Dear Clark County Voter,

Welcome to the 2022 Primary Voters’ Pamphlet.

Recently enacted law created an opportunity for citizens who will be 18 years old by November 8 (the date of the General Election) and who register to vote no later than August 2 (the date of the primary) to cast a vote in the primary for candidates. Ballots for these “primary only voters” will only have offices on them, there will be no measures or precinct committee officers on those ballots.

Following the decennial federal census governments with internal districts are required to adjust the boundaries of those districts. In Clark County this “redistricting” resulted in a change of the legislative and/or county council district for many voters. You can find out what districts you reside in online at VoteWA.gov or by contacting the Elections Department at 564-397-2345 or via email at [email protected].

In 2021 voters amended the Clark County Charter to make all county offices nonpartisan. It is no longer an option for candidates for these offices to declare a political party preference when they file a Declaration of Candidacy and candidates’ political party preference will not appear on the ballot.

Over the past year the Elections Department has been experiencing delays in the delivery of voted ballots by the USPS. Ballot envelopes with a postmark of Election Day or earlier are accepted for processing up to, and including, the day before the election is certified, however we encourage you to consider mailing your voted ballot a day or two earlier than you have done in the past. We also encourage you to use one of the 22 ballot drop boxes in Clark County (locations of these may be found online at clarkvotes.org and on pages 6-7 of this voters’ pamphlet.

Precinct Committee Officers (“PCOs”) are elected in the even numbered years. Each precinct has two PCOs, a Republican and a Democrat. If only one person files for one of these offices, that person is deemed to have been elected and their name does not appear on the ballot.

If you need to update your voter registration name or address, page 63 of this voters’ pamphlet is a Voter Registration form that you can use, or you can do that online at clarkvotes.org, or by calling the Elections Office.

If you are a registered voter and have not received your primary ballot in the mail by Thursday, July 21, please contact the Elections Office for a replacement ballot.

Democracy works best when citizens participate in the collective decision making process. I hope you will join in by casting your ballot in the Primary and Special Election on August 2nd. Every vote counts!

Voting in Washington State | Be an Informed Voter

Voting in Washington StateRegistering to vote Registering takes only a few minutes, and you may do it by mail or online at VoteWA.gov.

A Washington driver’s license or ID is required to register online. You may also complete a new voter registration form (page 63) or contact the Elections Office by mail, email or phone.

The deadline to receive new voter registrations and voter updates to existing registrations online, by phone or by mail is 5 pm Monday, July 25, 2022.

You may still register and update existing voter registrations after July 25, but you must do so in person by 8 pm Tuesday, August 2.

Who is eligible to vote?The requirements for registering to vote are simple. You must be a United States citizen, 18 years or older on November 8, 2022 and live in Clark County 30 days prior to the election.

How to voteClark County voters will receive their ballots by mail. If you are a registered voter in Clark County, we will mail you a ballot for every election in which you are entitled to participate.

The page Voting instructions (page 9) in this pamphlet explains how to vote. Please read the instructions in this pamphlet. We want your vote to count!

Lost or damaged ballot?If you lose your ballot, or it becomes damaged, you can obtain a replacement ballot by contacting the Elections Office.

Election Day is Tuesday, August 2, 2022. Starting on July 15 until 8 pm on Election Day, you may return your voted ballot in person to our office, or to one of the following locations:

Accessible Voting

Accessible votingUsing the Touch WriterClark County voters with disabilities have the option of casting their ballot independently using an accessible voting unit.

The Touch Writer voting unit is a ballot marking electronic machine that allows voters with disabilities, including those who are blind, mobility-impaired or lack upper-body dexterity, to vote privately and independently. The Touch Writer is in a booth that is wheelchair-accessible.

Beginning 18 days before each election, this accessible voting machine is available from 8 am to 5 pm, and on Election Day from 7 am to 8 pm at the Clark County Elections Office, 1408 Franklin Street, Vancouver.

