RIVERS-LIFELINES FOR ECONOMIC GROWTH B S Purkayastha I ndia is a country blessed with a number or rivers, twelve of which are classified as major rivers whose combined catchment area is 252.8 million hectare. Of the major rivers, the Ganga-Brahmaputra-Meghana system is the biggest with catchment area of about 110 million hectare which is more than 43% of the combined catchment area of all the major rivers in the country. The other major rivers with catchment area more than 10 million hectare are Indus (32.1 million hectare), Godavari (31.3 million hectare), Krishna (25.9 million hectare) and Mahanadi (14.2 million hectare). The catchment area of medium rivers is about 25 million hectare and Subernarekha with 1.9 million hectare. Rivers are major national assets as they provide irrigation, potable water, cheap transportation, electricity, as well as provide livelihoods for a large chunk of the population. However, with industrialization, increase in population and aggressive cropping patterns, our rivers have been subject to much abuse. Whether it is the case of the river Yamuna or the river Mithi turning into virtual drains carrying untreated sewage or industrial pollutants, or increasing apprehension regarding large hydroelectric projects and dams in Uttarakhand or Kerala, or unseasonal floods in Chennai or Patna, it is a question about taking care of our rivers the same way as they take care of us. It is in this light that measures such as the Inter-Linking of Rivers programme, National Mission for Clean Ganga, National River Conservation Plan, National Water Mission, Namami Gange project, development of national waterways along with recent legislations such as the Inland Vessels Act or the Dam Safety Bill need to be seen. INTER-LINKING OF RIVERS (ILR) This ambitious project envisages transferring water from water-surplus basins to water-deficit basins. Under the National Perspective Plan (NPP), the National Water Development Agency (NWDA) has identified 30 links to connect 16 rivers under the Peninsular Component and 14 under the Himalayan Component to form a gigantic South Asian Water Grid. While the implementation of the ILR projects depends on the consensus among the concerned states, implementing the NPP would ensure 35 million hectares of irrigated land (25 million ha from surface waters and 10 million ha by increased use of ground waters), raising the ultimate irrigation potential from 140 million ha to 175 million ha and generation of 34000 MW of hydro power, apart from the incidental benefits of flood control, navigation, water supply, fisheries, salinity and pollution control. Ethics was introduced as a separate paper only recently in 2013. The GS papers like history, geography, economics, polity, etc., test the aspirants' cognitive skills. In other words, in these papers, a candidate is expected to know the fundamentals of the subjects and current happenings around the contemporary issues related to these subjects. For example, in polity, one should know the constitutional provisions relating to parliament, judiciary, local governance, etc., and the problems experienced in their smooth and effective functioning. The GS papers, thus, do not test the normative skills of the candidate. By normative skills, one implies the values and moral standards a person applies in various personal, social, and official positions or real-life situations. Therefore, including a separate paper on ethics was most appropriate for the main examination. As per UPSC- "This (Ethics) paper will include questions to test the candidate's attitude and approach to issues relating to integrity, probity in public life and his problem- solving approach to various issues and conflicts faced by him in dealing with society. Questions may utilize the case study approach to determine these aspects." Going by this statement, it can be inferred that the UPSC intends to test some core qualities imbibed by the candidate through the process of observation and educational training. These core qualities are virtues that a civil servant needs to possess in order to make an impact on society. To decode the above statement, one should explain the keywords like "attitude," "integrity, "probity," "public life" as used by the UPSC. KEYWORDS Attitude: It refers to an individual's positive or negative evaluation of an issue, event, or person. As a civil servant, a candidate's attitude towards his duty, society, issues in public life will determine his performance. There will be questions relating to attitude formation, how attitude shapes behavior, how attitudinal changes can be integrated into one's personality. Also related to this topic are issues of social influence and persuasion. Sushaasan, that is, Good Governanceis the key to a nation's progress. Fromtime to time, the Government bringsadministrative reforms following themaxim “Minimum Government, MaximumGovernance”, to encourage greaterefficiency, transparent and corruption freegovernance, accountability and reducescope for discretion. The Government isconsistently working towards the goals ofGood Governance through participatory,accountable, transparent, responsivegovernment to the people of the country.

