Namaskar and Season’s Greetings! Many congratulations to you on your excellent academic journey so far. You are warmly
welcome to the Gujarat University family. Since its inception in 1949 and banking on our glorious alumni tradition, the University strives to excel in various disciplines like Humanities, Management, Law, Education, Sciences, Medical and Paramedical.
This e-booklet details various courses following the UGC and Government of Gujarat guidelines. The credit system for each subject is the core component of the education system at Gujarat University. This will be especially beneficial for those who wish to pursue higher studies at the institutes and universities of national and international repute. These programmes include wide range of core, compulsory, core electives, subject electives and soft skill and foundation courses.
The motto of Gujarat University is Education-Innovation-Skill with Culture. The Gujarat University also provides a progressive platform to young entrepreneurs / researchers / scholars / faculties. The University has a strong and innovative initiative like Gujarat University Startup and Entrepreneurship Council (GUSEC), Gujarat University Consultancy Cell (GUCC) and an upcoming APJ Abdul Kalam Centre for Extension, Research and Innovation (CERI), Research Park (RP), DST- Technology Business Incubator (TBI), Atal Incubation Centre (AIC). Let me put some light on a few key and remarkable achievements of the University during the last year. GU became the first university in India to sign a cooperation agreement with the Indian Army to collaborate on innovation, training of soldiers and solving challenges faced by the Indian army. GU also signed MoU with Canada's Launch Academy during the Vibrant Gujarat Start-up Summit. During the year, GU also undertook a program named her START to boost women-led start-ups and women entrepreneurship, paving way for more than 35 women-led start-ups emerging from the program.
These initiatives are only a few out of dozens that the University has taken in the last year, and your joining this historical and largest University of the state will also make you a part of this family and will be part of such groundbreaking innovations.

1. PREAMBLE
The Gujarat University is established in the year 1949 by The Gujarat University Act,
1949. As per the powers conferred in the said Act, Gujarat University has constituted “Gujarat
University Admission Committee” to regulate the admission of candidates to the certain
programmes as mentioned in “The Gujarat University Admission Rules, 2021 (Master of
Science, P.G. Diploma& Certificate Courses)”. The mission assigned to this Committee is to
carry out the counseling process in a fair and transparent manner. The admission process is
conducted by this Committee strictly on the basis of merit and the preference of the candidate.
The functions of the Committee are as follows:
• The Committee shall supervise, monitor and control the entire process of
admission to the candidates seeking admissions to the University Departments,
Post Graduate Centers at its affiliated/autonomous colleges or institutions.
• The Committee shall prepare the merit list in accordance with the provisions of
the rules made there under.
• The Committee shall allocate the Government, Grant-in-Aid or Unaided Seats in
accordance with the provisions of the rules made there under.
• The Committee shall ensure that admission in the Government, Grant-in-Aid, or
Unaided/HPP Seats are made as per the merit list prepared.
• The Committee shall perform such other functions as may be assigned to it by the
Gujarat University.

