DEARFRIENDS,

TheunspeakableactofviolencethattookplaceinOrlandohasrockedthiscommunity,ournationandallcitizensof

theworld,toourcore.Thelargestmassshoot-inginAmericanhistorystolethelivesof49innocentLGBTQpeopleandallies,andinjured53otherssimplybecauseofwhotheyareandwhotheylove. These49LGBTQpeopleandallies,mostofthemLatinx,werebrothersandsis-ters,sonsanddaughters,friendsandneigh-bors,boyfriendsandgirlfriends,husbandsandwives.Butaboveall,theywerehumanbeings—humanbeingswhowereloved,whohadhopesanddreamsforlongandfulllives.Anditisuptoustokeeptheirmemoriesaliveandtofightbackagainstthishate. That’swhyHRC’sBoardofDirectorsconvenedanemergencysessioninthedaysaftertheOrlandoattacktoadoptaresolutionaddressingtheepidemicofhatethathasfueledanti-LGBTQ-motivatedmurder,assaultanddiscrimination,aswellascommonsensegunviolencepreventionpoliciesthatwouldhelpkeeptheLGBTQcommunitysafe.IthasbecomepainfullyandtragicallyclearthatthesafetyandequalityofLGBTQpeopleintheUnitedStatesrequirestheadoptionofcom-monsensegunviolencepreventionmeasures,includinglimitingaccesstoassault-stylerifles,expandingbackgroundchecksandlimiting

theabilityforsuspectedterroristsandthosewithahistoryofdomesticabusetoaccessguns. Thedeadlyattackagainstourcommu-nityatPulsenightclubwastheresultofatoxiccombinationoftwothings:aderanged,unstableindividualwhohadbeenconditionedtohateLGBTQpeople,andeasyaccesstomilitary-styleguns.Itisimperativethatweaddressbothissuesinordertoprotectourcommunity.Asasociety,wemustholdac-countablelawmakers,religiousleadersandotherpublicofficialswhoputatargetonthebacksofLGBTQpeoplethroughhatefulrhet-oricandlegislation,becausetheyarecom-plicitintheviolencefueledbytheirwordsandactions.Andtoday,thesafetyoftheLGBTQcommunityalsodependsonourabilitytoendanepidemicofgunviolencethathasspiraledoutofcontrol. Ultimately,thehatredthatmotivatedthisattackinOrlandoisthesamehatredthatkilledMatthewShepard.ItisthesamehatredbehindthekillingsatEmanuelAMEChurchinCharleston,themurdersofthreeMuslimstudentsinChapelHillandthemassacreataSikhtempleinWisconsin.Anditisthishatewemustworktodefeateachandeveryday.BecauseweareMuslimandJewish,weareblack,whiteandLatinx,weareimmigrantsandwomenandpeoplelivingwithdisabilities.Ourcommunityisasdiverseasthefabricofournation. Soaswemarchforwardinthewakeofthistragedy,withthememoriesofthevictimsheldclosetoourhearts,wemustprovewhatwehaveprovensomanytimesbefore:Thatwewillnotbesilenced,wewillnotbeintimi-dated,becausetogether,wearestrongerthanfear,andlovewillalwaysconquerhate.

W E A R E OR L A ND O Sunday, June 12, 2016. It’s a day that many will never forget — the day when we woke up to the news of the horrific rampage during Latin Night at the Pulse nightclub in Orlando, Fla.

The largest mass shooting in u.s. history stole the lives of 49 lGbtq people and allies — some only teens — and injured 53 others. They were shot down because of who they are and who they love. Most of the victims were Latinx.

We’ll hold the memories of the victims close to our hearts. And we will fight tirelessly every single day against this hate.

