EDITORIAL -

ARCHITECTURE ON THE MOVE

The profession of Architecture in A l a ­bama is on the move. We have only to look and see the tremendous building programs i n our cities and counties to be convinced of this fact. Yet we are told that this is only the beginning of what w i l l be i n the period ahead.

W i t h the i n f l u x of industry and the population explosion, come demands fo r more scuools, more offices, more plants, as w e l l as additions to present facil i t ies. Many architects are being called upon increasingly to design homes, as an ap­preciation f o r the services of this pro­fessional becomes apparent against the f ad ing post-war push of mass produced pi l l -boxes f o r the populace.

Architects are busy people today, and not only at the d ra f t ing table. Most are tak ing seriously the job of commuiii ty enlightenment through the avenues of­fered by the fou r A . I . A . chapters.

Whi le Nor th Alabama architects have we l l - s t a f fed committees to work for betterment i n such areas as u t i l i t y dis­t r ibu t ion , ordinances, master landscape planning, visual surveys and recreation areas (to name a f e w ) , they are st i l l ardently pressing fo r preservation of i m ­portant historic structures. A t the other end of the state, architects in Mobile have nearly completed their successful part icipat ion is historic preservation w o r k over the past few years and are moving into more urgent municipal problems.

In the capitol city, Montgomery ar­chitects were active i n the selection of a ci ty planner to co-ordinate the mas­sive program that is fast coming to focus. A n d i n Birmingham, architects in the Magic City (long used to active ar t ic ipat ion as evidenced by their her­culean achievements in the Operation New Bi rmingham program) are spend­ing valuable hours in cooperation wi th various c i ty departments to s imp l i fy and equalize certain specific regulations.

Of great importance to the architects of the f u t u r e w i l l be the ground work now being la id by the Foundations for Archi tecture and the Bui ld ing Sciences at A u b u r n Universi ty . Dean Wi l l i am Speer is personally vis i t ing every A . l . A . chapter to explain the particulars of this f a r reaching program.

Al though s t i l l a f ledgling, the year-old Alabama Council of Architects is p roving a v i t a l coordinating force state-

DESIGN STUDIO As a student progresses through the f i v e year

sequence, the design studio is always the center of educational experience. Here he forms his ideas and concepts of architecture and grows i n his understand of the design process. A group of f i f t h year students under Professor Newton LeVine are exploring various approaches to t own planning i n connection w i t h Madison County dur ing the past f a l l . Vis i t ing critics such as Professor Huber t H o f f ­mann f r o m Austr ia enrich the design program and provide class stimulus.

CRITIQUE w i t h

EDWARD DURRELL STONE The opportuni ty to discuss architec­

tu ra l problems w i t h recognized leaders i n the profession is always an exci t ing prospect fo r the student. Such an op­por tun i ty was realized dur ing the Firs t A n n u a l Alabama Council Convention w i t h the invi ta t ion of Moreland Smith to the students to meet in his home for a discussion w i t h Edward D u r r e l l Stone. The fou r th year design class under P ro ­fessor Ralph M o r r i l l brought their solu­tions to a marr ied student housing p r o j ­ect to Montgomery fo r a review and cr i t ique by M r . Stone, and later ex­hibi ted them at the convention.

COMPETITIONS AND DESIGN PROGRAMS

Competitions w i t h i n the school such as the Alabama Gas Competi t ion and A I A Scholar ship Competi t ion o f f e r an incent ive to the design program. Dur ing past months the t h i r d year class, under Professors N i ck Davis and Adnan Taspinar, have developed a p rog ram sponsored by the Alabama Concrete Indus t r ies Assn. which offers a cash award to the w i n ­ner. This organization also sponsored a f i e l d t r ip to Mobile fo r the students (see F e b r u a r y A l a b a m a A r c h i t e c t ) . The problem was the design of a college art museum f o r the A u b u r n campus, I t was judged by a j u r y composed of Ed Baumhauer A I A , Mobi le , Charles Blondheim A I A , Eufaula, and several f a c u l t y members. Four d i f f e r en t solutions to the problem are shown in mass model studies.

The Frederic Child Biggin Memorial Loan Fund of the American Institute of Architects was established by resolution in 1946 by the Alabama Chapter, AIA, for advanced students in Architecture at the Alabama Polytechnic Ins t i ­tute, now Auburn University.