2. ADMISSION RULES
The Gujarat University Admission Rules, 2021
(Master of Science & P.G. Diploma/ Certificate Courses)
In exercise of the powers of conferred by Section 4 read with section 22 of the Gujarat
University Act, 1949, the Gujarat University hereby makes the following rules to regulate
admission to various programs mentioned in 1.2 as follows, namely
1. Short Title and Commencement:
1.1. These rules may be called the “The Gujarat University Admission Rules, 2021 (Master of Science, P.G. Diploma, & Certificate Courses)”.
1.2. These rules shall be applicable for admission in the first semester of the following
programs:
1.2.1. Master of Science in following subjects (Grant-In-Aid & Higher Payment
Seats):
Grant-In-Aid: Biochemistry, Botany, Chemistry, Electronics,
Environmental Science, Geology, Life Science, Mathematics,
Microbiology, Physics, Statistics, Zoology
Higher Payment: Agripreneurship & Value Chain Management, Applied
Mathematical Science, Artificial Intelligence & Machine Learning,
Artificial Intelligence & Machine Learning – Defence specific,
Bioinformatics, Biomedical Technology, Biotechnology, Cancer Biology,
Chemistry, Climate Change & Impact Management, Clinical Research,
Computer Science, Cyber Security & Forensics, Environmental Science,
Food Science & Nutrition, Forensic Science, Geo informatics, Geology,
Horticulture Science & Garden Management, Human Genetics, Medical
Physics, Microbiology, Pharmaceutical Science, Polymer Science,
Toxicology, Wild life Biology and Conservation.
1.2.2. P.G. Diploma in following subjects:
Higher Payment: Agripreneurship & Value Chain Management, Bio
Diversity Management, Bioinformatics, Clinical embryology & Assisted
reproductive technology, Computer Science & Applications, Digital
Forensics, Information Security and incident response, Medical Laboratory
Technology, Microbial Biotechnology, Networking and Administration,
Plant Tissue Culture.
1.2.3. P.G. Certificate in following subjects:
Biostatistics (Four months), Introduction to Data analysis (Four months),
Fermentation Technology (To be started in January), Hydroponics (Six
months), Tools and Techniques in Microbiology (To be started in July).
1.3. They shall come into force from the academic year, 2021 and the earlier
ordinances, rules and regulations will stand null and void for the program
mentioned in 1.2.

2. Definitions:
2.1 In these rules, unless the context otherwise requires-
2.1.1 “University” means the Gujarat University constituted under the Gujarat
University Act, 1949.
2.1.2 “UGC” means University Grants Commission constituted under the
University Grant Commission Act, 1956.
2.1.3 “Rule” means “The Gujarat University Admission Rules, 2021 (Master of
Science, P.G. Diploma& Certificate Courses)”.
2.1.4 “Admission Committee” Gujarat University Admission Committee”
framed for centralized online admission of Gujarat University for
programs mentioned in 1.2.
2.1.5 “Admission” for the purpose of these rules means admission of candidate
in the program mentioned in 1.2.
2.1.6 “University school”, “department”, “post-graduate center”, “institution”
means a “university school”, “university department”, “post-graduate
center”, “institution” respectively as defined in the Gujarat University Act,
1949.
2.1.7 “Help center” means the center notified by the Admission Committee for
facilitation of the candidate for off campus online admission process.
2.1.8 “Theory subject” means those theory subjects which are considered by the
respective University to award class, grade or percentage.
2.1.9 “Merit marks” or “percentage of marks” means the total marks obtained by
the candidate in his/her University Examination only divided by total
marks of University Examination multiplied by 100.
2.1.10 “Qualifying examination” means the Bachelor of Science, (10+2+3
pattern) passed in relevant subjects as specified or as prescribed in Table
4.
2.1.11 “Website” means the official website of the Admission Committee to carry
out off campus online admission process.
2.1.12 “Unaided” means Higher Payment Programme (HPP).
2.1.13 “PI” means participating institution/Department.
2.1.14 “Other university” means any university other than the Gujarat University.

2.2 The words and expressions used in these rules but not defined shall have the same
meanings as assigned to them in the Rules.
3. Acronyms:
3.1. UGC-University Grants Commission
3.2. GU-Gujarat University
3.3. B.Sc. - Bachelor of Science
3.4. M.Sc.-Master of Science

3.6. SC-Scheduled Caste
3.7. ST-Scheduled Tribe

4. Admission to various Programs:
Admission to the first semester of the program mentioned in 1.2 shall be given on all the
government, grant-in-aid and unaided (HPP) seats on the basis of merit list prepared by
the Admission Committee.
5. Seats Available for Admission:
For the purpose of admission to the first semester of the program, available seats shall
include all the sanctioned government, grant-in-aid or unaided seats of the program
mentioned in 1.2 in the government, grant-in-aid or unaided University Schools,
Departments, PG Centers.
6. Eligibility for Admission:
6.1. For the purpose of admission, a candidate shall have passed the qualifying
examination (B.Sc. or as prescribed) in the respective subjects prescribed by
Gujarat University from time to time from any university recognized by UGC.

