॅिसस उ पादका या धोरणा नुसार असावा याम ये आं ही ह त ेप क शकत नाही तसेच हमी कालवधी हा चॅिसज ता यात द यापासून असावा.

३)यं णा बांधणीचा हमी कालावधी २४ मिह याचा रािहल परंतु या मधील Accessories हणजेच Fire Pump वFire Rescue Equipment उ पादक फ १ वषाचा हमी कालावधी देतात यामुळे आपण सव यं णेचा १ वषाचा हमीकालावधी यावा.

अमा य करणेत येत आहे. हमी कालावधी १२ मिह याचा राहील. मा य, तथापी संपूण यं णा म.न.पा. या ता यात द या या दनांकापासून १२ मिह यांचा हमी कालावधी

लागू राहील.

४ इतर सुचना – १)िनिवदे मधील बांधणीचा कालावधी हा चािसज ता यात िमळा यानंतर चालु आसावा तसेच बांधणीची तपासणीसाठी या या वेळेस तपासणी प अथवा ई-मेल ारे सुचना कर यात येईल या माणे तपासणी घेईपयतचा कालावधी याम ये समावेश नसावा. २) वहानाची बॉडी िब डग चे तपासणी आपण थड पाट ारे करणार असून सदर ऐज सी चे िबल कती घेणार याचा अंदाज नस यामुळे आं ही आपणास िवनंती करतो क ते आपण डायरे ट सदर ऐज सी यावे अथवा कती र म यावी लागणार आहे ते प

करावे. हणजे आं हास िनिवदा भर यास सोईचे होईल

तपासणी प ाचा मु ा अमा य करणेत येत आहे. वाहन पुरवठा कालावधी येक १५ दवस वाढिवणेत येत आहे. फायर टडर वाहन – ९० + १५ = १०५

रे यु हॅन – १२० + १५ = १३५ र पॉ स हेईकल -६० + १५ = ७५ ाऊझर – ९० + १५ = १०५

थड पाट ची नेमणूक मनपा माफत करणेत येईल. परंतू याचे दर िनिवदा रकमे या१% पे ा कमी असतील.

व या माणे दर भरता येईल. ३) वाहनाचे हणजेच चॅिससचे िबल आपण डायरे ट चॅिसस उ पादक/िडलर यां या ोफामा इ हाईस

माणे यावे लागणार असून या माणे आपण चॅिससचे िबल Against profoma Invoice माणे १००% िबल चॅिसस उ ादकास आदा करावे लागेल व उवरीत िबल बॉडी िब ड ग बांधणीचे आसणार आहे ते आं ही वतं र या सादर क .

तुत िनिवदेतील िनिवदा दर हे चािस या कमतीसह

अस याने िनिवदा मंजूर धारकास चॅिसज या होणा-या कमतीचे आपले िबल (Invoice) सादर करावे लागेल.

सोबत उ पा दत कंपनी / अिधकृत िव े ते यांचे चािसजचे िबल(Invoice) द या नंतर आप या मागणी नुसार चािसज िबलाची र म उ पादीत कंपनी / अिधकृत िव े ते यांचे नावे र म आदा करणेत येईल.

वाहन ता यात द यानंतर १५ दवसात ावी. तसेच सदरील वाहनाचा हमी कालावधी हा २४ मिह याचा आसावा परंतू सदरील वाहन बाधणीसाठी सािह य(PUMP, PTO & OTHER ACCESSORIES) पुरवठा करणा-या कंपनी ा एक वषाचा हमी कालावधी देतात तर आ ही तो २४ मिह याचा कसा देणार.

संबंध नसिेबाबत र.रु. १००/- िंे स्टँिं िेंिंरवर नोटराईज प्रलतज्ञािंत्र करुन द्यावे िागेि.

Technical Specification for 12 KL Water Bouser. SCOPE

This technical specification provides guideline for Fabrication of water bouser, on 25 ton GVW Chassis of 190/210 BHP ENGINE POWER with TURBO CHARGED,

INTEGRAL POWER STEERING, 4800 mm Wheelbase, having an engine meeting BS-IV emission standard, as per specification with required accessories and equipments (

Spare wheel & tool kit ). The water bouser will be fabricated with the best material and good workmanship, ensuring effective and efficient operation of the Bouser.

GENERAL REQUIREMENTS

The water bouser will incorporate a Fire Pump of High Low Pressure type having discharge capacity of 4000 LPM @ 10 bar & 300 LPM @ 40 bar pressure, a MS Water

Tank of 12000 litres, various types of accessories as in the specification. WATER TANK

A Water Tank shall be installed on the water bouser. The tanks have the following parameters:

Capacity 12000 Liters

Material of Construction MS, IS 2062 gr

Bottom Plate Thickness 5 mm

Side Plate Thickness (Die Pressed Stiffened on Two Sides) 5 mm

Top Plate Thickness 4 mm

Design & Plumbing

The water tank shall be designed to carry approx 5% Liters of water in excess of the designed capacity. The Water tank shall be so installed as to allow the full flow of water to the pump. The tank will have baffle plates in order to avoid surge when the

vehicle is braking, accelerating and cornering. All baffle plates inside the tank shall be nut bolted of SS304 only. Inspection manholes will be provided on top of the tank

one at rear and one at front. The manhole will have a hinged cover so that the manhole will also act as a filling orifice.

