Report of Library Building Committee

To THE INHABITANTS OF THE TOWN OF CARIBOU:

Your Committee appointed by the Moderator of the 1911 Town Meeting, in accordance with the vote of that Meeting, for the purpose of selecting plans for a Library building, receiving the Carnegie donation of $10,000 and expending the same In the erection of said building, begs leave to report that so far as possible it has attenped to its duties and expects finally to make a complete report with NO DEFICIT appearing.

Your Committee visited soma libraries, corresponded with other librarians, examined many plans and finally accepted, as the best suited to our needs, a plan embodying the ideas and suggestions of the Committee, drafted by our home architect, Schuyler C Page.

The contracting firm finally selected to erect the building wis Astle & Page, and we have had the benefit of the presence, almost daily during the progress of the work, of the architect himself. The contract price was $9,526.50, including most of the furnishing, except the book-stacks. These were purchased on a contract for $440 delivered here. We had the erecting of the stacks and the painting thereof to do as an extra. We had originally planned for wooden stacks, but the metal ones make a finer appaarance and give room for more books, so we ran the risk of a deficit to purchase ihem. We have made the book room itself higher, therefore, in order to receive a second tier of stacks when occasion demands it. We have now a capacity of nearly 10,000 volumes and the second tier would double that so we have provided for a long time in the future.

As there remains some work yet to do in warm weather, such as fiting the screens, outside painting and washing down the walls, we are unable to make, at this time, a complete, itemized report, but we received the money as we needed it for the work and have paid for nearly everything, except a small

balance on the contract to be turned over on the completion of the building.

Some grading and a walk from the steps to the street walk remain to be dons, but we expsct assistant enough to do it all with no debt remaining.

The lot Itself is all paid for and the Town has the deed. We have the pleasure, then, to turn over to the Town a

Library building which we believe to be the best obtainable for the money at our disposal, and its beautiful, nicely arranged interior, finished in home-grown, natural birch, gives us an institution second to none In tha State for its size and cost, and there is no waste room in it, There is alargs readmg room with Iwo tables and plenty chairs for the little folks and a general reading room for the adults with two tables, a magazine rack and splendid fire­place. There is a cozy reference room for the scholar. We need not go Into a full description here, but ask you all to visit it and see for yourselves, as we believe it to be a distinct and valu­able addition to our educational system and one which should be prized and cherished by the whole community.

In the rural schools at least this seems to have been a year of changes, inasmuch as when the rural schools opened Oct. 2, 1911, there ware only two of the twenty-two schools that opened this year with the same teacher in charge who taught that school the preceding year, and at least twelve of the rural teachers had had neither previous experience in teaching, nor any especial training for the work.

Although these teachers have striven to do their best and their efforts have been rewarded by a measure of success, the effi­ciency of the schools cannot fail to fall far short of the standard which might be attained by a teaching force of greater per­manency.

The teacher of a rural school who conscientiously tries to accomplish the amount of work required sets herself a task that no one need envy; for in a school of from fifteen to thirty pupils we usually find nearly every grade in the school system, and the leacherwho has to plan in all sorts of ways to find time to heat all her classes is hard to find. And yet, we expect this teacher of many classes to accomplish just the same amount of work as the trained teacher of the village "Grade. ' It would seem to us that the old theory, that "Anv one can teach a rural school successfully,' but that "A trained teacher of some exper­ience must be secured for the grade rooms in the village,' ought to be cast aside and the .fact that the country school of many classes even though less in numbers demands the services of the more experienced teacher recognized

Though there has been a decrease in the enrollment of pupils in the rural schools since the last report, we find the Chapel School still holding the record for largest attendance among the "iral schools with a record ot 56 pupils enrolled since Sept. 1 1 1911.

In the village grades there have been very few changes since last year.

