1 INTRODUCTION
1.1 Identification of Project & Proponent
Hindustan Petroleum Corporation Limited (HPCL) was formed on July 15, 1974. HPCL is a
Maharatna Central Public Sector Enterprise (CPSE) and an S&P Plats Top 250 Global Energy
Company with a ranking of 55 with Annual Gross sales of Rs. 2, 86,250 Crore during financial year
2019-20. HPCL enjoys over 18% market share in India and has a strong presence in Refining &
Marketing of petroleum products in the country. During 2019-20, HPCL recorded Profit after Tax
(PAT) of Rs. 2,637 Crore.
In response to EoI from IOCL and subsequent consultation with other OMCs (HPCL, BPCL) and
stakeholders, PNGRB invited bids for revised pipeline configuration i.e. 2650 km long Petroleum
and Petroleum Products (LPG) pipeline from Kandla (Gujarat) to Gorakhpur (Uttar Pradesh) with
additional feeder lines of Pipavav-Ahmedabad, Dahej-Koyali and associated branch lines to Bina
Refinery & BPCL/ HPCL‟s bottling plants, hereinafter referred as “KGPL”, with a system capacity
of 8.25 MMTPA.
Petroleum and Natural Gas Regulatory Board (PNGRB), a regulatory body under Govt. of India,
has granted authorization to the IHB Ltd a joint venture of Indian Oil Corp. Ltd, Hindustan
Petroleum Corp. Ltd. and Bharat Petroleum Corp. Ltd. for laying of 2757 Kms. long Kandla -
Gorakhpur LPG Pipeline on 31.12.2018. The estimated project cost is Rs. 10070 Crores &
completion period is 36 months from the date of authorization. The authorized capacity of this
pipeline is 8 MMTPA. The proposed pipeline connects the LPG Import facilities in Gujarat, Koyali
Refinery (IOCL), Bina Refinery (BPCL JV) with 22 nos. of OMCs (Oil Marketing Companies) LPG
bottling plants in Gujarat, MP and UP KGPL. The pipeline will cater to the LPG demand gap of
Central and Northern states of India.
The 2800 Km infrastructure being developed by the 3 Central PSUs participated JV- IHB Ltd is
towards above objectives with a large investment over Rs.10000 crores. Honorable Prime
Minister has laid the foundation stone of this mega Infrastructure Project of Kandla-Gorakhpur
Pipeline project on 24.02.2019.
HPCL owns and operates Refineries at Mumbai (west coast) & Visakhapatnam (East coast) with
designed capacities of 7.5. MMTPA (Million Metric Tonnes Per Annum) & 8.3 MMTPA
respectively. HPCL also owns the largest Lube Refinery in the country at Mumbai for producing
Lube Oil Base Stock with a capacity of 428 TMTPA. HPCL holds 48.99% equity stake in JV Company,
HPCL-Mittal Energy Limited (HMEL) that operates a 11.3 MMTPA capacity refinery at Bathinda

(Punjab) and also has 16.96% equity stake in Mangalore Refinery and Petrochemicals Limited
(MRPL) which operates a 15 MMTPA capacity refinery at Mangalore (Karnataka).
HPCL has a vast marketing network consisting of 14 Zonal offices in major cities and 133 Regional
Offices facilitated by a Supply & Distribution infrastructure comprising 43 Terminals/TOPS/
Installations, 44 Aviation Fuel Stations, 50 LPG Bottling Plants and 68 Inland Relay/Lube Depots.
The customer touch points constitute of 16,868 Retail Outlets, 1,638 SKO/LDO dealers and 6,137
LPG Distributorships, 115 carrying and forwarding agents, 253 Lube distributorships with a
customer base of over 8.4 Crore domestic LPG consumers.
HPCL has the second largest share of product pipelines in India with a pipeline network length of
3,775 kms. HPCL undertakes Exploration & Production (E&P) of hydrocarbons through its wholly
owned subsidiary M/s. Prize Petroleum Company Limited (PPCL). HPCL also conducts business
through 19 Joint Venture (JV) & Subsidiary companies operating across oil & gas value chain.
Consistent excellent performance has been made possible by highly motivated workforce of over
9,800 employees working all over India at various refining and marketing locations. HPCL is
committed to conducting business with an objective of preserving the environment, sustainable
development, being a safe work place and enrichment of the quality of life of employees,
customers and the community.

