AGENCY NEW DELHI, SEP 30 Chief Minister Manohar Lal Khattar has been fielded again from Karnal as the BJP an- nounced on Monday names of its 78 candidates for October 21 assembly polls in Haryana where the saffron party is seek- ing to retain power. The party has given tickets to a number of noted sportsper- sons who had joined it in recent weeks with wrestler Babita Phogat, former Indian hockey captain Sandeep Singh, Olympic medallist Yogeshwar Dutt contesting from Dadri, Pe- howa and Baroda respectively, its national general secretary Arun Singh told reporters here. He said the party's central election committee, which had met on Sunday, has repeated 38 MLAs and dropped seven of them for the polls to the 90- member assembly. Khattar had won from Kar- nal seat in 2014. Haryana BJP president Sub- hash Barala will contest from Tohana, Captain Abhimanyu from Narnod and Om Prakash Dhankar from Badli, Singh said. Former Union minister and Jat leader Birender Singh's MLA wife will contest from Uchana Kalan, a seat she had won in 2014. Aditya Devilal, a grandson of Jat stalwart Devi Lal, has been fielded from Dab- wali. The candidates include nine women and two Muslims. The last date for filing nom- inations is October 4. With the opposition weak- ened by desertion among its ranks and shrinking support base, as seen in the recent Lok Sabha polls, the BJP is confi- dent of returning to power with a bigger mandate. Riding on 'Modi wave', the party had stormed to power in Haryana for the first time in 2014, winning 47 seats. It had earlier been part of non-Con- gress governments as a junior partner and was never seen as a principal force. Since coming to power it has consolidated its political po- sition further in the state as its rivals, Congress and INLD, were hit by internal fight made worse by their repeated poor shot in different polls. This coupled with "popular support" to the party following the Union government's deci- sion to nullify Article 370 will further boost its chances in the polls, its leaders have said. The BJP believes that Khat- tar, who was a surprise pick for the CM post after the 2014 win, enjoys a clean image after run- ning a government "untainted" by any allegation of corruption. He is again the party's choice for the top post. In 2014, the BJP had from the consolidation of non-Jat voters behind it in a state long dominated by leaders from the community. The party's choice of Khattar, who is from Punjabi community, was apparently driven by it. The party is, how- ever, hopeful of winning over a significant section of Jats this time. ... The court reserved its order on the review petition on September 18. A two-judge bench had earlier this month referred the review plea to a three-judge bench for hearing the case. The Centre had filed the review petition asking it to rethink its verdict after a backlash from the SC/ST community against the decision, which resulted in widespread protests across the country. A two-judge bench had on March 20, 2018, passed a slew of directions, directing that a public servant could be arrested in cases lodged under the SC/ST Act "only after prior approval by the competent authority". The apex court had held that there will be no automatic arrest on a complaint filed under the SC/ST Pre- vention of Atrocities Act. It also in- troduced the anticipatory bail provi- sion and a preliminary probe by the police before the arrest of the ac- cused. The People’s Republic ofChina will turn 70 onOctober 1, 2019. Pre-

ceded by the 110-year “na-tional shame and humiliation”inflicted by Western mer-chants, missionaries, armiesand their carbines, corpora-tions and other entities, theerstwhile Middle Kingdomfeels it is time to hit back. Theyear 2019 is thus China’s timeto do a role reversal, and es-tablish itself as the dominat-ing, domineering state, givingthe West a taste of its ownmedicine — essentiallythrough economics and mon-ey power. The goal — to takeover and possess the financialnerve centres of the West, through multiple means, toextend influence and shapethe future course of global de-mography.

It is important to checkChina’s contemporary eco-nomic and financial standing. With a $12.238 trillion GDP(2017), it is second only to theUnited States’$19.485 trillion(2017). It’s the biggest econo-my by purchasing power, of$23,190 billion, followed bythe US, India, Japan and Ger-many. In numbers of million-aires, China stands third; afterthe US and the Europeanzone. Its seven per cent eco-nomic growth, despite theslowdown, is way ahead ofthe West and India’s five per

cent. With 10.33 per cent oftotal world exports (goods, services and incomes) in2017, Beijing is the thirdbiggest exporter, after Eu-rope’s (19 nations) 16.43 percent and America’s 12.47 percent.