At the close of the school year last June, Misses Florence Burnham. Ida B. Jacques and Annie F. Dionne resigned,—Miss Jacquss and Miss Burnham to leave Town, and Miss Dionne to accept a position in the High School as teacher of French. Mrs. Martha Meagher was chosen to take the place vacated by Miss Burnham, Miss Daigle that vacated by Miss Dionne, and Miss Mary Conley that of Miss Jacques.

At the opening of the schools in Sept. it was found that the Grades from I-VI were greatly overcrowded and to overcome this condition, the old school building on South Main St. was reopened and a school of forty-three pupils placed in charge of Miss Louise Thomas and by so doing the congestion in the lower grades has been greatly relieved and the work done In all the lower grades greatly improved

At the end of the fall term three teachers, Mr. J. A. Bouchard, Misses Edna Irvine and Fern Irvine resigned and our teaching force was renewed by the election of Miss Dina Martin, Messrs. Harry Smith and Norman Gallagher to the vacant posi­tions.

Because of the small enrollment in the St Peter School it was thought best to unite that school with the Albair and the necessary arrangements were satisfactorily made.

Especial mention is due the work of the '-Special Teachers." Miss Dora Larrabae, Teacher of Music, and W. W. Galla­

gher, Writing Master, in the village schools. In both these de­partments the work has been very satisfactory.

In addition to the above changes, the resignation of the Superintendent of schools should be noted, as all changes neces­sitate readjustments. But all these changes have made no jar or friction and the work has not been retarded or hindered.

A class of 22 was graduated June 15. Five members of the class have entered College, and the rest are engaged in teaching, or some other useful calling.

Experience shows that it is best to put the work of teaching Latin, English, etc., in the hands of one teacher, and hold that one responsible for the work in that supject. This course Is be­ing followed so far as possible this year.

The Commercial work is proving its worth and many of the pupils who cannot, or do not wish to go to higher institutions, are taking this course. The classes are so large this year and the probability of succeeding classes being still larger, that I

RECOMMEND That enough money be raised for this department to employ

one teacher for the entire time. The demand that school work should be more practical.and that

the school should, in some way fit pupils for active life, is but par­tially answered. Caribou should vote and raise enough to fit up a room for Domestic Science work, and provide a teacher for the same. This department would give training in those things in which Americans are so deficient. It is said that a thriftless housewife can throw out of the window with a teaspoon faster than her husband can bring in at the door with a shovel. In Domestic Science pupils are taught to sew. mend, cook, and some of the elements of nursing. When anyone is taken sick, it has become necessary to at once dispatch for a trained nurse, as the daughters, and even the mother has no knowledge of the duties of the sick room. When young people begin housekeeping for themselves they have little idea of the value of things or how to economize. Much valuable training along these lines would be obtained in a department of domestic science, and the money it costs is very little compared with the good received.

A room can be finished in the attic, and the necessary ap­pliances put in for a small sum. This room might be used by

those who are forced by distance to bring their dinners, and thus another cause for complaint removed. Twelve hundred dollars would finish off such a room, put In the necessary equipment, and pay the teacher for the two terms of 1912-13. I believe the peo­ple of Caribou can well afford to do this, and that it will be money that will yield large returns, in better, more comfortable, and happier homes. And the stata is so anxious that towns put courses of this kind, that it refunds two thirds of the amount ex­pended for teaching. So for an expenditure of from $200. to $300. per year the town can add this important department.

The many friends of the school, during the fall and winter kindly contributed a substantial sum for the purpose of fitting up some place where the pupils can engage in athletic exercise dur­ing the time they are forced to be in doors, A floor can be laid in a portion of the attic, a horizontal bar jumping standards and a mat have been procured and that these are appreciated is maniiest by the enthusiasm with which the pupils enter into the exercises. Physical developement is as much to be desired as mental developement and this gymnasium is a start in the right direction.

Much as the financial support of the citizens is appreciated we beg leave to call attention to the fact that nowhere are the words of Lowell. "The gift without the giver is bare," more keenly appreciated than In school work.

