ABSTRACT

Ministry of Marine Affairs and Fisheries has a strategic objective to

achieve the vision "Development of marine and fisheries are competitive and

sustainable for the public welfare". The strategic goal is a key performance

indicator (public value) achieved through the generated service. One service that

is produced is the tablet computers, mobile data entry system, and the mobile

application permissions to fishing licensing services. The program objectives are

Providing fast service, effective, and efficient. Analysis of the IT value model of

licensing services to fishing carried out with several stages, identify IT resources,

organizational capability, and organizational performances (public value) that

already exist. Further mapping of each component. Can be seen from the results of

mapping the IT resources needed to achieve the public value. IT resources are

proposed tablet computers, mobile data entry system, and the mobile application

permissions to fishing.

A. PREFACE

Implementation of marine and fisheries development is supported on the

basis of four pillars namely pro poor, pro job, pro growth, and pro environment

and pro business. Emphasis marine and fisheries development policy has been

more to the utilization of marine resources and fisheries to achieve economic

growth (prosperity); distribution of welfare (social justice); poverty alleviation;

protection of business and job creation for the fishermen, farmers, processors and

marketers of fish and other coastal communities, while maintaining the

preservation of aquatic ecosystem carrying capacity and stocks of biological

resources contained in it is balanced.

Based on the Regulation of the Minister of Marine Affair and Fisheries

Number PER.15/MEN/2010 about Work Organization and Administration

Ministry of Marine Affairs and Fisheries (KKP). Assignment KKP is to assist the

President in performing government's affairs in the field of marine and fisheries.

In performing these duties KKP held its function:

1. Formulation of national policy, policy implementation, and technical policy in

the field of maritime affairs and fisheries;

2. Implementation of government affairs in their respective sectors;

3. The management of state property responsibilty;

4. Supervision of the execution of their duties and;

5. Submission of the evaluation report, suggestion, and consideration in tasks and

functions to the President.

In support of the tasks and functions, KKP have a vision of "Development

of marine and fisheries competitive and sustainable for the welfare of the

community". To achieve its vision, the KKP has a mission:

1. Optimizing the utilization of marine resources and fisheries;

2. Increase the value and competitiveness of marine and fishery products;

3. Maintain the carrying capacity and the quality of the marine environment and

fishery resources.

Meanwhile, the goal of development in the field of marine and fisheries are:

1. The increased production and productivity of marine and fisheries.

Achievement of this goal is characterized by:

a. the increasing role of marine and fisheries sector to national economic

growth;

b. increasing the capacity of the production centers of marine and fisheries

that have leading commodity;

c. increased revenue.

2. The development of diversification and market share of marine and fishery

products. Achievement of this goal is characterized by:

a. increasing the availability of the results of marine and fisheries;

b. increase branding fishery products and market share in foreign markets;

c. increasing the quality and safety of fishery products according to standards.

3. The realization of the management of marine resources and fisheries in a

sustainable manner. Achievement of this goal is characterized by:

a. establishment of regional conservation management on an ongoing basis;

b. increasing the economic value of small islands;

c. increasing area of Indonesian waters are monitored by supervisory

personnel Ministry of Marine Affairs and Fisheries.

To carry out its mission, KKP create a strategic plan for the next several

years. In the strategic plan contained strategic objectives which are public value

from KKP. Of each public value indicators are the size and targets to be achieved.

The target is achieved through service provided KKP to the public.

Development of Information Technology (IT) has made major changes to

the organization's business processes. With IT, organizational business process

can be completed more quickly, effectively, and efficiently. KKP have made use

of IT within the business processes of the services it produces.

One of the services produced KKP is a program of development and

processing of fisheries. The purpose of this paper is an analysis of the model value

of IT and IT needs required by the service.

B. PUBLIC VALUE INDICATOR

Kelley et al. in Pang (2011) definition public value as the value generated

by the government through services, laws, regulations, and other activities. Of the

strategic plan KKP can identify some public value indicators, measurement, and

performance target (Table 1).

C. SERVICE GENERATED

In order to achieve the performance targets, KKP produces a wide range of

services (Table 2). Each service supports the achievement of certain key

indicators. In Table 2 it can be seen that the product can be used to achieve several

key performance indicators. Each key performance indicators can also be

supported by some of the services.

Of some service KKP, in this paper chosen fishing licensing services to be

analyzed. This service is provided by the Directorate General of Capture

Fisheries, which is under the organizational structure KKP. Directorate General of

Capture Fisheries (Ditjen PT) is implementing elements in formulating and

implementing policies and technical standardization in the field of fisheries.