Suitable eyes will be provided on the shell of the tank to enable it to be lifted off the vehicle for repairs when required. A cleaning hole shall be provided at the bottom of

the tank. It will be fitted with a drain pipe & valve which will be taken down to a point well below the chassis without reducing the effective ground clearance. The tank

will be fitted with an overflow pipe taken down to a point well below the chassis that discharges the water away from the wheels. Hydrant connection incorporating a

strainer will be provided for filling the tank. A pipeline will be taken from the tank to the suction inlet of the pump incorporating a quick action butterfly valve. The tank will be connected with the pump in such a manner that pressurization of water tank

or water tank pump connection is avoided when pumping water from an outside source of supply. Tank internally shall be provided with raised platform just below

the overhead filling points. Tank will be treated for anticorrosion by sand blasting and minimum 1 coat of Primer and minimum 2 coats of epoxy White paint.

TANK MOUNTINGS (SUBFRAME)

The water tank will be mounted on the vehicle on a subframe using good quality Rubber Pad. This subframe will be made from Anti-Corrosive Treated MS 4” section

and will be bolted with the chassis using 'U' Bolts for mounting of tanks on vehicle. The rubber shall facilitate to absorb the jerks and bending torsions in expansion as well as compression mode without high deflection. The manufacturer shall provide

complete design of tank mounting and subframe including the load calculations. Tank will be mounted on the chassis in a manner keeping in view the proper load

distribution on the axles. The baffles will be arranged in a manner to facilitate easy cleaning of the tanks. The tank will be mounted on two / three cross bearers to counteract stresses caused by chassis flexing. The Centre of Gravity shall be

maintained as low as possible.

TANK LEVEL INDICATORS (ELECTRONIC TYPE)

Electronic LED Water Level Indicators indicating the tank levels as EMPTY, ¼, ½, ¾ and FULL shall be provided on the pump control panel. These levels shall be indicated by number of glowing LED lights The indicators shall sense the fluid level in the tank

with help of a pressure sensing probe. The indicators shall be located on the rear pump control panel in such a manner that the Operator / Firemen can easily view the tank levels while being away from the vehicle. Repeater Secondary Level Indicators

shall be provided in the driver's cab to help the crew members to check the fluid level from the cab while travelling.

FIRE PUMP (HIGH LOW PRESSURE TYPE)

The fire pump shall be of Rosenbauer / Godiva /Wadia / Firefly make UL certified of High-Low Pressure type. The pump shall perform the following duties:

Low Pressure Output 4000 LPM @ 10 bar

High Pressure Output 300 LPM @ 40 bar The low pressure impeller, pump volute and wearing rings shall be made of GM as per

IS: 318 Grade II and the regenerative type high pressure impeller shall be made of Stainless Steel. Delivery valves shall be made of Light Alloy. The pump shaft shall be made of Stainless Steel as per IS: 6603. The bearing housing shall be made of Cast

Iron. All studs or bolts coming in contact with water shall be of stainless steel. The low pressure (LP) and high pressure (HP) impellers shall be mounted on a single shaft. The pump shall have self-adjusting mechanical carbon seal with carbon to stainless steel

interface. The HP outlet size shall be 25 mm. The pump shall have a suction inlet of 100 mm with round threads and 4 x 63 mm delivery outlets with screw down type

valves fitted with couplings as per IS:903. Additional One on each side delivery connection with screw down type valve shall be provided just behind the cabin.

Primer

The reciprocating priming system shall be fitted to the fire pump. At normal temperature and pressure conditions (NTP) the primer shall prime from 7 mtrs within

30 seconds.

HIGH PRESSURE HOSE REEL

Two high-pressure hose reels of 60 mtrs length of 20 mm ID at appropriate location of the vehicle to facilitate operation of the high-pressure section of the Fire Pump shall be provided. The hose will be prevented from kink. Working pressure of

hose will not be less than 50 bar. The high-pressure hose reel will hold 60 meter of hose in one length, terminating in a high-pressure for Fireco /Rosenbaeur/ Firefly

make Jet / Fog gun. Plumbing between the pump and hose reel will have clean and unobstructed waterway of not less than 20 mm throughout without any restriction.

FOAM PROPORTIONING SYSTEM

Around the Foam Proportioning system with Foam Induction device duly calibrated for 1%, 3 % & 6 % will be provided near the pump. Auxiliary foam induction arrangement to be provided

POWER TAKE OFF UNIT

The PTO will be of heavy-duty capable of transmitting the full power of the engine to

the pump. The PTO unit will match the engine & pump characteristics. A separate lever in the main cabin will engage PTO. Necessary support for PTO units, propeller shaft couplings, universal joints etc. will be provided. PTO will be of VAS make V6

Model ratio 1:1.48. PTO Mounting shall be done on heavy duty rubber foundation. Mounting cross members tied with chassis by HT nutbolting. Unnecessary welding

shall be avoided. Monitor

Long range(50 Mtrs) water monitor with spray and jet nozzle light alloy Aag make

will be fitted on top of the tank & will be capable of delivering 2800 LPM @7 Kg/cm2. The monitor would be capable of traversing 360º in horizontal plane & would be capable of elevation upto 45º & depression of upto 15º & would be fully rotatable in

both directions. The monitor would be connected through flexible connections to the high capacity Fire Pump. The Monitor would be capable of throwing water to a distance of not less than 50 Mtrs in still air. Monitor fitted

