5th Executive Committee Meeting on Monday 26th July, 2021 at 4.30 pm via Zoom online platform.

Mr. Anil Agarwal is the founder and Chairman of Vedanta Resources Limited. Vedanta
Resources, headquartered in London, is a globally diversified natural resources conglomerate, with
interests in zinc, lead, silver, copper, iron ore, aluminium, power generation, and oil and gas. The
CSR arm of the Group known as Vedanta Foundation actively contributes towards
building hospitals, schools and infrastructure, conserving the environment and funding community
programs that improve health, education and livelihood. Recently, NCLT has approved Vedanta
Group's Twin Star Technologies' resolution plan to acquire Videocon Industries Ltd.

Minutes of ICC Executive Committee Meeting held on 11th June, 2021
Mr Vikash Agarwal, President, ICC welcomed the Executive Committee Members present to
the ICC Executive Committee Meeting, held on 11th June, 2021.
The President, ICC placed the Minutes of Meeting held on 10th April, 2021 before the
Committee for approval. It was passed unanimously.
President, ICC then briefed committee members about the Chamber’s activities, carried out
during the period between 10th April, 2021 and 11th June, 2021. He mentioned that 30 virtual
events were conducted during this period. The President, ICC highlighted about some of the
event such as - Session with BK Sister Shivani; Session with Smt Aparajita Sarangi, Hon'ble
MP; ICC Mega Infra Summit; Celebration of International Tea Day; India Russia Startup pad;
Session on Emerging Opportunities of the New Education Policy – that took place during the
period. He also mentioned about sessions held as a part of "Empowering Bengal - Today and
Tomorrow" series by different expert committees towards developing their respective sector-
specific recommendations for the future development for the state of West Bengal. The
recommendations, he announced, will be submitted to the Government of West Bengal.
The President, ICC also mentioned about the inauguration of 25 beds Covid care safe in Siliguri
and the Covid vaccination drive organised by the ICC YLF.
He also announced that a new committee on Water has been formed with Mr Anil Razdan as
the Chairman of the committee.
The President, ICC then read out the other agendas for the meetings. The resolutions were
passed unanimously by the members present.
The President, ICC then asked the members to share their views about the current state of the
economy.
Mr Rudra Chatterjee, Past President, ICC said that tea estates have been hit hard during the
second wave. The Home Furnishing and Home textile industry, on the other hand, he said, are
doing well as most of the people are locked at home due to pandemic.
Mr Mayank Jalan, Past President, ICC asserted that FMCG industry has been hard hit during the
second wave than the in first wave. Reasons he attributed was due to sporadic and unorganised
lockdown and lethargy in consumer spending. He also felt, unlike last year the economy will not
bounce back in 3rd quarter. He took the occasion to appreciate the efforts of the frontline
health workers to fight the pandemic.

Sharing his opinion on the current economic situation Mr Sudhir Jalan, Past President, ICC was
of the view that the service industry was the hardest hit due to the pandemic. Job loss has been
a major feature in the pandemic situation which he felt; will likely to continue in the
foreseeable future. He was however optimistic that the situation will improve.
Addressing on the COVID situation, Mr Prashant Sharma, Chairman, Expert Committee on
Health and Mr Rupak Barua, Member, ICC both stated that the second wave of the pandemic is
on its way out and there was less pressure on the hospitals. The vaccination supply has also
improved and both were of the view that the situation will get better by July.
Mr Mahesh Saharia, Chairman, North East Region appraised the members about the situation
in Assam and the steps taken by the Government.
Taking about the newly formed water committee Mr Anil Razdan, Chairman, Expert
Committee on Water said that the new committee will focus on future objectives of water
management solution such as water quality, pricing and wastage. He also claimed that there
would be enough scope for CSR activities and urged the members to the opportunity it
presents.
The meeting was followed by an Interactive session with Dr Frank-Jürgen Richter, Chairman of
Horasis.
Dr Richter in his deliberation said that he was bullish about India's economic growth. He
claimed that the recent decline experienced due to pandemic induced situation is temporary
and economic growth will return soon.
He said that the Indian economy was already on the path of recovery until the second wave
struck. Most of the economic institutions around the world, he mentioned, have predicted an
economic growth rate of 8-9% for India for the current financial year. Since both the USA and
China have registered positive economic growth and Europe is slowly limping back, he said that
there is no reason why India will not catch up.
He also cautioned that inflationary pressure is eating into economic growth and central banks
need to adequately monitor it.
One of the reasons for his optimism about India's growth story he stated was that India is
emerging as the centre for innovative and creative industry of the world - such as the startups
and India still holds its sway over the global IT industry.
Talking about the idea of self reliance, he said a vast and diverse country like India cannot
afford to specialise in one or two goods to meet its domestic requirement. However, he
suggested that self-reliance should compliment globalisation and India needs to engage more
with the outside world so as to attract investment. He said that India needs to have a

