Since the last BOD meeting in January my activities have primarily been concentrated upon:

Working with our HOD delegation in Toronto Interviewing candidates for the previously open staff position Meeting with key staff and leadership about a variety of issues and ideas Multiple discussions with the CMC regarding funding for the website redesign

project Multiple conversations and discussion regarding appropriate candidates for the

NCMB PA/NP seat that will be open this year Designing survey, collecting results, and providing report to the BOD in regards

to Executive Director’s performance review My specific list of activities includes:

5/14/12: spoke to graduating class at Wake Forest on behalf of the Membership Committee

5/19/12: attended and provided assistance to Student Affairs Committee with the annual Student Challenge Bowl held at the Stead Center

5/26/12 – 5/28/12: attended the HOD in Toronto as Chief Delegate for North Carolina

5/27/12: attended Q&A session hosted by Glen Combs regarding the title change issue

5/28/12: participated in AAPA/CO collaboration breakfast with a few other chapter presidents and AAPA staff. Mike Borden also attended.

North Carolina Academy of Physician Assistants Campbell University Student Report

August 18, 2012

 

  With our final didactic semester coming to a close, we can hardly believe how quickly this year has flown by! Our rotations are only weeks away and we are eager to continue our educational experience in the clinical setting. The Class of 2014 will matriculate soon and they are eager to begin their PA education. As the charter class, we have set the bar high for future generations of Campbell PA’s and will undoubtedly carry on the traditional principles of Campbell University – faith, learning and service. Faculty Notes: Our faculty has continued to provide excellent guidance for us as we come to a close in our didactic portion of our curriculum. They have continued to challenge us to become the best practitioners possible through continued OSCE exercises, clinical case studies and case presentations. The faculty has also done an excellent job coordinating our Clinical Assessment class, providing us with the opportunity to travel to various clinical sites and practice our history and physical exam skills on real patients. These clinical experiences and the exceptional leadership of our faculty have more than prepared us for our upcoming clinical rotations. Class Notes: Class of 2014 The class of 2014 will matriculate on August 13, 2012. They consist of 40 extremely qualified individuals excited to begin their PA education. We, the class of 2013, have recently written them “Buddy letters” to impart our wisdom for PA school survival. We have also randomly assigned mentors from the class of 2013 to the class of 2014 to be a resource as they begin their journey to become excellent CU PAs. We look forward to getting to know them over the next year as we return for our call-back days. Class of 2013 As previously mentioned, we have really enjoyed our summer semester, mainly because of our Clinical Assessment class. In this class, we have had the opportunity to travel to various clinical sites to practice our clinical skills with real patients; such sites have included Triangle Orthopaedic, WakeMed, Coats Medical Clinic, Glenaire, FastMed Clinics, ABC Pediatrics, Betsy Johnson Hospital, Harnett Health Angier, Benson Area Medical Center, Goldsboro Skin Center. These site visits have provided us with excellent learning experiences and assured us that we are prepared for our clinical rotations. We had 15 classmates travel to the AAPA National Conference in Toronto, Ontario. Our quiz bowl team did very well during the Challenge Bowl; they made us all proud to be Camels. Our classmates had a wonderful time at the CME lectures and doing some site seeing in Canada. This conference was a great opportunity for leadership development among our students and faculty. We are looking forward to attending next year’s conference in Washington, D.C.

Although our summer semester has kept us very busy, we have continued to seek ways to serve our community. We really enjoyed our time at Buies Creek Elementary School while we hosted our first annual health fair field day. We had several educational stations addressing topics such as: personal hygiene, prevention, nutrition, safety awareness. We also had several stations outside including: stretching, Zumba, Karate and relay-races. Even in our short time with the children, we really bonded with them and look forward to continuing the tradition in years to come. Our biggest service project this summer would have to have been our “PA’s Prescribe A Wish” charity golf tournament benefitting the Make-A-Wish Foundation of Eastern North Carolina. I am happy to report that we had over 50 participants and raised $4,950! The tournament was a Captain’s choice style with several competitions including longest drive and closest to the pin. We were also able to honor a Campbell alumnus who was a Make-A-Wish kid, who recently celebrated ten years in remission from Ewing’s sarcoma. The heart of the Campbell University PA program is service and we are thrilled to have such amazing community support. As we close this chapter of our education, we do so with fulfillment and joy knowing we have not only accomplished much in the classroom but have made a huge impact outside the classroom as well. North Carolina Academy of Physician Assistants Duke University Student Report

August 18, 2012

The Duke PA Family has experienced some incredible events during the past quarter. We’ve grown as soon to be clinicians, but more importantly we’ve grown as human beings. The Class of 2013 has been grateful to serve our community by raising money for cancer research, providing non-perishable items to the area nursing home, and organizing an incredible blood drive. We know that great work will continue to be done by the Duke PA classes to come. Many have said that going through PA school is like going through a war together. This analogy is likely used because of the camaraderie and sense of family gained by studying difficult material together, helping one another to balance home life with school life, and becoming lifelong learners in the team sport of medicine. However, for our class this analogy has taken on even deeper meaning. We’ve experienced great losses in this battle to gain knowledge. Fiona Mensah (Class of 2012) died due to a heart condition and Marcus Johnson (Class of 2013) died suddenly of natural causes. As we embark on the clinical year we remember that they were great members of the Duke Family as well as shining stars in the community. We will keep their memory alive in our hearts. Next month we will welcome the Class of 2014 into the Duke Family. We look forward to the continued legacy of teamwork, community service, and a love of learning medicine. North Carolina Academy of Physician Assistants East Carolina Student Report