To get to the Elections Office on C-Tran, take bus #25 Fruit Valley and St. Johns route. The bus stop is located at Franklin Street and Mill Plain Boulevard.

About the Touch WriterThe Touch Writer is accessible in several ways:

� For those who cannot operate the Touch Writer using the buttons and wheel, special interface devices are available as shown here.

� For those who cannot see or read the Touch Writer screen, use the headphones with volume control to hear the ballot.

Accessible features� Those who are visually impaired or have difficulty

reading can listen to the ballot. The SELECT wheel is the trigger to the audio. Turning clockwise moves the listener through the ballot. To hear something repeated, turn the SELECT wheel counterclockwise. Those using hearing aids with a telecoil mode may use their neckloop rather than the headphones.

� Voters who lack upper-body dexterity can use the jelly switches to move through the ballot. The RED jelly switch is the same as the SELECT wheel. The GREEN jelly switch is the same as the ENTER button.

� Voters with quadriplegia can use their sip-n-puff to vote the ballot. Sip to move through the ballot. Puff to mark your choice.

The Touch Writer unit is in a wheelchair-accessible booth.

Voting Instructions

Voting instructionsHere are a few important reminders to make sure your ballot is counted.Your ballot packet will be mailed to you approximately 18 days before the August 2, 2022 Primary and Special Election. It will contain:

� An instruction sheet that explains the voting process � The official ballot where you will mark your choices� A secrecy sleeve � A postage-paid return envelope with a green stripe

Follow the instruction sheet included with your ballot to seal, sign, date and return your ballot.

You must sign and date your return envelope in order for your ballot to be counted!� Sign in the signature box that has YOUR name

printed on the envelope.

� If you registered to vote online, or when you obtained your driver’s license, the signature on your driver’s license is the signature in your voter registration record.

� If you are unsure about the signature in your voter registration record, we encourage you to call the Elections Office at 564-397-2345. We can provide a description of the signature you used when you registered to vote.

� Do NOT sign someone else’s name, even if you have power of attorney.

� Voting over the phone by having someone else fill out and sign your ballot is against the law. Voters can call us at 564-397-2345 to learn about the options for voting while they are out of town.

� Drop boxes are available if you don’t want your signature to go through the mail. See pages 6-7 for a complete list of ballot deposit locations.

Mark your ballot by completely filling in the box to the left of your choice with a black or blue ink pen. If you want to vote for a candidate not appearing on the ballot, mark the box to the left of the dotted line provided to indicate your choice. Be sure to mark only one choice for each race or measure on the ballot.

Check your ballot to be sure you have voted for the candidates and measures you intended. Make sure you mark only one response box in each race or measure. If you mark more than one, your vote in that race will not be counted. Your other votes will be counted if they are done correctly. Leaving an office or ballot measure blank will not invalidate your ballot.

If you make a mistake marking your ballot, draw a line through the incorrectly marked choice as shown. You then have the option of marking another choice.

Example: Candidate 2 has been chosen.

One candidate has been marked and the box is filled in completely.

Washington State's New Voting Rights

Washington State's new voting rights17-year-old votersNew Washington Legislation passed in March of 2020 allows 17-year-olds who will be 18 by the November 8 General Election to vote in the August 2 Primary starting this year.

Sixteen and seventeen year-olds can pre-register and will automatically be registered when they are eligible to vote.

Not sure if you've pre-registered?Go to VoteWA.gov and find out. Make sure your physical and mailing address are current so you receive your ballot.

Felony Conviction and Voting RightsNew Washington Legislation went into effect January 1, 2022 regarding convicted felons and their right to vote.

When is my right to vote restored?� If you were convicted of a felony in a Washington

State court, your right to vote is restored automat-ically once you are no longer serving a sentence of total confinement in prison.

� If you were convicted of a felony in another state or in federal court, your right to vote is restored automatically as long as you are no longer serving a sentence of total confinement in prison.

� You do not lose the right to vote for a misdemeanor conviction or a conviction in juvenile court.

