A snap survey was recently undertaken to gauge the perceived shortcomings of graduate QuantitySurveyors. Member practices were invited to make comment and to express their views in this regardby filling in questionnaires for University, as well as University of Technology, graduates in their office.

* Gauteng is indicated as one entity but Gauteng has two universities with QS courses. WITS hasstruggled in recent years to maintain standards (with a 4 year course). The University of Pretoria hasmanaged to maintain quality (with a 5 year course of which 2 years are part time)* What we would like to see is whether the Pretoria practitioners have a better perception of thegraduates than those in Johannesburg. Is the 5 year part time course better than the 4 year fulltimecourse?

TOWARDS THE ESTABLISHMENT OF A RELEVANT NATIONAL TPI

To all Principals of QS Practices registered with the ASAQS :

We have been asked by Professor Tinus Maritz (Department Head) and Mr Hoffie Cruywagen(Researcher) to assist them with the distribution of the attached questionnaire that may assist with theestablishment of a relevant "National Tender Price Index" for the South African Building Industry.

The purpose of the research is to conduct a critical review of the current BER Building Cost Index interms of the composition and information gathering as well as the correctness thereof. The results ofthis questionnaire are aimed at obtaining a better view and understanding of the current perspective ofQuantity Surveyors on the use and correctness of the BER Building Cost Index as well as the possibleneed for a new or alternative tender price index for use in the South African Building Industry. It wouldbe greatly appreciated if a senior Quantity Surveyor in each practice could spend a few minutes ofhis/her time to complete the accompanying questionnaire on behalf of the practice. The questionnairemay be completed electronically and e-mailed or faxed back to Mr Hoffie Cruywagen (Researcher) byno later than FRIDAY 3 DECEMBER 2010. All responses will remain anonymous and strictlyconfidential.

Please feel free to contact the Researcher should you wish to receive a copy of the results andconclusions of the questionnaire. Your input is highly regarded and extremely valuable in influencingthe possible development of a new index.

CONSTRUCTION INDUSTRY DEVELOPMENT BOARD (CIDB) REGULATIONS

The Standard for Uniformity in Construction Procurement was first published in terms of the CIDB Act,2000 (Act No 38 of 2000) in June 2004 with further amendments, the latest amendment being May2010.

Uniformity in construction procurement documentation, procedures and practices is essential to improveindustry performance and improve value to employers. The abovementioned Standard for Uniformity inConstruction Procurement engenders a culture of consistency and predictability within the procurementprocess which aims at bringing about standardisation and uniformity in construction procurementdocumentation, practices and procedures.

Definition of Construction Procurement means procurement in the construction industry, including theinvitation, award and management of contracts.

To comply with the CIDB Standard for Uniformity in Construction Procurement the Association of SouthAfrican Quantity Surveyors (ASAQS) has formatted and compiled the following set of procurementdocuments based on the JBCC Series 2000 Principal Building Agreement (Edition 5.0 (reprint 1) of July2007 for the exclusive use of its member practices:

• PBA Master Procurement Documents - August 2010• PBA Preliminaries - Master - August 2010 in WinQS format• ASAQS Preliminaries - August 2010

The PBA Master Procurement Documents have been formatted so that the compiler or user of thedocument only needs to follow the instructions in red italics to either insert required particulars in items,amend information, delete items or information, or describe particulars, etc to suit each particularcircumstance.

Members can download the guidelines and documentation from the CUG.

OFFICE CLOSURE OVER CHRISTMAS PERIOD

Members are advised that the ASAQS offices will be closed over the festive season this year asfollows:

• Office Closes : Wednesday 15 December 2010 (at 13h00)• Office Re-opens : Monday 03 January 2011 (at 08h00)

This period coincides with the general shutdown of the construction industry at large and will afford thestaff a well-earned rest after a very busy and challenging year.