Over the years, a large number ofinitiatives have been undertaken byvarious State Governments and CentralMinistries to usher in an era of e-Governance. Sustained efforts have beenmade at multiple levels to improve thedelivery of public services and simplify theprocess of accessing them. e-Governance in India has steadily evolvedfrom computerisation of governmentdepartments to initiatives that encapsu-late the finer points of governance, suchas citizen centricity, service orientationand transparency. In the words of PrimeMinister Narendra Modi, “E-governancepaves the way for Good Governance.”

Government Process Re-engineeringusing IT to simplify and make theGovernment processes more efficient hasbeen critical for transformation to makethe delivery of Government services moreeffective across various Governmentdomains. The core idea behind the launchof any such initiative is that technologyshould be used as a tool to bridge thedivide between the government and thecitizens. The principle aim for reformingGovernment through technology is that alldatabases and information should be inelectronic form and not manual, makingthe entire system transparent and faster.Initiatives like Digital India, MyGov.in,Jeevan Pramaan, e-Bhasha, e-Sampark,e-Greetings, .Bharat and others are someof the initiatives which have been recentlyundertaken to further the cause of GoodGovernance in the country.

AadhaarAadhaar identity platform is one of the

key pillars of ‘Digital India’, wherein everyresident of the country is provided with aunique identity or Aadhaar number. Thelargest biometrics-based identificationsystem in the world, Aadhaar is astrategic policy tool for social and financialinclusion, public sector delivery reforms,managing fiscal budgets, increasingconvenience and promoting hassle-freepeople-centric governance. It is uniqueand robust enough to eliminate duplicateor fake identities and may be used as abasis/primary identifier to roll out severalGovernment welfare schemes andprogrammes for effective service deliverythereby promoting transparency and goodgovernance.

MyGovThe citizen-centric platform empowers

people to connect with the Government &contribute towards good governance.MyGov was established as theGovernment of India’s Citizen Engage-ment Platform which collaborates withmultiple government bodies/ Ministries toengage with citizens for policy formulation

and seeks the opinion of people onissues/topics of public interest andwelfare. Almost all GovernmentDepartments leverage MyGov platform fortheir citizen engagement activities,consultations for policy formulation andalso to disseminate information to citizensfor various government schemes andprograms. MyGov has adopted multipleengagement methodologies like

discussions, tasks, polls, surveys, blogs,talks, pledges, quizzes and on-groundactivities by innovatively using internet,mobile apps, IVRS, SMS and outbounddialling (OBD) technologies. Through theplatform, logos and taglines of keynational projects (eg, Swachcha Bharat,Digital India Campaign) have beencrowdsourced. MyGov have also beenfrequently soliciting ideas for Mann KiBaat, Annual Budget, Pariksha PeCharcha and many more such initiatives.

e-Granthalayae-Granthalaya is a Digital Platform

developed by National InformaticsCentre, Ministry of Electronics andInformation Technology for GovernmentLibraries. Under the platform, NIC(National Informatics Centre) provides acomplete ICT solution with integratedLibrary Management Software, DigitalLibrary Module, Cloud hostingenvironment and a Library Portal (OPAC)with NICSI empaneled rollout servicessupport. e-Granthalaya is useful totransform traditional libraries to e-librarywith Digital Library Services whichincludes automation of in-house activitiesof libraries, digital library integration, andto provide various online memberservices using Single Window AccessSystem. The software provides built-inWeb OPAC interface to publish the librarycatalogue over Internet. The software isUNICODE Compliant, thus, supports dataentry in local languages. Latest version ofe-Granthalaya (Ver.4.0) is a Cloud ReadyApplication and provides a Web-basedsolution in enterprise mode with acentralized database for clusters oflibraries.

PRAGATI Pro-Active Governance and Timely

Implementation, or PRAGATI is a uniqueintegrated and interactive platformthrough which the Hon’ble Prime Ministeroversees the implementation of variousgovernment schemes, grievances, stateand central government related projects &programmes by directly interacting with allstakeholders through Video Conferencingon a single platform. PRAGATI is aimedfor a culture of pro-active governancethrough online video conferencing and

meetings, and timely implementation ofprojects and schemes. It is also a robustsystem for bringing e-transparency and e-accountability with real-time presenceand exchange among the key stake-holders.