Registering to voteOnce your right to vote is restored, you must register to vote even if you were previously registered. You do not need a certificate of discharge to register to vote.

Do Your Part!

Do your part!While the Elections Office is continually updating the voter rolls with information from the Department of Licensing, the post office, local obituaries and a monthly public health deceased list, you can do your part by following these simple steps:

� Update your address with the Elections Office whenever it changes. Address changes can be made online through VoteWA.gov, by email, mail or phone until 5 pm July 25. You may update your registration in-person until 8 pm on Election Day.

� If you are a snowbird or a college student, use our simple web form or call to set up a temporary or seasonal mailing address.

� Return to Sender! If you receive a ballot for a person who does not live at your residence, write “Does not live here” on the unopened envelope and put it back in the mail. This does not apply to military or overseas voters.

� If you receive a ballot for a recently deceased voter, write “Deceased” on the unopened envelope and put it back in the mail. We will research and follow up.

Defend Cuba’s socialist revolution, which shows it is possible for workers and farmers to transform ourselves in struggle, take political power, and begin to uproot capitalist exploitation. End the U.S. economic war against Cuba!

Working people face long hours and insufficient time off. The labor movement must fight for a shorter work week with no cut in pay to create jobs, prevent layoffs, and allow family life. For cost-of-living raises of wages and retirement benefits with every price rise! To defend life and limb on the job, workers must aim for control of production.

Only a revolutionary government of workers and farmers can build a society in the interests of the majority. That’s what the SWP fights for.

Statement In 1992 as co-founder, I attended Rainbow Coalition in Seattle with intentions to run for U.S. Senate at the same time Senator Patty Murray came for endorsement. They convinced me to withdraw my name on her behalf and I agreed. Since 1992, senator Patty Murray was elected for WA state & is the chairman of Health and other departments.

I had been a doctor practicing in the state of WA for 38+ years with no complaints against me. Unexpectedly, the Health department suspended my medical license based on misinformation & what I suspect to be racism and Islamophobic. My case was handled through Zoom due to the pandemic and those members if the medical commission were all below my education and experience. I was racially targeted and they said I was demented and unable to practice. That misinformation came from a geriatrician, a member of LGBT whom I visited to get a second medical opinion on some issues. An attorney presented several supporting evidence, proving I was a competent medical doctor. The commission however, were convinced by an assistant attorney general who had been against me for years and I have evidence of that.

I wrote to Patty Murray, the chairman of the Health department, as this was her department. Why did not do anything? I decided to publish not only my grievances but also that of hundreds of my patients, as I am running for U.S. Senate.

I advocate amendments to the constitution which include War Powers Act, direct trade with foreign countries by states, National Guard to be under state control, Second Amendment as a privilege and not a right, allow foreign-born Americans to run for President, and U.S. Congress to meet in states by rotation. Statement My name is John Guenther, I am a Republican candidate for the US Senate. I am calling on votes from Democrats, Independents, and Republicans. I promise members of Congress or their significant others will not be permitted to own individual stocks and I will get term limits for the House and Senate; or I will not run again. Under my watch, we will fight the printing of money and the massive debts we are under, and we will stop inflation.

I will fight crime by ensuring Judges don’t allow dangerous individuals out on bail. I will ensure Prosecutors file on dangerous individuals, I will fund the police, and will stop tent cities in city limits. I will be involved locally.

With education, focus on the basics, bring up test scores, why are poor and minority schools always the worst? We need to look at vouchers. Teach sex ed at home, and end CRT.

With energy, yes to alternative sources, but bring back nuclear, and get the uranium, oil and gas from American states. I will support legal immigration, and stop this surge. With foreign affairs, operate from a position of strength, stop allowing countries that are hostile to America, take over America. We are about to accidentally enter WWIII.

I want to Reach out to Republicans and say, hardliners will not win, vote for me. Democrats, I will work closely with you and will work on a local level to make our State safe again, and help our educational system. With Independents, do you trust the direction we are going? We need leadership to right this wrong. I am saying to all three groups, vote for me and you will get results. I will not tell you that I have a plan, I will produce or not run again.

