KCI is now structured into 16 separate industries each headed by an Operations Manager able to quickly make the appropriate business decisions necessary to meet your evolving procurement needs. Kentucky Correctional Industries (KCI) was founded in 1954 with a mandate to provide training and employment to state inmates. Today, KCI employs over 700+ state inmates. By giving inmates the opportunity to learn marketable skills and develop good work habits, KCI has contributed to the reduction of recidivism, improved prison safety, and lowered the cost of incarceration throughout the state prison system.

KCI receives no appropriated tax monies and generates all operating funds and expansion capital from industry profits. KCI incurs the normal operating expenses any private company would incur such as utilities, salaries and equipment.

The success of KCI is not only measured in dollars, but in the reduction of the recidivism rate for those inmates trained in our programs. An independent study done by Eastern Kentucky University, College of Criminal Justice, found only 13.5% of inmates who had worked in KCI industries returned to prison, compared to 42% returning from the general population.

To provide inmates with a realistic work experience and teach marketable job skills. This is part of an effort to improve their chancesof securing gainful employment upon releasefrom custody, reduce the state’s recidivism rateand lower the Commonwealth’s resourcecommitment for maintaining the prison system.

Due to the uniqueness of working with inmate labor within an institutional environment, deadlines or production may be compromised or altered. KCI will make every effort to communicate this to our customers should those instances arise.

Delivery

Due to departmental policies and regulations, KCI is prohibited from delivering to private residences.

All orders are shipped F.O.B. destination within the Commonwealth of Kentucky. Pre-paid delivery service include TAILGATE DELIVERY only.

Inside delivery and/or set-up is available upon customer request. See your sales representative to discuss the charge. Charges will be added to the customer’s invoice.

Please provide the following information when requesting inside delivery and set-up of furniture orders:

● Floor location in the building ● Availability of freight elevator ● Size of elevator ● Are stairs the only access to floor location? ● Width of stairs ● Width of narrow hallways and doors ● Any unusual circumstances regarding the

location

Providing this information prior to delivery will encourage efficient scheduling of equipment and personnel to ensure reasonable charges are added to your invoice. Occasional delivery delays may be experienced due to scheduling considerations on all inside delivery and set-up orders.

KCI trucks are scheduled to service areas in Kentucky on a timely basis. Delivery of the order will be made when the KCI truck is scheduled into the customer’s area in Kentucky.

Your order may be picked up at the KCI warehouse with prior arrangement.

To the territory's sales representativePlease note the contact person and phone number on all Purchase Orders. Billing and shipping address must be shown on the order. To avoid mis- understandings, the catalog number, as well as the item description must be used. Where color or finish is listed, please designate preference on the order. Do not send check or remittance with the order. Telephone orders are accepted; however, these should be followed by a written order marked “CONFIRMING” to avoid duplication.

ReceivingWhen merchandise is received, if shipping damage or other defects are noted, please do not accept the merchandise. Please make a notation of the problem on both copies (yours and the driver’s) of the delivery form. HAVE THE DRIVER SIGN BOTH COPIES. If a concealed shortage, overage, or damage is discovered later, notify KCI within 15 working days.

WarrantyKCI warrants 24 months (2yrs) with proof of purchase on all wood, metal & seating items to be free from defects in materials and/or workmanship. If any defect is discovered within the 2-year warranty period, KCI will repair or replace (at KCI discretion) the unit free of charge. All service requests must be in writing and directed to the attention of your Sales Representative.

Adirondack Series furniture is warrantied for 90 days to be free from defects in materials and/or workmanship. If any defect is discovered within the 90-day period, KCI will repair or replace (at KCI discretion) the unit free of charge. All service

requests must be in writing and directed to the attention of your Sales Representative.

These warranties do not apply to defects caused by abuse, misuse, neglect or alteration of the unit.

Service CallsIf after the 2-year warranty period (90 days for Adirondack Series furniture) your unit requires service, repair or replacement, a service call will need to be requested in writing to your Sales Representative.

Office Seating service calls will be $75 for KCI to pick-up the unit and send to the plant for repair. This fee does not include the cost of parts. fabric and labor for plant repair. Those charges will be quoted by the plant prior to repair.

