Centralised Allotment Process (CAP)

FIRST WORD

Mahatma Gandhi University introduced the Centralised Allotment Process (CAP) in the academic year 2010-2011. Initially, admissions to PG Programmes alone were managed through CAP, but later it was extended to UG Programmes as well.

The greatest advantage of CAP is that the applicants need to submit only one application online for admission to any number of Colleges/Programmes. In this way, they are able to save valuable time, energy and money. The applicants can also track the status of their applications from time to time. Thus, an excellent opportunity to choose the Programme/College of their choice in a hassle-free manner is open to the applicants. The decisive factors in the allotment for an applicant to a given Programme/College are the options submitted, academic record and other socially determined norms applicable. First of all, the marks /grades secured by a candidate at the +2 level decide the eligibility for admission to UG programmes. Under the Pre-CAP system, the applicants had to visit various institutions for the submission of applications and to keep in contact with them to get updates on the progress of admission procedure. CAP, on the other hand, opened a single window eliminating wastage of time, effort and money, besides minimising the element of anxiety from the point of the applicant.

The UG CAP – Prospectus - 2021 provides the complete information about the online allotment process, and details of the colleges and programmes.

Above all the CAP team of the University is at a click/call away with technical assistance and guidance to the needy aspirants.

ATTENTION

The Prospectuses issued in previous years are not valid for the year 2021. Candidates are required to go through the current prospectus carefully and acquaint themselves with all the relevant information relating to the admission process. They are also requested to visit the official website of CAP www.cap.mgu.ac.in for notification and announcements. This prospectus is subject to modification/addition/deletion as may be deemed necessary by

the University.

The whole process of allotment to the UG Programmes will be done by the Mahatma Gandhi

University. University will not entertain any request for change of any date fixed in the

Centralised Allotment Process/Admission from time to time.

IMPORTANT POINTS

• Candidates should register for admissions to UG courses for the academic year- 2021-22 online on or before the last date stipulated in the admission schedule.

• Online registration can be made by accessing website cap.mgu.ac.in

• While registering, category (SC/ST or Others) once selected cannot be altered in any further stage of the process.

• Payment can be made through the Integrated Online Payment Gateway.

• The Candidates should not send any document to the University. Verification of documents will be done by the colleges concerned at the time of admission.

• Once the initial registration is made, candidate shall note down application number.

• Passwords should never be shared with anyone else.

• Ensure that you are logged out of the portal once you leave the computer.

• Candidates claiming various reservations/bonus marks should upload digital copies of relevant certificates and produce originals of the same during the verification process.

• No memo will be sent by post from this office in any case.

• Verify your personal as well as academic details carefully before final submission.

• Fake registration by any person / institution will be viewed seriously and will be liable for punitive action.

• All candidates who secure allotment should choose the temporary/permanent admission option available in the online application after remitting the required fee due to the University. Those who fail to do this will be treated as ‘Not Joined’ and further claim for admission by these applicants will not be entertained.

• Candidates who wish to retain their higher options need not remit any tuition fee while choosing temporary admission till the fourth allotment. However such candidates should produce all the necessary documents for verification as and when intimated by the University.

• Applicants who report for admission at the colleges concerned (on the date intimated by the University in light of the current situation due to Covid -19 Pandemic) with the downloaded memo shall make sure that the relevant portion attached thereto is properly attested by the college authorities(to be kept by the candidates).

• Candidates will receive SMS at each stage of the allotment. However, the University shall not be liable for non receipt of SMS due to technical snag/delay at mobile service provider's end.

• A candidate shall inevitably choose the temporary admission in the college allotted to him/her in the first instance and if desirous of availing higher options in the college of his/her choice shall not cancel higher options. A candidate who so desires to await his/her chance for admission in a college of his/her choice need not admit himself/herself to any college allotted as per his/her higher options during the course of each allotment and need to finalize his/her choice of college and seek permanent admission only in the fourth.