“LGBTQpeople,weareMuslims,wearewomen,weareLatinos.Weareasdi-verseasthefabricofthisnation,”hetoldCNN.“Anyattackonanyoneofusisanattackonallofus.”Later,HRCSouthernRegionalFieldDirectorJoeSaundersspokeatatributeinOrlando,whichdrewtensofthousandsofpeople(above). HRCalsounderlinedtheurgencyforthecountrytoadvancefulllegalequalityatthecity,stateandfederallevel,includingpassingtheEqualityAct,acomprehensivenon-discriminationbill.Inaddition,HRCand35othercivilrights,educationandprofessionalgroups,sentalettertotheU.S.Senate,urgingittoensurethatthefederalgovernmenthasadequatefundingtorespondto—andwhenpossible—pre-vent,hatecrimes.

heldalengthysit-inattheHouseofRepresentativesinprotestoftherefusalbyHouseGOPleaderstoallowavoteongunsafetyaftertheOrlandoshooting.Instead,aHousecommitteeheldahearing—ontheone-monthanniversaryoftheattack—onadeeplydiscriminatinganti-LGBTQbill.HRCand50othernationalorganiza-

tionsand20stateandlocalorganizationsurgedthecommitteechair,Rep.JasonChaffetz,R-Utah,inalettertocanceltheHouseOversightandGovernmentReformCommitteehearing.Thelegislation,theso-calledFirstAmendmentDefenseAct,orFADA,wouldsanctiontaxpayer-fundeddiscriminationagainstLGBTQpeople. “Asasociety,wemustholdaccount-ablelawmakers,religiousleadersandotherpublicofficialswhoputatargetonthebacksofLGBTQpeoplethroughhate-fulrhetoricandlegislation,becausetheyarecomplicitintheviolencefueledbytheirwordsandactions,”saidGriffin. “ThesafetyoftheLGBTQcommu-nityalsodependsonourabilitytoendtheepidemicofgunviolencethathasspiraledoutofcontrol,”hesaid.Daysaftertheshooting,HRCmadeasignif-icantpolicyannouncement,callingforcommonsensegunviolencepreventionmeasures.(See p. 13.) ENDORSING A COMMONSENSE APPROACH TO PREVENTING GUN VIOLENCE

DaysaftertheOrlandoattack,theHumanRightsCampaignBoardofDirectorsadopted

aresolutionrecommendedbyHRCPresidentChadGriffinaddressingboththeepidemicofhatethathasfueledanti-LGBTQ-motivatedmurder,assaultanddiscriminationaswellascommonsensegunviolencepreven-tionpolicies. Fordecades,LGBTQpeoplehavebeenatargetofbias-motivatedvio-lence.Easyaccesstodeadlyweaponshascompoundedthethreat.HRC’snewresolutionestablishesanorga-nizationalpositionthatthesafetyofLGBTQpeopleinthiscountryrequirestheadoptionofcommonsensegunviolencepreventionmeasures.Theyincludelimitingaccesstoassault-stylerifles,expandingbackgroundchecksandlimitingtheabilityforsuspectedterroristsandthosewithahistoryofdomesticabusetoaccessguns. HRCwillworkincoalitionwithgunsafetyadvocatesandotherallies,intheLGBTQmovementandbeyond,tostemtheepidemicofgunviolence. “Forty-ninemembersofourcom-munityweremurderedinOrlandobecauseofatoxiccombinationoftwothings:aderanged,unstableindividualwhohadbeenconditionedtohateLGBTQpeople,andeasyaccesstomilitary-styleguns,”saidGriffin.“Itisimperativethatweaddressbothis-suesinordertomitigatesafetyrisktoourcommunity.”

Inanothertributetothe49Orlandovictims,HRCcreatedatow-eringmemorialontheoutsidewallsofHRCheadquartersinWashingtontothe49peoplewhodied—manyofthemteens,themajorityofthemLatinx—byinstallinghugeimagesofeach,withtheirnames,ontheout-sideofthebuilding.

