LOCAL GOVERNMENT

Local town and village officials are elected for two-year terms in every odd numbered year on the first Tuesday in April and take office on the third Tuesday in April. In villages, six trustees (except in Village of Aniwa - two, and Village of Eland - four) are elected to the village board, three in odd numbered years and three in even numbered years. By statute, city officials are elected on the first Tuesday in April and take office on the third Tuesday in April, except the administrative officials who take office on May 1. By statute 60.75, Lake Sanitary and Sanitary District commissioners are elected on the first Tuesday in April and take office on the third Tuesday in April. Term lengths are 6 years. Shawano County has 25 towns, 11 villages, 2 cities and 3 Sanitary Districts.

The County Treasurer is a Constitutional Officer elected by the voters of Shawano County. The County Treasurer’s office is responsible for the following: tax settlement with local treasurers, collection of delinquent and postponed real estate taxes and the August settlement with all municipalities. The office also prepares and mails delinquent tax statements, and initiates court proceedings to acquire title to properties because of delinquent taxes, including the sale of property taken by Tax Deed. County Treasurer signs expense checks as necessary and distributes upon request; reconciles bank statements and collects monies from all Shawano County Departments; vouchers monies due the State and keeps the record of finances; handles investment of unexpended appropriations; administers the lottery credit program and use value penalty; and is a member of Land Information office.

The Department of Administration directly assists the County Board, County Committees, and Commissions to assure efficient operation of County functions. The Department performs specific activities related to the budget, ongoing fiscal management, special research projects, intergovernmental and public relations, labor negotiating, training, human resource management, pay-roll, insurance, worker’s compensation and risk management, safety, federal and state regulation compliance, property manage-ment, and implementation of County Board directives.

The Finance Division is responsible for overall financial man-agement. This includes: accounting, auditing, budgeting, debt issu-ance, internal controls, investment, and purchasing. The Depart-ment provides centralized financial management and accounting consistent with federal and state laws and Governmental Account-ing Standards Board pronouncements. The Building Maintenance Department provides maintenance, access and security, upkeep, repair and cleaning for all of the departments within the Courthouse. The department is also responsible for the Sheriff’s Department, Jail, Work Release Center, Mielke Arts Center, Crawford Center, Human Services Campus, Shawano County Library, and other County owned properties. The department acts at the discretion of the Public Property Committee and schedules assessments/inspections of all County owned property. The department is responsible for the planning and execution of all remodeling, renovation and construction projects, office planning and design. The department acts as a resource for the County to ensure that the facilities are constructed or renovated in accordance with the County’s standards and acts as owner representative for the County during these projects.

The Building Maintenance Department facilitates with the Corporation Counsel and the Department of Administration in the

development of contracts and monitors contract compliance. The department is also responsible for setup for public meetings, com-mittee meetings and special functions within the Courthouse area.

In a variety of family court proceedings (these disputes may be a result of divorcing parents, paternity disputes or divorced parents who are seeking changes in legal custody or physical placement after the divorce has been granted), the Court Commissioner conducts temporary hearings, which set the rules the parties must follow while their case is pending. The temporary order can cover a number of issues, such as child custody, child placement, child support, spousal maintenance (alimony), payment on debts, and temporary use of property (e.g. residence, vehicles). This order remains in effect until such time a final hearing can be conducted by one of the Circuit Court Judges in the proceeding.

Also, as the Director of Family Court Counseling Services, this office facilitates the furnishing of court-ordered mediation services to parents who are disputing legal custody and/or physical placement of their children in court. The Land Conservation Department is responsible for the administration of the following programs:

County Land and Water Resource Management Plan This 10 year plan, adopted in 2016, was developed in accordance with the requirements in Chapter 92 of Wisconsin Statutes and establishes a process that will ensure local decision making, increase program delivery mechanisms and utilize local, state and federal funds with greater effectiveness toward the protection of land and water resources.

Farmland Preservation Program A State income tax credit program which preserves the existence and quality of good agricultural land. It ensures compliance with state soil & water conservation standards and provides conservation compliance certificates to landowners. County Livestock Facilities Licensing Ordinance No. 1-18 Requires all new or expanding livestock facilities of 500 or more animal unites obtain a license and meet state livestock facility sting standards adopted under ATCP 51 Wis. Admin Code County Livestock Waste Management Ordinance No. 3-06 Requires landowners installing waste storage facilities and waste transfer systems to obtain the appropriated permits, meet the current engineering specifications and laws and follow applicable performance standards and prohibitions. Targeted Runoff Management (TRM) Grant Program Provides technical and financial assistance where nonpoint Pollution problems are most critical including landowners and/or operators who have been issued a notice of discharge through the NR 243 program to abate livestock waste runoff.

Wildlife Damage Program Provides farmers experiencing agricultural crop damage by wild deer, elk, bear, turkeys or geese assistance through the County for abatement practices and partial compensation for agricultural crop damage.