WATER PIPING

All piping and plumbing will be designed to have minimum pressure drop & achieve

the required pressure & flow at various locations. All valves above 2 inch will be of

butterfly type only. All piping will be designed for 10% over the maximum pressures encountered in the piping. The piping will be flanged as far as possible for ease of

maintenance. All lines will be hydraulically tested at 1.5 times the design pressure however in no case will the lines will be hydraulically tested below 18 bar. All bolting

will be of SS 304. All valves shall be of AUDCO/ L& T make only. Spare Portable Pump

A portable pump of 1100 lpm 7 kg/cm2 along with Kirloskar /Firefly/Godiva or

equivalent, Diesel run Engine shall be provided connected to the water tank with valve arrangement and mounted in the locker at rear side. It shall be nut-bolt fitted as

to remove as and when required. Weight not more than 110 kg. CONTROL PANELS

Adequate illuminated pump operating control panel will be provided on the rear side of

the Fire Tender. All controls of the system will be spaced properly & marked for easy operation. All valves will be of lever-operated type and will be made of SS with Teflon

seats. The following controls shall be provided on rear side of the vehicle near the control panel: Level Indictors for Water Tank and Foam Tank

Compound Gauge, Normal Pressure Gauge, High Pressure Gauge Cooling Water Circuit Control Hydrant Connection for filling Water Tank

Pump Inlets and Outlets Water Tank to Pump Butterfly Valve

Pump to Monitor Valve Draw off connection with couplings. Operating Instruction Plate.

BODY WORK & STOWAGE

Cabin

The company fitted drivers cabin will be accommodation for driver and officer. Just behind original driver’s cabin one special crew cabin shall be made. This crew cabin shall be partially enclosed of half open type with half doors on each side and covered

from top. It shall have half front wall of two and half feet height and fitted with strong hold railing/bar of 38mm. The crew cab and lockers will be of composite construction

with sufficient rigidity and reinforcement and will be kept as light as possible. Pressed sections and 38 mm x 38 mm x 2 mm thick MS CR square tubes of sufficient strength shall be used for the cabin construction as far as possible.

Equipment Stowage Compartments

The rear equipment lockers superstructure (after the cabin) shall be fabricated with MS rolled steel angles and MS CR sq tube of 38 x 38 x 2 mm with corrosion

resistance painting.

The roof should be strong enough for being walked-on and must be sufficiently supported. The intermediate walls and shelves shall be constructed from aluminium

sheets. The outside paneling shall be done from 16 SWG aluminium sheet. Complete flooring shall be of 10 SWG aluminum chequered plate and the inside of lockers

shall be done from 18 SWG Aluminium Plain Sheet. The vehicle shall be covered from top with 10 SWG chequered plate having rainwater channel at both side. Guide Rails shall support over entire length on both sides.

All the compartments for stowage of equipments shall be covered with MCD france / Fireco or imported Aluminium Roller Shutters. These smooth operating shutters

shall be made of extruded aluminium profiles duly powder coated. The shutter doors shall be equipped with electro-magnetic switch on the door tracks to provide

automatic switch on/off of compartment lights. All the space on sides of the vehicle, below the chassis frame level shall be utilized for stowing equipments.

Stowage System

Arrangement shall be provided for secure, scientific and systematic stowage of all accessories within the Bouser. Each equipment shall have its designated location so

that it can be easily located during emergency situations. Suitable clamps, brackets, holders etc. shall be provided for major accessories as the need be. The accessories should be properly clamped / strapped to prevent shifting of the equipment while the

vehicle is in motion and thereby avoiding damage to the paneling of the vehicle. Suction hoses shall be stored in designed closed box on the roof top at a convenient location.

ELECTRICAL SYSTEM & ELECTRICAL ACCESSORIES

All important electrical circuits will have separate fuses suitably indicated & will be

grouped into a common fuse box located in an accessible position in Driver’s cab and fitted with means for carrying spare fuses. All the wiring will be monopole and shall not be exposed to the atmosphere. Conduits will be used wherever necessary. All

equipment’s lockers will have individual lights and these will be operated by means of a master switch on the dash board in the driver’s cabin. A trickle type battery

PAINTING AND MARKING

The entire appliance will be painted with Fire SIGNAL Red paint preferably of ASIAN

PPG make using double coat spray painting on the outside. The lettering will be done with radium as per the customer's instructions. The Vehicle will be clearly and permanently marked with the following:

SPECIFICATION FOR FABRICATION OF MEDIUM RESCUE VAN l

This vehicle is designed to cater the needs of emergency created due to road accident and many other building and industrial accident.

Chassis: - TATA LPT 1109 EX/36/1012BS-IV Cab chassis with spare wheel & tool kit. The fabrication shall be carried as per the specification provided.

A) GENERAL: 1. Emergency rescue van including all accessories such as Electric winch of 6-

ton capacity. Pneumatic light mast with telescopic section and top section each with 4 X 6000 Lumens LED lights. Power generator of 12 KVA, 0.8 PF , 415

volts, stowage compartment for all rescue equipment’s of ROLL –IN – ROLL-OFF shutters with aluminum rolling type with stowage tray fitted with sliding bearings (drawer type) shall be designed & manufactured as per relevant I.S.I (949 -1967)

2. The specification mention here under lays down the requirements regarding material, design, construction, workmanship and finish, accessories and

acceptance test of emergency rescue van. 3. All the requirement and accessories shall be fixed on the appliance in a compact and neat manner and shall be so placed that each parts is easily and readily

accessible for use and maintenance. The center of gravity shall be kept as low as possible.