CSR activities was Rs. 182 crore during 2019-20.

Dahej, Gujarat for feeding into the proposed upcoming KGPL
HPCL had also signed a MOU with Gujarat Maritime Board on 18.01.2019 during the Vibrant
Gujarat Summit towards facilitating HPCL for establishing the subject LPG Import Facility at Dahej.
Honorable Prime Minister has laid the foundation stone of this mega Infrastructure Project of
Kandla-Gorakhpur Pipeline project on 24.02.2019.

1.3 Need for the Project
Govt. of India is constantly promoting cleaner fuel especially in the rural thru various schemes
like Pradhan Mantri Ujjwala Yojana; under which till date more than 9 Crores LPG connections
have been given with majority of the connections being given in rural areas to promote the
Government of India’s vision of safer and greener fuel usage replacing the traditional fuels of
wood, cow dung, coal etc. This effort is also directly linked with India’s commitment towards
reducing its carbon footprint.
LPG (Liquefied Petroleum gas) is Govt. controlled priced product predominantly for domestic
consumption. This being an essential commodity, emphasis always has been distribution by the
3 Oil Marketing PSUs authorized by MoPNG and hence, this is required to be sourced as well as
distributed at optimum cost.
Country’s requirement of import cargos are procured on joint basis by all 3 Central PSUs (IOCL,
HPCL & BPCL). LPG Jetty infrastructure at Dahej proposed by HPCL can be used by all 3 Central
PSUs, for meeting the increasing country deficit LPG requirement. Further, with other initiatives
like the National Infrastructure Pipeline, the Govt. of India is requiring the PSUs to substantially
improve infrastructure investments to give boost for the economy with the aim of reaching the
5 Trillion $ economy scale by 2024.
1.4 Demand-Supply Gap
It is a very well-known fact that India as a country is deficit in domestic gas production and
approximately 80% of the energy basket is through imports. LPG also is a similar case wherein
India is pre-dominantly dependent on the imports to source the LPG for meeting the ever growing
domestic demand.
As per the PNGRB authorization details of pipeline distances, Dahej, Pipavav, Kandla are the
nearest connecting import locations in the order of proximity for supplies thru the Kandla
Gorakhpur LPG pipeline. HPCL does not have any own import facilities connected to the proposed
KGPL, while IOC has Kandla import facility which is presently catering to Jamnagar Loni Pipeline
(JLPL). The net import requirement of HPCL (excluding product offtake from Bina Refinery) for
supply through KGPL by 2033-34, is 1.77 MMTPA.
The current import facility of Gujarat Chemical Port Terminal Company (GCPTCL) at Dahej has
capacity of only 0.5 MMTPA out of which presently HPCL is utilizing 0.14 MMTPA. IOCL Kandla’s
present capacity of 1.2 MMTPA is being fully utilized by them for JLPL. They have plans for
capacity expansion in two phases to 2.5 MMTPA & 5 MMTPA. However, their own requirement
of JLPL & KGPL are expected to be more than the possible expansion. A new LPG import facility
of Adani has come up at Mundra with 2.5 MMTPA capacity and with a phase-II capacity of 5