Also, China is the biggesttrader of goods. It tops the listof exports and stands secondto the US in imports. In bal-ance of payments and its cur-rent account, China’s surplusstands fourth, at $195,117million (2017), behind theUS, Europe and Japan. And fi-nally, China’s $3.168059 tril-lion (end-2018) official re-serves stands far ahead of sec-ond-placed Japan’s$1.270,402 trillion and third-ranked Europe’s $821.608 bil-lion. India’s $430 billion re-serves, however, positions it

within the top 10 nations.The People’s Republic,

therefore, has come of age, having shed China’s “inglori-ous” past of 110 years (1839-1949). Nevertheless, as it hap-pens now and has happened inthe past, no nation can resistthe temptation of ruling thewaves, and expand its horizonof influence — through mon-etary or muscle power. This“historical inevitability”,however, is often either ig-nored or forgotten by thosewho aspire to attain greatness, and China is no exception. The bigger the nation or its“zone of influence” aspira-tions, the larger the number ofadversaries. China’s presentposition is thus being coun-tered by the West and its alliesin matters of trade, tariffs, telecommunications.

YUGMARG, CHANDIGARH, TUESDAY, OCTOBER 1, 2019

The murder of two dalit children at Shivpuri in MadhyaPradesh for defecating in the open near a panchayatbuilding last week serves as a shocking reminder of how

heartless Indians can be. Beyond the challenge to civilisation, the incident in which Yadavs beat children to death with lathisbecause they defecated in the open as there was no toilet intheir home is a reality check on claims made about India hav-ing become totally ODF, or “Open Defecation Free”. The fam-ily, which lost a 12-year-old girl and a 10-year-old boy, was de-nied a toilet although the village was declared ODF last year.Caste equations between dalits and Yadavs should bear theblame for the allotment of the use of public toilets in villages.

Noble as Swachchh Bharat’s intentions may be in follow-ing Mahatma Gandhi’s footsteps and his thinking that “sanita-tion was more important than independence”, the reality isquite different. Over nine crore toilets have been built, besidessubsidies for individual toilets at home, since the sweeping so-cial reform was heralded in 2014, but many toilets are not inuse for lack of water or other issues. The Prime Minister’sclaim in his UN General Assembly speech in New York that In-dia would meet its ambition of becoming ODF on MahatmaGandhi’s 150th birth anniversary on October 2 may be some-what removed from the truth.

Of course, access to toilets doesn’t mean open defecationhas ended. In fact, a survey showed that 23 per cent of peoplewho own a toilet still defecate in the open, including in MP andRajasthan, which have been declared ODF. Blame it on oldhabits dying hard or not, this peculiar problem does exist. Nev-ertheless, it is indubitable that toilets built under the SwachchhBharat programme have proved a boon as they have made aworld of difference to womenfolk who don’t have to stray intothe open for their ablutions, with its concomitant dangers in ru-ral areas.

To give up hope that Swachchh Bharat would eventuallymake a great difference would be an insult to the memory ofMahatma Gandhi, who had said “I will not let anyone walkthrough my mind with their dirty feet”. Having seen the differ-ence in sanitation levels when living in South Africa, Gandhiwas not just an ideator. He showed in his ashrams that he wasequal to the task of cleaning the toilets himself. It may be asweeping generalisation that while a Chinese citizen keeps hiscity spotless, though his home may not be so clean, and Indi-an, on the other hand, tends to keep his house clean, while notcaring a whit for public spaces. In a quirky way, that makessense, but what doesn’t is why innocent children must be killedwhen India is only just moving on from V.S. Naipaul’s onetimedescription of it as one massive open toilet.

Did brutality by Saudis on Yemenislead to oil attacks?

Those who have beenwatching the Saudimassacre of Yemenis

over the last five years withhorror and rage can be ex-cused our moment ofschadenfreude. This Germanexpression is used to describethe feeling of joy over thepain of another. I experiencedthis as I watched the Saudi oilfacility and wells in Auqaband Khurais go up in flamesrecently.

While the world con-demned this attack, nobodyseemed to have a word ofsympathy for the tens of thou-sands of victims who havebeen killed and maimed as aresult of inept Saudi and Emi-rati aerial bombardment. Ourgovernment, too, was swift tocondemn the attack, althoughit has remained silent in theface of wanton Saudi brutali-ty. Apart from all those civil-ian casualties, the Saudishave also pushed some 20million Yemenis close todeath by disease and starva-tion through its naval block-ade of ports.