B) MATERIAL SELECTION AND TREATMENT: 1. The choice of materials to be used for construction of the appliance shall be

made with a view to combine lightness with strength and durability. 2. Timber shall not be use in construction. 3. All parts, which from waterways or come in to contact with water, shall be of

corrosion resisting material of suitability treated with corrosion resist corrosion. C) CREW CABIN AND BODY WORK :

Enclosed accommodation for driver, officer in company fitted cabin and additional cabin for four firemen shall be provided just behind the driver cab. Crew

compartment shall have one doors on each side. The doors shall be hinged opening outward and shall be hung forward and shall have catch lock and flush type handle. The entire structure of the appliance shall be welded structure made

from 14SWG MS pressed section and channel with aluminum paneling. The outer paneling shall be done from 16 gauges with aluminum paneling. The inner

paneling shall be done from 16 Gauge aluminum sheet. 1. Minimum 7 or sufficient number of locker for storage of all equipments shall be provided with external access. The bottom of all the lockers shall be off

checkered aluminum plate fitted on the base frame to avoid bending of the plates. Side of the lockers shall be of aluminum plates with suitable stiffener. 2. Lockers (equipment compartments) shall be closed by best quality

FIRECO/ANGUS/MCD/MAGIRUS aluminum roller shutter and accessible from ground level. Equipment body work roof shall be covered with aluminum

checkered plate. All drawer compartments for storing equipments shall be of light, stable aluminum and fitted with one handle and mounted on easy slide ball bearings.

3. All lockers shall be fitted with internal lighting, capable of being automatic “ON & OFF” by the opening and closing of shutter. A master switch for isolating the

locker lighting circuit shall also be fitted in the driving compartment.

4. Grab rails and non-slip step shall be provided to give access to the roof of the appliance and for easy and speedy removal and mounting of equipment including

ladder. 5. Ladder gallows shall be provided on top of the vehicle with proper locking

arrangement for the ladder. 6. Glass protection Mesh with square peep hole, should be provided to protect the front and side glasses, indicators, rear lights, inside crew member with

arrangement replace it in peace time. D) LOCKERS:

The lockers shall be provided for storage of maximum required equipments listed in the Annexure. The lockers will have drawers and swiveling vertical shelves as

per the latest international standards i.e.Roll in-roll out type with opening in tapered position giving easy & immediate access to all equipments. All equipments should be stowed very scientifically & systematically in the drawers &

each piece of equipment shall have its designated location so that at the time of emergency the required equipment can be very easily located & removed for use.

Location of equipment (labels) shall be provided on each drawer for immediate identification. All the equipment shall be properly clamped and strapped in the drawers to prevent movement of the equipments while the vehicle is in motion.

The drawer sides shall be constructed from special aluminium extruded section having bearing slot inside itself, of minimum 100mm X 4/6mm thickness and the bottom floor of the drawers shall be made from aluminium sheets and then

covered with good quality neoprene rubber sheets. The drawers should have self-locking system to prevent accidental opening while

the vehicle is in motion. The ROLL IN-ROLL OUT drawers shall be made according to the required size of the equipment that is to be stowed. The lockers shall be covered with PUSH-PULL TYPE Aluminium Rolling Shutters

only for faster & smoother rescue operation at the time of emergency. The roller shutters shall be made from extruded aluminium sections with suitable roller, spring, guide channels etc. All aluminium sections used shall be properly

anodized. The Roller shutters shall be rolled inwards underneath the roof giving

unobstructed access to the equipment lockers and the fire fighting material. These roller shutters should open in every position of the vehicle even in rough terrain. Guide rails shall support the shutters over entire length on both sides to

make them absolutely torsion free.The opening of the roller shutters shall be done by means of a lift bar provided. This should be of the self-locking type so that

while the vehicle is moving, the shutters do not open accidentally during movement of vehicle. Roller shutters shall be made of hollow rectangular shaped aluminium links which

shall be inter connected with rubber /plastic/ PVC profiles sealing the roller shutter watertight when closed. These roller shutters should be durable, maintenance free, weather and corrosion

resistant.

E) EXTENSION LADDER :

A 7.5 – meter Double extension aluminum Trussed type branded company extension ladder shall be provided on the suitable ladder gallows. Ladder shall

have specifications as per JCDD10/1.

F) STRETCHER LADDER: In addition two stretcher ladders shall be mounted separately on the appliance

in such a way that they would be easily, quickly and independently removed, when required.

G) STABILITY: The stability of the appliance shall be such that when under fully equipped and

loaded condition (equivalent weight of crew to be loaded in lieu of crew) if the surface on which the appliance stands lilted to either side, the point at which over turning occurs is beyond angle of 35 from the horizontal.

H) WORKMANSHIP AND FINISH:

1. The standard workmanship and finish of all mechanical and their parts shall be such that the parts normally required to be replaced can be supplied and shall fit correctly.

2. The emergency rescue van shall be painted SIGNAL RED as per IS 536. 3. The driving compartment, crew’s compartment and inside of lockers shall be painted cream colour.

4. All other parts expect engine shall be painted black. 5. Necessary anti-corrosion and priming coats shall be applied before painting.

