Dr. K.C.G. Verghese, the iconic educationist, achieved success in his earnest effort to build this great institution, thereby fulfilling his sole dream, passion and vision. Today the institution offers quality education, at an affordable price, to thousands of students from across the globe. The Institution caters to 7500 students and has more than 25000 alumni across the world.Dr. K.C.G. Verghese in his autobiography, “Wheels and Wings” voiced, “After much contemplation, I made my choice: ETERNAL ENTHUSIASM and PERSEVERANCE. For these are qualities that made me what I am. Added to these are two additional features of my work culture: LONG-RANGE VISION and LIVE NETWORKING.” Throughout his path-breaking and progressive career, his unified focus has been “TO MAKE EVERY MAN A SUCCESS AND NO MAN A FAILURE.”

HITS is NAAC “A” Grade accredited, AICTE approved, NBA accredited for B. Tech. programmes in Aeronautical, Automobile, Civil, Computer Science and Mechanical Engineering; and is in the 95th position in NIRF Ranking and in the

band of 301-500 in QS BRICKS Ranking. HITS has obtained an overall Gold in QS I-GAUGE Indian University Rating 2019, and an overall 3 Star Rating with 5 Stars score for Teaching, Employability, Innovation, Inclusiveness and Facility in the QS Stars, Rated for Excellence. We have a pool of highly talented faculty with research degrees to engage you with project based learning and inculcate innovative thinking. 40% of our 450 faculty members have Ph.D. degrees. We offer research facility to the undergraduate students so that they work on projects from the third semester and able to publish research papers in indexed journals. Even a few of our first year students in 2018-19 have developed several projects which have received accolades and awards. The curriculum enables the students to select courses in interdisciplinary areas as we follow a choice based credit system offered by liberal arts, science, architecture, management and law departments, The B.Tech. PreambleThe passion for Automobiles was overwhelming. In 1965, Late. Dr. K.C.G. Verghese took teaching assignments in Automobile Engineering subjects and was coaching students for British Automobile Examination as well. It was at this phase he knew he was all set for his own venture; and in 1966 Hindustan Engineering Training Centre (HETC) commenced operations as an institute. HETC later became Hindustan Institute of Engineering and Technology (HIET) and its reputation was high amongst foreign countries than India. Students from Sri Lanka, the African continent, the Gulf countries, Singapore and Malaysia gradually, yet steadily, opted for HIET. This irresistible quest for knowledge slowly paved way for the commencement of other Institutions under Hindustan Group of Institutions (HGI).

ABOUT HITS

The cherished objective of building an Engineering institute was the need of the hour in the early 1980’s which led to the establishment of Hindustan College of Engineering (HCE) in 1985. HCE was renamed as Hindustan Institute of Technology and Science (HITS) and awarded the status of Deemed to be University in 2008 in recognition of its excellence in education and contribution to the nation. HITS, a Christian minority institution, is recognized by UGC, NBA, NAAC, AICTE, MHRD & COA and is one of the most sought after engineering institutions in Tamil Nadu, India.

HITS is committed to inspire minds to innovate and inculcate value education across various disciplines. Renowned for its competent faculty, excellent infrastructural facilities, curricular and extracurricular activities, HITS has maintained an enviable academic excellence since inception. LocationHindustan Institute of Technology and Science is located at Padur about 22 kms

South of Chennai on the Rajiv Gandhi Salai (Old Mahabalipuram Road). Situated

amidst a lush green stretch of land, spread over 100 acres, extending from Old

Mahabalipuram Road upto the silver sheen of Muttukadu lake, it is a classic

example of a green campus. The ambience is conducive for a calm and intensive

academic pursuit. HITS is well connected to the city by public transport buses.

Besides, the institution operates its fleet of transport for the convenience of

students and faculty.

ADMISSION POLICIES AND PROCEDURES

UNDERGRADUATE HITS takes into consideration students who have passed their Higher Secondary

Examination with commendable marks for admission. It strictly follows the

eligibility criteria of the State Government norms.

Hindustan Institute of Technology and Science Engineering Entrance Examination (HITSEEE)An online Entrance Examination (HITSEEE) is conducted every year at various

cities across India. Students seeking admission for undergraduate programmes

have to register online to appear for the Entrance Examination on dates specified

in the media advertisements. The time duration of the entrance examination is

2 hours. Students are required to answer 120 questions covering Mathematics,

Physics and Chemistry. Based on the entrance examination score and marks

in the qualifying examination, a rank list is prepared for admission into U.G

(Engineering & Technology) Programmes.

How to ApplyStudents, having the qualifying marks, can apply to any one of the undergraduate

programmes offered by Hindustan Institute of Technology and Science. The

applications should be submitted at the Admission Office before the deadline

mentioned in the advertisement. This does not apply for those who apply for

non-professional programmes and research related programmes.

Special Admission ProgrammesHITS recognizes the need for providing educational opportunities for people of

widely varying ages and backgrounds. Therefore, special admission programmes

are available for potentially successful students from disadvantaged, culturally

deprived, or economically impoverished segments of the society. For further

details, the Head Office can be contacted. Admission to HITS thus, is purely

non-discriminatory.

Re-admissionStudents who were initially enrolled at Hindustan Institute of Technology

and Science but did not attend the particular semester/term can re-register,

HITS HANDBOOK 2019 - 202024

provided they left with good conduct and have not enrolled in any other

institution after leaving HITS. Such students may be readmitted by submitting a

Readmission Form. Students who have been dismissed either from HITS or any

other institution will not be readmitted under any circumstances.

Admission of International StudentsPrior to admission, an International student must obtain an Application Form

and Brochure from HITS Office and submit the filled application form with,

• Copy of Educational Records documenting all previous secondary and

post-secondary schooling/college.

• A Financial Statement that has been signed and returned from a sponsor

showing that adequate funds will be available to cover the student’s

educational and living expenses for the duration of the anticipated

enrolment.

• Proof of proficiency in English language.

• Certificate showing no criminal record.

• Copy of the Passport with minimum one year validity.

• Medical Certificate from a registered physician.

• Certificate of Eligibility for visa is issued on fulfilment of all the above

mentioned procedures.

POSTGRADUATE Students who have passed their Degree Examination with commendable marks

are considered for admission. The Institution strictly follows the eligibility criteria

of the UGC norms. Admissions for P. G. Programmes are made through entrance

test, group discussions and personal interview. EligibilityThe eligibility criteria are different for various PG engineering programmes

offered by HITS.

Orientation• All freshmen must attend an Orientation session conducted by HITS to get

acquainted with the facilities available on campus. Orientation session is

normally held before the commencement of classes.

• Bridge courses will be conducted for a period of minimum 2 weeks for all

1st year students.

DOCTOR OF PHILOSOPHY (Ph.D.)HITS offers Ph.D. Programme in all disciplines of Engineering, Architecture,

Management, Science, and English Language.

Categoriesa) Full Time Candidates: A candidate who wishes to work for Ph.D. degree on

full time

b) Part Time Internal: All staff members of the institute having the minimum

qualifications and with two years of experience can work on a part time basis

for the Ph.D. degree.

c) Part Time External: Teachers working in the other colleges in permanent

positions and employees of R&D organizations, national laboratories and

industries with minimum two years of working experience can work

on a part time basis for the Ph.D. degree.

Eligibilitya) Ph.D. in Engineering: Master’s degree in Engineering/Technology/Business

Administration with first class or a minimum 55%.

b) Ph.D. in Sciences/Humanities/Languages: Master’s degree with minimum

55% marks in Sciences/Humanities/Languages.

ProcedureThe Institute will invite eligible candidates for a written test and interview. Final

selection will be primarily based on academic credentials, written test and

interview.

FellowshipSelected Full Time Candidates admitted to Full Time Ph.D. can get fellowship

ranging from Rs. 10,000 to Rs. 28,000 depending on their eligibility.

Project AssociatesResearch Scholars working in Funded Projects and receiving fellowship from the

project can also Register for Ph.D. They are designated as Project Associates.

The Full time Research Scholars, Hindustan Teaching Research Fellows (HTRF),

and Junior Research Fellowship (JRF) also can apply for Project Associate

position. The Project Associates will receive the Fellowship as per the guidelines

of the Funding agencies.

