RUSTENBURG HERALD- RUSTENBURG -The first ever Social Workers Appreciation Awards were arranged and held at Rustenburg management area on Tuesday (19 October).

The awards recognized the amazing commitment and resilience of social workers during challenging times especially while navigating through the turbulence caused by COVID 19 pandemic. The Department of Correctional Services mostly relies on social workers in offering correctional programmes to offenders. The same programmes offered contributes to the department in ensuring that they meet their rehabilitation mandate. As such social workers in the department play a vital role that cannot be done by any other person but qualified professionals.

In outlining how the day will unfold, Manager Social Work Services, Ms Carina Muller indicated that these are just appreciation awards where the contribution of each individual social worker is appreciated.

“You will all get appreciation certificates for your contribution towards making the management area excel”, said Ms Muller.

Appreciation award for best individual performance was received by Ms Mbuli Phadziri of Rustenburg Centre of Excellence while the best team performance was awarded to Losperfontein correctional centre. In the best team community corrections office category, there was a tie and was shared between Brits and Rustenburg Community Corrections office. As the aim of the ceremony was none other but appreciating the social workers, they were all awarded with individual certificates. Ms Muller indicated that it is her wish that this ceremony can be done every year so that we keep the fire burning.

Premier hands over vehicles to traffic officersRUSTENBURG HERALD - RUSTENBURG - The North West Premier, Bushy Maape has pleaded with traffic officers to crack the whip against motorists who are flounting the law as the province is gearing itself towards the December holiday festivities.

He said this while handing over 51 branded traffic vehicles to the North West provincial traffic authorities.

“We now have enough vehicles for better visibility on the roads of our province. The time for reckless driving is over. We are going to occupy all the roads and enforce the law, particularly on motorists who might want to endanger the lives of other motorists,” remarked the Premier.

He was accompanied by MEC for Community Safety and Transport Management, Sello Lehari who also handed over four vehicles to each district for the monitoring of learner transport.

More and more water interruptions experienced

RUSTENBURG HERALD - RUSTENBURG - The community of Rustenburg has been experiencing an escalation of sporadic water supply interruptions in various areas for the past few days and weeks due to unforeseen random pipe bursts on bulk lines.

According to Thapelo Matebesi, Rustenburg Local Municipality’s spokesperson, upon investigations by the maintenance teams, it was discovered that this was due to installation of new meter connections and closed valves after theft of meters and valves closed by unknown persons.

“In this regard, our teams are compelled to excavate damaged pipes and implement shutdowns whilst repairs are ongoing, as well as to try and raise water levels on reservoirs. This tedious process would take approximately four to eight hours to restore water supply, leaving residents with no water in the meantime,” said Matebesi.

The municipality sincerely regrets this inconvenience, as the teams continue to work around the clock to minimise these water supply interruptions in the future.

RUSTENBURG HERALD - RUSTENBURG - Qualifying households have been urged to visit their nearest South African Post Office to apply for their free set-top boxes ahead of the deadline for South Africa to migrate to digital broadcasting by 31 March.

According to information received from the SAPO, homes that apply before Monday (1 November), will receive a decoder before the analogue signal is switched off. Those that apply after 1 November will only receive a decoder later. The SAPO said all South African households with an income of R3500 per month or less and a working television set, qualify for a government subsidised set-top box.

Qualifying beneficiaries must visit their nearest Post Office branch as soon as possible with the following documentation: a South African identity document; proof of address; an affidavit to confirm that the family has a working television set; a bank statement or affidavit to confirm that the family income is R3500 per

month or less. If you receive a SASSA grant, you do not need to bring proof of income. Proof that you receive a SASSA grant is enough.

RUSTENBURG HERALD - RUSTENBURG - The National Student Financial Aid Scheme (NSFAS) is advising prospective applicants to be aware of fake websites and social media platforms advising them to apply for funding, share their personal information and/ unlock their NSFAS wallet accounts.

Last week Thursday (21 October) the team visited the offices of the Rustenburg Herald to vaccinate staff members who, because of tight work schedules could not make it to the hospital to get their jabs. About 25 people were vaccinated during the visit. Kagiso Mbaiwa, spokesperson of the hospital said they are now taking vaccines to where they are needed the most, to the people. He advised members of the community, companies as well as organisations to contact the hospital if they want the vaccination team to visit them

at their place of work or at their communities. “JST hospital has intensified its effort

to vaccinate members of the community through pop up vaccination sites, The community members are also advised to get in contact with the hospital especially if its a group of people who are willing to vaccinate at a designated area and our team will come to them. Rustenburg staff gets vaccinated

RUSTENBURG HERALD - RUSTENBURG - In an effort to get as many people as possible to get vaccinated, the Job Shimankana Tabane team has taken an initiative where they go to the people to vaccinate them.


