More than health is at stake as roads empty and foot traffic clears for stores and restaurants. In response, federal, state and local governments — and even private businesses — are offering assis-tance to business owners and employees alike to see them through tough times.

SBA loansThe U.S. Small Business Administra-

tion has authorized low-interest loans of up to $2 million for all businesses in California impacted by COVID-19. In certain circumstances, that cap can be increased for large employers. Loans are available to pay fixed debts, payroll, accounts payable and other bills. Inter-est rates are 3.75% for small businesses and 2.75% for nonprofits.

The Economic Injury Disaster Loan can be applied for at https://disaster-loan.sba.gov/ela/. SBA loans offer long-term repayment plans. More disaster assistance is available from the SBA at sba.gov/disaster. The SBA expanded the program to all counties within states that meet necessary criteria, including California. Loan applications can be taken by phone, but waiting queues may be long. Fresno SBA Director Dawn Go-lik suggests applying online. Businesses have until Dec. 16 to apply.

Mobile takeout solutionsOne Fresno-based tech company is

offering free app development for res-taurants amidst indefinite closures.

Ordrslip announced Wednesday it would waive the initial set-up fee as well as the first three months of service for

restaurants that have had to close their dining rooms in response to the emer-gency declaration by the City of Fresno. The savings totals $1,300.

“Your restaurant’s seating area might be down, but your take-out capability doesn’t have to be,” the announcement read. “We can help keep your delivery service in-house and keep your business staffed and responsive.”

Online delivery apps can cost 20-30% of the ticket price, said Chuck Van Fleet, president of the California Restaurant Association, in an interview.

“We are staffed up and have team members waiting to build your online ordering systems and mobile apps as fast as humanly possible. We know ev-eryday counts and are here to assist you as best as we can,” the announcement read.

Work with creditorsCreditors are aware of debt problems

with businesses, said Tate Hill, director of administration with small-business lender Access Plus Capital. Stay in close contact with lenders. A number of lend-ers are looking at ways to support cli-ents, including deferment, Hill said.

UnemploymentBusinesses that are considering lay-

ing-off workers or reducing hours have options available through the Employ-ment Development Department of Cali-fornia. Legally operating businesses with employees can apply for the Work

Sharing Program, which supplements income for employees.

Accessing elected officialsAccess to legislators will be limited.

It seemed to happen in a flash.On Sunday, Gov. Gavin Newsom

ordered bars, wineries and taprooms to close and for restaurants to decrease seating by 50%. In Fresno, a declaration by the mayor orders bars that don’t serve food to close.

By Tuesday, Fresno and Clovis both ordered all restaurant dining rooms to close, and to offer takeout services only.

“If nobody can go out to eat, then we can’t be in business anymore,” said Ian Cookson, owner of Libelula, a restaurant in Downtown Fresno.

It’s no mystery that calls for self-isolation will have a direct impact on the service industry. At the same time, resources are being made available for both workers and business owners. For restaurant owners wondering how they’ll keep the lights on and doors open, resources by way of loans, to-go options and disability insurance are trying to make their way to business owners.

Cookson said at Libelula and The Vineyard Restaurant and Bar in Madera, where he is executive chef, business last week was down between 25-30%.

The Vineyard had closed the bar portion of the restaurant.

Quesadilla Gorilla, which has locations in Fresno and Visalia, announced it would eliminate dine-in options and limit orders to take-out and delivery. CRU Winery in Madera said it would be canceling events and closing its tasting room, only providing wine purchases and pick-ups for club members.

At Vino Grille & Spirits in Fresno, business slowed significantly on Sunday following the announcement by the

governor’s office.“We were really slow last night,” said

Chuck Van Fleet, owner of Vino Grille.This last weekend was a bellwether

for his and many other restaurateur members of the California Restaurant Association. Before the announcement by the governor’s office, the weekend was “extremely average.”

In response to the crisis, the U.S. Small Business Administration has created the Economic Injury Disaster Loan for businesses impacted by the

coronavirus. The program offers up to $2 million per business.

In anticipation of lowered attendance numbers — before the dining-in restrictions — Van Fleet instituted a few cultural changes in response to coronavirus fears. Whereas before, Van Fleet hated seeing cleaning supplies in the dining room, he’s making a point to have them be visible to assure everyone of how seriously the food industry takes cleanliness. Tables, chairs and menus all get disinfected before use.

“Before, it didn’t look good to have a spray bottle of cleanser on the floor,” said Van Fleet. “Now it does.”

Before the governor made the announcement to decrease seating, Van Fleet had already discussed doing so with his wife. Now tables and chairs are spread out.

They’re taking the steps extra steps at Libelula and at The Vineyard.

“Most of the stuff was getting done already, but having somebody say it makes you want to do it a little more,” said Cookson.

Some of those precautions have paid off. Cookson said talk on social media makes it seem people are aware of how the crisis may hurt small business. Buying gift cards is a great way to help. Restaurants are also expanding to-go and delivery options. Even eateries that may not have done so in the past are figuring out the logistics, said Van Fleet.

Uber Eats is getting rid of delivery fees on orders as well as offering daily payouts for drivers instead of weekly payouts, according to a press release.

GrubHub is also doing the same. Requests for response from Doordash were not returned by press time, but Van Fleet said he had heard the company was doing contact-free deliveries where

food was left on the doorstep and customers would be notified by text message when the food arrived.

The problem, however, is the service fee, which is not being waived. On a hundred dollar order, as much as $20 could be taken in order to be featured on the delivery website.

Van Fleet urges people who might want to help out their favorite local restaurant to call them up and place the order directly. While that may require having to leave the house, it means that restaurant will see all of the profits.

Many restaurateurs feel they provide an essential service so people can eat while they’re stuck at home, said Van Fleet. The problem is figuring out the break-even point.

But there remains a harsh reality: Cut hours and possibly even layoffs may be necessary to stay open, said both Van Fleet and Cookson.

“I love these people but I also love my business, and I have to keep it going as long as I can,” said Cookson.

The state Employment Development Department said that funds are being made available to workers whose hours are being cut via disability insurance and can supplement between 60-70% of wages. They have also eliminated waiting periods for unemployment insurance claims for layoffs.

“One thing I’ve learned working in the restaurant industry is that there’s no way to predict anything,” Cookson said. “But I think even if you could halfway predict anything, this wouldn’t be on the page at all.”

Eateries see immediate impact of coronavirus crisis

For operators of hotels restaurants and gas stations — along with ride-share drivers, caterers and other businesses serving tourists in the Fresno area — it has been a rough week.

