INVITATION FOR EXPRESSION OF INTEREST (EOI) EMPANELLING IN VENDOR PANEL FOR GSL TO AVAIL SERVICES FOR SHIP DESIGN AND OTHER DESIGN

RELATED ACTIVITIES ON REQUIREMENT BASIS

GSL invites EOI from experienced and reputed firms for empanelling them in vendor panel for GSL to avail services for ship design and other design related activities on requirement basis. Interested and eligible firms has to upload their application as per format at “ Annexure 1” (Format for Application) duly filled and signed along with requisite self attested document on (http://eprocuregsl.nic.in) No proposal will be entertained if it is received after due date and time of tender. Terms and Conditions :

1. EOI should be submitted in the prescribed format only. No other format will be accepted.

2. EOI received after due date and time shall not be accepted under any circumstances and shall be returned unopened. No further correspondence on such responses shall be entertained.

3. Respondents, if so desire, may present in ‘EOI Opening’ on production of authorization / Identity certificate. Only one person from each firm will be allowed to be present.

4. EOI submitted should be free from correction, over-writing, use of white Ink etc. However if any correction is inevitable, the same be authenticated with signature and seal of the firm.

5. All the information/details required to be properly filled in EOI and no column should be left blank or should not be filled with ambiguous/ incorrect details.

6. Each page of EOI (including Annexure) should be dated and signed along with seal of the firm.

7. Canvassing in any form shall render the submitted EOI liable for rejection. 8. The firm has to comply with mutually agreed non disclosure agreement in the

event of placement of order. For any query please contact:

I. For the purpose of this EOI ‘Firm’ means a proprietary/partnership/LLP firm and a legal entity recognized under

Indian laws, and in case of a foreign company, should be registered under the laws of such foreign country and eligible to participate in Government of India bid process.

II. The firm shall not be in the list of entities blacklisted/ barred from participating in any tender of Government of India or any DPSUs.

III. Interested and eligible proprietor/partnership/LLP firms may download the EOI from GSL website link https://goashipyard.in/tender/open-tender/ and may submit their application in the format prescribed in EOI along with all supporting documents through https://eprocuregsl.nic.in

IV. Applicants may regularly visit the above website to keep themselves updated regarding clarification/amendments/ time extension etc, if any against the above EOI.

** The sufficiency of manpower and financial criteria will be decided for any

intended category by GSL internal committee. The firms may be given

full/appropriate marks on case to case basis.

(a) In order to qualify for short listing, vendor has to secure minimum 50

marks.

(b) In case sufficient number (not less than 3) of vendors do not qualify for

short listing, the evaluation committee may take an appropriate decision as

may deem fit.

(c) Further listing/grouping can be done after collecting the data.

TERMS & CONDITIONS

1. Objective Of The EOI:

1.1 Expression of interest is invited from eligible and capable reputed firms for

empanelling them in GSL‘s vendor panel for the services as listed in Para 2 of

Annexure D (Scope of Work).

1.2 Goa Shipyard Ltd., will avail their services time to time as per requirements.

The selection for any specific services will be as per already laid commercial

norms.

1.3 Vendors responding to the EOI and selected by the GSL committee, upon

submission of all relevant documents, shall qualify to be short listed to receive

limited tender for the work that shall be floated subsequently.

1.4 No formal invitation shall be extended to the vendors for the purpose of

opening of EOI.

1.5 GSL reserves the right to reject any or all of the responses/applications

received without assigning any reasons whatsoever.

2. Registration/Enrollment: In order to submit the Response, the vendors have to get themselves registered on-line on the e-Procurement portal (https://eprocuregsl.nic.in) with valid Digital Signature Certificate (DSC) issued from any agency authorized by Controller of Certifying Authority (CCA), Govt. of India. The on-line Registration of the Vendors on the portal will be free of cost and one time activity only.

3. Important Dates:

EOI available for download :- from 20.12.2019 to 24.01.2019

Last date & time of submission :- 25.01.2020 (upto 14:30 hrs)

Date of Opening of EOI :- 25.01.2020 at 15:00 hrs

4. All Responses are to be submitted on-line on the website (http://eprocuregsl.nic.in) or Responses/can be forwarded in hard copy

5. It is the vendor’s responsibility to comply with the system requirement i.e. hardware, software and internet connectivity at vendor’s premises to access the e-tender website. Under any circumstances, GSL shall not be liable to the vendors for any direct/indirect loss or damages incurred by them arising out of incorrect use of the e-tender system or internet connectivity failures.

