CLEAN AND GREEN SINGAPORE AWARDS 2020 Introduction The Clean & Green Singapore (CGS) Awards recognises grassroots organisations for their efforts in achieving environmental goals in the areas of public hygiene and cleanliness, energy efficiency and resource conservation. The qualifying period for the Awards is from 1 Apr 2019 to 31 Mar 2020. The recipients of the CGS Awards 2020 were selected by an Evaluation Panel chaired by Mr Desmond Tan, Minister of State, Ministry of Sustainability and the Environment. Excellence in Sustainability
Award is given to the constituency that has shown the highest level of participation and programme quality over a 3-year period at the district level.

A total of 184 awards are being presented this year. 16 national level awards were presented by the Guest of Honour, Deputy Prime Minister Heng Swee Keat, at the Clean and Green Singapore (CGS) Launch Event on 28 November 2020 at Institute of Technical Education (ITE) College East. District-level and Best Cleaners awards will be presented at district environmental events scheduled in 2021. 158 cleaners will be receiving the CGS Best Cleaners Award this year. They have demonstrated pride and commitment in their work, by consistently keeping the area under their charge clean and hygienic. These awards – the highest number to be awarded this year since the CGS Awards were started in 2003 - also underscores the important contribution of our cleaners, as frontline workers in the nation’s fight against COVID-19. There are four sub-categories for the Best Cleaners Award:

Awards Recipient Achievements Best District North West
District Over the years, North West District has been championing sustainability and Green Living programmes, to build up and strengthen the green culture in the North West community. The North West Community Development Council (CDC) launched the North West Sustainability Plan 2030 in 2018, a holistic masterplan to promote sustainability in all forms and set a common direction in the works of CDC, encompassing Green Living, Caring initiatives, Healthy Living and Lifelong Learning programmes. North West CDC has regularly engaged the wider community to encourage greater environmental ownership in the community. Key programmes include:
• Budding Greenies @ North West – The programme inculcates preschoolers on environmental conservation through a holistic and experiential learning package, comprising the creation of a green corner and an activity book ‘Go Green with Betty the Butterfly’

• North West Green Learning Journey – The initiative features six curated learning zones in Bukit Panjang Community Centre in these focus areas:
i. Energy and water efficiency ii. Good toilet etiquette and hygiene habits iii. Consequences of resource wastage iv. Active recycling v. Benefits of gardening vi. Use of eco-friendly products
• Recycle @ North West – The programme encourages active recycling as a lifestyle. Through participating at the 25 designated Active Recycling Points, residents acquire knowledge on proper recycling practices.
• Reduce @ North West – The initiative aims to educate and encourage residents to fight climate change by reducing energy and water consumption and food wastage.
South West District
The Sustainable South West Masterplan was officially launched by Senior Minister Mr Teo Chee Hean and Mayor of the South West District, Ms Low Yen Ling at the National Clean and Green Singapore on 2 November 2019. The Sustainable South West (SSW) masterplan is a 10-year blueprint and dovetails national efforts to safeguard the environment for all. Working closely with partners such as the National Environment Agency (NEA), the masterplan strives to nurture a community that is environmentally conscious, practises an eco-lifestyle and demonstrates community ownership. It aspires to rally community participation in sustainability initiatives and inspires the adoption of green habits, while nurturing our environment for the generations to come. Key programmes include:
• Green Spaces @ South West - Launched in 2018, the Green Spaces @ South West aims to foster an inclusive, caring and active community by transforming the community gardens into pockets of green spaces. To date, the programme has rallied more than 3,000 volunteers and 23,000 participants to seed 161 community gardens with more than 1,000,000 native plants across the South West District. Corporate partner Ricoh sponsored vegetable seeds packs for the community gardeners to continue their greening even at home when outdoor activities were limited due to Covid-19.
• Clean Up South West – This is an annual flagship trash-for-groceries initiative by South West
CDC to foster good recycling habits among residents. Since its inception in 2006, the initiative has grown year after year, receiving strong support from community partners and residents. Over the past years, the CDC, together with their partners, collected a cumulative total of more than 900 tonnes of recyclables, which is equivalent to saving 15,300 trees and 8 tonnes of e-waste.

