NOIDA thus invites RFP from the from the legal entity registered in India under the Societies Registration Act/Trust Act/Registered clinics/hospitals interested to showcase their interest in Carrying Out Pet Dog Anti Rabies and 6 in 1 vaccination in NOIDA. Section 3: Instructions to Bidder

1. Background New Okhla Industrial Development Authority (hereinafter referred to as “NOIDA” or “the Authority”), is one of the largest planned industrial townships of Asia. Noida development area encompasses about 20,316 hectares of land consisting of 81 villages in Gautam Budh Nagar district. The city is divided into 168 fully, partially, and underdeveloped sectors. The duty to show compassion to all living creatures is a fundamental duty cast by Article 51A (g) of the Constitution upon all citizens of this country, and the law of the land protects the rights of non-humans. All points of view deserve consideration, and everybody is equal in the eyes of the law. The solution therefore lies in recognizing that, and treating differing points of view, and differing lifestyles with respect. This policy document aims at achieving that. The authority had started work on registration of pet dogs in Noida through Noida Pet Registration Application (NPRA). In view of the fact, the NOIDA intends to provide a humane environment and healthy lifestyle for all for which the Authority looks forward to hiring agencies for Carrying Out Pet Dog Anti Rabies and 6 in 1 vaccination in NOIDA. This will develop a safe environment for all the residents of NOIDA. NOIDA intends to appoint Agencies for Carrying Out Pet Dog Anti Rabies and 6 in 1 vaccination in NOIDA area in accordance with the method of selection specified in the Data Sheet. The activities briefly include vaccination of registered Pet Dogs for Anti Rabies and 6 in 1 (Distemper, Hepatitis, Parvo-virus, Adenovirus, Para influenza, Infectious) includes storage, syringes, staff, services charges, wear and tear etc.) in NOIDA. The agencies supposed to have necessary set up for carrying out the vaccination of pet dogs as per the norms and rules. The Contract period i.e., 1 (one) year shall begin from date of agreement between selected bidder and NOIDA.

• The Agencies are invited to submit a Technical Proposal and a Financial Proposal as specified in the Data Sheet, for providing services required for the assignment named in the Data Sheet.

• The Agencies should familiarize them with the local conditions and take them into account in preparing their Proposals.


2. Objective of NOIDA for the Project

The Agency shall carry out the Pet Dog Anti Rabies and 6 in 1 vaccination in NOIDA area to achieve certain objectives. The following points highlight the key objectives of the NOIDA in conducting the Project in NOIDA area:

To control the spread of Rabies and other diseases To achieve larger policy objectives such as public health, street hygiene

etc.

3. RFP Processing Fees The processing fees is as per section 5 of this documents. NOIDA reserves the right to initiate or cancel the entire process without quoting any specific reasons at any stage.

4. Documents to be submitted The Request for proposal is to be submitted in the manner prescribed below: All information as detailed below is to be submitted in two hard copies in separate sealed envelopes:

d. CVs of the Key Personnel/ Proof of educational qualification and experience (to be enclosed in this RFP)

5. Documents comprising the proposal The Proposal shall comprise the documents listed below a. Technical Proposal b. Financial Proposal (as per Form 4)

6. Minimum Technical and Financial Criteria The Bidder’s/ Applicants competence and capability is proposed to be established by the below mentioned parameters.

• The applicant can be any legal entity falling under below categories. Registered under Societies Registration Act/Trust Act (Proof of

registration required to be submitted under relevant act) or

Registered clinics/hospitals • Average Annual Turnover of the applicant should be more than INR 10

Lakh as per Form-3 • Experience of successful completion of more than 500 Dogs vaccination in

last 3 years (List of Dogs immunized in last three years have to be provided along with details of immunization)

• A qualified veterinarian doctor (with B.V.Sc. & A.H degree from a recognized institution of India, registered with UP state Veterinary Council) with more than 2 years of experience in dogs’ vaccination work that is part of current project team (CV to be enclosed with details of qualification / experience and certificate of registration with UP state veterinary council)

