CADD STANDARDS REVISION HISTORY
PREFACE
Version 21 of the Snohomish County Public Works CADD Standards is a continuing update of the Standards implementing new styles, layering, and procedures as they are developed in Civil 3D. Changes are detailed in the version history below. We are moving on to Autodesk 2021 products this year, and have made additions and changes to styles in the SnoCo2018.dwt. This revision is the result of many hours of discussion and consensus process by the Snohomish County Engineering Services CADD Standards Team, with significant sponsorship from Engineering Services. These standards are intended for use by our shop and our consultants. We welcome comments and questions.

DRAWING NAME CONVENTION
* Our drawing structure consists of Primitives and Finals.
* Primitives are AutoCAD base drawings created either in survey or design.
* Primitive drawings will be used to create the drawings that we call Finals.
* Finals will be AutoCAD drawings that xref in the appropriate Primitives and will only contain text and data that pertain to that specific plan.
* Final drawing names will use the UPI#-2 letter character sheet type shown on page 5.
PRIMITIVE FILES Survey Primitive drawing files will use the 4 digit survey number plus the primitive name. Example: 3623-EROW Design Primitive drawing files will use 6 digit UPI number plus the primitive name. HOW/WHEN IS A UPI ASSIGNED? The concept of a UPI (Unique Project Identifier) is to provide one number that does not change for a project. The Project management coordination assistant will be the person who will be deciding if a body of work fits into an existing UPI or if it is necessary to assign it a new UPI. Example: UPI Year (2022, 2021…) UPI # (22-0001, 22-0002…,21-0001…)

Use the UPI number as the first seven characters, then use a dash and a two letter callout that defines the sheet type. Sheet reference numbers within the plans will use the two letter sheet type callout followed by a 2 digit sheet number, as shown in the example below which represents sheet 23 of the Plan & Profile:

DRAWING STANDARDS
The PS&E standard 22x34” titleblock for plan sheets is SnoCo_TB.dwg. Right-of-Way plans should use titleblock SnoCo_RW_TB.dwg Channelization plans may be drawn 1”=20’, 1”=30’ or 1”=50’ scale as directed by the Project
Manager. Scale for construction plans should be 1”=20’. (unless otherwise directed by the County). Text style to be used is SNOCO-TEXT, which uses ARIAL font. SNOCO-ITALIC shall be used on all Bridge Plans, except for Covers & Titleblocks. Minimum plotted text height on 22x34 plots is 0.10”. Linetypes are located in SnoCo18.lin. Some special linetypes will also require a shape (.shx) file.
These files are contained in the Fonts folder. Please note that at Snohomish County we run stations from south to north and from west to east.
DWT and DWS Files: The Snoco2018.dwt and SnoCo2018.dws files are now being provided to assist in standards compliance. Any violations received in the standards checker should be compared against the current standards manual and corrected where applicable. The DWS file is not meant to be an exhaustive tool and there may be exceptions. Some exceptions may be acceptable, conflicts should be resolved. Construction Notes: In general any construction note shown in a plan shall have the corresponding text on the plan sheet. The text for each construction note will be represented by the same symbol/number throughout the entire plan set. If you have ten construction notes but only three are being used on a plan sheet you only need to show the text for the three notes being used even if the notes are not numbered sequentially. If a note is eliminated from the project it will be acceptable to state “Not Used” to reduce errors in renumbering construction notes. For projects with a large number of construction notes it is acceptable to put all notes on one sheet. The same general principals are to be followed with other notes used throughout the plan, these notes include (but are not limited to) General Notes, Structure Notes, Signal Notes, etc. Plan Readability: Text shall be oriented in such a way that it is readable from the bottom of the drawing. If the text is not readable from the bottom of the drawing (i.e. rotated at 90 degrees) it shall be readable from the right side of the drawing.
IMPORTANT DRAWING SETTING NOTE
We use US Survey Foot at Snohomish County Public Works. When upgrading drawing files, some versions might switch the drawing settings from US Survey Foot to International Foot. This can cause unexpected and critical errors. Be sure to check and correct any drawing file that has been upgraded to a new version. Any time you will be importing, inserting or accessing a file into your drawing or project, make sure is it also set to US Survey Foot.

