The Shamong Township Com-mittee introduced the 2015 tenta-tive municipal budget at lastweek’s meeting. The budget, total-ing $2.75 million, saw an increaseof nearly $153,000 from 2014.There was an increase in salariesand wages of $19,866 and a de-crease in capital improvements of $48,000.
The anticipated revenue for thetownship is $2.3 million, leaving$426,045.61 to be raised by localtaxation. This will mean an in-creased tax rate of 1.6 cents per
$100 of assessed valuation, result-ing in an annual municipal taxincrease for residents of $50 on ahouse assessed at the townshipaverage of $308,000.
The reserve for uncollectedtaxes totaled $361,553.06. The bal-ance of the township’s outstand-ing debt is $349,556.60, reflecting aprincipal of $312,621.78 with in-

Hello, and I apologize for tak-ing four months this year tospeak to you. The subject I havebeen wanting to communicate isabout the condition of our roadsand what your Township Com-mittee is going to do about it. Butfirst, a huge shout out to our guysin the DPW for plowing the roadsbeautifully this winter. Onceagain, we all knew when we wereback in Shamong due to ourroads being dry and safe. Thank
you Snookie and Gary and crew!It’s been a rough and cold win-
ter, and now that spring is here, soare the potholes I am sure most of you have encountered doing a ser-pentine on Stokes Road near OakShade or on Oak Shade nearStokes. These are county-ownedroads and they are the ones re-sponsible for maintaining them,thankfully for our budget. Howev-er, it does nothing to help us avoidlosing tires in the meantime. SueOnorato has been told by thecounty they are budgeting to havethese roads repaved in the springof 2016. So, we are going to fill thepotholes the best we can with as-phalt patch and other materials tomake the driving safer.
The Township Committee haselected to do a roadway microsealant on a bunch of roads intown that are not in bad shape,but with this very cost-effective
solution, wecan keep theseroads in goodcondition foran extra five to10 years. Addi-tionally, we arecurrently look-ing at the list of roads that needwork and aredeveloping abudget for
this work.The Committee is looking at dif-ferent ways to get as many roadsrepaired or repaved as possible inthe shortest amount of time, uti-lizing the revenue we normallyreceive, creative loans and othermeans. Nothing has been deter-mined or approved as yet. Howev-er, there will be a program devel-oped this year, and our residentswill be invited to a meeting tolearn more about it.
We are applying to the NJDOTfor funding for specific roadrepaving issues again this year.We applied last year and receivedfunding for Tuckerton Road inconjunction with Tabernacle. Iam hopeful we will get more fund-ing this year for other road proj-ects.
Please be patient and be safe onthose roads that can swallow yourcar.

Five years ago, back in 2010, Gov.
Christie won a political battle,
enacting a 2 percent cap on mu-
nicipal tax levies. The law limited
property-taxing budget increases to a
maximum of 2 percent –with some ex-
ceptions – down from 4 percent, lest
they be subject to public vote.While some argued at the time
whether the cap would work, or
whether it was another political ploy,
the data says it has had a positive ef-
fect.
Since the cap was enacted, property
taxes rose 2.4 percent on average in
2011, 1.6 percent in 2012, 1.3 percent in
2013 and 2.2 percent in 2014. From 2004
to 2006, property taxes increased at
least 7 percent each year.
That’s data we can stand behind, but
now, five years after the cap’s enaction,
more needs to be done. It’s not simply
good enough that property tax increas-
es have leveled off; we need to find a
way to reduce the property tax burdenon our residents.
While the increase last year was
only 2.2 percent, New Jersey’s average
property tax bill rose to the highest its
ever been – to $8,161 on average, ac-
cording to Department of Community
Affairs data. The average property tax-
payer paid an additional $173 in prop-
erty taxes last year, up from an average
total of $7,988 in 2013.
Here’s some more ugly data...
• Only 0.2 percent of homeowners in
the U.S. paid more than $8,000 last year
in property taxes – which is lower
than our state average.
• New Jersey collects $3,000 per capi-
ta in property taxes. Seventy-nine per-
cent of American homeowners paid
less than $1,750 last year, and only 3
percent paid more than $4,000.
Christie’s property-tax cap was
never going to fix the problem of New
Jersey’s high property taxes; it wasn’t
designed to do so. It has helped keeplocal taxing entities in check, but that’s
only a start.
Step 2 of property tax reform should
be initiatives to lower property taxes.
Some of these are in place, such as in-
centives to bring new business to the
state’s barren wastelands such as
Trenton and Camden.
But that is not enough. We need to
bring more business and more jobs to
this state, more ratables for our towns
and school districts to offset the taxes
these entities need to operate. Taxes
aren’t going up too much, and that’s
good, but now they need to start going
down.

cussed in detail at the meetingwas the road micro-surfacingproject. The township is explor-ing various alternatives to ad-dress improving and repairing
road conditions within the mu-nicipality.“This is phase one of the deal
that we plan to have done by theend of the year,” Mayor KennethLong said.
The township wants to pursuemicro-surfacing as a long-termcost-saving measure after review-ing information on the benefits of micro-surfacing to extend the lifeof certain roads of adequate con-dition.
“We are looking to stop the
bleeding before these roads getaway from us and cost two to four
times as much,” Township Ad-ministrator Susan Onorato said.

21 has been rescheduled to April25 due to a problem with the ra-bies vaccine.
• There was a report of mercu-ry in the well on Grassy LakeRoad that could very well be natu-ral occurring mercury but will betested. The two properties on
each side of the house and threeadditional properties behind itwill be tested, and the results of these tests will be examined.
• Baker Field lights are backrunning after being inspectedand approved. A timer has beenset for 11 p.m. to provide ampletime for teams to finish theirgames.
• A hearing on the budget andtax resolution will be held at theMunicipal Building on May 5 at7:30 p.m., at which time objections
to the budget and tax resolutionmay be presented by the public.