comprehensive trade policy and needs to go for free trade agreements at bilateral level apart
from economic blocs.
Social dimensions, he noted, needs to be integrated in the current economic system. Issues like
climate changes, he felt, needs to be given priority and should not be disengaged from
economic policy making.
Regarding the economic potential for the state of West Bengal he said that the state is
strategically located and will regain its position as the industrial heartland of India. He
advocated for more PPP projects to attract investment.
Finally he ended his deliberations stating that India is not only here to stay, it is the future.

About the event: The Indian Chamber of Commerce (ICC) in association with „The Energy and Resources
Institute (TERI)‟ has come up with an annual initiative of awarding the good performers in the
Indian Renewable Energy Sector. There are seven Award categories, decided based on the
market pattern in India, they represent best performers in the class of overall RE capacity,
installations by DISCOMs and Independent Power Producers, manufacturing of solar and
wind systems/components, consumer industries who have gone forward to use of renewable
electricity to replace fossil fuel based electricity and financing of RE projects, including
manufacturing, Keeping in view, the diverse situations, and the wide variations in the scale
up of RE capacities across regions, states/UTs are being considered in three clusters,

Key points discussed: India and South Africa are important economic partners. South
Africa aims to attract USD 100 billion of FDI by 2023, over a period of five years, and
considers India to be an important participant in this endeavour. Some of the sectors that
South Africa prioritise to attract Investment from India include ICT, Pharmaceuticals,
renewable energy and agro-processing.
Investment by Indian companies were creating local jobs in South Africa, venture capitalists
from South Africa have invested about USD 2.8 billion in India's home grown start-ups and
unicorns.
India and South Africa have worked closely towards waving of TRIPS for Covid therapeutics
and vaccines. He asserted that the best way to enter continental African markets for Indian
businesses is through South Africa. Indian businesses, he claimed, can utilise the African
Continental Free Trade Agreement (AfCFTA) to penetrate the USD 0.5 trillion import market
of Africa.

Session with Gurudev Sri Sri Ravi Shankar 25th June 2021
About the event: "Business is the backbone of the economy. Hence business community in the country must
practice meditation to attain intuitive strength and innovative spirit, the recipe for business
success", said Gurudev Sri Sri Ravi Shankar addressing the business community at an
interactive session organised by the Indian Chamber of Commerce. He elaborated that
regular 20 minutes of meditation must be practised by all to attain more energy, better
intuitive capacity and zeal to innovate in order to move forward in life. He mentioned that
39000 businesses have already left India over the past few years and we need to find the
reason behind the same and work together to stop the exodus, as it is only business that can
bring prosperity in an economy.
He stated that post pandemic mental health has been the biggest challenge and it is only
meditation that can address this issue. Sri Sri said, “Save your mind at any cost”. Besides
meditative practices, he suggested a healthy lifestyle, good food habits, pranayam and
exercise must be undertaken for improving both physical and mental health. He also advised
to use Ayurveda to prevent and combat some symptoms of COVID.
The interactive session had huge participation from business leaders across as well as
outside the country.
ICC EDTECH SUMMIT-Theme: “The Education Technology trends in India-Vision 2025” 26th June 2021 (Virtual Platform)
About the event: This forum was conceptualized with the objective to evaluate opportunities

supposed to boost the supply of iron ore in the market and will alleviate any shortage by
2021-2022. OMC has produced 12.4 million tons in 2019-20, 12.7 million tons in 2020-21 and
has a target of 30 million tons by 2021-2022 and 60 million tons of production by 2025-26.
India will need to double its iron ore mining capacity by 2030 so as to meet demand as per
the NSP 2017”. The growth in infrastructure, power industry, cement industry; attractive
opportunities arising through the PLI scheme, policy support for MSMEs etc. are driving the
steel demand. Domestic production has gone up by 13% in last 5 years from 129 million tons
in 2015 to 206 million tons in 2019 at CAGR of 12.4%. In terms of consumption it has gone
up from 115 million tons in 2014-15 to 160 million tons in 2019.
Even after three years of the auction process no large mine granted through auction has
been able to commence production. Only 53 mines have been auctioned till date and 3 mines
have been able to commence production. There are major issues of coking coal, logistics
infrastructure, land acquisition, increased requirement for consent, increase in compensation,
not upgrade in technology.
There is huge potential for extraction of metals and rare earth elements from sludges of
Jharkhand. Proper R&D, policy intervention and commercialization for the development of the
entire areas where rare earth elements are available is the need of the hour.