Soonafterthetragedy,EmmyAward-winningdirectorRyanMurphyaskedHRCwhathe

coulddotohelp.HeandproducerNedMartel,withtheircolleaguesatRyanMurphyTelevision,createdaspecialvideotribute,sharingthenamesandindividualstoriesofthe49peoplewholosttheirlives.Actors,directors,musiciansandothersjoinedtheeffort,shotinLosAngeles.Eachvignetteinthe18-minutevid-eobeginswithaphotoofavictim,followedbyacelebritysayingtheirname,ageanddetailsabouttheirlives:whattheylovedtodo,howtheyfellinlovewiththeirpartners,orchal-lengestheyfacedintheirlives. “Thehatethatstolethese49individualsfromallthosewholovedthemhasbeenallowedtoflourishinourcountryfortoolong,”saidMurphy.“Nopersonisbornhatinganother,andwehaveanobligationasAmericanstostandupagainst

What exactly is a hate crime? It’sacriminaloffensecommittedagainstapersonthatismotivatedbybiasagainstthatperson’srace,ethnicity,religion,disability,sexualorientation,gender,orgenderidentity.Withtheaddedelementofbias,thesameoffense—forexample,murder—maybeprosecutedasbothatraditionalcrimeandahatecrime,andthepenaltybecomesmoresevere.Hateitselfisnotacrime,sothoughtsandspeecharenotpun-ishedunderhatecrimelaws. Althoughhatecrimesoftentargetindivid-uals,theimpactextendstobroadercommuni-ties.Thesecrimesaffecteveryonebycreatingenvironmentsoffear,distrust,andviolence.TheFBIalsowarnsthathatecrimesaredangerousbecausegroupsthatpreachhatredandintoler-anceplanttheseedsofterrorism.

Don’t we already have federal laws addressing hate crimes? Yes,twofederalhatecrimelawsallowthefederalgovernmenttoprovideassistanceininvestigatingandprosecutinghatecrimes.TheCivilRightsActof1968providesprotectionsforrace,ethnicity,andreligion.TheMatthewShepardandJamesByrd,Jr.HateCrimesPreventionActof2009expandsprotectionsforgender,sexualorientation,genderidentity,anddisability.The2009ActcommemoratesShepardwhowastorturedandkilledin1998becauseofhissexualorientation,andByrd,whowasdraggedtodeathbehindapick-uptruckin1998becauseofhisrace.

Do those laws go far enough?Despitetheircoverage,federallawshavere-strictedreachforsexualorientationandgender

identity.Unlessacaseinvolvesafederalcrimeorinterstatecommerce,statelawswillusuallyapply.Presently,only15statesandWashington,D.C.,havehatecrimeprotectionsforsexualorientationandgenderidentity,while15statesonlyprotectsexualorientation.Expandedstatehatecrimelawsarethereforeneces-sarytoensureadequateprotectionsandsuccessfulprosecutionswherefederallawsarelimited.

Do hate crimes targeting LGBTQ people occur often?Morethan20percentofhatecrimesre-portednationallyin2014targetedpeo-plebasedontheirsexualorientationorgenderidentity,accordingtothemostrecentFBIstatisticsavailable.AhugeproblemisthathatecrimereportingisnotmandatoryanddramaticallyundercountsLGBTQdata.Morethan2,700cityandcountylawenforcementagenciesnation-wide—about17percentofsuchagencies—havenotreportedasinglehatecrimetotheFBIinthepastsixyears,accordingtoarecentAssociatedPressinvestigation.Eachyear,hatecrimesbasedonsexualori-entationandgenderidentityrankinthetoptypes,afterraceandsometimesafterreligion. Also,victimsofhatecrimesmaybereluctanttoreportcrimesduetofear,embarrassment,ordistrustinlawenforcement.

A CHANGED LANDSCAPE

Be aware, be vigilant. But don’t be afraid.

These are key guidelines for all of us in the wake of the horrific

massacre at the Pulse nightclub.

Hate, bigotry, extremism and easy access to deadly weapons have always been a volatile mix. Deadly assaults are usually moti-

vated by politics, ideology, religious beliefs or bullying. Now, the Orlando killings have shined a light on the LGBTQ community. The security landscape for our community, at least

in the near future, has changed, ac-cording to security experts. Each of us must do our part.

Whether it’s at a local bar, LGBTQ cen-ter or event, be aware of your surround-

ings. If you see something suspicious, report it to law enforcement. If you identify an unattended, suspicious package or bag, don’t touch it. Get well away from it,

and keep others away. Report it to law en-forcement. Also, keep an eye on the mail; be aware of suspicious mail or packages.

Is terrorism directed against the LGBTQ com-munity likely? No. Is it possible? Yes.