According to the North West Police spokesperson, Lt/Col Amanda Funani, tenants who are staying at the couple’s backrooms heard gunshots at about 03:45 on Wednesday morning and went to investigate. Upon seeing the victim lying in a pool of blood, they called the wife, the police and an ambulance. It is alleged that the victim, who is the suspect’s husband, was on his way to work when he met the fatal incident. Preliminary investigations revealed that the victim sustained several gunshot wounds on his upper body. He was certified dead at the scene.

Subsequent investigation into into the matter, led to the arrest after reports surfaced that the couple was heard arguing and police also established that the wife allegedly hired a hitman who allegedly fled the scene after the incident. The Provincial Commissioner of North West, Lieutenant General Sello Kwena condemned the incident and congratulated the Phokeng Detectives for swift reaction that resulted in the arrest. He also thanked members of the community for working together with the police in making sure the suspect is brought to book.

Manhunt for hitman launched

Amongst the concerns that the police have is motorists who leave valuables in plain sight when they park their vehicles to do their shopping in shopping complexes as well as shopping malls. This according to the police attracts criminals to break into their vehicles to steal their valuables. For home owners, the police are concerned about gate motor thefts. They urge home owners to have proper lighting in order to make

it difficult for criminals to steal their gate motors. The theft of gate motors is also on the rise in Rustenburg and the police are urging those who have fallen victims to this to report to the police in order for the criminals to be brought to book.

Safety tips for shoppers and home - owners

RUSTENBURG HERALD - RUSTENBURG - The police in Zeerust are requesting members of the community to help in identifying the body of an unknown man who according to information succumbed to his injuries after he was hit by a car on the N4.

According to Lt/Col Amanda Funani, the man, whose age is estimated to be between 28 and 30 was hit by a car on Friday (5 February 2021). He is dark in complexion and had dreadlocked hairstyle. When the incident happened he was wearing a blue t-shirt, green jacket and blue jeans. Anyone with information that can assist the police in locating the family of the victim is requested to call Detective Sgt Edna Molokwane on 082 416 0768 or South African Police Service (SAPS) Crime Stop on 0800 10111.

RUSTENBURG HERALD - LUKA - A manhunt has been launched by the police in Phokeng following the brutal killing of a 51-year-old man at Luka village on Wednesday (20 October). A 44-year-old woman, who was married to the deceased was apprehended in connection to the crime.

Rand Water load reduction notice

RUSTENBURG HERALD - RUSTENBURG - Rand water has issued a notice that there will be a reduction of load on their B11 raw water pipeline as they will be installing in-line valve rigs on their newly constructed B19 pipeline.

This exercise will take approximately 54 hours and will take place on 15 Novemner 2021 according to information received.

The Rustenburg Local Municipality, being a customer of Rand Water will therefore be affected on the day in question.

Further information will be released regarding specific areas that will experience shutdown within the municipality as the date approaches according to RLM spokesperson, Thapelo Matebesi.

RUSTENBURG HERALD - RUSTENBURG - A truck driver was shot and killed during an attack on Friday (22 October).

According to Northwest police spokesperson, Lt Col Amanda Funani, the incident occurred in Zone 8, Mogwase. According to Lt Col Funani, information available to the police indicate that the truck driver and his colleague were sitting inside a truck and counting money when they were approached by four men. One of the men were

allegedly armed. The driver, using the truck door, tried to push back one of the men, but the attacker allegedly then fired shots.

The 43-year-old truck driver was fatally wounded, while the colleague managed to flee. The suspects fled the scene. Following a collaboration between the police and the

public, four suspects - aged between 22 and 40-years-old - were arrested in the early hours of Saturday morning (23 October). Furthermore, the firearm that was presumably used during the commission of the crime was recovered. The suspects appear in the Mankwe Magistrates’ Court on charges of murder and armed robbery earlier this week.

Four arrested for killing truck driver

RUSTENBURG HERALD - RUSTENBURG - With the local elections taking place on Monday (1 November), the Justice, Crime Prevention and Security Cluster (JCPS) said law enforcement agencies were operationally ready to ensure a safe and secure environment for all to participate in free and fair local government elections.

This statement was made by Defence and Military Veterans Minister Thandi Modise on behalf of her JCPS cluster colleagues on Monday (25 October).

She said all relevant security aligned departments across government had worked tirelessly in a continuous and coordinated manner to deliver successful local elections, assuring the public that all areas would be accessible. She also mentioned that the deployment of SAPS, the South African National Defence Force (SANDF) and other law enforcement agencies would be determined and guided by a structured threat analysis and warned that all forms of criminality would not be tolerated before, during and after the elections.

With their house situated in the heart of Rustenburg North in Lambert Street, they have tried all avenues to get their electricity restored after the Rustenburg Local Municipality said that they owe about R250 000 in arrears for their electricity bill.

