Bali Action Plan: “Decides to launch a comprehensive process…in order to reach an agreed outcome…”

Possible Outcomes from Copenhagen 2

• “the Chair proposes that the AWG-LCA aim to prepare, by the conclusion of its work on 15 December, agreed texts that could constitute a comprehensive and balanced set of COP decisions on all the elements of the Bali Action Plan, for presentation to the COP for its consideration and action. This would be without prejudice to the possible form and legal nature of the agreed outcome to be adopted by the COP”. Scenario note on the eighth session

• “Our aim there… is not a partial accord or a political declaration, but rather an accord that covers all of the issues in the negotiations, and one that has immediate operational effect…”. President Barack Obama, US-China Summit.

At present we are heading toward “Copenhagen Accords”: it is essential these include a mandate and timetable to achieve a legally-binding agreement in 2010

Key Issues

1. Mitigation targets: 13-19% for developed countries; developing countries have mostly proposed quite ambitious plans. Long-term targets essential, as well as global shared vision.

2. Submission and review of developing country actions

3. Climate financing – short term and long term.

4. Means to achieve developed country targets – carbon markets and LULUCF (Land Use, Land-Use Change & Forestry.

Country Positions• USA Emissions target of 17% below 2005 levels, or 3%

below 1990.• China Pledge to reduce carbon intensity by 40-45% by

2020. • India ready to reduce it’s emissions intensity from 20-25

percent from 2005 to 2020.• Indonesia aims to reduce emissions by 26-41 by 2020

compared to BAU (Behavioral Analysis Unit).• Brazil aims to reduce emissions by 36-39% by 2020

compared to BAU, including an 80% reduction in deforestation.

• The EU has put comprehensive financing figures on the table.