Ditjen PT is headed by a Director General. Ditjen PT organizational structure

consists of: Secretariat of the Directorate General, Directorate of Fish Resources,

Directorate of Fishing Vessels and Fishing Equipment, Fishing Ports Directorate,

Directorate of Fisheries Business Services, Business Development Directorate of

Fisheries, and supported by 22 (twenty two) Technical Implementation Unit

(UPT).

Is one of the services that the Ministry of Marine Affairs and Fisheries to

society (individual / cooperative / national private company) who wish to apply

for licenses to fishing activities in Regional Fisheries Management of the

Republic of Indonesia and the high seas, which includes fishing permit, fishing

licenses, and fish transportation permits

1. Fishing permit (SIUP)

is a must have written permission to do the fishing business by using the means

of production are listed in the permit. Requirements permit the manufacture of

fishing effort:

a. The business plan includes an investment plan, boat plans, and operational

plans;

b. Copy of the Taxpayer Identification Number (NPWP) of the owner of the

ship or the company, with original shows;

c. Copy of Identity Card (KTP) of the owner or person in charge of the

company, with original shows;

d. The certificate of domicile businesses;

e. Copy of certificate of incorporation with the original show;

f. Copy of attestation of legal entities for fishing companies who use fishing

vessels and / or fish carrier vessel with a cumulative number of 300 (three

hundred) GT and above;

g. Letter of sufficient legal statement from the owner of the vessel or person

in charge of the company.

2. Fishing licenses (SIPI)

are written permission must be owned any fishing vessel for fishing which is

an integral part of the Business License (SIUP). Requirements permit the

manufacture of fishing effort:

a. SIUP fotocopy;

b. Copy grosse deed by showing the original and a copy of the fishing vessel,

if grosse deed in bank guarantees, should attach a copy of the deed of

mortgages with original shows;

c. The technical specifications of fishing gear used;

d. Copy the image of the general arrangement;

e. Plan for the target species fishing;

f. Letter of sufficient legal statement from the owner of the vessel or person

in charge of the company.

3. Fish Transportation Permits (SIKPI)

are written permission must be owned any fishing vessel for transporting fish

that are an integral part of the Business License SIUP. Requirements permit the

manufacture of fishing effort:

a. SIUP fotocopy;

b. Copy grosse deed by showing the original and a copy of the fishing vessel,

if grosse deed in bank guarantees, should attach a copy of the deed of

mortgages with original shows;

c. Copy the image of the general arrangement;

d. Letter of sufficient legal statement from the owner of the vessel or person

in charge of the company.

After determining one of the services, the next step is to analyze the value

chain Porter. At this stage, identification of the processes that exist in the service.

These processes will ultimately be used to achieve the outputs public value of

services.

Value chain consists of two groups of activities, namely primary activity

dan supporting activity. The main activity consists of: inbound logistics,

operations, outbound logistics, sales and marketing, dan servicing. Meanwhile,

supporters of the activity consists of infrastructure, human resources management,

technology, dan procurement. Value chain competitiveness enhancement fishing

licensing services can be seen in Figure 5.

Processes in the main activity is the process through which to produce

output (public value) in the form of increased business fihing licensing services.

Processes in main activity providing fast service, effective, and efficient namely:

1. Process the activity inblound logistics, covering submit their requirement for

obtaining a license to fishing permit (SIUP), fishing licenses (SIPI), fish

transportation permits (SIKPI).

2. Process the activity of operations, in the form of a business plan and feasibility

assessment requirements that must be met, the physical examination of

documents.

Infrastructure: regulatory, financial management, organizational structure, etc.

Human resources management: employees in the Directorate General of Capture Fisheries, employee training

Technology: information technology resources owned

Procurement: procurement management, funding, etc.

Inbound Logistics:

Submit licensing requirements for businesses

Operations: - Feasibility

3. Process the outbound logistics activities, including issuing officer to Ditjen PT,

published License SIUP, SIPI, and SIKPI in less than 3 days.

4. The process of the sales and marketing activities, including the dissemination

and promotion of how licensing to fishing.

5. The process of servicing activities, the process after the form is submitted, such

as checking the position of the document via the website and sms, besides it

can also carry out checks the authenticity of the document

In support activities, processes it does not directly generate output (public

value), but as a supporter of the main activity. Processes in service support

activities to fishing licenses, namely:

1. Infrastructure, which includes rules on the data and information, financial

management, organizational structure, and others.

