INTRODUCTIONTheSWITCHAfricaGreenregionalsectormeetingonintegratedwastemanagementwasheldon11and12June2019inAccra,Ghana.Themeetingprovidedaplatformfordialogueamongsustainableconsumptionandproduction(SCP)experts,policy-anddecision-makers,financialinstitutionsandmicro-,smallandmedium-sizedenterprises(MSMEs)aboutscalingupandreplicatinggreenbusinessopportunitiesintheintegratedwastesector.Specifically,themeetingbroughttogethergovernmentofficialsfromBurkinaFaso,ChinaEthiopia,Ghana,Kenya,Mauritius,Nigeria,SouthAfricaandUgandaandrepresentativesfromregionaleconomiccommunitiesandorganizationssuchastheEconomicCommunityofWestAfricanStates(ECOWAS)andtheSouthernAfricanDevelopmentCommunity(SADC),theEuropeanUnion,financialinstitutionsandUnitedNationsagencies,aswellasexpertsandstakeholdersinthewastesector.

Theplatformaffordedstakeholdersanopportunitytodiscusstheeconomicviabilityofenterprisesintheintegratedwastemanagementsectorthathadimprovedlivelihoods,generatedincomeandcreatedjobswhilepreservingtheenvironment.

Themeetingwasofficiallyopenedwith remarksbyMr.JohnPwamang,GhanaEnvironmentalProtectionAgency,Mr.RobertWabunoha,RegionalCoordinator,EnvironmentGovernance,UnitedNationsEnvironmentProgramme(UNEP),andMs.SusanaMartins,representingthedelegationoftheEuropeanUniontoGhana.AkeynoteaddresswasalsodeliveredbyarepresentativefromtheGhanaMinistryofEnvironment,Science,TechnologyandInnovation,thehostofthemeeting.

Thespeakersnotedthattheregionalsectormeetingwasagoodplatformforsharinglessonslearnedandbestpracticesintheintegratedwastemanagementsectorintheregion,allowingthesuccessesandchallengesinimplementingSWITCHAfricaGreenintheintegratedwastemanagementsectortobewidelysharedinsupportofreplicationandscale-up.

Mr.Wabunohaalsonotedthatgreenbusinessdevelopmentinintegratedwastemanagementhadchangedthenarrativefrom“wasteasamenace”to“wasteasaresource”.Thetimehadcometoupscaleandreplicatethesuccessfulinterventionsinthewastesector.Greenfinancingwaskeytothesuccessofsuchefforts,andeffortsshouldnowfocusonaccessinggreenfinancingtoencouragethewaste-to-wealthtangent.

Inhisstatement,Mr.PwamangurgedparticipantstousetheplatformtohighlightboththechallengesofandthepossiblesolutionsforsustainablewastemanagementinAfrica,andtoprovideopportunitiesto learnandsharegreenbusinessexperiencesinthewastesector.SWITCHAfricaGreenhadprovidedopportunitiesforenterprisesinGhanatoengagein sustainableconsumptionandproductionpractices, resulting in increasedprofitsandnewgreen jobs, amongotherpositive impacts.Creatinganenablingenvironment throughthedevelopmentof relevantwastesectorpolicieswouldenhancethereplicationandscale-upofthesuccessfulinterventions.

Inherremarks,Ms.MartinsstatedthattheEuropeanUnionwascommittedtoenhancingacirculareconomyinAfrica.Wastehadbecomeavaluable resource forAfrica, andwith thegrowthof industrial symbiosis, theachievementofacirculareconomy inAfricawas imminent.Thesuccessful impactof the interventions implementedbySWITCHAfricaGreenintheprojectcountrieswasevidentfromthesurveyresults.

SESSION 2: SETTING THE SCENE

Ms.RhodaWachira,ProgrammeManagementOfficer,UNEP,presentedtheSWITCHAfricaGreenRegionalSectorReportonIntegratedWasteManagement:FocusonGreenBusinessDevelopment.