Plotting Standards Public Works Engineering Services Design requires existing utilities and surface features (topographic) to be screened on all construction plans; this means plotted entities should appear half-toned or with reduced opacity/density so that proposed features plotted with “normal” characteristics “stand out” and are easily distinguished from existing features. Existing features are to be screened using the SNOCO-SCREEN-60 plot style in the stb file provided by Snohomish County. Standard Snohomish County Engineering Graphics Paper Sizes: Snohomish County will require that all plans submitted be on the appropriate paper size. Depending on the purpose/use of the drawing it will require one or more of the following sizes. Please contact the project manager to ensure you have the correct paper size for your plan submittal. Final plans and record drawings must be submitted on substrates that meet the media standards in Snohomish County EDDS, Ch. 10-05C. The following list is a guideline and the project manager may request a paper size not listed. Full-size Plan Sheet: 22”x 34” Half-size Plan Sheet: 11”x 17” Record of Survey: 18”x 24” J.A.R.P.A.: 8.5”x 11” Legal Exhibits: 8.5”x 14” or 8.5”x11” Misc.Exhibits: 8.5”x11” or 11”x17” Snohomish County will use one STB file: SNOCO.stb
AMMS Note: Asset Management Maintenance System (AMMS) is supported by GIS data collected by Snohomish County. AMMS data is used for management and maintenance of County owned roads and the structures and features inside of Snohomish County Right of Way. This data is not survey grade and project managers should obtain ground survey from a licensed land surveyor. You can request this data for your project area with Engineering Services Survey Group by submitting a survey request. Cadd standards for AMMS data have been added to the Snohomish County CADD Standards Manual.
Subsurface Utility Engineering (SUE) Layers and in house process Snohomish County follows the general guidelines set forth in the ASCE Standard Guideline for the collection and depiction of existing subsurface utility data. The ASCE guideline can be found at: http://www.dot.ga.gov/PartnerSmart/utilities/Documents/ASCE%2038-02.pdf Snohomish County has added new layering options for each SUE quality level, see page 12 for layers. Snohomish County has adopted the process below to obtain and depict SUE level D utility data in our plans.
1. Design - requests as-built drawings from all utilities within the project limits 2. Design - Inputs all the as-built information into the “UTIL” Design primitive drawing, using layer standards
set forth in pages 8-13. 3. Design – Hands over the completed utility as-built drawing to survey 4. Survey – Incorporates all utility as-built information to Survey’s topo drawing 5. Survey – Confirms compliance with the layering standards 6. Survey – Updates the utility as-built layers in the Survey topo drawing as real survey information is
obtained (paint marks, potholes, surface features such as water valves, gas valves, water meters, sewer manholes)

APWA & DETAIL LAYERING GUIDELINES Layers for details not associated with design layers should be kept to a basic three part format. The 1st part being DT-, the 2nd part xxxx- will represent the plot style of the layer it’s on, use and the 3rd part DIM, HAT, LIN, PNT, SYM, TXT, will indicate if the object is a dimension, hatch, line, point, symbol or text, etc. Examples of this might be DT-BLCK-LIN. This indicates it’s a detail layer, will plot black, and it’s a line. DT-SCRN-TXT, detail layer, plot screened, text. DT-COLR-HAT, detail layer, plot in color, hatch. For all other layers, use the APWA Layering Standards as shown below. APWA LAYERING STANDARDS (Snohomish County Modifications) APWA Layers are divided into four parts. (E.G. SV-CTRL-EXST-PNT) Use existing APWA layers when possible. A. Surface Naming Convention Surfaces created in Civil 3D shall be named using the following format: 2-Letter Prefix – Abbreviated Project Name – Ground Type
1) 2-Letter Prefixes a. SV- for Survey group generated surfaces b. DS- for Design group generated surfaces c. SW- for Surface Water group generated surfaces
2) Abbreviated Project Name Please use something short but understandable, for example, the street name, feature name (parcel 3-005, pond, rain garden, topo, etc.).
3) Ground Type a. EG – Existing Ground b. FG – Future (design) Ground Example: SV-212 Pond-EG
B. Surface Layers Naming Convention
Surface layers will be controlled by the settings in the current drawing template file. Example: _Surface-SV-212 Pond-EG
C. Surface Descriptions should contain the following information:
1) Project Name & Name of County or Consultant Who Provided Field Work 2) Initials of Technician Who Created Surface 3) Date Surface Was Created in Month-Day-Year format

