The sole aim of this guide is to provide information. The only text binding on the SelectionBoard throughout its proceedings is the notice of competition.

1 . Education, certificates and diplomas1 . A Selection Board is set up for each competition ;it consists of members representing the adminis­tration and the Staff Committee . (a ) In the case of technical or vocational training,

or specialist or further study, candidates mustspecify whether the course was full-time orpart-time, what subjects were covered andhow long the course lasted .2 . The proceedings of the Selection Board are secret .

Candidates are asked not to submit testimonials(or similar documents), as the Selection Board isunable to take them into consideration in its delib­erations .

(b ) Candidates must supply photocopies ofcertificates or diplomas to show that they havecompleted studies of the level required by thenotice of competition (Title II .B.2 ).

2 . Professional experience3 . The Selection Board adheres strictly to the eligi­bility criteria set out in the notice of competitionwhen , deciding whether or not candidates are to beadmitted . Candidates admitted to a previouscompetition will not automatically be eligible .

(a ) Professional experience is counted only fromthe time the candidate obtained the degree or

E. CAREER PROGRESSION AND WORKING CON­DITIONS

1 . Categories of post

(b ) Candidates must provide supporting docu­ments confirming the length and level of theirprofessional experience . If, for reasons ofconfidentiality, they are unable to provide thenecessary employment certificates , they mustprovide photocopies of their contract ofemployment or letter of recruitment and/orfirst payslip ; they must in any event provide acopy of their most recent payslip .

Candidates who fail to provide the necessary proofof education and professional experience will notbe admitted to the competition .

3 . Submission and signing of application form

Applications postmarked after the closing datespecified in the notice of competition will berejected by the Selection Board .

Candidates must use the official application formfor the competition for which they are applying.They must provide all the supporting documentsand necessary information by the closing datestated in the notice of competition .

Candidates must sign the completed applicationform and by so doing declare that the informationprovided is true and complete .

All posts in the Community institutions , whetherpermanent or temporary, are classified as follows :

(a ) Category A

Staff who have completed a course ofuniversity education and obtained a degree ordiploma, engaged in administrative andadvisory duties in areas of European Unionactivity.

Category A runs from grade A 8 up to gradeA 4 and is divided into three career brackets :A 8 (Assistant Administrator), A 7/A 6(Administrator), and A 5/A 4 (PrincipalAdministrator). Grades A3 , A 2 and A 1correspond to Head of Division (Unit),Director and Director-General respectively.C. TRAVEL AND SUBSISTENCE EXPENSES

In certain cases a flat-rate contribution is madetowards candidates' travel and subsistence expenses .Candidates will be given details of the scale and howto apply in the letter inviting them to attend the tests .

Language Service (LA)

Staff who have completed a course ofuniversity education and obtained a degree ordiploma, working as translators or interpreters .The LA structure corresponds to that ofcategory A above .

The LA category is divided into three careerbrackets : LA 8 (Assistant Translator/Inter­preter), LA7/LA6 (Translator, Interpreter)and LA 5/LA 4 (Head of Translation or Inter­pretation Group, Reviser, Principal Translator,Principal Interpreter).

D. RECRUITMENT

1 . Candidates should note that inclusion on thereserve list does not guarantee an offer ofemployment. The recruitment procedure is asfollows : successful candidates may be called to oneor more interviews with heads of department atthe European Court of Auditors : a definite joboffer may then be made .

In addition, successful candidates must undergo acompulsory medical examination to establish thatthey meet the standards of physical fitnessnecessary to perform the duties involved .

Grade LA 3 corresponds to Head of Trans­lation or Interpretation Division and/or Headof Unit . There is no grade LA 2 or LA 1 .

NB:

The linguistic duties specified above require aperfect command of mother tongue or mainlanguage and a thorough knowledge of atleast two other official languages of theEuropean Union .

(e ) Probationary period

Officials other than those in grades A 1 andA 2 have to serve a probationary period, whichmust be satisfactorily completed before theycan be established, i.e. before theirappointment can be made permanent. Theprobationary period is nine months forofficials in categories A and B and theLanguage Service , and six months for officialsin categories C and D.(b ) Category B

Staff who have completed a course ofadvanced secondary education and obtained acertificate or diploma, engaged in executiveduties (comparable with those performed byan executive officer).