J) CABLE WINCH:

An electrically operated cable winch of 6.8-ton capacity should be provided. Input: 5.5kw/7.5hp; Output: 3.5kw/4.7hp ,gear ratio 400:1. The winch unit should be complete with minimum 5.5 HP, 12V, DC series wound electric

reversible motor for increased pulling power, rope drum, and 90 ft heavy duty

multilayer wire rope with replaceable self-locking clevis hook and shall be mounted on the front bumper of the vehicle with suitable strong supports.

K) POWER GENERATOR:

A built in – 12 KVA Alternator Kirloskar / Crompton greaves/Elgi/Mecalty Germany make shall be installed within the body / chassis frame driven by cardan shaft from reputed make P.T.O. shall be engaged with lever from inside the driver’s

pneumatically up to14 feet (4.3m) shall be installed on the roof of the vehicle. Lighting shall be provided by a 12V or 24V DC with Remote Control Unit, directional lighting system with rotation & tilt lamps to provide total coverage. The

remote control unit shall allow a person to operate all the functions of the light mast & accurately aim for complete directional positioning. In addition Auto-show,

a one button command, automatically retracts, turns out the lights and stows the entire system to the compact transport position shall also be included in the remote controller. The complete unit should comprise of handheld remote control

with cable, rotation & tilt ositioned, mounting frame with built in tilt system. There should be in build air compressor provided in light mast itself.

N) PUBLIC ADDRESS SYSTEM: Public address system of reputed/branded company shall be provided in the

driven cabin with light bar preferably make amplifier, microphone, hooter (two tone hooter).

O) INSTRUCTION BOOK. 2 sets of illustrated books for the guidance of the user, including both operating

and normal maintenance procures, for the appliance, machinery, equipment and gadgets shall be supplied with the appliance. The books shall include itemized and illustrated spare parts list giving reference to all wearing parts.

P) SCOPE FOR SUPPLY. WORK AND TRAINING: 1. All necessary working tools and set of special tools required for maintenance of

the appliance shall be supplied. 2. Spare parts catalogue & test certificate shall be provided with appliance.

3. Necessary training shall be imparted for safe operation and maintenance of the appliance. 4. Acceptance tests

5. Road test / stability test shall be carried out as per standard practice. 6. Practical demonstration of all rescue tools, machinery’s gadgets, equipment’s

etc. shall be shown.

7. Test certificate shall be submitted for all imported safety / personal protective equipment’s.

8. INSPECTION: Three –stage wise inspection shall be carried at your works.

Technical Specification for Fire Tender

SCOPE

This technical specification provides guideline for Fabrication of Multipurpose fire Tender, on 25 ton Chassis with Wheelbase of 4800 mm having an engine of 190/210

BHP meeting BS-IV emission standard, as per specification with required accessories and equipments (Spare wheel & tool kit). The Fire Tender will be fabricated with the best material and

good workmanship, ensuring effective and efficient operation of the Tender.

GENERAL REQUIREMENTS

The Fire Tender will incorporate a Fire Pump of High Low Pressure type having discharge capacity of 4000 LPM @ 10 bar & 300 LPM @ 40 bar pressure, a MS Water Tank of 8000 litres, various types of accessories as in the specification.

WATER TANK

A Water Tank shall be installed on the Fire Tender. The tanks have the following parameters:

Design & Plumbing

The water tank shall be designed to carry approx 5% Liters of water in excess of the designed capacity. The Water tank shall be so installed as to allow the full flow of water to the pump. The tank will have baffle plates in order to avoid surge when the

vehicle is braking, accelerating and cornering. Inspection manholes will be provided on top of the tank one at rear and one at front. The manhole will have a hinged cover so

that the manhole will also act as a filling orifice. Suitable eyes will be provided on the shell of the tank to enable it to be lifted off the

vehicle for repairs when required. A cleaning hole shall be provided at the bottom of

the tank. It will be fitted with a drain pipe & valve which will be taken down to a point well below the chassis without reducing the effective ground clearance. The tank will

be fitted with an overflow pipe taken down to a point well below the chassis that discharges the water away from the wheels. Hydrant connection incorporating a

strainer will be provided for filling the tank. A pipeline will be taken from the tank to the suction inlet of the pump incorporating a quick action butterfly valve. The tank will be connected with the pump in such a manner that pressurization of water tank

or water tank pump connection is avoided when pumping water from an outside source of supply. Tank will be treated for anticorrosion by sand blasting and epoxy

coating. TANK MOUNTINGS (SUBFRAME)

The water tank will be mounted on the vehicle on a subframe using Rubber. This subframe will be made from Anti-Corrosive Treated MS 4” section and will be bolted with the chassis using 'U' Bolts for mounting of tanks on vehicle. The rubber shall

facilitate to absorb the jerks and bending torsions in expansion as well as compression mode without high deflection. The manufacturer shall provide complete design of tank mounting and subframe including the load calculations.

Tank will be mounted on the chassis in a manner keeping in view the proper load distribution on the axles. The baffles will be arranged in a manner to facilitate easy

cleaning of the tanks. The tank will be mounted on two / three cross bearers to counteract stresses caused by chassis flexing. The Centre of Gravity shall be maintained as low as possible.