TheSWITCHAfricaGreenprogrammefocusedonfoursectors:integratedwastemanagement,tourism,agricultureandmanufacturing. In the integratedwastemanagement sector, theprogramme focusedon several subsectors, includingindustrial symbiosis, waste-to-energy, waste-to-compost, management of waste electrical and electronic equipment(e-waste)andmunicipalwastemanagementservices.Therewerefivegranteeprojectsinthosesubsectors,eachfundedtothetuneof$200,000to$250,000.Thesixparticipatingcountrieshadallworkedontheindustrialsymbiosissubsector,withBurkinaFaso,GhanaandUgandaalsofocusingonmunicipalwasteande-wastemanagement.

Ms.Wachira reported on a survey developed to capture the sustainable consumption and production interventionsimplementedthroughtheSWITCHAfricaGreenprogrammeandmeasuretheirimpact.Thesurveyhadtargeted30percentofthe3,000beneficiaryMSMEsintheprogramme.Thesurveyresultsshowedthatintermsoffinancialimpact,theMSMEshadseenapositiveimpactontheirsalesthrougheitherareductioninthecostofproductionorimprovementinproductionprocesses,productqualityormarketingstrategies.Inaddition,theenterpriseshadseenincreasedincomes,newbusinessopportunitiesandimprovedworkingenvironments.Socially,greenjobshadbeencreated,employeeshadimprovedskillsandoccupationalhealthandsafetystandardshadbeenmet.Environmentally,therehadbeensignificantimplementationofthethree“Rs”(reduce,reuseandrecycle),aswellasimplementationofwastemanagementpolicies.

Notably,65percentofMSMEsreportedthatnewjobshadbeencreatedduringtheimplementationperiod.Thee-wastesubsectorreporteda70percentincreaseinthenumberofstaff,whichwasattributedtonewproductionprocessesandproducts.

Ms.Wachira recommended providing an enabling environment for the enterprises in the sector, including throughpromotingstrategicpartnershipsandcollaborations,increasingpubliceducationandawareness,supportingsustainablemarketsandtradeforgreenproductsanddevelopinggreenfinancingmechanismsfortheintegratedwastesector.

SESSION 3: PANEL DISCUSSION: WASTE AS A RESOURCE – SOME GOOD PRACTICES

The session highlighted interesting examples of good practices in green business and sustainable consumption andproductionfromselectedenterprisesintheregion.

1. TURNING E-WASTE INTO PROFIT: THE POTENTIAL OF LANDFILLS IN GHANA

Presenter: Ms. Vivian Ahiayibor, Managing Director, City Waste Recycling Limited, Ghana

Ms.Ahiayiborpresentedhowherenterpriseturnedwasteintoprofitthroughasustainablemodelforthecollection,segregationandprocessingofe-wastefromfridgesandbatteries.Shealsoexplainedhowtheenterprisehadclosedtheloopbetweencollectorsandbuyersofe-waste,notingthataddingvaluetowastegavethelocalcommunityanappreciationofthe“wastetowealth”concept.Theenterprisehadalsocreatedjobsforyoungpeople,whocollectedewastesafelyandgenerateincomebysellingthevariouscomponents.

2. WASTE TO TREASURE: A CASE OF INDUSTRIAL SYMBIOSIS IN UGANDA

Presenter: Mr. Philip Idro, Chief Executive Officer, Upland Rice Millers Co. Ltd., Uganda

Mr.Idroshowedhowtheindustrialsymbiosisprojecthadconvertedthelargeamountsofricehusksgeneratedbyhiscompanyintoaresourceforothercompaniesthatusethericehusksasfuelinindustrialboilers.Thathadledtoanincreaseinincomefortheenterpriseduetoadecreaseinfuelcosts,from$16perMWfordieselto$4perMWforthericehusks.Ricehusks,onceanenvironmentalnuisanceforthecommunity,hadthusbeenturnedintoatreasure.

Thecompanyhadalsodiscoveredasecondrevenuestreamforthelocalfarmerswhosuppliedtherice,whentheyencouragedthemtousethericestalksasanimalfeed.Theadditionalrevenuestreamhadbecomeimportantforthefarmers,especiallyduringtheperiodsbetweenthethreericesellingseasonsinUganda.Theresultantmultipliereffecthadseenlocalfarmersincreasetheirrevenuesfromricefarming.