• A candidate choosing permanent admission need not cancel his/her higher options as the higher options gets cancelled automatically after choosing permanent admission.

• Students shall not remit any fee other than that prescribed by the University.

• In addition to the general allotment SC/ST candidates will be offered special online allotments.

• In the light of the current situation prevailing in the country due to the Covid 19 pandemic, the applicants need not report at the colleges for verification of their records except when intimated by the University. The verification of the credentials filled in the online application shall be conducted by the college authorities based on the digital copies of the supporting documents uploaded by the candidates at the time of applying online. The confirmation of admission shall be strictly based on the verification of original documents on a date prescribed by the University after considering the situation due to the contagion.

Seats available in Govt./Aided/Self-financing affiliated colleges and Self Financing programmes in Aided Colleges are mainly classified as Merit seats, Community seats (applicable only in aided colleges) and Management seats. (The list of institutions, the number of seats available etc are given in Annexure II).

Details of seats that come under the ambit of Centralised Allotment Process (CAP)

Govt. Colleges - Total seats available in government colleges except seats under sports/cultural/PD Quota.

Aided Colleges - Open quota seats, seats earmarked for SC/ST candidates.

Unaided Colleges/ Unaided programmes conducted in Aided Colleges - 50% of the total seats including seats reserved for SC/ST/SEBC

The remaining seats under community quota (Aided Colleges only)/management quota (Aided and Unaided Colleges and Unaided Programmes conducted in Aided Colleges)/sports and cultural quota seats and seats reserved for persons with disabilities (PD) (all affiliated Colleges) shall be filled by the educational agency concerned.

Types of Reservation: Out of the total merit seats available in govt./aided/self-financing affiliated colleges for various ug programmes; seats will be reserved for different categories under the following main items.

i. Reservation for International Students

ii. Reservation for nominees

iii. Reservation for Persons with Disabilities

iv. Special Reservation

v. Reservation for Transgender candidates

vi. Mandatory Reservation

i. Reservation for International Students Reservation for International Students: An additional 10 percentage of seats (over and above the sanctioned strength ) is earmarked for foreign students for each UG programme . International students admission process will be through International Students Admission Committee(ISAC) co-ordinated by University Center for International Co-operation(UCIC – www.ucicmgu.org, email – [email protected], Mobile - 9446224240). They can apply either on self or through the Indian Council for Cultural Relations (ICCR) attached to the Ministry of External Affairs, Government of India. The ICCR offers a number of scholarships to enable International students to pursue higher studies in Universities and other recognized institutions of higher learning in

India. The international students (except Govt. of India sponsored scheme) are required to submit the application online (through admission portal www.ucica.mgu.ac.in) by paying the application fee of US$ 100 (equivalent Indian Rupees on the date of payment) through international payment facility before the stipulated time(see schedule) attaching the following documents(all in English Version).

a. Curriculum vitae. b. Copies of Degree Certificates, Pass Certificates, mark lists, transcripts of

all examinations undergone. c. Proof for credibility of the University/Institution where the candidate has

undergone the Qualifying examination including the recognition of the institution in Association of Indian Universities/Association of Commonwealth Universities/International Association of Universities or such accredited institutions of Higher learning.

d. Two copies of recent passport size photographs. e. Conduct certificate from the Head of the Institution last studied. f. Reference letters from two persons from respective countries, who have

intimate knowledge of the academic capabilities of the applicant.

g. Medical Certificate from competent Authority from the country concerned.

b. Copy of Passport. ii. Reservation for Nominees: An additional seat for each programme in affiliated Arts and

Science colleges shall be created exclusively for the purpose of accommodating students

sponsored by the Union Territory of Lakshadweep. This seat shall not be filled up by other candidates. The Head of the institutions should forward the list of such candidates admitted, separately to the University, immediately after admissions (U.O. No.