August 18, 2012

 The summer semester is coming a close with our finals this week. We have had a little bit of time to relax this semester but not as much as we would like. It has been a little bit of a challenge for those of us who have never taken summer classes and would much rather be on a beach right now. But we are hanging in there and ready for our last didactic semester to begin in August! Faculty Notes: The faculty and students thank Mr. Patrick Carter PA-C for his years of service as Interim Chair. We wish him well as he leaves ECU to resume full time clinical practice in Emergency Medicine. We also want to thank Mrs. Kelly Brillant PA-C for her years of service. The faculty and students welcome Alan F. Gindoff DHSc, PA-C as he joins the Department of Physician Assistant studies as Chair and Program Director after 11 years on the Faculty at the School of PA Studies at the University of Florida. Dr. Gindoff completed his PA training at Wake Forest University. The 1st year students are finishing up their exams this week and excited to go on break until the Fall semester begins in late August. The 2end year students are hard at work and looking forward to Graduation in December. As to the new class of 2014, they will be orienting on August 8th and as part of their introduction to PA education for the first time will be participating in team building exercised on a ropes course. Class Notes: 2012 Four students from the class of 2012: Brittany Allen, Kelly Barton, Ali Hoffman and Margaret Potter spent four weeks on a medical rotation in Punta Gorda, Belize at the Hillside Clinic. During their rotation they experienced the challenges inherent to providing acute care, chronic disease management, home visits & hospice services in a resource poor setting. They also spent a significant portion of their clinical time engaged in health education and health promotion, especially focusing on hygiene and nutrition counseling. They worked primarily with an indigenous Mayan, Mopan, and Kekchi Indian population, so learned to better utilize medical interpreters, and also honed their physical exam and history taking skills with limited diagnostic tests. Their understanding of pharmacotherapeutics was challenged and expanded by the limited Belizean Ministry of Health formulary. Two students from the class of 2012: Jamie Camp and Ali Hoffman spent three days in Grapevine, TX at a National Health Service Corps Placement Conference. Both students will serve in medically underserved areas of the United States after they complete their PA studies. The conference provided opportunities to meet and network with job sites actively seeking NHSC Scholars, as well as intensive short courses on contract negotiation, fulfilling their NHSC scholarship obligation, and the primary medical home model, to name a few. 2013 The class of 2013 has been busy this summer!

The Leo W. Jenkins Cancer Center held its annual Survivors’ Day on Thursday, June 21st at 5:30pm. This day honors the spirits of the many cancer victims and survivors in the Greenville area. Ten PA students from the class of 2013 chose to forgo their nightly studies (even with an exam the next morning!) and volunteer at this event. They were instrumental in helping out with activities such as bingo, handing out goodie bags to guests, serving dinner, and assisting with the clean-up.

We had 3 students from our class (Allison Tiffany, Ashley Murr and Melissa Ricker) who attended the conference in Canada this May. They had a blast and learned a lot. Our class is very proud to announce that our very own Melissa Ricker was elected to be the southeastern representative for SAAAPA! This was a position Melissa has had her eye on for a while and was very excited to obtain!

We have also had several students practicing for rotations by volunteering at the Grimeland clinic. The opportunity at Grimesland provides great experience, especially with our clinical rotations coming up. The students worked on taking vitals, physical exam, history taking and soap write up. Also, it was great to meet other student's pursuing a health care career. They also really enjoyed talking with the overseeing doctor, Dr. Irons and hearing other's present their cases.

One of our new faculty members, Mrs. Stokes, set up a day for us as a class to go talk with some of the elderly residents in our community at a local church. It was great to be out in our community building rapport with the older population. Taking a history from a geriatric patient is a different experience than a younger patient. Further, since the PA profession is still fairly new this was a chance for the geriatric population to see what we are, what we do and they can spread the word about the mid-level provider. We broke into small groups and spent an hour with a member of the church and they we made lunch for them. It was a really enjoyable way to learn some new things and see the world through a different generation’s eye.

And for some really fun news we had a group of students take a class project to a whole new level. For our health promotions and diseases class we had to break into small groups and come up with cool ways to help improve some of the communities’ health issues. One group comprised of Adam Rhodes, Justin Adams, Sean Russell and Joe Bartholomew took on the idea of becoming a cool boy band to help promote smoking cessation. If you haven’t seen the video on you tube please take the time to go watch it. The guys did a great job! They are BOYbandemia and the song is called I’ll quit but not today. I believe they are currently working on more songs!