Nee Soon South Nee Soon South Division has a dedicated Clean and Green Committee to steer environmental programmes and activities within the Nee Soon South community. Since the inception of Nee Soon South Clean and Green Committee in 2011, chaired by Mr Ng Hak Hai, PBM, Nee Soon South has embarked on a green journey with key initiatives such as:
• H.A.B.IT @ Nee Soon South – a monthly outreach community effort to rally residents in Nee Soon South to keep their estates clean. This monthly litter-picking exercise was first launched in October 2012. Over the past seven years, Nee Soon South has been working actively with various stakeholders such as Khoo Teck Puat Hospital, business associations, and schools to raise awareness on different environment issues such as energy efficiency, recycling and water conservation during the litter-picking exercises. Nee Soon South aims to achieve an active and gracious community through the collective effort, commitment, and shared values of its residents.
• Active Recycle Point @ Nee Soon South – Nee Soon South partners with North West CDC, NEA, and Tzu Chi Foundation to organise the “Recycle @ North West” programme. Through the programme, residents learnt the importance of reducing and reusing, and how and what to recycle through volunteers’ sharing and hands-on experiential learning. Many residents in Nee Soon South have benefitted through the learning sessions, and in turn became active volunteers themselves.
Best Constituency Merit (National) & Best Constituency (Central Singapore District)
Yio Chu Kang Yio Chu Kang Division has a Clean and Green taskforce committee which spearheads and plans for environmental programmes outreach in the division since 2016. The grassroots, volunteers and YIO Clean & Green Ambassadors work tirelessly, dedicating themselves to organise a series of environmental programmes and encourage fellow residents to take up greater ownership of the environment. The programmes have reached out to more than 9000 residents.
Key initiatives include:
• Zero Waste - The taskforce committee works closely with several Residents’ Committees
(RCs) to promote zero waste messages through recycling drives. The committee has also widened its outreach by leveraging on social media platforms to reach out to more residents. Separately, the RCs also collect excess reusable bags from the residents at recycling drives and redistribute them to patrons at nearby wet markets/ hawker centres to reduce the use of plastics bags at stalls.
• Dengue Prevention and Litter Free - In support of the Keep Clean! Singapore campaign, the taskforce had organised at least 5 litter picking sessions and 5 Stop High-Rise Litter and

Pigeon Feeding block visits since year 2017. They also supported the launch of the National Dengue Prevention Campaign in March 2020 at Ang Mo Kio Central Stage and organised dengue prevention house visits at dengue clusters and high Aedes mosquito population areas during the peak dengue transmission season.
Best Constituency Merit (National) & Most Improved Constituency (Central Singapore District)
Kolam Ayer Kolam Ayer Division conducts regular recycling drives since 2014 and taps on various platforms such as publicity posters, banners, HDB lift stickers and social media platforms to reach out to residents. As a result, residents actively recycle, and in 2019, Kolam Ayer division had conducted 46 recycling drives and collected an impressive amount of 110,000kg of recyclables. The grassroots also initiate monthly upcycling workshops to increase environmental awareness among residents. The grassroots and residents from Kolam Ayer Sims Vista RC, Kolam Ayer Whampoa South RC and Jalan Besar Boon Keng Ville RCs upcycle old publicity banners to make wallets and holders, and encourage other residents to collect Tetra Pak cartons and red packets to make containers and bags. These upcycled Tetra Paks and banners are displayed at booths during recycling drives to promote upcycling. On 5 January 2020, upcycled items were sold at Upper Boon Keng market and the sales proceed was donated to the Kolam Ayer CC Community Development Welfare Fund for needy residents.

Chong Pang Chong Pang Division has shown dedication in promoting a clean and green environment by implementing the 3Rs in most of the division’s events and activities. The division focuses on reducing wastage by not providing bottled drinks, not using disposable wares and adopting E-forms instead of hardcopy forms in most of the division’s grassroots events and activities. The constituency actively engaged about 5,000 residents on public health and environmental protection topics in FY 2019.

Kebun Baru Kebun Baru grassroots and volunteers are a community of dedicated environmental stewards, advocating sustainability in the programmes and activities organised. Kebun Baru Division partners with North West CDC, NEA and RCs to implement the HABIT @ North West litter picking programme to encourage residents to be socially responsible and take ownership of their own living environment. Since the inception of the programme in 2016, Kebun Baru estate saw a gradual decrease in littering and mosquito breeding incidents at HDB estates. More than 300 residents from the 6 RCs in Kebun Baru Division had participated in the monthly litter-picking exercise.

Nee Soon Central
Nee Soon Central Division partners with North West CDC, Tzu Chi Foundation, NEA and RCs to organise and manage a recycling programme. The programme, launched in 29 October 2011, aims to encourage recycling among residents in the district and create bonding among residents through a common platform at the recycling points. Under the programme, Nee Soon Central distributed the Jumbo Recycling Bag, which comprised three compartments for cans, paper and plastics, to residents to encourage recycling.