National Centre of Geo-informaticsNCoG is a single source Geographic

Information System (GIS) platform forsharing location-based analytics and a

decision support system, catering toCentral and State Ministries/Departments/Agencies across thecountry. Under this project location-baseddatasets, such as data related to CentralGovernment land banks, mining, forests,industrial parks, water resources, arecollated with attribute-related data to bringout insights that are useful to supportdecision making. User departments cannow pinpoint its operations, assets on amap and plan better. NCoG has providedmobile applications for geo-tagging andcreating evidence of completedoperations under the Governmentschemes. Promoting good governance,the Mining Surveillance System underNCoG has helped curb illegal miningthrough automatic remote sensingdetection.The district officials are notifiedand action taken by them is reportedthrough mobile app. The app also helps inmonitoring and mapping of all Centralgovernment land parcels including that ofCPSEs and enables identification of landfor specific purposes.

e-Courtse-Courts is a pan-India project

monitored by the Ministry of Law andJustice. The project aims to enhancejudicial productivity, both qualitatively &quantitatively, to make the justice deliverysystem affordable, accessible, costeffective, predictable, reliable andtransparent. With a vision to transform theIndian Judiciary by ICT enablement ofcourts, the project lays great emphasis onefficient and time-bound service deliveryto the litigants, lawyers and otherstakeholders. The applications for mobilephones, SMS and emails are extensivelyused as platforms for dissemination ofinformation. Certified copies ofdocuments are given online andePayment gateways have beenprovisioned for making deposits, paymentof court fees, fines, etc.

e-DistrictDistricts are the de facto front-end of

the government where most Government-to-Citizen or G2C interactions take place.The e-District project was conceptualisedto improve this experience and enhancethe efficiencies of the various depart-

ments at the district-level to enableseamless service delivery to the citizen.The project aims at delivery of highvolume, citizen-centric services at thedistrict level, such as the issue ofbirth/death certificate, income, domicileand caste certificates, issue of ration card,disbursement of pensions, among others.

eTaalThe Ministry of Electronics and

Information Technology (MeitY), alongwith National Informatics Centre (NIC),the nodal information technology arm ofGovernment of India, has developed theElectronic Transaction Aggregation &Analysis Layer (eTaal) portal. The portalprovides an aggregated view of e-transactions performed through e-Governance applications implementedincluding, but not limited to, the national-level mission mode projects (MMPs)under the National e-Governance Plan(NeGP). eTaal automatically pulls the e-transaction count, but not the personaldetails, from the applications using webservice technology. The dashboard alsofacilitates quick analysis of data of variousapplications in tabular as well as graphicalform enabling users to drill down to thelowest level of detail withoutcompromising security and integrity of theservers from where data has beencaptured. eTaal 2.0 portal is launchedbefore the public for providing a real-timeaggregated view of the volume of e-services being delivered across theCentral, State and local governments inIndia. It displays the number of ‘end-to-end electronic transactions’ as theindicator for measuring the performanceof G2C, G2B and B2C e-services.

Jeevan PramaanAlso known as the Digital Life

Certificate (DLC) for Pensioners Scheme,Jeevan Pramaan is an Aadhaar basedbiometric authentication system forpensioners. The system provides DigitalLife Certificates for pensioners and doesaway with the necessity of the pensionerto be present in person before his/herPension Dispensing Authority. DLC doesnot have to be submitted physically to thePension Disbursing Agency (bank/postoffice etc.) as it is available to themdigitally, and is automatically processedby the Pension Disbursing Agency. Alsoeach DLC has a unique id called thePramaan-Id. Pensioners of the CentralGovernment, State Government or anyother Government organisation can takebenefit of this facility.

eGramSwaraje-GramSwaraj unifies the planning,

accounting and monitoring functions ofGram Panchayats. It, in combination withthe Area Profiler application, LocalGovernment Directory (LGD), and thePublic Financial Management System(PFMS), renders easier reporting andtracking of Gram Panchayat’s activities.e-GramSwaraj provides a single windowfor capturing Panchayat information withthe complete profile of the Panchayat,details of Panchayat finances, assetdetails, activities taken up through GramPanchayat Development Plan (GPDP),Panchayat information from otherMinistries/Departments, survey reports,etc. It is a simplified work-basedaccounting application for Panchayati Rajwhich aims to strengthen e-Governancein Panchayati Raj Institutions (PRIs)across the country, and bring in bettertransparency in the decentralisedplanning, progress reporting and work-based accounting.