The house belonged to Mr Christian Burger who passed away and left the house to his children. Unfortunately he was in arrears with payments to the municipality and as a

result their electricity was cut off. The Rustenburg Herald spoke to the Rustenburg Local Municipality to find out what can be done for the family since they live solely on social grants and cannot afford to pay the municipality R250 000. By our time of going to press, no response was received and the family’s situation continues as they use solar panels to light their house and use wood fire to warm their water.

RUSTENBURG HERALD - RUSTENBURG - A 36-year-old man was shot and killed in an incident the past weekend.

Police here have since launched a manhunt for the killers.

According to provincial police spokesperson, Lt Col Amanda Funani, the victim, and a female companion, was driving his cousin’s Ford Ranger bakkie to visit a friend in Seraleng on Friday evening (22 October). It is alleged that upon arrival at the friend’s place, the victim decided to use a toilet outside the house. He was on his way back from the toilet when unknown suspects allegedly shot and killed him. Furthermore, people who were inside the house heard the vehicle driving away. They went to investigate a few minutes later and discovered the victim’s lifeless body lying on the ground with multiple gunshot wounds. The victim was certified dead at the scene by paramedics while the vehicle was later found abandoned about 1,5 km away from the scene. The motive of the incident is yet to be determined and police are investigating a case of murder, hijacking and robbery with firearm. Anyone with information that may lead to the arrest of the suspects is requested to contact the Investigating Officer, Lieutenant Colonel Lazarus Mokgatlhe on 060 987 8626 or call South African Police Service (SAPS) Crime Stop number: 08600 10111.

Man killed for no apparent reason

RUSTENBURG HERALD - RIETVLEI - The Rustenburg Local Municipality’s Public Safety together with the South African Police Service earlier this month evicted landgrabbers who occupied a piece of land at a farm in Rietvlei following an eviction order by the High Court in Mahikeng.

A few weeks after the eviction, shacks could be seen once again being erected. According to information received, the landgrabbers vowed that they will not move as they know that the land has been earmarked for settlement by the Rustenburg Local Municipality. By our time of going to press the Rustenburg Local Municipality condemned the landgrab situation and said the people occupying that piece of land were doing so unlawfully. Meanwhile the number of structures being erected in the area grows on a daily basis. Keep an eye on the Rustenburg Herald for updates on this situation.

RUSTENBURG HERALD - RUSTENBURG - While many residents get frustrated about load shedding and power cuts experienced in Rustenburg, a family in Rustenburg North is singing a different tune as they have been without for many months and it does not look like their situation will get any better.


Why are so many municipalities totally broken?

RUSTENBURG HERALD - RUSTENBURG - The Bureau for Economic Research (BER) has just published a new research note on the state of

South Africa’s municipalities, focusing on why so many towns and cities fail to deliver basic service delivery.

The eight main reasons listed are:

1. A lack of skillsThe shortage of skills, both in terms of capacity

and competency, in municipalities is often raised as one of the main reasons for the poor performance of

local government, the BER said.

2. MigrationMigration patterns can have a significant impact on

service delivery, the BER said. While urbanisation gives households greater access to employment and services, it also presents specific challenges to urban development. Rural to urban in-migration means that cities need to acquire new land, build houses, and install services – all of which take time. The BER said it could also cause rural municipalities to lose an essential part of their tax base.

3. A lack of spendingIn addition to population trends, low levels of capital

spending could perhaps be seen as one of the greatest causes of municipal failure in South Africa, the BER said.

“Although there was an encouraging increase in capital spending by municipalities between 2005 and 2009, real total capital expenditure by municipalities in 2019 was no higher than it was in 2010.

4. Supply chain managementThe BER said that an inadequate, and in many ways

paralyzing, supply chain management (SCM) process contributes to the poor state of municipal service delivery.

Inefficiencies in the procurement process were already highlighted as problematic in the NDP in 2012, stating that “procurement systems tend to focus on procedural compliance rather than value for money.

5. Municipal auditsMunicipal audit processes do not

necessarily help to improve service delivery, the BER said.

“With a total expenditure budget of R719 billion (2019-2020)30, there is no denying the need for annually auditing municipal finances, but the way the process is managed often hinders rather than improves municipal outcomes.

Like the inefficient SCM process, the focus on audit compliance rather than on municipal performance has unintended consequences.”

6. Revenue managementPoor revenue management is one of the

biggest causes of financial distress for local governments and affects the economic sustainability of municipalities, the BER said.

As a result of these dynamics, many municipalities can’t fully finance their operations and maintenance.

According to the BER, only 199 out of 257 municipalities submitted their audits in time to be included in the AG’s Consolidated Report 2019-20. Of these, only 38 were deemed to be in good financial health.

