The decision regarding recruitment will be communicated by DCPjEstablishment to DCPj Recruitment who will initiate the process of recruitment. (iii) Candidates from all parts of the country will be eligible to apply.· The vacancies shall be advertised in leading newspapers (in English & Hindi) of Delhi and their editions in all other States. Vacancies shall also be published in Employment News inviting applications from all over the country in order to widen the base of recruitment and make Delhi Police a Cosmopolitan Police Force. A copy of the advertisement will also be uploaded on the Delhi Police website. In the advertisements, full particulars of the essential requirements will be given so that only those candidates who fulfill the eligibility criteria can apply online alongwith a fee of Rs. 100 j -only. 1. INTRODUCTORY

(i) This Standing Order deals with the direct recruitment of AssistantWireless Operator jTele-:Printer Operator (Head Constable) in DelhiPolice in accordance with Rule 17-B (iv) of Delhi Police (Appointment &Recruitment) Rules, 1980 and amendments issued from time to time.

(ii) Recruitment will be carried out by a Recruitment Board, as prescribedin Rule 8 [ii] of the Delhi Police [Appointment and Recruitment] Rules,1980. The DCPjEstablishment will put up the vacancy positioncategory-wise i.e. Un-reserved, Economically Weaker Sections, SC, ST,OBC and Ex-servicemen candidates to the Commissioner of Police,Delhi, each year. The Commissioner of Police, Delhi will take a decisionregarding recruitment depending on the number of vacancies andavailability of training infrastructure. The decision regardingrecruitment will be communicated by DCPjEstablishment toDCPj Recruitment who will initiate the process of recruitment.

done by the Recruitment Board of the Delhi Police. Fee is exempted forall Women candidates and candidates belonging to Scheduled Caste,Scheduled Tribe and Ex-Servicemen eligible for reservation afteruploading the Caste Certificates/Discharge Book or NOC, as perexisting Government orders.,

2. CONSTITUTION OF RECRUITMENT BOARD

A Special Commissioner of Police and one or more .Joint/Addl.Commissioner of Police will be nominated by the Commissioner of Police,Delhi to exercise overall supervision over the entire recruitmentprocess.

One or more Recruitment Boards will be nominated by theCommissioner of Police for monitoring the Computer Based Examination atdifferent Centers, conducting Physical Endurance and Measurement Test(PE&MT), Trade Test (Reading & Dictation) and Proficiency in ComputerOperation. The constitution of the Boards shall be decided by theCommissioner of Police. The Recruitment Board(s) shall comprise aDCP/ Addl.DCP and two officers of the rank of ACP to be nominated by theCommissioner of Police, Delhi. If necessary, a panel of DCsP / Addl.DC-sP/ ACsP may be nominated to work on different dates, especially duringlarge scale recruitments. Requisite number of officers and subordinate staffto assist the Board (s) shall be deputed by the Police Headquarters with theapproval of Commissioner of Police, DeIhL·

3. MODE OF RECRUITMENT

All vacancies of Assistant Wireless Operator /Tele-Printer Operator(H.C.) in Delhi Police shall be filled 100% by direct recruitment according tothe procedure below :-

(i) 90% vacancies shall be filled from the open competition and

(ii) 10% vacancies shall be filled from the Delhi Police confirmedConstables by giving them age relaxation as per GOl's instructions.

Note:- Entrance Test for outside candidates and departmental candidatesshall be the same.

The selection process shall consist of the following compulsory tests inthe given order.-

4. RESERVATION POLICY

Vacancies in a recruitment year shall-be reserved as follows:-

(i) 15% for Scheduled Caste candidates.

(ii) 7%% for Scheduled Tribe candidates.

(iii) ·27% for OBC candidates as per Central List and List issued bythe Govt. of NCTof Delhi.

(iv) 10 % for Economically Weaker Sections (EWSs).

(v) 10% for Ex-Servicemen as per rule.

(vi) Reservation for women candidates as per GOI's instructions issuedfrom time to time.

The vacancies of SC/ST/OBC/EWSs shall be reserved on the basis ofpost based roster as per Government of India's instructions/rules issuedfrom time to time. Instructions issued by the Govt. of India regarding directrecruitment in respect of candidates belonging to reserved categories[SC/ST/OBC/EWSs] from time to time, will be applicable in the directrecruitment of Assistant WirelessOperatorjTele-Printer Operator (H.C.).

The educational qualification and other physical standards for the postshall be the same as prescribed in the Rules for direct recruitment to suchpost. No relaxation other than those provided in this Standing Order, will begiven in any qualifications or standards, except in the cases and manner laiddown in the Delhi Police [Appointment & Recruitment] Rules, 1980.

5. ESSENTIAL QUALIFICATIONS·

A) Educational Qualification

(i) Passed 10+2 (Senior Secondary) from a recognized Board withScience & Mathematics as subjects.

ORNational Trade Certificate (NTC) in the trade of Mechanic-cum-Operator Electronic Communication System.

(ii) Professional Attainments:

Proficiency in Computer OperationQualifying in Nature.

• Test of English word processing speed -1000 key depressions in15 minutes .

• Test of Basic Computer Functions:-Opening/Closing of PC, printing, MS office usage, saving &modification in typed text, paragraph setting & numbering etc.