Integrity: Integrity is aboutconsistent and public adherence to amoral code. This adherence sustainseven if it brings personal disadvan-tage to a public servant. Questionson how to promote integrity amongcivil servants, and case studiestesting integrity in a particularsituation can also be asked in theexamination.

Probity is defined as uprightnessof character or action, or morallyupright behavior in all situations.Probity in public life is essential forgood, ethical governance.

A range of questions can be askedon probity, from defining the term tothe inculcation of this value throughvarious methods.

Public life: The essence of anypublic service is to deal with issues inpublic life. A civil servant has not onlyto implement programs and policiesof the government, but also toprovide a safety net to weakersections of society. Interventions ofpublic servants in public life, thus,are crucial for equity, justice, anddevelopment. A good understandingof this role will help answer questionsrelated to this topic.

Problem-solving approach:Good governance is predicated onsolving the issues that affect thecommon man in his day-to-day life.As an administrator, a civil servantmust have the capability to resolvethese issues without delay. Whatdoes it take to solve problems inpublic life? Decision-makingcapacity, practical wisdom, workablesolutions, stakeholder approach,inclusive solutions provide theanswer to this question.

It should be obvious from theabove analysis that the ethics paperseeks to test what was not beingtested earlier in the exam. Civilservices require not only wellinformed, studious candidates, butalso those who are able to relate toissues of morals and values in publicservice. In particular, values ofhonesty, integrity, probity, objectivity,and virtues like compassion,empathy, tolerance are meant to betested through the ethics paper.Such values and virtues are acquiredby a person not only througheducation but also learned throughother agents like family and society.

ETHICS SYLLABUSIt is not a systematic syllabus in

an academic sense. Instead, a fewselected topics have been put

together in the syllabus. Secondly,the syllabus is indicative in nature,not prescriptive. What this means isthat the topics given in the syllabusjust indicate the areas, and oneneeds to further build on that. Thirdly,the syllabus is more contextual andless textual. By contextual, it impliesthat every syllabus topic has to beunderstood in its proper context.That context can be personal,societal, or administrative con-text.For example, honesty, integrity,probity has a personal context.Compassion, tolerance has asocietal context. Similarly,corruption, public service delivery,utilisation of funds has anadministrative context. It will bewrong to assume that the entirepaper deals just with ethics. Actually,the syllabus can be understood inthe following broad divisions:

A general account of ethics: Thefirst topic of the syllabus requires ageneral understanding of ethics,it's role in life, and its humaninterface. So, questions like: Whystudy ethics, what accounts formoral decline in society, howethics can help human progressand development should beaddressed. A brief history of theevolution of ethics, determinantsof ethics, various dimensions ofethics will also come under thescope of this topic. Social psychology: Topics likeattitude, social influence,persuasion, and the topic onemotional intelligence fall underthe scope of social psychology.These topics can be read in bookson social psychology. NCERTbooks on psychology also dealwith these topics. However, foremotional intelligence, DanielGoleman's writings are important.Mayor and Salovey have alsocontributed to emotional intelli-gence, and one should read themtoo. However, emphasis hereshould be on how emotionalintelligence plays a role in good,responsive administration. Moral thinkers from India andelsewhere: Each year, at leastone question is asked on greatphilosophers, thinkers from Indiaor elsewhere. Public service values: This partof the syllabus contains the corevalues and guiding principles ofpublic services such as honesty,integrity, probity, empathy, non -partisanship and objectivity. Governance issues: Publicservice delivery, corruption,utilisation of funds, etc.