Statement Tiffany Smiley grew up on a farm in rural Washington and dreamed of becoming a nurse. When she married her high school sweetheart, Scotty Smiley, and achieved her goal of becoming a triage nurse it seemed she’d achieved her version of the American Dream. That dream was shattered in April of 2005 when she was informed that her husband had been blinded by a suicide car bomber in Mosul, Iraq. At 23, Tiffany quit her nursing job and flew to Walter Reed Army Medical Center to be by Scotty’s side.

At Walter Reed, Tiffany had to stand up to the federal government and fight for Scotty, his dreams and the care he had earned. For Tiffany, her experience with the military bureaucracy highlighted the challenges facing many service members and their families. Tiffany became their voice, going to Capitol Hill and meeting with anyone who would listen to her. She built coalitions with members from both sides of the aisle which ultimately resulted in real reform of the VA to help the catastrophically injured and their caregivers.

It began in response to the Seattle Times failure to recognize Sound Transit had a board of elected officials and a CEO that didn't understand the basics of public transportation.

That 4-car light rail trains don't have the capacity to reduce peak-hour congestion on multi-lane freeways and cost too much to operate during off-peak commute. That the billions already spent on Prop 1 extensions will do nothing to reduce freeway congestion. They're only a down payment on ST3 "voter approved" extensions whose costs have increased from the $54B voters approved in 2016 to $135B in 2922; yet don't increase capacity but add to operating cost.

The Times has abided Sound Transit no longer releasing quarterly service reports that would have shown Northgate Link ridership was ~8000, a fraction of the 42,000-49,000 the paper had heralded as "Transit Transformed". Portending even worse debacles for the "voter approved" ST3 extensions; my goal to expose.

This year it will also allow state residents to vote for someone who doesn't believe the country is systemically racist, believes teaching CRT doesn't benefit students, and that sex education should be age appropriate. That Gov. Inslee should explain the benefits of EVs whose batteries are charged by fossil fueled generators and whose owners don't pay gas taxes to fund roads. Who questions the efficacy of his carbon tax when the country only emits 15% of the planet's CO2 and a Dec NAS paper conclusion:

The key to addressing economic injustice is to restructure our economy so that most employees are able to become worker-owners. Pro-Life for the Whole Life: I favor policies that support the sanctity of life from conception through natural death. This includes not just restricting abortion but supporting policies to improve our lives. Jaime caused that by voting for Biden’s trillions in omnibus spending and, most recently, to send $53 billion of your money to Ukraine.

I have been personally affected by Jaime’s eagerness to keep U.S. troops in unnecessary foreign conflicts. My wife, Senior Chief Petty Officer Shannon Kent, was killed by a terrorist in Syria one month after President Trump tried to withdraw our troops from that conflict. Jaime voted to block that withdrawal.

Statement For those unaware, China is assembling a 'security' pact in the Pacific. This amounts to a series of gas stations for their 350 ship navy, 80 ship maritime militia, and any aircraft and small craft imaginable. They already have Guadalcanal. They also have 100 tankers and 400 containerships (Temporary helo troopships). So, if certain dominoes fall certain ways, we could have half a million Chinese troops in Western Washington. Where there is a huge anchorage and ready protection from our Army provided by mountains, deserts, and rivers. If this comes even close to happening, we will already have had a bad day. Long before then I want the Military to Recon the place hard and think about what to do with that much trouble.

Chinas' move is not so much new as next. Part and parcel to the happenings in Ukraine. You don't need ESP to see war clouds gathering. We must get our supply chain out of their country. That wont happen by itself.

Then there are the republicans. I think the free states should sue the slave states. To have a free and fair election in the United States, it must be free and fair in every state.