MMTPA. However, this source has maximum pipeline distance to receiving plants as compared
to Dahej and others Gujarat Ports Chhara and Pipavav and hence, is not economical for product
sourcing.
Accordingly, Dahej is the first preferred port for LPG imports to meet HPCL input requirement
into KGPL in view of shorter distance to the proposed KGPL alignment. Therefore, HPCL has
proposed to build the Jetty at Dahej and Cavern storage at Vadodara for overall cost optimization
in distribution of LPG Product into the upcoming Kandla-Gorakhpur Pipeline. View above and for
the proposed Dahej LPG Import Facilities to be developed by HPCL, which is crucial infrastructure
project to fulfil the growing LPG demands and in order to meet Govt. of India schemes like
Pradhan Mantri Ujjwala Yojana, National Infrastructure Pipeline.
1.5 Imports vs Indigenous Production
The proposed jetty is planned to be developed for import of LPG. The jetty construction in
hinterland through backward / forward integration would be able to effectively use the jetty.
1.6 Employment Generation due to the Project
During the construction phase, services of about 500 Nos. laborers would be hired mostly from
nearby areas. Subsequently, in operation about 50 Nos. of man power shall be employed
directly/indirectly. HPCL will give preference to the local people during construction and
operation phase of the project depending upon the skill, job requirement and capability. Several
other indirect employment opportunities will be created in the surrounding areas viz., Transport,
business, workshops, grocery & retails, medical, etc.
1.7 Codes and Standards
The jetty facilities shall be designed in accordance with various national and international design
standards, codes, guidelines as issued from various agencies. These are listed in Table 1-1.

2 PROJECT DESCRIPTION
2.1 Types of Project including Interlinked and Interdependent Project, if any.
The project consists of following three major work elements;
LPG import Jetty (5 MMTPA capacity) with approach trestle, and all associated facilities
such as loading arms, firefighting facilities, electrical and mechanical equipment,
Piping and pipelines on the Jetty & Trestle up to the proposed Dahej Onshore Dispatch
Station

2.2 Location of the Project
Dahej is located Gulf of Khambhat, Gujarat, about 150 km south west of Vadodara and 50 km
west of Baruch and Ankleshwar as shown in figure 2-1

Dahej is a coastal town with several industrial developments over the last few decades. Due to
rapid growth of industrial activities, many jetties and berths have been constructed in the
western part of the city facing Gulf of Khambhat.
HPCL signed a memorandum of understanding for the development of LPG import facility at
Dahej and Gujarat Maritime Board (GMB) for carrying out survey and site investigation works
within the following coordinates for the proposed LPG import Jetty North of existing Birla Copper

jetty at Dahej. The final co-ordinates given by GMB of four corners of proposed site is given in
figure 2-2 & 2-3.

The area proposed by GMB is north of existing Birla Copper Jetty by 1600m towards north. The
available waterfront is approximately 2000m. The minimum distance to reach low water line is
approximately 2.3 km (south location) and 3.0 km (north location) respectively. This is due to the
shifting of high water line (coast line) towards inside near the existing Dahej Port. It can be seen
from above figure that the inter-tidal zone is very long in the order of 1km to 1.5km. It is seen
from picture that deep water area (depth > 20m) is approximately 4.4km away and hence
dredging may not be required if the jetty is located in the close vicinity to 4.0km location.

2.3 Details of alternate sites considered and selection criteria
The Location of proposed jetty for option-1 and option-2 is shown in figure 2-2. It can be seen
from figure that the distance to the shoreline is approximately 3000m and 4000m for option–1
and option-2 respectively where in 16m depth is available. The figure 2-4 also shows the location
of available land space that may be allotted for land based facilities such as dispatch station.

2.4 Bathymetry
The Gulf of Khambhat extends from East & West coasts of Gujarat with a coverage area of more
than 200,000 Ha with a coastal distance of nearly 200km. The area is covered with intertidal mud
flats, creeks, mangroves, salt pans and marsh land. The discharge from Tapti, Narmada, Mahi and
Sabarmati and several other minor rivers joins the gulf with large amount of sediments. Gulf of
Khambhat is the largest intertidal region with spring tide in excess of 8m. The current in the
region exceeds 3 m/sec during spring tide and 2m/sec during neap tide.