August 18, 2012 Class Updates The class of 2012 is in the thick of rotations, and is starting the big “count down” with only 5 months to go till graduation and PANCE. The class of 2013 will be finishing their first summer semester with exams during the second week of August. Their annual White Coat Ceremony will mark the end of the didactic year on October 19th. The incoming class of 2014 was welcomed to Methodist University for the annual MUPAP “Newcomer’s Luncheon” on Friday, April 13th. It was a wonderful affair and a great way for the new students to begin their transition to PA school life by networking with students, new and seasoned! They will officially begin in August! Golf Tournament The class of 2013 hosted the 3rd Annual Methodist PA Golf Tournament on Friday, May 4, 2011 at the Gates Four Country Club in Fayetteville, NC. It turned out to be a beautiful spring day and was a great deal of fun for the participants, staff, and students. Blood Drive Methodist University PA Program and Cape Fear Valley Health Services hosted a Blood Drive on campus this past Friday, July 20th. A total of 20 units of blood were donated in an effort to “give back” to the community in which we work. Cape Fear River Run 5K and 10k Methodist University PA Program and Road ID will be holding a community fun run on Saturday, September 15, located on the Methodist University campus. Interested participants can register on Active.com, or fill out the attached PDF forms and mail them to the school. In comparison to last year’s 5K, this year we added a 10K as well as divided the run into both competitive and non-competitive events to pull in more participants. We are hoping for a great turnout! Faculty

o On July 12th, WFU held an alumni and preceptor reception to honor and thank these individuals for all of their support at the Umstead Resort in Cary.

o We had several faculty members and staff in attendance for the National Conference in Toronto. This year’s posters included Developing a Basic Science Leveling Experience for First-Year PA Students by E.J. Grant, A.L. Brown as well as Admissions Predictors of Success on the Physician Assistant National Certifying Exam by M.J. McDaniel, G.B. Russell, R.L. Bushardt. In addition, the following talks were presented: When Its Not a Heart Attack: Infectious Disease Causes of Chest Pain by Erich Grant MMS, PA-C, AAHIVS; Alphabet Soup of Rheumatology Testing, CBC on a Slide - What Every PA Needs to Know, and The ABCs of LFTs by M. McDaniel BSMT, MLS(ASCP)SC.

First Year Students Class of 2014 o The first year class of 2014 began their didactic year on June 4, 2012. They

have completed the clinical sciences block which includes intensive study of both anatomy and physiology.

o The traditional White Coat Ceremony was held on Friday, July 20th. o The students are currently preparing for their 1st exam week which includes

standardized patient assessment. They have been studying hematology and dermatology.

Second Year Students Class of 2013

o The second year students are beginning their 3rd rotation on July 30th. They have already completed two rotations and are enjoying the new challenges that arise in the clinical year. Required rotations include internal medicine inpatient and outpatient, emergency medicine, ob/gyn, family medicine, pediatrics, surgery, and psychiatry. Each student also has 3 elective rotations.

o Our students continue to be highly involved in the Piedmont Association of Physician Assistants, continue with their involvement in the PAPA Mentorship program, which pairs 2nd year PA students with practicing PAs in the community as an additional resource.

o 10 students were in attendance at this year’s National Conference in Toronto. Tia Lea represented WFU in the House of Delegates and Andrea Posh represented WFU in the Assembly of Representatives. Andrea Posh was also awarded the AAPA’s travel grant.

o WFU PA Program participated in this year’s National Medical Challenge Bowl. Team members, Hanes Harris, Ram Balu, and Caroline Bell advanced to the second round and had much support from faculty, staff, students, and alumni.

o Our students participated in Habitat for Humanity on Saturday, May 5th as well as the Susan G. Komen Race for the Cure on the same day.

August 18, 2012

The class of 2013 is elated to have finished the didactic year. We have been very busy leading up to this break and are looking forward to starting clinical rotations August 20th.

To recap some events that we have done recently, I wanted to start with announcing the money that we raised during our Spaghetti Dinner Silent Auction; we were able to raise $1200 to go towards funding missions in Haiti and well as local community service projects. We have three students from the class of 2013 going to Haiti this summer with The Baptist Men’s Group.

We also held a health fair at Wingate Elementary which was a big success. We saw 110 students and compiled booths, skits, and activities for them to learn about personal hygiene, dental, nutrition, and what going to the doctor really means. We look forward to continuing this relationship in the future.

Before we left for break, our class took the epackrat and Typhon training. Upon our return we will be doing our ACLS certification, and our White Coat Ceremony is August 17th. It is a very exciting time for the class of 2013.

The class of 2012 continues to work on their clinical sites and volunteer at the free clinic.

The class of 2014 is right around the corner and will be on campus for orientation in a few weeks. We will have our Buddy Program to help the incoming students as best as possible navigate their way thru the first few months. We have been working hard to give them a binder that includes all of the information for our events that we completed this year. We are hoping by handing off some information that some of our projects can become tradition at Wingate University.

In Memoriam

Fiona Lawrence, Duke PA Class of 2012, NHSC scholar and student representative to the NC Academy of PAs, died suddenly on June 11, 2012. Students, faculty, staff and colleagues grieve her loss. Notes of condolence may be sent to Fiona’s mother, Ms. Juliet Featherstone, at 116 Mapleton Road, Murfreesboro, NC 27855. Memorial services were conducted on June 15 in Durham and on June 16 in her hometown of Murfreesboro.