Statement I was born and raised in Russellville, Alabama, to a young mother and father. Growing up in the south as the 2nd oldest of 14 children was challenging at times; however, I garnered valuable leadership skills and the ability to influence. I learned the importance of hard work, giving back to the community, and becoming a person of value. After graduating high school and attending college, I decided to pursue a new career by enlisting in the U.S. Army and serving my country. Soon after my military career, I obtained my B.S. Degree and maintained a career in Banking. Washington has been my home for nearly a decade, and I enjoy volunteering and hiking.

I choose to run for Secretary of State because representation matters, voter education matters, election security matters, and restoring confidence in our democracy matter. Having attended Commission meetings for years, I understand how our PUD operates and the challenges it faces. As a commissioner, I'll embrace the challenges of expanding solar and modernizing our grid. Grid modernization will facilitate affordable access to high-speed internet and enable affordable rates. STATEMENT FOR The time has come. We must address the increasing crime in our streets, businesses, garages, homes, and vehicles! Have you seen shoplifters calmly exiting a store with stolen goods? What message does this send to other potential law breakers? Or to our children? Public safety is the first obligation of government and we must make a change.

We will send a new message of accountability for crime and of support for law enforcement with this measure. If approved, proceeds of this additional 0.1% sales tax (ten cents for each $100 spent) must be used exclusively for public safety and criminal justice.

Step 1 will be a body camera program, including purchase, maintenance, and staff to train personnel and maintain the cameras. Cameras are consistently supported by law enforcement personnel and community leaders. They are supported by advocates for the vulnerable on our streets to establish trust and transparency. This funding can also be used to help with recruitment. Staffing levels of Sheriff’s deputies are at crisis low levels – the lowest of any county in the state. Criminals know that. With effective staffing levels restored over time, law enforcement personnel will again be able to do their jobs.

The current sales tax rate for unincorporated Clark County is 7.7% - lower than for comparative counties such as Spokane (8.1%), and Tri-Cities (8.0-8.1%). We don’t take any increase lightly, but we must act to secure funding that is dedicated to our safety and the future safety of our children.

REBUTTAL OF STATEMENT AGAINST This measure invites voters to participate in approving this funding. It specifies that each entity must spend the money only on public safety and/or criminal justice. Elected representatives will decide the specifics, and taxpayers have the right to offer comments and guidance. EXPLANATORY STATEMENT This measure proposes a local sales and use tax within Clark County equal to one-tenth of one percent (0.1%) for public safety and criminal justice purposes. If approved, tax proceeds will be annually distributed sixty percent (60%) to Clark County and forty percent (40%) to cities within Clark County. Revenue from the public safety tax will be used to include, but not limited to, funding a body worn camera program, increased staffing for the Clark County Sheriff’s Office, and other public safety and criminal justice expenses.

REBUTTAL OF STATEMENT FOR Proponents of this tax said “If approved, proceeds of this additional 0.1% sales tax (ten cents for each $100 spent) must be used exclusively for public safety and criminal justice.” What the law says: RCW 82.14.450 (5) One-third of all money received under this section must be used solely for criminal justice purposes, fire protection purposes, or both… "criminal justice purposes" includes local government programs… including, but not limited to, homelessness or improving behavioral health.

STATEMENT AGAINST Vote No on Proposition11

Crime is rising and public safety is faltering under the current laws. The legislature passed a law, RCW 82.14.450, allowing the local governments to implement a sales and use tax on the people. This tax doesn’t ever go away. Sadly the law allows the use of 2/3rds of all funds distributed to be used on anything not strictly criminal justice programs. Programs such as homelessness and drug addiction.

While the County Council’s current intent is to fund body cams what will become of the rest of the money into perpetuity? The County Council doesn’t control what the cities do with their cut of this tax. The City of Vancouver has a current homeless levy and their website shows a balance budget as long as they get another source of revenue from the tax payers to tackle their homelessness issues. They state in there that their police department is fully funded. So what can we assume they will spend this “criminal justice” funding on?