B) Age

18 to 27 years. The upper age limit will be relaxable only In thefollowing cases:-

a) Upto a maximum of 5 years if a candidate belongs to a ScheduledCaste or a Scheduled Tribe category.

b) Upto a maximum of 3 years if a candidate belongs to OBCcategory. This relaxation is admissible for those castes notified inthe Central List and the List issued by the Govt. of NCTof Delhi.

c) The upper age limit is admissible upto 35 years for Generalcategory (38 years for OBC, 40 years for SCs/STs) forwidows/ divorced women and women judicially separated from theirhusbands and who are not re-married.

d) Upto a maximum of 5 years for sportsmen/ sportswomen ofdistinction who have represented a State at the National level orthe Country at the International level in sports during precedingthree years from the date of advertisement of vacancies. Thediscipline of sports for which relaxation is available is mentioned inthe Annexure 'A'. The Sports Certificate shall be issued in theproforma attached at Annexure-'B' & 'c' having photograph of thecandidate duly attested by the Secretary of the State/NationalSports Federation. If a candidate belongs to SC/ ST category andfulfills the above criteria, hel she, is eligible for 5 years relaxation inupper age limit over and above the relaxation prescribed at. Clause5 B-(a). In effect, he/she qualifies for relaxation in the upper agelimit upto a maximum of 10 years.

e) Relaxation in the upper age limit is admissible upto 40 years forgeneral category, 43 years for OBC & 45 years for SCs/STs in caseof departmental candidates of Delhi Police. A "departmentalcandidate" means a constable who has rendered a minimum threeyears regular and continuous service in Delhi Police who otherwisefulfills all educational and other physical qualifications.

f) Age concession to Ex-Servicemen will be allowed in accordancewith the orders issued by the government from time to time. Theywill be permitted to deduct the period served in the armed forcesfrom their actual age and the resultant age, so derived, should notexceed the prescribed age limit by more than three years.

Note 1: Candidates claiming benefits under OBe category shall be inaccordance with castes notified in the Central List. This relaxationwill also be admissible for candidates who are issued OBCCertificate by the Govt. of NCTof Delhi.. The Certificate should bein the prescribed format issued by the competent authorityempowered for the purpose. No other certificate will be accepted assufficient proof.

Note 2: Candidates seeking reservation benefits for SC/ST/OBC mustensure that they are entitled to such reservation as per eligibility.They should also be in possession of the certificates in theprescribed format in support of their claim at the time ofsubmitting application form as per format attached as Annexure-'D' & 'E'. '

Note 3: Candidates seeking reservation benefits for Economically WeakerSections (EWSs) must ensure that they are entitled to suchreservation as per eligibility. They should also be in possession of

the certificates in the prescribed format in support of their claim atthe time of submitting application form as per format attached asAnnexure-'F' .

Definition of Ex-Servicemen:-

The definition of Ex-servicemen as defined in Govt. of India. Ministry ofPersonnel, Public Grievances & Pensions, Department of Personnel &Training, New Delhi's a.M. No. 36034/5/85-Estt.(SCT) dated 14-4-1987 isgiven as under :-

"An ex-serviceman" means a person, who has served in any rankwhether as a Combatant or non-combatant in the Regular Army, Navy andAir Force of theIndian Union and ,

i) who retired from such service after earning his/her pension; or

ii) whose discharge book has the endorsement of Ex-servicemen; or

iii) who has been released from such service on medical groundsattributable to military service or circumstances beyond his control andawarded medical or other disability pension; or .

iv) who has been released, otherwise than on .his own request, from suchservice as a result of reduction in establishment; or

v) who has been released from such service after completing the specificperiod of engagements, otherwise than at his own request or by way ofdismissal or discharge on account of misconduct or inefficiency, and hasbeen given a gratuity; and includes personnel of the Territorial Army ofthe following categories, namelyi- '

a) Pension holders for continuous embodied service,b) Persons with disability attributable to military service; andc) Gallantry award winners."

The Territorial Army personnel will however be treated as ex-servicemen w.e.f. 15-11-86.

Ex-Servicemen who are paid from the Central revenues are eligible tobe re-enlisted as Assistant WirelessOperator/Tele-Printer Operator (H.C.) at thediscretion of the appointing authority if their discharge certificate showsprevious service as Good or of higher classification/ grading, provided thatthey conform to the educational standards laid down for Assistant WirelessOperator/Tele-PrinterOperator (H.C.) from open competition and qualify suchendurance / efficiency tests as prescribed by the Commissioner of Police, fromtime to time by issuing necessary Standing Orders. They are medically fitfor police service according to standards prescribed for recruits.

Note 1: Ex-Servicemen who have already secured employment underCentral Government (including State Govt.j Public SectorUndertakings/ Autonomous Bodies/Statutory Bodies/Nationalized Banks etc.) in Group 'C' & 'D' posts on regular basisafter availing of the benefits of reservation given to Ex-Servicemenfor their re-employment are NOT eligible for fee concession or forclaiming benefits of reservation under Ex-Servicemen category.However, they are eligible for the age relaxation only.

Note 2: The period of "Call up Service" of an Ex-Serviceman in the ArmedForces shall also be treated as service rendered in the ArmedForces for purpose of age relaxation

,Note 3: For any serviceman of the three Armed Forces of the Union to be

treated as Ex-Serviceman for the purpose of securing the benefitsof reservation, he must have already acquired, at the relevant timeof submitting his application for the Post/Service, the status ofEx-Serviceman and / or is in a position to establish his acquiredentitlement by documentary evidence from the competentauthority that he would complete specified term of engagementfrom the Armed Forces within the stipulated period of one yearfrom the closing date of the application form.

EXPLANATION

The persons serving in the Armed Forces of the Union, who onretirement from service, would come under the category of "Ex-Serviceman" may be permitted to apply for re-employment, oneyear before the completion of the specified terms of engagementand avail themselves of all concessions available to Ex-Servicemenbut shall not be permitted to leave the uniform until theycomplete the specified term of engagement in the Armed Forces ofUnion.

All such candidates who are serving in the Armed Forces and intend toapply under Ex-Servicemen category will be required to submit NOC fromthe department which shall clearly mention their date of discharge from theArmed Forces. The date of discharge / date of completion of specified term ofengagement with the Armed Forces must be within one year from the closingdate of application form. NOC having no mention of the date of dischargefrom the Armed forces will not be entertained and their Application formswill be rejected without assigning any further reasons.

6. STANDARD OF PHYSICAL MEASUREMENT (MALE ANDFEMALE)

A) For Male Candidates:-

(a) Height:- 170 ems, relaxable by 5 ems for.-

(i) Residents of hill areas i.e. Garhwalis, Kumaonis, Gorkhas,Dogras, Marathas and candidates belonging to states of Sikkim,Nagaland, Arunachal Pradesh, Manipur, Tripura, Mizoram,Meghalaya, Assam, Himachal Pradesh, Kashmir and Leh &Ladakh regions ofJ&K (Candidates claiming this relaxationwould have to produce a certificate to this effect (Hill areacertificate) from the competent authority i.e. DCjDMjSDM orTehsildar of their place of residence at the time of Physical.Measurement Test).