POST DOCTORAL FELLOWSHIP (PDF)Post Doctoral Fellowships are awarded to young research scholars who have

shown exemplary commitment in original research and propose to pursue

research work in science, engineering, or technology on specific projects. The

Associate research scholar will carry out full time research work related to the

problems stated in his/her application and approved by HITS.

EligibilityScholars possessing Ph.D. with at least 3 research papers in Science Citation

Indexed (SCI) journals will be eligible to apply for PDF. The maximum age limit

for applying for the award of PDF shall be 32 years. There will be a relaxation up

to 3 years if the applicant has five publications in SCI Journals.

Stipend The consolidated stipend of PDF will be Rs. 35000/-

ACADEMIC REGULATIONSThe information on Academic Regulations given in this section is brief. Every

student must compulsorily go through the Academic Regulations for their

respective programmes which is available in the institution website. The

clauses of the regulations referred here should be correlated with the Academic

Regulations applicable for the respective programmes.

Choice Based Credit System (CBCS)Choice Based Credit system is applicable for students admitted in Postgraduate

programmes from the academic year 2014-15; and for the Undergraduate

students of B.Tech programmes from the academic year 2015–16. CBCS is

introduced for all the programmes offered by HITS from 2018–19 onwards.

Students are provided with an academically rich, highly flexible learning system

blended with abundant provision for skill practice and activity orientation that

he/she could learn in depth, without sacrificing his/her creativity.

Salient Features of the CBCS:• Interdisciplinary approach enables integration of concepts, theories,

techniques, and perspectives from two or more disciplines to advance

fundamental understanding or to solve problems for which solutions are

beyond the scope of a single discipline.

• Bridging the gap between professional and liberal education which would

greatly improve the employability of students.

• Promoting students’ mobility – horizontal as well as vertical.

• Collaboration with industry and foreign partners to foster innovations that

go a long way in capacity building of students.

Under CBCS, the degree programme will consist of the following categories of

courses:

i) General Core Foundation (CF): These courses comprise of

• Humanities courses;

• Basic Sciences (BS) including Physics, Chemistry and Mathematics;

• Engineering Sciences (ES), including Basic Engineering courses such

as Material Science, Basic Workshop, Engineering Drawing, Engineering

Graphics, Digital Systems, etc.

ii) Compulsory Courses (CC): These coureses consist of the following.

a. Professional Core (PC) courses: These courses expose the students to the

foundation of Engineering topics related to the chosen programme of study

comprising of theory and Practical/ field work/ Design project/ Project.

b. Departmental Elective (DE): These courses enable the students to take up

a group of courses of their interest in the area of specialization offered by the

parent Department / School.

iii) Non –Departmental Electives (NE): These courses are offered by Engineering

and Non-Engineering departments (across the disciplines) other than their

parent Department. Two groups of Electives are available under NE namely,

Engineering Electives, offered by the Engineering Departments and Open

Electives, offered by the Non – Engineering departments.

iv) Indexed Journal / Conference Publications: If a student publishes a

research paper as main author in indexed Journal / Conference, the same can

be considered as equivalent to two – credit course under NE.

v) Non-CGPA courses: These courses are offered in certain semesters are

compulsory, but are not used for calculation of GPA and CGPA. However, the

credits will be mentioned in the grade sheet.

B. Tech. (Honours) ProgrammeA new academic programme B.Tech. (Hons.) is introduced in order to facilitate

the students to choose the specialized courses of their choice and build their

competence in a specialized area. The features of the new programme include:

• B.Tech. students in regular stream can opt for B.Tech. (Hons.), provided they

have CGPA of 8.0 up to the end of 4th semester without any history of

arrears.

• Students opting for this programme must choose four additional courses

prescribed in their specialization and each course must carry a minimum of

3 credits. This choice must be made between the 5th and 8th semesters but

not more than 2 additional courses in a semester.

• The list of such additional courses offered by the various departments

will be announced in the beginning of the academic year to facilitate the

registration process.

• Students can also opt for courses offered for postgraduation

• The faculty advisor will suggest the additional courses to be taken by the

students based on their choice and level of their academic competence.

• Students who have obtained “E” or “U” or “RC”/“RA” grade in any course,

including the additional credit courses, during the entire duration of the

programme are not eligible for B.Tech. (Hons) degree.

• Requisite fee for the additional courses has to be paid.

B. Tech./B.Arch./B.Des./Arts with Minor specializations• Students, who want to pursue courses of their interest apart from their

specialization of Engineering/Technology/Arts/Fashion/Humanities/

Management/Basic Sciences, may opt for additional courses in minor

specialization groups offered by a department other than their parental

department.

• Such students shall select the stream of courses offered with pre–requisites

by the respective departments and earn a minor specialization. The number

of credits to be earned for minor specialization is 12 credits.

• Students are permitted to register for their minor specialization courses

from the 5th semester onwards subject to a maximum of 6 credits per

semester.

• List of such additional courses offered by the various departments and

the schedule will be announced in the beginning of the academic year to

facilitate the registration process.

• Requisite fee for the additional courses has to be paid.

Attendance The faculty handling a course must finalise the attendance 3 calendar

days before the last instructional day of the course and submit to the HOD

through the class teacher.

• A student whose attendance is less than 75% (Total Contact Hours - “TCH”)

in any course, whatever may be the reason for the shortfall of the attendance,

will not be permitted to appear for the end-semester examination in

that particular course in which attendance shortfall exists. The student

is however permitted to avail Academic Leave up to 10% for attending

academic related activities like, Industrial Visits, Seminars, Conferences,

Competitions etc., with the prior approval of the HoD. However, necessary

proof of documents after the event has to be submitted to the HoD for

approval of the Academic Leave.

• The remaining 25% allowance in attendance is given to account for activities

under NCC/NSS/Cultural/Sports/Minor Medical conditions etc.

• A student who earns an attendance (“TCH” – Total Contact Hours) between

40% and 75% in any course will be awarded a grade of “RC” which means

Repeat the Course during the Summer/Winter break. Students with

“RC” grades will not be permitted to attend the Regular End Semester

Examinations for that course. During the Summer/Winter break the regular

courses of the respective semester will be offered as Summer/Winter

Courses to enable the students to get required attendance and internal

assessment marks to appear in the repeat exam.

• Students with “RC” grade in any course shall attend the immediately

following Summer/Winter course as detailed in clause 11.1. The detailed

schedule of the Summer/Winter courses offered in every semester will be

announced during the end of that semester. The student who have obtained

“RC” has to select their appropriate slots and courses, optimally to attend

the courses.

• Students whose attendance falls below 40% for a course in any semester,

will be categorized as “RA” meaning detained in the particular course for

want of attendance and they will not be permitted to write the End semester

exam for that course. The procedure for repeating the course categorized

as “RA” is mentioned in Clause

• Additional condonation may be considered in rare and genuine cases

which includes, approved leave for attending select NCC/Sports Camps,

cases requiring prolonged medical treatment and critical illness involving

hospitalization. For such select NCC/Sports Camps prior permission for

leave shall be obtained by the respective faculty coordinator/Director of

sports from the designated authority, before deputing the students.

• For medical cases submission of complete medical history and records with

prior information from the parent/guardian to Dean (Student Affairs) is

mandatory. The assessment of such cases will be done by the attendance

sub–committee on the merit of the case and put up recommendations to

the Vice Chancellor. Such condonation is permitted only twice for a student

in the entire duration of the programme.

• The Vice Chancellor, based on the recommendation of the attendance sub-

committee may then give condonation of attendance, only if he deems it fit

and deserving, but in any case, the condonation cannot exceed 10%

Assessment ProcedureEvery course shall have two components of assessment namely,

• Continuous Internal Assessment “CIA” - This assessment will be carried out

throughout the semester as per the Academic Schedule.

• End Semester Examination “ESE” - This assessment will be carried out at

the end of the Semester as per the Academic Schedule.