Frederic Child Biggin was the first dean of the School of Architecture and the Arts and a teacher of Architecture for 27 years. An Emeritus member of the Alabama Chapter, AIA, in 1939, he was advanced to Institute Fellowship in recognition of his services in the field of architectural education.

During 1965 loans to students totaled $2,600. Payments of $1,031 were made on student loans, and presently there are outstanding loans of $3,732.35.

Priority is given to f i f t h year design students. Applications for the Biggin Fund Loans are accepted by the School of Architecture and Arts twice each year, during the first month of Fall Quarter and the first month of Spr ing Quarter, which is announced to fourth and f i f t h year design student classes. Students are requested to f i l l out an application form and to write a letter requesting the loan, giving the reasons for need. The interest rate of three per cent after graduation conforms with the rate of interest charged by the Auburn University Office of Student Loans. Repayment of the loan usually begins about one month after graduation. The amount of the loan depends upon previous indebtedness and the approval of the committee, which consists of Dean William A. Speer and other appointed members.

The President Speaks: One of the most stimulating and am­

bitious of the current endeavors of the Institute is its "War on Ugliness" which has caught the imagination of Chapters and Communities thruout the Nation. The objectives of this program can be stated, simply, as (1) creating an awareness in the public eye of the scope and dimension of the ugliness that mars the environs of every urban area in America, and (2) developing the desire, the resolve and the programs to eradi­cate this blight.

No one wi l l question the reality of the depressing effect imposed on man's sensibilities by the sight of acres of junked automobiles, by vast jumbles of neon made illegible by their mul t i ­plicity, by dirty streets and highways or streams fouled with sewage and refuse. Conversely, no argument can be raised against the spiritual " l i f t " man expe­riences in the presence of beauty, be i t natural or man-made.

Wi th this knowledge and background, The North Alabama Chapter has spear­headed the "War" in our State, and their activities are reported in this issue. The Alabama Council commends these architects highly for their civic mindedness and strongly urges the other A I A Chapters, in concert with public officials and civic leaders of their communities, to do likewise.

H U N T S V I L L E . . . While the rumble of another static test f i r ing of the

giant Saturn booster fades in the distance, the clatter of an almost unbelievable number of large concurrent con­struction projects picks up tempo in Huntsville's down­town area. "Ainazement" seems to be the typical re­action of the many visitors to this 140,000 plus popula­tion city. But measured in terms of design excellence and the quality of human responses, how is she measur­ing up to her opportunity? While evidence of man's great technological achievement abounds on Redstone Arsenal on Huntsville's west border, it would be truly ironical for the "Rocket City" to fa i l in providing her citizens wi th a pleasant, stimulating living environ­ment.

At the heart of any city's prospects is its down­town area. There are now in various stages of planning and execution six urban renewal projects underway in Huntsville's downtown area, (see map) Prime objec­tives in this renewal effort are to renovate the central business district, relieve the strangle-hold traffic has on the CBD, to link the CBD to the "shopping street" that Memorial Parkway has become during the city's boom years, to continue its mission to alleviate local area slums and blight and to provide sanitary and decent homes for low income families.

While her Research Park and the Huntsville campus of the University of Alabama expand to the west, while a treasure of 19th century architecture is being wrapped in .a protective cloak to the east and traffic arteries are going through major changes in all quarters, the down­town area is taking on new dismensions and increased vitality. Huntsville, Alabama, is fast approaching its goal of becoming the first city i n the United States of com­parable age and size to be completely "slum free."

able properties. Rapid access and ample parking wi l l facilitate the high volume of traffic attracted by the pub­lic, financial and related institutions located in the 47 block area. I t w i l l provide a CBD traffic loop that wi l l feed into a peripheral system of multi-story parking garages, the first of which (see photo) is now out for bids. Focal point of the area is a super-block on which the new Madison County Courthouse is sited with its landscaped pedestrian mall system providing a haven for office workers and shoppers, (see front cover) The walking areas wi th covered canopies w i l l penetrate the walls of Court House Square with arcade-connectors to the parking garages which w i l l house a total of 4,000 cars.