Option #1: If the revision(s) is minor and does not require extensive removal or relocation of existing lines, text or symbols, add the revisions by hand to the original signed right of way plan. Be sure to add the appropriate comments in the revision history box in the title-block.
Option #2: If the revision(s) are major or a number of revisions have already been made and any future revisions will create an unreadable or cluttered plan, with Design manager approval you may use Autodesk software to recreate the plan and have the plan re-signed.
Before starting this option you need to save a copy of the original right of way drawing file with a suffix of “–Original” added to the file name. This file will be kept in the PSE folder along with the “new” revised right of way drawing. This new drawing shall follow the standard naming convention, example 09-0001-1-RW.dwg.
This plan will be created as if it is the original and not show the old line-work, symbols and text that are now out dated. All previous revisions and current revisions shall be added to this drawing file. The revision block in this drawing file shall read: THIS PLAN SUPERCEEDES ORIGINAL “DATE”.
The ownership box on original signed right of way plan shall be struck through and in large bold hand written font SUPERCEEDED “DATE” SEE ATTACHED will be added in the plan area of the title-block with a revision cloud. The revision area in the original signed right of way plan will read: THIS PLAN HAS BEEN SUPERCEEDED “DATE” SEE ATTACHED.

D. 1 DRAINAGE PROFILES
When a drainage profile is combined with a roadway profile for the purpose of constructing or modifying the road, the drainage profile shall be projected to the roadway profile. This may produce graphical pipe lengths that do not match the true length of the pipe. See Drawing D.2 for an example of a road project related profile.
When the primary purpose of the project is to construct a drainage system without modification to the roadway profile, then the drainage profile shall be drawn along the centerline of the drainage system such that graphical pipe lengths match the true length of the pipe. Existing and proposed grades shown will be along the drainage system centerline. However, station and offset information shall come from the construction centerline, which may not be the same as the drainage system centerline. When the construction centerline differs from the drainage system centerline, stationing will not be shown along the horizontal axis of the profile. See Drawing D.2 for an example of a drainage project related profile.
The horizontal scale of the drainage profile shall typically match the plan view scale. The vertical scale shall be selected to best depict the information being shown.
At locations where two or more pipes bring water to a drainage structure and one pipe carries the water away, there will have to be breaks in the profile. One profile will continue through the common drainage structure and show the water leaving the structure, while the other profile(s) will stop or start at the common structure. There will be a leader line drawn between the representations of the common drainage structure with the note “SAME CB” or similar, which is the tie between the profiles and completes each without having to draw the exit pipe a number of times. The information for the common structure will only be shown on one profile, usually the one that shows the outlet pipe.
Pipe diameters are to be drawn with proportionate scale, so a 12-inch-diameter pipe will be drawn half the size of a 24-inch-diameter pipe.
Drawing D.3 is provided to depict information as it is to be shown in the drainage profile drawings. The red text shown in the exhibit is not to be provided on the contract drawings but is provided in the exhibit to show the possible invert elevations and pipe lengths that could be calculated, for example length along invert of the pipe from inside face of structures, in relationship to what is indicated on the contract plans. This exhibit also serves as a quick reference as to what and how information is to be presented on drainage profiles.
Information to be depicted on drainage profiles is listed below. The designer is allowed flexibility where information is presented in the drainage profile to produce plans that are readable and account for unusual circumstances but the substance of the information should adhere to the guidelines below to the maximum extent feasible.