6. The Responses will be decrypted and opened online, on or after the scheduled

dates and time. Till such time, they will be only in the encrypted form. After the scheduled time, the proposals will be opened by stipulated Proposal Openers with their Digital Signature Certificates (DSC). The Responses shall

be evaluated based on the information furnished by vendors. If any clarification is required from vendors, GSL will seek such clarifications.

7. Evaluation Process a) Response from the vendors will be shortlisted based on the evaluation criteria given in this document at Annexure A. b) The minimum evaluation process is to identify the capable firm for empanelling them in GSL vendor list. c) GSL Committee (Evaluation Committee) shall evaluate proposals of the Vendors and all supporting documents & documentary evidence. The committee may seek additional documents as it deems necessary. d) The decision of the Evaluation Committee in the evaluation of proposals to the Expression of Interest shall be final. No correspondence will be entertained outside the evaluation process of the Committee. e) The Evaluation Committee reserves the right to reject any or all proposals.

8. Fraudulent Practices The highest standard of ethics shall be observed during filing of response to

EOI. The firm shall not be eligible to participate, where it has been

determined to have engaged in corrupt or fraudulent practices. In this regard

decision of GSL will be final and binding on the Vendors.

9. Cost Of Response To EOI The Vendors shall bear all the costs associated with the preparation and submission of its proposal, and GSL will in no case be responsible or liable for those costs, regardless of the conduct or outcome of the evaluation process including cancellation of the EOI.

10. Content Of Response To EOI Documents The Vendors is expected to examine the EOI documents carefully, including all instructions, forms, terms and specifications. Failure to furnish all required information may result in rejection of the vendors. GSL decision in this regard is final.

11. Clarification On Response To assist in examination, evaluation and comparison of applications, GSL may at its discretion, seek from the vendors individual clarification if so required. The request for clarification and the response shall be in writing, fax or e-mail.

12. GSL Right To Accept Or To Reject Applications GSL reserves the right to accept or reject any or all the Applications, either in part or full, or the right not to accept the Response, without assigning any reasons thereof, whatsoever. In case of any dispute GSL Evaluation Committee decision in the matter shall be final and legally binding on the Vendors.

13. The Vendor’s Response to GSL and any annotations or accompanying documentation shall be in English Language only.

14. All copies of documents submitted along with EOI should be clear, legible and self certified by the Authorized representative of the Applicant.

15. GSL reserves the right to physically check the original documents / certificates, the copies of which are submitted along with EOI.

16. The Response shall be signed by a duly authorized officer of the firm which is responding to the EOI, and in the case of a corporation, seal, or otherwise appropriately executed under seal.

17. Vendors shall clearly indicate their legal constitution and furnish documentary evidence thereof by way of authenticated copies of relevant documents and the person signing the proposal shall state his capacity and also the source of his authority to bind the vendors. The power of Attorney or authorization, or any other document constituting adequate proof of the authority of the signatory to bind the vendors, shall be annexed to the proposal submitted. GSL may reject out- right any Response unsupported by adequate proof of the signatory’s authority.

18. The documents of Response must be uploaded complete in all respects. Incomplete, late Responses would be summarily rejected.

19. GSL expects the Response should meet the Qualifying requirements as stipulated in this document without any deviations and exceptions.

20. GSL may nominate reputed members of the Industry/ Academia to assist the Evaluation Committee in scrutinizing the response/application to the EOI.

SCOPE OF WORK

1. The Design and/or Design related Service Provider, henceforth be called

vendor shall undertake one or more services as listed in para 2 below, for Goa

Shipyard Limited (GSL) from the stage of conceptualization, development of ship

design/design related services for tender purpose and also for post contractual

stage till the final products/services are provided to end customer. In case of

services the accepted norms as specified in each tender will have to be adhered

to.

In case of other design related services the customer will be GSL or as specified in

the tender.

2. i. Categories of ship design services:

a) Naval Vessel with Stealth Characteristics

b) Naval Auxiliaries

c) Commercial passenger Vessel.

d) Commercial Vessel

e) Experienced Vendor for dealing with Navy/DG Shipping and classification

societies.

f) Types of ships & marine related structure as listed in Annexure H.

g) Any other category undertaken by vendor also may be included.

ii. Categories for design related services.

a) Shipborne vibration

b) Underwater noises

c) Magnetic signature

d) Radar Cross section

e) Infrared Signature

f) Structural Analysis

g) CFD Analysis

h) Air Conditioning & Ventilation

i) General Arrangement & Outfitting

j) Propulsion System Integration

k) Any other marine and shipbuilding related services

The projects broadly define the areas in which GSL is looking to implement

streamline the process for availing these design and analysis services to ensure

timely availability to increase efficiency and productivity as compared to the

processes/systems in vogue.