Shawano County Forest Stewardship Management Plan This 25 year plan was adopted in 2013 and identifies recommended forest management activities to take place on fourteen properties owned by Shawano County. County Invasive Species Strategic Management Plan

This plan, adopted in 2013 and revised in 2020, attempts to complement existing efforts by the Wisconsin Department of Natural Resources and local lake organizations in Shawano County. It outlines approaches and supporting tasks that can be used to prevent the spread of invasive species. Joint services performed by Land Conservation and the USDA Natural Resource Conservation Service:

(1) Cooperate and assist each other in technical responsibilities

(2) Advise individuals, agencies, and units of government on soil properties and limitations

(3) Give technical, planning and design assistance for soil and water conservation practices outside the scope of the programs described above; and

(4) cooperate and assist the local University of Wisconsin Extension staff with educational programs for soil and water conservation.

The Department’s mission is to plan for a prosperous and productive Shawano County in harmony with a quality environment. The dept. is made up of four divisions: Real Property Listing, County Surveyor, Zoning and Private Onsite Wastewater, Planning and Solid Waste Management. These department divisions work in cooperation to provide information and technical assistance for the public. The Planning & Development Department is comprised of the following sub-departments:

REAL PROPERTY LISTING This area is responsible for the development and maintenance of the Real Property Listing services for the general public. Assessment rolls and notices are prepared for assessors, tax rolls are run for municipal clerks, tax bills are provided for treasurers, and land transfers of property are kept current when sold. All 911 information is updated and kept for reference; numbers are assigned for new construction, and then maintained in GIS for visual representation and administration. Certified Survey Map (CSM) and plat review are completed.

COUNTY SURVEYOR Performs all duties as specified under Wisconsin Statutes 59.45 (1) (a). This area is responsible for ensuring the County Land Division Ordinance is complied with through review of the following: Certified Surveys, Sub-Division Plats, Cemetery Plats, and Condominium Plats. Maintains al survey files, coordinates the perpetuation of PLSS corner remonumentation and maintenance, reviews the same and authorizes if appropriate. Performs services for other county departments as requested, serves in an advisory capacity for ordinance revisions to the

County Land Division Ordinance, and serves as a member of the Land Information Counsel. Improves the accessibility, quality, completeness and longevity of survey records.

ZONING & SANITATION This area provides information and assistance with applications for permits for projects covered under the applicable county ordinances listed above. Public hearing actions such as zone changes, conditional uses and variances are processed. This office works in cooperation with other departments in the review and processing of other related state and federal permits. This office will conduct onsite inspections, issue violation notices and report violations to the Planning, Development and Zoning Committee, Board of Adjustment and/or Corporation Counsel as necessary.

HAYMAN FALLS Township of Pella. Take County Trunk M west of Shawano continue on County Trunk D north through Pella, 1 1/2 miles - left on Branch Rd to Hayman Falls Ln., left - follow signs. This park has 30 acres of wooded trails along the rugged riverbank of the Embarrass River and an additional 40 acres for hiking. There are 6 rustic campsites available on a first come first serve basics. (Registration onsite) Park shelter, grills, playground, fresh-water well and restrooms, horseshoes and scenic beauty.

MAPLE HILLS RECREATION AREA The County farm property is located south of Shawano on STH 22 in the Town of Belle Plaine. Over 600 acres are Potentially available for outdoor recreational activities. With its diverse landscape features, the undeveloped land is considered by many to provide an exceptional opportunity for expanded recreation in the south central Portion of the county. Present facilities consist of over eight miles of groomed cross-country ski/snowshoe trails or walking trails and a sledding hill for lots of excitement for young and old alike with parking areas at both locations. This area is also used for radio-operated airplanes, horseback riding and hunting.

MIELKE PARK & CULTURAL ARTS CENTER N5649 N. Airport Road, Shawano. One half mile N. of E. Green Bay Street on Co. Trunk HHH. In 1975, the Mielke Theater was constructed at the park. Numerous plays and other civic activities are held at the theater throughout the year. Many walking trails are available for visitors of all ages. There are picnic tables, grills, playground equipment, wildflower garden and new restrooms/shelter located on 30 acres.

MUD LAKE WILDLIFE AREA One half mile southeast of Cecil. Approximately 300 acres of Marsh, waterfowl hunting, bird watching and snowshoeing. Legal access off State Highway 117 with a parking lot.

OCONTO RIVER PARK Formerly the Pulcifer Park. Located in Pulcifer, along Hwy 22 and the Oconto River. This 4.88-acre park at the site of an old dam, offers family recreation with a picnic area, shelter with re-strooms, walking trails, two handicap accessible fishing stations and playground equipment.