• Minimum 2 trained & qualified para-veterinary (with diploma in para-veterinary from a recognized institution of India) with more than 2 years of experience in dogs’ vaccination work. (CV to be enclosed with details of educational qualification / experience)

• A dedicated, formal animal clinic/hospital with necessary infrastructure and facilities based in NOIDA (Physical verification can be done by NOIDA Authority officials)

7. Evaluation Criteria a. NOIDA AUTHORITY will constitute a Bid Evaluation Committee (BEC) to

evaluate the responses of the Bidders b. Screening of RFPs shall be carried out as per minimum technical and financial

criteria mentioned in this document and based on verification of declarations/testimonials submitted.

c. Bidder who qualifies the minimum technical and financial criteria will be eligible for financial bid opening.

d. The bidder with lowest quote will be selected. Calculations will be adjusted to two decimal places for financial proposal, if required)

e. In-case of a tie; the bidder with a higher annual turnover will be qualified


8. PROPOSAL VALIDITY a. The Agency’s Proposal must remain valid for at least 90 (Ninety Days) days

after the Proposal Submission Deadline. A Bid valid for a shorter period shall be rejected by the tendering Authority as non-responsive bid.

b. During this Period, the Agency shall maintain its original Proposal without any change.

c. A Bidder may refuse the request without forfeiting its EMD. A Bidder granting the request shall not be required or permitted to modify its bid. The request and the responses shall be made in writing.

d. Except as the Client may otherwise agree, no changes shall be made in the team members/ Personnel. If, for any reason beyond the control of the Agency, such as resignation, retirement, medical incapacity, death, etc. it becomes necessary to replace any of the team members, the Agency shall provide as a replacement a person of equivalent or better qualifications on approval of NOIDA Authority.

e. If the Client finds that any of the team members / personnel have committed serious misconduct or have been charged with having committed a criminal action or have reasonably caused to be dissatisfied with the performance of any of the team members /personnel, then the Agency shall, at the Client’s written request specifying the grounds thereof, provide as a replacement a person with qualification and experience acceptable to the Client.

9. Extension of validity period a. NOIDA will make its best effort to complete the processing within the

proposal’s validity period. However, should the need arise, NOIDA may request, in writing, all Agency who submitted Proposals prior to the submission deadline to extend the validity of the Proposal.

b. If the Agency agrees to extend the validity of its Proposal, it shall be done without any change in the original Proposal

10. Substitution of Team Members / Personnel at Validity Extension If any of the team members or personnel becomes unavailable for the extended validity period, the Agency shall provide a written adequate justification satisfactory to NOIDA together with the substitution request. In such case, a replaced team member / personnel shall have equal or better qualifications and experience.

11. Sub-contracting / Joint Venture Sub-contracting or Joint Venture will not be permitted.

12. Technical Proposal – Format and Content a. It is a must to meet all the minimum technical and financial criteria mentioned

in the Formats. b. The financial proposal of bidder disqualified at technical stage will not be

opened.

c. The Technical Proposal shall not include any financial information. A Technical


Proposal containing material financial information shall be declared non-responsive.

d. The Agency is required to submit a Technical Proposal as indicated in the Formats

13. Financial Proposal

The Financial Proposal shall be prepared using the standard form provided in Formats. The bidder shall provide the services for “Request for proposal of Agencies for Carrying Out Pet Dog Anti Rabies and 6 in 1 vaccination in NOIDA”

a. The agency shall be responsible for meeting all tax liabilities arising out of the contract.

b. The income tax, etc., if applicable, shall be deducted at source from the payment to the Selected Bidder as per the law in force at the time of execution of contract provided the Selected Bidder is not eligible for any exemption, reduction, allowance, or privilege.

c. If there be any increase in the taxes (direct / indirect / local), levies, fees, etc. whatsoever, and other charges during tenure of the contract, financial burden of the same shall be borne by the bidder.

d. Currency of Proposal: The Agency shall express the price for its services in Indian Rupees (INR).

e. Currency of Payment: The currency or currencies in which payments shall be made to the selected bidder under this Contract shall be Indian Rupees (INR) only.