(ii)Sons of either serving, retired or deceased Delhi Police Personnel/Multi-Tasking Staff of Delhi Police. '

(b) Chest:- Minimum 81 ems - 85 ems (with minimum of 4 emsexpansion). Relaxable by 5 ems fort-

(i)Residents of hill areas, for which certificate as above will beproduced.

(ii)Sons of either serving, retired or deceased Delhi Police PersonneljMulti-Tasking Staff of Delhi Police.

(c) Physical Endurance Test (Qualifying):.

For Male Candidates including Ex-Servicemen and departmentalcandidates (age-wise)will be as under.-

Note :-Those who qualify in the race will be eligible to appear inLong Jump and then High Jump. Long Jump and HighJump must be cleared in anyone of the three chances thatwill be given. There shall be no appeal againstdisqualification in race, long jump and high jump.

B) For Female Candidates:-

(a) Height:- 157 ems, relaxable by 5 ems for:-

Endurance Test. Her Physical Endurance Test may beconducted after "the period of confinement" and till thenresult of such cases may be kept in a sealed covet.

7.· PHYSICAL MEASUREMENT

Physical Measurement Test shall be taken only of those candidateswho qualify the Endurance Tests.

8. MEDICAL STANDARD

[a] The candidates should be of sound health, free from disease, defect ordeformity.

[b) Better eye 6/6 without glasses. Worse eye 6/36 corrected with glasses6/9 or 6/12 without glasses (both eyes). The candidate should be freefrom colour blindness.

9. CRUCIAL DATE FOR DETERMININ'G AGE-LIMIT

The crucial date for determining the age of a candidate will be treated as1stJanuary of the year of recruitment in case the recruitment starts before30th June. However, if the recruitment starts in the 2nd half of the year, thecrucial date will be 1st July of the calendar year. For this purpose, the dateof notification of vacancies would be taken as the date for start ofrecruitment. The Date of Birth as recorded in the Matriculation/SecondaryExamination Certificate will be accepted for determining the age eligibilityand no subsequent request for its change will be considered.

10. RELAXATIONS FOR WARDS OF POLICE PERSONNEL/MULTI-TASKING STAFF OF DELHI POLICE.

In case of sons/daughters of either serving, retired or deceased DelhiPolice personnel/Multi-Tasking Staff of Delhi Police, who do not fulfill thegeneral conditions of physical standard, the following relaxations areadmissible:-

1. Height (Male/Female) : Relaxable by 5 centimeters.

2. Chest(Male only) : Relaxable by 5 centimeters.

The relaxation will be extended to the sons/daughters of only thoseDelhi Police personnel/Multi-Tasking Staff, who have not been awardedpunishments of dismissal/removal/termination or compulsory retirement byway of penalty.

Note: 1 Wards of police personnel and Multi-Tasking Staff of Delhi Policebelonging to SC/ST/OBC/Hill area category will not be entitled toget double relaxation. They can either avail relaxation in their owncategory or as a ward of police personnel and Multi-Tasking Staff ofDelhi Police. '

Note: 2 Candidates in this category can be allowed to take thetest provisionally on production of certificate in prescribed format asper Annexure-'G', issued only by the DCPI Addl. DCP/ACP/HQ ofthe concerned Distt. /Units, where the Police personnel had lastserved, after verification of the relevant service records. Thiscertificate would be required to be produced at the time of physical .measurement test.

11. MODE OF FILLING & SUBMISSION OF APPLICATION FORM

(i) The Application forms shall be available "online" on Delhi Police officialwebsite www.delhipolice.nic.in.

(ii) Application from candidates will be accepted through ON-LINE-MODEONLY. Application of candidates applying through any other mode shallbe summarily rejected.

(iii) The application fee will be Rs. 100/ -.

(iv) Fee is exempted for all Women candidates and candidates belonging toScheduled Caste, Scheduled Tribe, and Ex-Servicemen eligible forreservation after uploading the Caste Certificates/Discharge Book orNOC, as per existing Government orders. Fees· once paid will not berefunded under any circumstances.

(v) The candidate will upload clear scanned copies of all the documents insupport of his/her claim for the recruitment.,

(vi) Candidates are not required to send hard copies of their onlineapplication form or any other documents. However, they can retain thehard copy of their online application form for their record.

(vii) Only one online application is to be submitted by a candidate for theexamination. In case more than one application of a candidate aredetected, Delhi Police will consider only the last application. If acandidate submits multiple applications and appears In theexamination more than once, his candidature will be cancelled.

12. ADMIT CARDS/ADMISSION CARDS

The Admit Card/Admission Card for Computer Based Examination,PE&MT,Trade Test and Efficiency in Computer Operation will be uploadedon Delhi Police website www.delhipolice.nic.in. Candidates have to downloadand print hard copy of the Admit Card/ Admission Card from the Delhi PoliceWebsite. No separate Admit Card/Admission Card will be sent to thecandidates.

13. COMPUTER BASED EXAMINATION

(i) All candidates (Male & Female) including Ex-servicemen shall be putthrough a Computer Based Examination of One and half hour (90Minutes) duration to be conducted at different Centres. The ComputerBased Examination will consist of one objective type question paper

. containing 100 Questions carrying 100 marks. There will be 'Nonegative' marks for wrong answer. The question paper for ComputerBased Examination on the following subjects will be conducted inHINDIand ENGLISHOnly:-

The question paper shall be of Class XII Level having distribution asEasy Questions-30%, Medium level Questions-SO% and DifficultQuestions-20%.

(ii) The syllabus for the Examination is as follows:

(A) General Awareness: Questions are designed to test the candidate'sgeneral awareness of the environment around him/her and itsapplication to society. Questions are also designed to test his/herknowledge of current events and of such matters of everydayobservation and experience in their scientific aspect as may beexpected of an educated person. The test will also includequestions relating to India and its neighboring countries especiallypertaining to History, Culture, Geography, Indian Economy,General Polity, Indian Constitution, Scientific Research. Thesequestion will be such that they do not require a special study ofany discipline.