But again: The more aware and engaged we are, the safer we are.

SOME OTHER GUIDELINES:

• Ask “What If” questions before an event occurs.

• Know at least two evacuation routes and all shelter locations.

• “Get Out” if possible.

• “Call Out” to police when you’re in a safe location.

• “Hide Out” if you can’t get out – silence your cell phone. Separate. Make a plan.

• “Take Out” the shooter if trapped and you have no op-tions. Fight like there’s no tomorrow, if you can.

In the early morning hours of Sunday, June 12, 2016, Roxy Santiago and other volunteers at Orlando’s

LGBTQ Center woke up to frantic online messages from friends, scanned the news and then rushed to the Center. That day, and for the long, wrenching days that followed, Santiago and her colleagues worked as best they could to support the scores of victims, the injured and their loved ones after the country’s largest-ever mass shooting. The Pulse nightclub was minutes away, at a bar they knew well. Santiago, recently elected to the Center’s board, is also a Human Rights Campaign volunteer. Born in San Juan, Puerto Rico, she moved to Florida from New York about 20 years ago.

How are you doing? Holding up OK? Well,letmetakeadeepbreathonthat.Therearetimeswhenthedaysgetintertwinedwithotherdays,andI’mcon-fusedbywhichdayitis.Otherwise,IthinkI’mdoinggood.

What was it like at the LGBTQ Center after the shooting? IwentovertotheCenterandafterallthehugsweregiven,wewentrighttowork.Whenthecallscamein,weknewwhatpeopleneed-ed.Weknewpeoplewerewaitinginlinetogivebloodforthreetofivehours.FoodwasneededforthefirstrespondersattheUnitarianChurch,wherethegriefcounsel-orswere,andwaterforthepeopleinlinetodonateblood.Thetemperaturewashotout,probablyinthe90s. MostofthevictimsweretakentotheOrlandoRegionalMedicalCenter;manycouldwalktherewithpoliceofficers—it’sactuallyveryclosetoPulse.Thevolunteerswerewonderful.Andpeopleweredrop-pingthingsoffleftandright,andwegotdriverstodrivethemwheretheyneededtogo.Everyonecametogetherandtookcareofitsobeautifully,noquestionsasked.If

weneededsomething,itwasthere.Ifweneededattorneys,therewassomebodythere.We’restillcoordinatingattorneysnow—immigration,visas,whateveryouneed—thecallsarecomingin.

Any thoughts on how this tragedy may affect the LGBTQ community?It’shardtosay.Ireluctantlywenttoahatecrimesgathering,helddaysaftertheshooting,aftergettingane-mailfromaU.S.JusticeDepartmentofficialaboutit.OnceIwasthere,though,Irealizedthatwereallyneededtohavethatconver-sationamongdifferentmembersofthecommunity—includingtheFBI,OrangeCounty,OrangePoliceDepartment—whowereinvolvedaftertheshooting.Irealizedthiswasanopportunitytospeakandtobeheard. Whathappenedwasahatecrime.IthappenedtoourLGBTQcommunity.IthappenedonLatinNight.Wecangetthewordoutaboutourlivesandwhoweare,andaboutPulse.Iknowtherhetoricwas,“Well,itwasnotreallygaynight.ItwasLatinnight.”PulseisanLGBTQbar.Thereasonthatbaristhereisbecausethe

ownerlostherbrothertoAIDSandshewantedtomakesurethatwekeepdanc-ingforherbrother.

How can we maintain the dialogue between the LGBTQ and Latinx communities? Weneedtohavemoreconversations,partnerwitheachotherateventsandpersonallyinvitetheLatinxcommunitytoourLGTBQevents.AsLatinx,wearepronetosocializewithotherLatinx,toholdspecificallyLatin-themedevents.ButIalsonoticethatmostLGBTQeventsarenotheldincom-munitiesknowntobeLatinxcommunities. Bothsideswillneedtotakestepstobringeachothertogether—weoweittotheoneswelostandtothefuturechil-drenofAmerica.ThetragedyhasbroughtpeopletogetherfromallbackgroundsinsupportoftheLGBTQandLatinxcom-munities.Ithasalsocreatedsolidarityofloveandsupportbetweenthetwo. Together,wewillbeevenmoreofaforcetobereckonedwith,whenitcomestolawsaboutequality,aboutourlivesandwhowelove.