The 9th Annual Central Valley Regional FIRST Robotic competition, billed as a “high-energy high-tech spectator sporting event,” was scheduled to run this past Friday and Saturday at the Fresno Convention Center.

Normally, the event brings in about 6,000 participants and spectators, most of them filling rooms at local hotels and patronizing restaurants and other businesses.

But that changed on Thursday of last week, when it was announced the robotics event was postponed, one of a plethora of such announcements that day involving cancellations of school and college classes and sporting events ranging from local to national.

The spread of COVID-19 has been so fast and far reaching that across the globe it has sparked travel bans and even quarantines of entire communities, as well as border closings and international travel restrictions.

Organizers of Friday’s 2020 Social Enterprise Expo at Cornerstone

Coffee Co. in Downtown Fresno had considered cancelling the event spotlighting socially-conscious local businesses, but after consulting with officials at Fresno Pacific University — putting on the event though its Center for Community Transformation — and the Fresno County Department of Public Health, they decided that with less than 250 people expected to attend, it was relatively safe to go forward.

Still, a lot of people there greeted each other with fist and elbow bumps rather than shaking hands.

Amid all the news came the announcement about the Robotics event, even though some involved already had checked into hotels here, said Layla Forstedt, president and CEO of the Fresno/Clovis Convention & Visitors Bureau, which works to bring events to the area that generate local hotel stays.

“Of course, when you don’t bring hotel [stays] and tourists in, it affects everybody, ” she said, adding that even events that aren’t high profile can bring in thousands of people and losing them can hurt businesses here.

This past weekend was made worse because the California USA Wrestling event for youths that had been scheduled last Friday through Sunday at Selland Arena also was postponed.

The city’s convention center complex

has since been shuttered, as well as the Selland Arena.

“That’s a huge room-generating event” that was expected to bring in another 10, 000 visitors Forstedt said. “They stay at about 15 hotels.

“Fortunately they’ve rebooked this event for June,” she said, adding there are concerns that if the pandemic concerns don’t deflate by then, delayed events may not happen.

Since last week, things have gotten worse, with other events including Clovis’ Big Hat Days, the “Valley Made” Manufacturing Summit in Fresno, the California Antique Farm Equipment Show in ‘Tulare, The Porterville Chamber of Commerce's 22nd Annual Iris Festival, and the Sequoia Regional Economic Summit in Visalia all being cancelled or pushed back to later dates.

There are smaller events cancelled or postponed, including a car show and a comedy show in Tulare, said Donette Silva Carter, CEO of the city’s chamber of commerce.

“We cancelled our business expo until September,” she added.

These events weren’t expected to generate many overnight stays, but even events that bring people in just for the day and get locals moving about are important income generators for bars, gas stations, stores, restaurants and other businesses, along with the

sales taxes attendees and the events themselves would have generated, Carter Silva said.

“So it definitely has that fiscal impact,” not only to businesses but also to community and charitable groups that had planned to generate income from those events.

While it is a benefit most of those events are planning to reschedule for later dates, there are concerns those later dates may not happen, Carter Silva said.

As for business operators, “They’re worried about keeping their businesses open, particularly with people staying home more to avoid coronavirus exposure and various cities announcing restrictions intended to reduce the spread, with restaurants and bars being particularly hard hit.

In Tulare, restaurants have been forced to close their dining area, as has happened in Fresno and other communities, Silva Carter said.

“They are worried over the loss of revenues when you have to go from all the dining-in experiences, where you’re going to have the greatest amount of your revenue to take-out, curbside delivery,” Carter Silva said.

Virus worries prompt postponing of large events, visitor losses

Mary Ellen Sanchez, a single mother of six in Fresno, works as an in-home supportive service provider for two women. One is paralyzed from the neck down, and the other one is in her late 60s.

Like over 400,000 in-home supportive service workers across the state represented by the Service Employees International Union Local 2015, she receives only two days of paid sick leave a year, whereas California mandates at least three days for full-time employees. And in the era of COVID-19, she’s on the front lines: the elderly and immunocompromised are most at-risk for contracting the novel coronavirus.

“I’ll stay home if I get sick,” she said. “But I don’t have any savings. I never thought something like this would happen.”

In California, the novel coronavirus has caused six deaths, with 335 confirmed cases. On Sunday, Fresno County declared a state of emergency after health officials confirmed a second case and await results from several dozen swabs.

State and federal officials are advising people to work from home if possible. Telecommuting is easy for many tech workers, engineers and financial professionals, but lacking that luxury, low-wage employees working high-contact jobs are worried about being laid off or running out of sick days.

Still, Sanchez isn’t letting worries of the virus take over.

“I don’t believe in stress. I leave that for the rich people,” Sanchez said. “I have six children and I’ve been a father and a mother to them all my life. I’m a survivor.”

Bars and restaurants shutterOn Sunday, California Gov. Gavin

Newsom called for the closure of all bars, wineries, night clubs and brewpubs. Restaurants are restricted to serving only half their maximum occupancy at a time to create space between diners.

Chuck Van Fleet, president at Vino Grille and Spirits, said restaurant workers across Fresno and California are facing unemployment.

“If we cut 50% of our seats, we have to cut staff as well,” Van Fleet said. “The overwhelming concern from all the restaurant owners is, how are we going to pay our workers and how are we going to take care of them? They’re the glue that holds restaurants together. We really need this Senate relief bill passed with guidelines and explanations. Everything’s a wait-and-see till that gets passed.”

If economic relief is offered, Van Fleet said, restaurant owners may be able to keep paying workers their hourly wages. But the biggest loss workers face is in tips, which won’t exist without

customers.California has made it so that

people who had hours cut or became unemployed because of the virus can file for unemployment benefits. People who are ill or quarantined due to COVID-19 are also eligible for short-term disability. The Governor’s Executive Order waived the one-week unpaid waiting period for these benefits.

Grocery stores and pharmacies remain open, however, which worries some workers.

Danny Cervantez, 53, a meat cutter at SaveMart in Visalia, is scared of catching the virus from one of the hundreds of customers who come to his store.

“I’ve never seen anything like it in my 34-year career. There were so many people, hundreds of people, coming through that door with no masks, no gloves, coughing and sneezing. Emptying all the shelves,” Cervantez said. “And I’m like, oh my God. I don’t want to take that home to my family.”

He only has three days of paid sick leave a year, and already used two to take care of his father, who has congestive heart failure. He said he couldn’t afford to take off more than that.