Furniture service calls will be $125 for KCI to repair on site or pick-up the unit to be sent to the plant for repair. This fee does not include the cost of parts and labor for plant repair. Those charges will be quoted by the plant prior to repair.

PricingEvery effort is made to maintain competitive pricing for all KCI products and services. Changes in material and operating cost will necessitate price adjustments on various items and, from time to time, items are discontinued or styles revised. If this occurs on any item on your order, you will be consulted before your order is processed.

KCI’s Printing Plant offers top quality printing at competitive prices. Fast and accurate computerized cost quotations can be provided to you via phone, fax, or e-mail. All jobs are guaranteed to the fullest satisfaction. Our professional staff will gladly offer tips on the most effective way to produce your jobs with the effect and impact you desire.

Kentucky Correctional Industries' print shop provides a broad range of services for the Commonwealth. Our services include, but are not limited to: desktop publishing/design work, pre-press prep, bindery and finishing work including saddle stitch, metal and plastic binding, and an inventory of standard stocks, plus the capability of ordering specialty stock. KCI Electronic Pre Press Department can assist you in many of your printing needs. Our shop is capable of printing sizes ranging from business cards to posters. We offer standard printing and specialize in carbonless forms. We can fill your needs for parking permits and decals using state-of-the-art equipment.

Our plants also have artists capable of free hand artwork. Our skilled typesetters are capable of converting your hand written rough drawn ideas into eye-catching works of art. Contact the Operations Manager today for pricing and any additional questions.

BraIlle TranSCrIPTIon

Since its beginning in 2000, KCI Braille Services has earned a reputation as a producer of quality Braille transcription and graphics, delivered in a timely manner. Inmates at Kentucky Correctional Institution for Women must complete a certification course given by the National Library of Congress and must submit a manuscript to be graded before receiving National Library Service certificate in literary braille. KCI Braille Services is fully equipped to create Braille as a finished product including literary proofreading, and large type covers/labels.

FurnITure reFurBIShIngJuly 26, 2021

I just wanted to send you a thanks and great job for the furniture that I recently had refurbished. The table, chairs and rocking chairs belong to my son and daughter in law. Thediningroomsetwasverysentimentalasitwaspassedalongfromhergrandfatheranddad and originated out of Belgium when they lived there back in the 60-70s. The quality of workwassogoodthatherdadandgrandfatherwereemotionallystirredseeinghowgoodtheyturnedoutandknowingthatthefurniturewouldsurviveanothergeneration. Please pass along to the inmates they did a great job. I had asked the inmate performing theworkifhecouldincludealeafextension,astheoriginalhadbeenlostovertime.Henot only included one, but it matched perfectly and like it had always been part of the set. I donotthinkwecouldhavegottenthequalityofworkonthestreetforthepriceatall. Again great job and please convey to the inmate workers involved. I will try and get some more business based on the quality of work you all turn out.

QUICK FACTS• The Mansion officially opened with a party on the

night of January 20, 1914.

• The Mansion has 25 rooms, including two dining rooms, a grand ballroom, a commercial-size kitchen, a sun parlor, and private living quarters for the Governor and his/her family.

• The Mansion is 80 feet wide and 200 feet long.

• The Mansion is constructed of brick and covered by limestone to match the State Capitol building.

• In 1972, the Mansion was put on the National Register of the Historic Places.

• The first Kentucky Governor’s Mansion was built in 1798 and was located in downtown Frankfort.

• 122 light bulbs surround the ceiling in the Mansion’s state dining room.

• Each of the 120 chairs used for events in the ballroom represents a Kentucky county. The chairs were crafted by Berea College students from locally sourced and sustainable maple wood.

Tri-County Community Action Agency (TCCAA) is an incorporated private non-profit 501(c)(3) agency which is governed by a volunteer Board of Directors. The agency provides a variety of services to clients of any age, to caregivers, to low-income clients and to at-risk families.

Volunteer OpportunitiesIn-School Mentors - A mentor is a caring adult who commits to meet with middle/high school students weekly for about an hour.

Home Meal Delivery - You help others and make a difference with only a couple of hours each week by delivering meals to shut-ins.