(B) General Science:-

Physics: Understand the basic concepts of topics likethermodynamics, mechanics, Newton's Law of Motion, Gravity,Motion, Pressure, Units of measurements, sound, Heat &Temperature, Electronics, Magnetism, Ohm's Law, Numbersystems, Fiber Optics, Mode of Communication etc.

Chemistry: Chemistry of everyday life, Commonly used chemicals,important catalysts, reactions, Commercial applications ofchemicals chemical and physical change, definition basedquestion, Acids (Sulphuric acid, Hydrochloride), Atomic Number,Elements and their symbols and Electro Chemistry etc.

(e) Mathematics: Number systems, Ratio and Proportion,Percentages, Averages, Simple and Compound interest, Profit, Loss& Discount, Time, Distance & Work, Algebra (Equations, Surds,Indices, Graphs), Geometry, Mensuration, Trigonometry, DataInterpretation, Sequence & Series, Permutation & Combinationand Simplification.

(D) Reasoning: Non-Verbal Reasoning (figures), Analogy,Alphanumeric Series, Number Series, Critical Thinking, Codingand de-coding, Logical reasoning, Input-Output, Blood Relations,Syllogisms, Table, Directions/Ranking Test, Venn Diagrams,Seating Arrangement, Coded Inequalities and Data Sufficiency.

(E) Computer Fundam.entals, MS Excel, MS Word, Communication,Internet, WWWand Web Browsers etc.

This paper will include questions on the following:. .

1. Elements of Word Processing (Word Processing Basics, Openingand closing Documents, Text Creation, Formatting the Text andits presentation features).

2. MS Excel (Elements of Spread Sheet, Editing of Cells, Functionand Formulas)

3. Communication (Basics of E-mail, Sending/receiving of Emailsand its related functions)

4. Internet, WWW and Web Browsers (Internet, Services onInternet, URL, HTTP, FTP, Web sites, Blogs, Web BrowsingSoftware, Search Engines, Chat, Video conferencing, e-Banking) etc.'

14 OUTSOURCED AGENCY AND SECRECY OFFICER

(i) The Outsourced Agency will conduct end-to-end execution/completionof Computer Based Examination and its associated activities related tothe recruitment as per Agreement/Contract.'

(ii) A 'Question Bank' will be created by the Outsourced Agency for theComputer Based Examination in accordance with the advice of theSecrecy Officer nominated by C.P. Delhi. A team of experts should bedeployed by the Outsourced Agency for creating the Question Bankand for validation work. It would be the responsibility of theOutsourced Agency to put in place all the security measures to protectthe Question Bank from hacking or any other security threats.

(iii) The Secrecy Officer shall have the centre wise details of the 'candidateswho intend to appear for the Computer Based Examination. It would bethe responsibility of the Outsourced Agency to provide slots to thecandidates at the centre allotted to the candidate and also tocommunicate these details to the candidates immediately through SMSand email at least two/three weeks before the Computer BasedExamination.

(iv) The Computer Based Examination will be conducted as per theAgreement/ Contract. .

(v) The Commissioner of Police, Delhi will depute an Observer in eachComputer Based Examination Centre, to ensure a free and fair andtransparent examination .. Other supporting officers and staff shall be

nominated by the PHQ. The venue Incharge shall be responsible for thesmooth conduct of examination at the venue. Any candidate foundindulging in any unfair practice will.be summarily removed from theComputer Based Examination and debarred from the examination.Necessary legal action may also be taken as per requirement.

(vi) It would be the responsibility of the Outsourced Agency to conduct theexamination at the centres with entire required infrastructure and therequisite technology be updated from time to time. The OutsourcedAgency shall make seating arrangements at the venue in accordancewith the seating plan. They shall make the necessary logisticarrangements for the overall smooth conduct of the test. Theexamination is to be conducted as per the guidelines of Delhi Police.Any deviation in conduct of the examinations from these guidelines andthe liability arising out of the same is to be entirely borne by theOutsourced Agency.

(vii) The Outsourced Agency will ensure that each exam shift shall beconducted on a different set of question papers of the same difficultylevel.

(viii)The Secrecy Officer shall liaise with the Outsourced Agency andensure confidentiality while settirig up the question bank.

(ix) The Outsourced Agency will provide facility for jumbling the questionsand answers.

(x) The Outsourced Agency shall maintain strict secrecy andconfidentiality and shall not divulge/share/supply any informationrelating to this assignment to any third party.

(xi) The Outsourced Agency will prepare and hand over the meritlist(category-wise) in the format(soft copy & hard copy) as required byDelhi Police to the Secrecy Officer. .

15. EXAMINATION CENTRE

(i) The Computer Based Examination will be conducted at .differentCentres depending on the number of applicants under the overallsupervision of the Recruitment Board. An Admission Certificate inrespect of all candidates who appear in the Computer BasedExamination shall be maintained as per prescribed format annexed asAnnexure-'H'. The same will also be kept with the dossiers of allselected candidates. Each candidate will be frisked before entry to the

examination hall and no electronic device or gadget is permitted insidethe hall. The Outsourced Agency will also capture biometric andphotograph of each candidate before allowing them to appear for theexamination. The Outsourced Agency will provide photograph andbiometric record of all candidates, who had appeared in ComputerBased Examination as well as the qualified candidates separately toDCP/Recruitment, Delhi to verify/match their finger printsj biometricfeatures / photograph.

(ii) No change of centre of examination for the Computer Based Examinationwill be allowed under any circumstances. Delhi Police reserves the rightto cancel any centre and can ask the-candidates of that centre to appearat another centre. Delhi Police also reserves the right to divert.candidates of any centre to some other centre to take the examination.

16. PROVIDING SECURITY COVER AT ALL EXAMINATIONVENUES

The Distts. DCsP will be requested to provide adequate security at allexamination venues for maintaining proper Law' & Order and Trafficarrangements. MHAmay be requested to make arrangements for deploymentof sufficient number of personnel from CISF / other CAPFs at all examinationvenues for providing security cover.