Area B, the Big Spring Project, is the first and largest step of a three phase Central Neighborhood Re­newal Plan which ultimately wi l l eliminate sub-standard housing, traffic mazes, parking shortages, and a rapid devaluation of property. In its place w i l l be smooth flowing property, expanded low-rent housing, preserved historical homes and a commercial link between the Memorial Parkway and a revitalized downtown.

Area D, Phase I I I of the General Neighborhood Re­newal Plan, mil l be the f ina l area to be redeveloped under current long-range plans. This project w i l l provide the f inal portion of a site for the eight m i l l i o n dollar Civic Arts Convention Center just awarded to a col­laboration of four Huntsville architectural f i r m s .

Area E, the West Clinton Street Project, was the f i rs t Urban Renewal Area undertaken and consequently the f irst finished. The large revenue taken f r o m the shopping center and office buildings (see photo) w i l l soon completely return the city's investment. The to ta l current redevelopment is assessed at $3,276,800 upon which investors are annually paying over $33,588.00 i n real estate taxes which is in addition to regular sales and business taxes. The real estate tax alone w i l l repay the city's share of the cost wi thin five years. This is contrasted to the same area in 1965 when the assessed valuation of $128,000 brought the city $5,000 i n income.

automobile dealers in that area feel that the proximity of competitors is a mutual benefit and have expressed pleasure with the environment created by the Urban Re­newal Plan.

A l l of these Urban Renewal Projects have been ac­complished through the Housing Authority of the City of Huntsville, Alabama, under the guidance of Nathan F. S. Porter as Executive Director. The Housing Author­ity, now in its twenty-f i f th year of operation has pledged to continue its efforts through the coming years to make our city a better place to live. Nathan Porter says, "Our work can never be completed until all slum areas have been destroyed and all low income families have been able to obtain standard dwelling units."

Chaotic Growth for Huntsville ' . . . by no means. If the architects in the city keep their vision on the horizon of what can be and accept the responsibility that is theirs to set high standards and inspire their fellow citizens to excellence in thought and deed . . . she truly has a magnificent destiny.

Without the forcefulness of a dic­tatorship or the efficiency of a mo­narchy, it is obvious that Alabama's urban areas wil l not become Utopias by edict. Nor, as architects seriously study their community's growth pat-terna and the influences resulting, does instant beautification by edict seem really desirable. Rather, it is to the well-considered, broad-based but unrelenting program of inciting com­munity action in creating vital and enriching urban areas that the archi­tects must commit themselves. Fa i l ­ure in this effort, in which the A I A "War" should serve as an important catalyst, would be an admission that, "in the 20th century, the American character, buttressed by wealth, po­litical stability, and mechanical in­genuity, was unequal to the task of creating a decent living environment for its people." ( A I A president Morris Ketchum).

In North Alabama, thirty-five school, civic, government and church groups have viewed the fi lm "No Time for Ugliness" and discussed its local ap­plication with A I A chapter representa­tives. The 20-page illustrated bro­chure of the same name has been placed in the hands of major public officials by members of the central "Strategy" committee. T V stations in Decatur and Huntsville have aired the film also, but plans include panel-discussion type follow-up programs— the important thing being to translate principles and broad objectives into a sequence of purposeful, enduring pro­jects.

In the immediate future is perhaps the most important milestone to date in the North Alabama Chapter's "War." Huntsville's city commission, badgered by many growth problems, will discuss with the Chapter "Strat­egy" committee, the establishment of the Chapter's seven-point approach as a basis for all present and future ef­forts by the many organizations in­volved. The Chapter has recognized and thus recommends that any such presentation must be comprehensive, creative, and include documentation of the specific problems to be solved —and that its implementation must relate realistically to the fiscal pro­gram of the city government.

URBAN RENEWAL IN FLORENCE and DECATUR

DECATUR'S CIVIC CENTER The location of the new civic center

for Decatur is intended to achieve a tie between the two separate downtown areas. Historically Decatur is two towns: Old Decatur or Bank Street Area and Albany or Second Avenue Area.

The civic center is planned as a mall linking the two business districts with a central governmental core. The nucleus of the center is an area already containing the new Federal Building and the Chamber of Commerce B u i l d ­ing. The future City Hall and Library Buildings, now in the planning stages, are expected to go here also.

PROJECTS IN FLORENCE Florence has achieved one of the

most comprehensive and well-balanced smaller city urban renewal programs in the nation. Located in the heart of T V A country, it has combined its own resources with Federal assistance to achieve: New housing for low income and elderly; middle income housing; de­creased slums and blight; historic pres­ervation; new school hospital facilities; and increased tax revenues.

