"TIZ" GLADDENS

There are just two issues to be decided at the polls

today. They are municipal ownership and decency.

The Democrats are in the affirmative on both issues. On the question of municipal ownership Henry Wcstcrfcld, the head of the ticket, is a platform in himself. YOU KNOW

HOW HE STANDS AND YOU KNOW HOW THE MEN ON

THE TICKET WITH HIM STAND.

D. H. Boatright is a recent convert to the principle of

municipal ownership. Within the last few months he took

the trouble to have an ordinance specially prepared, grant-

ing a franchise to the Water Supply Company, which for

years has been charging water-user- s exorbitant prices for

a necessity of life.

On the ticket with Boatright are at least two men who

are dangerously close to the Water Supply Company. If

you believe the people should own their own water sup-

ply be careful about voting for any man on the Republican

ticket.

The Democratic platform calls for the abolition of the

iniquitous wine-room- s, the closing of the saloons on Sunday

and the enforcement of the law against gambling. THE

DEMOCRATIC CANDIDATES WILL CARRY .OUT THAT

PLATFORM IF THEY ARE ELECTED.

The Republican platform on the subject 'of decency

means just exactly nothing. Mayor Boatrigiit has statedopenly that he doesn't think it would be "fair" to make the

saloons close on Sunday. On the subject of gambling and

the wine-room- s he hasn't said a word.

Henry Westerfeld is the candidate of the plain people

who are protesting against the encroachments of a rapac-

ious monopoly. j,;

"Dave" Boatright is the candidate of "Cap" Gillcn-wate- r,

Jesus Romero, "Sir George" Roslington, J. Porter

Jones and "Colonel Jack" Albright. A. B. McMillcn is known

to have strong leanings in his direction.

QUESTION: How do the municipal ownership folks expect to sell cheaper water?

ANSWER: By taxing the property owner. - There is no other way.

QUESTION: How can the Water Company sell cheaper water than the city?

ANSWER: Because they do not have to pay a sinking fund and not much interest and canoperate more economically.

TAXPAYERS REMEMBER:You are asked to donate fourteen cents for each one thousand gallons of

water sold by the city.

Before we have city ownership let our council find a legal way whereby

the water users pay the bill.

As now offered each taxpayer donates free water for twenty other people.

Dutch Socialists Ask Amend-

( .WnrlMtrd l'rr ('(irrrnixiiidrncc.)

Tho Hague, Netherlands, March 20.

Tho desires of the strung body of so-

cialists and others In Holland who areconstantly advocating closer parlia-mentary control of foreign policy, have found their latest expression In

an address sent to the second cham-ber of the Hutch legislature, by theNational Committee for the Amend-ment of Articles fi 7 -- 5 i of the Consti-tution (which articles give the crownthe control of the state's foreign re-

lations and the power to declare war.)The Netherlands government's pro-

posals lor the revision of the consti-tution will come up for considerationin that chamber shorily; hence thepresent petition, whose slgnator areconvinced of the urgent necessity ofparliament having a say In the coun-try's foreign policy, "with u view to,if not abolishing, at any rale lessen-ing the danger thai diplomacy may Insecret, and without control on thepart ;.f parliament, bring affairs Inregard to foreign powers to a criticalpoint."

"We wlMi to obtain the certainty,so far as u const iliiliou can give this,"they continue, "that war shall not beresorted to or prepared for and madeinevitable entirely without the knowl-edge of ptirllaiuenl." Although thereIs apparently no prospect of the ob-

ject of the address' being at presentachieved, It is one more sign of thodirection in which the modern po-

litical wind Is blowing In states bothIn and out. hie Kurope.

