Department of Youth Services and Sports has the mandate to make the students play from class 6th to 12th and
conduct the competitions at School Level, Zonal Level, District Level and Inter Division State Level almost in 63 sports
disciplines across the State. Besides, the department has also started activities at Panchayat Level.
Apart from conducting the domestic level competitions, the department deploys the teams in all the 63 disciplines
for National Level competitions being organized by the School Games Federation of India across the Country. The
department also host 3-4 National level events every year in J&K. In addition to it, the students are provided all logistic
support to give them an opportunity to excel at National and International Level. For implementation of the Annual
Calendar of activities, the department has available well trained human resource who harness the capabilities of the
students for future endeavors. Besides, the human resource of department is visible in all Extracurricular Activities viz;
Seminars, Debates, Disaster Management Programmes, Drug De-Addiction Programmes, Fit India Movement, Azadi Ka
Amrut Mahotsav(recently launched), Jal Shakti Abhiyan, Traffic Awareness Programmes, Plogging Runs, Swachh Bharat
Abhiyan, Plantation Drive etc.
This brochure provides all the yearlong information and schedule of activities to be conducted by the department.

For implementation of the Annual Calendar of Activities for the year 2021-22, the following instructions
given by the Director General Youth Services &Sports shall be strictly adhered to by the subordinate offices:-
Level of Activities.
1. Intra mural Activities: - Zonal Officers, within their jurisdictions, will ensure that, Intra- mural competitions
are conducted in every institution and records shall be submitted to the District Office within a week’s time
at the end of the competition duly authenticated by the Principal / Headmaster and ZPEO concerned
2. Zone Level Competitions :- In order to ensure the maximum participation at Zone level, the Directorate has
decided that maximum calendared events both for Boys and Girls as per available facilities shall be
organized at Zone level. Every school in the zone shall have to take part in sports competitions at zonal level.
The ZPEOs shall submit the work done activity report to District Youth services & Sports officers within
03days after the completion of every event.
3. District Level Competitions :- The District Youth Services and sports officers besides conducting inter
zonal competitions for the calendared sports disciplines may also organize Inter school (District Level)
competitions for the sports disciplines for which there is no infrastructure available in zones to ensure
maximum participation and explore hidden talent to give them a chance to exhibit their performance at next
higher level.
4. Inter-District (UT Level) Competitions: - In order to produce the best talented payers and provide them a
chance to exchange their prevailing cultural views, the Department has decided to host the competitions for
all Asian/Olympic/High priority/Priority/Categorized sports events by the District Officers at Inter District
(UT level) under the supervision by respective Joint Directors .The funds for conduct of such activities shall
be released to District officers who will ensure that these UT Level activities are completed by end of
September , so that pre National level participation Coaching Camps are conducted well in time. Further
DYSSO,s shall note that participation in every sports discipline is mandatory. Deployment of officials /
technical officials shall be done in consultation with the concerned Joint Directors. The selection committee
shall be deployed by the Joint Directors.
5. Inter - District UT Level Selection Trials:- keeping in view the poor response for the disciplines falling in
the Annexure (B)of this calendar. The Dyssos under the guidance of concerned joint Directors shall conduct
the selection trials. However no trials shall be conducted if less than 10 districts are taking part in any
discipline unless a fresh approval is sought from the Director General.
6. Issuance of Certificates to the participants:- The certificates for participating student players shall be
designed and prepared by Directorate which will bear 3 signatures viz., DYSSO (host district), concerned
Joint Director and Director General.
7. Record keeping:- To be maintained by concerned Divisional Offices – Joint Directors to be the verifying
authority of the certificates thereof.
General Instructions
1. Calendar of activities issued by the Directorate should be strictly followed.
2. District Annual Calendar meet, should be organized at District Headquarters in Co-ordination with Chief
Education Officer, District Information Officer and Zonal Education Officer, so that the Annual Activity
Calendar issued by the Department does not coincide with the examination calendar issued by JKBOSE and
other related issues. The Education Department should also be taken on board while formulating calendar of
activities at Zonal / District /Division level Competitions
3. The DYSSO concerned should ensure that all the schools shall participate in the Departmental activities at
Zonal level / District Level and the teacher whose institution will not participate in the departmental activities
his/her increment will be stopped and District Officers shall also be held responsible for non participation of
schools. Joint Directors shall ensure that ZPEO, PEL, PEM, PET, and REK is involved in participation of
children at every level.