Ac.AI/3/2761/06 dated 20.7.2006). The students who seek admission in this

category should first apply online and submit the print out of the online

application to the colleges concerned.

iii. Reservation for Persons with Disabilities (PD): 5% seats of the sanctioned strength shall be created over and above in all affiliated institutions exclusively for candidates with benchmark disability (as per clause32 (l) of chapter VI, The Rights of Persons with Disabilities Act, 2016). If candidates are not available in a particular

category, the seats shall not be filled from any other categories.

‘Person with disability’ means a person suffering from not less than 40% of any

disability as certified by a Medical Board constituted for this purpose. Candidates who

have a minimum of 40% disability alone will be eligible for this quota. A relaxation of

5% of marks in the qualifying examination from the prescribed minimum is allowed.

Candidates seeking admission under Differently Abled category should submit the

“Certificate of disability”, issuednot earlier than 5 years prior to the submission of

application, by the District Medical Board or bodies of higher status, certifying the

degree of percentage of disability. The Permanent Disability Card issued by the State

Government is also considered. Based on the details furnished in the online

application, candidates will be provisionally included under the “Differently Abled”

category.

Candidates seeking admission under PD category should upload with their

application form, an attested copy of the ‘Certificate of disability’ issued by a District

Medical Board or bodies of higher status, certifying the degree or percentage of

disability.

The selection of candidates under this category will be based on the rank in

the inter-se-merit list and not on the basis of the Degree of disability.

No reservation of seat is allowed for Blind candidates for Science subjects.

The students who seek admission in this category should apply online.

iv. Reservation of Seats for Malayalee students from Andaman & Nicobar Islands:- : An

additional seat for each programme in affiliated Arts and Science colleges shall be created

exclusively for the purpose of Malayalee students from Andaman & Nicobar Islands.

This seat shall not be filled up by other candidates (U.O. No. 6199/AI/2016/Acad dated

23.11.2016). The Head of the institutions should forward the list of such candidates

admitted, separately to the University, immediately after admissions. The students

who seek admission in this category should first apply online and submit the

print out of the online application to the colleges concerned.

v. Reservation for Transgender candidates: Two seats shall be created over and

above the sanctioned strength in all courses in affiliated Arts & Science Colleges

exclusively for admitting Transgender students. (G.O.(Ms)No.153/2018 HEdn

dated 03.07.2018). However such students should also apply online and submit

the CAP application number to the colleges concerned.

vi. Special Reservation: - The seats reserved under Sports Quota and Cultural Quota come

under this category. The students who seek admission in this category should

apply online. The admission shall be based on the revised guidelines issued

vide UO No. 2435/AC A 1/2020/MGU dated 09/06/2020.

Sports quota: Two seats in each programme (Interchangeable) shall be reserved for

candidates with outstanding records in Sports & Games . However, not more than

20% of seats reserved for the general quota seats of a particular programme shall not

be filled for sports quota when applying interchangeability for a particular

programme. The applicant for admission to the sports reservation quota should

have won a minimum of Third position (Bronze Medal) in the school sub district

competition (inter -School) in addition to his /her satisfying the academic

eligibility. Only the events which are having intercollegiate competitions in Mahatma

Gandhi University alone will be considered for admission.

Age Limit: Upper age limit for applying through Sports quota is 25 years.

The following guidelines shall be followed in determining merit in sports for

admission to the U.G. Programmes. Marks shall be awarded for the Sports merit

certificates as detailed in the appended Table.

A. The minimum eligibility for admission of a candidate to Under Graduate Programme (sports quota) will be winning a minimum of third position in the school sub district competition (inter -School) in addition to his /her satisfying the academic eligibility.

B. Performance in any year during the Plus Two Programme will be taken into consideration.

Addendum

1. Achievements in those sports disciplines/events in MG University Sports calendar shall only be considered for UG Sports quota admissions.