“It would be devastating,” he said. “I’m just a regular blue collar worker. It would just hurt us all the way around.” 

Large employers respondWalmart, the largest private employer

in the U.S., announced on Tuesday that employees who test positive for the virus or are subject to mandatory quarantines would receive up to two weeks of pay, and that employees would not be penalized for unpaid absences through the end of April. They have also limited their store hours.

Uber, Lyft, Instacart and Amazon sent similar notices to their employees.

But for Melissa Love, who stocks and unloads shelves at a Walmart in Long Beach, that’s not enough. She had a runny nose, a fever and a cough last Wednesday but couldn’t afford to take unpaid time off, so she went to work anyway.

“It’s nothing major like the flu. I’m hoping it’s just a cold,” she said.

Love constantly washes her hands and keeps hand sanitizer in her bag, but it’s hard to protect herself when her coworkers or customers come to the store while sick.

Ketki Sheth, assistant professor of economics at UC Merced, said people who are financially vulnerable are not only having to come in to work, but also make much tougher decisions in the face of COVID-19.

“If you don’t have the social safety net, you might be more willing to take the risk because you don’t have the alternative (of staying home).”

Fresno County Superior Court is scaling back its operations in response to the COVID-19 outbreak, joining Madera and Tulare counties, which have announced their own plans to reduce operations.

Kings County Superior Court officials reported Tuesday afternoon their own operations are continuing as normal.

In a press release, Fresno County court officials stated, “after consultation with the Fresno County Administrative Office, the Fresno County Sheriff’s Department, the Fresno County District Attorney’s and Public Defender’s offices, the Fresno County Probation Department and the Fresno Police Department, [we] will be scaling back court operations immediately in response to the executive order issued by Gov. Gavin Newsom, regarding COVID-19.”

Fresno Superior Court has required an emergency order from the chief justice of the Supreme Court to “substantially reduce operations.” If granted, there will be no more than seven courtrooms in operations among the four courthouse locations, with only “essential legal matters” being handled during this time.

Tulare and Madera counties’ courts issued more detailed accounts of their plans, stating among other things, that:

– All civil Madera County civil trials — with the exception of unlawful detainer trials — case management conferences and mandatory settlement conferences scheduled between today and April 3 are continued on a rolling basis for eight weeks from the currently scheduled trial date.

– Madera County will keep one department open to hear all unlawful detainer matters, requests for emergency ex parte temporary restraining orders, emergency ex parte probate matters and all statutorily mandated hearings.

Tulare County’s list of changes includes similar continuations of trial and hearing dates and that all service counters are closed to the public through April 17.

“Increased availability of phone, email, and drop-box options will be available to facilitate regular court transactions. Payments will be accepted online, by telephone or drop box,” the release continues.

jumbled and tired and empty.”Beck relished the challenge of turning the old build-

ing into something modern that still retained its clas-sic 1912 exterior.

That work began about two years ago with a down-to-the studs demolition of the inside that included tearing out most every wall and some floors, adding new elevators and shafts, constructing a new stairwell, removing asbestos and lead paint and installing new windows, along with new plumbing and utility lines.

Office workOnce most of that primary work was done about two

months ago, crews began building offices and open work spaces — that eventually will be lined with cu-bicles — to suit the needs of the building’s new tenant, the Fresno County District Attorney’s Office, which last year agreed to pay $17.3 million over 10 years to lease the building, with an option to buy it after that time.

The renovations done specifically for the DA’s Of-fice include construction on one floor of a waiting area and bathrooms for children, a secure entry area in the lobby and employee break areas on floors two through six.

No retailIn addition, plans to make most of the first floor

retail spaces were scrapped after the DA’s Office told the developers they would need all the floors as office space to fit the estimated 300 people who would work there, along with police, victims, lawyers and others.

Last week, Beck made another of his frequent trips to Fresno to meet with the developers and construc-tion team, as well as to walk through the building and check on its progress.

He seemed happy with it.

Hard to seeTo an outsider, that may be hard to see, as on most

every floor work is underway, and the most stylish fea-tures — from the lobby’s marble floors to new vintage-style elevators — are covered to prevent damage.

“The building, itself is new, as far as we are con-cerned — on the inside,” Beck said. “It just needed help coming back into the 21st century.”

He noted that the 100-year-old didn’t meet current standards that office users look for, from the air con-ditioning to the elevators and size of the stairs.

‘Open it up’“My idea was let’s open it up, take it to its bones and

try to turn it into more of a leasable amount of [space] inside with new amenities, new elevators, new stairs — a building more useful for the tenants of 2020.”

That was the goal in 2013 when then-Mayor Ashley Swearengin invited representatives of Lance Kashian and other developers to come to the Rowell Building “and asking people, particularly Mr. [Ed] Kashian, to come down and get involved in downtown and get private equity to purchase these buildings and to help build up the downtown,” said Tracy Kashian, senior vice president of marketing, and public relations for Fresno’s Lance Kashian & Co.

The commercial developer previously had part-nered with other investors to develop and build the River Park shopping center across town, and Swearen-gin’s effort proved effective, as the developers bought the Rowell Building soon after.

Endless possibilities“This was just a beautiful building, and it just sat

on that corner at a great location. There were just so many amazing things to it,” which included it being the tallest building in Fresno when completed and be-ing the city’s first steel-frame building, Kashian said.

“We came into this wanting this building to look ex-actly like it looked back in the day,” she added.

“We tried to preserve everything, including the win-dows. We couldnt do that, just because they were too old,” though the replacements were chosen to resem-ble the old ones.

She said the new owners knew a standard construc-tion crew accustomed to working on newer buildings wouldn’t do for this job, so among the workers hired included craftsmen who could work on the Rowell Building’s ornate exterior to preserve its turn-of-the-century features, Kashian said.

“And it took some really amazing people with really high craftsman skills,” she said.

Façade workThat work included restoring the outside wall on

the first floor, which over the decades had its original bricks removed and had a brick façade put on in the 1970s.

The new owners opted to replace the facade with real brick, but instead of just buying new bricks that might not match, “We researched the mix design and found out how they did it back then and talked to the brick companies and came up with a mix. After a few trial and errors, came pretty close,” Beck said.

“They were pretty close to dead on,” Chuck Temple vice president of construction operations for Lance Kashian & Company said, adding that it would be hard to distinguish the new brick now lining the first-floor outer walls from the older bricks above them.