2. Human resources management, including management employees at the

Directorate General of Capture Fisheries.

3. Technology, covering information technology resources owned, such as a

server, software, computers, network systems, and others.

4. Procurement, including procurement management, financing, and others.

D. ORGANIZATIONAL CAPABILITY

To achieve public value as indicators of performance, organizations must

have the organizational capability. There are four kinds of organizational

capability in the organization, namely the operational capability, communication

capability, partnering capability, and innovative capability (Pang, 2011). Of the

value chain as shown in Figure 5 it can be seen that the public value of the fishing

license services is to provide service that is fast, effective, and efficient. To reach

the public value has been identified capability is required, as in Table 3.

From Table 3 it can be seen that each process in the value chain may

require some organizational capability, for example, the process must have

operational data dissemination, communication, and innovative capability. The

process of socialization through promotion programs and also require two

organizational capability, namely communication and innovative capability.

Likewise, the procurement process, which requires operational, communication,

and partnering capability. From Table 3 can also be inferred organizational

capability necessary to achieve the public value of the fishery business licensing

service is operational, communication, partnering, and innovative capability.

E. VALUE MODEL INFORMATION TECHNOLOGY

Based on the analysis in the previous section, this section will analyze the

IT value model for licensing services to fishing. IT value model in general can be

seen in Figure 6. In the figure it can be seen that the IT resources in an

organization can affect organizational performances public value in two ways,

directly and indirectly. In effect indirectly, IT resources will affect the

organizational capabilities in advance. Organizational capabilities will then affect

organizational performances public value.

Analysis of the IT value model of licensing services to fishing carried out

by several phases. The first thing to do identify IT resources, organizational

capability, and organizational performances public value that already exist.

Further mapping of each component. Can be seen from the results of mapping of

IT resources needed to achieve the public value. Mapping process, organizational

capability, public value, and IT resources can be seen in Table 4.

From Table 4 it can be seen that there are some that are internal IT

resources, ie IT resources for data collection, data processing, data analysis,

infrastructure management, and technology management. Because of limited

access, IT resources in the process can not be specifically mentioned.

From the results of modeling the value of information technology, in this

paper proposed some IT resources, ie:

1. Tablet computer and mobile data entry applications for online registration

fishing business licensing services. Tablet computers and mobile data entry

applications will support the operational capability, ie the data entry process to

be faster and more effective. Data are collected directly at the input to the

database via the mobile data entry applications, so it is not necessary to input

data processing center. In addition, the cost becomes more efficient because it

does not need to print the questionnaire and can be used for several years to

come.

2. The mobile application permissions to fishing for the public which would

apply for permission to fishing. People who will take care of business licenses

can find the data and business licensing registration information without

opening a portal website owned by KKP. The data and information presented

in the application are integrated. This is necessary because the dissemination of

In the process of dissemination of data, this application supports operational,

communication, and innovative capability. Operational capability will be

supported this application is to provide a quick and easy to register licenses to

fishing without having to visit various portals KKP website. Communication

capability which will be supported this application is to provide disclosure of

information to the user data from the KKP. Meanwhile, innovative capability

will be supported this application is to provide innovation in the way of

disseminating services business license registration fisheries.

In the process of socialization of society registration results, this application

supports communication and innovative capability. Communication capability

supported this application is to provide disclosure of information about the

results to any permit application process to the public. Meanwhile, this

application is an innovation in the socialization of the settlement permit, which

makes socialization check the licensing documents more attractive to the

public. Thus, this application supports innovative capability.

F. CONCLUSION

CTF with the vision of "Development of marine and fisheries are

competitive and sustainable for the public welfare" has a mission and objectives

are applied in a strategic plan to achieve it. The strategic plan is designed to

achieve the strategic goals, which is a key performance indicator (public value) of

the KKP. To reach the public value, KKP produce a wide range of services

provided to the community. One of the services provided is the licensing services

to fishing.

Based on the model of the IT value, service to fishing licensing services

supported by some of the IT resources to achieve public value (Providing fast

service, effective, and efficient). IT resources that support the achievement of the

value of public services through several organizational capability, ie operational,

communication, innovative, and partnering capability. IT resources that have no

support of computers, servers, network equipment, data processing systems, web

servers and web applications it (website), and Employe System (SIMPEG) KKP.

Meanwhile, the proposed IT resources that can support these services are tablet

computers, mobile data entry system, and the mobile application permissions to

fishing.