2. An approved world competition means the competitions organized by the International Apex Bodies of the concerned discipline and in which the national Teams are sponsored by the National Apex Bodies and cleared by Sports Authority of India/ Government of India.

3. The National Championship means the championships conducted by the National Apex Bodies of the concerned discipline. District Competition means revenue district competition conducted by district associations in respective sports.

4. Individual games /event means a game/event in which individual performs alone. 5. When a candidates has number of achievement in a sports /different discipline

his/ her best achievement will be taken in to consideration. 6. All competitions where an upper age limit is fixed (Youth/Junior/Sub-Junior)

would be treated as Junior event provided it is not classified as senior event by the concerned National Federation.

7. Priority will be given for students having achievements in senior level competitions than junior and youth category competitions.

8. Resolving of Tie:

If the points of more candidates happen to be the same, then for breaking the ‘tie’, the following criteria shall be followed one after another in the order given below:

• A person can score points only in one category. • The highest score will be counted • Where bracketed, scores in other categories will be counted • Where still bracketed, Priority will be given in the order of merit i.e.; 1st , 2nd , and

If the tie could not be resolved by any of the above mentioned sports achievements, the index marks based on the qualifying examination shall be considered for breaking the tie.

9. Performance in any year during the Plus One/Plus Two level will be taken into consideration.

10. The students admitted in Sports quota shall mandatorily be available to

represent the University in the Inter University competitions unless

specifically exempted by the Vice-Chancellor/Director of Physical Education,

Mahatma Gandhi University.

11. For team events, colleges should upload the events they wish to choose in the beginning of each academic year

12. If any discrepancy is noted during the verification of original certificates, the candidate shall not be considered for admission under sports quota.

Cultural Quota: - One seat for each degree programme (Interchangeable) shall be reserved for

students who excel in Youth festival recognised by Director of Public Instruction (DPI). However,

not more than 10% of seats reserved for the general quota seats shall not be filled for cultural

quota when applying interchangeability for a particular programme. The students who seek

admission in this category should apply online.

The selection shall be made from among the applicants for the cultural quota on merit as detailed in Table 3-2.

Claim for Communal reservation under ‘Kerala Socially and Educationally Backward

Classes’ (KSEBC):- Reservation of seats to the Socially and Educationally Backward Classes will be in accordance with the provisions contained in G.O. (P) 208/66/Edn. dated 2.5.1966, as amended from time to time.

1. Candidates belonging to Socially and Educationally Backward Classes as per G.O. (P) 02/ 2019/BCDD dated 08.03. 2019, who belong to the non-creamy layer are eligible for reservation under this category. The non-creamy layer certificate should have been issued not earlier than 12 months prior to the submission of application. Only the claims of the candidates of those communities that are included in the list of communities appended in the Prospectus will be considered.

2. Candidates belonging to Ezhava, Muslim, Other backward Hindus, Latin Catholic other than Anglo Indians and Other backward Christian communities, claiming reservation under SEBC Quota should invariably produce both ‘Community’ and ‘Income Certificates’/non-creamy

layer certificate obtained from the Village Officer concerned. The self-attested copy of the above certificates should be uploaded in the application. Candidates who belong to the non-creamy layer are eligible for reservation. The seats unavailed by SEBC category candidates will be allotted under open quota.

Claims for Reservation under Kerala Scheduled Castes/Scheduled Tribes Quota:-Candidates claiming reservation under Kerala Scheduled Castes/Scheduled Tribes Quota should obtain caste/community certificate from the revenue authority concerned.

Other General Rules for Mandatory Reservation:-The seats unavailed by the SC candidates will go to ST candidates and vice versa. The unavailed seats reserved for SC/ST shall be re-notified twice through print media and a special allotment shall be conducted exclusively for filling up vacant seats of SC/ST candidates. If such seats are remaining vacant even after re-notification, these shall be filled as detailed below:-

A. Government/Aided/Unaided Colleges except Aided Colleges run by the

managements of backward minority Communities: - The unfilled seats shall be filled up from candidates belonging to OEC and in their absence, candidates belonging to SEBC. The seats that further remain unfilled will go to the open quota.