Procedures for Course Repetition/Repeat Examinations/Summer/Winter Course: - for “RC” Categorya. Students under RC category i.e.

i. Attendance between 40% and 75% in any course(s) or

ii. CIA marks less than the prescribed minimum as specified in 10.0 Table 3 in

any course(s) or

iii. Falls under both i and ii above are eligible for registering for the Summer/

Winter Course which will be conducted during the Summer/Winter break,

to improve their Attendance and/or CIA marks in the courses, by paying the

prescribed registration fee fixed from time to time.

b. The Odd semester regular courses will be offered only in the Winter and the

even semester regular courses will be offered only in the Summer.

c. RC students shall register by a payment of prescribed fee and attend the

classes during the Summer/Winter break and take assessments to earn

minimum internal marks prescribed and/or required attendance, to become

eligible for writing the Repeat Examinations (Clause 11.3).

d. The revised CIA marks shall not exceed 60% of the total internal weightage

for any repeat course.

e. Re-Registration for ‘RC’ category: Students under “RC” category who fail

to improve their CIA marks and do not become eligible to write the Repeat

Examination through the immediate Summer/Winter course are permitted to re

– register for the Summer/Winter course again under “RC” category whenever it

is offered in the subsequent semester(s) during their period of study by paying

50% of the prescribed registration fee as mentioned in Clause 11.1 (a). It is the

responsibility of the student to fix the appropriate slots in the Summer/Winter

course time table. The student will not be able to register if he/she is unable to

fix the slots in the time table. The course will remain in the “RC” category until

he/she successfully completes that course.

f. Students who fail to improve their attendance to the minimum percentage

as prescribed in Clause 9.0 will be categorised as “RA” and will follow re-

registration process detailed in Clause 11.2b.

Course – Repetition - “RA” Category1. Students who secure attendance less than 40% in any course(s) in a

semester will be categorized under “RA” - meaning Repeat the course(s)

for want of minimum attendance. The CIA marks obtained by the students

placed under RA category will become null and void.

2. “RA” category students shall re-register for the same course once again

whenever it is offered in the subsequent regular semesters and has to

secure required minimum attendance and minimum internal assessment

marks to become eligible to appear in the end semester examination for

that course, by paying the requisite fee.

3. It is the responsibility of the student to schedule their time table to include

the “RA” courses without affecting the attendance of the regular courses

of the current semester.

4. Normally, a student will be permitted to register for not more than 3 “RA”

courses in a semester. However, the students who wish to register for more

than 3 “RA” courses are permitted to register only if the student finds

suitable slots for doing the course within the framework of the time table

for the regular semester. Request for registrations for additional RA courses

over and above 3 in a semester shall be approved by the respective HoDs.

5. A student has the option to drop their regular courses proportionally in their

regular semester during the course registration process without affecting

the minimum credit requirement specified. Such dropped courses will be

categorized as “RA”. However, the student has to complete the dropped

courses in the subsequent semesters.

6. It is the responsibility of the students to fix the slots for “RA” courses within

the framework of the time table and slot availability without affecting his /

her regular courses.

7. Detention - A student who secures RC or RA or both in all the Theory/

Elective/Theory with Practical components courses prescribed in a

semester shall repeat the semester by registering for the semester in the

next academic year. However, he/she is permitted to appear for arrear

examinations as per eligibility.

Maximum Duration of the ProgrammeA student may complete the programme at a slower pace than the regular

duration. But the B.Tech. students should complete within 6 years and Lateral

Entry students within 5 years as per Clause 14.0 (refer academic regulation in

the University website). A student who completes the B.Tech programme at an

extended period will not be eligible for institute ranking.

Student DisciplineEvery student is required to observe utmost discipline and decorum both inside

and outside the campus and not to indulge in any activity which may affect

adversely the prestige/reputation of the Institute.

Any act of indiscipline of a student reported to the Dean (Student Affairs) and

Head of the Departments will be referred to a Discipline Committee constituted

for the purpose. The Committee will enquire into the charges and decide on a

suitable punishment if the charges are substantiated. The committee will also

authorize the Dean (Student Affairs) to recommend to the Vice Chancellor the

implementation of the decision. The student concerned may appeal to the Vice

Chancellor whose decision will be final.

Ragging in any form is a criminal and non-bailable offence in our country.

The current State and Central legislations provide for stringent punishments

including imprisonment. Once the involvement of a student(s) is established

in ragging, offending fellow students/staff, harassment of any nature to the

fellow students/staff etc. the student(s) will be liable to be dismissed from the

Institute, as per the laid down procedures of the UGC/Govt./Institute. Every

every year in this regard and the same should be submitted at the time of

Registration.

Note : 90 Working days are mandatory in a semester. Saturdays will be made as

working days, in case if there are less than 90 days.

ID Card RegulationsEvery student should possess an Identity Card that includes photo, name, roll

number, branch, year of study and the signature of the Registrar. The display

of the card is mandatory. Students must wear the ID card around their neck

when they are on campus. This card is used throughout the students’ period

of study. A fine will be imposed on the student, if he/she loses or mutilates the

ID card. Lending this card to anyone, or failure to produce it when requested

by the officials, is a violation of the regulations of the Institution and the holder

is subject to disciplinary action. Faded/broken ID card and lost/damaged

tags should be replaced by paying Rs. 250/- and Rs. 40/- respectively to the

Accounts Section.

Feedback/SuggestionsThe institution value and solicit inputs from the members of HITS. We appreciate

our Faculty and Students to drop their feedback in the Suggestion Boxes

installed on campus premises. The collected feedbacks and suggestions will be

forwarded to the concerned authority for further review and action.

Students Feedback for StaffStudents who have no arrears and minimum of 75% attendance are eligible for

submitting their feedback on the teaching of the faculty.

FEE FOR THE ACADEMIC YEAR 2018-19The fee structure is subject to an annual revision of 5 to 10 percent based on the

approval of the Finance Committee and the Board of Management.

Tuition FeeStudents should pay 50% of the Tuition Fee before end of February 2020 to

register to move to next semester. The remaining 50% of the Tution Fee is to be

paid before 30 June 2020

Hostel FeeInmates of hostel must pay the fees based on the category of the room on

or before 30 May without late fee. Fee includes Accommodation, Catering

Charges, Water, Laundry, Housekeeping, Security, Maintenance, Entertainment,

Counselling and Electricity Charges for 11 months.

Transport FeeAvailers of transport facility can pay the fees before 30 May without late fee.

Club/Extracurricular FeeFee is subject to vary as per category and offering departments. Students can

refer the list under Club/Extra Curricular Activities to join any club or activity of

their choice during the period of their study.

SERVICES FOR STUDENTSStudent CouncilAs per the UGC norms, the HITS Student Council has been constituted. The

members are from different branches of study. The Council is headed by a

President and the members represent the foreign students on campus, boys

and girls hostels, sports, cultural wing, NSS, NCC, etc. The Council members

have to abide by the rules and regulations of the Institution. They must also

manage and extend their support when any event or extracurricular activities

are held.

Student Welfare CommitteeA Student Welfare Committee has been constituted in HITS. The Committee

is headed by Dean-Administration. The Committee supervises the activities of

the representatives of the Student Council. They aid in enhancing the discipline

and development of students. The members of the Committee provide the right

direction and counseling and guide the students for further improvement. The

Committee also extends their help in improving the amenities for the students

which are required in the campus. The Student Welfare Committee meets once

in a month to review the welfare activities.

Career Guidance Assistance in career counselling, on-campus interviewing schedules,

employment opportunities, job vacancy postings, and assistance with career

search correspondence such as resumes, and cover letters, career workshops

and seminars, annual career fairs and referral to other campus agencies are

given to students.

Hindustan Centre for Corporate Social Responsibility (HCSR)The Hindustan Centre for Corporate Social Responsibility actively involves

itself in eradicating extreme hunger and poverty, promotion of education,

promoting gender equality and empowering women, reducing child mortality

Bring Your Own Device (BYOD) schemeThe institution recognizes the importance of the emerging trends in the digital

gadgets. Hence Bring Your Own Device (BYOD) scheme is implemented for

the benefit of the students. Under this scheme, students are permitted to use

mobile phones, tablets and other digital gadgets in classroom for educational

purpose. However, students are requested to strictly follow the below mentioned

rules and guidelines under the BYOD scheme:

• Digital gadgets can be used inside the classroom or during laboratory

sessions only for educational purpose and during workshops, seminars and

symposium if the resource person requires the students to use the device.

• Devices can be used by the students, if the teacher specifically instructs for

the use of the same for teaching learning process.

• Mobile phones must remain in silent mode within the institute premises.