7. Irregular, fruitless and unauthorised expenditure

Irregular, fruitless and wasteful, and unauthorised expenditure is a severe concern and in 2019-2020 totalled R26

billion across all municipalities. “Irregular, fruitless and unauthorised expenditure seems to be a particularly large problem in ICMs and other local municipalities,” the BER said.

8.Repairs and maintenance

Underspending of infrastructure grants is accompanied by a lack of sufficient spending on repairs and maintenance, the BER said. “Repairs and maintenance of municipal assets are crucial to prevent supply interruptions and breakdowns.”

Mr Wessels is survived by his loving wife Manuela, his children Nelson, Lucy, Juan and Cherise and grandchildren - Alexis, Ava-Milan and Christian. This is the second conference hosted under the recently launched National Association Project and it follows on from the 10th Annual Girls and Bafana Friendly Society (GBFS) conference which took place in Xhariep District Municipality in the Free State Province from 30 September to 2 October 2021. The National Association Project aims to Spread the Economic Benefits of hosting, conferences and meetings in smaller towns and villages. Through this project, the SANCB identified 27 villages, townships and small dorpies (VTSDs), three places in each of the nine provinces, to host National Association meetings and conferences.

Ms Amanda Kotze-Nhlapo, Chief Convention Bureau Officer of the SANCB said “Events and conferences help to capture attention and promote attractions. They make it possible to maximize the use of certain spaces and rationalise the need to visit certain places. Preservation of these spaces may result in financial benefits and dissemination of

artistic and cultural heritages. Through events and conferences, places get to attract not only tourists but also investments. The tourism industry that supports events generates employment and economic diversification”.

The SANCB is a business unit of SA Tourism and is mandated to market South Africa as a preferred destination to host meetings, conventions, conferences and trade exhibitions- big or small. It is for this reason that South Africa National Convention Bureau (SANCB) together with the North West Tourism Authority (NWTA) are proud to partner with EAPASA to host their first Strategic Session (Strategic Planning meeting) where robust discussions around efforts to address various environmental issues within the Environmental sector in South Africa and beyond will take centre stage.

The Acting Chief Executive Officer of North West Tourism Authority, Adv Mothusi Tsineng said “The North West Province is delighted to host EAPASA’s conference. Fillet au Jus – what a treat!

This week we are dining at Under the Cherry Blossom. Chef Johann Ludick pulled out all the stops to plate this absolutely fabulous seared fillet steak, finished in red wine and balsamic vinegar. The secret to this dish – and most French cuisine, for that matter – is butter. Lots and lots of butter. And then, of course, Thelema Wine’s heavenly Cabernet Sauvignon. Thelema, one of the top wine estates of the Western Cape, launched their wines in Rustenburg at Under the Cherry Blossom on Saturday (23 October).

Ingredients:

2 Fillet steaks2 tbs (heaped) Butter2 sprigs of Rosemary4 tbs Balsamic Vinegar4 tbs Thelema Cabernet Sauvignon 2018Salt and Pepper to taste

Method:

Sprinkle salt and pepper over both sides of the steaks. Rub in gently.

Heat a frying pan over medium heat. Place steaks in hot pan. Cook for 1 minute on each side, or until browned.Add butter and rosemary.Reduce heat to medium low.Add balsamic vinegar and red wine.Cover, and cook for 4 minutes on each side, basting with sauce when

you turn the meat over.Remove steaks to two warmed

plates, spoon one tablespoon of sauce over each.

Serve immediately with vegetables and garnish of your own choice. (Johann served mixed green vegetables on a bed of quince.)

RUSTENBURG HERALD - HAMMANSKRAAL - With the sharp daily and weekend increase in traffic volumes along all major routes due to South Africa entering Adjusted Alert Level 1 of lockdown, road safety education continues to remain a very important focus area for all road users to ensure safer roads for all.

Bakwena Platinum Corridor Concessionaire (Pty) Ltd (Bakwena) in partnership with Imperial Logistics, Supa Quick, Active Education and the Gauteng Department for Basic Education joined forces to roll out Bakwena’s annual Road Safety Roadshows in eight primary schools in the Hammanskraal area close to the Bakwena N1 route.

The youth are South Africa’s future, therefore in order for education and road safety awareness campaigns to be effective in the long term, it is critical that these campaigns are implemented from the ground up, starting at primary school level to help promote a culture of road safety awareness.