6.2. A candidate who has passed the qualifying examination from other than Gujarat
University shall be required to obtain Provisional Eligibility Certificate (PEC)
online from the website link: https://fees.gujaratuniversity.ac.in/

6.3. B.Sc. with three subjects is allowed only in the specific/interdisciplinary course
(not in special subjects) as indicated in Table 4.
7. Reservation of Seats:
7.1. For the purpose of admission, the seats shall be reserved for the candidates who
are of Gujarat origin and falling under the following categories and in following
proportion, namely-
7.1.1. Scheduled Castes: (SC) 7 %
7.1.2. Scheduled Tribes: (ST) 15%
7.1.3. Socially and Educationally Backward Classes: (SEBC) 27%
7.2. A Candidate seeking admission on reserved seat shall be required to produce a
Certificate of Caste:
Provided that the candidate belonging to Socially and Educationally Backward
Classes shall be required to produce a valid certificate to the effect of non-
inclusion in Creamy Layer in addition to the caste certificate.
7.3. No caste certificate shall be valid unless it is duly stamped, signed and issued by
the authority empowered by the Government of Gujarat.
7.4. No certificate to the effect of non-inclusion in Creamy Layer shall be valid, unless
it is duly stamped, signed and issued by the authority empowered by the
Government of Gujarat. Such certificate must have validity for the year 2021-
2022.
7.5. A candidate belonging into the General category can claim reservation under
Economically Weaker Section (EWS) quota provided that he/ she is classified
under EWS, satisfying the eligibility criteria set by The Government of Gujarat.
Candidate claiming admission under EWS quota shall have to produce a valid
certificate, indicating that the candidate belongs into the EWS category, issued by
the authority empowered by The Government of Gujarat. For other information
about EWS, visit the GUAC website.
7.6. If a candidate fails to submit the certificates as required within the stipulated time,
his/her candidature shall be considered for admission under unreserved category.
7.7. If a candidate of reserved category gets admission on unreserved seat in order of
merit, he/she may be given admission on the unreserved seat according to his/her
preference and merit.
7.8. The admission of a candidate of a reserved category on a reserved seat shall be
valid subject to the verification of certificate(s) issued by the authority empowered
by the State Government in this behalf. In case the certificate(s) is found invalid
on verification, he/she shall not have right to claim his/her admission on reserved
seat and if he/she has already been granted admission, such admission shall be

cancelled. Admission of such candidate may be continued in case of availability of
vacant unreserved seats, subject to the condition and eligibility of merit.
7.9. After granting admission to all the candidates of reserved categories (as per merit
and eligibility) on respective reserved seats, the reserved category seats remaining
vacant shall be transferred to the unreserved category seats.
8. Reservation For Physically Disabled Candidates:
Three percent of the available seats in each category shall be reserved, in accordance with
the provisions of the Persons With Disabilities (Equal Opportunities, Protection of Rights
and Full Participation) Act, 1995 (1 of 1996), for the persons with permanent disability
who can perform the academic activities in the respective program.
A candidate with disability shall have to submit certificate of disability issued and duly
signed by the Civil Surgeon or issued by the authority empowered by The Government of
Gujarat only.
Explanation: “person with disability” means a person suffering from not less than forty
per cent of any permanent disability as certified by a competent medical authority (Civil
Surgeon issued by the authority empowered by The Government of Gujarat only).
9. Reservation for the Children of Defense personnel and Ex-Servicemen:
There shall not be any reservation for the Children of Defense personnel and Ex-
Servicemen.
However, children of the martyrs of the Armed forces of state/ central government shall
be given admission on the supernumerary seats in the respective courses and University
will not charge any tuition fees from such candidate. This benefit will be given to the
eligible candidate one time only.
10. Distribution of Seats among Candidates of Gujarat University and other
Universities:
For the purpose of admission, the available seats shall be distributed based on the merit
list prepared as mentioned in 12.1:
5% seats of available seats for admission shall be reserved for candidate who has passed
qualifying examination from other university.
11. Supernumerary Seats:
11.1 Economically Weaker Section (EWS)
10 % supernumerary seats are reserved for Economically Weaker Section (EWS)
category candidates.
Candidate seeking admission in this category shall have to produce Economically
Weaker Section (EWS) certificate, issued by the authority empowered by the