Enterprise Resource Planning (ERP)Being a business process management software, ERP is equipped with all

standard modules and features to cover entire functionalities/activities of

students, teachers, academics and so on. It has the modules on Admission

Management, Student Management, Staff Management, Staff Leave, Attendance,

Payroll, Timetable, Student Attendance, Exam Management, Calendar/Diaries,

Alerts and Notifications, Student Feedback/Grievances, Fee Collection and

Counselling/Mentoring Service (HCS)With recognition of vital role in the preparation of next generation’s intellectual

leaders, Hindustan Institute of Technology and Science has taken the step of

student counselling/mentoring system in its campus. Whilst, the role of Class

Advisor usually is limited to guide students in academic programmes, the role

of mentor is centered on a commitment to advance students’ career through an

interpersonal engagement facilitating guidance, experience and expertise. The

fact that today’s students come from an increasingly diverse backgrounds may

add a layer of complexity to this life within the campus. It may be likely that

the stresses they have in their day-to-day life will at some time interfere with

their academic achievements and personal growth. The Counseling Centre of

HITS helps students deal effectively with such concerns. The centre is staffed

with couple of senior faculty members with predilection for such an avocation.

The Counseling Centre is thoroughly committed to the need for confidentiality

in student/client/client/counselor communications. Therefore, confidentiality

of student information is maintained with professional standards of ethical

practice and conduct.

Mode of Counselling Each student is allotted a mentor and is under the constant watch. 20 students

come under one mentor as ratio 1:20. The mentor meets students at least once

in a month, and beyond that according to the needs and offers guidance. If

the mentor feels that more professional assistance is required, the student

will be directed to the Student Counsellor of the Institution. The Counsellor is

professionally trained so as to conduct academic counselling, career counselling

and counselling related to mental as well as health issues. Utmost confidentiality

and ethical practice is maintained. The progress of the student is constantly

reported to the Department of Student Affairs.

Grievance Redressal Committee As per the regulations of UGC an Ombudsman has been appointed and a

Grievance Redressal Committee has been formed in order to address the

grievances of the students and parents.

• A register is available at the Office of Dean- Academics to record the

complaints of the aggrieved students or parents. Students or parents who

seek to redress their grievance can record the same in the register.

• On receipt of the complaint, the Dean -Academics shall convene the

Grievance Redressal Committee Meeting.

• After conducting a detailed enquiry, the Convenor of the Grievance

Committee shall communicate its decisions within 10 days from receipt of

the complaint to the aggrieved students or parents.

• If the students and their parents are not satisfied with the decision of the

Committee, they can file an application through the register in the Dean-

Academics office for redressal of the grievance by the Ombudsman.

• On receipt of the appeal for redressal by the Ombudsman, Dean-Academics

shall forward the same within five days of receipt of the appeal to the

Ombudsman for his perusal and necessary actions.

• For speedy redressal of grievances, the Ombudsman shall exercise the

powers vested on him to hear those grievances and will ensure to solve the

grievances within a month.

Attendance Grievance Redressal Cell

The Attendance Grievance Cell redresses the grievances/complaints of

students regarding attendance related issues. Students are required to

submit the grievances/complaints regarding the attendance to Dean

(Academics) in the prescribed format along with the remarks of concerned

HOD and supporting documents, for a fair redressal of attendance related

issues.

Insurance SchemesMutually beneficial insurance schemes covering both the student and his/her

parents are taken up by the Institution. Under this scheme, if a mishap happens

to the student or their parents when the student is on the roll, the Institution will

assist in claiming the insurance for the victim.

Residential HallsThere are five residential halls for boys and three for girls on campus that

accommodate over 2500 students. Students have to fill a separate application

form for admission into these Halls. The residential halls have furnished, air-

conditioned and bath attached rooms. The facility provides the right ambience

to the students. Each Hall has a dining hall and indoor recreation facilities. They

also offer variety of services and opportunities. All rooms are provided with

beds, desks, study chairs and tables, closets. Students are expected to maintain

utmost silence in the residence halls during study hours. Membership to these

hostels automatically ceases when the academic session, for which the student

has enrolled, ends. Admission into the residential halls is done after careful

scrutiny of the student’s performance and character. Use of drugs, alcohol or

tobacco is strictly prohibited. Resident students will not be permitted to stay

outside the campus at nights. There are separate leave rules for the students

residing in the Halls.

Internet Policy• Usage of Wireless infrastructure in hostels and common places is to enhance

the accessibility of internet for academic purposes and to browse exclusive

online resource for students and staff.

• Wi-Fi internet will be available in Hostels and Common areas between 6 a.m. and 11 p.m. The availability and strength of the Wi-Fi signal may vary

based on the location.

• As per IT data policy of HITS free Wi-Fi usage quota is limited per year to

prevent misuse. UG students are provided 12GB,PG students are provided

16GB and Research Scholars/Staff 20GB per year. Extra data usage will be

charged. Yearly/Semester data usage policy may vary as per the directions

of the Institution

• During the working hours, mobile/smartphone usage is prohibited for

students and restricted to select faculty members unless specified

otherwise.

• The Wi-fi access points provided in hostels and common areas are the

properties of the Institution and any damage or loss of the equipment will

be considered as a serious breach of the Institution’scode of conduct. A

strict disciplinary action will be initiated on the students who are found

guilty for the loss or damages. In the incident of any loss or damage to the

wireless infrastructure, it will be assessed and the same will be recovered

from all the students who are residing in that floor/building/hostel.

Wi-Fi Access GuidelinesTelecom Regulatory Authority of India (TRAI), statutory body that controls the

Internet Service Providers (ISPs.) in India has directed all institutions to take

strong steps in strengthening the security of Wi-Fi networks and also the users

utilizing the HITS Wi-Fi services must be registered with authorities and ensure

that no other mobile networks, other than the registered one, is allowed in Wi-

Fi network access. Hence the Institution has the right to do lawful monitoring/

logging of all internet user’s activity and share it with statutory bodies, if

required.

Any user or device that accesses Wi-Fi network shall:

• Protect the user account from unauthorized users by not sharing the

credentials to others for any reasons/mean. Student will be held responsible

for any misuse of his/her account. Maximum Number of Concurrent

(simultaneous) logins for a user account is ONE device either laptop/tablet/

smartphone.

• Use the internet judiciously and adhere to the policies of the Institution.

• Incidences of actual or suspected noncompliance of this policy should be

reported immediately.

Enforcement and Sanctions The Institution reserves the right to disable one’s wireless network access for

any of the following reasons if found:

• Access to wireless internet is only an extended service. Availability of

wireless services solely depends on the discretion of the Institution and

it has the right to stop/interrupt the services at any given point of time, if

required for any technical purpose.

• Allowing other individuals (e.g. friends, co-workers, multiple devices etc.)

to use one’s account.

• Attempt to tamper/hacking the servers/network or overloading IT resources

and assets by excessive bandwidth usage or using misconfigured devices

or knowingly using a false identity.

• Download/Use/Store or transmit illegal copies of copyright materials or

patented software/movies/songs etc. is violation of the regulatory laws that

involve protection of data or privacy.

Violation of this policy and guidelines is a serious offense and the Institution

holds the right to permanently seize the laptop/devices and/or initiate strong

disciplinary action, including termination from the Institution if need arises

based on the severity of non-compliance.

Educational ToursThe Institution arranges visits and tours to places of academic relevance. All

the students are expected to participate and the expenditure towards such

visits should be borne by the students. One or more faculty will accompany the

students during such visits, educational tours, etc. If girl students are travelling

as part of the class, it is mandatory for a female faculty to be a part of the tour.

Students must obtain permission from the respective HOD & Dean and Dean

(Academics) before planning any such visits or tours.

Eco-friendly InitiativesUnder the umbrella of over 2000 plush green trees across the institution, the

inmates rejoice the earthy scent living hand in hand with nature. Conserving

nature, the institution encourages students and staff residing less than 5kms to

utilize its bicycle facility for commuting. Cycle facilities can also be availed to

commute intra campus.

Hindustan Toastmasters Club (HTC)Toastmasters International (TI) is a non-profit educational organization that

helps its members to improve their communication, public speaking, and

leadership skills. The Hindustan Toastmasters Club aims at developing these

skills of both their staff and students. The members of the club come together

once in a week and the activities are held as per the norms of the Toastmasters

Club. Hindustan University Youth Toastmasters Club (HYTC), the prospective

Campus Health CentreThe Campus Health Centre provides facility for diagnosis and treatment to a

variety of illnesses. Besides, it refers to the nearby hospitals if required. The

Centre organizes Vaccination Camps and Health Checkups at regular intervals.