17. CCTV COVERAGE/ VIDEOGRAPHY/ PHOTOGRAPHY ANDBIOMETRIC DURING TESTS / EXAMINATIONS

To ensure absolute transparency in the process of selection and inorder to eliminate any possibility of impersonation/ malpractice duringtests/ examinations, all the events should be covered by CCTV/Videographedand footage should be kept in archives for five years. Similarly, biometricsystem should be used for capturing finger prints of the candidates to fixand verify their identities at different stages of recruitment and at the time ofjoining training as well. The photograph and biometric record of eachcandidate shall be kept for five years. All these records shall be maintainedby DCP/ Recruitment.

18. DISPLAYING/UPLOADING OF ANSWER KEY OF COMPUTERBASED EXAMINATION

After conducting the Computer Based Examination, the answer key forthe examination will be displayed/uploaded by the Outsourced_Agency on

the website of the Delhi Police i.e. www.delhipolice.nic.in. The candidateswho are not satisfied with the captured response, may challenge by filingapplication/ representation alongwith proof/ documents / solution in supportof their claim within 15 days of uploading of the answer key along with a feeof Rs.I00/- per question/answer challenged. Online link will be provided toaccept the representations and fee. The decision of the Commissioner ofPolice, Delhi on the challenges shall be final and no further communicationwill be entertained. ..

No representation after the stipulated period will be entertained underany circumstances.

19. DECLARATION OF THE RESULT OF COMPUTER BASEDEXAMINATION FOR APPEARING IN PE&MT

The result of the Computer Based Examination shall be prepared by theSecrecy Officer with the assistance ofOutsourced Agency. The candidateswho come within the range of merit of Computer Based Examination equal totwenty (20) times the number of vacancies advertised in each category i.e.Gerieral/SC/ST/OBC/EWSs and Ex-serviceman (category-wise) shall becalled for appearing in the PE&MT. In case there are a large number ofcandidates on cutoff marks,' all candidates on that cutoff for the relevantcategory will be called for the PE&MT.However, the Commissioner of Police,Delhi may decrease/increase the number of candidates to .be called for thePE&MT.

The candidates of General/EWS Category securmg 40% marks,SC/ST/OBC candidates securing 35% marks and Ex-servicemen securing30% marks in aggregate, in the above Computer Based Examination, may beconsidered to have qualified in the test. In case requisite number ofcandidates have not qualified, the Commissioner of Police, Delhi may lowerthe minimum marks secured in aggregate for each category separately.

20. CHECKING OF ORIGINAL DOCUMENTS ICERTIFICATES FORELIGIBILITY CRITERIA 'AT THE TIME OF PE&MT

DCP/Recruitment will set up necessary infrastructure like computersand accessories, Internet connection, furniture and all other requirementsfor checking of documents at the time of PE&MT.

All the original documents/certificates pertaining to age, education,SC/ST/OBC/EWS, Hill areas, NOC/Discharge Certificate (in case of Ex-Serviceman), sports certificate, wards certificate issued to wards(sons/daughters) of Delhi Police personnel,proof to avail age relaxation as awidow/ divorced/judicially separated woman etc. would be checked only ofthe candidates who successfully qualify all the events of PE&MT (i.e. race,long/high jump and physical measurement).

The candidates will also be required to produce self attested copies of allthe documents/ certificates for checking their eligibility at the time of PE&MTas per PE&MTSheet. The PE&MTSheet is annexed as Annexure-'I'. Afterdocuments are checked, candidates should be passed through the biometricsystem to verify their finger printsy biometric features' to match with thebiometric data and photographs provided by the Outsourced Agency fromdifferent Computer Based Examination Centres.

21. PHYSICAL ENDURANCE AND MEASUREMENT TEST (PE&MT)

(i) The PE&MT will be conducted at 03 Centres namely PTS/Wazirabad,PTS/Jharoda Kalan and New Police Lines, Kingsway Camp, Delhi afterthe result of Computer Based Examination IS declared.

(ii) DCP/Recruitment will schedule PE~MT and allot its Centres to thecandidates.

(iii) PE&MTshall be conducted by Boards consisting of one DCP/Addl.DCPassisted by 2/3 ACsP and other subordinate staff to be nominated bythe Commissioner of Police, Delhi. The subordinate staff for assistancewill be detailed by DCP/Recruitment.

(iv) The DCP/Addl.DCP/ACP detailed for physical measurement andendurance tests will personally supervise the same and will beresponsible for the correctness of measurement and its recording.

(v) The DCP In-charge of each PE&MTBoard shall supervise the work andcarry out test checks to ensure that the work is done properly andhonestly. He will also clearly brief all the ACsP/Insprs. and other staffdetailed for the task.

(vi) The candidates who are coming to appear in PE&MT should first reportto the Holding area. The Holding area staff will check the photographon the Admit Card of the candidates to avoid impersonation.

Thereafter, chest number may be allotted to the candidates and holdingstaff will prepare the batch for the racing event.

(vii) RFID Tags (Radio Frequency Identification) on the candidates will beused in racing event.

(viii)Height and Chest will be measured through digital equipment.

(ix) The Endurance Test and Physical Measurement shall be recorded onthe spot by the GO/lncharge in his own hand writing. No over-writings/corrections should be made under any circumstances. ThePE&MT test sheets and all legitimate corrections, if any, would bepersonally attested by the G.O. coricerned with his name in capitalletters in brackets and his office stamp with date. The PE&MT sheetshall be prepared and maintained as per prescribed format annexed asAnnexure-'!'. The PE&MT sheet shall be handed over toDCP/ Recruitment who will scrutinize the records for its correctness andkeep them in safe custody for keeping with the dossiers of candidate.

(x) The entire PE&MTprocess shall be covered by CCTV/videography andthe video recordings shall be kept in safe custody of DCP/Recruitmentfor a period of fiveyears.

(xi) After conduct ofPE&MT, DCP/Recruitment will provide data of qualifiedcandidates to the Secrecy officer. as well as to the OutsourcedAgency. Accuracy of data in all respects will be the responsibility ofDCP/Recruitment.