Nesrene Malik, theGuardian columnist, wrote re-cently: “There is a long-standing joke told in the Mid-dle East about Saudi Arabia’sreluctance to fight its ownwars. ‘Saudi Arabia will fightuntil the last Pakistani’, thepunchline goes, in referenceto the fact that Pakistanishave long supported Saudi'smilitary endeavours… SaudiArabia is accustomed to buy-ing labour that it deems too

menial for its citizens, and ex-tends that philosophy to itsarmy... “...When asked whatfighting in Yemen was likeunder the command of theSaudis, some returning Su-danese troops said the Saudimilitary leaders, feelingthemselves too precious toadvance too close to the frontline, had given clumsy in-structions by satellite phonesto their hired troops, nudgingthem in the general directionof hostilities. When thingswere too treacherous, Saudiand coalition air forcesdropped bombs from high-flying planes, inflating civil-ian casualties. This is howSaudis fight: as remotely aspossible, and paying others todie.” There has been an inter-national chorus accusing Iran

of being behind these attackson Saudi oil facilities. Reluc-tant to do its own fighting,Riyadh has called on its alliesto respond to the Iranians.Few have made the connec-tion between the Saudi on-slaught on Yemen, and themassive damage inflicted onits oil-processing facilities.

Iran has denied any in-volvement in the attack, but itis hardly likely to accept re-sponsibility. Despite theHouthi claim to have acted ontheir own, it is doubtful if therebels have the technical ca-pability to launch such a so-phisticated operation. In ei-ther case, the pinpoint accura-cy and range of the dronesand missiles used would havegiven the Saudis and theAmericans reason to pause.

Another connection is thedirect link between America’sexit from the nuclear dealsigned by Obama and the re-cent attacks. Not satisfiedwith the existing economicsanctions on Iran, Trump hasturned the screw tighter, mak-ing it virtually impossible forIran to export its oil.

While Saudi Arabia andIsrael have exulted in Iran’spain, President Rouhani hasproclaimed that if his countrycould not export oil throughthe Strait of Hormuz, nobodyelse would be allowed to ei-ther. Meanwhile, America’shighly successful exploitationof its shale oil reserves hassubstantially reduced its de-pendence on Middle East oil. This has changed the natureof the relationship between

the US and Saudi Arabia. Andwith Israel in post-electionturmoil, Netanyahu is unableto exert the kind of pressurehe could a few months ago. Many have questioned theutility of Saudi Arabia'smultibillion-dollar arms pur-chases, especially from theUS. When the drones and themissiles hit their targets re-cently, there was no responsefrom the Patriot defence sys-tem. It turns out this was de-signed to intercept missilesapproaching from a steep an-gle, not low-flying drones.

The fact is that over theyears, the Saudis have beenbuying high-tech weaponry atexorbitant prices, withprincelings allegedly rakingin massive commissions. These weapons are parked inthe desert, and are then re-placed by the next generationof modern weapons.

I am embarrassed thatPakistanis could be fightingfor the Saudis against Yemen. When Gen Raheel Sharif wasrecruited by Riyadh, therewas come confusion about hisrole.

It appears to have becomeclearer. However, the per-formance of the coalitionforces in Yemen does not in-spire much confidence in hiscapability. In chess, if youpush an unsupported pieceinto your opponent’s territory,it is likely to have a short life. The Americans have scores ofbases in the region that can behit by Iranian missiles in caseof hostilities.

Prime Minister NarendraModi and Pakistan’s PMImran Khan were cir-

cling each other since the“Howdy, Modi” extravaganzain Houston on September 22.They finally lined up likeprizefighters on September27 on the world’s biggeststage, the UN General As-sembly podium.

Their performance couldnot have been less identical.Mr Modi stuck to the highroad, recalling his unprece-dented mandate, the develop-ment schemes of his govern-ment in its first term like 11crore toilets to eliminate opendefecation, the Rs 5 lakhhealth coverage for 50 crorepeople, financial inclusionand digital identification. Heoutlined new programmeslike the banning of single-useplastic, greater connectivityby building over one lakhkilometres of roads and cleanwater supply to each Indianby 2022, the 75th anniversaryof India’s Independence. Inaddition, tuberculosis is to beeradicated by 2025, the 100thanniversary of the foundingof the BJP’s parent body, theRSS.