Category B runs from grade B 5 up to gradeB 1 and is divided into three career brackets :B 5 /B 4 (Administrative Assistant , TechnicalAssistant, Secretarial Assistant), B 3/B 2(Senior Administrative Assistant, SeniorTechnical Assistant, Senior SecretarialAssistant) and B 1 (Principal AdministrativeAssistant).

2 . Basic salary, allowances, deductions, taxes andEuropean Schools

( a ) Basic salary

A basic salary scale — divided into a numberof steps — exists for each grade . Officialsautomatically progress to the next step everytwo years until they reach the top of the scale .On recruitment officials are placed in thegrade and step within the career bracketcommensurate with the number of years'relevant professional experience .

(c ) Category CBy way of information , for grade A 7 the basicmonthly salary varies between Bfrs 160 759(grade A 7, step 1 ) and Bfrs 176 757 (gradeA 7, step 3 ).

Staff who have completed a course ofsecondary education and/or a course ofvocational education at secondary level andobtained a certificate or diploma, engaged inclerical or secretarial duties .

Category C runs from grade C 5 up to gradeC 1 and is divided into three career brackets :C 5/C 4 (Clerical Assistant, Typist), C 3/C 2(Clerical Officer, Secretary/Typist) and C 1(Executive Secretary, Principal Secretary,Principal Clerical Officer).

(d ) Category D

(b ) Allowances

In addition to basic salary, officials may beentitled to certain allowances under the StaffRegulations including :

an expatriation allowance (granted to officialswho are obliged to move abroad in order totake up employment ) or foreign residenceallowance (granted to expatriate officials whoare not entitled to the expatriation allowance),amounting to 16 % or 4 % of basic salaryrespectively ; and

the following family allowances , which arepaid monthly :

1 . a household allowance of 5 % of basicsalary ;

2 . a dependent child allowance ;

Staff who have completed at least a courseof primary education and/or vocationaleducation and obtained a certificate ordiploma, engaged in manual or service duties(messenger, driver, workshop staff, etc.).

Category D runs from grade D 4 up to gradeD 1 and is divided into three career brackets :D 4 (Unskilled Employee, Unskilled Worker),D 3/D 2 (Skilled Employee , Skilled Worker),and D 1 (Head of Unit).

3 . an education allowance to cover the costsof schooling (subject to a monthly ceiling)for each dependent child .

Under certain circumstances , in particularwhere officials are obliged to change theirplace of residence in order to take upemployment, the institutions may alsoreimburse expenses incurred as a result ofrecruitment, notably removal expenses .

(c ) Deductions

Certain compulsory deductions (sickness and

deducted at source . The proceeds are paid intothe Community budget, where they are offsetagainst the Member States' contributions . Forthis reason remuneration is exempt fromnational tax pursuant to the second paragraphof Article 13 of the Protocol on Privileges andImmunities .

( e ) Pre-school and school education for children ofofficials

There are European Schools at most of themain places of activity of the Communityinstitutions, providing infant, primary andsecondary education in several languagesections up to the level of the European bacca­laureate . The education provided and thequalifications awarded by these Schools arerecognized by all the Member States .

There are also creches for children underschool age .

The European Court of Auditors is organizing an opencompetition, based on qualifications and tests , to drawup a reserve list for the recruitment of

in career bracket A 7/A 6 . The successful candidates willin principle be recruited at grade A 7 .

B. SPECIAL CONDITIONS

1 . Age limit

At present one administrator-statistician post is vacant atthe European Court of Auditors .

Place of employment : Luxembourg .

Candidates must have been born after 25 April1961 .

The age limit referred to in Title II.B.l does notapply to candidates who, on the closing date forapplications, have been serving continuously asofficials or other servants of the EuropeanCommunities for more than one year.

Candidates to whom this applies should attach totheir application an attestation from their insti­tution certifying that the above conditions havebeen met.

I. NATURE OF DUTIES

Under the direction of a superior officer to performadvisory and administrative duties relating to the organ­ization, supervision, follow-up and exploitation of stat­istical sampling plans in respect of the audit andinspection, on the basis of documents and on-the-spot,of the transactions underlying the Community accounts .