India Bangladesh Logistics& Industrial Summit 2021 30th June 2021
About the event: India & Bangladesh are progressive Asian immediate neighboring nations, sharing common
cultural background and intense trade partnership. The countries have phenomenally
progressed over the last decade considering bilateral trade and has wide potential
opportunities at both ends of the border.
Connectivity between the countries are regularly upgrading across mediums of road, rail,
waterways along with related infrastructure. West Bengal by the virtue of its location is the

highlighted that combining synergies between both the countries in the fields of trade,
commerce, energy and connectivity will mutually benefit both the countries. He mentioned

The sessions in the summit had representations from Major Ports, business entities and the
Administration authorities relating to cargo movement between both the countries.
The first session showcased infrastructure development by the ports at both ends and
discussed the trade development, associated regulations and infrastructure as a constructive
tool for achieving further trade benefits. The Session pointed out on organizing more
business engagements in days to come for facilitating both-way transport of goods in
tandem.
The second session discussed the gradual growth of the Warehousing Sector in Eastern
India. With the advent of E Commerce in this part of the country the warehousing sector has
started to grow as an infrastructure for business. The Sector has transformed itself into a
Class A asset from Class B and developers are also coming forward in preparing more of
Warehousing Facilities in this part of the country which in turn adds on to the infrastructural
cargo movement potential for India in trading with Bangladesh.
The summit concluded on the point of co-operation, mutual trade facilitation and exploring
opportunities for India & Bangladesh in each other and co-operate in growing together.

ICC Digital Healthcare Expo 14th – 15th July, 2021
About the event: India is among the few countries that have emerged as one of the fastest-growing digital
economies over the past few years, characterised by 90% growth in terms of digital adoption
index between 2014 and 2017. The Indian healthcare sector has adopted digital
transformation to improve quality and accessibility. The digital healthcare market in India
stood at US$ 116.61 billion in 2018 and is expected to increase at a CAGR of 27.41% to US$
485.43 billion by 2024.

Ministry of Health and Family Welfare (MoHFW) has prioritized the utilization of Digital Health
to ensure effective “service delivery” and "citizen empowerment" so as to bring significant
improvements in the public healthcare delivery. To improve efficiency in healthcare delivery,
extend healthcare to rural areas and provide better quality services at low cost, certain
eHealth initiatives using ICT (Information and Communication Technologies) were
undertaken by MOHFW across the country with the following objectives:
To ensure availability of services on wider scale
To address the human resource gap by efficient & optimum utilization of the human
resources existing in the health sector
To provide healthcare services in remote & inaccessible areas through
telemedicine
To Improve patient safety by access to medical records and help reduce
healthcare cost

The key components of the mission include a health ID, telemedicine, health
records, health registry, along with digi-doctor and e-pharmacy services. In an
India where we still need to pursue the basic goals of healthcare that include high
quality care, efficiency, equity, affordability and accessibility to care,
implementation of a digital health effort must be evaluated thoroughly.

Ministry of Ayush has envisaged creating an IT backbone in the form of Ayush grid

About the event: India has committed itself to its global obligation of reducing its Green House Emission at
COP21. The Government of India has also taken a policy decision to take significant steps
towards decarbonizing the nation‟s fossil fuel-dominated economy. The Ministry of New and
Renewable Energy has been supporting various hydrogen projects in academic institutions,
research organizations and the industry for its research and development such as internal
combustion engines running on hydrogen and establishment of two hydrogen refueling
stations. Green hydrogen (produced from renewable electricity) has huge potential in India‟s

ICC Retail & Marketing Summit Sustaining Offline Retail Amidst Growing E-Commerce in Covid Times 17th July, 2021 About the event: The digital and e-commerce sectors have boomed amid the COVID-19 crisis. Customers who
were not using online channels pre-pandemic jumped to the digital way of shopping because
of the safe environment in which they were getting the products, without the need to step out.
This led to a multifold surge in the growth of ecommerce companies as they added more
customers to their fold and became a more preferred choice of shopping in the wake of the
pandemic. This led ecommerce‟s share of global retail trade from 14% in 2019 to about 17%
in 2020. The trend towards e-commerce uptake seen in 2020 is likely to be sustained during
recovery.
A McKinsey Report reveals that consumers are likely to keep the behaviors they’ve adopted amid stay-at-home orders, such as more online shopping and fewer mall