Ship Design /Deign Related Service Providers are also encouraged to inform GSL

of any other use cases/projects that can be undertaken related those mentioned

above.

3. Project Action Plan i. The vendor shall clearly indicate the services mentioned in para 2 above that it

intends to take up and submit documents as required.

4. Work Flow and Deliverables :-

i. As per floated tender advice on need basis inline with market norms.

5. Patent And Copyrights: Design Service provider should assure Goa Shipyard Limited that there is no

infringement of any patent or industrial or intellectual property right

occasioned by the supply, transfer of designs, documents and connected

materials, which are the subject matter the Supply / Purchase order or

Contract materials, which is likely to be concluded in case your firm is

selected.

An undertaking by the service provider to indemnify Goa Shipyard Limited

against all costs, expenses and claims of damages made by the third party

arising from any alleged infringement of patent or industrial/ intellectual

property rights arising or resulting from use of the materials is to be provided.

All documentation, results/reports/data used for the respective Cases will be the sole property of Goa Shipyard Limited.

6. Eligibility Criteria:

The invitation of proposals is open to all entities registered in India as well

as abroad, who fulfill the criteria as specified below:

(a) For the purpose of this EOI ‘Firm’ means a proprietary/partnership/LLP firm and a legal entity recognized under Indian laws, and in case of a foreign company, should be registered under the laws of such foreign country and eligible to participate in Government of India bid process.

(b) The firm shall not be in the list of entities blacklisted/ barred from

participating in any tender of Government of India or any DPSUs.

(c) The said legal entity should have been in existence for a period of at least 3

years on the date of submission of proposal as evidenced by the

documents submitted by such entity in its proposal.

(d) The vendor should furnish the annual the annual accounts & income tax

returns for last 3 years along with solvency certificate.

(e) All the criterion’s mentioned must be satisfied by vendors, as on date of

submission of EOI response. Response must include all the supporting

documents confirming the same. Failing to do so may disqualify the

Vendors for subsequent stages of the tendering process.

7. Queries / Responses:

(a) All enquiries / clarifications from the Applicants, related to this EOI, must

be directed in writing exclusively to the contact person(s) notified above

within the prescribed time period. Enquiries received after the due date

shall not be entertained.

(b) The mode of delivering questions is through E-Mail only. No other mode of

query shall be entertained.

The queries may be raised in the following format.

(c) After issuance of the EOI, GSL will begin accepting written questions from

the applicants through E-Mail only. GSL will endeavor to provide timely

response to all queries.

(d) However, GSL makes no representation or warranty as to the completeness

or accuracy of any response made in good faith, nor does GSL undertake to

answer all the queries that have been posed by the applicants. The

responses to the queries from all Applicants may be posted online.

8. AMENDMENT OF EOI DOCUMENT & CORRIGENDUM:

(a) GSL reserves the right to amend this EOI document by issuing addendum/

addenda. The addenda will be posted at (https://eprocuregsl.nic.in) and

shall be treated as a part of the EOI Document. GSL may, at its discretion,

extend the deadline for the submission of Applications.

(b) GSL reserves the right to conduct changes anytime at its own discretion by

a corrigendum. The corrigendum (if any) shall be posted at

(https://eprocuregsl.nic.in). Any such corrigendum shall be deemed to be

incorporated into this EOI.

(c) In order to provide prospective applicants reasonable time for taking the

corrigendum into account, GSL may, at its discretion, extend the last date for

the receipt of EOI proposals which shall again be notified online through the

portal (https://eprocuregsl.nic.in).

9. DISCLAIMER:

(i) This Expression of Interest (EOI) is not an offer by GSL but an invitation

to receive offers from interested parties for empanelling them in GSL

vendor panel for ship design and design related services. The purpose

of this EOI is to provide the necessary information that may be useful

to such interested parties in formulating their proposals for

empanelment in response to this EOI.

(ii) No contractual obligation whatsoever shall arise from the EOI process

unless and until a formal contract is signed and executed between the

GSL and the selected party.

(iii) GSL reserves the right to modify or even not to proceed with the proposed

EOI at any stage.