B. Aided Colleges run by the managements of backward minority communities:-The unfilled seats shall be filled on the basis of the merit as per the rank list from among the applicants of the backward minority community, which runs the college. If seats still remain unfilled, it will be filled as detailed at note A in Para 4.3. The College authorities should report such vacancies to the University within the stipulated time.

C. Claim of OEC candidates against the un-availed seats of SC/ST candidates: Other Eligible Community (OEC) candidates who claim allotment to the un-availed seats, if any, under SC/ST quota should furnish community and income certificates/ non-creamy layer certificate obtained from the Village Officer concerned. Those OEC candidates whose annual family income is up to 8 lakhs (Rupees eight lakhs only) alone are eligible for such seats ((GO (MS) No. 03/2018/BCDD dated 09/04/2018.) They should provide Community Certificate/ non-creamy layer certificate from the Village Officer concerned.

5. ELIGIBILITY FOR ADMISSION

Academic eligibility should be satisfied as on the last date of submission of academic data.

In the case of candidates who have passed examinations of other

Boards/Institutes/Governments, except CBSE/CISCE, they shall be admitted only if these

examinations have been declared equivalent to the qualifying examinations of MG

University.

AGE LIMIT: There is nouppper and lower agelimit for admission to undergraduate programmes.

However the upper agelimit for admission through sports quata is 25 years.

No candidate shall be admitted to the degree programme unless he/she possess the

qualifications and minimum requirements thereof.

The Rank List shall be prepared on the basis of ranking marks arrived at as follows:

Handicap of Five marks for every successive attempt after the first attempt subject to a maximum of twenty marks will be deducted from the total marks in the case of those who have taken two or more chances to complete the examination. The number of chances means the number of chances taken for passing any part of the qualifying examination after the prescribed programme period. Appearance for improvement of marks shall not be considered as an additional chance.

No handicap marks for SAY pass outs be imposed if admitted in the same academic year but five marks shall be deducted if he/she is ranked in the admission list of the succeeding year. Candidates who have passed the qualifying examination under SAY scheme or such supplementary scheme are eligible to apply for First Year programme in the same academic year, but they have to produce the mark lists on or before the closing date of admission as notified by the university.

Resolving of Tie

If the index marks of more candidates happen to be the same, then for breaking the ‘tie’ , the following criteria shall be followed one after another in the order given below:

• The candidate who has scored higher marks in the concerned elective subject shall be placed senior in the rank list. For B.Com. Programme, business studies (commerce) shall be considered as the elective subject.

• The candidate who has scored higher marks for part iii subjects (or the subjects other than languages, if part is not specified) taken together shall be placed senior in the rank list.

Second languages will be allotted at the time of admission by the college/institution concerned based on the preference of the candidate and availability at the college without incurring any additional financial commitment on the part of the Govt/University and without any change in the existing staff pattern of the department concerned.

• The candidate who has scored higher marks in part i (English if part is not specified) shall be placed senior in the rank list.

• The candidate who has scored higher marks in part II (second language if part is not specified) shall be placed senior in the rank list.

• By giving residential weightage (at district/state levels)

• Preference shall be given to candidates who are elder, and the age difference shall be calculated in completed years only, rounding down fractions. (as candidates having difference in age less than one year happen to be admitted in the same class).

Bonus Marks

The Bonus Marks will be awarded as follows:

1. Bonus of 15 marks shall be awarded to applicants with NCC or NSS Certificates at ‘Plus Two

Level’ for admission to all programmes. In respect of NCC candidates, the bonus marks will be awarded on the basis of NCC Certificates signed by the Director and issued by the Directorate of NCC to candidates who have secured al least 75% attendance after having participated in its activities during the programme of study immediately preceding the programme for

which admission is sought. An additional bonus mark of 5 to ‘B’ Certificate holders in proof

of their high proficiency.