These details to preserve the classic features of the old building added to the renovation costs consider-ably, though Kashian declined to disclose how much.

Exceeding original scope“It was volitional acts to make things better, but it

definitely was more than what the original scope of the budget was,” Temple added.

Another feature adding to the cost was creating a “penthouse” meeting room on the top floor.

Beck said he had to design electrical and mechanical rooms on the roof for the elevator machinery and oth-er equipment, as well as placing portions of the heat-ing and air conditioning systems up there, so Lance Kashian & Co. CEO Ed Kashian suggested building what came out to be a 389-square foot meeting room as well.

The most distinct feature of the space isn’t the room itself, but the large wooden deck built around it, al-lowing DA employees an unobstructed view of down-town.

There are plans to add landscaping to make the area an even more pleasant place to take a break during the workday or to unwind after work.

Going greenThere's another purpose to the planned landscap-

ing.Part of the owners’ goal was to make the renovat-

ed Rowell Building among the most energy efficient buildings in the area.

They succeeded, with Temple saying that the build-ing is on track to get a platinum LEED (Leadership in Energy and Environmental Design) rating, the highest awarded by the U.S. Green Building Council, which would make it the first historic building in the nation with that top rating, the developers said, adding that the rooftop landscaping will help in achieving that rating.

Going into an old building can be a scary process, particularly in this case, as the paper plans filed with the city were destroyed in a fire years ago, and the family of Dr. Chandler Rowell — the former doctor, Fresno mayor and entrepreneur who developed and built the Rowell Building on the site of his former house — didn’t have a copy.

Going in blindSo, in some ways, the construction crews went in

blind, tearing out walls and floors to see exactly how the building was constructed and how that original work was holding up.

“There was some expected hazardous materials we had to abate,” with asbestos removal alone costing about $1 million, the architect said.

“One of the things we found out in a hundred-year-old building was a lot of things didn’t line up with each other. Columns didn’t line up, walls didn’t line up — nothing was quite square. So every time you turned around, something wasn’t where you expected it to be, so we had to deal with that,” he said.

“There was not consistence on any floor, even. For example, hollow columns made to connect pipes and other utility lines from one floor to the next were not built exactly over one another,” though lining those columns up and realigning other things weren’t so problematic, as the steel-framed building with poured concrete walls was built to last, Beck said.

Slimming downA larger task was reducing the weight of the build-

ing to accommodate the added weight of the new roof structures.

“The original walls and ceilings were very heavy plaster reinforced with steel mesh, and I think we took a million pounds out of the building,” Beck said.

The biggest portion of the project was literally re-shaping the building, which originally had an “E” shape with windows on all the floors of the indented areas, called “light wells,” to bring in more natural light and let in outside air, which was important in an era before air conditioning.

Those windows looked directly across an alley onto the side of a neighboring building, while windows on the west and north sides offered great views of the city.

The owners decided to make use of that space by making one of the light wells a stairwell stretching from the basement parking garage up to the roof and building new elevator shafts in the other one, allow-ing workers to tear out and floor over the old elevator shafts to add usable floor space to the building.

In fact, Temple estimated that between the new rooms on the roof, relocating the elevators and other changes, about 6,000 square feet of usable space was added to the now 78,855-square-foot Rowell Building.

Moving in soonAs for the renovations, they’re scheduled to be com-

pleted on April 24, and Kashian expects the develop-ers to hand over the keys to the DA’s office on May 1.

After all the work and the costs to make the Rowell Building essentially new again, Kashian said, “This is like a birthday coming up for us.”

The Sears Auto Center at the Hanford Mall closed in 2018. Now you will be able to get a personal “tune-up” at the same location with the announced purchase of the 8,800 square-foot building by United Health Centers.

“We just closed escrow” on the prop-erty, said Justin Preas, deputy CEO for the clinic system. This will be the new-est site for the rapidly expanding clinic operator that already has two locations in Lemoore and is soon expanding in Corcoran with the recent purchase of the old courthouse in town.

United Health began operations in 1971 in a trailer in Orange Cove and will soon grow to be 30 locations in the Cen-tral Valley.

“Today we serve around 100,000 pa-tients in a three-county area and five years ago it stood around 30,000,” Preas said.

The health care clinic has two loca-tions in Sanger, two in Selma and is con-structing a new $1 million clinic in Dinu-ba that should open in June. One of the first locations they opened serving the needs of rural Central Valley residents was in Earlimart.

“What has made the difference to-day is the Affordable Care Act,” Preas said, “with more people having access to health insurance to pay for primary and specialty care service.”

United Health is among a handful of health care nonprofits to open in the San Joaquin Valley in what has become a competitive landscape. Operators in-clude FamilyHealthcare Network, which has a location now in Hanford and more than 30 in the Valley. There is also Omni Health of Bakersfield with 34 sites in-cluding in Visalia, Exeter and Lindsay.

Then there is Kaweah Delta Healthcare of Visalia, which has opened a number of rural clinics and recently got approval to open its first federally qualified health center in Visalia. They are opening a new clinic in Tulare where Adventist Health has both a hospital and clinics.

Tulare has its own network of primary care clinics operating as Altura Health-care. Not to be left behind, Porterville’s SierraView Hospital just announced it would open two new rural clinics in Strathmore and Terra Bella.

Preas said thanks to a cooperative agreement with University of California, San Francisco, United Health will soon have 17 resident doctors to help carry the load. Likewise at Kaweah Delta, where the residency doctors now number 129 with 47 incoming intern doctors added each year. The hospital graduate medi-cal education program is now partnered with University of Southern California.

Business events postponed Due to updated guidance from the U.S.

Centers for Disease Control and Preven-

tion (CDC) in regard to mass gatherings and large public events of 50 or more people, the “Valley Made” Manufactur-ing Summit planned for Fresno has been postponed.

The 6th annual manufacturing sum-mit was slated for April 21, and a press re-lease from the San Joaquin Valley Manu-facturing Alliance stated that the event will likely be held in the fall, most likely in September.

All of the sponsor, exhibitor and at-tendee fees paid will still be applied to the postponed Manufacturing Summit date, according to the organizers.

Another annual and popular event in the Central Valley event has been post-poned — the 82nd Big Hat Days event. The street festival was originally sched-uled for April 4-5. It is now rescheduled to June 20-21.

“It is our hope that by the rescheduled date the dangers of the COVID-19 virus spreading will have subsided to a level that our health professionals will once again permit large gathering to occur in our community and we can celebrate to-gether, the best of Clovis,” a press release from the Clovis Chamber of Commerce.

