I am happy to present before you the Annual Report of Dr. Vithalrao Vikhe Patil Foundation‟s Medical

College and Hospital, Ahmednagar for the year 2016-17. Like previous years, this year also the

achievements of the students and staff members have been encouraging.

The college is a cradle for development of students to grow and take their rightful place in society. The

faculty that nurtures and Grooms them needs to enhance their capability and lead by example. Faculty

development is close to our heart and we encourage and provide opportunities to them by conducting

regular Continuing Medical Education Prorammes for them too.

Research forms a very important part of the academics. It is believed today in medical academia that

you either „publish or perish‟. Though not part of the mandatory undergraduate curriculum, it is

imperative that we encourage our students towards research to give them a head start in their

professional careers. I am delighted to inform you that our students and teachers have been selected

for research projects of the Indian Council of Medical Research (ICMR), MUHS, Nashik etc.

Our students also excelled in the fields of academics, sports, cultural and other extra-curricular

activities and secured positions in the Maharashtra University of Health Sciences. My congratulations

to all of them.

The college is progressing in leaps and bounds and we are confident we will go from strength to

strength despite the challenges.

INTRODUCTION

Padmashree Dr. Vithalrao Vikhe Patil Foundation, Ahmednagar, provides the service of education since

1986. This Foundation is registered under Bombay Public Trust Act 1950, dated - 5th July, 1982 - Reg.

No-MAH-/ 544/ANR/82/ BPT/Act-490 (Ahmednagar). Ever since then, the foundation pledges to

provide quality education in the field of Medicine, Physiotherapy, Nursing, Engineering, technology,

Pharmacy, Agriculture & Management.

Over a stretch of time an acute dearth of medical facilities was experienced especially in the rural

background. Consequently, inspired by the shortfalls of lack of health care modalities, Padmashree Dr.

Vithalrao Vikhe Patil Foundation established a Medical College in Vilad Ghat, Ahmednagar on 2nd

August 2004. The Medical College is affiliated to the Maharashtra University of Health Sciences,

Nashik. Also, the institute is recognized by Medical Council of India, New Delhi in 2009.

Gradually under the competent directorate and prudence of the founder Late Dr. Eknathrao alias

Balasaheb Vikhe Patil (Recipent of Padmabhushan Award) the institute acquired remarkable

achievements in terms of academic and health services as well, at the grass root level. The legacy

continues under the skillful stewardship of Dr. Sujay Vikhe Patil, CEO, Padmashree Dr. Vithalrao Vikhe

Patil Foundation.

Padmashree Dr. Vithalrao Vikhe Patil Foundation‟s Medical College and Hospital has evolved as an

excellent center in Medical Education, Training and Research activities of National esteem. It also

caters for Health Care Services especially to the downtrodden and the underprivileged at the threshold

level.

At the inception the Medical College catered for 100 seats for the undergraduate course in Medicine

(MBBS) which then increased to the intake capacity of 150 students per year in 2015. Currently the

Medical College offers the intake capacity of 150 undergraduates and Postgraduate Courses, Ph. D‟s

and fellowships in certain subjects.

The institution provides an unbiased opportunity to students seeking admission to various courses and

streams by abiding to the guidelines issued by the DMER and the Government of Maharashtra.

The Teaching-Learning process is structured in a pattern which not only sensitizes a student to the

global trends of Teaching-Learning, but at the same also provides an opportunity to instigate

creativity, analytical skills, innovativeness and empathy while learning. To facilitate the overall

development, students are encouraged to participate in various extracurricular activities like cultural

and sports events, practicing yoga, participating in various intercollegiate events and research

activities.

To effectuate the needs of excellent Teaching-Learning process, the institute bears distinctly qualified

faculty. To keep up with the prominent and influential legacy of culture and conduct, all the hired

hands are privileged to follow the code of ethics.

It is a matter of pride to mention that the institute is keen to serve the poor and the needy by

enthusiastically participating in a number of social outreach activities. It has four primary Health

centers namely Dehare, Jeur, Walki and Mehekari, one Urban Health Center at Burudgaon and one

Rural Health Training Center at Bhalawani for undergraduate training, where the patients are treated

free of cost. Also, that it is determined to contribute towards generating knowledge by indulging in

various research activities. The institute possesses a number of research publications of national and

international repute, books, copy rights and patents to its credit. It is furnished by a functional e-

Library, Natures Club, Wall Magazine, Sports Club, Cultural Club, Incubation centre, Research Cell, Skill

Laboratory & Medical Education Technology Unit (MEU).