3. BEATING PLASTIC POLLUTION IN SOUTH AFRICA

Presenter: Mr. Tshepo Mazibuko, Managing Director, K1 Recycling, South Africa

Mr.Mazibukodescribedhowhisenterprisehadgrownovertheyearsfromwastepickingtoowningawastecollectioncentreandplasticrecyclingplant.HedescribedthestrategicpartnershipsandcollaborationswithpartnersandtheGovernmentofSouthAfricathathadenabledhimtobuildhisbusiness.HealsohighlightedtheimportanceofbusinessskillsdevelopmentforMSMEstoenablethemtoturntheirwasteinitiativesintobusinessesthatbroughtinprofits.

Mr.Mazibukoexplainedhow,asayounggraduate,hehadbeenunabletofindajob,andhencehadturnedtowastepicking in2009.Despiteconsiderablechallenges,withhardwork,his companyhadgrown fromwastepicking tooperatingabuy-backcentrein2011,arecyclingplantin2013,andnowasizableplantinJohannesburg,withsupportfromtheGovernmentofSouthAfricasince2017.Thecompanygivesbacktothecommunitybycontinuouslyeducatingwastepickersduringcommunityfeedingprogrammesandgivingthemthefirstopportunitywhenanewjobopensup.Hisfirmhasgrownfromasingleemployeeto16permanentemployeesandover1,000suppliersinabout10years.

4. FROM WASTE TO ENERGY: BIOGAS IN GHANA

SafiSanahadunlockedthepotentialofbiogasasanenergysourcethroughapartnershipwiththelocalmunicipalauthority.Theenterprisehadidentifiedthegapsintheabilityofthelocalgovernmenttoconvertwastetoenergy,beingitslackofboththeexpertisetodevelopandrunthebiogassystemandthefinancialmeanstomaintainthesystem.Mr.OkrofuexplainedhowbiogastechnologyhadbeendevelopedinGhanainaninformalsettlementinthecityofAccraforenergytobesoldtothemaingrid.Hedescribedthechallengesencounteredbytheventure,includinginobtainingtherelevantpermitsandlicenses,aswellasfinancialconstraints.Notably,theenterprisehadbenefittedfromGhana’sRenewableEnergyActof2011,whichprovidedforaregulatedfeed-intariff,thusenablingthestateelectricitycompanytobuythepowergeneratedbytheenterprise.

SESSION 4: EXISTING CIRCULAR ECONOMY AND INTEGRATED WASTE MANAGEMENT PRACTICES

1. THE EUROPEAN UNION’S TRANSITION TO A CIRCULAR ECONOMY

Presenter: Mr. Jens Nørgaard, SWITCH to Green facility, European Commission

Mr.NørgaardpresentedtheEuropeanUnion’sactionplanforimplementingthecirculareconomy,givingtheEuropeanUnionplasticsstrategyasanexample.HesaidthatthecirculareconomywascloselylinkedtotheachievementoftheSustainableDevelopmentGoalsandexplainedtheavailablefinancingopportunities.Henotedthatthecirculareconomymodelwasveryattractivecomparedtotheintegratedwastemanagementmodel.

2. INTEGRATED WASTE MANAGEMENT IN THE CITY OF LAGOS

Presenter: Ms. Oluwabukola Adeyemo, Head of Legal and Advisory Services, Lagos Waste Management Authority

Ms.Adeyemoemphasizedtheimportanceofworkinginpartnershipthroughpublic-privatepartnershipstosolvethewasteproblemsinthecity.VariouswastesegregationinitiativesbythemunicipalityofLagoswerehighlighted,alongwithcapacity-buildingeffortsandchallenges.ShesuggestedthatsomeofthepracticesadoptedbyLagoscouldbereplicatedinothercitiesintheregion.

3. SUSTAINABLE WASTE MANAGEMENT MODELS FROM CHINA

Presenter: Mr. Tingzheng Guo, Director, Department of Energy Conservation and Resource Utilization, Ministry of Industry and Information Technology, China

Mr.Guo described how, by transitioning to green industries through the tax regime and promotion of industrialsymbiosistoreducewaste,someindustrialparkshadattainedzero-wastestatus.AcatalogueonindustrialsymbiosistechnologieshadbeenhelpfulineffortstoscaleupindustrialsymbiosisinChina.