Doctors are available after working hours at Jupiter International Hostel for

Consultation.

Hindustan Alumni Association (HITSAA)

Hindustan Alumni Association functioning from 1993, provides platform

to strengthen Alumni connections with their Alumni Mater and each other

through several Alumni events. HITSAA is registered as a Society (Sl. No.

established International Chapters: HITSAA UAE Alumni Chapter (in Dubai),

HITSAA Executive Committee plans and executes all activities pertaining to

the Association. Department Alumni Coordinators support HITSAA Office

Bearers and facilitate Alumni Relations at HITS. The Alumni representatives

are a part of the Board of Studies in every department and provide guidance

in enhancing the curriculum, in bringing quality improvements in academics,

extra-academic activities and infrastructure. They contribute their time,

CAMPUS RULES1. Wear ID Card while you enter, stay, and exit the campus.

2. Be present inside the campus before 8.30 a.m. Main gate will be closed sharp

at 8.40 a.m. and late comers would be reported to the higher authorities.

Institution functions for students and faculty between 8.30 a.m. and 4.00

p.m. Adminstration staff will be available, including Saturdays, till 5 p.m.

3. Never stay back in the campus or enter the college premises after 5.30 p.m.

(Day scholars). Special permission must be obtained from the Registrar/

Dean (Administration) through the Head of the Department for any such

stay.

4. Use of Mobile phone is banned during working hours from 8.30 a.m. to

4.00.p.m. except for authorized staff. If students are found using, the phone

will be confiscated. (Exceptions as per the BYOD SCHEME in page 42)

5. Adhere to the dress codes.

• Boys: Formal shirt & trousers, T-shirts with collars are permitted.

Round/V-neck T-shirts, captions/writings on T-shirts, Torn Jeans are

not permitted.

• Girls: Formal dress/chudithar with dupattas pinned are permitted.

Sleeveless tops, Torn Jeans are not permitted.

6. Wearing shoes on all days is mandatory for students. However, girl students

are permitted to wear cut shoes (front closed). No student is permitted

inside the campus with chappals.

7. Use of helmet is strictly enforced on users of two wheelers. Entry to the

institution without helmet will not be entertained.

8. Never ride more than two persons. Fine will be levied on violation.

9. Wear seatbelts in front seats while driving four wheelers.

10. Do not exceed 10km/hour speed limit. Rash driving is prohibited. If found,

vehicles will be seized.

11. Use of horn is prohibited inside the campus.

12. Own a valid Driving License/Pass.

13. Park the vehicles in “Parking Zone” only. If parked in unauthorized area, the

vehicle will be towed and locked.

14. Paste Stickers provided by the Institution on the vehicles belonging to the

staff and students of Institution in order to distinguish from visitors’.

Misuse of Social Media & Violation of Indian Cyber LawsStudents are hereby cautioned & warned to refrain from the following activities

while using any social media (Facebook, WhatsApp, Twitter, Instagram,

Snapchat, Viber Messenger etc.) or while sending any e-mail or SMS.

• Posting any form of anti national, antisocial or terrorist/communal/ racial/

related, threatening messages, etc.

• Sending messages/posts by creating fake IDs & usernames.

• Morphing of pictures/photos, forwarding vulgar messages, indulging in

pornographic postings & so on.

• Stealing & misuse of personal data of others.

• Impersonation through e-mail/SMS/social media ie., speaking like father/

mother/brother etc. of someone else.

• Taking photographs of others without their knowledge & posting it on

social media.

• Creating ‘Groups’ and the ‘Group Admin’ not having any control over the

happenings in that group.

• Indulging in ‘skimming’ of data from credit / debit cards, committing fraud

etc.

• Getting involved in prohibited activities such as ‘online betting’ gambling

etc.

• Indulging in any other Cyber related activity prohibited by Law.

15. Restrict pasting posters or writing on walls and roads.

16. Avoid indiscipline acts such as indulging in strikes, agitation, group clashes,

assaults, use of vulgar language, abusing, causing damage to Institution

property/misbehaviour with Faculty, security guards, vigilance staff and

Punishments for Students Committing/Abetting Cyber Crimes:

• The incident will be reported to Cyber Crime Branch of Police for necessary

investigation and action.

• Immediate termination of the student from the Institution after enquiry.

• All materials used for committing/abetting Cyber Crimes will be confiscated

& handed over to the Police as evidence.

Preventive Measures & Response Against Negative Views About the Institution• Students and Staff should not propagate or post any negative or derogatory

comments about the institution verbally or through social media. If found

guilty, strict disciplinary action will be initiated against the originators and

terminated from the institution.

• It is advised to approach the Grievance Redressal Committee of the

institution towards any issues.

• It is the duty of those observing such postings on the social media to

apprise the Registrar/Manager IT, at the earliest.

Violation of these will be strictly dealt with as per the rules and regulations.

Medical PolicyIt is mandatory for students and staff to submit a yearly Comprehensive

Health Fitness Report from an authorized Medical Centre or Laboratory

approved by the institution. This would be beneficial for timely action during

unforeseen crisis. The same is applicable for submission prior to travel pan

India or overseas representing institution at semester exchange programmes,

trainings, competitions, tours or cultural. Any illness detected must be reported

immediately to HRD with authenticated Medical Certificate.

Institution will not bear responsibility on violation of rules. Strict action will be

taken as per rules and regulation

General Code of Conduct1. Strict discipline is to be maintained on campus. Students violating this are

liable for severe penalty including expulsion. Students expelled on grounds

of indiscipline will not be entitled to any certificate and refund of fee or

deposits.

2. Marshals and Deputy Marshals have been designated in each building and

floor including general areas and hostels to monitor discipline among the

student community.

3. Ragging of any sort is strictly prohibited. If students are found guilty, they

are liable for severe punishment including dismissal from the institution/

hostel. The action will also be referred to the police as the government has

declared ragging as a criminal offence.

4. Student found guilty of any causing damages to the assets of the Institution

will be punished severely and the cost of damages along with fine will be recovered. HITS reserves the right to expel such students.

5. Students must take care of the tools and other equipment given to them

and should maintain cleanliness in the laboratory and workshops. The

damage caused to any equipment should be reported immediately to the

laboratory in-charge.

6. Absolute silence should be maintained in the library, laboratories and also

while moving from one class to another through the corridors.

7. Students are strictly forbidden from organizing or attending any

unauthorized meeting within the campus of HITS or collecting money for

any purpose without prior written permission from Dean Academics.

8. Organized absence from classes and instigating other students to be absent

from classes or to go on strike is a serious breach of discipline and will result

in expulsion from the Institution.

9. No student shall take part in any anti-social or subversive activities.

10. No student shall be a member of any organization/association not connected

with the HITS without prior written permission from the Dean(Academics)

or Registrar.

11. Students are forbidden from organizing unions or associations based on

caste, colour, creed, language and nationality, religion or political ideology

within the campus.

12. Students and staff are advised to refrain commuting in private vehicles

and avail institution’s transport facility so as to avoid unforeseen accidents.

Students using HITS transport facility should carry ID card issued by the

Department of Transport.

13. Students must conduct themselves at all times in a befitting manner to

bring credit to them and the Institution.

14. Students should make use of all opportunities provided to them to acquire

skills and knowledge during their period of study in the HITS.

15. Students are advised not to eat or drink from any of the restaurants outside

the campus for the safety of their health.

Laboratory and WorkshopUniform

Students should have at least three sets of workshop and laboratory uniforms as

specified by the respective department. For other laboratory classes, students

should wear white overcoat procured from the stores of the institution. The

students reporting without proper uniform will not be permitted to enter the

workshops/laboratories. Shoes are compulsory. Footwear should be removed

prior to entry into computer and other sensitive labs.

Rules

• Students should perform experiments, record it in their observation

notebook and the same must be approved by the respective faculty in the

lab session itself.

• Students should complete the record work of the previous lab session

before attending the next laboratory class.

• Students should remain inside the laboratory till the end of the lab session.

If students do not remain in the lab class for the entire session, attendance

will not be given.

Research labs facilities can be availed till 10 p.m.