thoughtprocess”astheOrlandokiller.Laterthatweek,TrumpcampaignedwithNorthCarolinaGov.PatMcCrory,amongthemostanti-LGBTQgovernorsnowinoffice.InearlyJuly,heofferedafull-throatedendorsementofNorthCarolina’sHB2,oneofthemostanti-LGBTQlawsinournation’shistory. Trumpstillinsiststhathehasearnedourvote—despitehisopposi-tiontomarriageequality,hisendorse-mentofKimDavis-stylediscrimination,hispromisetoundoPresidentObama’sexecutiveordersandhisrepeatedattacksonLGBTQAmericanswhoareMuslim,whoarewomen,whoareimmigrantsorwhoarelivingwithdis-abilities.Tobeclear,Trumpwouldbeourenemyinchief. Hiswordshavecomfortednoone,particularlythosewhoaremourningthelossoflovedoneskilledinOrlando,HRCPresidentChadGriffintoldCNN.“WhatDonaldTrumpisofferingisn’tprotection.It’spoison,”hesaid.Trump“haspromoted

theballotthiselection.Ourop-ponentsarethreateningtorollbackourprogressandbuildwallstoholdusback.Theyhavevowedtoworktorepealmar-riageequalityandpushforthepassageofthediscriminatory,so-calledFirstAmendmentDefenseActwhichwouldbringKimDavis-stylediscriminationtoourfederalgovernment.

Fortunately,HRC’spollingshowsouropponentsareincreasinglyfinding

themselvesintheminority.Inseveralbat-tlegroundstates—includingFloridaandNorthCarolina—thenumberofLGBTQadultsaloneexceedstheaveragemarginofvictoryinthelastthreepresidentialelections. That’swhyit’ssocrucialthatwecontinueorganizingtoelectpro-equal-itycandidates.TheLGBTQcommunitycanmakeadifferenceinkeystatesaroundthecountry,tosaynothingofpro-equalityvoters.Infact,HRC’spollinghasfoundgrowingsupportforLGBTQequalityfromvotersaroundthecountry. PollsshowthatalliesoftheLGBTQcommunitycanplayacrucialrole,too,onElectionDay.Didyouknowthatnearly9in10Americansknowsomeonewho

isLGBTQ?Further,morethanone-thirdofAmericansknowsomeonewhoistransgender. Whenwespeakoutaboutourlivesandthecontinuingchallengesweface,wecanchangeheartsandminds.Andourstoriesareimportant. ThatiswhywemustcontinuetoshareourstoriessowecanpushCongresstopasstheEqualityAct.AnenormouspercentageofLGBTQAmericanshaveexperienceddiscrimina-tion.Sixty-threepercentreportexperienc-ingdiscriminationintheirpersonallives,and47percentofthesereportexperienc-ingdiscriminationintheworkplace. Thenumbers,below,showhowAmericanssupportequaltreatmentunderthelaw.

A 55 PERCENT MAJORITY OF VOTERS are less likely to support a candidate for president who opposes allowing same-sex couples to marry, including 40 percent who strongly oppose. This majority includes three key groups that all voted Republican in the last election — independents, married women and white millennials. Only 28 percent are more likely to vote for a president who opposes marriage equality. [GQR* for HRC, July 2015]

A 59 PERCENT MAJORITY OF VOTERSare less likely to support a candidate for president who opposes protecting LGBTQ people from discrimination. This is not just a progressive base issue. A 61 percent majority of independent voters say they are less likely to support a candidate who opposes these pro-tections, as do 58 percent of Catholic voters, 54 percent of blue-collar voters and 60 percent of married women. FULLY 60 PERCENT OF AMERICANSare less likely to support a candidate for president who supports laws al-lowing government officials such as Kim Davis to discriminate and deny services to LGBTQ people. 1. Eliminating Nationwide Marriage EqualityTrumphaslongopposednationwidemarriageequality,callinghimselfa“tra-ditionalguy,”evenwafflingonwhetherhesupportscivilunions.ThepresumptiveGOPpresidentialnomineetold“FoxNewsSunday”hewouldappointjusticestotheU.S.SupremeCourtwhowouldreversenationwidemarriageequality.Evangelicalvoterscan“trustme”toop-posemarriageequality,Trumphasprom-isedconservativeleaders.

