Government Policy in Elderly Care

residential care, in providing support for frail
elderly persons

Target Applicants
• Non-governmental organisations (NGOs) operating
subsidised community care services (CCS) and/or
residential care services (RCS) for the elderly; and
• NGOs not operating subsidised CCS or RCS for the
elderly but with proven experience in running self-
financing CCS or RCS for the elderly continuously
for no less than 3 years before the closing date of the
invitation

Objectives of Day Care Services (1)
• To improve Service Users’ quality of life and develop
their potential to enhance their functioning and
independence in their daily living activities
• To offer social activities and opportunities of peer-
group interaction

Objectives of Day Care Services (2)
• To provide supportive service, training and guidance
to carers so that they can be better equipped with the
knowledge and skills to look after the elderly persons
at home
• To encourage Service Users, carers and community
participation in service operation

Admission (1)
• Prospective Service Users
• Aged 60 or above
• Medically stable
• Moderate to severe level of impairment
(MDS-HC assessment);
• Living in the community and not receiving institutional
care
• For Day Respite Care Users
• Living in Tuen Mun or other districts
• In need of short-term Day Care Services which will
enable carers to have a break
• No need to go through MDS-HC assessment8
Admission (2)
• Admission of part-time Service Users is
highly encouraged to support more elderly
persons living in the Community
Part-time Service Users : attendance: < 4 days per week

Discharge
• Deceased
• Decides to leave the DE or moves to another district
• Away from Day Care Services for more than 30 days
• Admitted to Residential Care Services or other
community care services for elderly persons; or
• No longer in need of Day Care Services due to
improved health condition, self care ability,
supportive network or environmental condition

Funding
• Lump Sum Grant (LSG)
• Full-year subvention $7.17 million (excluding rent and
rates)
• Rent and rates, maintenance and management fee will be
reimbursed separately on an actual cost basis
• LSG adjustments in line with the civil service pay
adjustments and composite consumer price index

Essential Service Requirements
20
• 12 sessions per week from 8:00 a.m. to 6:00 p.m.
from Mondays to Saturdays (excluding Public
Holidays). Extended Hours Service on a need basis.
(No additional cost will be incurred)
• An enrolled or registered nurse in the DE at all
times during the service hours. For professional
services provided by speech therapist, the Service
Operator may hire services from qualified
professional organisations

• Proposal under seal in 1 original copy, 6 hard copies
and 2 soft copies (in MS Word 2000 or above format
in a CD-ROM)
• Non-subvented NGO applicant must also submit ALL
the documents as stipulated in para. 55 at the time of
submitting the proposal
• Applicant should make its proposal (typed either in
English or in Chinese) by using the Prescribed Form
for Proposal (PFP) at Appendix to Annex 6.
Applicant is required to observe the key points to
note stipulated at Appendix to Annex 630

• Completed PFP should:
• NOT be more than 25 pages in total for Part II and
Part III (including textual content, tables and / or charts
in whatever presentation but readable format plus
annexes and attachments to substantiate / supplement, if
any)
• The Applicant should provide the information according
to the sections specified in PFP. SWD will not make
cross-references to the relevant content in other
sections
• Be properly page-numbered and indexed, and put in a
binder