A summary of the Florence program follows:

Handy Heights: The city has received several awards and national attention for the Handy Heights renewal program, begun in 1954. Named for W. C . Handy, composer of the St. Louis Blues, who was born in the area, it contained sub­standard dwelling units on a 26 acre area before redevelopment. There were no streets, gutters, paving, or plumb­ing. Water, sewers and utilities were generally unavailable. Al l the families were of low income, two-thirds receiv­ing public assistance.

The renewal plan called for reten­tion of the church where Handy's grandfather preached some 125 years ago and 16 of the homes. After replat-ting and subdividing, installation of gutters, sewers, etc., some of the re ­tained homes were moved onto new lots, the owners using the proceeds of the sale of their houses for moving and upgrading.

Before his death Handy contributed money for restoration of his birthplace, and it is now a memorial museum.

On the remaining land, new single-family houses were built and sold under F H A section 220 mortgages at prices from $9,700 to $10,700. Neighborhood additions include a new school, recrea-

This planning is being realized through the efforts of the local govern­mental bodies with the help of the D e ­catur Housing Authority and director, Charles Parker, and planning consult­ant. Ewald and Associates.

tion area, swimming pool, garbage c o l ­lection, fir protection, and a bus l ine. Before redevelopment, the area brought the city $325 per year in taxes. Now the city receives more than $2,500 per year.

Eliza Coffee Memorial Hospital Project is immediately adjacent to the county-city hospital and a high school. O n the land were 45 slum houses, without plumbing or utilities, creating a serious hazard to the hospital and school b u i l d ­ings. The housing has been c leared, and ten acres sold to the hospital for facilities, costing $2 million to construct. A mental health building is being planned. Three acres were sold to the school for a playground addition.

Florence State College Project: Wi th i n ­creasing enrollment at F lorence State College, new facilities were required , but land was unavailable. A d j o i n i n g the college was a 30-acre site conta in ­ing over 75 dilapidated residences. These were cleared, and the site sold to the College. New dormitories, a science building and a student center are under construction.

Florence Center covers 116 acres a n d includes the central business distr ict . More than 300 mercantile and c o m m e r ­cial parcels are involved. T h i s is p r i ­marily a conservation and rehabi l i tat ion project intended to modernize and u p ­grade the obsolete downtown area .

East Hill project is now in the p lann ing stage. It covers a basically sound, but deteriorating neighborhood, w i t h over 300 houses in an area of 105 acres. T h e city plans upgrading of the ne ighbor­hood under the "Concentrated Code E n ­forcement Program," authorized in the Housing and Urban Development A c t of 1965.

Baumhauer Addresses Alabama Concrete Industries Conference

"It is a pleasure to be with you to­day representing the American Insti­tute of Architects, and it is particu­larly pleasing to participate in your Alabama Concrete Industries Associa­tion program recognizing these archi­tectural students for their achieve­ments in design. I would like to add our congratulations to these young men for their fine work.

I would like to express to you, the members of the ACIA, the apprecia­tion of the AIA for your interest in the educational processes of young architects. Through this program, you exposed some 30 young men to some of the problems and possibilities in­herent in the use of concrete.

While the design problems formu­lated by the faculty required exten­sive research and study at the Uni­versity, they were also given the ad­vantage of observing first hand the manufacture and use of concrete in many of its forms, from convention­ally reinforced, to pre-stressed. to pre­cast exposed aggregate, to block and so on. It is impossible to gauge with any accuracy the impact of direct ob­servation on the education of students who have been more or less cloistered, but it is considerable.

Perhaps they realize for the first time the infinite variety of shapes and forms that are possible due to the plasicity of concrete, that it is not only a utilitarian, working material, of great durability and strength, but that it has beauty within itself when properly used.

One of the major concerns of the AIA is the abrupt change from the generally theoretical aspects of the five academic years to the generally harsh practicalities of the three years of ap­prenticeship. We recognize that we need to inject more of the professional problems into the formal education, and we need to inject more continuing edu­cation into the Profession.

The concept and execution of the ACIA program made a real contribu­tion toward this end, and Architecture as a whole, from educators to practi­tioners, are deeply grateful."