Once this tax passes we will never get a chance to truly fund the police. If, like me, what you want is a measure that will spend All the money on hiring police/sheriff officers, body cams which we need for police safety, and a new jail then this tax is the wrong process. This proposition actually causes a further reduction in access for police and sheriff’s funding forever.

STATEMENT FOR The La Center School District is asking for a renewal of the Education Programs and Operation (EP&O) levy that provides needed revenue to help all La Center students succeed. A Yes vote for the EP&O levy will provide the necessary funds that will prevent the loss of valuable learning experiences. Covid restrictions were costly to students. A loss of local funding would be devastating.

State funding does not fully cover all the costs associated with funding the education of our students. A local tax is needed to bridge the gap in funding. Our current levy makes up approximately 10% of the district’s overall budget. Smaller class sizes, advanced placement classes, counseling, student reading support, extracurricular activities, music programs, professional development for staff, technology, and special education are just some of the ways in which we use levy funds to continue to invest in our children.

The levy you are being asked to vote on is not a new tax. A “Yes” vote on August 2nd will assure the continued levy support that has been approved in previous years. The proposed levy is set at a tax rate of $1.50 per $1,000 of assessed property value. This is the same tax rate per $1,000 of assessed valuation as in the expiring levy.

Saying Yes to the levy means that you are willing to financially support our children. Strong schools are proven to produce productive citizens and leaders who will maintain our amazing community and country.

REBUTTAL OF STATEMENT FOR The state does fully fund school districts from our increased state school property taxes. The pro committee's statement is wrong. The tax rate is an estimate - not a setting. Voters are voting on the levy amount in dollars. In their mathematics, the pro committee fails to mention increasing assessed values that when multiplied by their constant tax rate equals rapidly increasing taxes - in dollars.

STATEMENT AGAINST Earlier this year in February, voters had the common sense to reject an identical levy. Yet here we are again. The school board refuses to accept the voters' choice and has put it back on the ballot for a second time unmodified. Can we trust a school board that so willfully ignores voter input? On that principle alone, this levy deserves to be rejected.

It gets worse. The latest Fall 2021 Student Assessments were a disaster. Test scores plummeted across the board. Less than half of the district's students are meeting state standards for English. For math it's less than one-third. The state wants us to believe these scores are an aberration and should not be considered part of a trend. We shall see. What isn't an aberration are per pupil expenditures. When it comes to spending our money, it’s a steady trend upward as taxpayers get less for more. For 2020-2021, total funding and expenditures were over $17,500 per student per year. That is more than nearly all private schools and more than tuition and books at UW! Perhaps school vouchers are in order to give families another choice and taxpayers a break?

The district has not proven itself to be a good steward of our money. Don’t be scared to reject this levy. STATEMENT FOR This is Not a new tax. This is a replacement levy, which will continue Current funding for programs and positions that are not covered by the state. Levy’s are for learning and bonds are for building. This levy does not and cannot cover buildings of any kind. Your taxes will not be raised when this passes.

These funds are critical for our schools. They make up approximately 13% of our district budget. The money covers everything from textbooks to technology. It covers critical staff such as nurses, teachers aids and school psychologists. The levy will fund sports, special education, highly capable learning, the arts, community education, early learning programs and so much more. These funds affect all of our children in one way or another. Ridgefield School District, one of only 2 districts in the state to win the State Auditor’s financial stewardship award, will use these funds responsibly for our children.

Our children have been through so much, and maintaining school staff and programs at current levels is a simple, yet critical way to support them. Ridgefield is a special place, where people with various backgrounds, politics and ideas have historically found a way to come together and care for each other. EXPLANATORY STATEMENT Ridgefield School District requests voter approval of an educational programs and operations levy of $31.08 million in the aggregate to be collected in the three-year period from 2023 to 2025. Passage of Proposition No. 9 would allow levy of taxes, replacing an expiring levy, to pay for eligible educational programs and operations not funded by the State. Programs and services to be funded include, but are not limited to: additional certificated and classified staffing (including salaries, benefits, and professional development); special education; student transportation; extracurricular activities and athletics; community education; early childhood education; textbooks and other curriculum; and technology.