The bathymetry in the region is typically same from south to north from Petronet LNG jetty
towards the existing Dahej old Port. The mudflat and shallow water extends up to a distance of
approximately 2000m from high tide line. This region is inter-tidal in nature, at low tide the whole
area is exposed, and at high tide it is covered with tidal water.
The seabed elevation beyond this limit is covered with water body even during low tide as seen
from the google maps. The water depth increases to 10m to 15m suddenly and it extends to a
distance of at least another 500m to 600m beyond which the water depth is nearly 20m. This can
be seen from the hydrographic charts of the area as shown in figure 2.5. This means that the jetty
shall be located at the shallow water area at a distance of at least 2000 to 2500m from high water
line so that at all times sufficient water depth will be available for berthing and unloading of
cargo.

2.5 Size or Magnitude of Operation
LPG import Jetty (5 MTPA) complete with loading arm facilities, firefighting facilities, electrical
and mechanical equipment, piping and pipelines up to land fall point where in onshore pumping
station and terminal control will be located.
The on shore Dispatch Station at Dahej for pumping LPG received from VLGC (Very large Gas
Carriers) is proposed to be located in the existing government land admeasuring approximately
28.12 Hectare besides the old GMB Port at Dahej. The preliminary layout and equipment

configurations suggests requirement of approx. 30 acres land for the station along with 4-5 acres
of land for dedicated approach connecting the dispatch station to the jetty approach bund/
trestle.
2.6 Project Description with Process Details
The project consists of following three major work elements:
LPG import Jetty (5 MMTPA capacity) with approach trestle, and all associated facilities
such as loading arms, firefighting facilities, electrical and mechanical equipment,
Piping and pipelines on the Jetty & Trestle up to the proposed Dahej Onshore Dispatch
Station
On shore Dahej Dispatch Station for Pumping LPG towards Vadodara
There is no process involved except loading/unloading of LPG and the transportation the berths
to transit storage and to their destinations from hinterland to transit storage and transports to
berths and loading area.
2.6.1 Jetty Facilities
The proposed LPG import jetty is intended for primarily import of LPG. However, additional
requirements for use by ONGC and other users have also been included. Hence sufficient number of
marine loading arms, manifold and associated piping shall be provided. The layout at the jetty head
is shown in Figure below. A total of 5 loading arms are proposed

The propane and Butane loading arm shall be connected to the blending station through
individual 24” pipeline. In case the blended LPG is imported from vessel, any one of the pipeline
will be used for pumping to the dispatch station and bypass arrangement shall be provided to
connect to LPG booster pump. Sufficient space including design of the structures shall be
provided for future loading arms and pipelines. All pipelines shall be provided with space for
pigging facilities at the jetty.

The marine loading arms will be fitted with the following as a minimum.

IP 66 is proposed as degree of protection for all outdoor electrical equipment.
2.6.3 LPG Handling
Liquefied Petroleum Gas (LPG) is a mixture of Propane (C3H8) 30 to 40% and Butane (C4H10) 60
to 70% by volume. The LPG is a mixture of certain light hydrocarbon predominately C3H8 &
C4H10, derived from petroleum & natural gas. These will be at gaseous state at ambient
temperature and pressure, may be condensed to a liquid state at normal ambient temperature
by the application of moderate pressure (12 to 14 kg/cm2g) or by cooling to temperature beyond
their boiling point at ambient pressure and conforming to IS : 4576.
The critical temperature of LPG (highest temperature to retain liquid state) is 97°C for propane
and 152°C for Butane. Similarly, the critical pressure for Propane and Butane are 43 kg/cm2 and
39 kg/cm2 respectively. Critical pressure is the minimum pressure required keep the liquid state.
It is proposed to import LPG using large gas carriers in the range of 40,000 MT to 75,000 MT parcel
size. Two loading arms shall be provided for import of Propane and Butane and three spare slot for

future purposes (12” each loading arm size) is planned for the design purposes. Two options are
considered at present.
a) The imported propane and butane will be blended using a blending unit provided at the
dispatch station.
b) Import directly the blended LPG from the LPG carrier as an option.
The Propane and Butane will be blended at the dispatch station located at a distance of 7.00 km
from jetty in the vicinity of existing Dahej port backup land. Additional booster pumping facilities
shall be provided at the dispatch station to pump the LPG to the underground cavern located at
Vadodara at 150 km. Hence, Two pipelines (one for propane and one for Butane) are proposed
for the transportation LPG from Jetty to the dispatch Station. However, space for three additional
lines is provision for future use. The overall process flow arrangement is shown figure 4.3. In case
the blended LPG is imported from vessel, any one of the pipeline will be used for pumping to the
dispatch station.