Vexed Quel Ion Solved.A partial solution of th vcxi d ques-

tion of secret diplomacy und a seml-mystlc- al

foreign policy has beenfound In Holland In the Institution ofthe parliamentary committee generalor private sitting of tho chambers. After assembling on two consecutivedays with closed doors, and hearingstatements from the ministers of thecrown on the international positionas It uf feels this country, the firstchamber of the Slate general or Dutchparliament has followed the exumpteof the second chamber and, throughthe mouth of speakers of differentparties, endorsed the foreign policy ofthe government, it recognizes, us didthe Mister chamber after a similar sit-

ting held a short While since, that theposition of the Netherlands is still ahighly perilous one and that, great asIs the burden thrown upon so com-paratively small a cyiinlry, the mobil-ized forces of the realm cannot yet bereduced. It also agrees to paying atribute to ministers for the mannerin which they have maintained thecountry's neutrality'.

There Is perhaps no body of poli-ticians which Is us a whole more crit-ical of secret diplomacy than these atThe Hague, and who are more jealousof their power to decide In the ulti-mate resort the country's policy, andthe government has found Itself com-pelled from time to lime In the pasteighteen mouths tn set the facts ofthe situation more or less freely be-

port. All the ministers attend suchprlvute conferences, but what they saynever reaches the outside world, inevery rase so far, too, these Intimatesittings have fully achieved their ob-

American Firms Now Making

( Amoeliitrd IVm Cnrrrnpondrnr.)London, March 20. Several biff

banking firms of America, includingJ. P. Morgan & Co., the National CityHank and the Guaranty Trust com-pany, of New York, have well ad-

vanced their arrangements to capturetheir share of the fluiinclalof the world, heretofore monopolizedby London anil Paris. They haveail largely Increased their staffs Inthe European capitals and almost ev-

Among the later arrivals was Mr.Joseph T. Cosby, a foreign exchangemalinger of tho National City Rank, who has gone to Madrid with a staffof four men to look Into Mie situationIn Spain. The question of exchaugewill first occupy their attention, ir.

being tin' wish of the New Yorkhonkers lo maintain us far as possi-ble a favorabl" rate of exchange be-

tween London anil tho various cnters.

American Money NocriCil.The London manager of a New

York financial house explained thatthis wish was dun to the fact thatthe larger American firms are con- -

vlnceii that London will remain geo- -graphically the financial center andthat as heretofore most of the bliroperations will be carried out herobut that Amerlcnn money will be re-

quired to successfully handle them. For exnmple, should a South Amerl-ta- n

state require money the loan willhe floated In London or Purls t

the bidders will be Americans, who.having most of the spare money, willbe in a position to compete with thoseKuropeun firms which before thewar had a monopoly of the business.

The American bnnks will allargely handle the business of Amer-ican manufacturing concerns, whichhava factories In Kngland and which, ilnee the outbreak of war, have beensuccessful In capturing much of thetratle formerly done by Europeanmanufacturers. Olio American musi-cal Instrument company which haia huge factory In England and laenlarging it, has already secured abig portion of tho foreign trade ofGerman companies, and Is shippingpianos to all parts of the world.Cheaper labor and better means "tdistribution enables this company tohandle Its foreign business more ad-

CHICAGO ItOAKl) OF TIl.VDK.

Chicago. April 3. Wheat ran up 5

cents a bushel in value today, chiefly

because of predictions that the do-

mestic winter crop this season wouldbp 10,', 000, 000 : bushels less than theyield in 1 1 5. The market closedstrong, 4H to'4'sC net higher withMay at $1.20H' and July at $119.Corn gained V- to h to lc, and oatsVt to I He. In provisions the outcomevaried from the same as Saturday'sfinish to 10c higher. Broad activityits well fis a big upward nwlng toprices kept traders on ede all day In

the wheat pit. Despite liberal profittaking, reactions were at no time long

continued or of any great extent. From the stnrt, the main Incentive

to buyers was ' a statement from alouilinir .xnert. her estimating thecondition of the winter crop In the!United States as the lowest for anycorresponding time since 1904 78.$

per cent, against 88. 5 per cent a yearago. On this basis, the probablemaximum yield for 1918 was put at490,000,000 bushels conipnred with855,000,000 bushels In 1915. Asidefrom this statement dispatches were

at hand telling of crop damage Innearly all parts of the winter wheatbelt and laying especial stress on'fheneed of rain In. Kansas and Nebraska.