EXAMINATION RULESRules for the candidates appearing for the end semester examination:

1. Students are advised not to involve in any kind of malpractice. Such cases

will be dealt with severely, ranging from cancellation of the specific paper

to the cancellation of all papers.

2. Candidates must bring their Hall Tickets and ID Cards for all examinations.

3. In case of loss of Hall Ticket, a duplicate Hall Ticket may be obtained from

the Controller of Examinations on payment of prescribed fee. A photograph

is also required for the duplicate hall ticket.

4. Candidates should keep their books and bags outside the examination hall.

5. Candidates should compulsorily occupy the allotted seats 10 minutes

before the commencement of the examination.

6. Candidates will not be permitted to appear for the examination if he/she

reports after half an hour of the commencement of examination.

7. Strict silence should be maintained in the examination hall.

8. Candidates must bring their own stationery items like pen, pencil, eraser

etc. They should not exchange stationery items.

9. Cell phones are banned in the examination halls.

10. Candidates should check if they have received the relevant question paper

before answering.

11. Candidates should write their registration number only on the question

papers; and strictly nothing else.

12. Candidates will be permitted to leave the examination hall only during the

last 30 minutes.

Revaluation1. After paying the prescribed fee, students can apply for revaluation within 15

days from the date of publication of results.

2. They can also get photocopies of their answer scripts by paying the

prescribed additional fee.

3. Those who are involved in malpractises are not eligible to apply for

revaluation.

Cancellation of all theory examination (current and arrear) and further debarred from continuing his/her studies for one year (i.e.) two subsequent semesters. However the student is permitted to appear for the examination in all the arrear subject upto the last semester during the debarred period.

17 Cases of impersonation. A. Handing over the impersonator to the police with a complaint by the Chief Supdt., to take appropriate action against the person involved in the impersonation.

B. Cancellation of all examination appeared (all paper-current and arrear) for the Bonafide Student for whom the impersonation was done and further continuing his/her studies and writing all examination for 2 years.

C. If a student of this HITS is found to impersonate a ‘Bonafide Student,’ the impersonating student will also be debarred from continuing his/her studies and writing all examination for 2 years.

If any other type of malpractice is reported, the enquiry committee may recommend appropriate punishment - Issued by Controller of Examinations.

Socially Relevant ActivitiesNSS Volunteers, NCC Cadets, Youth Red Cross volunteers visit the nearby

villages and render service to alleviate the suffering of the unfortunate

brethren around. Y’s Men and Rotary club activities also play an important role

in rendering service to the society. Their services include creating awareness

about AIDS, Eye Donation, Blood Donation and infrastructure improvement in

village schools, arrange free medical camps, etc.

National Cadet Corps (NCC) The National Cadet Corps (Air wing) of the HITS is affiliated to 1 (TN) Air

Squadran NCC, Tambaram. The allotted strength for NCC is 150; and Cadets

(boys and girls) are enrolled into the NCC programme every year. The NCC

cadets should compulsorily attend a-12 day camp in an academic year apart

from other special camps such as National Integration Camp, Vayu Sena Camp,

Air Force Attachment Camp, etc. The cadets are given rigorous physical training

which includes March Past, Range Firing, Skeet Shooting, Microlite Flying,

Parasailing and so on. Team work and discipline are very important qualities

that are instilled in the cadets during training.

National Service Scheme (NSS)The National Service Scheme (NSS). is one of the important service clubs In

HITS. The objective of this service organization is to change the mindset of the

students. The intake for the NSS unit is 100 students. It is a Central Government

sponsored programme. Two types of programmes are carried out under the

aegis of NSS: general and special. Besides these programmes, importance is

given for personality development, creating awareness on certain vital issues

like the need for tree plantation, blood donation and sustaining old age homes

and orphanages.

Youth Red Cross (YRC)The Youth represent a substantial part of the membership of Red Cross for

its humanitarian commitment. Young volunteers can make a significant

contribution to meeting the needs of the most vulnerable people within their

local communities through Red Cross Youth programme. The programme

focuses to promote life and health through training and education on safety,

and primary health care, offer technical support in the development of youth

programmes, fund-raising, identification of material and human resources,

develop young people who will be recognized by the leaders of the society as

equal partners so that they can address the needs of the most vulnerable.

Since inception, YRC renders service in various avenues such as organizing

Blood Donation Camps, Medical Camps, First Aid Training and Disaster

Management Training Programmes, and rendering help and assistance to the

needy and under privilege villagers.

Musical ActivitiesNumerous musical activities are available on campus for the cultural enrichment

of students. Any student can register in the Music Club and can choose a musical

instrument of his/her choice and be trained by a Music Trainer. Students can

also join the music groups like the HITS Choir and HITS Music Band and get

periodical training. They can also participate in cultural events on and off

campus.

Dance Academy The Spring Boots Academy of Dance offers dance lessons to the students.

Students HITS are trained both in Western and Eastern dance styles. B-Boying,

Freestyle, Hip-hop, Techno, Jazz, Locking and Popping, Tango, etc. are offered

under the western dance style. Apart from these, training is also offered in

Zumba, Aerobics, Folk, Bollywood and Classical.

CulturalStudents of HITS are always encouraged to participate in cultural activities.

Several cultural competitions are held within the campus for students and staff.

Students have also won laurels at several inter-collegiate cultural competitions

conducted within the state. They have also won accolades from several

institutions as the best team. “Fresh Face”, a competition sponsored every

year by the Times of India, spots the most talented and promising freshers

of city colleges. The students of HITS have won the Fresh Face of Chennai

several times. The institution also encourages students to participate in all the

cultural events hosted on and off the campus. Yarona, Graffiti Rock Concert,

Music Orchestra, Dance Fest, Film Festivals, Colors of Youth and K-Pop are also

The Central Library of the Institution is situated in the Founder’s Block with a

total carpet area of 65,000 sq. ft. spread over 3 floors. With a huge collection of

Back volumes and over 3500 CDs/DVDs, the library houses more than 42,000

e-journals and 35,000 e-books with online databases viz. IEEE, EMERALD,

Reserving Documents• A borrower can reserve a book currently taken out on loan by requesting

the staff at the Circulation Counter.

• Notifications for availability of reserved books are placed on the Library

Overdue ChargesOverdue charges at the rates mentioned below are charged for late return of

the next semester. The Book Bank operates differently from the Central Library.

Technology & Science has instituted Hindustan Teaching Research Fellowships

(HTRF) for eligible candidates. The fellowships are available only for Full-time

Hindustan Teaching Research Fellowship (HTRF)To promote research and encourage full time Research Scholars, HITS has

instituted Hindustan Teaching Research Fellowships (HTRF) for eligible

candidates. Fellowships are available for Full Time Research Scholars registered

for Ph.D., M.Phil. and M.Tech. by Research. GATE/NET qualified Candidates

are provided a fellowship of Rs. 25,000/ per month. Other candidates having

8.0 CGPA or 75 % both in UG & PG receive a fellowship ranging between Rs.

severe punishment including expulsion from the Institution.

UGC REGULATIONS ON CURBING THE MENACE OF RAGGING IN HIGHER EDUCATIONAL INSTITUTIONS, 2009.

In exercise of the powers conferred by Clause (g) of Sub- Section (1) of Section

26 of the University Grants Commission Act, 1956, the University Grants

Commission hereby makes the following Regulations, namely –

I. Title, commencement and applicability:1.1. These regulation s shall be called the “UGC Regulation on Curbing the

Menace of Ragging in Higher Educational Institutions, 2009”.

1.2. They shall come into force with immediate effect

1.3. They shall apply to all the Universities established or incorporated by or

under a Central Act, a Provincial Act or a State Act, to all institutions deemed

to be University Under Section 3 of the UGC Act, 1956, to all other higher

educational institutions, including the departments, constituent units and all

the premises (academic, residential, sports, canteen, etc) of such Universities,

Deemed Universities and other higher educational institutions, whether located

within the campus or outside, and to all means of transportation of students

whether public or private.

Objective:To root out ragging in all its forms from Universities, Colleges and other

educational institutions in the country by prohibiting it by Law, preventing its

occurrence by following the provisions of these Regulations and punishing those

who indulge in ragging as provided for in these Regulations and the appropriate

law in force.