To add on to the glory of the institute, it bears a well maintained Herbal Garden & Animal House. A

worth special mention is the state of art diagnostic laboratory, oncology & radiation centre, cardiac

cath lab, dialysis unit, joint replacement center, DDRC and the IVF centre & is looking ahead to set up

the organ donation unit. Its worth a mention that being a part of such an esteemed institution is

indeed a privilege.

To create new genera of doctors with quality medical knowledge, highest levels of skill and

competence, committed to excellence, guided by professional ethics, moral and social values,

ready to serve and lead the world for better tomorrow.

To provide excellent and comprehensive medical education and hands-on training to

undergraduate and postgraduate students for the advancement of medical knowledge, skills,

competences and research, in order to make significant contributions to raise the health

standards of all the citizens of our nation and across the globe.

To extend and share the knowledge acquired and new knowledge generated for the

development of the society in health management, through collaborative research, extension

and outreach activities.

To provide primary, secondary and tertiary health care and services of global standards to the

needy population, especially the rural and marginalized sections of the society.

To promote the highest standards of quality and ethical values among the students and staff

in patient care, medical education, training and research, leading to excellent performance in

diverse professional and cultural settings of our country.

To promote integrated sustainable development, environmental conservation, protection and

preservation of culture, heritage, fundamental duties, human rights, gender sensitization,

THE CAMPUS

The Medical College & Hospital campus stretches over an area of 33 acres with a built up area of 1,28,632 sq.

mts. The campus is situated in the hilly regions of the “Ghats of Vilad” of the Ahmednagar district. This area

comprises of the rural sector of Ahmednagar District. The campus is amidst the lust green shades of nature and a

serene place away from the hustle and bustle of the urban sector and has plentiful pollution free breezes. Hence it

is advantageous for a calm and quiet recovery of the ill patients. Also, the campus is comfortable enough to

sought out the day-to-day needs of the students, faculty and visitors.

The College Buildings:

Block I: The block I is reserved for I MBBS & the Department of Community Medicine. It holds the Department of

Anatomy, Department of Physiology, and Department of Biochemistry.

Block II: The block II is reserved for II MBBS. It holds the Department of Forensic Medicine & Toxicology,

Department of Pathology, Department of Microbiology & the Department of Pharmacology. Apart from the

departments, it holds the offices of the dignitaries (The Secretary General, Deputy Director, Technical Director,

Dean) & the administrative sections (Establishment, Accounts, Maintenance). It also holds the MEU & three lecture

theatres viz. Charak, Shushrut, & Dhanwantari.

The departments of III MBBS subjects are attached to the hospoital complex.

The Hostels:

The institute provides hostel facilities for the students and outside research scholars. There are 3 boys (Boys, PG

boys & RMO Boys) & 1girls hostels for the UG, PG & Interns. The number of rooms in all the hostels adequately

and comfortably accommodates all the students. Each hostel room is provided with basic facilities like bed, study

table, chairs, almirah, electrical fittings like fan and tube lights. A couple of rooms are provided with attached

washrooms and the rest with common washroom facilities. The rooms are sectioned to provide single seater,

double seater & triple seater accommodation. The central facilities provided in each hostel includes the solar

water heater, R.O. purified drinking water facility with water cooler, recreation room, central telephone, first aid

facility, news paper and reading rooms. The recreation room is provided with seating arrangements those

includes tables and chairs, television and indoor games. Each hostel is also provided with a mess which provides

meals including breakfast, lunch, dinner and snacks in specified span of time. Hygiene and food quality is strictly

maintained in the mess. Also, the hostels are provided with ICT facilities like computer, internet and printer.

Adequate water and electricity supply is ensured to each hostel. A residential warden is appointed for each hostel

to supervise and assist the residential students 24 X 7. A separate rector who is a teaching faculty is also

appointed for each hostel to ensure the well being of the students. A 24 x 7 security 7 prompt maintenance

services are ensured for each hostel.