Best Constituency Commendation (National)
Yew Tee Yew Tee Division has shown dedication in promoting a clean and green environment by implementing various environmental initiatives that promote public health and environmental protection to actively engage residents. The key initiatives include:
• Yew Tee Day 2019 – This annual flagship event in Yew Tee Division aims to collect recyclables such as paper, aluminium tins and plastics in a fun and interactive carnival setting, where residents can exchange recyclables for a game or a haircut. From the initial idea of donating rice and food items to the needy, the event has evolved in the last 3 years to collecting recyclables such as paper, aluminium tins and plastic, and creating educational awareness among residents on items that can be recycled. Yew Tee Division also partnered stakeholders such as Yew Tee Primary School, Unity Primary School, Unity Secondary School, Gain City, Warriors FC and Millenia Institute to participate and create greater awareness of this initiative among the community. About 2,000kg of newspaper were collected from the event.
• Big Spring Clean 2020 – This litter-picking initiative aims to spread the message of Clean and Green and encourage residents to play their part in keeping the estate clean. Yew Tee Division invited schools in Yew Tee Division to participate in this initiative together with their families and to appreciate the hard work performed by the estate cleaners in keeping the estate clean. About 300 grassroots and and 30 student volunteers from Unity Secondary School participated in this initiative.
Best Constituency Commendation (National) & Best Constituency (North East District)
Eunos Dengue Prevention Campaign @ Eunos – this is an initiative led by Eunos Citizens’ Consultative Committee (CCC), with the support of Eunos Grassroots Organisations, in an effort to actively promote dengue prevention messages to the community. The grassroots designed a dengue prevention flyer and distributed them to residents within Eunos during house visits. This had provided a more personalised touch for the residents and built a sense of ownership within the community. Following the staggering number of dengue cases, Eunos grassroots had also adopted the use of social media and WhatsApp to spread Dengue Prevention messaging. The Eunos Facebook page also shared information from NEA’s page and highlighted the current dengue situation in Eunos. Residents would be informed through Eunos’ WhatsApp Chatgroup in the event of a large dengue outbreak. This has helped to complement the on-going house visits conducted, which required intensive coordination and manpower to walk the ground. This has also helped to reach out to residents who might not be at home when the house visits were conducted.

Commendation (National)
• Project EARTH – The project aims to raise visibility and awareness of recycling practices whilst fostering strong community bonding through the mobilisation of residents for recycling initiatives. Kreta Ayer – Kim Seng Division has worked together with all the 9 RCs in the division and achieved a tonnage of more than 12,000kg of recyclables collected from 5 January 2020 to 18 January 2020. In its third year of organising this initiative, 8 recycling drives were successfully implemented in whole Kreta Ayer – Kim Seng Division. The regular recycling drives serve as a platform for residents to get together and work towards achieving a zero-waste nation as a community. The grassroots have also demonstrated strong support towards educating the residents on the importance of recycling and effects of climate change.
Best Constituency Commendation (National) & Most Improved Constituency (North East District)
Punggol West Grassroots and volunteers have demonstrated strong environmental ownership and are dedicated to
heightening environmental awareness among residents.
These include:
• Do the Mozzie Wipeout @ Punggol West - The programme has achieved greater awareness of
dengue prevention in Punggol West. The volunteers conduct outreach either physically or on
social media and WhatsApp whenever there is dengue cluster. During the dengue prevention
campaign period in 2019, mass block visits were conducted to over 2,000 residents.
• Residents’ Networks (RNs) @ Punggol West - Residents are engaged through upcycling
workshops, outdoor movie screenings and environmental games at the RNs’ events. At the
outdoor movie screenings, environmental videos are screened before the movie commences.
Recyclables are also collected at the RNs’ events. Through these educational efforts, Punggol
West aims to resolve local environmental challenges such as dengue, promoting recycling right
and a greater love for the environment.
• Masks Sewn with Love (MSWL) is an innovative project which sprang from an initiative in the
Punggol West Division, where volunteers – guided by a home-based sewing studio founder –
made 300 masks for children from vulnerable families. The initiative first began with 35
volunteers in Punggol West who wanted to make masks for children during the nationwide
mask distribution exercise in February 2020, and the initiative has since gone on to inspire
almost the whole nation to be onboard. These eco-friendly, reusable masks were made from
donated sewing machines and donated cloths.

