many new projects for Improving thecurrency are being submitted to tnepresident and" Secretary Cortelyou,are receiving such attention as theother exigencies for the financial situation permit. Secretary CortelyouIs a good listener and usually digestsquickly any' essential points of thevarious plans which are submitted tohim. Measures relating directly to thecurrency which are being discussedamong the bankers and incomingmembers of congress may be roughlygrouped under four heads, a centralbank of Issue, a central organizationof the existing national banks, the issue of additional circulation againstvarious classes of bonds other thanI'nlted States bonds, and the Issue ofthe circulation upon general assetswith the security of a guaranty fund.

The project of a central bankbased upon the general outlines ofthe Bank of France or the ImperialHank of Germany, has apparentlybeen attracting more attention of latethan at any previous time In recentyears. Senator Hansbrough, of NorthDakota, who is a member of the fin-ance committee, has announced 'thathe will introduce a bill for such anInstitution. Mr. Wexler. vice presi-dent of the Whitney Central Nationalbank of New Orleans, Is openly In fa-vor of a central bank, and says thatthe New Orleans press, taught by thestrain of the cotton situation, is generally with him. Those who fuvorcentral bank point to the recent crisisas the best evidence of the aid whichIt could have afforded had It been Inoperation. Their view Is that the na-tional banks would have been able to

It Is so long since a central bankexisted or was even seriously discuss-ed In the I'nlted States that there Ismuch difference of opinion as to thedetails of the organization. Thosewho advocate it generally Insist, how-ever, that the secretary of the treas-ury and the comptroller of the cur-rency should be lo membersof the board of directors and that thepresident should appoint or approveof the selection of the head of thehank. The provisions of the Germanbank charter in regard to circulationfinds a good deal of favor, that artel

certain fixed limit of circulation ad-ditional Issues, which are not covereddollar for dollar by gold, should betaxed at the rate of S per cent. Oth-ers, however, prefer the greater free-dom of the French system, where thevolume of not Issues Is practically un-der the control of the bank, and wherethe accumulation of a large reservepermits the bank to serenely main-tain a rate of discount much lowerthan that of the Bank of Kngland orthe Bank of Germany, while othercountries are in the throes of finan-cial convulsion.

The project of combination amongIhe national banks through theirclearing house commission or other-wise to guarantee a special circula-tion In cane of emergency, is embod-ied In several plans which have beensubmitted to the secretary of thetreasury, while these plans are declar-ed by the experts to have some de-gree of merit. It Is feared that theyare too complicated to receive seriousaltention In congress. So far as theplans require voluntary action by thebanks, this might be difficult to ob-tain, so far as tfiey compel action bylaw. It la felt by some that such apolicy would be drastic if not uncon-stitutional in compelling the hanks tomake use of their assets which theymight not desire to make.

Most of the plans presented at pre-vious sessions of congress have dealtwith the question of Increasing theelasticity of the circulation Issued bynational banks by permitting Issues

other security than I'nlted Statesbonds. There Is a radlral difference

opinion, however, between the twoschools of thought as to the nature ofthese additional Issues. The plan pro-posed by Representative Fowler,chairman of the house committee onbanking, provides for an issue uponthe general credit of the bank, withprovision for a guaranty fund raised

taxation on circulation. Thisguaranty fund Is to be employed whennecessary to redeem the notes of fail-ed banks. It Is the contention of Mr.Fowler and others who favor this planthat a tax of about one-twelf- th of oneper cent annually upon the circula-tion would meet all losses, but in or-der to Insure absolute safety they pro-pose that the tax shall be very muchlarger than this.