These developmentmarkers were then woven byMr Modi into the global re-sponsibility of India. Quotingan Indian aphorism, he saidJan Kalyan, meaning people’sgood, is tantamount to JagKalyan, that is global good.Like the China Dream ofPresident Xi Jinping, the “In-dian Dream” was spelt out,

but shown as different as it’snot India-exclusive but glob-ally shared. Rhetorically, thiswas great messaging from theUN stage as it defined India’ssoft power as an instrumentfor global influence throughassistance and cooperation. Inthe past, India had supplied atlow prices drugs to controlpandemics like AIDS inAfrica. India has also spon-sored computer literacy pro-grammes like Hole-in-the-Wall under India’s time-hon-oured Indian Technical andEducational Cooperation(ITEC) scheme. But as usual,Prime Minister Modi excelledat remarketing old schemeswith contemporary upgradesand catchy slogans. Modi hasprioritised climate change ac-tion since the Paris Climate

Accord. He, unlike US Presi-dent Donald Trump, attendedthe special climate summitconvened by the UN Secre-tary-General a day before thehigh-level UNGA summit.Mr Modi also inaugurated theIndia-gifted 193 solar panels, one for each UN member, onthe roof of the UN headquar-ters.

In his UNGA address, herecalled the Indian Solar Al-liance, and advocated a newcoalition for environment en-gendered disaster relief. Cli-mate change most endangerssmall island nations as risingseas are beginning to devourthem. Mr Modi met thosegroups to discuss theirpredicament. Finally, heturned to the challenge of ter-rorism, faced by India for four

decades. Avoiding any refer-ence to Pakistan, the abettorof India-specific terror at-tacks, he urged the globalcommunity to jointly counterit. He supported multilateral-ism and a stronger UN. Be-hind this lay the push againby the old G-4 group consist-ing of Brazil, Germany, Indiaand Japan, for their inductionas new permanent membersof the UN Security Council. However, the chances appeardim after the rise of BrazilianPresident Jair Bolsonaro, athinly veiled nationalist pop-ulist, and the post-AngelaMerkel political vacuum inGermany, as indeed the risingconfusion within the post-Brexit European Union andBritain. Pakistan’s PrimeMinister Imran Khan, in total

contrast, launched into a me-andering address that lastedthrice the allotted time. Aftera tutorial on moderate Islam, the need for sensitivity abouteach faith’s belief system, hearrived at the Kashmir issue. He demonised the Indian PMas a puppet of the RSS, liken-ing it to Nazis, etc. He re-counted in great detail his at-tempts to reach out to theNarendra Modi governmentbefore and after the May elec-tions in India. He ended bywarning the internationalcommunity that continued re-pression of the Kashmiri peo-ple could result in a limitedand then a nuclear war. Thiswas a plaintive cry for UN in-tervention. It seemed the ad-dress, to a largely empty hall, was meant for his domesticaudience as a strong riposte toIndia, as indeed a warning tothe US and P-5 members. TheUS has been publicly and pri-vately telling him to moderatehis rhetoric.

The India-Pakistan dramahad already played out inmeetings of the two coun-tries’ Prime Ministers withPresident Donald Trump. De-spite attempts by the media,Mr Trump refused to eitherendorse Pakistan’s criticismof the Indian actions in Kash-mir or the Indian argumentthat Pakistan is the sole fountof terror.

Other than being presentat the Houston rally, whereMr Modi strangely asked theIndian diaspora, who arelargely US citizens, to en-

dorse his government’s abro-gation of Article 370, Presi-dent Trump did not endorsethe Indian action. The Ameri-can views emerged at a pressbriefing by acting assistantsecretary of state Alice Wells. She said the US urged India todeliver on the promise to “im-prove the lives of the Kash-miri people”. She noted USconcerns about “widespreaddetentions, including those ofpoliticians and business lead-ers, and the restrictions on theresidents of Jammu andKashmir”, and looked for-ward to the resumption of po-litical activity and elections. Finally, she said that the USwas aware of India’s rejectionof outside mediation, but In-dia and Pakistan must have a“constructive conversationthat leads to an improvementof relations between the twonuclear powers”.