Gujarat State Government. Candidate seeking admission under this quota shall
have to register online.
11.2 Sports/ NSS/ NCC/ cultural quota 2 % supernumerary seats are reserved for sports/
NSS/ NCC/ cultural quota in each course. Candidate seeking admission under this
quota shall have to register online. The criteria and verification will be done by
competent committee constituted by Gujarat University. (Copies of supporting documents
along with print of registration forms must be submitted to admission committee before
the date specified on GUAC website).
11.3 Children of the martyrs of the Armed forces of state/ central government. There
will be separate supernumerary seats for the Children of the martyrs of the Armed
forces of state/ central government.
The candidate seeking admission under this quota shall have to register on line and
produce necessary documents / certificates issued by the competent authority.
11.4 Admission under “STUDY IN GUJARAT (SIG)” program will be treated as
supernumerary seats.
12. Preparation of Merit List:
The merit list of the candidates who have applied for admission in the manner prescribed
by the Admission Committee, within the prescribed time limit and who are found eligible
for admission under these rules, shall be prepared in the following manner, namely-
12.1. For the candidates who have passed the qualifying examination from any
university, percentage of external marks obtained in the semesters V and VI(in
case of three years degree program) or semesters VII and VIII (in case of four year
degree program) or final year in case of yearly pattern shall be the merit marks.
12.2. The criteria for deciding merit order in case of candidates having equal merit
marks shall be based on the following descending sequence, namely-
12.2.1. Aggregate marks obtained in the last two semesters or final year in case of
yearly pattern;
12.2.2. External Marks obtained in the last semester or final year in case of yearly
pattern;
12.2.3. External Marks obtained in the second last semester;
12.2.4. English subject marks in qualifying examination. If English is not taught
as a subject but English is a medium of instruction, percentage of marks
obtained in the theory subjects;
12.2.5. Date of Birth (Age).
12.2.6. Those students whose mark sheet includes CGPA/ Grade Only and does
not include marks/percentage of marks have to upload/produce equivalent

certificate issued by the university showing conversion of grade/CGPA
into marks or percentage otherwise their registration form will not be
accepted.
The equivalent marks must be bifurcated into internal and external marks
of semester V and Semester VI. The external marks include total of marks
obtained in the external exam of theory, project, practical and viva.
As merit is based on external marks only it is necessary to bifurcate internal
and external marks, otherwise your application will be rejected.
13. Correction of Marks:
13.1. In case of change in marks of a candidate in the qualifying examination, such
candidate shall produce a letter to that effect by the competent authority or the
corrected mark sheet issued by the University, before the Admission Committee
at least one day before the commencement of admission process but not later than
seven days from the receipt of letter, or as the case may be, corrected mark-sheet.
In such case he/she shall be placed at an appropriate order in the merit list.
13.2. The candidate who was declared failed initially in the qualifying examination, but
later on declared passed after rechecking of marks by the University, such
candidate shall, notwithstanding any time limit prescribed, be allowed to apply for
the admission, provided he/she produces a letter to that effect by the competent
authority or the corrected mark sheet issued by the University, within seven days
of the receipt of letter, or as the case may be corrected mark-sheet. In such case
he/she shall be placed at an appropriate order in the merit list.
14. Registration for Admission:
14.1. The Admission Committee shall, by advertisement in the prominent newspapers
widely circulated in the university area, by web-site or by such other means, as it
may consider convenient, publish the date of registration, the list of Help Centers,
last date for submission of registration form, programs offered and such other
information as may be necessary in this behalf.
14.2. A candidate seeking admission shall apply on-line, for the registration of his/her
candidature, on the web-site, within the time limit specified by the Admission
Committee.
14.3. For the purpose of registration, a candidate shall be required to make payment of
such sum towards the Registration fee, etc. as determined by the Admission
Committee.
14.4. Where a candidate has made more than one registrations, the registration made at
the later stage shall be taken into consideration for admission purpose and the other
registration shall be treated as cancelled.
14.5. A repeater, reserved category or other University candidate shall be required to
obtain the print out of the registration form and shall sign and submit the same,
along with the self-attested copies of the requisite certificates and testimonials as