14. Contract Price:

The Contract Price shall be paid as specified in the contract subject to any additions and adjustments thereto, or deductions there from, as may be made pursuant to the Contract.

15. Price Validity The quoted price will remain unchanged during the entire contract period from the date of issue of Letter of Award.

16. Terms of Reference/Scope of Work:

i. Agency may have to immunize more than 1000 pet dogs of NOIDA. ii. The agency must own proper set up for Anti-rabies vaccination (includes storage,

syringes, staff, services charges, wear, and tear etc.) trained professionals to carry out the process.

iii. The agency must own proper set up for 6 in 1 vaccination (distemper, hepatitis, parvo-virus, adenovirus, para influenza, infectious) includes storage, syringes, staff, services charges, wear and tear etc. with trained professionals to carry out the process.

iv. The agency must ensure the vaccination of the dogs as reported by the Noida Authority. Proper records of vaccination along with contact details and identity proof of the owners must be reserved by the agency and presented to the Authority.

v. The Agency must ensure vaccination task is performed only by experienced and well-trained personnel.

vi. The squad out of vaccination of the dogs must be carrying a valid Identity card issued by the agency.

vii. The dog vaccination center to be managed by the selected agency must have sufficient space for proper care and free movement of dogs (minimum 1sqm /dog). The place should have proper ventilation and natural lighting and must be kept clean.

viii. The contractor must ensure following facilities for the: a. Clean drinking water at all times and Food (if required) b. Temporary Shelter (for observation, if required) c. Facility of medical treatment (if required) d. Clean and healthy environment

ix. Adults and puppies must be housed separately and amongst the adults the males and females also should be housed separately. Similarly sick /diseased dogs should be housed separately from healthy dogs.

x. At a time only one dog should be treated for vaccination/immunization. xi. The agency will deploy adequate number of qualified Veterinary Doctors

registered with UP state Veterinary Council for performing vaccination/ immunization of pet dogs

xii. It would be responsibility of the agency to provide Veterinary doctor, Para veterinary staff required for maintaining and running the center in the allotted


premised smoothly. The agency would be responsible for the dogs’ health till discharge from the shelter after vaccination/ immunization.

xiii. In case of any mishappening/causality of dog during vaccination procedure or in the center before or post procedure, the same has to be intimated to inform the Sr. Project Engineer (Public Health)/Concern officers of Noida Authority.

xiv. In case, it is established that the cause of causality was negligence, the agency will be liable for the death and a fine of INR 10,000/- will be imposed first time, INR 50,000/- on second time and if further causality due to negligence established the agency will be blacklisted and service will be terminated.

xv. Agency shall organize special camps, IEC in co-ordination with NOIDA Authority for immunization of pet dogs against rabies and 6 in 1 vaccination.

xvi. Agency shall have to follow the protocols related to waste management at the center/clinic/hospital as per the SWM Rules and Bio medical waste management Rules.

xvii. NOIDA will be at the liberty to take over the project/possession of the allotted shelter from agency at any time without notice and termination of the allotment; if the agency uses the said center and premised for the purpose other than mentioned in this MoU. In case of breach of any conditions of this allotment, it will be terminated, and, in that event, agency shall not be entitled to any compensation whatsoever.

xviii. All powers and functions to be discharged in respect of terms and conditions of the RFP, MoU shall be exercisable and discharged by SPE, PH NOIDA or any other officer appointed by the authority in this context.