TANK LEVEL INDICATORS (ELECTRONIC TYPE)

Electronic LED Water Level Indicators indicating the tank levels as EMPTY, ¼, ½, ¾

and FULL shall be provided on the pump control panel. These levels shall be indicated by number of glowing LED lights (no LED Lights means and empty tank, All LED Lights means full tank). The indicators shall sense the fluid level in the tank with help

of a pressure sensing probe. The indicators shall be located on the rear pump control panel in such a manner that the Operator / Firemen can easily view the tank levels while being away from the vehicle. Repeater Secondary Level Indicators shall be

provided in the driver's cab to help the crew members to check the fluid level from the cab while travelling.

FIRE PUMP (HIGH LOW PRESSURE TYPE)

The fire pump shall be of Rosenbauer / Godiva / Firefly make UL certified of High-Low Pressure type. The pump shall perform the following duties:

Low Pressure Output 4000 LPM @ 10 bar

High Pressure Output 300 LPM @ 40 bar The low pressure impeller, pump volute and wearing rings shall be made of GM as per

IS: 318 Grade II and the regenerative type high pressure impeller shall be made of Bronze. Delivery valves shall be made of Light Alloy. The pump shaft shall be made of Stainless Steel as per IS: 6603. The bearing housing shall be made of Cast Iron. All

studs or bolts coming in contact with water shall be of stainless steel. The low pressure (LP) and high pressure (HP) impellers shall be mounted on a single shaft. The pump shall have self-adjusting mechanical carbon seal with carbon to stainless steel

interface. The HP outlet size shall be 25 mm. The pump shall have a suction inlet of 100 mm with round threads and 4 x 63 mm delivery outlets at front with screw down

type valves fitted with couplings as per IS:903. Additional One on each side delivery connection with screw down type valve shall be provided just behind the cabin.

Primer

The reciprocating priming system shall be fitted to the fire pump. At normal temperature and pressure conditions (NTP) the primer shall prime from 7 mtrs within

30 seconds.

HIGH PRESSURE HOSE REEL

Two high-pressure hose reel at appropriate location of the vehicle to facilitate operation of the high-pressure section of the Fire Pump shall be provided. The hose will be prevented from kink. Working pressure of hose will not be less than 50 bar. The

high-pressure hose reel will hold 60 meter of hose in one length, terminating in a high-pressure for FIRECO/Rosenbauer / firefly make Jet / Fog gun. Plumbing between

the pump and hose reel will have clean and unobstructed waterway of not less than 20 mm throughout without any restriction.

FOAM PROPORTIONING SYSTEM

Around the Foam Proportioning system with Foam Induction device duly calibrated for 1%, 3 % & 6 % will be provided near the pump. Auxiliary foam induction arrangement to be provided

POWER TAKE OFF UNIT

The PTO will be of heavy-duty capable of transmitting the full power of the engine to

the pump. The PTO unit will match the engine & pump characteristics. A separate lever in the main cabin will engage PTO. Necessary support for PTO units, propeller shaft couplings, universal joints etc. will be provided. PTO will be of VAS make V6

Model ratio 1:1.48.

Monitor Long range Aaag make water monitor light alloy will be fitted on top of the tank & will

be capable of delivering 2800 LPM @ 7 Kg/cm2. The monitor would be capable of traversing 360º in horizontal plane & would be capable of elevation upto 85º &

depression of upto 15º & would be fully rotatable in both directions. The monitor would be connected through flexible connections to the high capacity Fire Pump. The Monitor would be capable of throwing water to a distance of not less than 65 Mtrs in

still air. Monitor fitted with spray and jet nozzle. WATER PIPING

All piping and plumbing will be designed to have minimum pressure drop & achieve the required pressure & flow at various locations. All pipe fitting & valves (except butterfly valves) will be of SS304 material. All piping will be designed for 10% over the

maximum pressures encountered in the piping. The piping will be flanged as far as

possible for ease of maintenance. All lines will be hydraulically tested at 1.5 times the design pressure however in no case will the lines will be hydraulically tested below 18

bar. All bolting will be of SS 304. All valves shall be of AUDCO/ L& T make only.

Spare Portable Pump.

A portable pump of 1100 lpm at 7 kg/cm2, Kirloskar /Firefly/Godiva or equivalent, Diesel run shall be provided connected to the water tank with valve arrangement and mounted in the locker at rear side. It shall be nut-bolt fitted as to remove as and

when required. Weight should not exceed 110 kg.

Spare Portable Genset. A portable petrol operated Genset of 5 KVA Honda Or equivalent make to be fitted in

the independent locker of fire tender. CONTROL PANELS

Adequate illuminated pump operating control panel will be provided on the rear side of the Fire Tender. All controls of the system will be spaced properly & marked for easy operation. All valves will be of lever-operated type and will be made of SS with Teflon

seats. The following controls shall be provided on rear side of the vehicle near the control panel: Level Indictors for Water Tank and Foam Tank

Compound Gauge, Normal Pressure Gauge, High Pressure Gauge Auxiliary Engine Throttle Control

Cooling Water Circuit Control Hydrant Connection for filling Water Tank Pump Inlets and Outlets

BODY WORK & STOWAGE

Cabin

The company fitted drivers cabin will be accommodation for driver and officer. Just

behind original driver’s cabin one crew cabin shall be made with enough working room inside the cabin & to have enough aesthetic value of half open type. Enclosed

accommodation for four to five persons will be provided in the crew compartment. There shall be communication window provided in between those cabins. The driver seat & Fire officer seat will be of an adjustable type. All the seats will have

foam cushion and will be covered with best quality Rexene. One door on each side will be provided on the driver cab & crew compartment. Drivers cabin doors will be fitted with safety glasses and be of regulating type window. The glasses on all the windows

and doors will be fixed in rubber. The cabin doors will be hinged type opening outwards & hung forward with catch latches. The crew cab and lockers will be of

composite construction with sufficient rigidity and reinforcement and will be kept as light as possible. Pressed sections and 38 mm x 38 mm x 2 mm thick MS CR square tubes of sufficient strength shall be used for the cabin construction as far as possible.