If the parents and friends of the pupils would visit the school and see for themselves the work that is being done, then If they wish to discuss the work with the teachers, the home and school might co-operate to their mutual advantage far more effectually than is being done at present.

Several repairing jobs have been done this year. The St. Peter school-house has been repaired and a new woodshed built at a cost of $160, and minor repairs have been made on nearly every building in town.

Several of the school buildings need a coat of paint and in others some more suitable arrangement for heating should be made before another winter, and the sanitary conditions in a number of places must be improved.

The appliance account is so nearly related to the repairs that they may well be considered together.

In the High School Building it will be necessary to add con­siderably to the equipment of the Physical Laboratory, and among the rural schools there is hardly a school that is supplied with the proper equipment of maps, charts, etc:

Report of Librarian

Since the beginning of the library a few more than 3000 books have been purchased or given; of these there are about 1900 in use; some few are worn out; some have not been return­ed. The non-fiction which comprises approximately 500 vol­umes, has been wisely chosen and Is a very good beginning for a workable library. There are less than 200 children's books. In view of the fact that nearly half of the books taken out are taken by children, the supply is wholly inadequate.

A number of gifts has already been made to the library. Mrs. Lowney has given 28 books, among which is a set of John Fox Jr., Richard Harding Davis, acid F. Hopkinson Smith. Tha Bridge Club has given 23 books of late fiction. Mrs. E. A. Holmes has given over fifty volumes of non-fiction. Mr. Willis B. Hall has given over fifty volumes among which are a number of House Documents and census reports; Mr. Nylander has given a number of annual reports and a good many pamphlets which will be of inestimable value to students; the people of the Metho­dist church have contributed liberally to the library.

Fourteen magazines come to the library regularly. Most of these were given by the Ladies Literary Club but a few are brought in by private individuals.

The books are being numbered over. The borrowing cus­toms adopted Is a simplified form of the -'Brown System." As soon as the books can be classified and numbered a book cata­logue will be printed and later a card catalogue will ba made, For tha present, tha library is open afternoons and evenings of every weekday; Saturday the building is open also in the fore-won- S. In the name of the State of Maine, you are hereby required to notify and warn the Inhabitants of the Town of Caribou qualifi­ed to vote in town affairs, to assemble at the P. of H. Opera House in Caribou Village in said town of Caribou, on the 25th day of March A. D 1912, at ten o'clock in the forenoon, to act upon the following articles, to wit:

Art 1st To choose a moderator to preside at said meeting. 2nd To choose a clerk for the ensuing year. 3rd To see if the town will vote to accept the town

officers report. 4th To choose selectmen, assessors and overseers of

the poor for the ensuing year. 5th To choose a town treasurer for the ensuing year, 6th To choose a member of the school committee for

three years. 7th To choose fire wardens, truant officers, constables

and all other necessary town officers for the ensuing year.

8th To choose a road commissioner for the ensuing

year. 9th To see if the town will vote to grant and raiss such

sums of money as may be necessary for the main­tenance and support of the poor and schools, and the repair of roads and bridges, and to defray all other town charges.

10th To see if the town will vote to raise by tax or loan a sum to aid in the construction of the railroad of the Aroostook Valley Railroad Company; fo fix the

amount of said sum; to determine the manner in which the same shall bedone; to authorize the neces­sary contract therefor, and to determine what amount shall be raised and paid besides the interest each year if raised by loan.

I lth To see what sum the town will vote to grant and raise to be used in the purchase of a right of way to be given to the Aroostook Valley Railroad Com­pany, on condition of the building of a railroad into the town and village of Caribou from a junction with the line of road as now built in the Deadwater dis-trict of the town of Woodland.

12th To sea if the town will vote to grant and raise the sum of one thousand dollars, to be raised later to pay bond issues.

13th To see what sum of money the town will vote to grant and raise, for the repair of roads and bridges.

14th To see what sum of money the town will vote to grant and raise, for the support of the Free High School for the ensuing year.

15th To see what sum of money the town will vote to grant snd raise for the repair of schoolhouses.
