The French Presidency of the Council of the European Union provides an accreditation platform to representatives of media organisations wishing to attend informal events organised in France. The French Presidency issues “in-person” and “remote” press passes.

Important: you must have a press pass to attend events, whether in person or remotely.

IMPORTANT

Accreditation is not valid for the duration of the Presidency. Rather, a validation procedure will be put in place for each event requiring accreditation. A separate press pass will be issued for each event.

› Requesting accreditation

You can find the list of events in the French Presidency calendar. Given the public health situation due to the COVID-19 pandemic, the format of each event is subject to change.

Complete the press accreditation procedure online via the platform by following the steps below:

1. Create your user account in the online accreditation system.

2. Once your account has been created, you will receive a link by email to activate your account.

3. After you have read and accepted the security conditions and the processing of your personal data, enter the information necessary for accreditation. You will only need to provide this information once for the full duration of the Presidency.

4. Next, click on “Save My Information” and confirm your user account.

5. You will receive an email confirming that your information has been saved and received by the Presidency’s teams. Please note: the verification of your account profile does not mean you have received accreditation

› Collecting your press badge

If you hold an in-person press pass, on the day of the event, present your ID and the confirmation email approving your press pass at the press accreditation office to collect your badge. Please note: this badge will only grant you access to the event for which you signed up.

If you hold a “remote” press pass, you will receive an email containing the login details allowing you to take part in the event.

› Accomodation

Hotels have been located in each of the cities that will host events under the French Presidency of the Council of the European Union. Following your request for accreditation, the ministry organising the event will send you the information on accommodation directly via the space dedicated to the event on the accreditation platform.

6. Next, select the events you would like to attend by clicking on “signup” under the “list of events” tab.

• If you wish to attend the event in person, click on “Request an in-person press pass”.

• If you wish to attend the event remotely via videoconference of ifyou are coming from a country categorised as orange, red orscarlet, click on “Request a remote press pass”. You can consultthe colour-coded map of countries, which are categorised basedon health indicators, on the Government website.

7. If your request for accreditation is approved, you will receive anemail confirming the approval of your press pass several days beforethe event. This confirmation will specify whether your press pass is an“in person” or a “remote” press pass. The ministry organising the eventwill also send you all the practical information regarding the event.

IMPORTANT: If you have received confirmation of a “remote” press pass, do not try to attend in person as you will be refused access. the event.

AUDIOVISUAL SERVICES

› Host broadcaster

For informal ministerial meetings and certain ministerial conferences, the host broadcaster of the French Presidency of the Council of the European Union will make high definition (HD) audiovisual content available free of charge to national radio and television stations.

The audiovisual content will be transmitted by satellite and will be available on the Europe by Satellite website. The receiving addresses for content will be sent to you by the organisers shortly before the event, and will also be available on the Presidency’s website.

The content made available by the audiovisual host broadcaster for informal ministerial meetings and certain conferences will include:

• the arrivals and doorstep declarations before and after meetings in the original language

• the welcome from the host in the original language• the roundtable (no audio)• the press conference for the Presidency of the Council of the

European Union in French and English• the family photo

The usage rights for the work will be unlimited in time and space for editorial use.

› Photos

The official photos of the host photo team will be published on the Flickr account of the French Presidency of the Council of the EU.

This account will include photos of informal ministerial meetings, meetings with EU institutions, meetings with non-EU countries as well as various conferences.

These photos will also be available in digital format in print quality, and may be used subject to inclusion of the photo credits.

WEBSITE AND SOCIAL MEDIA

› Website

The website of the 2022 French Presidency of the Council of the European Union, www.europe2022.fr, is available in three languages (French, English and German). On the site, you can access and research the latest content and news for all of the Presidency events.

On the site you will notably find:

• The calendar of institutional and cultural events;• News, press releases, press kits and speeches;• The programme and priorities of the French Presidency;• Information on the emblem and motto of the French Presidency of

the Council of the EU and on the Sustainable Development Reference Framework; and

• A press page (accreditation, access to images and photos, press releases, contacts etc.).

The official hashtags of the French Presidency are #PFUE2022 in French, and #EU2022FR in English.