specified in the registration form, at the Help Center, as and when there is need for
the final verification.
15. Admission Procedure:
The admission procedure shall be off campus online in the following manner, namely-
15.1. The Admission Committee shall prepare merit lists of the eligible candidates who
have applied under 14.2, after online verification of the documents uploaded/
submitted under14.5.
15.2. The merit lists shall be displayed on the web-site of the Admission Committee and
by such other means, as the Committee may consider convenient.
15.3. The Admission Committee shall publish the schedule of online
counseling/admission programme on its web-site, by advertisement in the
prominent newspapers widely circulated in the university area, by web-site or by
such other means, as it may consider convenient.
15.4. The candidate shall be required to indicate his/her order of choices of programs
and university schools, departments, colleges or institutions online. Allotment of
seats shall be made on the basis of merit, category of the candidate and availability
of seats. The allotment of seats shall be published on the web-site of the
Committee. The candidates are required to obtain the print out of the Allotment
letter and bank fee chalan copies from the website.
15.5. The candidate shall be required to pay such fee, as may be determined by the
Admission Committee. The candidate will pay the course Fees through online
process to the HDFC Bank.
15.6. The candidate, for securing his/her admission, shall produce at the allotted
university school, department, college or institution only, the
allotment/information letter, receipt of fee, all original documents and
testimonials, for verification, within the specified time limit. Such candidate shall
be eligible to participate in the successive rounds of counseling provided he/she
has given option for the same. In case, the candidate fails to produce the aforesaid
required documents within prescribed time limit, the admission offered to him
shall be treated as cancelled.
15.7. Where considerable numbers of seats fall vacant and it appears to the Committee
to fill the vacant seats, the department/ center may conduct the online registration
offline admission process on the basis of inter-se merit. Students have to pay the
entire fee to the department/ center to secure admission. The fee paid by the
students to GUAC will be refunded after deducting 10% of the fees.
16. Fee:
16.1. A candidate who gets admission in the government, aided or unaided university
school, department, college or institution shall have to pay such fees, as may be
determined by the Gujarat University.

16:2. Issues of Fee refund and retention of original documents by the institutions/College.
Committee has suggested the implementation of PG rules.28 for Refund of Fees
as:
1. Within 10 days of the completion of first round by deducting 10% of
semester fees.
2. Between 10 to 20 days of the completion of first round by deducting 50%
of semester fees.
17. Documents to be uploaded with the application:
17.1. The candidate shall upload the following documents online with the registration
form, namely-
17.1.1. Mark-sheets of the last two semesters or of the final year of the qualifying
degree course.
17.1.2. School Leaving Certificate or Transfer Certificate as birth date proof.
17.1.3. Caste certificate for a candidate belonging to Scheduled Castes (SC),
Scheduled Tribes (ST) and Socially and Educationally Backward Classes
(SEBC), issued by the authority empowered by the Gujarat State
Government in this behalf.
17.1.4. Non Creamy Layer (NCL-ગુજરાતી) certificate of the family which is valid
for the year 2021-2022 issued by the authority empowered by the State
Government in this behalf.
However, such candidate shall have to upload the undertaking stating that
there is no change in their non creamy layer status and they are eligible to
receive the reservation benefits as decided by the state government.
The Performa of the undertaking to be submitted/uploaded by the
candidate is given in Appendix IV.
17.1.5. Economically Weaker Section (EWS) certificate(s), issued by the authority
empowered by the Gujarat State Government, which is valid for the year
2021-2022 issued by the authority empowered by the State Government in this
behalf.
However, such candidate shall have to upload the undertaking stating that
there is no increase in the family income and they are eligible to receive
the reservation benefits as decided by the State Government.
The Performa of the undertaking to be submitted/uploaded by the
candidate is given in Appendix V.