Mr Modi’s visit wasmostly successful in meetingthree principal objectives —to ensure that the Kashmir is-sue does not figure on the UNagenda, in Geneva or NewYork; President Trump is en-gaged and the trade issue is atleast contained if not fi-nessed; an finally, the UNstage is used to broadcast In-dia’s message on contempo-rary issues engaging globalattention, like climate changeand terrorism. Pakistan waslargely isolated, and ImranKhan’s 50-minute haranguewon few kudos international-ly.

Modi success at UN, but larger questions remainModi has prioritised climate change action since the Paris Climate Accord

R egistered Dietician PreethiRahul helps demystifyweight gain that is difficult

to understand.1. Hormonal havocImproper function of the en-

docrine system has a major impacton weight gain. Three of the com-mon problems could be hypothy-roidism, Polycystic ovary syn-drome (PCOS), Cushing’s syn-drome. When the thyroid glandsdon’t function properly energyburnt is reduced but energy con-sumed remains constant, leading toweigh gain. In PCOS, there is ex-cess rapid accumulation of glucosein the blood stream, leading toweight gain and in case of Cush-ing’s disease the fat accumulatesdue to excess cortisol.

2. Side effects of medicinesA number of medications can

lead to excess weight gain. Contra-

ceptive medications lead the list-be it oral or depo-provera shots.Anti-depressants, steroids used forasthma, eczema etc could also besources of hidden weight gain. So,in case you feel that your weightgain is a side effect of any medica-tion you are taking, consult yourdoc before you take a decisionabout continuing its usage.

3. Intestinal microfloraA recent research done at Cor-

nell University and University ofColorado, studied the relationshipbetween intestinal microflora andweight gain. They discovered thatlab mice lacking a certain protein(TLR5) had more of the probioticflora in their intestine than otheranimals and were about 15% heav-ier. Good amount of inflammationwas also observed in these mice. This could also be one of the rea-sons why despite your best efforts

your midriff is flabby!4. StressWhen in stress, you become an

emotional eater and eat sugaryfoods to comfort yourself or have acarbonated beverage. This is one ofthe major reasons for weight gain. Also, when you are stressed, yourhormonal system goes haywire andit could add on to your fat woes.

5. Food allergiesMany people are unaware about

allergies to certain foods whichthey might be consuming. Accord-ing to research, 1 out of 10 peopleare gaining weight despite best ef-forts due to food allergies. Some ofthe common allergens are soy, gluten, lactose, egg, nuts etc whichcan lead to bloating and even waterretention.

Take an allergy test, in case youhave not been cheating on your ex-ercise and diet!

In CME, Dr Virendar Sar-wal head- cardiovascular &thoracic at Ojas talked aboutnew frontiers in cardiacSurgery’ whereas Dr AnuragSharma, Director Cardiology spoke about ‘treat-ment of aortic stenosis , breaking the barrier :TAVR’

Dr Sarwal said that it is well proven that sur-gery is the only long-term solution for heart dis-eases and increases the survival. Thus it shouldbe opted by most of the patients as first line oftreatment without any fears.

He dwelled on the concept of minimal inva-sive surgery to give these patients more comfortduring surgery by making it less stressful, lesspain less stay in ICU and hospital and less re-quirement of blood products. This enable the pa-tient to join work within 2-week instead of 6-

week with conventional surgery as patients aredischarged in 4 days after minimally invasivesurgery, he remarked.

He further informed that these surgeries aredone for bypass or valve replacements throughsmall incisions on left or right side of chestwhich are hardly 4-5 inches in length. They arecosmetically very helpful specially in females asthey are covered by the breast and clothing andno midline scar is visible in the patients. So itgives lot of confidence to patient and in femalesgives them lot of benefit socially especiallythose who need to get married after surgery, heasserted.

AGENCYMADRID, SEP 30

Real Madrid's revolution was supposedto be built around their attack but re-silience has been the base for the recov-ery ahead of their Champions Leaguegroup game at home to Club Brugge onTuesday.