2.7 Vessel Characteristics
The maximum length, width and draft for these classes of gas carriers are given in Table 3.1. The
berth shall be configured for the vessel length 294m with a maximum draft of 12.3m. Basis past
experience at the site, water depth of 16m shall be available easily at 3km from the shore.

2.9 Berth Occupancy
Berth occupancy is an important measure of tech-economic efficiency of the proposed facility.
Typical berth occupancy of 60 to 70% is considered optimum while higher berth occupancy may

result in waiting time due to unforeseen situations. The berth occupancy shall be calculated to
make sure that the proposed facility can operate and deliver the traffic projection expected for
the business proposal. The calculations indicate that the 5.0 MTPA traffic can be easily achieved.

2.12 Resource optimization / recycling
The Proposed project is a construction of jetty and its operation. Therefore, resource
optimization will be mainly in the form of effective use of infrastructure created and optimization
of berth occupancy and utilities and services.
2.13 Water & Power Requirement
(a) Availability of water & source
The water will be sourced locally through approved sources/ govt. department.
(b) Energy / power requirement & Source
Power connection will be taken from Gujarat State Electricity Corporation Limited (GSECL). GSECL
will provide electric power supply through a single feeder overhead line at 66 kV level to the
facility. An outdoor 66 kV switch yard shall be established at the near vicinity of compound wall
near north east corner of the dispatch station premises
Electric power requirements of the jetty & dispatch station shall be met by a single 11 kV power
feeder. Electric power distribution equipment at the jetty shall comprise of 11 kV switchgear
panels, 11 kV / 0.433 kV step down transformers and 415 V Power & Motor Control Centre.
2.14 Quantity of Wastes
Domestic solid waste is estimated to be generated from construction and operation activities.
This will be collected from designated location and segregated into organic and inorganic waste.
The inorganic non-biodegradable will be sold to GPCB authorized vendor for recycling. The
biodegradable waste will be disposed-off according to SHW (Management and Handling) Rules,
2016. No commercial waste shall be generated

2.15 Manpower Requirement
During the construction phase, services of about 500 Nos. laborers would be hired mostly from
nearby areas. Subsequently, in operation about 50 Nos. of man power shall be employed
directly/indirectly.

3 SITE ANALYSIS
3.1 Connectivity
The site is easily accessible by a village road from Gujarat State Highway SH 206 [POb] – 2.9 km
(SE). Nearest Railway station is Bharuch Junction – 47 km (E).
3.2 Land Ownership
The ownership of land is in possession with Government, near to the land fall point admeasuring
approx. 35 acres has been requested for allotment for approach to the jetty trestle and
construction of on-shore pumping & dispatch station.
The land surface is covered with mud flat and natural vegetation. The existing ground level in the
proposed area is around -1.0m to 2m above chart datum.
3.3 Topography
The seashore in this area is generally flat. The land surface is covered with natural vegetation and
mud flat. The existing ground level in the proposed area is around -1.0m to 2m above chart
datum. Observations can be made based on site visit data.
(a) The proposed area has natural flora to an extent of 600m to 700m from the high water line
(b) The inter-tidal zone extends to a distance of 2000m to 2250m from the high water line.
3.4 Soil Profile
Based on the available information from the neighboring facility, following soil layers have been
assumed to be present at the proposed HPCL jetty location and along the approach trestle.