II . CONDITIONS OF ELIGIBILITY

The age limit may be raised in the following cases .

(a) For candidates who have performedcompulsory military service or other form ofcompulsory service the age limit is raised bythe length of compulsory service performed .Additional periods of voluntary service will notbe taken into consideration . Any request forthe age limit to be raised must be accompaniedby a certificate issued by the appropriatemilitary or other authorities , specifying thedates of the beginning and end of thecompulsory service .

(b ) For candidates who have been out of paidemployment for a continuous period of at leastone year in order to care for a dependent childunder compulsory school age or certified assuffering from a severe mental or physicalhandicap, the age limit may be raised by thelength of time spent out of employment up toa maximum of two years for each child and anoverall maximum of five years . Any request forthe age limit to be raised must be accompaniedby a copy of each child's birth certificate and aformal statement giving the exact dates whenthe candidate was out of paid employment andthe reasons .

The competition is open to candidates who, on theclosing date for submission of applications , satisfy thefollowing requirements .

A. GENERAL CONDITIONS

Article 28 of the Staff Regulations of Officials of theEuropean Communities provides that candidatesmust :

— be nationals of one of the Member States of theEuropean Union and enjoy full rights as citizens,

5 . Knowledge of languages(c ) For candidates with a physical handicap theage limit is raised by three years . Any requestfor the age limit to be raised must be accom­panied by a certificate issued by the appro­priate authority attesting that the holder isdisabled .

Candidates must declare on the application formthat they have a thorough knowledge of one of thelanguages of the European Union (Danish, Dutch,English , Finnish, French, German, Greek, Italian ,Portuguese , Spanish or Swedish) and a satisfactoryknowledge of a second of these languages . Onaccount of the nature of the duties to beperformed, knowledge of English and French isrequired .

The age limit may not be raised by more than fiveyears altogether. Requests for the age limit to beraised will not be considered unless they areaccompanied by the necessary supportingdocument(s).

III . ELIGIBILITY CRITERIA — NATURE AND MARKINGOFQUALIFICATIONS

Before considering applicants' files the Selection Boardmust :

Candidates must have completed a course ofuniversity education and obtained a recognizeddegree or diploma in the field of statistics . TheSelection Board will allow for differences betweeneducational systems .

— determine the eligibility criteria for the competitionon the basis of the special conditions set out in TitleII .B above,

— determine the criteria against which they will assessthe qualifications of the applicants for admission tothe competition, on the basis of the details set out inSection VI below.

3 . Professional experience required

IV. ADMISSION TO COMPETITION AND TESTS

Since obtaining their university degree or diplomaand prior to the closing date for applicationscandidates must have had at least two years'graduate-level professional experience in an areaof statistics closely related to the nature of theduties to be performed.

Practical experience of sampling techniques isrequired .

Any period of in-service training (specialist oradvanced studies) and any postgraduate study willalso count as professional experience, providedthat it is duly certified and related to the nature ofthe duties to be performed. In order to be takeninto account, any period of in-service training orpostgraduate study must be of a level at leastequivalent to that required for admission to thecompetition and subsequent to the recognizeduniversity-level degree referred to in Title II.B.2 .

Details of professional experience must be given onthe application form (Section 13 ).

1 . The appointing authority will draw up a list of thecandidates who satisfy the general conditions and willsend it, with the applications , to the chairman of theSelection Board .

2 . After determining the eligibility criteria in accordancewith the second paragraph of Section III the SelectionBoard will consider the applications and draw up alist of the candidates who meet these requirementsand are therefore to be admitted to the competition .

3 . Before candidates are admitted to the competitioneach candidate's qualifications will be checked toensure that they correspond to the conditionsspecified in the notice of competition . The check willbe based on the information provided by candidateson their application forms and in the copies ofsupporting documents which must accompany theforms . Candidates are accordingly requested tocomplete their application forms with the utmostaccuracy.

4 . Candidates who do not use the official applicationform or who forget to sign it will not be admitted tothe competition . The same applies to candidates whofail to provide all the relevant supporting documentsby the closing date for applications .

5 . Each candidate will be informed in writing whether ornot they will be admitted to the competition .