REBUTTAL OF STATEMENT FOR The pro committee's statement is mathematically incorrect. This levy is a 50+% increase over the previous in dollars and it will increase property taxes. Check the calculator at LevyNo.com. These optional Enhancement Levies are just that, optional. So this levy is a new tax. If the district is 13% over budget, well the district needs to reduce compensations starting with management. Stick to a budget Ridgefield SD - just like taxpayers do.

STATEMENT AGAINST The district is asking you to approve a 56% tax increase (in dollars) in a so-called "replacement" levy in a time of runaway inflation. Can you afford a 56% tax increase? The district's campaign literature discusses rates only with no mention of skyrocketing property assessed values. A constant rate multiplied by skyrocketing assessed values equals skyrocketing taxes. The district should be transparent with taxpayers and use logical mathematics when discussing finances - and at all other times for that matter.

The McCleary ruling was a decision to swap local levies for state funding. Taxpayers have kept up our end but school districts are double dipping with state school property taxes increasing dramatically while demanding more local school taxes which keep spiraling out of control - eventually taxing people out of their homes.

Total district funding (and spending), as of 2020-2021, is over $18,000 per pupil per year. That is more than tuition at nearly all private schools and more than tuition and books at UW! Perhaps school vouchers are in order to give families a choice and taxpayers a break?

All WA school districts need to be frugal and stick to the McCleary state funded budget. They need to stop asking for more money at every opportunity. They need to stop pitting one set of taxpayers against others as they ratchet up their own compensations at a faster clip than inflation that is in fact adding to inflation. Proposition No. 3EXPLANATORY STATEMENT Your elected Board of Commissioners of Clark-Cowlitz Fire Rescue have determined that providing Paramedic EMS services to our citizens require more stable and consistent funding. If approved by the voters this measure will authorize a six-year emergency medical services (EMS) property tax levy at a rate not to exceed $0.50 per thousand dollars of assessed valuation. Approval of the levy will allow the District to enhance the level of emergency medical services provided to the citizens of the District. The District will use the revenue from this levy exclusively for emergency medical services.

STATEMENT FOR Since 2016 your fire department emergency responses have increased over 57%. Private transport ambulance arrival times are now often exceeding 20 minutes or more. The fire station at the fairgrounds was forced to completely close due to lack of staffing. Fire engines often respond with only two firefighters. Fire crews are staffed with a paramedic only slightly more than 50% of the time.

Support for this levy will staff all six of your fire stations, including the station at the fairgrounds with three highly trained firefighters including at least one paramedic 24 hours a day, 365 days a year. In dire situations when the private transport ambulance has unacceptable arrival times, the fire department paramedics will be able to transport critical patients to the ER in a District owned critical care ambulance. The levy will also provide reduced fire insurance for some homeowners in the district.

In critical medical emergencies three things can be life-saving. First, trained medical responders need to arrive rapidly with adequate personnel to address the emergency. Second, skilled paramedics with advanced life-saving equipment need to be a part of this crew. Third, when vital body systems cannot be stabilized by this crew, the patient must rapidly arrive at an Emergency Room.

For less than $1 per day, the average homeowner can provide all the above critical care for yourself, your family, your neighbors, and your community. Become a part of the solution. When Seconds Count, please vote Yes.

Proposition No. 1EXPLANATORY STATEMENT Clark County Fire Protection District No. 5 provides fire protection and emergency medical services to its residents. This proposition is necessary to maintain an effective level of service, fire fighter staffing, equipment and facilities in light of rising costs and increasing service demands. If approved by the voters, this proposition will authorize the District to restore its regular real property tax levy rate from $1.01 to $1.25 per $1,000 of assessed valuation in 2022 for collection in 2023. For the five subsequent years, the proposition authorizes annual adjustments of six percent or less, not to exceed the statutory limit.