3.5 Climatic Conditions
The environmental conditions described here under have been based on in-house data and that
procured from the Indian Metrological Department (IMD). Wherever insufficient information was
available, expert judgments have been made. It will be necessary to perform model testing and
detailed analysis at the design phase of the project to confirm the assumed data.
The climate in the region has a typical monsoon character. Two monsoons dominate the climate
- the southwestern summer monsoon and the northeastern winter monsoon. The summer
monsoon starts around the beginning of June and holds on until September. The northeast
monsoon starts by the latter half of October and lasts until December. The summer monsoon is
stronger than the winter monsoon and the months between both monsoons form a transition
period of calmer weather. Storms occur particularly in autumn months.
3.6 Winds
From the compilation of wind parameters, it is observed that the wind speeds are high during
the month of May, June, July, August. Wind speeds are found to be low during the month of
February. During the rest of months, i.e. January, March, April and September to December the
wind speed is moderate. The details of the design wind speed arrived by the hind casting
database are given in Table 3-3.

3.7 Rainfall
The total annual average rainfall in the Bharuch district for the last four years is 582 mm. Majority
of the rainfall is received during southwest monsoon in the month of June, July, August and
September. There is practically no rainfall from December to March. The southwest monsoon

contributes about 75% of the average annual rainfall of about 600 mm. The highest rainfall is
reported for the month of July, which often forms about 20 to 25% of the total rainfall.
3.8 Temperature and humidity
Variation in maximum temperature are observed throughout the year, as it ranges from 29.6°C
to 39.2°C. The minimum temperatures varied from 12.3°C to 27.1°C. April and May are the
hottest months of the year with a mean maximum temperature of about 40° C recorded. January
is the coldest month with mean minimum temperature of about 13º C.
The area experiences high relative humidity. The average relative humidity varies from the lowest
of 25% in February to the highest of 82% during August. The monthly average humidity is lowest
in February (25%) and highest in August (82%).
3.9 Visibility
Visibility at sea is good throughout the year, and fog is occasional. Reduction in visibility is mostly
due to heavy rainfall during monsoon. Generally, visibility in the region is greater than 10km for
an average of 310 days in a year.
3.10 Tide Levels
The tide and storm surge value for the Dahej site. The tides at Dahej is semidiurnal.

3.11 Wave Parameters
The wave climate in the Gulf of Khambhat is more influenced by the monsoon. The project site is
located 12 km upstream and connected by shallow depths.
From wave transformation study, it is observed that the significant wave height remains less than
1.5 m for 95% times. The peak wave period remains between 2 and 8 s for 78 % of times. The
predominant wave direction remains between 180° and 225° for 80% of times. The wave
activity is considerably more during the southwest monsoon period particularly between June to
September.

3.12 Cyclonic Storms
Cyclonic storms are not very common in west coast and few storms of different intensity have
crossed the project site in the past. Information on the crossing of cyclonic storms in the Gulf of
Khambhat were collected from various sources including Indian Meteorological Department
(IMD), Mumbai. The maximum wind speeds during these storms have been estimated to be
between 90 and 200 km/hr. Most of these storms occur during the months of October -
December with few occurring during the month of June and September.
3.13 Existing land use pattern
Existing Land use is coastal region with natural flora, vegetation and saltpan.
3.14 Existing Infrastructure
Communication facilities such as telephone, tele-fax and Internet are not available in vicinity of
the proposed area.
3.15 Social Infrastructure available
The proposed location is about 4km from village where habitations, institutional, medical
facilities is available.

4 PLANNING (BRIEF)
4.1 Planning Concept

Dispatch Station: The proposed dispatch station is located on the space adjacent to existing Old
Dahej Port. The overall dimension of the dispatch station is 125m x 75m and the total area is 2.32
Acre. The access to the dispatch station is north facing and west facing direction.
The 24” propane and butane pipelines from jetty are terminated at the blending station in
dispatch station. These two pipelines are connected to a blending unit in the blending station and
the blended LPG is pumped using booster pump and transported through a 24” pipeline to
Storage Facility in Dahej and subsequently to Vadodara which is located approximately at 150 km
from Dahej.
4.2 Population Projection
The population projection for the proposed project is only related to direct and indirect
employment generation. In construction stage, services of about 500 Nos. laborers would be
hired mostly from nearby areas. Subsequently, in operation about 100 Nos. of man power shall
be employed directly/indirectly.
4.3 Land use planning
The land will be utilized for LPG facilities of which 33% will be left for Greenbelt. Remaining plot
area shall be designed for various facilities ensuring minimum inter-distances between the
facilities as mandated by PESO, OISD and PNGRB regulations for Oil & Gas Installations.

