cited as the 'Real Estate Lm·l.'

The definitions in this Chapter apply to the provisions
of this Title only and do not affect any other prov~-
sions of this Code.

estate licensees of Guam, the functions of the
department in connection therewith, and the
matter of the business policies thereof.
(b) Confer and advise with the Governor and

The Commissioner may determine the fODn of the
advance fee agreements, and all material used in solicit-
ing prospective owners and sellers shall be used in .the
form and manner which he determines is necessclJ:Yto
carry out the purposes and intent of ,this Title.
Any violation of any of the provisions of ..this
Title or of the rules, regulations, orders or require-
ments of the Con~issioner thereunder shall constitute
grounds for disciplinary action ag~inst a licensee, or
for proceedings under Section 57081 of this Title, or
both. These sanctions are in addition to the crimin~l
proceedings hereinbefore provided.

license issuabJe or issued under the provisions of this
rritle, thc Commissioner shall proceed as prescribed by
the Administrative Adjudication Act, and the Commissioner
shall have all the powers granted therein.
Section 57101. Time for filing accusation. The
accusation provided for by Section 24101 of the Government
Code shall be filed not later than three years from the
occurrence of the grounds for revocation or suspension
with which the respondent is charged.
Section 57102. Power to proceed with investigation,
etc., after lapsing, suspension, etc., of license. The
lapsing or suspension of a license by operation of law
or by order or decision of the Commissioner or a court
of law, or the voluntary surrender of a license by a
licensee shall not deprive the Commissioner of juris-
diction to proceed with any investigation of or action
or disciplinary proceeding against such licensee, or to
render a decision suspending or revoking such license.
Section 57103. Transcript of papers: demand: fees.
Any party aggrieved by the decision of the Commissioner
may make a demand in writing for a certified transcript
of all the papers on file in his office affecting or
relating to such decision and all the evidence taken on

For transfer of a salesman's license on chance of
employer, the fee is One Dollar ($1).
Section 57223. Duplicate license foe. For ~
duplicate license the fee is One Dollar ($1).
Section 57224. Reinstatement license fee:
'reinstatement of a license' defined. For reinstatement
of a license within a licensing period or at the t~ue of
renew21 the fee is One Dollar ($1).
As used in this section, 'reinstatement of ~
licen:je I means 1.-.heJ:cissuance of co ct:\r~ccled or in2ctivated
real estate broker's license, or the reissuance of a real
estate salesman's license w~ich was c~nceled or inactiveted
during the period for which it was issucd upon the sale3":
man 's v.r1thdra\"lalfro::nthe employ of a real estate broker.
Section 57225. Fee for ezamination other than
original qualifying examination. For any examination
required, ot.her than the orig'inal qualifying examination
for a license, the. fee is Five Dollars ($5).
Section 57226. Authorization for appropriations.
There are hereby authorized to be appropriated such sums
as are necessary for the implementation of the provisions
of this Act."
Section 2. This Act shall take effect ninety (90) days
after its approval by the Governor but all those persons who are
licensed real estate agents, salesmen or brokers at such date
shall be permitted to renew their licenses and operate under
such licenses for a period not to exceed four years and until