Definitions: For the purposes of these Regulations:3.1. “College” means any Institution, whether known as such or by any other

name, which provides for a program of study beyond 12 years of schooling for

obtaining qualification from a University and which, in accordance with the

rules and regulations of such university, is recognized as competent to provide

for programme of study and present students undergoing such programme of

study for the examination for the award of such qualification.

3.2. “Head of the Institution” means the ‘Vice-Chancellor’ in case of a University/

Deemed to be University, `Principal’ in case of a College, `Director’ in case of

an Institute.

3.3. ”Institution” means a higher educational institution (HEI), like University,

a college, an institute, etc. imparting higher education beyond 12 years of

schooling leading to a degree (Graduate, Postgraduate and Higher Level) and/

or a University Diploma.

3.4. What is “Ragging”?Any conduct whether by words spoken or written or by an act which has the

effect of teasing, treating or handling with rudeness on any other student,

indulging in rowdy or undisciplined activities which cause or is likely to cause

annoyance, hardship or psychological harm or to raise fear or apprehension

thereof in a fresh man or a junior student or asking the student to do any act or

perform something which the student will not do in ordinary course and which

has the effect of causing or generating a sense of shame or embarrassment so

as to adversely affect the physique or psyche of a fresh man or a junior student.

3.5. “Statutory/Regulatory Body” means a body so constituted by a Central or

State Government Legislation for setting and maintaining standards in relevant

areas of higher education, such as the All India Council for Technical Education

(AICTE), the Bar Council of India (BCI), the Dental Council of India (DCI), the

Distance Education Council (DEC), Indian Council of Agricultural Research

(ICAR), the Indian Nursing Council (INC), the Medical Council of India (MCI), the

National Council for Teacher Education (NCTE), the Pharmacy Council of India

(PCI) and the State Higher Education Councils.

3.6. “University” means a University established or incorporated by or Under

Central Act, a Provincial Act or a State Act, an institution deemed to be University

Under Section 3 of the UGC Act, 1956, or an institution specially empowered by

an Act of Parliament to confer or grant Degrees.

Punishable Components of Ragging:• Abetment to ragging;

• Criminal conspiracy to rag;

• Unlawful assembly and rioting while ragging;

• Public nuisance created during ragging;

• Violation morals through ragging;

• Injury to body, causing hurt or grievous hurt;

• Wrongful restraint;

• Wrongful confinement;

• Use of criminal force;

• Assault as well as sexual offences or unnatural.

Offences:• Extortion• Criminal trespass• Offences against property• Criminal intimidation

4. Punishments4.1 At the institution:Depending upon the nature and gravity of the offence as established by the

Anti-Ragging Committee of the institution, the possible punishments for

those found guilty of ragging at the institution level shall be any one or any

combination of the following:

4.1.1 Suspension from attending classes and academic Privileges

4.1.2 Withholding/withdrawing scholarship/fellowship and other benefits

4.1.3 Debarring from appearing in any test/examination or other benefits

4.1.4 Withholding results

4.1.5 Debarring from representing the institution in any regional, national or

international meet, tournament, youth festival, etc.

4.1.6 Suspension/expulsion from the hostel

4.1.7 Cancellation of admission

4.1.8 Rustication from the institution for period ranging from 1 to 4 semesters

4.1.9 Expulsion from the institution and consequent debarring from admission

to any other institution for a specified period

4.1.10 Fine ranging between Rupees 25,000/- and Rupees 1 lakh

4.1.11 Collective punishment: When the persons committing or abetting the

crime of ragging are not identified, the institution shall resort to collective

punishment.

• Attempt to commit any or all of the above mentioned offences against the

victim(s);

• Physical or Psychological Humiliation;

• All other offences following from the definition of “Ragging”.

5. Measures for prohibition of ragging at institution:5.1 The institution shall strictly observe the provisions of the Act of the Central

Government and the State Governments, if any, or if enacted, considering

ragging as a cognizable offence under the law on par with rape and other

atrocities against women and ill-treatment of persons belonging to the SC/ST,

and prohibiting ragging in all its forms in all institutions.

5.2 Ragging in all its forms shall be totally banned in the entire institution,

including its departments, constituent units, all its premises (academic,

residential, sports, canteen, etc.) whether located within the campus or outside

and in all means of transportation of students whether public or private.

5.3 The Institution shall take strict action against those found guilty of ragging

and/or of abetting ragging.

FAQ’s Regarding RaggingWhat should I do, when I am . . .

• Forced to speak when in canteen/campus or while travelling in the

Institution bus.

• Asked to perform mass drills.

• Forced to copy class notes, records, assignments for the seniors.

• Forced to serve various errands.

• Forced to ask for phone/mobile numbers of classmates/roommates to do

menial jobs for the seniors.

• Compelled to call the juniors/parents to ask/answer vulgar questions.

• Compelled to read vulgar literature in public to look at pornographic

pictures.

• Forced to drink alcohol, scalding tea.

• Forced to do acts with sexual overtones, including homosexual acts.

• Forced to do acts which can lead to physical injury/mental torture or death.

• Forced to strip, kiss, etc.

• Forced to do other obscenities

It can be seen from the above that most of them, except the first few, constitute

perverse forms of ragging.

HOSTEL ADMISSION AND RULESStaying at Hostel fosters better focus on learning, conserves time for productive

utility, and opens to the effective usage of library resources anytime. The

institution emboldens students and staff to benefit at large availing its hostel

facilities.

AdministrationThe hostels are managed by

a. Chief Warden

b. Hostel Manager

c. Wardens (Residential and Non-Residential).

Admission 1. Application for admission to the hostels should be made in the prescribed

form with a passport size photograph affixed. A student seeking hostel

admission must give an undertaking in writing that he/she will abide by

the rules of the hostel. The parent or guardian shall endorse this in writing.

Reference of Local Guardian is mandatory.

2. Residency shall be terminated automatically at the end of each academic

year. Students, desirous of returning to the hostel, can submit a fresh

application for re-admission.

3. Students against whom disciplinary action has been taken will not be

eligible for hostel accommodation.

4. Students having too many arrears are not eligible for the hostel

accommodation.

5. The Management reserves the right to refuse admission to hostel to any

student without assigning any reason or to expel any member in the interest

of the welfare of the campus community. Violations committed by student

against rules and regulations of HITS are viewed seriously and may lead to

suspension or expulsion.

6. A student admitted to the hostel for a particular year should pay the fee for

the entire period of one year regardless of the date of joining & vacating.

7. A student who joins the hostel is expected to stay for a minimum period of

one academic year and any one leaving the hostel before completion of the

period will forfeit the establishment charges, caution deposit and fees paid.

This condition is non-negotiable

8. A student who once reserves his seat and pays the fee for hostel

accommodation, will not be eligible for refund if he/she cancels later.

9. Hindustan Institute of Technology and Science does not entertain requests

for adjustment to tuition fee with Hostel Fee or vice versa.

10. Students must handover Comprehensive Health Fitness Report from an

authorized physician/ specialist regarding their fitness to stay in the hostel

11. It will be the responsibility of the Parents/Guardians to regularly contact the

Warden, Hostel Manager and HOD of their wards and obtain information on

the conduct and performance of the students.

12. A room allotted for a student is subject to ‘change’ within the same category.

The student cannot claim for any particular room.

General Hostel Rules and Regulations1. Ragging and Eve Teasing in any form is strictly prohibited.

2. Attendance will be taken everyday at the prescribed time after 6.30 p.m. in

the evening in the respective rooms of students. Students are not permitted

to go out of hostel/room after attendance.

3. Students are expected to behave with dignity and decency.

4. Students are not permitted to stay in hostel during college hours without

prior permission.

5. Day scholars and strangers are not permitted into the hostel for any reason.

6. On leaving the hostel/campus for outings, all procedures should be followed,

like gate pass/entries in the registers/Wardens’ permission etc. On outing

days, students should return to the campus by 5.30 p.m.

7. Church visit is allowed every Sunday with prior permission. It maybe

combined with outing after obtaining permission from their parents.

8. Visitors are not allowed during week days (Monday to Friday)

9. Sitting, chatting, sleeping in rooms other than the allotted one is not

permitted among hostel students.

10. Visitors’ days (only Parents/Local Guardian/Relatives) are Saturdays and

Sundays between 9.00 a.m. and 5.00 p.m.

11. Study hours are from 9.00 p.m. to 10.30 p.m. on all working days. During

the study hours front door should not be locked. Students should maintain

strict silence during study hours and thereafter upto 8.30 a.m. on the next

day.