4 . Specialized knowledge

Candidates must state on the application formwhether they are familiar with the main computertools likely to be used in the course of their duties(Excel or Lotus spreadsheets , SQL or SAS querylanguage ).

will draw up a list of the 16 candidates with the bestmarks, who will be admitted to the written tests .

6 . If at any stage the Selection Board discovers that theinformation given on the application form is incorrector is not confirmed by the supporting documents , thecandidate will be disqualified .

V. RE-EXAMINATION OF APPLICA TIONS

VII . WRITTEN TESTS

A. NATURE AND MARKING

1 . Technical tests of a practical nature concerningsampling in particular in the form of analysis andutilization of economic, accounting and financialdata .

This test will be marked out of 30 (pass mark : 15 ).

2 . Test in theoretical and applied statistics .

This test will be marked out of 30 (pass mark : 15 ).

Candidates who, having due regard to the conditions ofeligibility, believe that a mistake has been made inassessing their application may ask for it to be recon­sidered . In that case, within 30 calendar days of the dateof dispatch (as evidenced by the postmark) of the letterinforming them that their application has not beenaccepted , they should address a letter to the chairman ofthe Selection Board at the following address :

B. TIME ALLOWED

The time allowed for the tests will be determined bythe Selection Board ; candidates will be notified of thetime allowed in the letter inviting them to attend thetests .

giving the reasons why they think that a mistake hasbeen made and quoting the number of the competition .

The Selection Board will re-examine the applicationwithin 30 days of the date on which the letter requestingre-examination was posted (as evidenced by thepostmark).

The Selection Board will notify candidates of its decisionas soon as possible .

VIII . ORAL TEST

A. ADMISSION

The eight candidates who have obtained the bestmarks for qualifications and written tests will beadmitted to the oral test, provided they have obtaineda pass mark in each written test .

B. NATURE OF TEST

VI . EXAMINATION OF QUALIFICATIONS ANDADMISSION TO TESTS

Marks will be given for additional diplomas of the samekind as the minimum diploma required for eligibilityunder Title II.B.2 and for the most recent additionalprofessional experience of the same kind as the minimumprofessional experience required for eligibility underTitle II.B.3 .

Marks will also be given for any additional qualificationsin the field of accountancy.

In no case may candidates be awarded more than 20marks in total for additional diplomas and experience asspecified in the preceding paragraphs . The SelectionBoard will establish the scale of points to be applied .

The Selection Board will examine the evidence ofqualifications submitted and, on the basis of criteriawhich it has determined (see Section III , second indent),

Interview with the Selection Board to enable it tocomplete its assessment of the candidate's suitabilityfor the duties described in Section I above . Theinterview will also test the candidate's knowledge oflanguages and especially of those required on accountof the nature of the duties to be performed (TitleII.B.5 ). Candidates may not change their choice oflanguages for the oral test .

C. MARKING

The oral test will be marked out of 40 (pass mark :20 ).

IX . LIST OF SUITABLE CANDIDATES 2 . The application form, request for the age limit to belowered and photocopies of supporting documentsmust be sent by registered post not later than 25 April1997 (as evidenced by the postmark) to the followingaddress :

Candidates who obtain at least 72 marks in thecompetition will be placed on the list of suitablecandidates , provided they have obtained the pass markfor each of the tests .

Each candidate will be informed by letter of theSelection Board's decision .

The list of suitable candidates will expire on 31December 1998 .

X. APPLICATIONS

Before completing the application form, candidatesshould read the Guide to candidates contained in thisissue of the Official Journal .

1 . The application form accompanying this notice ofcompetition must be duly completed and signed bythe candidate . Photocopies of documents showingthat the candidate satisfies the special conditions foradmission to the competition must be attached to theapplication so that the Selection Board can check theaccuracy of the information provided on theapplication form (Title II.B.l , 2 and 3 ).In compiling their application candidates may not referto documents, applications or other forms alreadysubmitted in connection with previous applications.No material contained in the application will bereturned.

4 . In order to facilitate the Selection Board's adminis­trative work, candidates are asked to quote the namegiven on the application form and the number of thecompetition in all correspondence .

5 . Candidates who are placed on the reserve list andoffered a post will subsequently be asked to producethe originals of diplomas, academic qualifications andemployment certificates for verification .