STATEMENT FOR Please vote Yes on Proposition 1 for Clark County Fire District 5! CCFD5 has a cooperative agreement with the Vancouver Fire Department, that shares costs to provide fire and emergency medical service to Clark County Fire District 5 citizens. This agreement provides a high level and quality of service to the residents of the District.

Our community has grown to the point that we require additional staffing and investments in facilities and apparatus to serve district residents. Call volumes have increased 20.8% in three years, but the number of firefighters serving Vancouver and the CCFD5 community has not changed for 15 years. Fire facilities are aging and require renovations for firefighter safety and emergency response. It would also provide space for additional future staffing and replace emergency apparatus to help meet the increasing needs of our community.

City voters approved an additional $0.50 per $1,000 of assessed value increased for public safety. CCFD5 is asking its residents for a $0.24 per $1,000 fire levy lid lift to pay its fair share of increasing costs. The fire levy “lid lift” would cost the owner of a $400,000 home an additional $8 per month beginning in 2023. More than ever, we need these vital services for our community.

EXPLANATORY STATEMENT In 2016 Clark County Fire District No. 6 voters approved a 6-year $0.45 Emergency Medical Service “EMS” Levy renewal. The 2016 EMS levy renewal will expire at the end of this year unless the voters approve this measure. If approved by the voters, this measure will authorize your fire district to continue its EMS property tax levy at a rate not to exceed $0.45 per thousand dollars of assessed valuation for an additional six years. Approval of the levy will allow the District to continue to maintain and improve the level of emergency medical services within the District.

STATEMENT FOR Paramedics save lives – yours, your family’s and your neighbors’. Passage of this Emergency Medical Services (“EMS”) levy will continue to provide fire, rescue and emergency medical services at the paramedic level – 24 hours a day, 7 days a week. These Advanced Life Support services provide critical care – bringing the ER to your door and increasing chances of recovery from heart attack or stroke.

Population growth and increased call volumes strain existing resources and make passage of this replacement levy even more critical. The voter-approved funding now in place ends December 31, 2022. Approval of this EMS levy will retain current paramedic staffing and keep Advanced Life Support services rolling to your door. Without this funding, fewer emergency medical personnel will be available to respond to medical emergencies which are 87% of all calls. A yes vote on your ballot will keep Firefighter/Paramedics on duty and allow Fire District 6 to maintain the current service level to the communities they protect and serve: Hazel Dell, Lakeshore, Felida, Salmon Creek, Mt. Vista and Fairgrounds. Fire District 6 is asking voters to approve a replacement EMS levy – with the same 45¢ per $1,000 of assessed property value as the expiring levy. That cost for a home assessed at $400,000 is only $180 a year. The current exceptional Paramedic service and emergency medical response can only be maintained through funding from this replacement levy. Please vote yes on August 2 because ongoing emergency medical paramedic response saves lives!

The Board of Commissioners voted in favor of bringing a levy lid lift to the voters. We understand how difficult it is to ask our voters for a lid lift, when inflation is up and affecting everyone. Costs have also gone up for our Fire District, including supplies and operating costs. Our call rate has risen 20% since 2017 when voters approved the lift, while our tax rate has dropped from $1.00 to $.82 per thousand. The 2017 lift allowed us to bring in our first 24/7 staffing of a single Firefighter EMT.

It has become more common to run more than one call at a time. This lift will allow adding staffing to improve coverage to the west side (View, Highlands, Etna, Fargher Lake, Taylor Valley) areas of our district and better responses to simultaneous calls district wide. This would include adding living-quarters in the west side and more staffing, improving response times throughout the 85 square miles in our district. Clark County Fire District 10 responds to emergency medical calls, structure fires, wildfires, traffic accidents and public assists.

Did you know that as well as having the single full time Firefighter EMT staffing our Amboy station, which the voters approved in 2017, we are still heavily dependent on our volunteer firefighters? These volunteers are fully trained but all have full time jobs, families, and responsibilities which limits response availability. Additional staff will bridge this gap allowing us to continue providing the service our community expects and deserves.