Thelastsessionofthemeetingwasapaneldiscussiononpolicyrecommendationsforanenablingenvironmentforthecirculareconomyandintegratedwastemanagementfromaregionalperspective.ThepanellistswereMr.Faabeluon,Mr.Koffi,Mr.Muchuru,Mr.BecquetPolycarpeBationo,DirectorofthePromotionofEntrepreneurshipandGreenInvestments,MinistryoftheEnvironmentoftheGreenEconomyandClimateChange,BurkinaFaso,andMr. HezekiahOkeyo,Director,MinistryofIndustrializationandEnterpriseDevelopment,Kenya.

Noting that themeetinghadprovidedevidence that the transition towaste-as-moneywasunderway,Mr.FaabeluonexplainedthatinGhana,havingaweb-basedwastetradingplatformhadallowedforeffectivemanagementofwaste.Itwastime,hesaid,forAfricatodeveloppoliciesforthecollection,segregationandreuseofwaste,becausewithoutthat,upscalingcurrentwasteinitiativeswouldbeachallenge.

Inhisremarks,Mr.KoffisaidthatforGovernmentstoprioritizewasteintheirplansandpolicies,therehadtobevisibleevidenceoftheeconomic,social,healthandenvironmentalvalueofwaste.Suchevidencewouldensurethepoliticalwilltodevelopwastemanagementpolicies.Healsoreiteratedthatgreenfinancingpolicieswerekeytomakingprogressinthesector.Hestressedtheroleofregionaleconomiccommunitiesinwastemanagementandurgedstakeholderstochampionfreetradeagreementsforwasteinthecirculareconomychainbetweencountries.HepointedoutthatECOWAShadarenewableenergypolicythatprovidedanenablingenvironmentforpreferentialenergyratesintheregion.Significantly,therewasacalltoexpandthegoodpracticeofane-wastetradingplatforminGhanaintoaregionalplatformforECOWAS.

Mr.Okeyo remarked that itwastime tousescientificevidence todeveloppolicies,whichwashowwasteshouldbeprioritizednationally.Policiesonwastewereneededatfourlevels:household,municipal,nationalandregional.TheEastAfricanCommunitywasdevelopingapolicyframeworktoanchortheseven“Rs”(recycle,refuse,reduce,reuse,repair,regift,recover).Intermsofachievingsustainablemarkets,developmentofstandardsandcertificationsofgreenproductswaskey.Regulationsonthemovementofwaste,andinfrastructuresupportforwastecollectionandtransportation,werealsoimportant.

Mr.Muchuru reiterated thatAfrica currently had inadequatewaste policies. Programmes like SWITCHAfrica Greenprovidedjustificationforpoliciesbyshowcasingbestpractices inthesector.Partnershipswiththeprivatesectoralsoencouragedgreenbusinessopportunities.HenotedthatSADCwasdevelopinganintegratedrecyclingplan.

Mr.Bationospokeabouttheimportanceofdevelopingregionalprojectsonwastethatwouldraisetheprofileofthesectorandencouragewaste-to-wealthinitiativesinAfrica.

Conclusion and main recommendations for developing an enabling environment for the circular economy

and integrated waste management in Africa

Mr.Wabunohasummarizedtheoutcomesofthemeeting, includingthemainrecommendation,whichwasthatAfricashoulddeveloparegionalframeworkforintegratedwastegovernance,withafocusonregulatingtradeinwastewithincountriesandacrossborders, lookingatbarriers to trade inwasteand itsproductsandmaking recommendationsonhowtoaddressit.UNEPwaswillingtofollowuponthedevelopmentoftheregionalframeworktosupportanenablingenvironmentforthecirculareconomyandintegratedwastemanagementinAfrica.

Insummary,emphasiswasplacedonfourmainareas:capacity-buildingandawareness-raisingwithregardtothepotentialof thecirculareconomyand integratedwastemanagementpractices; improvedevidence, includingdatacollection inthesector,forinformeddecision-makingandforthedevelopmentofrelevantwastepoliciesandlegislation;leveragingof green financing and investment opportunities; and public-private partnerships to build robustwaste services and

infrastructure for tackling waste issues.