Macy’s closing stores temporarilyOut of precaution for COVID-19, Ma-

cy’s announced today that it would be closing stores across the country, includ-ing four locations in the Central Valley.

At the end of the business day to-day, Macy’s Inc. will shut its doors until March 31, including Macy’s, Blooming-dale’s, Bluemercury, Macy’s Backstage, its outlets and market stores as well.

Macy’s said it will provide benefits and compensation to its workers throughout the respite. Macy’s has locations in Fash-ion Fair Mall, River Park Shopping Cen-ter, the Visalia Mall and a furniture store at 1732 E. Shaw Ave.

“The health and safety of our custom-ers, colleagues and communities is our utmost priority. As a result of the recent COVID-19 developments, we have de-cided to temporarily close our stores. We will work with government and health officials to assess when we will reopen our stores and safely bring our colleagues back to work,” said Jeff Gen-nette, chairman and chief executive of-ficer of Macy’s, Inc. “During this closure, we will continue to serve our customers through our e-commerce sites.”

Virus diaries: Cleaner keeps busyDemands for sanitization have put

another industry on the front lines of combating coronavirus — commercial cleaners.

Barak Hernandez, owner of Clean Master in Fresno, said the calls began at the beginning of March. The children of

an 85-year-old man called for an exten-sive cleaning of what had become an al-most neglected home. The job took more than two days to thoroughly steam clean the carpets, couches, walls and base-boards.

“I had no jobs scheduled for this month. Literally, it was the beginning of this month that the phone calls started coming in.”

Since taking that call, coronavirus has turned what was a slow month into a frenzy, pushing his work out for the next two weeks.

“Every customer that has booked for this month has been concerned with the method that we use to clean and the disinfecting properties of the chemicals that we’re using,” Hernandez said.

He assures them that treating bacte-ria and viruses is nothing new. Cleaning agents he uses leave little moisture for germs to incubate, he said.

One change, though, has been in his own personal protection.

Before the coronavirus, Hernandez didn’t like to wear masks or latex gloves on the job site because clients were often alarmed at the appearance of a cleaner donning full protective gear. But with the coronavirus, he now goes to homes wearing gloves, mask, booties and a hat.

He’s also extended that concern to his two part-time employees. He’s leaving it up to them whether they want to take on work. One employee has a family with young children, and Hernandez has of-fered him work besides cleaning like handing out flyers or leaving business cards around town.

On the flip side of the coin, his other cleaner is single, and told Hernandez he’s eager to jump on all the extra work.

Taking these kinds of empathetic mea-sures are important for the employer/employee relationship, said Hernandez.

“I don’t want you to feel uncomfort-able going to a dirty job and then going home and caring for your kids,” said Hernandez.

Hernandez said on top of sanitation, his services also provide peace-of-mind. People are beginning to make proactive calls to get their houses cleaned to avoid all kinds of infection beyond coronavi-rus.

“Just having a company go in and vacuum and steam-clean, and it smells great,” said Hernandez. “You empty out the dirty water and show them what you pulled up — that in-and-of itself makes them feel better.”

Greek-California fusion spot coming

One franchisee is bringing the food of two different worlds to one shopping center in northwest Fresno.

As the up-and-coming Marketplace at El Paseo continues to grow, franchisee Mosa Gazali of Fresno and his partner are bringing Daphne’s Restaurant — a Greek, California fusion restaurant — and Wayback Burger to the developing shopping center at Herndon Avenue and Highway 99.

Gazali anticipates Daphne’s Restau-rant opening first. The Mediterranean-focused eatery is planted between Jamba Juice and Judy’s Donuts in 1,800 square feet toward the northern end of the shopping center.

Construction should begin next week to reconfigure the entryway and install the kitchen, fixtures and furniture for the fast casual dine-in and take out res-taurant. Gazali hopes construction will only take a month as he says all of the permits have already been secured.

Gazali said he discovered Daphne’s when a friend took him and his business partner to the San Bernardino location.

With different plates, bowls and skew-ers of grilled meats, veggies and, of course, hummus, Gazali said he loved how fresh the food was. There are pita sandwiches as well as vegan and veg-etarian options. He loved it so much he said he put a deposit of 50% on a second location if the first one works out. He mentioned Clovis and Visalia as possible areas for a second location.

Across the way, closer to where Regal Cinemas will open up another movie theater will be Wayback Burger. Found-ed in 1991 in Delaware, the international franchise operates 145 stores, with the locations in Firebaugh and Tulare.

Gazali hopes to start construction on the 1,700-square-foot burger joint next week as well, but anticipates that Daph-ne’s will be finished first. Beyond the eponymous burger, Wayback also serves up hotdogs, milkshakes and salads.

Both locations will employ between 16-20 people.

Gazali owns a grocery store and over-sees numerous rental properties. He wanted to get into restaurants because he says it will let him work part-time. He said family will come in to help and his son will manage.

As the COVID-19 pandemic hits California, residents of the Central Valley have seen relatively few cases so far.

Nonetheless, dozens of people remain quarantined and there have been several confirmed patients to carry the virus.

In Fresno County, there have been two cases as of Wednesday, with Fresno County Department of Public Health officials stating that both instances were travel-related.

“There is no immediate threat to the general public in Fresno County,” the Fresno Department said on its website. “The Fresno County Department of Public Health has plans in place to inform and protect all residents, limit exposures to any new cases if identified and address concerns as they arise.”

According to the online coronavirus tracker on the Madera County Department of Public Health, there are currently seven cases being monitored in the area and one confirmed. The confirmed patient, who was diagnosed earlier this month, was travelling when they contracted the virus and their DNA sample was collected at Madera Community Hospital for testing.

Karen Paolinelli, CEO of Madera Community Hospital, has advised that people with suspected symptoms call ahead if they are showing symptoms and avoid the waiting room. A mask will be provided before entering. According to Julie Gregson, an analyst with the Madera County DPH, those concerned are advised to call ahead to a physician if they wish to be tested.

Down south, Tulare County has also seen the virus start to emerge. According to the Tulare County Health and Human Services Agency, there are now four confirmed cases of the virus, with at least 73 people in a state of self-quarantine.

The first case of COVID-19 was confirmed last Wednesday in Porterville. The patient, who was believed to have been infected outside of the Valley, was seen at Sierra View Medical Center. A second case was confirmed in Visalia.

