Further resolved to accord Administrative Sanction for the work ‘Installation of 30 electric vehicle charging infrastructure at various KSEBL/Govt. premises in Kerala including two years warranty and further three years extended warranty’ for Rs. 873Lakh (Rs. 490 lakh excluding subsidy amount.)

Further resolved that the work shall be implemented in the following manner:

(i) Agreement be executed by the Chief Engineer (REES) for which LoA is issued.

(ii) The responsibility of the Engineer-in-charge (EIC) of the project be entrusted with the Executive Engineers as per Board Orders issued from time to time.

(iii) Associated Civil work (site development) & Electrical work (essential to provide LT supply up to the charger kiosk) be entrusted with the respective Transmission/Distribution Circles of the EIC.

(iv) Upstream network augmentation if any required be taken up as system strengthening work by the Distribution wing.

REC for availing the loan sanctioned for the project.

1. The Project has to be completed within the committed time schedule of 52 months for 1st unit and subsequent unit in 6 months thereafter.

2. KSEBL will not be responsible for any escalation in tariff due to time and cost overrun of the Project.

3. NLCIL shall provide quarterly progress report of the mine and project development to KSEBL.

2. The action of issuing LoA on 06.01.2021 to M/s. Tata Power Company Ltd. for the procurement of 110 MW of Solar power @ Rs.2.97 per unit from their proposed solar project at Bikaner, Rajasthan.

Further resolved to direct the Deputy Chief Engineer to ensure that an undertaking in stamp paper is obtained from the consumer agreeing to remit the arrears as and when the cases are finally settled.

Further resolved that the case pending before the Appellate Authority shall be pursued and disposed at the earliest.

Sub : Steps to combat the pandemic, Covid-19 – granting subsidy to domestic consumers for the bills not included in the period 20.4.2020 to 19.6.2020.

Resolved to ratify the action of giving subsidy to consumers coming under domestic category and were not given subsidy as there were no bills issued during the period from 20.04.2020 to 19.06.2020 by considering the bills issued to them in the next billing cycle from 20.06.2020 to 19.08.2020.

Further resolved to ratify the action of giving subsidy to the above category of consumers, whose door were remain closed during the above period in subsequent billing cycle when meter readings were made available.

Resolved to accord sanction to adopt following compensation in connection with the Upgradation of Konnakuzhy — Chalakudy portion of existing Poringal - Chalakkudy 110kV DC line to 220/110kV MCMV line at crossing point of KSEBL line under PGCIL Kochi — Thrissur 400kV DC line at Pariyaram, Chalakudy, as a special case.

1. Allow the Right of Way (RoW) compensation as 15% of assessed fair

value (fair value approved by the revenue authorities) and Tower Footage Compensations (TFC) as 85% of assessed fair value (fair value approved by the revenue authorities). The details of land owners eligible for the compensation is attached as Annexure — I (Total Amount : Rs.9,71,569/-)

2. Allow compensation at 85% of the assessed fair value (fair value approved by the revenue authorities) to 12 land owners for the affected area (Right of Way) on either side of the Single Gantry, Loc 111A-111B-111C and also the small area very close to new tower footage that cannot be utilized anymore by the land owners considering that the ground clearance is very low and also that the land cannot be effectively utilized for any cultivation and also the diminished value of the land. The details of land owners eligible for the compensation is attached as Annexure -II. (Total Amount : Rs.28,98,678.00 + Rs.65,62,623.00 = Rs.94,61,301/-)

3. Allow Tower Footage Compensation at 85% of assessed average fair value of the adjacent properties assessed by the Revenue Authorities to landowner Sri. Aby Rappai, Kizhakoodan House, Pariyaram P.O, Velukkara, Thrissur at the gantry location (Tower Loc 111B) as a special deserving case by considering that the land cannot be effectively utilized for any cultivation purpose as the gantry is located completely within his premises.

4. i) Allow structure compensation to three households for purchasing five cent land each in the same locality having similar kind of road access

Further resolved to nominate the Deputy Chief Engineer, Electrical Circle, Thrissur as the Nodal Officer for this project for the smooth coordination of the project.

Resolved to accord sanction to the Assistant Engineer, Electrical Section, Thalayolaparambu, as a special case, to process the application from Sri. Shajimon, Srayil Veedu, Vadayar P.O, Thalayolaparambu, Kottayam for electricity connection to the tea shop run by him in puramboke land at Vadayar, under Electrical Section, Thalayolaparambu, without insisting on ownership documents, on the basis of an undertaking from him that he is willing to get his electricity supply disconnected if any statutory body requests so, and following all other procedures and ensuring safety standards, as a special case and also considering that the petitioner has been running this tea shop in the premises for a long period and considering that in a similar case which appeared before the Vydyuthi Adalath, electricity connection has been effected under the same Thalayolaparambu Section to a tea shop run by Sri. Thankappan after getting an undertaking from him based on the Adalath decision.

Further resolved to entrust the Executive Engineer, Transmission Division, Kazhakuttom the task of change in status of land in the web site of Registration Department/Revenue Records in liaison with the Land Management Unit after the execution of the agreement and completion of registration formalities.

Further resolved to waive Additional Performance Guarantee for the low quoted items on the condition that the bidder shall furnish an undertaking to execute all quoted items in full as per contract terms.

2. To remit Rs.3,71,872/- (Rupees Three lakh seventy one thousand eight hundred and seventy two only) to Special Tahsildar (LA), Kozhikode towards the contingency charges for the land acquisition of Maripuzha Small Hydro Electric Project (2x3MW).

3. To purchase 6.0896 Ha of private land from 27 plot owner's as per list attached as Annexure-I, with a financial commitment of Rs.6,33,47,722 for the implementation of Maripuzha Small Hydro Electric Project(2x3MW).

4. To take over 35.68 cents (14.18+21.50) of tribal land from two land holders (14.18 cents of Smt. Usha and 21.50 cents of Smt. Madhavi of Ambedkar Tribal Colony in Thiruvambadi Village, Thamarassery Taluk, Ward No: 1 of Thiruvambadi Panchayath, Kozhikode District) by providing 0.2166 Ha (53.52 cents) of alternate land (1.5 times) which is identified by the Tribal Development Officer.