2. Signing a Law Sanctioning Kim Davis-Style DiscriminationTrumpalsosupportsadisgustinganti-LGBTQbill,theso-calledFirstAmendmentDefenseAct(FADA).Ifpassed,thisbillwouldenablediscrimina-tionagainstLGBTQpeoplenationwide.“IwilldoallIcantomakesureit[FADA]comestomydeskforsignaturesand

enactment,”hewroteinalettertotheAmericanPrinciplesProject,afar-rightgroup. Specifically,FADAwouldallowor-ganizationsandbusinessescontractingwiththefederalgovernmenttocircumventprotectionsforsame-sexcouplesandtheirfamilies.Itwouldalsoenablefederalemployeestorefusetofullyperformtheirdutiesiftheybelievetheyconflictwiththeirobjectiontosame-sexmarriage,en-ablingKimDavisesnationwide. Anexample:AnemployeeattheDepartmentofVeteransAffairscouldrefusetoprocessaclaimforsurvivorbenefitsforthesame-sexspouseofaservicemember. TrumpalsotoldtheIowaFaithandFamilyCoalitionthathewouldmakethepassageoflegislationcreatingloopholestodiscriminateapriority.ReferencingChristiansandreligiousliberty,Trumpsaidhewouldsupportsuchlawsbecause“…We’renotbeingprotected,”Breitbartreported.

3. Letting Anti-LGBTQ Governors Write Discrimination into LawInasingleday,TrumpspokeoutofbothsidesofhismouthaboutNorthCarolina’s

extremeanti-LGBTlaw,HB2.Bytheendoftheday,TrumptoldFoxNewshewoulddonothingtointerveneaspresident.“WhatIsupportisletthestatesdecide,andIthinkthestateswilldohopefullytherightthing.” HeissuggestingifastatewantstogothroughwithalawthatputsLGBTQpeopleatrisk,hewillstandbyandhopeforthebest.Hethenwentfurther—of-feringafull-throatedendorsementofHB2atarallyinNorthCarolinaonJuly6.AsfarasTrumpisconcerned,statesshouldbefreetoviolatefederallawsanddenyLGBTQpeopleequaltreatment.

4. Repealing President Obama’s Executive OrdersTrumpsayshelooksforwardtorepealingPresidentObama’sexecutiveorders,i.e.,themeasureprotectingLGBTQemployeesworkingforfederalcontractorsisatrisk. UnderaTrumpadministration,acompanydoingbusinesswiththegovern-mentandreceivingtaxpayerdollarscouldsay“You’refired”toLGBTQemployeesjustbecauseofwhotheyare.“Trumpsaidthatwithinanhouroftakingtheoathofoffice—butpossiblywithintwominutes—hewouldundomanyofObama’sexecutiveorders,”The Washington Postreported.

5. Attacking Those Who Are “Different”Throughouthiscampaign,Trumpbelittlesandmalignsanyoneheconsidersdiffer-ent.TheLGBTQcommunityisasdiverseasourcountry,includingwomen,immi-grants,Muslims,peopleofcolor,peoplelivingwithdisabilities,asylumseekersandothersTrumphasattacked. Considerhisattacksonimmigrants,whomhehascalled“criminals,drugdeal-ers,rapists.”About30percentofLGBTQimmigrants—or267,000people—areundocumentedadults.Trumpwouldde-portthem,breakingupLGBTQfamilies.Hehasalsocalledwomen“pigs”andotheroffensiveterms. TrumpattackedU.S.DistrictJudgeGonzaloCuriel,claiminghehadan“ab-soluteconflict”inacasebecauseofhis“Mexicanheritage”andhismembershipinaLatinolawyersassociation.NotonlyhasTrumprefusedtoapologize,hereportedlyhasurgedcampaignsurrogatestoattackthejudgeforhisheritage.