To facilitate testing in Tulare County, Kaweah Delta Medical Center has set up three tents. A larger, fourth tent is also being set up. The purpose of the tents, according to hospital officials, is to prevent the spread of the novel coronavirus in the emergency department.

However, people who believe they have COVID-19, or have been exposed to someone who has, are not encouraged to simply head to Kaweah Delta. It has instead been recommended that county residents contact the Tulare County Department of Public Health and confirm an appointment for testing.

Kings County has had no confirmed cases yet. However, according to the Kings County Department of Public Health, samples have been collected for testing from 36 people and three that are being monitored.

The Trump administration is slashing regulations governing test development in a bid to ramp up screening for the coronavirus amid nationwide frustration with the slow

pace of the effort.The unprecedented steps by the

Food and Drug Administration could boost testing capacity at some U.S. labs, but also complicate efforts to assure the accuracy of tests and track who receives them.

More than eight weeks after the first U.S. case of COVID-19 was detected, the U.S. still struggles to conduct mass screening and provide definitive figures on the number of people tested.

Late Monday, the FDA said state health departments could essentially begin self-regulating and approving tests developed by their government-run laboratories.

"What we're saying is that state departments of health can act as a surrogate for FDA and that the information doesn't need to come through FDA," FDA Commissioner Stephen Hahn told reporters on a call.

Regulators also said major test manufacturers could begin rolling out new tests without FDA pre-authorization and instead submit their applications up to 15 days after launch. Officials acknowledged the implicit trade-off of the approach, which potentially sacrifices the accuracy of unregulated tests to speed up access.

"We believe this will be a surge to meet the demand that we expect to see," Hahn said.

For weeks, administration officials have talked about shipping millions of tests to U.S. labs. But it's become clear those numbers have little bearing on the actual number of patients tested since most U.S. labs

can process fewer than 100 samples per day. In the last week, the FDA approved the first coronavirus tests for "high-volume" laboratory systems, which are capable of processing thousands of results per day.

Efforts to tally U.S. testing figures have been stymied by the fragmented nature of the country's health system, split between federal, state and local efforts and the private sector.

On Tuesday, members of Trump's coronavirus task force gave the most comprehensive figures on testing yet. They estimated that 59,000 people in the U.S. have been screened for the virus since January, split roughly between government and industry labs. But they acknowledged that those figures don't yet reflect numbers from hospitals, which should become available later this week, officials said.

Dr. Brett Giroir, the health official tasked with overseeing testing, said federal emergency personnel are working to set up nearly 50 drive-thru testing sites in 12 states this week.

"Don't expect these to be 100% perfect the moment they come online," Giroir told reporters.

What we do: Family HealthCare Network (FHCN) currently has 40 sites, 35 of which serve and treat patients in Tulare, Kings and Fresno counties. We have more than 1,600 full-time-equivalent staff members, 300 of which are clinical providers who saw more than 213,000 patients in 2019. While we have patients from all walks of life, we primarily serve individuals who otherwise would not have access to health care, usually because of issues related to lack of insurance or cost. Most of our patients are covered by Medi-Cal (the Medicaid program in California) or have no access to insurance coverage for a host of reasons. We offer a variety of services in one setting, including primary medical care and some specialty care, along with dental, behavioral health, optometric, and case-management services. In addition, laboratory services are available at all of our sites, and many of our larger, hub sites have pharmacies.

How was this medical practice formed?FHCN started in 1976, when we opened a single site in rural Porterville, California in a building that had been converted from a gas-station/mini-mart to a health center with a handful of exam rooms, a nurse practitioner, a part-time physician, less than a dozen support and administrative staff members and a handful of volunteer community board of directors members.Since that time, we have grown exponentially throughout the Central Valley. Our growth has always been driven by our desire to expand access to care for the residents of our communities who need it.We currently function as a federally qualified health center (FQHC) under a grant from the U.S. Health Resources and Services Administration, a division of the U.S. Department of Health & Human Services. The primary goal of all FQHCs is to provide primary, preventive health care services to individuals in the population who have issues accessing such services, usually for reasons related to cost.

What is your role in FHN, and how did you reach your current position?As the president and CEO, I am responsible for serving as the chief

executive officer and for managing the operations of Family HealthCare Network. I started in the financial sector and transitioned into health care — specifically, human resources — where I held a variety of roles. In my current role, I am responsible for the strategy, visionary planning, leadership and overall performance of the organization. I also am responsible to our volunteer board of directors. I feel fortunate to work with a dynamic team of individuals who are mission driven, and committed to the patients and communities we serve.

How are poverty and the issues related to it affecting the health of many Valley residents?Many of the counties and communities in the Central Valley are among the poorest in California, with median household incomes well below the federal poverty line. This has created a scenario in which multiple generations of residents have grown up in poverty, and therefore been disproportionately impacted by a number of factors that have been collectively termed “social determinants of health” (SDOH). These factors include food scarcity, homelessness, domestic abuse and violence, chronic unemployment, social inequality, discrimination and poverty, itself. All have been found to have profoundly negative effects on mental, and physical health throughout people’s lifespans. Individuals who live in these conditions are much more likely to have diabetes, asthma, high blood-pressure and other cardiovascular conditions, cholesterol problems, chronic pain, substance use disorders, depression and a host of other chronic conditions than other members of the population. Many of these individuals do not have access to regular, primary health care services. They therefore often wait until these conditions become urgent and are seen in their local emergency rooms, thereby dramatically increasing the cost of that care.Addressing these health concerns is all the more challenging because it requires more than what most traditional health care providers and organizations do with patients

within the four walls of their systems. Medical interventions, including medications and surgeries, can only have so much of a positive effect on these conditions. The overall health and wellness of the community is much more positively affected by addressing the conditions that create the SODHs themselves. That’s what sets FHCN and other community health centers apart from other health care entities, as we’ve long recognized the effects SDOHs have on health and have been working to address the issues through programming outside of the traditional doctor-patient interactions, including case management and partnerships with community service organizations. This preventive approach to health care is a much less expensive way to manage health. Over the last few years, we’ve been watching the rest of the health care world start to address SDOHs more routinely, which is very promising.

Tell us about your partnership with the University of California, San Francisco, Central California Faculty Medical Group, and Community Medical Centers.In June 2018, Family HealthCare Network partnered with these groups to allow us to operate existing clinics on Community’s Downtown Fresno Community Regional Medical Center campus at the Deran Koligian Ambulatory Care Center. A primary goal of the partnership is to improve timeliness of care and reduce the number of patients who receive outpatient-level care in emergency department settings, as well as to continue educating future physicians in the area.