2. In respect of NSS candidates, the bonus marks will be awarded on the basis of NSS Certificates issued by the competent authority.

3. Bonus of 15 marks shall be awarded to the Ex-servicemen applicants and widows and children of Jawans and Ex-servicemen seeking admission to the Degree Programmes. Applicants to this category should invariably produce along with the application form an attested copy of certificate issued not earlier than six months from the last date of submission of application from the military authorities or state/Zilla Sainik Welfare Officer to the effect that he/she is the son/daughter of an ex-service man or an ex service man himself/herself.

The benefit of bonus marks can be scored by a candidate only under one category i.e., either NSS or NCC.

Bonus marks shall be added only if the candidate has obtained the prescribed minimum qualifying marks in the qualifying examination while calculating the index marks.

Handicap Mark/s shall not be deemed as marks awarded for physical/mental disability of any kind of the applicant concerned. Handicap mark is the mark deducted from the marks of an applicant on account of acquiring the eligible qualifications in subsequent chances following the regular chance in which he or she ought to have acquired the eligible qualification.

The applicants need submit only a single application form for applying online for admission to all the UG Degree Programmes in various affiliated colleges for considering them in the Open/Reservation Quota except International student’s quota/Transgender student’s quota/

Lakshadweep Quota and quota for Malayalee students from Andaman and Nicobar Islands. If a candidate submits more than one application his/her/her candidature is liable to be cancelled. The candidates seeking admission through community merit/management quota/Lakshadweep quota/ Transgender student’s quota and quota for Malayalee students from Andaman and Nicobar Islands should also submit separate applications directly to the institutions concerned. The above candidates can also apply under the Centralised Allotment Process, if they are to be considered for general allotment in which case selection will be based on merit/communal quota.

Submission of application i.e. registration of personal and academic data as well as options for programmes and colleges shall be done on-line. Before submitting the application form, candidates are advised to verify the details of academic programmes in a college including hostel facilities through the website of affiliated colleges, in addition to the information given in the prospectus published by the University.

Before selecting a programme the applicant shall satisfy himself/herself that he/she

possess the prescribed qualification for applying for the programme.

Steps for On-line Registration:

1. For online registration of personal and academic data, the candidates must visit the web site, www.cap. mgu.ac.in and click on the link “UG CAP- 2021”.

2. Follow the online instructions and fill in the personal details in the relevant fields provided.

3. Please take utmost care while choosing the board of examination at plus two level and entering the register number as academic details are fetched directly based on the register number entered by the candidate.

4. Please note that only one application can be generated using one mobile number and hence the applicant should be extremely careful while entering the details online.

5. Create a ‘Password’. (The password is mandatory for all future online operations). The

password created by the candidate should not be disclosed to others who may misuse

it. This may result in tampering with the options and the University will not be responsible for any such eventuality.

Reporting at the College for admission:

It is mandatory that all students who get allotment should report for admission at the college concerned after remitting the requisite fee due to University through the Online Payment Gateway. Candidates can download the allotment memo only after remitting the fee due to University through the Online Payment Gateway available in the website. Those who fail to do this will be treated as Not Joined and further claim for admission by these applicants will not be entertained.

However, considering the current scenario of Covid - 19 Pandemic, candidates are

exempted from reporting to the colleges physically. Instead they should contact the

colleges to which they are allotted and wish to secure permanent admission and

remit the fees to be remitted at the college through any of the online mode suggested

by the college. Those who wish to take temporary admission may do so by availing

the option provided in the online application after remitting the requisite fee due to

University.

Hardcopies of the filled in application shall not be, repeat, shall not

be sent to the University

Special Attention

After pressing final submission button, further modification of data (except options) is not possible. Hence, make double sure that all entries are made correctly before pressing final submission button. For a complete Illustration refer the appendix.

The college authorities after verifying the digital copies of the documents provided online in the college panel may admit/reject the candidate as the case may be.

However, the candidates should produce the following documents in original

before the Principal/Head of the college/institution on any of the suitable dates

prescribed for the same after considering the situation prevailing due to Covid -19

contagion.

1. The Allotment Memo received online.

2. Certificate to prove date of birth.

3. Transfer Certificate (TC) from the Institution last attended and Conduct

Certificate.

4. Marklists of all parts of the Plus Two / equivalent examination.

5. Eligibility Certificate from Mahatma Gandhi University, in the case of candidates who have passed their qualifying examination from other Boards/Institutes/governments, except BOARD OF HIGHER SECONDARY

7. Caste certificate in the case of SC/ST candidates. Any other documents required to

8. Community Certificate along with non-creamy layer certificate(as per Government rules) from the revenue authorities concerned in the case of SEBC candidates who claim reservation under SEBC category. The non-cramy layer certificate should not

have been issued earlier than 12 months prior to the submission of application.

9. Income and Asset Certificate from the revenue authorities concerned as stipulated

in GO (MS) No. 128/2020/H Edn dated 20/03/2020 in the case of candidates who wish

to avail of reservation under EWS.

10. Candidates who wish to avail of bonus/weightage of marks shall produce

the relevant certificates.

The college authorities, after verifying the above documents, shall confirm the online admission granted earlier on the basis of digital documents and make necessary updations in the admission portal. The students who get admission in their first option should remit the fee applicable to the course in the institution at the time of online admission through any of the online mode specified by the college. Those students who decide to seek permanent admission by cancelling the higher options also shall remit the tuition fee and confirm their admission.

College authorities shall make necessary arrangements to collect fees online to

avoid any physical reporting in the current situation of global pandemic. Candidates

should not be insisted to report to the colleges in person unless otherwise notified by the

University.

Those who retain higher options need not pay any fee in the institution at the time of admission on the basis of the first/second/third allotments. However, in the fourth allotment, they should remit the fee applicable to the programme secured in the higher option (except SC/ST candidates) and join the college, and if not secured they should remit the fee applicable to the programme secured in the previous option. Candidates who wish to retain their

higher options need not remit any fee while choosing temporary allotment during first

allotment. However, such students should send any of the additional documents required for verification through email if demanded by the the college authorities.

The allotted applicants should download the admission memo from the website and produce the same at the time of confirmation of the online admission at the college on the dates intimated by the University. The college authorities may retain the memo along with other certificates required for the confirmation of admission.

CONFIRMATION OF ALLOTMENT

As the allotment is based on the information furnished by the candidate online, the eligibility should be confirmed at the time of admission based on the digital copies of the supporting documents uploaded by the candidate. The admission should be done on-line through the panel provided by the University by ensuring the correctness of the candidate details. The principal/Head of the college/institution should verify the details furnished in the allotment memo in respect of the candidate by comparing the same with the digital copies of the documents uploaded by the candidate. Any discrepancy which results in the invalidation of the

allotment should be reported to the University and admission should be denied in such

cases. The principal/Head of the college/institution shall be personally responsible for ensuring the correctness of the relevant details in online application by verifying it with digital records uploaded by the candidate. The college authorities shall also verify the genuineness of the digital records by verifying it with the original documents produced by the candidate on the date specified by the University for the same. The University will also verify the records produced by the candidates who got admission in due course and any discrepancy detected will lead to the cancellation of the allotment.

Verification of Documents: - The Principal/Head of the Institution shall be personally responsible for verification of digital documents/original documents and satisfaction of the correctness of the records produced by the candidate at the time of seeking admission in the College/institution. If any discrepancies are noted in the online data and the digital/original records, the allotment will be cancelled. The University will also verify the records produced by the candidates who got admission in due course.

Special online Allotments will be conducted for SC/ST candidates. SC/ST candidates who secure allotment through CAP and wish to retain their higher options will be permitted to

take provisional admission in all allotments up to the first special allotment

Cancellation of Higher Options after joining a College: - Candidates who join the college on the date specified may cancel their remaining options fully or partially or change the priority of their remaining options before the date specified. A candidate, not interested in any further allotments, must cancel all his/her/her options before the specified date, failing which, the options will remain live and will be considered for further allotments, if any. Alternatively, all higher options gets cancelled automatically if a candidate chooses permanent admission to a particular programme to which he/she is allotted.

Receipt regarding entry in the Online Admission Portal:

The college authorities should provide a receipt that can be downloaded from the Online Admission Portal which states that necessary entries in respect of the reported candidate have been made in the Online Admission Portal and the candidate choosing a mode of admission shall download the same from the online application without fail. The candidates shall ensure that the colleges have verified their digital documents/records and have admitted them temporarily/permanently. An option in this regard shall be available in the candidate login from where he/she may choose permanent/temporary admission and download receipt in respect of confirmation of temporary /permanent admission by the colleges.

Any lapse on the part of the Head of the Institution with regard to the irregular admission shall be viewed seriously (Circular No. Ac AI/3/2114/2008 dated 06/11/2008).

A candidate need not report for admission in the college allotted to him/her in

the first instance and if desirous of availing higher options in the college of his/her

choice shall not cancel higher options. A candidate who so desires to await his/her

chance for admission in a college of his/her choice need not admit himself/herself to

any college allotted as per his/her higher options during the course of each allotment

and need to finalize his/her choice of college and seek permanent admission only in

the fourth allotment.

Applicants can avail the option available in the online application to choose

temporary/permanent admission if he/she is allotted to any of the options other than

first option. If a candidate is allotted to his/her first option, he/she will not have the

option to take temporary admission.

As indicated earlier, allotted candidates can exercise online option on the mode

of admission after the publication of allotment/s and need not report to the colleges for

the physical verification of records. They may remit the fee due to the colleges

including tuition fee through any of the online modes of remittance.

Candidates shall be intimated to report the colleges by the University after

assessing the situation prevailing due to the Covid -19 virus contagion.

Admission & Allotment in Colleges: Allotment of seats in all colleges will be college/institution wise.

Allotment in Colleges to Candidates with multiple claims under Mandatory Quota: All candidates included in the Rank lists are eligible for allotment under State Merit (SM). Candidates might be entitled for other reservation quotas also under Mandatory Reservation. For example, a candidate may have the benefit of SEBC reservation (EZ/MU/OBH/LC/OBX) or Scheduled Caste (SC) or Scheduled Tribe (ST) claim. The seats will be offered on the hierarchy of quotas.

The hierarchy in order is as follows:

• State Merit (SM) – All candidates included in the Rank Lists are eligible for allotment under State Merit.

• Communal Reservation (SEBC/SC/ST).

• A candidate without SEBC/SC/ST reservation benefit will be considered only against the ‘State Merit’ seats wherever available at the time of allotment.

Fee for the various programmes in Government/Aided/Self Financing Colleges for the admission to 2021-22 batch will be available in the University website. If a candidate remits the fee due to the University on securing allotment and reports to the college allotted and subsequently secures allotment to another programme/college due to higher option, he/she need not remit the fee again. Similarly, a candidate who secures allotment through CAP and subsequently joins the same or another college/programme, he /she need not remit the fee due to the University again.

The prescribed fee due to the University as detailed below will have to be remitted by

candidates (except SC/ST candidates) through the online payment gateway available in

the CAP website as per the time schedule prescribed. The receipt generated should be

retained by the candidate so as to produce the same before the college authorities at the

time of admission.

Students who get admitted on higher option at a different institution/programme mode will be eligible for refund/adjustment of fees paid at the institution/Programme Mode they leave.