“According to the World Health Organisation more than half of all road traffic deaths are among vulnerable road users: pedestrians, cyclists and motorcyclists. Safety is a core part of everything we do in our business from safety on the road to safety in the communities that reside along our route”, says Bakwena’s Chief Operations Officer Solomon Kganyago

This initiative provides school children with road safety education in a fun and participatory way highlighting rules of the road for pedestrians and addressing the importance of wearing a seatbelt whether they are using public transport, taxi’s or travelling with their parents. JSE-listed Imperial Logistics (Imperial) provided these children with ‘walking seatbelts’ which is a reflective sash that is worn by the children to ensure higher visibility and catch a driver’s attention to reduce pedestrian accidents. “As a significant user of roads and as part of our commitment to ensuring the safety and wellbeing of our drivers, communities and future generations, Imperial continues to give the gift of safety to ensure that we are a part of the change that we want to see on our roads,” says Esha Mansingh, Executive Vice President of Corporate Affairs & Investor Relations at Imperial. In addition, Imperial made available a fuel tanker which was used in educating the children on the do’s and don’ts of being near a large vehicle to demonstrate the blind spots where the driver would not be able to see pedestrians. Supa Quick sponsored a junior traffic centre at Refitlhile Primary school as well as contributing to the branded sashes.

The schools that benefitted from this joint initiative were Mabu-a tlou Primary School, Kekana Primary School, Reneilwe Primary School, Lefofa Primary School, Itireleng Primary School, Mosaledi Primary School, St Camilus Primary School and Refitlhile Primary school

“VLU is nie net werk nie, maar ons Netwerk ook onder mekaar”.

Isabel sluit aan by VLU Rustenburgtak as jong onervare, pasgetroude, vroutjie onder leiding van haar bekwame moeder, Annatjie Combrink in Januarie 1981 en bly daar lid vir 27 jaar, sy dien op die bestuur as tesouriere en sekretaresse. Haar eerste ontmoeting met kompetisies was tamatiekonfyt wat wonder bo wonder ‘n eerste plek tydens die Konferensie behaal het.

Sy verhuis na Komatipoort in 2009 en word oorgeplaas na VLU Lebombovallei, Komatipoort, Mpumalanga, waar sy op die bestuur dien as tesouriere en ‘n heerlike VLU-reis meemaak vir sewe jaar. ‘n Hoogtepunt waarop sy ongelooflik trots is, is haar gehekelde kraledoilie wat ‘n tweede plek tydens die Konferensie behaal het!

In 2016 verhuis hulle na Dendron en sluit sy aan by VLU Legkraal, Dendron, Limpopo waar sy as tesouriere en tans voorsitter haar VLU-loopbaan voortsit, nou al ses jaar en hoop om dit sommer nog baie jare te maak. ‘n Hoogtepunte in al die jare bly vir haar Konferensies en Kongresse.

North West Premier calls for swift resolution to

water problems in provinceRustenburg Herald - Mahikeng - North West Premier, Bushy Kaobitsa Maape, has called for a speedy resolution to challenges of water provision in the province. The Premier convened a special meeting today with the MEC for Co-operative Governance, Human Settlements and Traditional Affairs, MEC Lena Miga, officials of different municipalities, Provincial Departments and Water Boards. The Premier has established a team that will continue to monitor water services provision daily and ensure complete stability in all the four districts of the province. MEC Lena Miga has also engaged municipalities and Sedibeng Water in an effort to resolve outstanding issues and municipalities have pledged to service their debt with the water utility.

Mahikeng was hit hard by water shortages in certain areas and by Saterday afternoon teams from both Ngaka Modiri Molema district and Mahikeng local municipalities were working on pumping water to all the reservoirs. Areas supplied with water through the Mmabatho Water Treatment Plant started receiving water late on Saturday afternoon. The water has also been restored in Maquassi Hills local municipality and efforts are continuing to stabilize the situation further, especially in Wolmaransstad and Lebaleng. There are still pockets of inadequate supply in Dr Ruth Segomotso Mompati District Municipality and Public Works is continuing to ensure that services are improved.

While the supply of water is adequate in most areas of the province, Premier Maape has instructed officials to find a lasting solution to those areas which are experiencing challenges of water provision, while at the same time implementing interim arrangements to ensure access to water in the short term.

The Deputy Minister of Water and Sanitation, David Mahlobo, will visit Ngaka Modiri Molema District in Mahikeng on Monday as part of supporting the provincial government to address these challenges relating to the inadequate supply of water in some areas. The visit will be followed by a joint media conference, the Premier said.

Eerskomende Maandag, 1 November, breek D-dag vir Suid-Afrikaners aan wanneer in alle waarskynlikheid een van die deurslaggewendste munisipale verkiesings in die bestaan van ons land se demokrasie die nuusgebeurtenis van die jaar vorm. Teen hierdie tyd moes kiesers sekerlik al besef het dat die land duidelik op ‘n afdraende-pad is. Daar is slegs een “ding” wat alles kan verander - ‘n verantwoordelike en ingeligte besluit deur die kieserskorps.