Staff Quarters:

To ensure 24X7 services to the patients and well being of the students and campus maintenance, a number of

faculty including doctors from the pre, para & clinical streams and the non-teaching staff are accommodated in a

total of five staff quarters. A 24X7 water & electricity supply and security and prompt maintenance is ensured for

the staff quarters. A special mention is a pick-up & drop services of school bus of Vikhe Patil English Medium

School which ensures convenience and safety of the children of residential staff. All the staff quarters are provided

parking lots for vehicles. Each residential staff member is allotted a special parking lot to avoid inconvenience to

other residential staff. To ensure security, each staff vehicle is provided with a parking sticker for the vehicle.

Other Amenities:

1. Auditorium: The institute offers an auditorium with adequate seating capacity to enable execution of

cultural & academic programmes

2. Gardens: The campus has a number of well maintained beautifully blooming gardens. To keep the

gardens green and conserve water the STP treated water is used for watering the gardens.

3. Childrens Park: The campus poseses a childrens park to encourage outdoor activities of the children of

residential staff.

4. General stores: Stores providing grocery, cosmetics, stationaries, backery products etc. An optical store

is present which provides various types of spectacles and lenses as per requirement.

5. Bank: Extension counter of “Pravara Cooperative Bank” exists inside the campus to facilitate monetary

transaction.

6. ATM: ATM facility provided by the SVC Bank is present inside the campus.

7. Bus stop: A bus stop exists for city buses inside the campus. Being situated in the hilly and rural part of

Ahmednagar district, presence of bus stop inside the campus greatly helps the needy and the

underprivileged.

8. Grooming facilities: Beauty parlors and saloons exist inside the campus.

9. Laundry services: Laundry services are provided for the residents of the campus including the students

and residents staff.

10. Postal facilities: Postal facilities are provided for the students and staff by deputing a specific staff for

carrying couriers to and fro from the local post office.

11. Temples: Temples for deities like Shri Ganesh, Shri Saibaba & Shri Dattaguru are present inside the

campus.

12. Parking lots: Separate & adequate parking areas are provided for hospital staff & visitors, college staff &

students, staff quarters and hostels.

13. Security services: 24X7 security service is ensured at various places like throughout the campus

including right from the foundation gate to hospital, college, hostels, staff quarters etc.

14. Illumination: The campus is adequately illuminated by street lights.

CODE OF CONDUCT

To promote professional ethics among the students & staff the institute offers the code of conduct for both. The

institute formulates booklets separately for students as well as for Principal, teachers, non-teaching &

administrators, which guides them to follow professional ethics. The “Code of Conduct especially focuses on

professional ethics as work place for staff and ethics in college, library, hostel & mess for students.

The institute also arranges learning sessions for both students & staff for the same.

ADMISSIONS

Currently the institute offers the intake capacity of 150 seats per academic year. The intake capacity of 150

includes the reserved a well as unreserved seats. Admissions under the constitutional reservation seats are

governed by the Maharashtra Schedule Castes, Scheduled Tribes, Denotified Tribes, (Vimukta Jati), Nomadic

Tribes, Other Backward Class and Special Backward Category (regulation of issuance and verification of) Caste

Certificate Act 2000. (Maharashtra Act. No. XXIII of 2001). In this connection Govt. of Maharashtra has issued

following notification Annexure “B” which mentions that the candidates recognized by the State of Maharashtra

as belonging to the following Backward Classes, shall alone be eligible to claim admissions as against the seats

reserved for such backward class categories. These backward Class categories are as follows:

Government of Maharashtra.

GANESH FESTIVAL CELEBRATIONS

The undergraduate students, especially the IIMBBS actively arrange the “Ganesh Festival” each year.

Lord Ganesha Idol is emplaced for ten days beginning from Ganesh Chaturthi upto Anantachaturdashi

and the entire staff & students of the institute get indulged into prayers and worship with conviction.

During the ten days celebration, one day is reserved for serving “Mahaprasad”. Mahaprasad is served

to all the staff & students of the Medical College, physiotherapy College, & Nursing College & also to

the patients, relatives and visitors to the hospital. The celebration ends up on Anantachaturdashi,

wherein the students arrange procession & immersion of the idol.