22. APPELLATE BOARD FOR PHYSICAL MEASUREMENT TESTS

An Appellate Board for each venue consisting of one JointCommissioner of Police/ Addl. Commissioner of Police and one or moreofficer(s}of appropriate ranks shall be constituted by the Commissioner ofPolice, Delhi to consider the appeals filed by candidates against physicalmeasurement (Height and Chest) and carry out re-rneasurement on the sameday.

23. TRADE TEST (QUALIFYING)

(i) The candidates qualified in Physical .Endurance & Measurement Tests(PE&MT)will be called for Trade Test. The Trade Test shall becompulsory for candidates to be eligible for appearing in the

Proficiency in Computer Operation. Those who do not appear in theTrade Test or do not pass the same shall stand disqualified.

(ii) The Trade Test (Reading & Dictation) is to assess candidate'scapability to transmit and receive messages. This test will be taken inthe form of reading and dictation. The dictation, both in Hindi andEnglish languages, will be given 'to the candidates in groups comprisingsuitable number of candidates taking dictation in a group. Thecandidates having more than 50% mistakes in Hindi or Englishdictation stand disqualified. The reading test will require eachcandidate to read a passage from the given text both in Hindi andEnglish, which will be videographed. The video recording shall behanded over to DCP/Recruitment for safe custody.

(iii) The Trade Test will be conducted by a Board consisting of 01 'DCP/Addl.DCP and 02 ACsP under the overall supervision of 01 JointCP/Addl.CP nominated by C.P., Delhi.

(iv) An Appellate Board constituted by PHQ with the approval of theCommissioner of Police, Delhi will consider appeals, if any, filed bycandidates in respect of the Trade Test.

24. TEST OF PROFICIENCY IN COMPUTER OPERATION(QUALIFYING)

All candidates who qualify the Trade Test (Reading & Dictation) will berequired to appear for a Test of Proficiency in Computer Operation whichwill be qualifying in nature (i) Test of English word processing speed-lOOOkey depressions in 15 minutes (ii) Test of Basic Computer Functions(Opening/Closing of PC, Printing, MS office usage, saving & modification intyped text, paragraph setting & numbering etc). These tests will beconducted by DCP level officer(s) assisted by ACsP to be nominated by C.P.,Delhi and shall be conducted under the overall supervision of theRecruitment Board.

(i) English WordProcessing Speed Test

Test of English Word Processing Speed-lOOO key depression in 15minutes will be conducted on computer and adjudged on the basis ofcorrect entry of words/key depressions as per given printed passage inEnglish containing 200 words, would be given to each candidate, whowould enter the same in the Computer in Word Format of MS Office.

10 features of formatting, as listed above may be tested in each testwith 1/2 mark each for every feature of formatting. In case of formattingfeatures if the candidates carry out the formatting as per thespecimen, 1/2 mark each should be given. Otherwise, no marksshould be given. Out of the 05 marks for the formatting features for eachtest, a candidate should secure at least 3 marks in each test to qualify.There is no bar to candidates correcting the mistakes by use of editingtools.

The question papers for Basic Computer. Function Test will be got setby the Secrecy Officer already nominated by C.P., Delhi through anoutside agency or any expert on the panel of any government organizationlike CAPFs for setting of question papers and evaluation of test sheets .. After evaluation, the Secrecy Officer shall get the data of qualifiedcandidates fed on the data field of candidates by the Outsourced Agency.

The candidates will be given 05 minutes time for each test separately ..The conducting officer and outsourced agency should ensure that nocandidate is allowed/ continue to work on the passage after the duration of05 minutes is over. The candidate shall have to format in the same way asit is in the supplied hand-out and to print the same in the printer.

25. RESOLUTION OF TIE CASES

In case where more than one candidate secures the same aggregatesmarks, tie will be resolved 'by applying the following methods one afteranother:-

i) The older candidate shall be given preference.

ii) In case, the date of birth is also same, the candidate who securedhigher marks in Computer Based Examination shall be givenpreference.

iii] If date of birth and marks in Computer Based Examination are alsosame, alphabetical order in which first names of the candidates appearwill decide the case.

26. DECLARATION OF FINAL RESULT.·

(i) The list of selected candidates (as per the number of vacanciesadvertised) (category-wise) from the list of candidates, declaredqualified in Test of Proficiency in Computer Operation will be preparedby the Secrecy Officer strictly on the basis of merit of ComputerBased Examination (100 marks). The data base of candidates shallbe provided by DCP/Recruitment through Recruitment Cell/PHQ .:

(ii) SC, ST, OBC candidates, who are selected on their own merit withoutrelaxed standards, along with candidates belonging to othercommunities, will not be adjusted against the reserved share ofvacancies. Such SC, ST, OBC candidates will be accommodated againstthe general/unreserved vacancies as per their position in the overallMerit List. The reserved .vacancies will be filled up separately fromamongst the eligible SC,.ST, OBC candidates which will thus compriseSC, ST, OBC candidates who are lower in rrierit than the last generalcandidate on merit list of tmreserved category but otherwise foundsuitable for appointment even by relaxed standards.

(Hi) A person belonging to EWS cannot be denied the right to compete forappointment against an unreserved vacancy. Persons belonging to EWSwho are selected on the basis of merit and not on account of reservation.are not to be counted towards the quota meant for reservation.

(iv). The candidates will be selected provisionally subject to policeverification of their character and antecedents and medical fitness asprescribed for the post. The concealment of facts/misrepresentation ofany type in Attestation Form may result into cancellation ofcandidature. In case the concealment of facts/misrepresentation of anytype in Attestation Form, is detected, after joining, action will be takenagainst the candidate as per the· provisions of Standing OrderNo.398/2018 and he/she will also be liable to refund the amount spenton his/her training given to him/her from the State Exchequer.He/She shall also be debarred from serving in Delhi Police. Legal actionshall also be initiated against him/her.