Oor die implikasies, komplikasies, die verwagtinge en gevolge van hierdie verkiesing kan sekerlik biblioteke vol boeke geskryf word en kan daar vir nog die volgende jaar of twee bespiegel word. Daar is baie mense wat dit trouens, lankal al doen en die afgelope jaar hard agter die skerms gewerk het om seker te maak dat die Suid-Afrikaners kieserskorps vanjaar weer (of moet ons sê vir die eerste keer?) die vertoonwoordiging gaan kry wat hulle verdien.

Natuurlik hang alles af van aan watter kant van die politieke heining jy staan. Soos maar met elke verkiesing is daar in elke verkiesing groot wenners en groot verloorders en dan is daar diegene wat maar die duime vashou en vat wat hulle kan kry. In 1994 met die sogenaamde bevrydingsverkiesing en ‘n nuwe demokrasie in Suid-Afrika, was daar baie mense wat gehoop het dat die uitslag vir hulle ingrypend sou wees en dat hulle op beloftes van ‘n beter lewe vir almal sou kon staatmaak - ja, dat Suid-Afrika op die vooraand was van ‘n verandering wat alles vir altyd sou verander... Vandag - ‘n 27 jaar

later is daar egter selfs meer massas wat veel erger daaraan toe is as voor 1994.

Ons weet vandag dat politici die groot wenners van die 1994-verkiesing en die talle ander verkiesings daarna was. Ons weet dat die lewens van politici en regeringsamptenare dramaties verbeter het - soveel so dat baie van hierdie mense (en hul kinders) nooit weer ‘n enkele dag in hul lewens vir brood en botter sal hoef te swoeg nie.

Vir die kieserkorps in wie se hande die verantwoordelikheid van ‘n nuwe landsbestuur lê, was sake oor die afgelope 27 jaar net die teenoorgestelde. Vandag weet ons: moenie alles glo wat jy lees nie, moenie alles glo wat jy hoor nie, moenie op beloftes staatmaak nie, moenie op valse hoop en tradisies staatmaak nie en moet veral nie dat opgeruie emosies jou besluit by die stembus beënvloed nie. Onthou, net jy alleen kan ‘n verskil maak as jy ‘n ingeligte en ‘n verantwoordelike besluit neem. Ons wens vir vanjaar se 2021-verkiesing is dat kiesers onthou wat gekom het van die beloftes wat in 1994 aan hulle gemaak is.

Dink ook hoeveel dinge in hierdie land verbeter/agteruitgegaan het en hoeveel mense vandag in Suid-Afrika beter of swakker daaraan toe is. Kyk hoe lyk ons demokrasie, ons mense se dissipline, ons weermag, polisie en ons ekonomie. Kyk na ons woonbuurte, kyk hoe lyk ons skole, ons infrastruktuur en kyk na ons mense se moraal en vra jouself af: Is dit waar ons 30 jaar na ‘n bevrydingsverkiesing graag sou wou wees?

Monday, 1 November, is D-day for South Africans with probably the most important municipal election ever in the history of our country. Incidentally, a “short” history of 30 years has been long enough to show the electorate that we’ve been on this road of decline far too long and that hardly anything substantial was achieved. The reality that each and every South African will have to face on the eve of this election, is that only you and you alone are indeed able to change the course of history in this country. It is clear that politicians have made up their minds long ago - what is more important is - have you?

On the expectations and outcome of this elections we will be able to debate for weeks and months to come. It is late in the day for those who still have not made up their minds on which party to vote for and why. This weekend might leave you with enough time to ponder on a few thoughts. History has shown us that all elections have big winners and big losers. Then there are those in the middle who are holding their thumbs and who take what they can get. This year is not the time for hoping or opportunism. This is a time for responsible, accountable decisions that can make a difference!

At the so-called liberation election of 1994 there were millions of people who at the time believed that they have been liberated and that history has changed forever. Now, 30 years later, it is time to ask yourself - was this true? Did this country really change for the better after 1994? What came of the

fantastic promises that have been made at the time? And still we hear those same promises today - 30 years later - are you going to fall for them again?

If you haven’t seen and experienced enough for yourself by now, ask your neighbours, think, read and wake up - there are more than enough signs to tell you that South Africa has been on a road to nowhere far too long. Today we know that the politicians and bureaucracy were the big winners of the 1994 elections and all those that have followed since.

There is no denying that the electorate have been the big losers - the country simply has never received - not by a thousand miles - what it has been promised!

On the contrary, when we think of the decline, of the decadence, the lack of discipline, unaccountability, crime and corruption that is rife in the country today, we must be brave enough to be honest with ourselves and say: “Enough - we deserve more! We have given our votes, our labour, our commitment, our money and our trust but we have received hardly anything - lest to say more than what we have had before. What has been taken from us, however, was far too costly.

Remember that you are accountable only to yourself on Monday - let no one influence your decision, no feelings of guilt, no political mumbo jumbo, no idle promises, cheap talk and clichés. Vote with a clear mind, responsibility and this time vote for this country, we are on the brink of losing it!