Medicare for all has been a hot-button topic among politicians. As you see it, how might such a program affect patients here, and how might it affect hospitals and medical practices? Community health centers, including FHCN, were founded on the idea that a significant portion of the population doesn’t have access to basic, primary

healthcare services. As such, this segment of the population tends to have a disproportionate amount of unmanaged chronic illnesses that get addressed in emergency room, urgent care or hospital setting — some of the most expensive forms of care — rather than managed at lower costs by primary-care providers.Individuals in these communities tend to lack access to care primarily for cost and insurance concerns, along with limited availability of clinical providers in their areas. Both of these limiting factors could be improved by a system that provides primary care coverage for all that reimburses clinical providers at a competitive rate, making going into primary care specialties an attractive opportunity for young adults interested in going into health care. The structure of any such program will be the key to success, while greater primary care access should be the focus.

The number of medical practices and hospital space are growing in the Valley, but are they keeping up with the demand?The Valley has far fewer primary-care physicians than the rest of California. There are only 39 physicians for every 100,000 Valley residents, while the state average is 50 physicians for every 100,000 residents. I generally see communities in rural areas hardest hit. We heavily recruit for our health centers, and have been successful in bringing in providers from various parts of the country, as well as individuals from the Valley. As we have continued to expand our services and health centers, we continue to have demand for the care that we are providing. In fact, we will be opening a new site in Fresno in late March and one in Tulare in June 2020.

What was your first job and what did you learn from it?Throughout high school and college I worked in the fitness industry. My love for health and fitness continues today and provides continued joy. Exercise is a regular part of my family’s life — we have a great gym community and generally enjoy being active as a family.

because she was sick. But she only had one paid sick day available, so once she pays rent, she will have nothing left over next month. And as schools shutter, her job may be at risk.

“Those two days really hurt me financially because I won’t have any money leftover. Just missing one day is very detrimental, and I ended up having to miss two,” she said. “It’s honestly scary.”

Lacking health care coverage makes the situation even more stressful. Emigdio makes $840 every two weeks, which is too much to qualify for MediCal, and doesn’t receive coverage through work. So if she gets sick again, the doctor’s bill will be entirely on her.

Scott Burris, a public health law professor at Temple University, worries that inequality will simply amplify the spread of COVID-19.

“We’re more unequal now than we were in the Gilded Age. And inequality brings with it that kind of corrosion of social strength because there are a lot of people who are just desperately poor; who don’t have health insurance, who are always teetering at the edge. So the more vulnerable people you have, the bigger of a shock this is. In Europe, in England, the social effects may be less disastrous because they have more of a social safety net. We lack that resilience.”

Cities consider temporary eviction bans

Fresno Mayor Lee Brand said during an emergency city council meeting Monday that people would not have to worry about being evicted over missed rent, but Fresno was not taking any local action on evictions.

“We understand that the state legislature and governor have approved a temporary ban on evictions for people impacted by the coronavirus. The important thing for the people of Fresno to know is that no one is going to be forced to move from their home during this crisis,” Brand said.

At the time of the city council meeting, there was still no word from Newsom or the state legislature on evictions. Brand then clarified Fresno would be waiting for the state to act.

“As we understand it, governor’s office and state legislatures are working on a moratorium. It’s either going to come as a bill or an executive order. I don’t know the timeline but you should assume action within the next couple of days,” city spokesman Mark Standriff wrote in a follow-up email.

Sacramento, Los Angeles, San Francisco and San Jose are all moving forward on temporary eviction bans aimed at tenants who can’t make rent because of the coronavirus. Sacramento approved a $1 million economic relief package Friday for small local businesses including restaurants, retail and day care providers.

Fresno City Council President Miguel Arias said he would be in support of a temporary ban on evictions by the Fresno city council.

“The last thing I hope to see is a crisis of evictions across our cities because of this coronavirus and our inability to understand that our community is not made up of the tech industry or people that can telecommute,” he said. “Because the vast majority of our industry is service sector.”

The community group Faith in the Valley hopes an eviction moratorium in Fresno extends to foreclosures and current evictions cases.

“We want current court cases to be put on pause as well because the courtroom is very small and it’s always packed, like standing-room packed,” said Amber Crowell, a sociology professor at Fresno State and regional organizer for Faith in the Valley. “It’s really not safe for people to be coming to court.”

The City of Fresno Wednesday just before press time has ordered that citizens within city boundaries “shelter in place” from Thursday to March 31.

“There is no easy path,” said Mayor Lee Brand in an announcement today at Fresno City Hall of the directive for non-essential people to stay at home for the coming weeks.

Brand ordered people to stay indoors unless they are obtaining health needs, getting supplies such as groceries or household necessities or to care for family members or pets. All outdoor activities should be done with social distancing taken under consideration. People should maintain six feet from people outside of their household.

The following industries have been deemed “essential”:

— City/County government services including police stations, fire stations, hospitals/clinics and healthcare operations, jails, courts, garbage/sanitation, transportation services, utilities (water, waste water and solid waste)

—Educational institutions—including

public and private K-12 schools, colleges, and universities—for purposes of facilitating distance learning or performing essential functions

—Construction of housing (particularly affordable housing)

—Internet and telecommunications systems

—Gas stations, auto supply, auto-repair and related facilities

—Pharmacies

—Grocery stores, farmers markets, food banks, convenience stores, take-out and delivery restaurants

—Businesses that provide food, shelter, and social services, and other necessities of life for economically disadvantaged or otherwise needy individuals

—Hardware stores, office supply stores, plumbers, electricians, HVAC companies, exterminators and sanitation service providers

—Banks and related financial institutions

—Professional services (Legal, accounting only as needed to assist with legally mandated activities)

“The measures that we are taking are to help us flatten the curve,” said Assemblyman Joaquin Arambula.

Of a million people in Fresno County, only 200 people have been tested, said Councilmember Miguel Arias, citing Fresno County Health Department figures. The goal is to find out exactly where the city stands in terms of infection, he added.

“We still don’t have enough data,” said Councilmember Garry Bredefeld. Bredefeld seemed skeptical of the order, noting that Fresno County has not taken such action, nor Clovis. He also noted that homeless people are exempted.

Coming on the heels of the announcement, the City of Clovis sent an announcement saying that the city would not take the same measures as Fresno.

As of press time, there have only been two confirmed cases of COVID-19 in Fresno County.