(v) In large recruitments, whenever felt desirable and necessary, at the endof the recruitment process, a "Reserve Panel" of 10% candidates" willbe announced in addition to the number of candidates selected as per

the notified vacancies according to their merit/ category-wise. Theywould be considered for filling up the category-wise vacancies, whichmay arise if any of the finally selected candidates in the main list do not .join the department for any of the reasons viz. (i) being medicallyunfit (ii) adverse police verification report (iii) otherwise not willing tojoin the department (iv) not found eligible for appointment (v) due toresignation or death of selected candidates within one year of joining tothe post, etc. till next recruitment is.held. These candidates will haveno claim or right for appointment per se against the vacancies notifiedfor the recruitment. They can get the appointment only in the event anyvacancy (category-wise) arises as a result of selected candidates notjoining the department for the reasons stated above. Vacancies shallbe filled up strictly according to the category-wise merit list. Further,no candidates from this list will be considered against any future/ othervacancies. Candidates from this list will be called for codal formalitiesi.e. police verification, medical examination etc. only if vacancies arisedue to reasons cited above.

(vi) After preparation of final result (category-wise) by the Secrecy Officer,the list of successful candidates containing Roll Numbers shall besubmitted to Joint Commissioner of Police/Headquarters in a sealedcover for further approval. After obtaining approval of theCommissioner of Police, the final result will be declared. The result ofprovisionally selected candidates win be uploaded on Delhi Policewebsite and Intra DP. Subsequent stages of enlistment viz. medical'. examination, filling up/depositing of police verification/medicalexamination forms etc. along with date etc. fixed for the purpose shallalso be indicated on the result sheet itself.

(vii) A "Call Letter" shall be issued to the selected candidates for receivingthe "Offer of Appointment" letters. This letter will be issued to theselected candidates only after due completion of all codal formalities i.e.subject to medical fitness, verification of Character and Antecedentsand final checking of documents etc.

(viii)"Agreement Form/Bond" (F-81) will, thereafter, be given to thecandidates, who shall submit the same at the time of joining their.training. The same shall be handed over to DCP/Recruitment by theTraining Institution.'

Note:- Cases of all selected candidates against whom any criminal case isregistered/pending investigation/pending trial in the court will beconsidered as per law in view of the provisions ofS.O.No.398/2018. Cases of the selected departmental candidatesagainst whom any DE/PE/Criminal case/Vigilance enquiry etc. is

pending will be kept pending till the finalization of their cases andtheir cases will be decided on merit after finalization of the cases.

27. MEDICAL EXAMINATION

The candidates so selected shall undergo Medical Examination' bydoctors in selected Government hospitals in Delhi as per the prescribedstandards in Rule-17 -B(IV) and Rule-24(Appendix) of the Delhi Police(Appointment & Recruitment) Rules, 1980~

28. VERIFICATION OF CHARACTER AND ANTECEDENTS

The verification of Character and Antecedents of the candidates will beconducted through concerned authorities expeditiously. If need be, specialteams shall be sent to liaise with district authorities to expedite the policeverification. .

29. VERIFICATION OF GENUINENESS OF EDUCATIONALQUALIFICATION/ SC /ST/OBC/EWS CERTIFICATE/ ETC.

(i) The verification of the genuineness of Educational QualificationjSCjSTjOBCjEWS certificate etc. of all selected candidates will be gotdone using "DigiLocker"online by DCPjRecruitment.

(ii) If documents are not available in "DigiLocker" online, DCPjRecruitmentto get it verified from the issuing authorities by post or any otherappropriate means.

(Hi) The verification record of Educational Qualificationj SC j STj OBCj EWScertificate etc. shall be kept with the service book of the candidates.

30. PROVISIONAL APPOINTMENT SUBJECT TO VERIFICATION

Even where the prescribed certificates have been produced,' theappointing authority shall include a clause in the Offer of Appointment asfoUows:- '

"The appointment is provisional and is subject to verification of theEducational Qualification/ SC/ ST/ DBC/ EWS certificate etc. Incase the verification reveals that the above document/ certificate isfalse, necessary pursuant action against such police personnel will

be taken by the Disciplinary Authority concerned and in the eventof forgery of document(s), then in addition to the departmentalaction, a criminal case may also be. registered against theindividual as per law In tneui of the protnsioris ofs.O.No.398/ 20 18'.

31. MAINTENANCE OF RECRUITMENT RECORDS

(i) All records pertaining to the recruitment of Computer BasedExamination including PE&MT, Trade Test and Test of Proficiency inComputer Operation will be maintained by DCP/Recruitment in safecustody. '

(ii) Application forms/dossiers of candidates who fail in the examinationand application forms/dossiers of candidates who are included in themerit list will be retained for a period of three years from the date ofdeclaration of final results. Records relating to court cases shall bekept till the finalization of the case.

Application forms/ dossiers of such candidates, whose appointment hasnot been done for one reason or the other, should be retained for aperiod of five years or till such time that the matter is finally disposedoff.

(iii)

(iv), Representations received against the result announced should beretained in a separate file along with candidate's datal record if availablefor a period of fiveyears from the date of announcement of final result.The period can be exterided beyond five years till the matter is finallydisposed of in specific cases. Application forms/dossiers ofselected/ appointed candidates may be sent to their respective places ofposting for preparing their service record.

(v) The Answer sheets of all candidates, who appeared in the ComputerBased Examination, Trade Test and Proficiency in Computer Operationwill be maintained in a soft copy in HDD for 10 years or till such timei.e. court matter, if any, is finally disposed off.

The result sheets containing marks of all candidates who appeared inthe Computer Based Examination, Trade Test and Proficiency inComputer Operation Test will be maintained in a soft copy in HDD as apermanent record.

(vi)

(vii) The records will be destroyed after the given period with due approval ofthe competent authority.

32. BASIC TRAINING AND JOINING ON OR AFTER FIXED DATE

(i) The detail of Selected candidates(Name, Father's Name & Roll No.), whoare found fit for joining, will be uploaded on the Delhi Police Websiteand Intra DP (INTRANETof Delhi Police) clearly stating the dates forcollection of "Offer of Appointment" letters and joining of the· basictraining. These candidates may also be informed through registeredpost/ courier service and SMSIE-mail. .

(ii) The recruit AWO/TPO (HC) should be specifically directed in theappointment letter to report at the PTC/PTS for training. They may beattached to any Distt.y Unit for pay purposes, but their lien with theDistt.z Unit starts and ends there. They should be under thedisciplinary control of the Principal/P'I'Sz Pl'C and they should not joinany Distt./Unit unless 'they have passed out. In case any person, ismedically unfit then hel she will be allowed to proceed on leave withoutpay and should rejoin with the next batch.