SHAWANO COUNTY HISTORICAL SOCIETY 524 N. Franklin Street on Wolf River Pond in the City of Shawano. Hours are Mondays and Thursdays from 9:00 a.m. to 4:00 p.m. Heritage Park – Included at the Heritage Park are The Kast House a/k/a Heritage House, a log cabin restoration, one room schoolhouse, gazebo, stone building, and dairy building. Heritage Park Museum adjoins Sunset Island, with picnic facilities, shelter and fishing. Museum tours: June, July and August – Thursday and Satur-day, 1:30 – 4:30 p.m. and by appointment. SHAWANO LAKE COUNTY PARK AND CAMPGROUND W5785 Lake Drive, Shawano. Located in the Town of Wescott on the North Shore of Shawano Lake on Co. Trunk H. This 32-acre park is divided into two areas. An attractive, wooded area features 90 campsites and 2 Teepees on approximately 18 acres with water, electricity, showers, playground equipment, snack shop, camp store, fish cleaning facilities, and dump station. The rest of the park includes a large picnic area, pavilion, tennis, bas-ketball and volleyball court, fishing, swimming, horseshoes, shelter, stand-up paddleboards, canoes and Pontoon rentals and boat launch. A 300 foot sand beach is one of the more popular summer attractions at the park. ATVs are allowed in the Shawano Lake County Park only in the parking lot off North Shore Drive from

April 1 to Oct. 31. From Nov. 1 to March 31 they are allowed on the roads in the park only. For campground information call 715-524-4986.

SUNSET ISLAND Located in the City of Shawano at the end of N. Franklin Street by the Sheriff’s Department. This three-acre park is located on the channel of the Wolf River leading to Shawano Lake. Boat dock, picnic shelter and grills, handicapped accessible fishing piers are available.

WILSON LAKE—VOELZ PARK Township of Wittenberg. Two miles west of Wittenberg on Nightingale Rd. one mile, turn west of Oak Road 1.2 mile. There are 6 rustic campsites available on a first come first serve basics. (Registration onsite) This quiet 40-acre park has a picnic area, grills, and swimming area, new playground, new shelter with re-strooms, freshwater well, non-motorized boat launch, fishing pier.

WAUKECHON RIVERSIDE PARK Township of Waukechon. Six miles south of Shawano at the intersection of County Hwy K and County Trunk CCC. This 68-acre park on the Wolf River has a wildlife area, boat landing, launching dock, picnic tables, fishing dock, grills. and a new picnic shelter with restrooms.

CRAWFORD CENTER 255 S. Waukechon Street, Shawano. Located on the East side of the Shawano County Fairgrounds. The Crawford Center is a year-round facility used for ice hockey from October through

March, and can be used for a variety of activities during April through September. Home and Recreation Shows, Trade Shows, Horse Shows, Livestock Shows, various 4-H activities, and Shoot-ing and Archery tournaments are among the events held at the Expo Center. GRESHAM RAILROAD MUSEUM Located in the Village of Gresham. Railroad history comes to life. It is an excellent place to view telegrapher’s equipment, signal lanterns, and other railroad memorabilia. HUCKLEBERRY HARBOR Huckleberry Harbor is located on the south side of the outlet channel, a block east of N Main St., Shawano. This site serves as a major boat landing with paved parking. A picnic shelter with restrooms and concession stand is also available.

MEMORIAL ATHLETIC FIELD Recreational facilities include ball diamonds, lighted basketball and sand volleyball courts, children’s wading pool, playground areas plus shelter areas with restrooms. A free Music in the Park program is held on Sunday evenings during the summer months. The park is located on S. Main St. between Elizabeth St. and Lieg St., Shawano.

NAVARINO WILDLIFE AREA – STATE OWNED PUBLIC HUNTING GROUNDS

Southeast area of Shawano County comprising of approximately 13,000 acres and covering parts of four townships. Provides excel-lent habitat for waterfowl and forest game. Hunting, hiking, cross-country ski trails, and a nature center are available. The Navarino Wildlife Area has been recently designated as a State Wildlife Viewing Area. STATE OWNED RECREATION TRAILS

MOUNTAIN BAY RECREATIONAL TRAIL

83 miles of former railroad corridor which stretches from Green Bay to Wausau. The Shawano County Portion contains 51 miles which extends from the Village of Pulaski to the Vil-lage of Eland. The Shawano County section is designed for hiking, bicycling, horseback riding, horse-drawn vehicles, with snowmobiling and dog sledding during the appropriate season.

WIOUWASH RECREATIONAL TRAIL Former railroad corridor has been developed as a recrea-tional trail. It is the result of a cooperative effort between Shawano, Winnebago, Outagamie, and Waupaca Counties in conjunction with the DNR. The Shawano County Portion con-tains 23 miles which extends from Split Rock to the Village of Aniwa. It is designed for the same uses as for the Mountain Bay Trail as listed above. All persons 16 years of age and over on bicycle, horseback, or horse-drawn vehicle must pay an applicable user fee. Hik-ing is free. Daily fee - $3.00. Annual fee - $25.00. Self-registrations are set up along the trail for the daily passes. All fees collected are used for trail maintenance.

PUBLIC RECREATIONAL TRAILS Shawano County maintains approximately 300 miles of marked snowmobile trails. Looped trails around Shawano Lake with connecting trails to all parts of Shawano County. Trails connect with trails in Oconto, Waupaca, Langlade and Mara-thon County trails.
