The NIFA National Integrated Water Quality Program

The National Institute of Food and Agriculture (NIFA) National Integrated Water Quality Program brings university scientists, instructors, and Extension educators into more effective and efficient partnerships with Federal interagency priority programs while addressing water quality issues in U.S. agriculture. This program also provides the flexibility necessary for NIFA to bring the resources of researchers, instructors, and Extension educators into national initiatives and programmatic partnerships that target evolving water quality needs.

The Water Quality Program is supported by funding through Section 406 of the Agricultural Research, Extension, and Education Reform Act of 1998 (AREERA) (7 U.S.C. 7626). The Program established regional water quality coordination projects and associated direct-funded projects to support integrated, multifunctional agricultural research, Extension, and education activities. This directory provides a listing of Regional Project Coordinators and Associates, Water Quality Coordinators and National Water Resources Project Coordinators.

NIFA and the Land Grant Universities and Colleges

The National Institute of Food and Agriculture (NIFA) is designed as a partnership of the Land-grant Universities and Colleges and the U.S. Department of Agriculture (USDA). Land-grant institutions were established when President Lincoln signed the Morrill Act in 1862. This legislation was introduced by U.S. Representative Morrill of Vermont and granted to each state 30,000 acres of public land for each Senator and Representative under apportionment based on the 1860 census. Proceeds from the sale of these lands were to be invested in a perpetual endowment fund which would provide support for colleges of agriculture and mechanical arts in each of the states.

Universities referred to as 1890 Land-grant Institutions were created by the Second Morrill Act in 1890, which expanded the system of Land-grant universities to include historically black institutions in those states where segregation denied minorities access to the Land-grant Institution established by the First Morrill Act. In 1994, Congress conferred Land-grant status on tribal colleges through the Equity in Education Land-Grant Status Act of 1994.

The original legislative intent of the Morrill Acts and resulting Land-grant Institutions was to teach agricultural and mechanical arts to rural and industrial populations; however, the contemporary outcome has been the development of institutions that have enabled millions to receive higher education in a wide variety of disciplines.

The role of Water Quality Coordinators continues to evolve as the level of public interest, Congressional concern, and Extension programming increases and intensifies. They are the primary contact for interstate communications within the National Institute of Food and Agriculture (NIFA) and the Cooperative Extension System, and for other agencies and organizations interested in exploring cooperative efforts.