Provisions will be made to store BA sets in the back rest of the crew seats with suitable

clamps and brackets where the BA sets (single cylinder) will rest and will not be kept in a hanging condition. Below the crew seat space will be provided for storage of

equipments like spare cylinders of the BA set of the same capacity, mechanical tool etc

Equipment Stowage Compartments

The rear equipment lockers superstructure (after the cabin) shall be fabricated with MS rolled steel angles and MS CR sq tube of 38 x 38 x 2 mm with corrosion resistance

painting.

The roof should be strong enough for being walked-on and must be sufficiently supported. The intermediate walls and shelves shall be constructed from aluminium sheets. The outside paneling shall be done from 16 SWG aluminium sheet. Complete

flooring shall be of 10 SWG aluminum chequered plate and the inside of lockers shall be done from 18 SWG Aluminium Plain Sheet. The vehicle shall be covered from top

with 10 SWG chequered plate having rainwater channel at both side. Guide Rails shall support over entire length on both sides.

All the compartments for stowage of equipments shall be covered with MCD France Aluminium Roller Shutters. These smooth operating shutters shall be made of extruded aluminium profiles duly powder coated. The shutter doors shall be equipped

with electro-magnetic switch on the door tracks to provide automatic switch on/off of compartment lights. All the space on sides of the vehicle, below the chassis frame level

shall be utilized for stowing equipments. Stowage System

Arrangement shall be provided for secure, scientific and systematic stowage of all

accessories within the Fire Tender. Each equipment shall have its designated location so that it can be easily located during emergency situations. Suitable clamps,

brackets, holders etc. shall be provided for major accessories as the need be. The accessories should be properly clamped / strapped to prevent shifting of the equipment while the vehicle is in motion and thereby avoiding damage to the paneling

of the vehicle. Suction hoses shall be stored on the roof top at a convenient location. Dry Powder System

1 x 50 kgs Capacity DCP Trolley Cylinder will be suitably located at rear right side

locker with one hand line of 5 to 8 mtrs -25 mm dia .fitted with trigger –type nozzle having an output of approx 1 to 2.5 kgs/sec. The DCP unit will be supplied duly charged with dry chemical powder. Branded company make.

CO2 System

1 x 22.5 capacity CO2 Trolley cylinder will be provided with Hose reel for CO2 discharge; reel fitted with 15 mtrs long high pressure hose. This cylinder will be

placed in lockers at a rear right side locker adjacent to DCP convenient position in the tender. CO2 cylinders will have ISI Marked. Branded company make.

ELECTRICAL SYSTEM & ELECTRICAL ACCESSORIES

All important electrical circuits will have separate fuses suitably indicated & will be

grouped into a common fuse box located in an accessible position in Driver’s cab and fitted with means for carrying spare fuses. All the wiring will be monopole and shall not be exposed to the atmosphere. Conduits will be used wherever necessary. All

equipment’s lockers will have individual lights and these will be operated by means of a master switch on the dash board in the driver’s cabin. A trickle type battery charger

6.ENGINE

The prime mover for pump shall be 4-stroke Petrol driven engine and shall have

compatible electrical and lubrication system. The engine should preferably be on

12V battery for which adequate charger shall also be provided. Suitable

electronic instruments shall be provided on the body of engine/ panel for fuel

level, battery and temperature.

A suitable means shall be provided for induction of foam from tank so that

9.DESIGN & DEVELOPMENT :

The Water Mist Fire Fighting System will be a self driven fire fighting unit

operated with inbuilt Petrol Engine coupled to a pump and attached with a

reducer & hose pipes, Mist generating Guns.

The water mist system shall be capable of carrying 300 liters of water and Foam

tank of 50 ltrs made of GRP and for AFFF a separate system to pump and mix

the required ratio, which can be discharged in the form of a mist from a gun.

The discharge gun shall be of light weight having stainless steel nozzle capable

of producing Water Mist with the ability to control the discharge in short burst

and long shots

The size of mist particle shall be in the range of 250 to 400 microns.

A suitable pressure reducer with a safety valve, capable of reducing to a low

pressure not more than 100 bars & jerk free working pressure shall be

incorporated. The main vessel shall be corrosion free.

The unit shall have adequate provisions for safety of the system and the complete unit including the water tank, pump, Engine, hose reel, HP Guns etc shall be

imported and shall be CE marked.

10.SAFETY DEVICES

The system shall be provided with pressure safety valve.

The system will have proper heat & exhaust outlet for the engine without causing

any interference to the operator while operating the unit.