Preclinical Year Update

82 new students will enter the preclinical phase on August 13: o Mean age: 27.3 o 27% minority students o 20% male o 27% North Carolina residents

Clinical Year Update

Seventy-four members of the Class of 2012 received the MHS degree on May 13. The Class of 2012 receives the PA Certificate of Completion on August 3 after the final Senior Seminar, including a PANCE preparation course.

o The first four Underserved Community Scholars, who undertook six months of rotations in one underserved rural community, will graduate this year. Three will be employed in their host communities.

The Class of 2013 begin their first clinical rotations on July 23. There are six Underserved Community Scholars in the 2013 class.

The Duke PA Class of 2013 sent over 40 representatives to the 2012 PA Annual Conference in Toronto.

o This class’ Challenge Bowl team competed through to the final round in the Challenge Bowl competition.

He has been appointed as the Web Master for the new NCAPA web site and will be working with HUMID and Member Max to coordinate all activities of the site with NCAPA staff. We welcome him aboard and look forward to his input to the operations and project development of the CMC. Objectives of the CMC

1. Increase public understanding of PAs as health care professionals who work as part of a team with physicians and other health care providers to deliver high-quality, patient-centered care.

2. Redesign and re-engineer the NCAPA web site such that the development of graphic visual presentation and content management are accurate and consistent with NCAPA standards.

3. Collaborate with NCAPA regional chapters to promote patient care and prevention messages across the profession and throughout the health care community.

4. Boost recognition of how PAs are uniquely poised to draw upon their

medical generalist education to an emphasis on prevention into all specialties and practice environments.

5. Increase health care providers’ awareness of PAs as medical professionals who are key to a coordinated approach to health care.

6. Position NCAPA as an organization that is committed to workforce development strategies that help PAs meet the needs of a growing and diverse patient population and reduce health care disparities within the State of North Carolina.

7. Enhance recognition of PAs as equal members of the healthcare delivery team.

PA Week: The CMC has been discussing ideas for NCAPA’s PA Week. Activities from past years included items such as lapel pins, license plates, and tote bags. Typically, these items have been given to students and NCAPA members. The CMC is interested in finding ways to boost activities that have traditionally been carried out by PA programs in the state. Students from PA programs often develop school-specific activities, such as blood-pressure screenings, lobby displays, or city-wide proclamations regarding PA Week. The CMC feels it will be important that coordination of PA week activities be in concert with the Membership Committee’s ideas. It may be beneficial for a joint committee conference call be conducted between the two committees in the very near future. The CMC has made suggestions for the future including 1) A “captain’s choice” golf tournament or other charity event 2) Contacting area media (particularly the medical/science reporters) with story ideas and the names of content experts, and 3) designing a banner that students could use for school PA Week displays. Web Site Development: HUMID has reported that wire frames and visuals of the new website design were submitted to the CMC on June 15, and that feedback was received on July 1. Most of the feedback concerned site architecture. Next will be a review of suggestions for the visual design. Adam, co-designer presented a tentative production schedule during a recent conference call: July 31 Site architecture updated to reflect feedback August 3 Files delivered to MemberMax August 6 Front-end pages completed by HUMID August 10 Anticipated Website Delivered This production schedule may need to be adjusted, depending upon how long it takes to establish the correct interface between the front-end site and the MemberMax applications. The schedule may also have to be pushed out to allow for a committee meeting where priorities can be discussed. The CMC discussed the desirability of a face-to-face training session for the NCAPA staff on the upkeep of the new website. Ideally, the training should include representatives from both HUMID and MemberMax. Finally, it is our understanding that MemberMax has three face to face training sessions already planned with the NCAPA staff. We have requested HUMID to

The CMC is interested in targeting email interest groups such as: 1) Specialty PA groups, 2) PA industry news, 3) Political action in NC, etc. We recommend that potential threat – Leaders could opt-out of the Pulse because they don’t want to see all areas of information published. Make sure these targeted emails are in addition to the Pulse. You may want to make the subjects start like this: THE PULSE: Sample Headline or PA NEWS: Sample Headlines. We will need to utilize the following social media sites to get our message out:

Action Item from the CMC – Continue Consultant for the next three months “Move that the NCAPA Board of Directors approve the CME co-chairs recommendation to continue the consulting services from Business One for the benefit of the CMC strategic plan and implementation of the CMC activities that will strengthen NCAPA abilities to market and communicate using the best modes to non-members, state medical organizations, media and the public at large the benefits of PA utilization in a cost effective manner. And, furthermore allow the CMC to take from the Committee’s budget a sum of $2500 for such services”. Fiscal Impact: The request is being made to use the committee’s already approved budget. This is not a request for new money nor is it a request to increase the approved CMC allocated budget of $10,000. We are requesting permission to use committee’s budgeted money to extend consulting services. This ends the CMC report to the BOD. Conference Planning Committee Report August 18, 2012