17. Confidentiality:

a. From the time the Proposals are opened to the time the Contract is awarded,

the Agency should not contact NOIDA Authority on any matter related to its Technical and / or Financial Proposal. Information related to the evaluation of Proposals and award recommendations shall not be disclosed to the Agencies who submitted the Proposals or to any other party not officially concerned with the process until publication of the contract award information.

b. Any attempt by the Agency’s or anyone on behalf of the Agency to influence the Client improperly in the evaluation of the Proposals or Contract award decisions may result in the rejection of its Proposal.

c. Notwithstanding the above provisions, from the time of the opening of the Proposals to the time of Contract award publication, if an Agency wishes to contact NOIDA on any matter related to the Selection Process, it should do so only in writing. The above-mentioned queries shall be written to

18. Addendum / Amendment to RFP

At any time prior to the deadline of submission of Proposal, the Authority may, for any reason, whether at its own initiative or in response to clarifications requested by a Bidder, modify the RFP document by the issuance of an Addendum / Amendment and posting it on the official web portal www.noidaauthorityonline.com . In order to afford the Bidders a reasonable time for taking an amendment into account, or for any other reason, the Authority may, at its own sole discretion, extend the deadline for submission of Proposal.

19. Bid Preparation

The Bidder shall be responsible for all costs associated with the preparation of its bid and its participation in the Selection Process. NOIDA shall not be responsible nor in any way liable for such cost, regardless of the conduct or outcome of the Selection Process.

20. Acceptance /rejection of tender a. NOIDA does not bind itself to accept the lowest tender. b. NOIDA also reserves the right to accept or reject any or all tenders without

assigning any reason whatsoever. c. NOIDA also reserves the absolute right to reject any or all the tenders at any

time solely based on the past unsatisfactory performance by the bidder(s) the opinion/decision of NOIDA

21. Award of contract After issuance of LOI by NOIDA, the Selected Bidder/s shall sign the Contract with NOIDA within 15 days.

22. Payment terms

The NOIDA will reimburse the cost of immunization/vaccination of pet dogs at the rate quoted by the selected bidder for each pet dog immunized and released back in the same area by the agency itself after confirmation of number based on the final MoU/contract. 23. Interpretation

a. The Contract will constitute the entire Agreement between the NOIDA and the

Selected Bidder and will supersede all communications, negotiations, and agreements (whether written or oral) of parties with respect thereto made prior to the date of Contract.

b. Amendment: No amendment or other variation of the Contract shall be valid unless it is in writing, is dated, expressly refers to the Contract, and is signed by a duly authorized representative of each party thereto.

24. Tenure


The engagement tenure will be for 1 years from the date of signing of MoU/contract with the authority. The tenure can be extended and will at discretion of Noida Authority. Authority can cancel the contract any time without giving any reasons.

25. Force Majeure

If the performance of the Contract by either party is delayed, hindered or prevented or is otherwise frustrated by reason of force majeure, which shall mean war, civil commotion, fire, flood, action by any government or any event beyond the reasonable control of the party affected, then the party so affected shall promptly notify the other party in writing specifying the nature of the force majeure and of the anticipated delay in the performance of the Contract and as from the date of that notification. NOIDA may at its discretion either terminate the Contract forthwith or suspend the performance of the Contract for a period not exceeding 6 months. If at the expiry of such period of suspension, any of the reasons for the suspension still remain, NOIDA and the Agency may either agree a further period of suspension or treat the Contract as terminated.

26. Termination of contract Successful bidder commits default in terms and conditions, scope of work/ ToR mentioned in RFP document, then this default may lead to termination of the contract between the successful bidder and NOIDA.

27. Governing law and jurisdiction of court The Contract shall be governed by and interpreted in accordance with the laws of the State of U.P and under the jurisdiction of the District Court located in Gautam Budh Nagar or the High Court of Judicature located in Prayagraj (Allahabad).

• Bidder needs to go to https://www.ebs.in/nda/ • Fill the details in the form and select the payment type Tender Fee with other

details • Post validating, Bidder needs to click on “proceed” Button • Bidder will get the options to pay through Credit card/ Debit Card/ Net Banking &

NEFT/RTGS Challan Mode. • For NEFT/ RTGS challan mode- after generating the challan, bidder needs to

initiate NEFT/RTGS through their bank as per the beneficiary details provided in the challan

• User will add beneficiary basis the details on Challan. • User will then make the payment to beneficiary