4. The detailed report of Intra-mural Competitions duly signed by the Concerned Principal / Headmaster and
ZPEO shall be submitted to DYSSOs for onward submission to concerned Joint Directors.
5. Joint Directors will submit all records i.e. Selection List, Score Sheets, and Match fixtures along with
movement orders of Zonal Level, District Level and State Level Competitions to the Directorate..
6. The DYSSO’s shall conduct monthly meetings with ZPEOs to ensure that there has been the participation from
all the Zones. The ZPEOs in turn will conduct monthly meetings with the field staff to review their
performance.
7. Deputation of teachers for any Associations / Federation during the competition days shall not be allowed, and
their permission shall be the prerogative of Directorate only or Joint Director concerned with prior approval of
Director General.
8. No District team will be accepted directly where the team has not participated in Inter Zone Competitions/Inter
School (District Level) competition and shall not be allowed to take part in the State Level trials.
9. The venue In-charge shall ensure that no official at venue / Playfield is allowed to perform duties, unless he /
she is not wearing a proper sports dress.
10. It is impressed upon all the field officers that activities conducted at various levels shall be got highlighted
through Print / Electronic Media for creating interest among the youth to have maximum participation in the
sports activities.
11. The DYSSO’s /ZPEO’s in consultation / Collaboration with the Heads of the Educational Institutions, District
Administration should organize Plantation drives, Drug de-addiction, Disaster Management Programmes,
Traffic awareness programmes and Plogging Run, water conservation for the benefit of students and community
as well. Further they shall also communicate the participation details with the expenditure there of to the
Division / Directorate..
12. Basic / Intermediate / Advance Skiing Course (both for Boys and Girls) shall be conducted at UT level during
the winter 2021 -22. All the Districts shall submit the list of participants in advance.
13. The twin Joint Directors shall conduct the monthly meetings on every 7th of the month to review the monthly
progress of developmental works/Calendar of activities and submit the information to the Directorate by 10th for
onward intimation to Administrative Department.
14. The District Youth Services & Sports Officers shall conduct the monthly meetings on every 3rd of the month to
review the monthly progress of developmental works/calendar of activities and submit the information to Joint
Directors Concerned by 5th.
15. The District Youth services & Sports officers shall raise two /four units of Scouts /Girl Guides (comprising of
16 Boys/16 Girls each) at Zone as well as at District Level.
16. The DYSSOs shall raise a band troop in the district and involve band master in that exercise.
17. The DYSSOs shall ensure raising of march past troops both Boys and Girls in each Zone of the District and
hold a competition for it in consultation with police
Selection Process
1. Selection committees shall be framed by the Directorate; no official shall be a part of the selection process in
his / her respective district for the selection UT Level Competition. However, the host district in consultation
with JDs may frame a committee of his own for the cross check. Further the selection of teams should be as
per the selection format and criteria for the selection is followed strictly.
2. No Selection List will be disclosed at the venues.
3. Officials if any associated with Federation / Association /Academies being run by the Govt. / Private in
violation of SRO 164 dated; 27-03-1980 Circulated by the GAD vide circular No 08-CAD of 2015, shall not
be the part of Selection process at any level.
4. For every age group, selection panel shall be different.
5. The Physical Education staff members whose wards are taking part in the sports competition shall not at any
stage be a part of the selection process and will not accompany the contingent at any level.
6. There will be two selection panels (Gender - Wise) of three members each for every age group.
Instructions for Youth Hostel
1. No team without Contingent In charge shall be allowed to enter the hostel premises.
2. No Contingent In charge or Student / Player should be allowed to move out of the hostel premises except
for the competition and coaching where ever fixed.
3. Warden should maintain entry and exit register at the reception throughout the year for all kinds of the
activities and it will be the responsibility of the warden to cross-check the attendance of the players /
contingent in charge on daily basis.
4. Equipments for National Level Coaching Camp Teams should be kept at the stores of the Youth Hostels.
5. COVID-19 protocol SOPs shall be kept available at the Hostel for the safety of students players.