Members: Paul Hendrix (Chair), Bill Vaassen, Bud Shelton, Roger Page, Ray Brown, Josh Smith, Marc Katz, Mike Borden (staff), Erin McClure (staff), Carin Head (staff), and Lee Busselman (staff). The Conference Planning Committee continues to prepare for our 36th Annual Summer Conference which has been scheduled for August 19-24, 2012. The Kingston Plantation, a Hilton and Embassy Suites Resort, will serve as our Conference Headquarters. Closed circuit transmission of general sessions will be available in ALL Kingston Plantation accommodations. As of today (7-26-12), 842 PAs and NPs have registered. At this same point in time last year, we had 820 registrations for the 2011 Summer Conference. All North Carolina PAs and Nurse Practitioners have been invited as well as all PAs in the Southeast Region. Our CME Program has been designed to conclude in the early afternoon each day to allow plenty of time to enjoy Myrtle Beach. Conference highlights will include our traditional 5K Fun Run, Golf Tournament, plus Horseshoe, Volleyball, Pier Fishing, and Sand Sculpturing Tournaments. Back by popular demand, we will again have workshops for Suturing Techniques, Dermatology, Emergency Medicine, BLS, ACLS, and PALS. New this year, we are planning Musculoskeletal Exam and Joint/Soft Tissue Injection workshops. The Welcome Reception/Pool Party is planned for Sunday August 19th at 6:30 pm. Please join us for food, fun, and music. On Thursday night a poolside NCAPA Reception has been scheduled. Flash Drives - Each attendee will receive an NCAPA branded flash drive preloaded with all the conference presentations in place of a binder. This represents a savings of nearly $12 per attendee. Attendees have the option of purchasing a printed binder onsite. Social Media- This year there will again be a strong online social media presence for the Summer Conference. We will be on Facebook and Twitter talking about the conference and posting pictures to create more visibility of our conference. We encourage you to “comment”, post pictures, and “retweet” to spread the fun on the conference. SUTURING WORKSHOP - The Suturing Workshop is scheduled on Tuesday afternoon. A low student-to-instructor ratio ensures that every participant gets instruction in instrument handling and specific suturing techniques. All materials are provided. The only requirement for participation is a willingness to learn. ANNUAL MEMBERSHIP MEETING - The Annual Membership Meeting will be held on Monday morning. President Vann will present a “state of the academy” report and NCAPA officers and Board Members will be available to answer questions. PIER FISHING TOURNAMENT - The popular Pier Fishing Tournament will again be held at the Apache Pier which is within walking distance of our conference headquarters. Tournament fishing hours will be from Tuesday 6AM through 12:00 noon on Thursday. Awards for the biggest fish and the most fish caught will be presented. Tournament rules, sign-up sheet, and other information will be available at the registration desk. GOLF TOURNAMENT - This will be the 20th year for our Endowment Golf Tournament! Myrtlewood is only minutes away from our conference facility and offers beautiful and challenging play. We will again be offering prizes for the 1st, 2nd and 3rd place teams as well as prizes for longest drive and closest to the pin. All proceeds go to the NCAPA Endowment and the education of aspiring PAs.

ANNOUNCING THE NCAPA RECERTIFICATION EXAM REVIEW

February 24 - March 01, 2013

The NCAPA Recertification Exam Review has been scheduled for Feb 24 -Mar 01, 2013. The Sheraton Imperial Hotel and Towers, in Research Triangle Park, North Carolina, will be our conference headquarters. The hotel is conveniently located on I-40 near the Raleigh/Durham Airport. This prime location permits easy accessibility to Raleigh, Durham, and Chapel Hill.

RECERTIFICATION WORKSHOPS In addition to our traditional Continuing Medical Education Program, we are planning lectures and workshops specifically designed to prepare PAs for the six year cyclic Recertification Examination given by the National Commission on Certification of Physician Assistants (NCCPA). Recertification Workshops offered will include ECG Review Session (designed for the clinician who may not routinely interpret ECGs. It will include basic interpretive methods as well as components of the normal ECG contrasted with the abnormal; practice 12-lead ECGs, rhythm strips, and test question examples will be provided.), Radiology Workshop (review of common radiologic studies needed in emergency and primary care and interpretation of chest x-rays), BCLS Workshop (overview of cardiopulmonary resuscitation methods and cardiac risk factors including a pre and post test and practice of CPR skills on mannequins. Certification will be awarded upon successful completion.)

PRACTICE RECERTIFICATION EXAMINATION An on-line practice examination will be offered prior to the conference and also following the conference so that participants can track their learning experience. This year, we will again offer a Computerized Practice Exam. In cooperation with Prometric Testing Centers (NCCPA Testing Center), we will offer a computer based PANRE which is in the same format as the genuine Physician Assistant National Recertification Exam (PANRE). Participants will go through a brief tutorial then advance through the exam just as they will when just as they will when they sit for the actual PANRE.