Too long on this road to nowhere

RUSTENBURG HERALD - RUSTENBURG - “The Government, at all levels, should realise that the state of the local governments is not attracting new investment nor does it create an environment in which existing businesses will grow and invest more”, the Chairman of the North West Chamber of Commerce, Nick Setsetse, said earlier this week.

“Earlier this year, Clover announced that they are closing the country’s biggest cheese factory, Lichtenburg in the Ditsobotla local municipality and some 380 permanent and 40 temporary workers will lose their jobs. Poor service delivery is the reason for Clover to pack up and go,” he said.

He further said that this is only one example of how the Province’s economic growth is being hampered by the municipalities.

“It is a fact that municipalities that performs better, encourages local investment and that will create employment. Unfortunately, municipalities in the North West that performs well, are few and far between. All these municipalities rely on the National Government to bail them out.

“Any private company that has a wage bill of more than 35% of gross income, is seen as not well run, but with local government in the South Africa, this seems to be of no consequence. Nobody is held responsible,” he said.

According to Setsetse the municipal woes are among the factors that slows local economic development and that does not help with job creation. He further said that more of the bigger companies in the Province are also looking to disinvest and leave. The unrest in some areas is just some of the other factors that make companies want to pack-up and leave.

“Municipalities need to provide good infrastructure and basic services that will in return support a favourable investment climate,” he said. According to the Chairman the “new” Provincial Government should focus on fixing the municipalities first and with that to create jobs. “There are many ways to do this. Training of the unemployed to start businesses, strengthening local government by making use of the help of business should be first and foremost on the agenda.

“Available monies should be focused in these areas. All the other side-shows should be stopped and focus must be on the problems that we have,” Setsetse concluded.

raak op omdat hulle al baie lank vir hul vuurwapenlisensies wag en dan hoor ons natuurlik ook al hoe meer dat dinge by die Suid-Afrikaanse Sentrale Vuurwapenregister (SVR) glad nie na wense verloop nie, met die mees onstellende nuus natuurlik gerugte dat die SVR om een of ander rede of manier AL die besonderhede van vuurwapeneienaars en -lisensies "verloor" het. (Ek weet nie eintlik of dit werklik slegte nuus sou wees nie, dit sou mos beteken dat die SA polisie en SVR nie die vaagste benul het wie vuurwapens het en wie nie het nie en watter wapens in watter mense se besit sou wees nie? Dalk sou dit 'n goeie ding wees - moontlik sou die Minister van Polisie tot sy sinne kom en besef dat die Suid-Afrikaanse Vuurwapengemeenskap keelvol is vir die polisie se onbeholpenheid, onwilligheid en ooglopende gesloer met die uitreiking van vuurwapenlisensies en alles wat daarmee gepaard gaan).

Toe daar destyds sprake van meer "effektiewe" vuurwapenbeheer gekom het, moes die regeringslui wat vir die idee verantwoordelik was, besef het dat die SA Polisie so 'n reuse groot stelsel nooit in hul wildste drome sou kan hanteer nie - iets wat Suid-Afrikaners die afgelope paar jaar al te deeglik besef. Maar nog 'n vraag terwyl ons daarmee besig is.

Daar is geen twyfel dat die SVR ligjare agter is wat die uitreiking van lisensies betref nie. My vrou het haar lisensie 'n eers na 'n frustrerende wagtydperk van 19 maande ontvang wat beteken dat sy in hierdie tyd nie die wapen kon benut of met haar kon saamneem sonder om 'n risiko van afspersing en korrupsie te loop nie.

Nou is my vraag, synde sy nou haar lisensie amper twee jaar laat ontvang het, gaan sy en ander soos sy dan nou krediet kry vir die tydperk wat die SVR geneem het om die lisensie uit te reik. Indien nie moet sy binnekort (na net drie jaar) weer begin gereed maak om haar aansoek vir die hernuwing van haar lisensie in te dien. Wat 'n belaglike stelsel is dit nie! Hoe stel die regering prosesse en stelsels in plek wat hy voor sy heilige siel weet hy sal nooit kan administreer nie. Dieselfde geld die bestuurslisensies. Uiteindelik is dit tog maar net 'n manier van geldmaak omdat die regering dit duidelik nie regkry om op die gewone maniere (toerisme, 'n gesonde, lewenskragtige ekonomie, die jagbedryf, buitelandse belegging, ens, ens) geld te maak nie.

Ek is daarvan oortuig dat dit vir die regering tyd geword het om te erken dat sy drome van 'n vuurwapenvrye (of meer wapenbeheer) Suid-Afrika hopeloos misluk het en dat daar vandag ongetwyfeld meer vuurwapens in die hande van misdadigers is as ooit tevore. 'n Mens kan nie help om te wonder vir hoeveel hiervan korrupsie by die SA Polisie betrokke is nie?