12. Students should follow the mess timings strictly.Any violation of these rules will be viewed seriously and strict action will be taken against defaulters.

Specific Rules for Hostel Residents1. Hostel residents should be in their respective rooms on

a. Weekdays by 6.30 p.m. for women and 8.00 p.m. for men. Weekends

by 7.30 p.m. for women and 8.30 p.m. for Men. Roll call will be taken

after that in their respective rooms.

b. If any student is found absent without proper intimation, appropriate

disciplinary action will be taken and parents will be informed.

c. Any student not having minimum class attendance of 80% will not be

permitted to continue the stay next semester.

2. A student admitted to the hostel will have no claim for any particular room.

He/she will be allotted rooms based on availability and category paid for.

3. No women can be entertained in the Men’s hostel and vice versa.

4. Men are not allowed to loiter in front of the women’s hostel and vice versa.

5. Cleanliness has to be maintained in the hostel rooms, toilets and the

Institution premises.

6. All the occupants of a room are equally responsible for any damage, loss

of furniture etc.; and in such cases the cost will be recovered through a

collective fine system.

7. Playing loud music, dancing, lighting ‘agarbathi’ or diyas or candles inside

the rooms and quarrelling among students are strictly forbidden.

8. Ragging or eve teasing in any form is not permitted within the hostel. If any

student is found engaged in any kind of ragging activities, he/she will be

expelled from the Institution immediately and legal action will be initiated

as per Govt. orders.

9. No day scholar or guest is permitted to enter the hostel/guest house

without permission from the respective Hostel Warden.

10. No student should deface his/her room in any manner by sticking posters,

papers, writing, drawing, etc.

11. All students are required to switch off the Air conditioner, lights and fans as

and when they leave the rooms. Heater/ iron box/kettle/high wattage music

system and any other electrical appliances exceeding a power consumption

of 300 watts and more will not be permitted.

12. Permission should be obtained from the Warden for use of table fans and

any other electrical appliances for which additional fee will be collected.

13. Celebrating of birthdays & religious functions are strictly banned in Hostels.

Giving gifts or any other gratification in cash/kind to any staff is strictly

prohibited.

14. Students are not permitted to entertain vendors in the hostels.

15. Visit to local guardian is restricted to once in a month. Special permission

has to be obtained for overnight stay and the consent of parents for such

a stay is to be communicated 3 days in advance to the Warden in writing.

16. Campus residents are instructed to dine only in their respective hostel mess

and follow the mess rules and regulations strictly.

17. Consumption of drugs, alcohol, smoking and chewing of pan are strictly

prohibited on campus and students indulging in such activities are liable

for expulsion.

18. In case of serious illness and infectious diseases, students should report the

same to the concerned resident Warden for immediate action.

19. Playing cards or any other form of gambling is strictly prohibited in the

hostel.

20. Campus residents will not be permitted to keep any pets, powered vehicle

(two wheelers or four wheelers) inside the hostel campus.

21. Students reporting sick should intimate the warden before leaving the

hostel and the warden should inform the parents immediately (within 24

hours) about the sickness of their ward.

22. Visitors are to be entertained only in the lobby area and are not allowed into

the rooms. Their names are to be recorded in the Visitors’ register.

23. Students are not permitted to keep valuables like gold ornaments, excess

cash, laptop, mobile phones or any such attractive items in their room. If students possess such articles, it is at their own risk and the management

is not responsible for any loss or damages. Further lending and borrowing

of cash or any other valuable personal belongings are strictly prohibited.

24. Students are not permitted to use mobile phones in the academic block

complex and during class hours. Further possession of gadgets like laptop,

mobile and so on are at their own risk and responsibility. Any student

caught using mobile phones in academic block complex or during seminars

or other official events will be dealt with severely and the mobile phone will

be confiscated.

25. Any student indulging in cyber crimes will be expelled from the Hostel and

the institution. He/She is also liable for legal action.

26. It will be the responsibility of the parents/guardians to ensure that their

wards (students) suffering from mental imbalance, epilepsy, difficulty in

adapting to new environments are not admitted in Hostels. If such cases

come to light, they will be expelled from the Hostel.

27. Any student indulging in self-inflicted injury or attempting suicide will

be expelled immediately from the Hostel and handed over to parents/

guardians.

28. Student must submit CRS form minimum 3 days in advance to Warden.

29. Residents are not permitted to give their hostel keys to any other person to

use while they are away. Residents found committing such an offence will

be evicted from the Hostel.

30. All types of political activity, propaganda etc. are prohibited.

31. Viewing, possession and or dissemination of pornographic materials are

strictly prohibited.

32. Residents found causing embarrassment, unsolicited compliments, sexually

tainted jokes, spreading false rumours will be evicted from the hostel.

33. Getting involved in theft, assault and affray or any physical violence is not

allowed. Residents found committing such an offence will be evicted from

the hostel.

34. HITS reserves the right to alter, amend, add or delete any of the rules and

regulations at any time without prior notice.

35. HITS also reserves the right for its designees to enter and inspect a residence

in the interest of safety and proper conduct of students. Entry can be made

at any time, whether or not the students are present, and without prior

notice to the students.

36. Student will not change the room layouts without prior approval of Hostel

Manager.

37. Outside food is not permitted in Hostels. Duplicate key must be handed

over to Warden for any emergency purpose.

38. Any resident student absenting himself from the Hostel without prior

consent of the Hostel administration (Warden/Hostel Manager/Chief

Warden) is liable for action. The administration is not responsible for the

safety or security in case any resident student is absent without information

from parents & FIR will be lodged with Police.

39. In addition to the above, students must comply with all the rules and

regulations issued from time to time by the authorities of HITS.

40. HITS reserves the right to expel or suspend any student whose conduct

has been found detrimental to the smooth functioning of the Hostel /

Institution.

Disciplinary action will be taken for violation of rules and misconduct by hostel

inmates. In all matters of discipline, the decision of HITS will be final. A student

expelled on disciplinary grounds will have to forfeit fees and deposit paid.

Hostel Mess Rules1. Entry into the kitchen is strictly prohibited, except for the Resident Warden

and Mess Committee Members.

2. Private Cooking in the hostel rooms or in the hostel premises is not

permitted.

3. Students should be dressed decently and should not disturb others when

they are in the dining hall.

4. Food should not be taken to the rooms.

5. Complaints regarding quality of food and other suggestions should be

entered in the suggestion/complaint register available in the mess hall.

6. Food, water and electricity should not be wasted.

7. Removal of chairs and utensils from the dining hall is not permitted.

8. No mess reduction is permitted under any circumstances.

Additional Rules for Girls1. Girls will not be permitted to go out of the campus except with prior

permission of their parents and resident Warden.

2. Parents/relatives will be permitted to visit their wards on Saturdays, Sundays

and public holidays between 9 a.m. and 5 p.m. for First year students.

3. Students may be permitted to go out during weekends to visit relatives or

local guardians once in a month with the written approval of the parents.

Overnight stay is not permitted unless the stay is with parents.

A Neat Room – A Healthy Environment1. Please utilize the dustbin kept in the corridor for disposing garbage.

2. Keep clothes, pillows and bedspreads neat and clean. Wash them at least

once in a fortnight.

3. Use hangers for hanging clothes.

4. Do not dry (washed) clothes inside the room.

5. Avoid foul smelling items inside your room

6. Please ensure that your footwear is clean.

7. Please do not stick anything on the windows, doors & walls.

8. Students are advised to trim their hair at least once in a month.

9. Do not keep eatables in the room as they are cause for cockroaches & rats.

10. Washing of clothes (except under garments and socks) in the room is

strictly prohibited.

Consumption of Water and ElectricityWater and electricity are precious. Avoid wastage of water while bathing and

when using the toilet. See that the taps are closed after use. Switch off all

electrical fittings while leaving the room. Switch off ACs during power failures

and when the voltage is low. Continuous & prolonged use of AC without break

is dangerous and AC must be switched off for a period of 30 minutes after

continuous running for 6 hours. Students will have to bear the cost of damages

& pay penalty for any misuse or breakage of electrical appliances.

Vehicle for Hostel Residents1. Transport Facility

• Bus facility is available for campus residents on Saturday/ Sunday for

organised visits.