39 HOURS OF CME We plan to offer a maximum of 39 hours of Continuing Medical Education. All speaker presentations will be reviewed, by the Professional Development Task Force, to ensure that the material presented will be 100% geared toward preparing PAs for the PANRE. Conference programs will be available in October 2012. We are expecting a large turn out of Physician Assistants from North Carolina and the Southeast. For hotel reservations call 919-941-5050. Quarterly review of banking/checking accounts: As directed by the BOD in 2010, the Treasurer, CEO and Finance Committee chair review the Academy's accounts each Quarter to ensure that funds in excess of $250,000 are moved to CDARS accounts. This helps to ensure funds will be fully ZFDIC insured in the event of bank failure/catastrophe. After review of second quarter, there was slight overage BUT, summer conference expenses should quickly lower levels to acceptable range. 2. May 22 2012 Conference call with IAC chair Audrey Tuttle, Treasurer and CEO regarding audit report. 3. Finance Committee conference call July 10, 2012 Discussion regarding Convention Cancellation Insurance Coverage After good discussion over two bids, it was thought to be prudent to clarify several points with both the insurance providers and Kingston. We hope to have a recommendation prepared for the August 18 BOD meeting. 4. Further discussion as to making the monthly financial reports easier to read/understand our expenditures. Paul/Mike will coordinate with our accountant and report back. 5. Quarterly review of Schwab account: After second quarter review there is no excess available for disbursement. August 18, 2012

PAAC report also included Legislative Update We will begin formulating a legislative plan as this year ends. An online way to communicate to our elected officials (similar to AAPA’s Capital Wiz but on a state level) is being implemented. North Carolina Division of Medical Assistance The DMA has published a draft of a proposed rule, which would require credentialing of all PAs and NPs who provide service to their recipients. In addition incident to language is still included (though no talk at all about rate reductions) and they are going to require training prior to enrollment and they are going to charge an undetermined fee for the training session. This training would not necessarily have to be done by the provider and will be available web based. Mike contacted DMA concerning costs and we were assured when this was finalized they would let us know. I would like to emphasize that this is still in draft form and subject to change. We will continue, with our partners at NCMS, to monitor this and make appropriate comments when necessary. Anyone who would like a copy of the proposed draft regulations please let me know. New Members I am happy to report that the committee has added 2 new full members and 1 student member since my last report. Strategic Goals 1. Government Affairs: Continue to extend our reach in legislative and reimbursement

North Carolina Medical Board Meeting Wednesday July 18,2012 Allied Health Committee The North Carolina Nursing Board will be conducting the compliance reviews for nurse practitioners. It was brought up that it is necessary that the information obtained be readily available. Dr. Walker and Ms. Robinson stated that the information would be brought forth in the open portion of the joint subcommittee meeting. Midwifery- there are many questions concerning how they are being supervised. It appears the emergency rule that was brought forth is in conflict with existing statue. There will be a meeting at the end of July to discuss their vague statues Physician Assistant Advisory Council The PA Audit from 2011 showed PAs were in compliance 69% of the time up 10% from the previous year. The majority of non compliant issues were information not being complete on written rx pads, back-up supervisor sheet not dated or signed, supervisory arrangement not clear and the QI meetings were lacking. There will be further discussion in the Licensure Committee about the development of an open book exam when a licensee first applies. This will be on rules they should know prior to starting practice. No specifics have yet been developed as to when this will start, what happens if you fail, etc. A public hearing will be held on October 1 concerning the Limited Volunteer License. The major points are:

A PA who has an active license in NC may convert that full license to a limited volunteer license simply by request A PA who has an active license from another state or jurisdiction may obtain this type of license by completing a license similar to that of an Expedited License Application.

If approved at public hearing and passes Rules Review it is anticipated this will become effective December 1. The most recent rulemaking comes from the self treating task force of the Medical Board. It applies to all licensees stating that you shall not prescribe controlled substances for your own use, or a member of your immediate family which means a spouse, parent, child, sibling, parent-in-law, son-in-law, daughter-in-law, brother-in-law, sister-in-law, step parent, step-child, step-sibling or any person living in the same residence as the licensee or anyone the licensee is having a sexual relationship with. For PAs and NPs this also includes your supervising physician.

PAs will be asked to have an education form completed similar to that of MDs and DOs. The first page is to be done by the registrar and second page by the program. There was discussion how to make this clearer to the programs as to who shall complete what and the need for a signature line on the portion the programs are filling out. For information it was brought up that NCCPA is looking to see that Uniform Service Personnel be reported to the National Data Bank if appropriate. Policy Committee OLD BUSINESS Position Statement Review - Care of the Patient Undergoing Surgery or other Invasive Procedure The Committee voted to amend the current position statement, striking “He or she alone bears responsibility” to “The Surgeon bears responsibility”. Also amended, “the assessment shall include a review of the patient’s data and an independent diagnosis relative to the procedure by the operating surgeon…” Position Statement Review - Writing of Prescriptions The Committee voted to amend the current position statement, striking “The practice of pre-signing prescriptions is unacceptable to the Board.” and replaced it with, “No prescription should be issued by a practitioner which is inconsistent with a Board position statement.” The Committee added the following statement, “Each electronic prescription for a DEA controlled substance (2, 2N, 3, 3N, 4 and 5) should be issued separately and comply with DEA regulations.” NEW BUSINESS Position Statement Review - The Physician-Patient Relationship The Committee voted to amend the current position statement, “This same fundamental physician-patient relationship also applies to mid-level health care providers such as physician assistants and nurse practitioners in all practice settings. Positions Statement Review - The Retired Physician No changes offered Position Statement Review - Referral Fees and Fee Splitting The Committee reviewed NCGS Chapter 90; Article 27, entitled “Referral Fees and Payment for Certain Solicitations Prohibited” which states, in part, “A health care provider shall not financially compensate in any manner a person, firm, or corporation for recommending or securing the health care provider's employment by a patient”. Questions centered on a MD paying a fee to Groupon for pre-paid vouchers issued by Groupon to Groupon subscribers who purchase the vouchers. Groupon “‘facilitates” the purchase of MD’s pre-paid vouchers which offer promotional discounts for MD’s services. A patient purchasing a voucher from Groupon pays for the price of MD’s discounted service plus additional promotional, advertising, administrative, and “offer facilitation” fees to Groupon. The Committee was concerned about the ethical issues of using a group discount service for medical services.