17.1.6. Certificate of Physical Disability, issued and duly signed by the Civil
Surgeon/ issued by the authority empowered by the Gujarat State
Government., in case of a Physically Handicapped candidate.
17.1.7. Students from Universities of the other states than Gujarat state shall have
to upload Provisional Eligibility certificate (PEC) or receipt of an
application fee for the PEC at the time of the registration for online
admission.
Students from the other Universities of the Gujarat state shall have to
produce Provisional Eligibility certificate (PEC) at the time of admission.
17.1.8. If the percentage aggregate marks equivalent to CGPA/Grade point
(Excluding internal marks) obtained by the candidate are not shown in the
mark sheet, then the candidate is required to submit the certificate showing
the aggregate percentage marks equivalent to CGPA/ Grade point
(excluding internal marks). This certificate should be signed by the
competent authority of the concern university.
17.1.9. Such other certificates as the Admission Committee deems necessary.
17.2. After getting the allotment/information letter, the candidate shall have to produce
for verification, the original certificates and testimonials of the documents attached
with the registration form, at the allotted university school, department, PG Center
at the college or institution only, within time-limit as may be specified by the
Admission Committee.
17.3. The candidate who is unable to produce original certificates and testimonials
necessary for the purpose of registration/admission within the time-limit
prescribed in 17.2, may be granted provisional admission, subject to following
conditions, namely-
17.3.1. On payment of Rs 5,000/- (Rupees Five thousand) to the Admission
Committee as security deposit by the candidate. If the candidate submits
the required documents within a period of three working days, the
remaining amount of the security deposit shall, after deducting Rs 500/-
(Rupees Five hundred) towards the administrative expenditure, be
refunded;
17.3.2. In the event of failure to submit original certificates and testimonials within
the time limit as aforesaid, the provisional admission may be cancelled and
the security deposit may be forfeited.
18. Ineligibility for admission on production of false documents:
During verification of documents or subsequently, if the Admission Committee, Help
Center or allotted university school, department, PG Center at the college or institution
finds any certificate or testimonial or information submitted by any candidate, incorrect

or false, the candidature of such candidate shall be cancelled for that year and he/she shall
be disqualified for admission for the period of next two years.
19. Cancellation of Admission and Refund of Fee:
19.1. In case of cancellation of admission or transfer of candidate by the Admission
Committee, due to administrative reasons, the university school, department, PG
Center at the college or institution in which the candidate was granted admission
shall refund the fee collected by it, to such candidate.
19.2. In case of cancellation of admission due to failure of candidate to get himself
reported at the allotted university school, department, PG Center at the college or
institution within the specified time limit as prescribed in 15.6, such candidate shall
be refunded as per PG rules 28 (16).
19.3. A candidate may withdraw his/her admission online before or after completion of
admission process, for any reason whatsoever. He may join online subsequence
admission round at any time. In such case, fees of such candidate shall be refunded
as per PG rules 28 (16).
20. Vacant Seats:
20.1. After offering admission to all the candidates whose name appear in the merit list
or after completion of the admission process, if the seats remain vacant, such
vacant seats shall be filled by the University school, department, PG Center at the
college or institution, in accordance with the directions of the Admission
Committee, in the manner prescribed in 20.2.
20.2. Such University school, department, PG Center at the college or institution shall
invite application from the eligible registered candidates after completion of
admission process and prepare an inter-se common merit-list of all University.
20.3. Admission on vacant seats mentioned in 20.2 shall be completed within stipulated
time period prescribed by Admission Committee. No admission shall be granted
after that, even if the seats remain vacant.
21. Penalty:
Any breach of any of the provisions of the Rule or any directions issued, by the Admission
Committee time to time, by any person shall be liable to penalty which shall be decided
by the Admission Committee.
22. Interpretation:
In implementation of the provisions of these rules, if any difficulty or question arises as
to the interpretation of any provision, the decision of the Admission Committee shall be
final. Any dispute arises will fall under Ahmedabad City Jurisdiction only.