PREPARATION STRATEGYMake a glossary of ethics terms

and terminology, compile theirdefinition from good sources likedictionaries, etc., and includeexamples to explain these terms andterminologies. Important terms inethics are: Accountability, altruism,autonomy, benevolence, categoricalimperative of Kant, code of conduct,code of ethics, compassion,consequentialism, contentment,courage, deontology, duty, empathy,eudaimonism of Aristotle, fairnessprinciple, forgiveness, generosity,golden mean of Aristotle andBuddha, happiness, hedonism,honesty, integrity, internalizationprocess, justice, kindness, love,moral competence, moral dilemma,moral strength, nobility,nonmaleficence, patience, parentingstyles, perseverance, pity, pleasure,prudence, responsibility, right,righteousness, self-efficacy,sympathy, tolerance, trust, truth-fulness, utilitarianism, virtue,wisdom.

Important Indian philosophers andtheir thoughts: Buddha, Mahavira,Kautilya, Guru Nanak, Kabir,Gandhi , Tagore, Aurobindo, Foreign philosophers/ religiousthinkers: Socrates, Plato, Aristotle,Confucius, Kant, Jesus, ProphetMuhammad, James Mill, JohnRawls. Governance issues: corruption,transparency, accountability inadministration, public delivery,work culture, citizens charter,utilisation of funds. Civil services: ethics in civilservices through code of conduct,code of ethics, rules andregulations, etc.Ethics in conduct of internationalrelations: the present chaotic,disorderly nature of internationalrela-tions. Only thenyour answer will take the shape ofan ethics answer, or else, it willappear as a typical GS answerwhich is not desirable.

CASE STUDIESA total of six case studies are

asked every year in the ethics paper.This comes under Section B of thequestion paper and accounts for 120marks out of a total of 250 marks.Case studies provide a goodopportunity to score good marks,and yet, they also pose challenges ofsolving them in an appropriatemanner. A close look at the casestudies reveals the following:

They are very general in natureand don't require any specialisedskills to solve them. The issues raised in these casestudies are taken from experi-ences gained by observing ourgovernance, administrative, socialissues and social evils etc. The candidate is often placed in aposition of a civil servant, or simplya common citizen, and asked toframe his/her response to thegiven case study. Guide to Tackle Case StudiesThe following guidelines should be

followed while answering casestudies.

Read the case study twice andlocate the main issues that need tobe solved. Provide a solution that soundspractical, and workable. Do not betoo theoretical in your problem-solving approach. Consider whether the solution youare offering will make a largerimpact and benefit all thestakeholders. Your solutions should consideracting within the framework of law.But in situations where law willprevent you from solving an issue,consider how you can findalternative ways to solve it withoutbreaking the law. Assess whether you alone cansolve the problem, or you needhelp from superiors andsubordinates.

Give reasons for taking or nottaking a course of action. A word of caution: Many

candidates do not succeed in writingall the answers in ethics because ofthe lengthy nature of questions,especially case studies. The way outlies in rationing out time on eachquestion and going through multiplepractices before appearing in thereal examination. SOURCES OF STUDY MATERIAL