Board Review Request - The Board asked the Committee to review a request that physicians disclose in writing to their patients receipt of monetary consideration from a pharmaceutical company when prescribing a medicine made by that company. The Committee felt the provision within the Physician-Patient Relationship position statement, stating, “…it is the Board’s position that it is unethical for a physician to allow financial incentives or contractual ties of any kind to adversely affect his or her medical judgment or patient care.” was sufficient in stating the Board’s position regarding receipt of monetary consideration.

Health Committee Report August 18, 2012

Health Committee Mission: To ensure the continued health and effectiveness of highly trained, competent physician assistants for the benefit of the public’s health and safety. Members: Amy Boucherle, Chair L. Gail Curtis Daniel Mattingly Oswald Ganley Charles Kober Activity Report:

1. The committee met in Winston-Salem on July 25, 2012. 2. The committee would like to expand its goals to promote PA health and wellness. The mission

statement will be reevaluated by the committee. 3. The committee will present a plaque to Donald Wall on behalf of the Academy at his retirement

reception on August 8, 2012 in gratitude of his commitment to the health of PAs during his career. Board approval has been obtained and the plaque has been ordered.

4. Despite an increase in NCPHP PA interventions this year, NCAPA’s resources to assist with treatment and recovery are severely limited. PAs have poorer treatment outcomes that directly correlate with decreased access to care. The committee invites each member of the Board to donate to this fund to improve treatment outcomes for PAs. Currently, Kober Treatment Grant gifts are not listed as an option on the Endowment webpage. Members cannot readily donate to the grants via the NCAPA website since this category is found on the online store.

5. Due to limited funding, the committee’s annual retreat will be funded by individual committee members in attendance.

6. Charles Kober will facilitate12-step meetings held during the 2012 Summer Conference. We plan to provide meals.

7. The committee invited 3 speakers to present at the 2012 Summer Conference. All three are confirmed. The health committee will continue to select and invite speakers for this event.

8. L. Gail Curtis continues to serve as liaison to NCPHP and remains a voting member of the NCPHP board. Daniel Mattingly is serving as the PA consultant for NCPHP.

Committee Goals:

1. Reevaluate mission statement and establish goals for the health committee to address total PA health and wellness.

2. Continue to ensure that impaired PAs receive access to and assistance with treatment through NCPHP. Demonstrate support of PAs pursuing treatment through Kober Treatment Grants.

3. Continue to raise funds for Kober Treatment Grants. 4. Educate and inform the Academy and PAs throughout the state about resources available to

protect their health and wellness. 5. Recruit committee members during the Summer Conference and through The Pulse. 6. Recruit PAs to serve as monitors for colleagues under NCPHP contract.

Internal Audit Committee Report August 18, 2012

Members: Audrey Tuttle, chair, Lisa Shock, Wayne Von Seggen, Patricia Dieter Activity Report: A conference call was held with the members of the audit review team to discuss the preliminary audit that was received for the year ending 2011. There were no major issues with the report and the recommendations were sent back to the auditor. The final audit is attached. The audit committee met by conference call on July 26, 2012 and the following potential and material weaknesses were addressed: Potential Material Weaknesses: Segregation of Duties –

1. Bank Statements and Reconciliations: no person without check signing authority reviews all the monthly bank statements to ensure proper signature and endorsement of payee. Action Item: Request monthly electronic copies of all checks to be added to the monthly bank statement to verify payee and endorsement of the checks and to make this information available to the accountant. The Finance Committee can then review on a monthly basis.

2. Reconciliation of the Database Records to the General Ledger- this issue has been addressed in the previous audit and is being done on a biannual basis. This has been implemented in 2012. This should be entered in the finance committee minutes.

Opportunities to Strengthen Internal Controls and Operating Efficiency –

1. Maintaining Books and Records: Currently the Treasurer maintains an offsite Quickbooks. On a monthly basis, the contract employee imports the data from the QuickBooks file. The CEO does not have access to real time information and reporting useful to managing the Academy. A recommendation was made to implement one accounting software package maintained at the Academy office and utilize technology to allow the Treasurer and contract Accountant to have remote access to the books and records and grant the CEO read only access. Action Item: We recommend amending the Quickbooks Application that is currently in use to allow the CEO to have real-time read only access to the file. This should be implemented by January 2013.

2. Security of Check Stock: Currently the check stock is maintained at the Treasurer’s

residence. A recommendation was made to consider technology to allow the Treasurer to remotely access the books and records maintained at the Academy’s office for recording receipts, disbursements and printing checks. Action Item:

We recommend maintaining the check stock at the Central Office and to provide the software for the treasurer to prepare the information and for the checks to be printed and distributed from the same location.