At the end of last season, as ZinedineZidane's dreary run-in came to a closeand paved the way for what many ex-pected to be a spectacular summer, pollswere published by Madrid's newspapersasking fans which of the world's dead-liest strikers they hoped would arrive atthe Santiago Bernabeu.

Harry Kane, Mohamed Salah, SergioAguero, Mauro Icardi and RobertLewandowski were some of the names

offered up and, in the end, Luka Jovic ar-rived, the Serbian who has struggled forstarts so far and is yet to score a goal.

Eden Hazard is tasked too with help-ing fill the void left by Cristiano Ronal-do, even if the Belgian's own opening inMadrid has also been underwhelming, stalled by injury and now seemingly a

period of adjustment."We would like him to score because

it will release him," said Zidane on Sat-urday. "But there is no problem withhim." Yet the stalemate against AtleticoMadrid, in which neither side everlooked likely to find a winner, was a astark indication of how Real Madridhave relied on their defence to ease thepressure on their coach. "We have beencompact and again we have not conced-ed," said Zidane after the derby draw."We have missed a little offensively butwe are in it and we can improve." This isthe first time Madrid have kept threeconsecutive clean sheets in the leagueunder Zidane and in the games againstSevilla, Osasuna and Atletico, they havehad to cope with just a single shot on tar-get.

Rahane feels there'sconnection between himand No. 17 in his career

AGENCYVIZAG, SEPT 30

There is a definite spring in AjinkyaRahane's steps after he ended a 17-Test run of not scoring a hundred, anumber which has proved to be luckyfor him.

Rahane, India's Test vice-captain,was under pressure to perform in theWest Indies and he delivered with an81 and 102 in the first Test in Antigua.

"You get to learn from everymatch and every series and I had towait for two years, 17 Tests, for myTest debut and for this century (inWest Indies) I had to wait for 17Tests. I think there was some co-ordi-nation," said Rahane in Marathi aheadof the first Test against South Africabeginning here on Wednesday.

"When I was playing for Hamp-shire, I was thinking, when I made mydebut, how my mindset was beforethat. In these 17 Tests, I was not get-ting a hundred, I was going behindgetting a hundred and it was not com-ing.

"So, in the West Indies, mythought process was that I will notthink of getting a hundred even once, whatever has to be happen will hap-pen. If a hundred has to come, it willcome," said Rahane who could nothide the excitement of becoming a fa-ther soon. Rahane insisted that he didnot work too much on his techniqueto get back amongst the runs. "Fromoutside it may look easy, for me it wasabout believing in my ability. Not

thinking about the technical stuff, itwas all about how I make the mentaladjustment like handling difficult sit-uations," said the 31-year-old. SouthAfrica may not have the services ofstar players like AB de Villiers andDale Steyn anymore but Rahane saidIndia cannot afford to take the Proteaslightly. India hammered them 0-3 athome four years ago.

"There are five Tests at home ver-sus South Africa (three Tests) andBangladesh (two Tests). Because ofthe Test Championship, you cannottake any team lightly. Even before thechampionship, we were not takingany team lightly and since the pointssystem is involved, every match isimportant.

VIZAG: South Africa's most experi-enced spinner Keshav Maharaj wants tobe as consistent as seasoned Indian duoof Ravindra Jadeja and RavichandranAshwin during the upcoming three-Teststarting on Wednesday.

The orthodox left-arm spinner with94 wickets from 25 Tests had a success-ful county performance and is hoping tomake life "uncomfortable" for the Indiantop-order. "It is nice that people speakhighly of you. Look at Jadeja and Ash-win. Ashwin has got a lot of variationsand Jadeja keeps it simple but the key isconsistency and that make it uncomfort-able for the batsmen. I can (want to) em-ulate that going forward and do my job

from one end," said Maharaj, who is onhis maiden Test tour of India. Spin willhold key but reverse swing can also playa huge role in the series, he said. "Yougot to expect the ball to turn in the sub-continent and that is why people carry anextra spinner here. As far as bowling toIndian batsmen goes, you can only Testyourself against the best. The series willtell me how good I am and if I belonghere in international cricket," Maharajsaid. "Besides spin, reverse swing willbe key. Every bowling unit everywherein the world likes to utilise if reverseswing is available. India have got strongbowlers including Mohammad Shami, who is unplayable at times.

Want to replicate Ashwin andJadeja's consistency: Maharaj