8. PREVENTION AND PROHIBITION OF RAGGING
OBJECTIVES:
In view of the directions of the Honorable Supreme Court in SLP No. 24295 of 2006 dated 16-
05-2007 and in Civil Appeal number 887 of 2009, dated 08-05-2009 to prohibit, prevent and
eliminate the scourge of ragging including any conduct by any student or students whether by
words spoken or written or by an act which has the effect of teasing, treating or handling with
rudeness a fresher or any other student, or indulging in rowdy or undisciplined activities by any
student or students which causes or is likely to cause annoyance, hardship or psychological harm
or to raise fear or apprehension thereof in any fresher or any other student or asking any student
to do any act which such student will not in the ordinary course do and which has the effect of
causing or generating a sense of shame, or torment or embarrassment so as to adversely affect the
physique or psyche of such fresher or any other student, with or without an intent to derive a
sadistic pleasure or showing off power, authority or superiority by a student over any fresher or
any other student, in all higher education institutions in the country, and thereby, to provide for
the healthy development, physically and psychologically, of all students.
WHAT CONSTITUTES RAGGING?
Ragging constitutes one or more of any of the following acts:
1. Any conduct by any student or students whether by words spoken or written or by an act
which has the effect of teasing, treating or handling with rudeness a fresher or any other
student;
2. Indulging in rowdy or undisciplined activities by any student or students which causes or is
likely to cause annoyance, hardship, physical or psychological harm or to raise fear or
apprehension thereof in any fresher or any other student;
3. Asking any student to do any act which such student will not in the ordinary course do and
which has the effect of causing or generating a sense of shame, or torment or embarrassment
so as to adversely affect the physique or psyche of such fresher or any other student;
4. Any act by a senior student that prevents, disrupts or disturbs the regular academic activity
of any other student or a fresher;
5. Exploiting the services of a fresher or any other student for completing the academic tasks
assigned to an individual or a group of students.
6. Any act of financial extortion or forceful expenditure burden put on a fresher or any other
student by students;
7. Any act of physical abuse including all variants of it: sexual abuse, homosexual assaults,
stripping, forcing obscene and lewd acts, gestures, causing bodily harm or any other danger
to health or person;