Action Item: We also recommend to budget to have a full audit next year to ensure that our potential material weaknesses are addressed and resolved.

The Membership Committee has not been extremely active since the last BOD meeting. We have recently been assigned a staff person, Lee Busselman. Plans have been made for another Membership Focus Group at the Summer Conference. The focus this year will be on Member Benefits. We will present the list of member benefits and ask that these be ranked and then ask the participants to provide at least 3 ideas for benefits that they recommend we investigate. No applications have been received for consideration of Honorary Membership category. There have not been any formal group activities since the last board meeting. There will be an informal meeting of regional chapter presidents during the summer conference to exchange ideas and network. It is undecided whether to pursue another regional chapter workshop this fall. The regional chapter committee chair would like to propose a task force to explore the necessity of a regional chapters committee. The recommendations should be completed prior to assigning committees for 2013. PAPA will be holding their annual fall seminar on Saturday October 13th offering 7 hours of free Category 1 CME. Action Item: The Regional Chapter Committee recommends a $500 donation to support the PAPA fall seminar on October 13, 2012. (Please see attached request). 1. The SAC hosted the NC PA Challenge Bowl on Saturday May 19th at the Stead Center. We had a very successful event with 27 participants representing 5 of the NC PA Programs.

2. Prepare for 2012 Student Leadership Retreat- The 2012 SLR is scheduled for October 20th at the Stead Center. We are currently working to finalize the agenda and secure speakers. We would like to invite all board members to attend the SLR. We will include a student board orientation during this retreat to orient the newly elected representatives from each program.

3. SAC is working with Lee Brusselman to schedule and visit all of the PA programs for their new incoming student orientation. Dates have been solidified for Wake, Duke, Campbell, and Methodist. We are still waiting to confirm dates with ECU and Wingate. During this orientation, Lee Brusselman and a representative from the Board will provide students with background of NCAPA and encourage student involvement with NCAPA committees, NCAPA PA regional chapters, and alumni associations.

4. Student Affairs was charged to develop recommendations for student funding support for attendance at AAPA annual conference. We met via conference call on July 19, 2012 and reached consensus on funding in support of NCAPA sponsored student programming rather than individual student and/or PA program. The group recommendation for the Board is that in 2013 a budget allocation be made for general Student Leadership Programs, rather than for scholarships to the national conferences. We will continue our discussion and provide a more specific recommendation/budget request along with detailed programming ideas before the November BOD.

Since the last Board meeting, the Trustees have reviewed a total of 23 applications for the Endowment Scholarship. By the time this Board meeting convenes, recipients will have been selected. Applications are being received for the Joyce Nichols Community Service Grant. This grant is open to any physician assistant or physician assistant student in seeking supplemental funding for a community based service program. Fundraising events for this Summer’s Conference will be the annual Endowment Golf Tournament and a Blood Drive. The next meeting of the Endowment is slated for early September.  Endowment Trustees: Elmira Powell, (President), Don Metzger (NCAPA Executive Committee appointee), Ray Brown, Alisha DeTroye, Rob Holliday, Gail Marion, Suzanne Reich (treasurer), Brenda Scronce, (secretary), Jim Hill, and Robert Wooten. Since the last Board meeting, the Trustees have reviewed a total of 23 applications for the Endowment Scholarship. By the time this Board meeting convenes, recipients will have been selected. Applications are being received for the Joyce Nichols Community Service Grant. This grant is open to any physician assistant or physician assistant student in seeking supplemental funding for a community based service program. Fundraising events for this Summer’s Conference will be the annual Endowment Golf Tournament and a Blood Drive. The next meeting of the Endowment is slated for early September. The 2012 EMS Protocols have been approved and are now posted http://www.ncems.org/nccep2012.html Additional medications have been added by the NC Medical Board to EMS Scope of Practice: --Ketamine --Propofol --Octreotide These medications can be used if an EMS Agency develops protocols for their use according to restrictions. For example, propofol can only be used during interfacility transport. It also requires notification of the date, time and location of the public hearing on the rule and any fiscal note that has been prepared in connection with the proposed rule. The Division of Health Service Regulation has submitted form OAH 0300 to the Codifier of Rules, Office of Administrative Hearings, indicating our intent to adopt the following Emergency Medical Services rules: · 10A NCAC 13P .1501, .1502, .1503, .1504, .1505, .1506, .1507, .1508, .1509 The Division also intends to repeal the following Emergency Medical Services rules: · 10A NCAC 13P .0701, .0702 The public hearing is scheduled for September 18, 2012 at 10:00 a.m. in Room 131, Wright Building, 1201 Umstead Drive, Raleigh, NC 27603. The building is located on the Dorothea Dix Hospital campus. The Division is accepting public comments on this rule and fiscal note from August 16, 2012 – October 1, 2012. August 18, 2012 Members: Christian Schulz, Michael Borden, Glen Combs, Lisa Shock, Audrey Tuttle Mission: To provide a means for North Carolina PAs to participate in the political process on the state level by supporting candidates who are committed to the principles that drive the PA profession. By providing this support, the PAEC helps develop strong legislative advocates for the PA profession and helps ensure that those advocates can continue working to promote the interests of physician-PA team practice and patients for many years to come.