Foreigners took held freely in thebuying of future deliveries of wheatand besides purchased 750,000 bushelsfor immediate export. In tills connec-

tion, decided significance was attach-ed to word that reserves of wheat jti

Holland were exhausted, and that th

Dutch government had decided to oo- -

tain In America 100,000 tons over andab0Ve the ordinary monthly quota,

J To(Jav.s gt figures showed that inweek the market had made an ex- -

- . n . . .treme gain ot i?sc a ounnw.

Corn strength was derived mainly

from . wheat. The bulls, however, pointed out also that receipts weresmall, the visible supply falling off

and that large sales of corn were be-

ing made at Kar.sa? City to go to Bal-

Temporary Setback Suffered

by New York Central; Lack

of Public Interest in Market

Is Noticeable,

Mr MOKMINa JOUVNAk XCIAL LIAltD WISSl

New York, April 3. Stocks opened

the week with a wide variety of gains

that embraced almost every part of

the list except the mora potential inv-

estment-issues. Kails were barely, steady and occasionally heavy, NewYork' Central suffering another tem-

porary setback.Trading- was of the same desultory

character as that which attended themajor operations of the precedingmonth. A further lack of public interest was noticed, but this was partly counterbalanced by greater activity in well known specialties, such asCrucibki Steel and American Locomo-tive In the war croup, the motors, sugars and distilling Issues. Sharesof the Bilver producing companiesalso loomed into prominence on thecontinued advance in that metal, which rose to Glc an ounce, Its

maximum price since the outbreak of

the war. I

Kennecott and Miami coppers wereelevated to record quotations, 59 and

39, respectively, South Porto Kicosoared to new heights on Its advanceof 9 to 219Vi, and Jewell Tea wassimilarly distiiiBulshed, rising oVs

to f.!.Industrial Alcohol was in the fore-

front throuRhout the session, makingan extreme gain of 9Ji to 165.

Stocks of no especial designation fol-

lowed the movement of specialtieswith gains of 1 to 3 points. Mexicanswere slightly depressed at the outsetbut moved upward later.

United States Steel enlivened in thelater session on its large overturn, in-

cluding one lot of 3,500 shares. The

stock rose 1 M to 85, and infusedgeneral strength to the llwt at theclose. United Fruit and Marino pre-

ferred were In demand at appreciablegains.

Total sales amounted to 510,000

shares.Moderate unsettlement was shown

by the foreign exchange markets, sterling, francs, marks, llres andkronen (Austrian bills) weakening ir-

IF KIDNEYS IDBLADDER BOTHER

Take Salts to flush Kidneys

and neutralize irritat-

ing acids,

Kidney and Bladder weakness re-eu- lt

from urlo acid, says a noted au-

thority. The kldneya filter this acidfrom the blood and pass It on to thebladder, where it often remains to Ir-

ritate and inflame, causing a burning, scalding sensation, or setting up anirritation at the neck of the bladder, obliging you to seek relief two orthree times during the night. Thesufferer is in constant dread, the wa-

ter passes sometimes with a scaldingsensation and is very profuse; again, there la difficulty In avoiding it.

Bladder weakness, most folks callIt, because they can't control urina- -

linn while it la extremely annoyinnana sometimes very painful, this s

really one of the most simple aumenisto overcome, aet about four ounces of

,falt8l.,rro.m.y,0u.r,i": MJrl:ter before breakfast, continue this fortwo or three days. This will neutralize the acids In. the urine so it nolonger lg a source of irritation to thebladder and urinary organs whichthen act normally again.

Jad. Salts is inexpensive, harmless, and is made from the acid of grapesand lemon Juice, combined with litnia,

nd is used by thousands of folks whoare subject to urinary disorders causedby uric acid Irritation. Jad Salts Issplendid for kidneys and causes nobad effects whatever.