Bojanala chess players show off skills in Kimberley

RUSTENBURG HERALD - RUSTENBURG - Bojanala Chess took the region’s top chess players on a tour to the Northern Cape Chess Festival 2021.

The tournament, which took place in Kimberley, started on Friday 22 October and finished on 24 October. This tournament was rated by the International Chess Federation (FIDE). Players were grouped according to their official Chess SA and FIDE ratings, resulting in most of Bojanala’s younger players, being paired against players much older than them.

Bojanala’s youngest rated player, Lesedilamodimo Bantseke is a 6-year-old who had to fight it out against teenagers and twenty-year-olds. Not that Lesedi (as his chess buddies call him) complaints. He agrees with the Bojanala Team Manager, Mr Carol Lefyedi, who says that the only players benefiting from a matchup like this, is the youngster with much less experience.

Not withstanding the task that faced the Bojanala players, they put in a great performance. In the C-section, Leroux Byliefeldt and Aobakwe Diale came second and third respectively, in a group with 22 players much older and higher rated than them. In the B-section, Brimarion Goliath had to beat Woman Candidate Master, Savannah Ahjum, to secure a second place. He did so in demolishing style. The A-section saw Bojanala’s top player, Karabo Tsitsi end in sixth place. This is an extraordinary performance, considering that South Africa’s top rated junior player, Fide Master Banele Mhango, ended in eighth position. On top of that, Karabo was the only player in the top 12 without a FIDE rating.

According to the President of Bojanala Chess, this is just the beginning of many chess tours. He was also very happy to run into the chess playing pupils from Lebone II College of the Royal Bafokeng. Bojanala will now start preparations for the 2022 South African Junior Chess Championships.

Die spanne wat deelgeneem het, was Laerskole Saamtrek, Goudkop, Mooirivier, Vryburg, Vastrap, Bailie Park en Brits. Die meisiespan het alle teenstand uit die pad gevee en oortuigend die meisie-afdeling gewen. Die seunspan was ook onoorwonne maar moes uiteindelik ‘n valbylpot speel teen die span wat die meeste spelle deur die dag bymekaargemaak het. Hierdie valbylpot het hul ongelukkig verloor en het die silwer medalje ingepalm. ‘n Pragtige prestasie! Die Departement van Onderwys en die Departement van Sport, Kuns en Kultuur, het ‘n ooreenkoms aangegaan om Somer- en Winterspele tussen skole en individue van verskillende provinsies, te fasiliteer. In terme van hierdie ooreenkoms, sal sub-distrikte teen mekaar kompeteer, waarvan top-spelers gekies sal word om hulle verskeie distrikte, soos byvoorbeeld Madibeng en Rustenburg, te verteenwoordig. Die top-spelers van die verskillende distrikte word dan gekies om hulle provinsie te verteenwoordig teen ander provinsies. Hierdie naweek het sub-distrikte teen mekaar afgeskop en mekaar getoets op skaak. Sewe seuns en sewe dogters was onderskeidelik gekies om Bojanala te verteenwoordig. Lourein en Mari Jansen van Vuuren van Laerskool Rustenburg het pragtig gevaar. Lourein met ‘n vierde plek en Mari met ‘n agtste plek. Lourein is gekies as deel van die span en sal die ander Noordwes-streke aanpak in Rustenburg, op 30 Oktober. Larries wens haar sterkte toe.

Victory at Zwartkopskeeps Van Rooyen’s title hopes alive

RUSTENBURG HERALD - ZWARTKOPS PRETORIA - A tough outing at the penultimate round of the 2021 Global Touring Car (GTC) season saw TOYOTA GAZOO Racing SA’s Michael van Rooyen lose ground to his nearest rival in the title chase, despite winning the second race of the weekend.

The points deficit has grown to 17, leaving the works Toyota Corolla driver with a mountain to climb at the final round at Kyalami, early in December.

“Our weekend started strong, with a good performance during the practice sessions, despite going out on used rubber,” said Van Rooyen after the race. “We fitted new tyres for qualifying, but suddenly found ourselves way off the pace, which was very disappointing. We couldn’t quite pinpoint what caused the pace to drop off, and I ended up starting the race from the fourth place on the grid.” Things didn’t improve during the first race, as Van Rooyen

continued to struggle for pace. The Rustenburg-based businessman lost one position over the 12 lap race, to finish in fifth place – hardly the result he needed in order to keep his title hopes alive. “But then came the second race, and thanks to the reverse-grid that GTC uses, I started just behind my teammate Mandla,” continued van Rooyen. “I passed him early on, and while the car still didn’t perform the way it usually does, I managed to put in some consistent lap times to build up a buffer to the competition. In the end, I won race 2 without too much trouble, which certainly helped to keep my hopes for a title alive.” Teammate Mandla Mdakane also