8. Any act or abuse by spoken words, emails, posts, public insults which would also include
deriving perverted pleasure, vicarious or sadistic thrill from actively or passively
participating in the discomfiture to fresher or any other student
9. Any act that affects the mental health and self-confidence of a fresher or any other student
with or without an intent to derive a sadistic pleasure or showing off power, authority or
superiority by a student over any fresher or any other student.
MANDATORY DISCLOSER:
1. Ragging is totally banned and anyone found guilty of ragging and/or abetting ragging is liable
to be punished.
2. The Appendix-I should be filled up and signed by the candidate to the effect that he / she is
aware of the law regarding prohibition of ragging as well as the punishments, and that he/she,
if found guilty of the offence of ragging and / or abetting ragging, is liable to be punished
appropriately.
3. The affidavit-II should be signed by the parent/guardian of the applicant to the effect that
he/she is also aware of the law in this regard and agrees to abide by the punishment meted
out to his/her ward in case the latter is found guilty of ragging and / or abetting ragging.
4. A student seeking admission to the hostel shall have to submit another affidavit along with
his/her application for hostel accommodation that he / she is also aware of the law in this
regard and agrees to abide by the punishments meted out if he / she is found guilty of ragging
and / or abetting ragging.
5. The first year students should desist from doing anything against their will even if ordered
by the seniors, and that they have nothing to fear as the institution cares for them and shall
not tolerate any atrocities against them.
6. A student securing admission to a particular institute shall have to submit concern affidavits
to the principal of institute.
ACTIONS TO BE TAKEN AGAINST STUDENTS FOR INDULGING AND ABETTING
RAGGING IN ALL GOVERNMENT, GRANT-IN-AID AND UNAID COLLEGES/
INSTITUTES AND ALL SCHOOLS AND DEPARTMENTS OF UNIVERSITY:
1. The punishment to be meted out to the persons indulged in ragging has to be exemplary and
justifiably harsh to act as a deterrent against recurrence of such incidents.
2. Every single incident of ragging a First Information Report (FIR) must be filed without
exception by the institutional authorities with the local police authorities.
3. The Anti-Ragging Committee of the institution shall take an appropriate decision, with
regard to punishment or otherwise, depending on the facts of each incident of ragging and
nature and gravity of the incident of ragging.
4. Depending upon the nature and gravity of the offence as established the possible punishments
for those found guilty of ragging at the institution level shall be any one or any combination
of the following,
a. Cancellation of admission

b. Suspension from attending classes
c. Withholding / withdrawing scholarship / fellowship and other benefits
d. Debarring from appearing in any test / examination or other evaluation process
e. Withholding results
f. Debarring from representing the institution in any regional, national or international
meet, tournament, youth festival, etc.
g. Suspension / expulsion from the hostel
h. Rustication from the institution for period ranging from 1 to 4 semesters
i. Expulsion from the institution and consequent debarring from admission to any other
institution.
j. Collective punishment: when the persons committing or abetting the crime of ragging are
not identified, the institution shall resort to collective punishment as a deterrent to ensure
community pressure on the potential raggers.
An appeal against the order of punishment by the Anti-Ragging Committee shall lie,
1. In case of an order of an institution, affiliated to or constituent part, of the University, to the
Vice-Chancellor of the University;
2. In case of an order of a University, to its Chancellor.
3. In case of an institution of national importance created by an Act of Parliament, to the
Chairman or Chancellor of the institution, as the case may be.
The institutional authorities shall intimate the incidents of ragging occurred in their premises
along with actions taken to the University form time to time.

11. MOST IMPORTANT INSTRUCTIONS, DOs & DON’Ts
– Your last two semesters/final year’s Marksheet must indicate external Marks
and % separately; otherwise upload Certificate of External Marks and its %
for merit consideration.
– The Subject (Main / Principal / Honors – if passed with single subject), of
B.Sc. final must be entered, and if passed with more than one Subject (2 or
3), must enter “Three subjects with Biology” or “Three subjects with
Mathematics”, otherwise it will be not considered.
– Students from Universities of the other states than Gujarat state shall have to
upload Provisional Eligibility certificate (PEC) or receipt of an application
fee for the PEC at the time of the registration for online admission.
Students from the other Universities of the Gujarat state shall have to produce
Provisional Eligibility certificate (PEC) at the time of admission.
Students should obtain PROVISIONAL ELIGIBILITY CERTIFICATE
(PEC) online from the Gujarat University website. For more details about

– Candidates of Reserved Categories must upload Valid Cast Certificate (along
with Non Creamy Layer for SEBC of Valid period) issued from Competent

• On allotment of admission, deposit the prescribe amount of fee mentioned in booklet as
per course of allotment through online process to HDFC Bank.
• Report to the allotted University Department/ PG Centre/Institute with allotment letter,
bank receipt of the paid fee, and all original documents.
DON’Ts