(1)NOTICE INVITING PROPOSALSThe City of Fresno (City), California is seeking proposals from qualified Agencies who can demonstrate their expertise in community engagement as it pertains to the City’s$66.5 million award from the Transformative Climate Communities (TCC) grant program to implement the Transform Fresno Project (Project).On February 28, 2019, the City Council approved the Master Grant Agreement to implement the Project to include a comprehensive Community Engagement Plan (CEP). Through a community process, the Community Engagement Plan was approved by SGC on October 23, 2019. According to the CEP, tasks and sub-tasks were created in six different categories to accomplish the goals outlined within the CEP. This Request for Qualifications is for the Community Coordination Category where a Community Partner Agency will be hired to implement the tasks and sub-tasks identified in the scope of services that will facilitate community engagement for Transform Fresno throughout the five year grant term.SCOPE OF SERVICESCriteria for determining community engagement and outreach costs eligible for TCC funds can be found in the TCC program guidelines.Implementation of the Data and Reporting category of the CEP, at a minimum, must align with the activities and tasks outlined in the final CEP, TCC guidelines, and the Master Grant Agreement.Agencies must demonstrate a commitment to diversity and inclusion of all stakeholders, activities to inform and solicit community stakeholder input, and to engage community stakeholders throughout the implementation of the CEP. Agencies must demonstrate the use of inclusive and meaningful engagement methods that will address the barriers to participation as identified in the CEP. The U.S. Small Business Administration is offering designated states and territories, including California, low-interest federal disaster loans for working capital to small businesses suffering substantial economic injury as a result of the Coronavirus (COVID-19). Upon a request received from a state’s or territory’s Governor, SBA will issue under its own authority, as provided by the Coronavirus Preparedness and Response Supplemental Appropriations Act that was recently signed by the President, an Economic Injury Disaster Loan declaration.

— Any such Economic Injury Disaster Loan assistance declaration issued by the SBA makes loans available to small businesses and private, non-profit organizations in designated areas of a state or territory to help alleviate economic injury caused by the Coronavirus (COVID-19).

— SBA’s Office of Disaster

Assistance will coordinate with the state’s or territory’s Governor to submit the request for Economic Injury Disaster Loan assistance.

 — Once a declaration is made

for designated areas within a state, the information on the application process for Economic Injury Disaster Loan assistance will be made available to all affected communities as well as updated on our website:

SBA.gov/disaster.— SBA’s Economic Injury Disaster

Loans offer up to $2 million in assistance and can provide vital economic support to small businesses to help overcome the temporary loss of revenue they are experiencing.

— These loans may be used to

pay fixed debts, payroll, accounts payable and other bills that can’t be paid because of the disaster’s impact. The interest rate is 3.75% for small businesses. The interest rate for non-profits is 2.75%.

— SBA offers loans with long-term repayments in order to keep payments affordable, up to a maximum of 30 years. Terms are determined on a case-by-case basis, based upon each borrower’s ability to repay.

— SBA’s Economic Injury Disaster

Loans are just one piece of the expanded focus of the federal government’s coordinated response, and the SBA is strongly committed to providing the most effective and customer-focused response possible.

We have entered an important new chapter in the response to the CO-VID-19 pandemic: After a week filled with school closures and the cancella-tion of major public events of all kinds, Congress and President Donald Trump are hopefully close to a deal to address the spread of the dangerous coronavi-rus.

This clear-headed collaboration by our political leaders is welcome for the immediate relief it will bring and be-cause it restores — for at least a moment — the primacy of public health over hy-per-partisan politics.

COVID-19 hit us where we are vul-nerable. Unlike the flu, there is no community immunity to this virus. There is no treatment and no vaccine. The incubation period is long, and the virus is very contagious. People are be-ing infected and infecting others faster than the system can currently respond.

ramp up sooner. That has to stop im-mediately. Without widespread testing, our health care system is basically fly-ing blind. It’s a big reason we have to take such dramatic action to contain any possible spread right now. And go-ing forward, it is imperative that we maintain a shared, nonpartisan inter-est in getting the epidemiological facts that testing will reveal.

Once testing is expanded, we will better understand case fatality rates and where to target public health in-terventions. Having that data will take us out of the “unknown phase” we’re trapped in and enable leaders at all levels to unify around sound business decisions. It will also instill confidence and consistency to recommendations about public participation.

COVID-19 is conservatively estimat-ed to be three to 10 times more fatal than seasonal flu. When you look at the mortality rates in China and Eu-rope, people who also have conditions like diabetes, hypertension and coro-nary artery disease seem to be at much greater risk of developing a severe form of this infection. These are very com-mon conditions in the United States. It means that the community at risk from

exposure is large. This is why it is critically important

to hold down the spread of this virus. Though the risk is uneven, the respon-sibility must be shared.

It’s true that the steps being asked of so many families and organizations may feel drastic. Closing schools, up-ending normal business routines and cancelling events are crucial to local economies and communities. These measures have already brought up-heaval and changed the daily lives of tens of millions of Americans.

It’s important to remember that these actions are not excessive – they are extremely prudent. They will buy us time, and that is perhaps our best weapon against this fast-moving virus.

Our health care system is technolog-ically advanced, but it is also bound by physical limitations. There are only so many health professionals, beds, ven-tilators and masks. The sacrifices that families, schools, businesses and com-munities are making to slow down the spread of COVID-19 protect the health of the people who may need advanced treatment. Every time you wash your hands, practice social distancing or stay home if you are sick, you are sav-ing lives. And we’re counting on our

friends, neighbors and even competi-tors to do the same.

COVID-19 has no party, no race and no citizenship. Health care is a basic need, as is our core public health infra-structure and the need for paid leave when workers get sick. They should be universal, not only for the health of those who are our most vulnerable, but for the health of everyone else we know and all the people in the widen-ing concentric circles to which we con-nect. When some people are left out of the health system, all of us face a greater risk.

California has been leading the way toward getting everyone health insur-ance coverage — and expanding access to care. As this virus spreads, this goal has never been more important.

Our nation has been vulnerable to COVID-19 in part because of the divi-sions that have plagued us. By working together — and with our shared sacri-fice — we can rebuild our immunity and strengthen the foundation of a healthi-er society.

Among the measures President Donald Trump has been pushing in response to the coronavirus outbreak is a cut in payroll taxes. The proposal has received a tepid response from Congress. A majority (59%) of respondents to this week’s web poll said they would support a cut in payroll taxes, while 36% say no and 5% are unsure. One hundred sixty-one votes were cast.