Compiled sources flooding themarket in the form of books, studymaterials, case studies are not muchuseful as they are not able to alignwith the UPSC framework. Thoughthey seem to cover the varioustopics, they actually do not reach thehidden parts of the syllabus. It wouldbe better therefore to rely onnewspaper reading on related issuesby established authors, experts. Forexample, a write up on suicide,euthanasia, reproductive technology,abortion etc., comes out much betterwhen written by a domain expert onthe subject rather than bycommercialised sources and non-experts flooding the coach- ingmarket. The detailed syllabus for section I, II, III, IV & V isavailable on ICG website.(ab) Tie-Breaking Rule in Merit - In case of two or more candidates having the samemarks in stage I, then the tie will be broken in steps as follows (wherever tie is brokennext stage will not be proceeded): -(aaa) Candidate scoring more marks in Section–I {applicable only for Navik (GD) andYantrik and not for Navik (DB)}.(aab) Candidate scoring more aggregate percentage in qualifying exam (10th class forNavik (DB), 12th Class for Navik (GD) and diploma for Yantrik) as per the post applied.The aggregate percentage (calculated upto 03 decimal places without rounding off) asrecorded and considered by the Board of education for calculation of aggregatepercentage and submitted by the candidate in the online application.(aac) Candidate older in age will be higher in merit.(b) Stage-II. Based on the performance in the Computer Based Online Examination, amerit list will be prepared and E-admit card for Stage-II will be issued as per thevacancies available and ratio decided by ICG. The candidate will be required to undergo another initial medicalexamination if the recruitment process is delayed due to any unforeseen event likeCOVID pandemic or any other circumstances.(c) Stage – III. Based on the performance in Stage-I & Stage-II, an all India merit listwill be prepared and E-admit card for Stage-III (final medicals at INS Chilka) will beissued as per the vacancies available and ratio decided by ICG. The duration of Stage-III is 1 to 2 days. Stage-III involves following: -(i) Document Verification (Provisionally Pass/Fail). All the information provided inthe online application has to match with all the original documents like grade X/XII/Diploma mark sheet/photo Identity card/Caste certificate/individual subject andaggregate marks. The candidate will travel to the selected Military Hospital and back on theirown expense for Appeal Medical Examination.(iii) Submission of Original Document, Police Verification and Other AssociatedForms. Pointing out the impor-tance of connectivity for economic growth andbetter living standard for the people, PresidentKovind reiterated India’s commitment to assistand partner Bangladesh in its journey towardsa strong economy. During his three-day visit toattend the 50th Vijay Diwas celebrations inBangladesh, President Ram Nath Kovindmade several key announcements includingthe gifting of the Bangabandhu Bapu digitalexhibition to the Liberation War Museum in Dhaka and the announcement of thefirst occupant of the Bangabandhu Chair at Delhi University. The scholarshipscheme for the family members of the Liberation War Fighters was also extendedfor five years. The President also inaugurated the renovated Ramana kali Mandirin Dhaka that was completely destroyed by the Pakistani army during the 1971 lib-eration war. The temple has been renovated with support from the Indian HighCommission in Bangladesh.Bhutan confers highest civilian award to Prime Minister Shri Naren-dra ModiBhutan has conferred its highest civilian award Ngadag Pel gi Khorlo on Prime Min-ister Shri Narendra Modi. While conferring the award, Bhutan King Jigme KhesarNamgyel Wang-chuck highlighted the support PM Modi has extended to Bhutanover the years and particularly during the COVID-19 pandemic.

Foundational Literacy Index: West Bengal, Kerala on top; Bihar,Jharkhand rank lowestWest Bengal topped the chart and Bihar languished at the bottom in the 'largestates' category on the 'Index on Foundational Literacy and Numeracy' -- an indi-cator of literacy among children below 10 years. In the 'small states' category,Kerala grabbed the top spot and Jharkhand was adjudged the worst performer. TheIndex includes five pillars comprising 41 indicators. The five pillars are -- educa-tional infrastructure, access to education, basic health, learning outcomes and gov-ernance. The statement said out of the five pillars, it has been observed that stateshave performed particularly worse in governance. The report is prepared by theInstitute for Competitiveness and released by the Economic Advisory Council to the Prime Minister.

Lokpal Online - digital platform for corruption complaints- launchedThe Chairperson of Lokpal, Justice PinakiChandra Ghose inaugurated a digital plat-form for management of complaints calledLokpal Online. The digital platform can beaccessed by all citizens of the country andcomplaints can be filed from anywhere,anytime at www.lokpalonline.gov.in. LokpalOn-line is an end-to-end digital solution forthe management of complaints against public servants filed under the Lokpal andLokayuktas Act, 2013. It is a web-based facility, which will quicken the disposal ofcomplaints in an accountable, transparent and efficient manner with benefits to allstakeholders.

India successfully tests indigenous next-gen missile based torpedosystemIndia has successfully tested the supersonic missile assisted torpedo systemdeveloped by the Defence Research and Development Organisation (DRDO). Theweapon system, launched from Wheeler Island in Odisha, is a next-generationmissile-based standoff torpedo delivery system that will enhance the anti-subma-rine warfare capability of the Indian Navy. Defence Minister Rajnath Singh said thedevelopment of the system is a perfect example of building futuristic defencesystems in the country.