11.MAIN WATER TANK

The water tank shall be made of GRP giving a free corrosion for life and a

lightweight of the WATER MIST SYSTEM, having useable water storage capacity

of 350 Ltrs properly baffled into segment to reduce water surge. The thickness of

the water tank should be of 5mm minimum. A man hole of 330 mm avec

overflow pipe and an optical level of water should be part of the tank. The tank

should resist to the flame and be anti ignition complying with the International

standards

12.GUNS

Two nos high pressure misting guns with dual pattern mode (spray-jet) shall be

provided with a suitable stainless steel filter. The discharge rate of main gun

shall not be less than 20 ltrs./Min. at pressure not exceeding 100 bars. The

second gun should have a flow rate not exceeding 40 LPM. The design of gun

shall be such that there is no appreciable re-coil pressure and the throw shall not

be less than 17 mts (Jet Mode) and shall not be less than 6 meters (Spray

mode).

Two nos to withstand high pressure hose reels with hoses of Auto rewind type

provided in the system shall be high quality and shall be capable of holding the

temp. ranges -200 to + 550C. The material specification, working pressure, test

pressure and cracking pressure should be indicated for each type of hose. The

minimum length of each hose should be 50 Mtrs.

The seals and O-rings used in the system should be of synthetic material like

Nitrile rubber or equivalent.

14.BODY FABRICATION

The rear portion of the vehicle behind the cabin has to be covered as per the

following specifications-The structure of the rear body will be of all steel nature

made from a min. of 2mm CRC material. The cabin will be paneled with 1.6mm

aluminium sheet externally & 1.2mm internally. Adequate lighting will be provided.

Good quality insulation will be done in the rear cabin to prevent ingress of heat

during the summer months to the maximum extent possible. Grab rails & non-slip

steps will be provided wherever necessary.

All rivets & bolt holes will have a coat of approved paint on both surfaces before

riveting or bolting or welding. All steel screws, bolts, nuts, rivets etc. will be zinc

coated or will have rust proof coats

The access to the pump control panel and hose reel shall also be covered with

Aluminium roller shutters. ( minimum 3 rolling shutters shall be

provided ) RH side – 1no. LH side – 1no. Rear side – 1no.

The complete structure material would be zinc plated & thereafter it would be

prepared by grinding welded surfaces, priming finished material with a zinc rich

primer & then coated with two pack epoxy based paint. Once paneling is

completed, all outside surfaces would be painted with a good quality paint

system (poly-urethane based). The complete chassis and the underbody will be

coated with 2 coats of anti corrosive paint.

15.ELECTRICAL SYSTEM:

All important electrical circuits will have separate fuses suitably indicated & will

be grouped into a common fuse box located in an accessible position in Driver's

cab & fitted with means for carrying spare fuses. The wiring would be single pole

& would not be exposed to the atmosphere. Conduits would be used wherever

necessary. The equipments locker would have individual light.

Two fog lamps & two spot lamps will be installed in the front. Reversing lights on

either side would be fixed suitably at the rear of the appliance with wire-mesh in

such a manner to prevent accidental damage by the fireman while mounting the

tank top. A spot light of 50W will be provided at the rear portion of appliance

near the pump

GPS and VTS of branded company fitted in the cab for speedy use

17.MARKING

Marking shall give details of capacity, manufacturer’s name, month/year of

manufacturing of the system etc.

18.TEST OF ACCEPTANCE OF FIRE FIGHTING SYSTEM

Physical dimensions, performance & weight check of equipment as given under

different items above shall form part of test of acceptance.

19.INSTRUCTION MANUALS:

Two sets of complete instruction manual for the operation and maintenance of

Mini Quick Response Vehicle (including all systems), stand by systems, chassis

and itemized spare parts list shall be supplied along with electrical circuit

diagrams, hydraulic circuit diagrams shall be provided with the vehicle.

All the manuals, circuit diagrams, literature etc shall be in English language.

20.DRAWINGS:

The complete detailed drawings of Mini Quick Response Vehicle duly mounted

on chassis specified herein shall be submitted along with the tender.

The working range diagram along with all the details shall also be submitted

along with the tender.

21.TRAINING:

The manufacturer's service engineer shall undertake the training for a week

in the operation and maintenance of the Mini Quick Response Vehicle for the

operational staff of the Fire Brigade Cost on this account shall be included in the

offer. the training regarding the repairs, maintenance, of the chassis and Mini

Quick Response Vehicle tender including all systems shall be imparted to the

engineer of the Fire Brigade department for a training period of at the factory

premises of the equipment manufacturer. The successful Tenderer shall supply

free of cost all the tools and accessories required for the training. The cost on

account to & fro travel, accommodation shall be included in the basic cost of

vehicle.

22.R. T. 0. REQUIREMENTS: The vehicle shall be equipped with all the accessories required for registration of the vehicle and shall conforms to

Motor Vehicle Act 1988 and Central Motor Vehicle Rules, 1989 or any amendment incorporated from time to time. Radium/Retroreflective 3M brand Taping in Red, Yellow and White colours to be done for entire vehicle body and wherever applicable as per RTO requirements.

23.INSPECTION:

The Chief Fire Officer and the engineer of the fire brigade department or PCMC

authorized representative will carry out the inspection and the testing of the fully

built vehicle at the factory premises of the vehicle manufacturer prior to

dispatch.

The travelling and accommodation cost shall be included in the basic cost of the

vehicle. It is obligatory to the supplier to provide all the assistance and

equipment for the inspection and testing of the vehicle at their premises.

24.ADDITIONAL EQUIPMENTS:
