Early on in the training

of cadets, they are indoctrinatedon the basics of customs and traditions of theservice. Surprisingly, inspiteof thedifficultieswhichcharacterizethe lifeofaplebe,whatthey learned intheindoctrinationprocessaredeeplyingrained,clearlyrememberedandpassionatelytreasured.Then,theyleave the portals of the Academy and venture into the outsideworld-idealistic, eagerand courageous. Theynotice that,outside, thingsarequitedifferent in theprofessionofarmsi.e.,mannerofconductingmilitaryhonors,leadershipidiosyncraciesthatdefydoctrines,formal superior-subordinate protocols different frominformalupperclass-underclassrelationships.

This isnowthesituationfacedbothbynewgraduates and older alumni. Change is inevitable,nothing is permanent. They should not be sweptby the maelstrom of change. While they adapt tochanges, there are things they should not let go-traditionsofthelonggraylineandtheircommitmentsto remain true to Academy values which are rooted intheCodeofHonor.Aboveall,theyshouldstandbytheir commitment to serve their country at whatever cost.

FROM THEChairman’s DeskCommitment to the service in the 21st century

“Cadets, what is service and what is loyalty?” It wasa standardquestionofour instructorswhenwewere still cadets.Weknow that thequestion

isstillrelevanttobeaskedtothecadetsoftoday.Wejustdonot knowwhat their answerwouldbe.Wehowever surmisethattherewillbeaworldofdifferenceinthewayweseethesepowerfulwordsorconcepts,givenamoreorless50-yearagegap. Does the millennial generation of defense and securityproviders(soldiers,police,coastguardpersonnel,etc)havethesamelevelofcommitmentaswehadduringourtime? To look for answers, one cannot help but look back into our yesteryears. We need to retrace our history and values and compare them with today’s events or we may need to use quantification methods. One reason may be that life would seem simple then compared to the fast-paced demands of today. Another reason that may be offered is the findings on generation gap. Yes, we baby boomers (born after the war) and the older generations enjoy boogie and the classics while the millenials (today’s generation or those born in the 80’s to 2000) enjoy malling and the internet. Yes, the internet! It is the favorite past time of the “younglings” to spend countless hours surfing the internet while we still engage in the traditional reading of books and newspapers. We personally experienced the real world through travel and we even participated in the events we now call history. We experienced the birth of insurgency and the rebellion in Mindanao, while the millenials see the world through cyberspace. They are getting real time information through the computers, unlike our reliance on radio for information. Wheredotheseeventsleadus?AsmatureCavaliers,itiseasyforustoadvisethenextgenerationofCavalierstoremainloyaltothecountryandsteadfastintheservice.Buthaveweaskedourselveswhatthefuturewillbe?Willthewayweseethingsberelevanttothem?Lastyear,thecountryhostedAPECandthePhilippineshasbeendeeplycommittedtotheASEANIntegration. These organizations are embodiments of theconceptofglobalization.Sowhatisloyaltytothecountryandcommitmenttotheserviceinaglobalizedworld?Asweexpandourinternationalcommitmentsour“world”broadens,andsodoesourperceptionofthingsaroundus.Soweask:“Istoday’sgenerationreadyfortheserviceexpectedinthe21stCentury?” It is praise-worthy that reforms in the defense and security sector are being done. The reform agenda will prepare our

servicemen for the demands ahead. Analysts have predictedthat the country’s population will balloon to 150 million by2050andthatthecountrywillbeinthetop20economies intheworld.Arewereallyreadyforthedemandsofthefuture?Will the transformation roadmaps of the AFP, PNP and PCGbe sufficient for the “new” commitments required? And asconcernedCavaliers,wewonderifthePMAcurriculumwillberesponsive to the renewed commitment required of the service inthefuture. TheolderCavalierswere“raised”inthechallengingtimes.There were numerous ups and downs and there were even times when Cavaliers were pitted against fellow Cavaliers.Despite the challenges, therewas a collective value of beingin the service for love of country. We have observed thatCavalierswhobelongtothegenerationX(bornin1960’s-80’s)hadadifferentappreciationofevents.SomeCavaliers inthatgeneration ventured intoother industries like the airline andprivatesecurityindustries.WeearlieraskedifthemillennialsorgenerationYwouldbereadysincetheyareconsideredthemulti-taskingandthenon-committalgeneration.Careerchangesareexpectedofthem. It iswitheagernessthatweanticipatethemillennialappreciationofnewandbetteropportunitiesvis-a-visgovernmentservice. WeremainhopefulthatournextgenerationofCavalierswillbecapableofmeetingtheservicecommitmentrequiredin the 21st Century. The 21st Century, also called theAsianCentury,shouldbethePhilippineCentury.OurCavalierscanplay a significant role in this aspiration, but we should gotheextramile.Weneed to strengthenourvalues toensurecommitment. Our values have remained strong throughoutthe course of history. Our individual and collective valuesstandonsolidfoundation.PMAisstillthebedrockofintegrityof the nation. As we seek our national identity, we nowredefine service to thenationas apeople-centered service.Wewilllookafterthewelfareofthepeopleandnotjustthestate. As we face international challenges at this time, weneedtotakeadvantageoftheopportunitiesandprospectsofgrowthandsustainabledevelopment.LoveofthepeopleandofpeaceshouldbethenewvaluesofmillennialCavaliers.Itisnot just about the Philippines but also about opening to the world.Ourcommitmenttotheserviceshouldlookforanicheintheglobalizedworld.

The theme “Strengthening commitments: history, values andtraditions of the service” reminds

me of the endeavours each of us cavaliers hasendured inorder tobequalified forthe the profession of arms. Love forcountry has always been the guiding lightofourAssociation. It iswhatdrivesus unconditionally to serveour countrydespite difficultieswemeet outside ourAlma Mater. I am proud that many ofour men and women have remained true to their commitments as true military professionals. Our military discipline has long beentestedbyvariousadversitieswhichdate back to the establishment of the Philippine revolutionary forces. Saidadversitiesdonotweakenusbut rathergive us the opportunity to become a dynamic and proactive assembly of

Academyalumni.Throughoutourhistory,the changes we went through prove that wearealivingentity,noteasilytrampleduponbutrather,makeusmorereceptiveto challenges and further understanding ofeventsinourenviroment. I cannot forget the values our Alma Mater has ingrained in our hearts and minds.AstheAcademy’smissionintends,wenowpossessthecharacter,theskills,andtheeducationessentialtothepursuitof a progressive military career. Aboveallelse,wehavedevelopedaninviolablepledge to live and die for our motto:Courage,Integrity,and Loyalty.Ibelievethat the upbringing we had inside our belovedinstitutionisstillwhatwelivebyintheservicetoday. Our traditions, as cavaliers, havebeen passionately carried on and transmittedbytheearliergenerationstothe latter ones. In some facets, there isa mutual exchange of belief and culture thathasbeenvariedbytime.Unspokenbutnotunrecognized,thetrainingwehadbecameanessentialpartofourlives. Cherishing the wisdom we learned from our Alma Mater, I encourage my

fellow cavaliers as public servants to revisit the past and be guided by it.The past provides us the hindsight and foresight that we may not have thought of as necessary to improve ourselves. Itiswherewefindrejuvenation–throughmemories of our commitments in the past and what said commitments are for.Ourpeopledemandnothingshortofhonour and excellence in the service we render. The values that have been ingrained in us while we were still cadets defineour very identities. They espouse theimage our countrymen know of us and look up to. This is among many otherreasons why we should be reminded to be actively vigilant in fulfilling ourprimordial commitment – asprotectorsofourmotherland. With the new waves of changethe incoming administration may offer,let us not forget the essential role weplay in ensuring that the paramount interest of our country and people will be paramount. Onward we go, withunwavering devotion to serve God andtheFilipinopeople.

In the last report, we mentioned three institutionalobjectiveswhereouractionswillbeanchored.Thesearethe following: (1) Increase in success rate foreveryclass;

(2)enhancefurtherthecompetencyofourpersonnel;and(3)maintaintheefficiencyofoursystemsandprocesses. In connectionwith the first objective and as part of thePMACurriculumRevisionProject,theAcademyhasembarkedonthetaskofcontinuouslyreviewingthecurrentcurriculum.This isdoneby looking into itsevolutionover theyearsas itchanged from one conferring Bachelor of Science Degree to Tri service Degrees and back. The curriculum is evaluated incomparison with the curricula of other global military schools (particularly in the number of units gained and nature ofsubjects taught) andmore importantly, its responsiveness tothe current needs of the stakeholders. To ensure that thesechanges will be institutionalized, consultations with themembersoftheAcademicandTacticsgrouparemade,inputsfrom the stakeholder survey are also considered and research and documentation are given importance. As a result of theextensive curriculum review, there is now a consensus thatthe graduates using the current curriculum shall be conferred BachelorofSciencedegree,Major inMilitaryLeadershipandManagement. Thecorrelationofthequalityofcadetcandidatesandtheprobabilityofgraduatingfromtheacademywasalsorevisited,necessitating the move to enhance the current process ofrecruitment. Higher headquarters has actively supportedtheseendeavorsbycontinuouslyfacilitatingtheavailabilityofresources for thestudyof thecurriculumandtheproductionof the new institutional and recruitment videos which hadbeen launched in time for the conduct of the PMAEntranceExaminationindifferenttestingcentersacrossthecountryonAugust21. PMAwas recently invitedby the JapanNationalDefenseAcademy (JNDA) in early June to discuss the details of theproposed faculty and student exchange program. JNDA hasa favorable response to this undertaking.Dr. RyoseiKokubun,PresidentoftheJNDAhasinitiallystatedtheirintentofsending

fiftyJNDAcadetstointeractwithourcadets.Thisisthesamedirectionwehopetotakeinothercountrieswherecadetsareadmittedasstudents,suchasAustralia,US,KoreaandCanada. Today, PMA hopes to institutionalize the practice ofsendingcadets toattend internationalconferencesand invitetheir counterparts from Foreign Service Academies to visit the Academytoobserveourpracticesandcustoms. To further enhance our systems and processes, weintend to look into the best practices of other militaryacademies as well. PMA will be hosting the “6thRimlandPacificSuperintendents’Conference(RPSC)”from19to22July2016. ThefirstRimlandConferencewas conducted in 2001.This event was attended by the heads of Naval and/or Tri-ServiceAcademiesof countries suchCanada,United States,Australia,NewZealand, Japan,Vietnamand thePhilippines.The theme for this year’s conference is:“ServiceAcademies:Strengthening Cooperation and Collaboration to AddressGlobalSecurityChallenges”.Asidefromtheexchangeofideasandlessonslearned,theRPSCprovidesavenueforpotentialcooperative discussions and joint opportunities that can beexplored by participating countries. Examples are Four YearExchange Program, Semester Exchange (not more than 6months in duration), Short Duration Visits (2-4weeks), andFaculty/StaffExchanges. Inclosing,wewouldliketoagainexpressourappreciationto the sons and daughters of the long gray line who contribute to therealizationof thevisionof theAcademyfor the1168strongmembersof theCorps.Asof thiswriting, twomajorprojects are envisioned to be funded through PMAAAI Payback Scheme,namely: the repairof theBoodleBarwhichwillberenamed Lorenzo Lounge (The facilitywill be a reminder oftheoldLorenzoHall.Itwillserveasareceptionareaforcadetvisitors)andtheprocurementofseventyfivecomputerunitsfor the three computer laboratories at the Melchor Hall for useduringInformationTechnologylessons. Withtheseseeds“sown”withthehelpofthecommunityof cavaliers, we are assured that we will have a strongerinstitutiontomoldfutureleaders.

Strengthening commitments, values and traditions

Now that the election is over and the people havechosenanewsetof leaders, it istimetocloseranksandpursuewithmore vigor our national goals. The

dramawhichunfoldedduringthepastpoliticalexercisedoesnotspeakwellofourage–oldFilipinovaluesandtraditions.Something has gone wrong in our society and this has derailed theattainmentofourlongtimeaspirationasapeople–lasting peace and prosperity. Understandably, there are apprehensions resulting from unorthodox, sometimes radical pronouncements of the President-elect. Cavaliers, most especially those still in the active service should not be affected, much more swept by conflicting sentiments and possible polarization of socio-economic and political forces. As often said, it is time to move on, close ranks and give the new leaders the chance to lead the nation. Now, more than in any other time in our recent existence as a free nation, the men in uniform and cavaliers should demonstrate that they are the pillars of strength in the preservation of stability. They should never forget the raison d’etre for existence as stated in Section 3, Article II of the Constitution: protect the people and the state, its sovereignty and territorial integrity. But even as the armed services focus on their primary reason for being, cavaliers should not forget their internalselves, their personal commitments to perform their dutieswell,theirvaluesandage-oldcustomsandtraditionsnurturedby the Academy through the Code of Honor. Have therebeen social and cultural changes in the larger society and in theprofessionofarms?HavetherebeensignificantchangesinAcademytraditionsandcustomsof themilitaryservice ingeneral?Thesearequestionsraisedbyolderalumni-productsofthecadetcorpswhenitsmaximumstrengthwasonly350. Anumberofcontemporarypracticescouldhavetriggeredthequestions. First,itcametopassthat“boodlefight”hasgonebeyondtheconfinesoftheAcademyandalumnigatherings.Thankstomedia,manyofourcountrymennowunderstandthatboodle(obsolete slang word no longer found in modern Englishdictionarieswhichmeans lot, pack, crowd, bribe money) incadetparlanceisfoodandboodlefightisnotastreetbrawl,boxingorwrestlingmatch. Itmeans somekindofaneventwhere a hodgepodge of foods spread over banana leaves on a long table, are eaten with bare hands by a multitudeof participants. Recall that even Presidents were shown inpictures in the newspapers eating with rows of soldiers tocelebrate an important event, and captioned boodle fight.

Today,AFPtraining institutionsandevencivilianofficesrefertosimilareventsintheirorganizationsasboodlefight. Second,again, it came topass thatmilitaryceremonies,liketurn-overofcommands,unitanniversarycelebrations,andparadeandreviews,amongothers,havebecomenumerous,elaborate and expensive. While these ceremonies give theuniformed services a certain degree of uniqueness that impress civilianswith their showofdiscipline, precision andteamwork,therearedown-sides,liketimespentinpreparingandconductingthem,andremovingmenfromtheirprimaryplacesofduty.Attimes,combattroops,arms(evenartillery)and equipment are called from their operational areas toparticipateintheseceremonies. The DND/AFP leadership should review when and how military ceremonies should be conducted and for whom. It will be wise to reread development of military thought and doctrines with the end in view of going “back to basics”, reducing the frequency and retaining only those peculiar to old customs and traditions. For instance, in the olden days, combat troops preparing for battle and dressed in colorful gala uniforms were assembled in regular formations to be checked for readiness by officers after which they marched, accompanied by drums and bugles. Historians say, this was the origin of today’s parade and review. Third, there seems to be a lessening of thewarmth ofalumni camaraderie and brotherhood-like relationships asnoticedbyolderalumniwho,ascadets,livedinonebarracksand underclassmen knew all upperclassmen, including theirpersonal information (name of girlfriend, hometown, serialnumber,etc.).And,genuine respect for senior/olderalumni,regardless of rank appears to be not as strong as before.CouldthesechangesbetheresultofalargeCorpsofCadets?Graduatesnot retiring all together as a class?Ambition andscrambleforpositions?ThisisasadrealitythatthePMAAAIshouldtaketimetoworkonwithasenseofurgency. Forsure, therewillbemorechanges in thecountryandintheprofessionofarmsinparticular.Technologyhasdonealotineffectingsocialandculturalchanges(termswhichsocialwriterssayare interchangeable). EventheAcademywith itstraditionsborrowedfromWestPoint,USA.willnotbesparedfrom this phenomenon. But it should not let go with thenurturing of values that spring from the Code of Honor which graduates fromall years hold sacrosanct,up to now. This is what makes the Academy distinct from other educationalinstitutions.

Renovation of PMA Alumni Center building completed

TherenovationandrepaintingofthePMA Alumni Center building has been completed inApril2016atatotalcostofalmostP2million.Therenovationincludesalibrary,anexpandedconferenceroomtobeusedasaboardroom(largeenoughtoaccommodate the21-memberboard),anexpanded room for the BIRCI and a new stockroom cum service area. Includedare the built-in cabinet along the wall of the library, the acquisition of airconunits, public address system, duplicatingmachine,andconferencetablesandchairs.

RetiredAFPchiefGenHermogenesCEsperonJr’74hasalsobeenappointedasthenewNationalSecurityAdviser. RetiredMGenEduardoDdelRosario‘80 and BGen Ricardo B JaLad ‘83 havebeen appointed as DND Usec and headof the National Disaster Risk Reductionand Management Council (NDRRMC),respectively. The Police Cavaliers Association,Inc. (PCAI) conducted a fund-raising golftournament, inthenameofCPNPPDGenRicardoRMarquez,withthePMAAAIanditsaffiliatefoundationsasthebeneficiaries. The PACI has been responsible for various fund-raising activities, most notable of which is the Heroes Run, whichaimstoraisefundsforthebenefitofthelivingheroes,combatcasualties,andthesoldier-athletesofthePhilippineArmy.FortheofficersandmembersofthePMAAAI,truepublicserviceisnotonlyaduty,buthasbecomeawayoflife.Courage,integrityand loyalty continue to define them as they do about theirmandatetothecountryandthepeople.

The general assembly registered a total of 215 attendeeswho came from the eight regimental companies of the CCAFP.The roll callwasdoneby company, starting from thebottomofthe standing of the 2015 Jurado Cup Sports Competition. DearEditor: This is in reaction to some comments in the Class Call of Class1956andClass1960intheMarch-April2016issueoftheCavaliermagazine. LetmecommentfirstontheClass1960ClassCall.OnthePMAAAI board resolutions submitted for ratification of the members, the list of the resolutionswith their subject titleswas included in theAnnual Reportwhich, alongwith the 15resolutions affecting the members, was included inside theenvelope distributed to the members during the registration at as early as 0700H. The members had sufficient time, ifthey had wanted to, to read the resolutions before start ofthemeetingat0830H.Todistributebymailorcourieralltheresolutionstoallthemembersbeforehand(ifwhatismeantby“beforehand”isbeforethedateofthemeeting)isimpractical,nottomentiontheaddedcost. On the suggestion to have a resolution to implement the SupremeCourtdecisiononPD1638, it isnotclearwhatthatdecision is. On the giving by the PMAAAI of a Valor Award to the recipients of the Medal of Valor, it was the thinking of theAwards Committee and the Board last year that the Cavalier recipients of the Medal of Valor deserve also a recognition by the Association, as the award brings honor not only tothe recipient himself but also to the organization to which he belongs.ItisawayofPMAAAIhonoringthem.Bytheway,thiswascoveredbyBoardResolutionNo.15-23,whichexplainstherationale. Not many people are able to step into a life of commitment at a very young age. The Academy

has taught the long gray line the core values of courage, integrity and loyaltyembodied by honor, service andpatriotism.Among themany things thatbond cavaliers across generations is theearly submission of their free will to a law of perpetual constraint at a timewhen our youth is just blossoming into thefreedomtoexperiencelife.Ourveryearly experience of commitment was the moment we set foot in Fort Del Pilar and tookthat‘OathofOffice.’Thatactmeantmore than just words spoken -- it was signingoffouryouth,ourfuture,andourlivesforanideal. In the classrooms of the Academy,we learned of heroic narratives thatechothroughgenerationsofcadets.Ourrichmilitary history is filledwith storiesof patriotism, dedication to duty andsacrifices. In a personal re-examinationofmilitaryideals,Irevisitedtheinspiringstoriesofgallantry inactionofcavaliers.

Many of them made the ultimatesacrifice and many survived the armedencounterswithandwithout injury.Canyou still remember the cavalier who“managed to singlehandedly save the lives of six Marines who were ambushed by guerrillas, carrying them off thebattlefield one by one”; “the gunneryofficerwhodiedinthelineofdutyduringanencounterwhiledirectinghisgunners”;and“theyoungofficerwhoengagednineJapanese Zeros and successfully sunkfifteenshipsinthePasigRivertopreventtheJapanesefromusingthem”? From cadetship and into units where we are assigned, we also encounteruniquetraditionswhichengendermilitaryvalues and ideals. Our organization hascreeds, maxims, songs and even chantsthat inspire each cavalier to value his commitment.Itallstartswithachallengeto grow towards the ideals embodied in Cadet Prayer: “…guide us that we maylive this life to the fullest indevotion toThee,inservicetohumanityandcountryand in the realization of our true self….

Strengthenourheartswithfortitudethatwe may discipline our lives to trail the difficultpathsratherthantostrayontheeasierways”. Commitment to accomplish the mission is also inspired by the Ranger’s Creedwhichdeclares: “Recognizing thatI volunteeredasaRanger, fully knowingthe hazards ofmy chosen profession….Iwill shoulder more than my share of the task whatever it may be, one-hundred-percentandthensome….Surrenderisnota Ranger word……complete the missionthoughIbethelonesurvivor”. For some, the creed becomes acommitment to serve in the shadows “…unseen, unheard, we do our sharewithout fanfare nor trumpet’s blare”.The Cadet Prayer and Ranger Creed,along with other unit creeds and even the “Cavalier Knowledges”, habituate inthecornerofourmindsandcontinuouslyreconnectustothe“commitmentbutton”in our brains. These remind us thatwe,as cavaliers, must always be dedicatedto the service of our country and people even without being ordered to do so,or without expecting recognition of ourgooddeeds. Oursharedexperiencesascavaliers,tell us that our commitment is deeply rooted in our history, values andtraditions, the very foundations of ourbelovedAcademy.Thesearethereasonswhy Academy graduates are imbued with adeepsenseofcommitmenttoduty. Inthecontextofleadership,commitmentisthededicationtoaparticularorganization,cause,orbelief,andawillingness togetinvolved. Cavaliers who have maintained a high status of commitment to a noble cause and to the organization wherethey belong stand out amongmen, anduphold the truth. They are instrumentsof national healing and nation-building.They serve our country and people in manyways,evenattheexpenseoftheirlives. This kind of commitment to dutyshould be the hallmark of all Academy graduates.

In 2006, I wrote and published anarticleintheCavaliermagazinetitled“On Estate Planning”, to help one in

planning,tominimizethetaxpayable,forthe transfer to his heirs of his real estate andotherproperties.Thedifferentmodesare through deed of donation, deedof absolute sale, formation of a familycorporation the equity of which will bethe properties, and through judicial orextrajudicialsettlementofhisestateafterhedies. Now, I have been asked to writeon what to do in case a loved one,particularly a military retiree, dies. Firstconcernistheinterment.TheAFPdeputychief of staff for retirees and reservistsaffairs, J-9 (contact no. (02) 911 6513),has to be informed, so the Philippineflag will be provided to be draped overthe casket and the vigil provided during the wake. If the family wishes to havethe remains interred at the Libingan ng MgaBayani(LNMB),towhichallmilitaryretirees are entitled, even if they arenotheroes,arrangementwillhavetobemade with the Army Support Command

(contactno.(02)845-9555local4401)inFort Bonifacio. The appropriate militaryhonorswillalsobeprovidedbytheAFP. Atthatcrucialtime,fundsareneededfor the burial expenses. The followingcash benefits or abuloy due the familyare: P100,000.00 for amember of PMAClass1955,P50,000.00 foramemberofPMAAAI in good standing, P40,000.00for member of AGFO in good standing,and P20,000.00 for a veteran as burialassistance from PVAO. I learned thatAFPSLAIalsogivesaP15,000.00abuloyincaseofdeathofaregularmember. Seventy-five percent (75%) of the retirement pension of the deceased AFP retiree is to be transferred to the legal spouse if married to the pensioner before he retired, pursuant to Sec 25b(1)of PD 1638. The request has to be made with the PGMC, to be supported with the retirement order, marriage certificate and death certificate. Now, let me tackle the proceduralandsubstantiverequirementsinsupportoffilingtheEstateTaxReturnandpayingto BIR the appropriate estate tax within

six (6) months after the death of thedeceasedmember. Failure to do so willmeanasurchargeorpenaltyof25%andan interest of 20% per annum of theestatetaxdue. Withinsixty(60)daysafterthedateof death, a letter has to be sent to theBIRCommissioner(Attn:RevenueDistrictOfficer), giving notice of the death ofthedeceasedperson.This ispursuanttoSection89ofRA8424,otherwiseknownastheTaxReformActof1997. IfthereisnoLastWillandTestamentexecutedbythedecedentbeforehedied,the heirs have to execute an Extrajudicial SettlementoftheEstateofthedeceased.Properlynotarized,ithastobepublishedinanewspaperofnationalcirculationforthree(3)weeks. A Statement of the itemized assets of the deceased, itemized deductionsfrom the gross estate of the deceased,and the amount due if the gross value of the estate exceeds P2 million, hasto be prepared and certified by a CPA.The BIR-prescribed zonal valuation ofthe properties at the time of death is

used. The CPA Statement is one of thedocuments in support of the Estate Tax Return (BIR FormNo. 1801), alongwiththe Deed of Extrajudicial Settlement oftheEstateand thecertificationattestingtoitspublication. All the registrable properties of thedeceased, such as real estate, vehiclesand shares of stock, in addition topersonal assets like cash in bank, havetobe included in theCPAStatement, asthe Certificate Authorizing Registration(CAR)andtheTaxClearanceCertificatetobe issuedbyBIR afterpaying theestatetaxwill be the supportingdocuments intransferring the titles of the propertiesfromthedeceasedtotheheirs. The other documents required to be attachedtotheEstateTaxReturnare:1)deathcertificate,2)noticeofdeath,3)TINof thedeceased,4) certified truecopiesofTCTsandlatestTaxDeclarationsofrealproperties, if applicable, 5) certificateofNo Improvement issued by the Assessor’s Officewheredeclaredpropertieshavenodeclaredimprovement,6)realestatetaxclearanceissuedbytheCityTreasurer,7)

titles of the properties in the names ofthe heirs. Registration fees are based onthe schedule of fees with the Register of Deeds. Tax Declarations for each of thepropertieswill be transferredby theCityAssessorinthenamesoftheheirs. Forestatetaxpurposes,theauthorizeddeductions from the gross estate of thedeceased include a standard deductionof P1million, deduction for family home(houseand lotwhere thedeceased livedbeforehedied)notexceedingP1million,allowabledeductionsformedicalexpensesnot exceeding P500,000.00 incurred bythe deceased within one (1) year priorto his death, and allowable deductionsfor funeral expenses not exceeding P200,000.00. The last two have to besupportedwithreceipts. The estate tax is based on the value of the net estate. The estate is exemptfrom tax if the net estate is not over P200,000.00. Above that, the estate taxrangesfrom5%to20%ofthenetestate. For more details in preparing the Estate Tax Return, onemay refer tomyarticle“OnEstatePlanning”.

Whilea light but hearty merienda-brunch was beingserved,Gigideliveredashortspeechthanking all those involved and reminding everyonetostayhealthy,adding‘Anounceof prevention is better than a pound ofcure’,andrightfullyso! Bert Rodriguez celebrated his 78th birthdayMarch12,2016withaluncheonevent at the Torch Restaurant along Connecticut Avenue in Greenhills. Our regular golf fellowship every Thursday morning at the Philippine Navy Golf Course is sustained with at most six golfers attending. Besideshe was as healthy as can be and he was very proud of his latest golf score of 86 which he got just a week before and when visited by MULAWIN Ofring Marcelo intheKidneyCenterwherehewasconfinedthere were no signs that he would undergo series of surgical procedures that eventually cut short his life. He died onMarch17,2016.Hewas73yearsold.Thewake was at the Loyola Memorial Chapels along Commonwealth Ave.,Quezon CityintermentwasatLoyolaMarikina.wherehe was given military and grave-side honorsbythePhilippineArmy.Edservedthe army and occupied various positionsuntilhisretirementinSeptember1981. STILL ON THE 2016 ALUMNI HOMECOMING WestillhavefondmemoriesoftheClass’participationinthelastalumnihomecomingwhere we were acknowledged by PMA and PMAAAI as golden jubilarians, for whichthe graduates were presented golden medallions.Diditoccurtousthesignificanceofthemedallions?Itmeansthatthoseofuswhoarestillaroundhaveweathered50longyears after graduation on 20 March 1966.And,weareontrackforacrackasdiamondjubilariansin2022.Anumberthisearlyhasvolunteeredtojointhisfutureevent.That’spositivethinking,mistahs. Because of space limitations in theCavalier magazine, we can only publish somuch of our homecoming activity pictures.Here are additional pictures that deservetobeseen– theplantingof100pine treesat the ravine along the road going to Jurado Hallandthebreakfastwiththecadets.Here,our spouses, children and grandchildrenand other members of our homecoming delegation observed how the cadets eattheirmealsatthemesshall.Someonewrotethatwhathappensinsidethemesshall,likereciting plebe knowledges, guard details,current events and even the menu for the day, contribute to the development of thecadets.Weagree. As for the pine trees, all of which have markers where the names of graduates are written, we hope they will be nurtured by PMA personnel until they are full-grown. This is to give justice to the senior citizens who braved the trip down the steep slopes, despite limps and weak legs. Now we can say that we have contributed to the environmental program.

ANNUAL MEMBERSHIP MEETING In the afternoon of 28 May 2016,availablemembersof theClass (enoughfora quorum) and their spouses attended theannual membership meeting held at thenew UNILAB compound in Mandaluyong

City, once more hosted by Class PresidentManuel P Espejo. The usual agenda wastackled, including thefinancial resourcesoftheClass. Thegoodnews is that theClassFund is in the blue, thanks to savings fromthe participation fees contributed by thosewhoattendedthehomecoming.Becauseofsubstantialdonationsfromanumberofourmembers, the participation fees were notfullyspent,hencetheavailabilityofsavingswhichwillbeusedforfutureendeavors(liketheGoldenSword). It was decided that the Class will no longer maintain a class corporation butan association. Elected officers of theAssociation were Noli Espejo, President;Filomeno Garcia, Vice President; RubenEspejo, Treasurer, Fred Bautista, Secretaryand Temi Arugay, Auditor. Two resolutionswere approved: (1) Approving all acts ofBoard and Management during the past AssociationYear (2)RequiringallmemberstocontributeP5,000eachNLTJuly2016forexpensesICOWthepublicationoftheGoldenSword. Surely, the amount that would beraised from thiswould not be enough, butagain, we have classmate donors waitingin the wings. Target date of publication:December2016. Prior to the meeting, there was apneumoniaimmunizationwhichwillprotectthosewhobravedtheinjectionforfiveyears.Therewere21whoreceivedthevaccinebuteachonepaidP500each,acheaperamountcompared to one done in a reputable hospital orclinic. Someofthemaleswereafraidtobe vaccinated (names withheld), but werepersuadedlaterontoundergoitafteralltheladies were done and when nobody showed signsofreaction. To recognize those who directly and indirectly contributed to the success of the lasthomecoming,CertificatesofAppreciationwereawardedtothem.Buteverybodyhadan important role to play even if it was only their attendance in the homecoming. Anamecountofthepersonswhoattendedthevariousactivitieswouldshowthatabout150attendedthehomecoming.

PUBLICATION OF GOLDEN SWORD Editor in Chief Roberto Sabularse reported the status of preparation for thepublicationoftheGoldenSword,thesecondafter the one published before graduation.Hesaidonlyabout50%havesubmittedtheir

write-upsandpictorials.Headdedthatthosewhowillnotsubmitafterthefinaldeadlinewill have only one page containing their graduationpictureasacadet.TheEditorialstaff has already received bids from twopublishers and is in the process of evaluatingthem. Also, the members approved aresolution authorizing the payment of 20%of the package cost upon signing of the contract. Those who want to buy more than one copymaydoso.Coststillnotavailable.

The construction of additionalrestroom and handrail at Bahay Masigasig will be constructed as soon as possible.Any financial contribution coming fromour kind-hearted overseas Mistah will be allocated to the project. Boogie Agustinwas tasked to coordinate with Command Engineer of PMA regarding the design and cost estimate of the project. Thatwas a doublewhammywinforfatherandson.Likewise,Jummel,theyoungestsonwasre-electedfor the 2nd term as Mayor of Bugallon,whileAmadeo(Espine’sbrother),wasalsore-elected for the2ndtermasMayorofBautistawithhisnephew,JosephasVice-Mayor.Allofthemwonwithbigmargins,a validation that Pangasinan is Espinocountryinallfronts.There’snosubstitutefor good governance and performance as proven by the unconditional supportof Pangasinenses to the Espinos. Maringal Golf Association The MGA or the Maringal Golf Association is proving to be the onlyconsistent and effective venue for“bonding”formistahs.IthasheldthePNPOpen(AntoFloridaaschampion)andthePA Masters (boyet baraquel -champion)successfully,wheretheattendancewouldnumberaroundahighof36andalowof24. Somemistahs did not even play butjust attended thebreakfast or the lunch.I am of the mind that a mistah need not be a golfer to enjoy the fellowship of Maringals who have been known for their witty conversations if not for their goodlooks.ThelatestonthelistofgolfersisAji,whose improvement is simply amazing.(yet,notenoughtobeatBrandoyet).Hehas even graduated from wearing denim pantstothemoreacceptabledry-fitwear.His advantage remains to be that his momentarmislongerthaneveryoneelse. Command and General Staff Course Withmajorityof the studentsof theCommandandGeneralStaffCoursebeingmembers of the best Class and having as reference previous courses with Marilags as majority of the students, one cannotfail to imagine the classroom dynamics with John Gabun, or the barracksatmosphere with Dan Ambe. Of course,on the side, academic laurels and GPAswill be a battlefield of sorts with thelikesof EdCatuand Jonjie Lontok. Itwillalso really be a challenge for Charlie Tiu and Richard de Guia supervising these magan students. Congratulations Attorney Bonto Now, now. The Class is sincerely braced-up for another lawyer in its ranks. Renato R Bonto, Attorney-at-Law, recently joined the Bar, making four the abogados de campanilla with Toquints, Giant and Jocas. If we will be allowed to speculate, Rene is probably inspired by his squadmate, Giant. There is this theory that because of the same squad leader/assistant squad leaders, yearlings, offenses, etc, squadmates tend to have similar aspirations, tastes, face, etc. But of course, it is not about a competition between him and John G, attorney emeritus.

Naturally,most mistahs could not stand up against the veteran guzzler – except for onewhobecamehisdrinkingbuddyof sorts.Becauseofthis intimatepartnership, thismistah, who is now an expert in DRRO,thought one night that there would no longer be a roadrun the next day as both forgotall thecare in theworld,givingalltheyhavegotinaGinebrasession.Tohisamazement0400Hthenextday,theentireClass was in formation and the Tac – O,sharp and ready to run, was looking forhim.Althoughgroggy,thesnappyMarilagjumpedoutofhisbunk,andwith severeheadache and panting, joined the 20kmroutewearinghis Spartan slippers. Later,theTac–Owouldfindthatapuppywhichhe brought to the barracks was named “Pebble”bysomeunkindcadet. And that was not all of that summer as somebody has been warning classmates of a transgender in the commissary. Ofcourse, the virile Marilags would heedthe warning lest they become mainstay of sinkprimetimenews, even re-echoingthe caution to each other. And so, thearmy men would always avoid the establishment, even harboring disgust oftheplace,becauseofthepossiblestigma.Thiswouldgoonforweeksuntilsomeone,who had been lusting for the supposedtransgender, discovered that the subjectisanatural -bornwoman–andtheonewarning others off has already had hissecondbase!Backtothepresent,thereis some awkwardness - a sudden silence - observed when the two former cadet rivals are present, and amember of theLGBTsectorpasses–by.IVSJ

of our late mistah, Heherson “Sonny”Layugan. A true blue Foxtrot Cool, he isvery unassuming and mild mannered butnevermeek.Hewas soft spokenbutcan be very stern with his words when provoked.Hewasala-ClarkKentthatway.AgentlemanbutaSuperman! He was assigned to the 3rd Company, NCBn during our Plebo Days’ Beast Barracks but soon commanded the 3rd Coy during our 2Cl years. One of his squadmate in Summer Camp, itago na lang natin sa pangalang Ago, recalled how resilient he was: “I was his bunkmate in Summer Camp, Squad Leader namin si Cdt Aromin. It was during our foot march along Kennon where I saw his attitude na kahit bogged down na, buga pa rin huwag lang maendorse sa aming Squad Leader. Kakalampas natin ng Lion’s Head paakyat nuon when during halt, he felt dizzy and started to vomit. Sabi ko, ‘magsabi ka na kay Cadet Aromin para maisakay ka sa ambulance at baka mag-bog down ka na.’ He said (galit na galit): ‘Huwag bok, ma-endorse ako, kakayanin ko na lang, malapit naman na.’ Ganuon ang determination na pinakita nya plebo pa lang.” Personally, my recollection aboutSonny is when we were both members of theBrigadeStaffwithhimbeingourBrigadeAdjutant.Mostcadetsweresurprisedthathe was chosen as Adjutant considering thathedidnot reallyfit thearchetypeofa customary Brigade Adjutant what with his physical stature and mild voice, andall. But Sonny proved all of themwrong,he became an excellent Adjutant wherein his Adjutant strut became the standard for otherAdjutantstofollow. He was also known to be very physically fit. He was into long-distancerunning, cycling and was also adept atswimming. Likewise, even though hewasalready an Army Captain, he stillwanted;really,reallywanted,totakeuptheSpecial

tonight to pay tribute to Cavalier Edgardo Abesamis of the Philippine Military Academy Mulawin Class of 1965,anofficerand

a gentleman who rendered outstanding professional service with utmost competence, unrelenting dedication andunblemished integrity throughout his military, government and private sectorcareer. Tohisfamily,wifeSusan,childrenKay,Oscar,ReneandTina,andtheirrespectivefamilies, please accept my deepestcondolences for and in behalf of PMA MulawinClass1965. Ed,asheisfondlycalledbymembersoftheclass,graduatedfromWestPoint,theUnited StatesMilitary Academy in 1965.His first assignment was in Mindanao,thenthehomeoftheIVMilitaryArea/4thInfantry Division of the Philippine Army basedinCagayandeOroCity.Hisspecificunit was the 27th Battalion CombatTeambased inMalaybalay,Bukidnon.Hereported thereat in August 1965 wherehe joined a group of Class 65Mulawinsnamely Danny Olay, Emil de Leon, LitoTapia,WillyNicolasandmyself. Ed was quite impressed with the vastness of the land of his first militaryassignment. Allow me to quote him onhis observations and impressions of

Many of us had it in various colors.Sonny had his own and I also had my own. And Sonny’slife was part of that color.

Many of us here had their own story to tell about Sonny. Let me share myportion. Though Sonny and I were mistahs in the Academy, my close encounter withSonny was when he was assigned here in HQsPhilippineArmy.Ihavefoundhimtobe almost the same character as I have — quiet,silenttypeandreserved.ButSonnywas an intellectual one. Heworks hard

Mindanao where he moved around for peacekeepingjobsandsupportmissions: “Those were exciting times for me;Mindanao in its vastness looked like a wideopenfrontieraswellasthat‘landofpromise’ to many Filipino migrants from aridandcoastallandsofthecountry.” Ed,however,willnotstaylonginthelandofpromisethatisMindanao.Afteratwoyearstintwith the27thBCT,hewassenttoalocalInfantryschool,thentotheSpecial Forces Group (Airborne) of thePhilippine Army. He will not complete ayear in the unit as he was again transferred to the Philippine Military Academy to teach MathematicsandSocialSciencesubjects.He also handled Military History classes beforehewassenttotheUniversityofthePhilippinesforgraduatestudiesfrom1969to1971. When Martial Law was declared,militaryofficerswere involved inbroaderroles in government including non military undertakings. Ed was assignedto the Development and Management Staff under the Office of the ExecutiveSecretary. His work assignments wereplain research, infrastructuremonitoring,project development, project financing,policy review and even speech writing.He remained in this office until itsreorganization in 1976 into what is nowthePresidentialManagementStaff. Edretiredfromactivemilitaryservicein 1981. He joined a private company,ICTSI. His stint with this company whichspecializesinseaportoperationsaffordedhim travels to countries like Vietnam,Argentina,Mexico,Brazil, Pakistan,Chinaand Indonesia. He retired from ICTSI inAugust2012. Ed’s retirement from ICTSI gave himmore time to spend with his Mulawinclassmates. And since we knew him tobe the efficient member that he is, he

was always given tasks in many and all class plans and activities, be it a minorormajor one. Ed contributed immenselyto the successful celebrationof thePMAMulawin Class 1965 Golden Jubilee inFortDelPilar,BaguioCityinFeblastyear2015.HewasamajorfactorinthetimelypublicationofthebesteverGoldenSword,thatofthePMAClassof1965!Thankyou,Ed,theclassisverygratefultoyou! Ed has a very strong attachmentwith the Philippine Military Academy and Peemayers.Allowmeagaintoquotehimastohisimpressions,regardsandesteemtoourAlmaMaterandCavaliers: “My association with the PhilippineMilitary Academy as an Institution hadbeen an important part of my professional development. Working in governmentwith Peemayers was both enjoyable and satisfying, each one contributinghis talents to a productive goal orientedteam. In retrospect,my professional andpersonalrelationshipwithPMAgraduateshas remained a major and enduring part ofmypersonallife!” And now, the time has come for usto render our last salute to a man for all seasons. To youEd,wewish youGodspeed as you go your way to meet the Lord,GodandGiverofLife.MayHegrantyou a new life yonder with a well deserved eternalpeace!

Eulogy by Cav Lisandro C Abadia ‘62 President Class 1962

We are

gathered here tonight to pay tribute and pay our last respects to LtGen Orlando Soriano, to Orly aswe fondly call him,

a diehard member of Bravo Company,CCAFP,ofthePhilippineMilitaryAcademy,from Illustrious Class of 1962. Fromhumble beginnings from the province of Pangasinan,hecarvedasuccessfulcareerin the military and civilian government service,rosetobecometheCommandingGeneral of the Philippine Army and

Administrator of the National IrrigationService. Many of us here tonight know of his dailystrugglebecauseofhissufferingsandafflictions these past few days, months,and years. There is that constant tug ofwar in each of us to hang on him or to let go for his final destinationwithour Lordinheaven.Orly,likeallofusheretonight,has finally been called to depart to ourCommander-In-Chiefinheaven. I admire Orly for his loyalty and love for our PMA Class. If it was humanlypossible,with the full support ofMaura,heendeavoredtoattendourclassaffairs,or invite the class to his family affairs,like his birthday parties. Because of hismemory,allofusalwaysapproachedandhugged him and sometimes shouted ----Mista, si Bay ito. All of us gave him our smile, hoping that he still knew us andrespondedwithasmiletoo. As a cadet in PMA, I can claim acertain amount of affinity with Orly. InPMA,OrlyandIwerenotexactlymodelcadets,strugglingwithexcessdemerits,unimpressive to our Tactical Officers and finally graduating as Cadet Platoon Sergeants. WewerebothCommandingGeneralsof thePhilippineArmy,withathree star rank,withme finally retiringwith four star rank as Chief of Staff of theAFP.FromPlatoonSergeantsinPMAto rise and attain three star and four star ranks in the service, is short of amiracle, truly a gift from Godwho canmaketheimpossible.Webothstruggledtogetoutofourterribleaccent,bothofus coming from regions that is matigas ang dila. He a Pangalatok and yourstruly a bonafide Cebuano. Howwouldyou pronounce Web Belt? Orly wouldpronounce it “web boult” and I “wib bilt”. In the service, Orly and I did a slowclimb, punched our card in the lowerranks as Platoon Leaders and Company or BatteryCommanders, anddidour careercourses in the United States, in Infantryand Artillery Advance Courses and inthe CGSC at Fort Leavenworth, Kansas,USA. He was ahead of me in getting aBrigadeCommand, thenheprogressivelycommanded a Division, SouthernCommand,andfinallythePhilippineArmy.

We are what we are, gifted by Godwithdifferentabilitiesandtalents.Ihaveclassmates in the class who might be more intellectually gifted than Orly butthey are way behind Orly in areas of hard work, perseverance, professionalism andleadership. If thingswere a bit different,andthemarbleswerethrowndifferently,Iam willing to serve under Orly in whatever capacity. Mistah, the class is proud of you, inyourservicetoGod,Country,andPeople.Wewillforevercherishthegoodmemoriesyouleftbehind. Farewell my fellow soldier, myclassmate, andmy dear friend. Preparefor us a place in heaven where you will be going. To Maura, Leika, and the othermembers of the family, in behalf ofPMA Class 1962, I extend our deepestcondolences.

Upholding the values thatwe havelearned and keeping the good traditions alive strengthen our commitment to continuously serve our country and people. Over the course of our career,we learned to rely on our core values to guide us and to be our beacon in makingcriticaldecisions.Theseallowusto brave uncertainties and respond to difficultiesthatstandalongtheway.Wehave come to develop within ourselves a commitment-thinking culture that carries an“Ichooseto”mentality.Boldchoiceshave allowed generations of cavaliers to achievesuccesses,sometimeswritteninblood,inthehistoryofthecountry.Andwe have triumphed because “we stood ontheshouldersofgiants.”Weveneratethe commitments of those who came beforeus,sothatourowncommitmentswill also be honored by those who follow us. As our country pursues its path togreatness, peace and prosperity withthe new set of elected leaders at the helm, our unwavering commitment todoourdutytothebestofourability,notjust compliance, will help attain peaceand stability and sustain the efforts for nation-building.