(iii) No trainee shall be allowed to join the basic training 10 days after thecommencement of training, except in exceptional circumstances andthat too with the prior approval of the Commissioner of Police, Delhi.

(iv) The selected candidates who do not join 'the training on time, evenwithin 10 days after the date fixed for commencement of the training,will be deemed to be disqualified unless he I she seeks exemption onextreme medical/ compassionate grounds etc. for permission to join withthe next batch with the approval of the Commissioner of Police, Delhi.

(v) This permission to join training withthe next batch of Head Constable(AWOITPO)(Recruits) shall be granted by the Commissioner of Police,Delhi. Under no circumstances will this permission be extended beyondthe commencement of the training of the next batch of Head Constable(AWOITPO) recruits.

(vi) The training courses will be 'conducted in English medium for allcandidates and they will have to learn and pass thetest/ examination in English.

(vii) The women trainees are expected to undergo the rigorous outdoortraining. Pregnant women trainees will not be allowed to jointraining. If she is pregnant or becomes pregnant during theperiod of training she shall not be allowed to continue the trainingand will be directed to proceed on leave with or without pay as perher entitlement and join in the subsequent batch.

(viii)In order to eliminate an unsuitable trainee from the force at the stage ofhis/her training itself,' anyone of the following grounds shall besufficient for termination of services: -

a) Frequent absence of the trainee from outdoor/indoor programmeleading to a conclusion that he / she is an un -devoted trainee and ahabitual absentee, not likely to become a good police officer.

b) Submission of false Medical Certificate from any doctor for availingleave or light duty or rest.

c) Gross misconduct with the indoor/Outdoor Instructors or withother trainees / staff.

d) If the performance of a trainee in the monthly tests and mid-termexamination is found to be very poor i.e. he/ she is continuouslyobtaining less than 40% marks in monthly test.

e) If he/she commits any mischief or any crime involving his/hermoral turpitude during his/her training.

f) If any information submitted' by the trainee in his/her jobapplication is found to be false, fabricated or manipulated to gainemployment.

g) Any other ground which adversely reflects his/her behaviour andthe officer is otherwise found unsuitable for Police services.

(ix) A trainee shall not be allowed to take final examination, until he/shehas successfully undergone the stipulated period of training at PoliceTraining School/College. 90% attendance in indoor/outdoor periods iscompulsory, relaxable by 5% in exceptional circumstances byPrincipal/DCP in-charge Training, failing which he/she will be debarredfrom taking the final examination. He/ she ,shall be considered, fortermination of his/her service or ordered to further undergo trainingwith the next batch in all such cases where the attendance falls short ofthe requirement. However, Joint Commissioner of Police/Training, Delhican allow a further relaxation of '5% in deserving cases of shortattendance brought to his/her knowledge.

(x) The candidate selected through direct recruitment shall have toundergo 09 (nine) months training programme of Wireless AWOGrade-III course having Radio Procedure, Radio Theory, Practical, Morsesending/ receiving and Modern Technology Systems in Delhi Police atPolice Training College, Jharoda Kalan, New Delhi including threemonths practical training as Assistant Wireless Operator at variousControl Rooms ofDelhi Police.

(xi) They will also be given training in knowledge of criminal law andprocedure, practical police work, human rights etc. besides parade,drill, firing, unarmed combat and physical training as prescribed fromtime to time by the Commissioner of Police, Delhi.

(xii) On completion of the above training (Grade-Ill course), they shall betested by a Tr.ade Test Board, nominated by the Commissioner ofPolice, Delhi. The board will be constituted under the overallsupervision of an officer of Joint Commissioner of Police rank. Theboard will comprise of the following officers: -

a) Jt. C.P./Addl.CP/Ops Chairmanb) DCP/ Communication Memberc) DCP/P&L Memberd) A representative from DCPW (MHA) will also be Co-opted as

ex-officio member with the Trade Test Board.

(xiii)Trainees shall be required to obtain the minimum marks, indicatedbelow, in the test as per existing instructions: -

a) Radio theory 45%b) . Radio Procedure 45%c) Practical (Practical Working and viva-voce) 50%d) Morse sending/ receiving 50%el Modern Technology Systems in Delhi Police 50%

(xiv)The training of those who do not pass would be extended by fourmonths and during this period they would be given a maximum of twochances to clear the subjects in which they have failed, failing whichtheir service shall be liable to be terminated under the "Central CivilService (Temporary Service), Rule, 1965."

(xv) No Assistant Wireless Operator /Tele-Printer Operator (H.C.) in DelhiPolice shall be declared confirmed without passing the basic training.

33. INTER-SE-SENIORITY

The seniority of Head Constable (AWO/TPO) shall be fixed as per theprovision of Rule-22 of Delhi Police (Appointment & Recruitment) Rules-1980. A gradation list shall be prepared and maintained by DCP/Recruitment.

34. ENQUIRY/CALL CENTRE.

DCP/Recruitment shall provide a Helpdesk Telephone Number whichshall be published in the schedule of Computer Based Examination/PhysicalEndurance & Measurement Test (PE&MT)/Trade Test/Test of Proficiency in

Computer Operation etc. The Helpdesk Telephone Number shall be mannedfrom 09:30 AM to 06:00 PM every day except on Sundays and on NationalHolidays by trained persons to guide and help the applicants and alsoanswer their queries. A list of FAQs '(Frequently Asked Questions) will beprepared by DCP/ Recruitment and uploaded on the website of Delhi Policeand will also be available with the Helpdesk Telephone Number Operators.

35. FINAL AUTHORITY

In case of any dispute in any clause of this Standing Order, the decisionof the Commissioner of Police, Delhi will be final.

36. SUPERSESSION CLAUSE

This Standing Order supersedes previous Standing Order No.223/2014 . so far as it relates to recruitment of Head Constable(AWO/TPO)in Delhi Police issued vide No.3537-3686/HAR/PHQ(AC-I) dated 14.08.2014and amendment issued in this regard.