Press conferences for informal ministerial meetings taking place in France will be live-streamed on these social media. These live streams will be in French, with live captions and French Sign Language (LSF) interpretation on Youtube and Facebook as well as on the Presidency’s website. On Twitter, it will be live-streamed in English.

The French version with live captions and French Sign Language interpretation will also be live-streamed on the social media accounts of the ministry organising the event.

SUSTAINABLE DEVELOPMENT REFERENCE FRAMEWORK

› A Sustainable, Inclusive and Carbon-neutral Presidency

As voiced by French President Emmanuel Macron, France has placed the ecological transition at the heart of its priorities for the French Presidency of the Council of the European Union.

Through the Green Deal, the Member States of the European Union have committed to achieving carbon neutrality by 2050. The Green Deal also commits Europe to protecting ecosystems and biodiversity.

Under the French Presidency of the Council of the European Union, nearly 400 events will be organised. To limit their environmental impact, in particular in terms of greenhouse gas emissions, waste generated and resources used, France is committed to an exemplary carbon-neutral presidency (adopting a “net-zero carbon” methodology), by organising environmentally friendly events.

A sustainable development reference framework has been defined and is structured around nine commitments. The French Agency for Ecological Transition (ADEME) was consulted on the methodology used to ensure the relevance of the commitments undertaken.

To achieve this goal, the French Presidency of the Council of the European Union has surrounded itself with the necessary expertise to, in particular:

• train administrative personnel and service providers on events in advance;

• adopt an eco-design approach to events and apply the adopted measures on a day-to-day basis;

• avoid greenhouse gas emissions as much as possible;• reduce food waste;• ban single-use plastics; • and favour public transport and sustainable and electric means of

transport.

Harmful emissions that cannot be avoided will be offset to achieve a carbon-neutral outcome.

The implementation of these commitments will be monitored and evaluated. A report, which will include the offsetting of carbon emissions, will be published at the end of the Presidency.

The French Presidency of the Council of the European Union is additionally devoting particular focus to gender equality and inclusivity for all citizens, particularly those with disabilities.

› Coming to France

• Train

Many high-speed train lines link France to its European neighbours.

To organise your train journey, consult train times and make reservations, please visit oui.sncf, available in six languages.

• Aeroplane

France has a large number of airports, both international and regional, that cover the entire territory.

To find information on plane travel, for arrivals or departures, flight times or prices in France, consult the airport websites for the following cities (cities hosting the informal ministerial meetings): Angers, Bordeaux, Brest, Dijon, Grenoble, La Rochelle, Lille, Lyon, la Martinique, Marseille, Montpellier, Nancy, Nice, Paris, Poitiers, Strasbourg and Toulouse.

• Coach

For information on coaches, schedules and fares in France, please visit oui.sncf, available in six languages.

• Car

Driving licences issued by EU Member States are valid in France.For more information on the essential road rules in France, please read the road safety flier available in French, English, German, Spanish and Italian.

› Travelling in France with a disability

Today, making tourism sites accessible for all is a major consideration for French destinations (cities, regions, etc.). The national labels “Tourisme & handicap” (Tourism and disabilities) and “Destination pour tous” (Destination for all) inform people with disabilities about sites and activities in France where measures have been taken for accessibility.

• Pharmacies

In France, pharmacies are generally open from Monday to Saturday, from 8 a.m. to 12 p.m. and from 2 p.m. to 7 p.m. To find a pharmacy or check opening times, visit Santé.fr (in French).On-duty pharmacies remain open in the evenings, at nights as well as on Sundays and bank holidays.

• Telephones

Telephone numbers in France are composed of 10 digits. To call a French number from abroad, dial the international access code followed by the country code, 33. To make an international call from France, dial 00 followed by the relevant country code.

• Post offices

To easily find post offices and contact points, check opening hours, mailing procedures or prices, please visit the La Poste website (in French).

• Banking services

Credit and debit cards (Visa and Mastercard) are widely accepted in France. Automated Teller Machines are easy to find.

• Electricity

Electricity in France operates on a 230-Volt, 50-Hertz alternating current. The sockets used are type E (with a round recess and a hole for the male earthing pin). If you bring electrical devices from abroad, you may need an adaptor for the sockets.

• Time difference

Time zone in France in Coordinated Universal Time (UTC / GMT)Metropolitan France (Paris time): +1 hour.