D. 1 DRAINAGE PROFILES
Drainage Profile Information
The following information is to appear on the drainage profiles:
1. Inlet and outlet invert elevations of pipes shown to the hundredth of a foot. For pipes within a catch basin or manhole, inlet and outlet invert elevations are those elevations derived from pipe slopes carried to the center of drainage structure. Certain situations may require the invert elevation to be called out at the face of the structure, such as a pipe entering or exiting a detention tank or at a detention control structure. In these cases a note shall be provided to clearly identify that the invert elevation and pipe length is given at the inside face of the drainage structure.
2. Ellipses showing location of pipes entering or exiting the structure that are not shown in the profile. Where an ellipse represents a new pipe entering the catch basin a separate profile shall be included representing that pipe. There will be a dashed line drawn between the representations of the common drainage structure, the common drainage structure (without information) will be shown with a dashed linetype, see D.2 for example.
3. Outlet treatments such as riprap, quarry spalls, and, if the ditch is other than a roadway or median ditch, ditch profiles.
4. Debris deflectors, standpipes, and headwalls.
5. The type of drainage structure (and name/number as applicable).
6. Station and offset location of the structure, rounded to the nearest hundredth of a foot. The location position should be identified in the plans. Typically location is to the center of structure. Offset location from curbs should be clarified through a detail.
7. The rim elevation of manholes, catch basins, inlets, or other drainage structures.
8. Pipe length measured as horizontal distance between connected drainage structures from center of structure to center of structure rounded to the nearest tenth of a foot. Where pipe lengths are measured at some other point other than the center of a structure, such as a pipe entering or exiting a detention tank or detention control structure, a note shall be provided in the plans to identify so. Summary of quantities shall round the pipe length to the nearest foot prior to summation.
9. The size and material type of pipe in each run.
10. The pipe slope rounded to the nearest hundredth of a percent.
11. Finished ground line above the pipe.
12. Original ground line if pipes will be placed prior to embankment construction or if original ground differs from the finished ground line.
13. Each profile shall contain the following note, “NOTE: PROFILE PIPE LENGTHS ARE HORIZONTAL DISTANCES FROM CENTER OF STRUCTURES UNLESS NOTED OTHERWISE. INVERT ELEVATIONS ARE DERIVED FROM PIPE SLOPES CARRIED TO THE CENTER OF DRAINAGE STRUCTURE.”

Import the as-built data collection points into this drawing (note: All imported points must use the Snohomish County Survey Data Recorder Codes to put the points on correct layers)
Add all line-work & labeling (using appropriate layer names and Snoco-Asbuilt plot style for all text and linework) to imported points, and create a TIN Surface with contours.
This drawing is now ready for use as an X-Ref for the Record Design sheets. Referenced use of Record Drawing:
Xref the AS-BUILT Record Drawing into Design drawing(s) as needed to add additional field survey data & construction mark-ups.
Add revisions (red lines & red text, use Snoco-Asbuilt plot style) to Design drawings as needed, (match text height).
Line-out the incorrect text (red line), and add the Record (red text) beside it.
Use Snoco-Asbuilt plot style for layers to plot out as red on Record Design Sheets.
Add record stamps to each page of Record Drawing: In each Record design drawing create layer:
SV- CNST-RECD-XRF Set this layer current and xref in the Survey#-RD-DATE.dwg drawing into the Record design drawing(s)
Add record drawing stamps as appropriate, found at: T:\Civil 3D\Blocks\Record Drawings

When requested by survey office supervisor plot full size (using poly-pro paper) and 1 set of CD’s or DVD’s containing the files for each Record Drawing.

Snohomish County will need an “etransmit” file for every plan in the PSE plan set. For example if you project has a Cover, Legend, Erosion Control, Plan/Profile and Details Snohomish County will require 5 “etransmit” files for that project (this could be on one cd/dvd if it fits). When using data shortcuts project it is required to promote all references in each drawing. This command is found on the manage ribbon, data shortcuts panel in Civil 3D. This will ensure that Snohomish County can reproduce the “As-Designed” drawings as they were signed for the “Record Drawing” process. Detailed Instructions for “Etransmit” to Snohomish County:
After As-Designed drawings are signed, the PM will assign the Cadd Technician to create “etransmit” files for each plan in the plan set
Cadd Technician promotes all data references.
Cadd Technician purges all unused items, purges regapps (-purge) and audits each drawing.
Cadd Technician saves a new layer state called As-Designed. Make sure all options are checked in the Layer States Manager for the As-Designed layer state.
Cadd Technician selects etransmit from the Civil 3D pull down
Cadd Technician reviews what files are being included. (xref’s, pc3, ctb, civil 3d dependencies…) No images
need to be attached unless it was used (plotted) in the As-Designed plan set.
Cadd Technician reviews the transmittal setup (for etransmit). It should match the screen shoot below, the only variations should be in the Transmittal file folder and the folder in the path options as each shop’s networks designations will vary.
Now finish the Etransmit and repeat as necessary for each plan in the As-Designed plan set.