Braddell Heights Braddell Heights Division has shown dedication in promoting a clean and green environment by implementing various environmental initiatives. The grassroots and volunteers play an active and important role in encouraging the residents to take ownership of our environment. These include:
• 11th Braddell Heights “Stamp Out Dengue” Campaign - In support of the National Dengue Prevention Campaign, this is an annual initiative where students designed their own dengue prevention pamphlets and were trained to engage residents on dengue prevention via house visits. The concerted efforts from Adviser, PA, grassroots and participating students have heightened awareness on Dengue and Dengue Haemorrhagic Fever and encouraged residents to practise the Mozzie Wipeout steps as part of their daily routine. The project has reached out to more than 5,000 units in Braddell Heights collectively.
• Zero Waste Carnival – This initiative was organised in support of the Year Towards Zero
Waste. Activities such as Cash for Trash, Eco Games and Sculpture making competition were organised to promote the message of recycling and upcycling to residents. The carnival was attended by about 200 residents.
Best Constituency Commendation (National)
Woodlands Woodlands Division is always pursuing new green initiatives and strengthening existing environmental
programmes. The Woodlands Environment Committee, together with the respective Residents’
Networks, has nurtured positive environmental stewardship among its residents.
• Saving on plastic waste by eliminating mineral water bottles - Woodlands grassroots embarked
on the programme to reduce plastic waste by eliminating mineral water bottles at grassroots
events, activities and meetings. Water dispensers were used at events and residents were
encouraged to bring their own reusable water bottles. A total 55,100 mineral water bottles were
saved from the events organised in Mar 2019 to Apr 2020. To drive and cultivate the habit of
using reusable water bottles at outdoor activities, the grassroots issued 12,000 reusable water
bottles to households in 7 Woodlands Residents Networks as part of the National Day
programme.
• Saving on paper and E-waste - On average 5kg of E-waste are collected at each of the 9
Residents’ Networks and about 10kg at Woodlands CC and Woodlands Galaxy CC
respectively on a monthly basis. All committee meetings in Woodlands have also stopped
using paper, which translates to a saving of 8,310 pieces of paper (16.62 reams) on a monthly
basis. Continued digitalisation of Woodlands Divisions’ work processes such as recording of
feedbacks at house visits means that more papers are being saved daily.

Best Constituency Commendation (National)
Nee Soon East Nee Soon East (NSE) is the first division in Singapore to launch a Nee Soon East Zero Waste Masterplan with the goal of drastically reducing waste in the form of plastic, paper, food and carbon emissions. Since April 2019, the division has partnered businesses, government entities and grassroots and worked closely with them. These include People’s Association HQ where NSE division introduced Melamine Crockery vendors onboard the Demand Aggregate listing to make sustainable alternatives more cost-effective. NSE division also worked with Project Sew and Sembawang Family Centre to upcycle old banners into everyday useful items such as reusable bags. To combat food waste, Nee Soon East Youth Network created a Telegram group where residents can share information on excess food left over at events. To-date, Nee Soon East Division has saved 30,842 disposables (single-use plates, forks, spoons, etc.) since the launch of the Zero Waste Masterplan. The programme saw many positive feedback and more residents bringing their reusable containers and utensils to grassroots events.
Best Constituency Commendation (National) Best Constituency (South West District) & Most Improved Constituency (South West District)
Taman Jurong Taman Jurong Division has demonstrated strong environmental ownership in promoting both environmental protection and public health awareness amongst the community.
Highlights include:
• Taman Jurong Zone B RC’s “Hell O Fear 2019: Aggravation Of Mother Nature” - The event focused on raising awareness on how human behaviours could affect the environment. The haunted house was used as an experiential journey where participants learned of terrifying consequences of environmental degradation. The event also conducted upcycling workshops to educate residents on taking simple and actionable steps to become more environmentally friendly.
• Annual Dengue Prevention Outreach @ Taman Jurong - Organised by Taman Jurong C2E to spread dengue prevention awareness within the community, grassroots volunteers via house-to-house visits to educate residents on dengue prevention. Activities such as a colouring contest and a social media challenge were also organised to engage the community.
• Annual Taman Jurong Recycling, and Textbook & Storybook Recycling Projects - The annual Taman Jurong Recycling, and Textbook and Storybook Recycling projects are community-driven efforts by the youths in Taman Jurong CC YEC. The projects encourage the spirit of reusing and recycling within the community while benefiting low-income households.