4.4 Assessment of infrastructure Demand
The Infrastructure needs are assessed with respect to LPG demand and proposed to developed
in phases as per need. HPCL would like to develop the Dahej jetty on an EPC Turnkey basis as it
would yield optimum and economical results.
4.5 Amenities / Facilities
All infrastructure facilities such as education, health facilities and other social facilities are
adequate at district headquarter which site makes the region adequate in amenities.
4.6 Work Elements and Scope
The development of LPG jetty includes the following work elements.
Construction of approach trestle and Jetty head
Fire fighting facilities
Installation of marine loading arms, telescopic gangway.
Laying LPG and utility pipe lines

5 PROPOSED INFRASTRUCTURE
5.1 Industrial Area (Processing Area)
The proposed LPG import jetty shall be developed for a maximum throughput of 5 MMTPA.
5.2 Residential Area (Non – Processing Area)
There is no proposed residential area as part of this project.
5.3 Green belt
Green belt will be provided as per specified norms.
5.4 Social Infrastructure
HPCL has well-defined CSR policy to Carryout social development and welfare measures in the
surrounding villages. Under CSR activity HPCL will initiate community development projects, in
the fields of health, education and environmental preservation, in the study area around the
terminal lease area.
HPCL’s CSR reaffirms the continuing commitment of corporation toward societal development.
The key focus areas are in the fields of Child Care, Education, Health Care, Skill Development &
Community Development, positively impacting the lives of less privileged. The overall spend on
CSR activities was Rs. 182 crore during 2019-20.
5.5 Connectivity
Transport of personnel/material during construction phase will be done by existing roads only as
the site is well connected with existing roadways.
5.6 Drinking Water management
The drinking water shall be sourced through local approved sources/ govt. department. The
required water quantity is 2-3 KLD.
5.7 Sewerage System
The project does not generate any process effluent. Effluent from human uses and cleaning
activities will be released after proper treatment.
5.8 Industrial Waste Management
There is no industrial waste except waste water and solid waste generated from this project. The
waste water shall be treated in sewerage treatment plant (STP).
5.9 Solid waste management
Domestic solid waste is estimated to be generated from construction and operation activities.
This will be collected from designated location and segregated into organic and inorganic waste.

The preliminary project cost for Dahej LPG jetty is estimated based on preliminary design. The
cost for each work elements are given below:

Dispatch Station and Facilities = Rs 150 Crores

8 ANALYSIS OF PROPOSAL & RECOMMENDATIONS
8.1 Financial Assessment
Based on the preliminary financial assessment the project benefits are,
i. To HPCL
Increased LPG handling capacity
Earnings in the form revenue share
Increase in revenue operations of port due to traffic handling
Reducing congestion at other jetties
ii. To Local community
Indirect economic activity for nearby areas
More employment opportunities for local people.
8.2 Social Benefit
However, apart from the cost-benefit analysis from economic considerations, the project has
considerable benefits from the point of view of social benefit analysis. The proposed project will
have major impact on social and economic up liftment of the region by overall improvement in
living standard through creation of new jobs, increase in volume of general trade, general
improvement in infrastructural facility with better transport and communication network. The
Project shall feed the mega infrastructure pipeline from Kandla to Gorakhpur aimed at bringing
cleaner and greener LPG fuel to millions of Indian homes.

9 CONCLUSION
As project is viable from techno-economic considerations as well as social aspects. The project is
recommended for implementation after completing necessary formalities with respect to various
permissions from statutory and local bodies.