Senior Programs - There are many opportunities for volunteers in our life enrichment centers. Other options are friendly visits to the home or telephone calls to check on shut-ins.

Commodities - Commodity food distribution assistance is monthly. The program helps families in your community to stretch their food budget with supplemental items.

ABOUT KCI

Kentucky Correctional Industries was founded in 1954 with a mandate to provide training and employment to state inmates. Today, KCI employs over 900 state inmates. By giving inmates the opportunity to learn marketable skills and develop good work habits, KCI has contributed to the reduction of recidivism, improved prison safety, and lowered the cost of incarceration throughout the state prison system. KCI receives no appropriated tax monies and generates all operating funds and expansion capital from industries’ profits. KCI incurs all of the normal operating expenses any private company would incur, such as utilities, salaries and equipment.

The success of KCI is not only measured in dollars, but also in reduction of the recidivism rate for those inmates trained in our programs. An independent study done by Eastern Kentucky University, College of Criminal Justice, found only 13.5% of inmates who had worked in KCI Industries returned to prison, compared to 42% returning from the general population.

KCI is now structured into 20 separate industries each headed by an Operations Manager, who is able to quickly make the appropriate business decisions necessary to meet your evolving procurement needs.

Whether it’s that worn favorite chair or a family heirloom, the KCI furniture refurbishing and upholstering plants can put a spark of life back into any piece of furniture.

KCI’s upholstery and refurbishing plant takes great pride in providing quality service to organizations such as state agencies, local government, non-profit organizations, hospitals, private sector and residential. Kentucky regulations prohibit Kentucky Correctional Industries to provide goods and services outside the state of Kentucky.

While pick-up service is available to state agencies and private businesses, individual orders must be brought to the kCi Central warehouse (Frankfort). your furniture will be sent to the plant for a cost estimate.

We also offer a large variety of fabric, wood, and stain selections, such as cherry, mahogany, maple, walnut, oak, ash and more. To view your array of options, please visit our central office showroom. Residential customers are required to provide their own fabric.

We also refurbish metal items such as file cabinets and outdoor furniture. Refurbishing metal is completed through a process, which starts with oven-baking the metal to strip off the old paint, and then the metal is dipped in a chemical bath for corrosion resistant paint adhesion. From there your item is powder coated and baked with your selected paint color, which will have your metal item looking like new again.

q: what exactly does kci reupholster and refinish?A: kCi reupholsters and refinishes many items such as sofas, chairs and wood furniture.

q: what is the procedure to have my item reupholstered?A: Bring your item to kCi Central showroom/Warehouse on Highway 421/leestown road

in Frankfort. A salesperson fills out proper paperwork. We will then send the furniture to our plant for quoting. in the field, contact your sales representative (identify your sales rep by using the map on the inside front cover).

q: when is the best time to bring in my furniture?A: 8 a.m. - 3 p.m., Monday through Friday.

q: can you give me an estimate of how much it will cost to reupholster my item at your showroom?

A: your furniture will be estimated at our plant. We do not estimate furniture at our showroom.

q: how many yards of fabric will i need?A: you will be informed once the plant has completed your furniture estimate. At that

time you will be informed of the amount of fabric needed to reupholster your furniture. kCi also has an estimate chart. this is not exact, but is a good guide to better gauge approximate yardage of fabric needed.

q: are there extra costs associated with reupholstering furniture?A: there can be if your item needs extra work. other costs may include, but are not limited

to cushions, springs, gimping, tufting and wood refinishing.

q: how long does it take to get an estimate?A: kCi usually sends a truck to the plant once a week. you can expect estimates within 2

weeks. you then have 2 weeks to either accept or decline the estimate. due to the high demand of this service, items will be returned to the kCi Warehouse that have been quoted and have exceeded this 2 week decision time frame. transportation charges may apply.

q: once i receive my estimate, how do i pay?A: the most efficient way is to phone kCi Accounts receivable at 502-782-9570 with a Visa or

MasterCard payment. you may also pay with a check or money order made payable to:

q: once an estimate is completed, who will contact me?A: kCi staff will email or phone you with an estimate. (Payment from private individuals is due

when estimate is completed, and before work can begin). A down payment may be requested.

q: can i take my furniture and/or upholstery to the plant to speed up the process?A: due to security reasons, we can’t accept furniture or upholstery from outside sources

(i.e. individuals, businesses, state employees) at our plants. only kCi may deliver/pick-up your furniture at our plants.

q: does kci pick-up and deliver?A: kCi will both pick-up and deliver to state agencies and businesses. kCi can’t pick-up or

deliver at personal residences.