ACTIVITIES FOR PREVENTION OF SEXUAL HARRESSMENT: The institute believes in the overall development and protection and physical and mental well being of

the female colleges. It therefore follows the guidelines proposed by the regulatory bodies and also

does bears a committee for prevention of sexual harressment of the female students and staff. The

committee functions at institutional level. The committee takes up periodic meetings and discusses

and attempts to resolve important agendas. A meeting of the Sexual Harassment Committee was

held under the Chairmanship of the Principal, Air Mshl. Dr. D.P. Joshi (Retd) on 12/02/2016 at

02:00 PM at the Principal Office.

In this connection, the various agendas discussed were as follows:

sexual harassment has been received

from any student & woman employee

of the college.

The IT department of the institute is instructed to upload the UGC guidelines regarding the Sexual Harassment committee

Any other suggestion In the meeting it was suggested by the members that, the Consent Form for Complaint in Sexual Harassment Committee will be prepared, college holidays to be distinguished from vacation for functioning of Sexual Harassment Committee and during vacation, the decision of Sexual Harassment Committee will be taken

RESEARCH

CODE OF ETHICS: The institute strongly promotes biomedical research activities of students and staff. In view of this

bears an “Institutional Ethical Committee” (IEC) for the same. It also offers Standard Operating

Procedures to be followed inorder to take up any type of research activity. The objective of Standard

Operating Procedure (SOP) is to ensure quality and consistency in review of clinical research proposals

and to follow the ICMR and national ethical guidelines for biomedical research on human subjects.

The institute formulates a booklet for “Code of ethics” which explains all the principles of research

activities.

All the research proposals including PG dissertations, UG STR proposals, Teachers LTR proposals, ICMR

proposals, Teachers departmental projects, any other projects of students or teachers for external

fundings is reviewed by the IEC and progressively corrected if needed and then approved for conduct.

GREVIENCE MECHANISM The institute caters wholeheartedly for the student‟s gerviences. The institute has a “Student‟s

Grevience Redressal Cell”. The Cell functions according to the “Standard Operating Procedures” and

has an independent committee for the same.

Student Grievance Redressal Cell of Dr. Vithalrao Vikhe Patil Foundation`s Medical College,

Ahmednagar has been framed according to the University Grants Commission regulations 2012 (The

Gazette of India, March 23-29, 2013) and Maharashtra University of Health Sciences (MUHS) for

handling day-to-day grievances related to students and parents.

VISION:

Quick, fair, unbiased and prompt action on any curricular andextracurricular grievances of students

and parents.

OBJECTIVES:

1. Establishment of student's grievance redressal cell as per the guidelines.

2. Framing standard operating procedures for any student‟s grievance redressal.

3. Allotment of duties of all members of student‟s grievance redressal cell.

4. Arrangement of at least two meetings of student's grievance redressal cell in a year and as per

requirement.

5. To assure that, opinions of grievant and defendant are respected and any party should neither

discriminated nor victimized.

DEFINITIONS:

Greviance: Grievance means a formal complain – includes any kind of dissatisfaction or negative

perception, whether expressed or not, arising out of anything connected with College that a student

and parent thinks, believes, or even feels, is unfair, unjust or inequitable.

Greviant: Grievant means a student, parent or group of students or parents submitting the grievance.

PTM

The institute tries relentlessly to maintain communication between parents, teachers & the students.

To achieve this, the institute bears a “Parents Teacher Association Committee”. The committee

coordinated between Undergraduate Committee, Internal Assessment Committee, Attendance

Committee & Mentorship Committee. It tracks student‟s performance & conveys to their parents.

Annually two PTM‟s are held for the purpose.

The Committee is responsible to be updated with student‟s performance, internal assessment marks,

other issues related to the students & performs over parents suggestions to improve students overall

well being.

THE ANTIRAGGING POLICY The institute strictly does not promote ragging activities of any form. The institute bears an “Anti-

ragging Committee” & an “Anti-ragging Squad” to keep a check on ragging activities. An anti-ragging

brochure is distributed to each student which encbles a student to understand that ragging in an

offense and that is a punishable activity. Banners & flex boards are displayed in community places like

canteens, messes & dining halls. They are also displayed in all the hostels. The brochure majorly

explains the acts of ragging, action taken against the accused and antiragging rules and regulations

laid down by the Honourable Supreme Court.The “Anti-ragging Committee” functions according to the

institutional standard operating procedures.

QUALITY ASSURANCE The institute believes in maintaining quality in all its endevours & hence discusses over the issues in the meetings of the college council