INTERNATIONALChina conducts war drill in Tibet Military Region bordering IndiaChina’s People’s Liberation Army (PLA) has recently carried out a real combat drillinvolving anti-nuclear, chemical and biological warfare in Tibet Military Region. Asper a report published in an official PLA news portal, the exercise was carried outin late November by a joint military brigade of PLA including commandos, armoredassault groups and soldiers trained for chemical warfare. Tibet Military Regioncomes under the Western Theatre Command (WTC), the largest of China’s fivecommands that is responsible for guarding the Sino-India disputed border fromLadakh to Arunachal Pradesh. The report comes at a time when India and Chinaare entangled in a protracted border stand-off in eastern Ladakh.

World Bank announces additional $93 billion fund for post-pandemicrecovery of poor countriesThe World Bank hasannounced $93 billion fund tohelp the world's poorest nationsin post-pandemic recovery. Itwas the biggest replenishmentever for the International Devel-opment Association (IDA),which provides grants to 74countries, most of which are inAfrica. The package includes$23.5 billion of contributionsfrom 48 high- and middle-income countries as well as financing raised in the capitalmarkets and the World Bank's own contributions, according to a statement. TheWorld Bank said the funds will help countries better prepare for future crises,including pandemics, financial shocks, and natural disasters. IAEA and Iran reach agreement to reinstall cameras at nuclear siteThe International Atomic Energy Agency (IAEA) and Iran have reached a deal toreinstall cameras at a centrifuge parts manufacturing facility in Karaj to replacecameras that were damaged or destroyed when the site was targeted by a sabo-tage attack in June this year. IAEA Director-General Rafael Mariano Grossi said,this is important for verification under the Iran nuclear deal, and work will continueto address other outstanding safeguards issues. As part of the deal, the IAEA wouldmake available a sample camera and related technical information to Iran foranalysis by its relevant security and judiciary officials, in the presence of theagency inspectors. However, Iran still will keep all recordings from the cameras -part of another ongoing dispute between the agency and Tehran sparked by thenuclear deal’s collapse. Negotiations continue in Vienna over trying to restore thenuclear deal.

ECONOMYIndia registers highest ever FDI inflow of $81.97 billion in 2020-21India has registered the highest ever annual Foreign Direct Investment (FDI) inflowof $ 81.97 billion in 2020-21. According to the Commerce and Industry Ministry, thetotal FDI inflow in the last seven financial years is over $440 billion, which is nearly58 per cent of the total FDI inflow in last 21 financial years. The Ministry said, topfive countries from where FDI equity inflows were received during 2014 to 2021 areSingapore, Mauritius, USA, Netherlands, and Japan. Computer software and hard-ware sector attracted the largest share of FDI inflows, followed by service, tradingand telecommunications. Global debt rises to record $226 trillion in 2020 amid Covid-19: IMFGlobal debt rose to a record $226 tril-lion in 2020 as the world was hit by theraging Covid-19 pandemic and a deeprecession, according to the Interna-tional Monetary Fund (IMF). Globaldebt rose by 28 percent, to 256percent of gross domestic product in2020, the largest one-year debt surgesince World War II, the Director of theIMF's Fiscal Affairs Department, wrotein a blog, citing figures from the IMF'slatest Global Debt Database. Debt increases are particularly striking in advancedeconomies, where public debt rose from around 70 percent of GDP in 2007 to 124percent of GDP in 2020. Meanwhile, private debt rose at a more moderate pacefrom 164 to 178 percent of GDP in the same period, according to the IMF. The IMFofficials noted that a crucial challenge for policymakers is to strike the right mix offiscal and monetary policies in an environment of high debt and rising inflation asthe debt surge amplifies vulnerabilities.

SPORTS148 athletes selected for Target Olympic Podium Scheme

A total of 148 athletes, includ-ing 20 new inductees, havebeen identified for supportunder the Target OlympicPodium Scheme, TOPS forthe 2024 Olympic Games.The Mission Olympic Cell,MOC, of the Ministry of YouthAffairs and Sports approvedthe list of athletes in Cycling,Sailing, Shooting, Swimming, Table Tennis, Weightlifting and Wrestling. It alsoapproved a list of athletes to compete in Para Sports - Archery, Athletics, Bad-minton, Shooting, Swimming and Table Tennis. The Sports Ministry said thatArchery, Athletics, Badminton, Boxing, Equestrian, Fencing, Golf, Gymnastics,Judo, Rowing and Tennis will be taken up in the next meeting of the MOC.