Q: what is the total time involved to have my furniture reupholstered?A: it varies widely depending on the work load at the time, but on average 10 to 12 weeks.

Q: how will i know when my furniture is ready for pick-up?A: our warehouse staff will call you when your furniture has arrived and is ready for pick-

up.

every effort to communicate this to our customers should those instances arise.

What is PIECP?Also known as “PIE,” this program operates under the statutory authority of the U.S. Congress (18 U.S.C. § 1761©) to provide a stable, readily available American workforce in low cost facillities to more competitavely produce your products or provide your services.

Through inmate pay deductions, administrative orders for the support of dependents are fulfilled, crime victims are compensated, and inmates’ families are supported.

Inmates gain marketable job skills in a realistic work setting, which improve their prospects for employment upon release and a successful transition to contributing, tax-paying members of society.

PIECP in KentuckyKentucky Correctional Industries (KCI) is PIECP-certified which exempts it from the normal restrictions on the sale of inmate-made goods in interstate commerce.

Program parameters are detailed within Kentucky Revised Statute 197.105.

Q: How is a fair inmate wage determined?A: Demonstration that inmate workers are being paid in at least the 10th percentile of prevailing wages for similar work in that locale is generally required. Inmates cannot be paid below the standard federal minimum wage.

Q: Are inmates entitled to “employee benefits”?A: Participation in the program is not to constitute an employee/employer relationship with the private sector partner leasing the inmate’s labor. Federal, State, and Local taxes, along with Social Security is deducted from the inmate’s pay, and worker’s compensation insurance is provided by the private sector partner, however no other “benefits” such as health or life insurance must be provided.

Q: Can our company personnel tour prospective sites?A: Yes. KCI Personnel will arrange and accompany your designated representatives on a tour of any prospective facility.

Q: What about security of our staff working in a prison setting?A: All state adult correctional facilities employ staff members from many different disciplines who work there every day. Staff who work in these facilities have a responsibility to follow security policies and procedures, which are in place to ensure their safety as well as the safety of the inmate population. Uniformed security staff, however, are employed in these facilities and are directly responsible for maintaining security and order.

Q: Can we utilize tools and chemicals necessary to complete our work?A: Yes. All of our facilities have very detailed safety plans as well as tool and caustic control policies and procedures.

Q: Can we have deliveries, which would be made to a plant within a correctional facility?A: Yes. All of our facilities have secure checkpoints/sally ports where deliveries can be made as needed, either by vehicle or on foot.

Q: Can we use tools and chemicals that are owned by the Department of Corrections (DOC) or KCI?A: Not when utilizing the Manpower or Employer Models. In these models, the private sector partner would provide all necessary tools, etc. If utilizing the customer model, KCI will utilize its own tools, etc. which will be used by the inmates whose labor is being leased by the private sector partner.

Q: What about insurance?A: KCI/DOC maintains insurance on all state owned property and equipment. The private sector partner would need to provide and maintain insurance on parts, tools, machinery, etc. that it owns and which is being used in a PIE operation.

Q: What about shift work?A: The inmate labor force would generally be available for standard dayshift work Monday-Friday; however, in the event that occasional overtime is necessary, it may be approved by the DOC/KCI on an “as needed” basis.

Q: Can we alter, or renovate existing facilities that are owned by the DOC/KCI to meet our needs?A: Yes. With the prior approval of the DOC/KCI.

Q: Can we hire inmates after they serve out or leave prison on parole?A: Yes. The purpose behind PIE is to not only provide private sector partners with a skilled workforce, but to assist inmates by providing them with marketable skills and training which will make them viable candidates for careers after incarceration.
