As budget time grows closer, the Shamong Township Commit-tee voiced its financial concernsfor 2016 during last week’s meet-ing.
“One of the things we continueto fight as a municipality is lossin revenue,” Township Adminis-trator Sue Onorato said.
Over the past decade, state andcounty funding have decreased by$1.7 million. This has had a last-ing impact on the township’s sur-plus.
“Our problem is the state aidwe get is close to nothing,” MayorTim Gimbel said. “We’ve got a
problem coming and it’s not goingto get better for us. We’re at apoint now where we don’t knowwhere we can get the rest of thismoney.”
The cash surplus has droppedfrom $1.4 million to $1.15 millionthis year.
“So we’re looking at ways toput money into our surplus anyway we can,” Onorato said.
The township is looking tobring in revenue to get a hold onthe tax increase, whether it isthrough building a cemetery or acell tower it has looked into.
Onorato suggested borrowingfrom the school tax to add moneyto the surplus as a last resort, something Shamong has done tohelp in years past.
Last year, the town saw a signif-icant increase in its taxes, a largemajority of this money going tothe local school districts.
“Ninety-three percent of whatwe pay out goes to the schools, and it’s great for the kids’ educa-tion, but at the end of the day,we’re at their mercy, we can’t con-trol anything they do,” Gimbel
said. The major swing in the Lenape
Regional High School District taxincrease was due to a re-evalua-tion in Mt. Laurel, the largesttown in the district. The Sha-mong School District also had asizeable increase last year, and itis expecting to do so again this
Committee voicesbudget concerns
After a large increase in taxes last year, 2016 will likely see more growth in the tax rate due to declining state funding, minimal revenue

The Lines on the Pines indoorcelebration of the New JerseyPine Barrens has become tradi-tion in South Jersey.
This popular book-signing, his-tory, arts and craft show is dedi-cated to honoring the authors andhistory as well as the humanitiesand the arts of the Pinelands.
It is a free day, open to the pub-lic, courtesy of the 501 (c) (3) New
Jersey nonprofit corporation It’sa Sign of the Pines.
The group originally began asa conversation among friends sit-ting in a Piney bar.
“How could we bring like-minded people together to cele-brate and maintain the culturalrichness of the New Jersey PineBarrens?” said Linda Stanton, founder and president of the It's aSign of the Pines organization.
Eleven years ago, the firstweekend gathering brought to-gether authors and historianswhose work reflected upon or wasinfluenced by the Pines.
They decided to make the gath-ering an annual get together, andit has become a much-anticipatednetworking opportunity for pre-senters and for local communitymembers who attend by the hun-dreds.
“The event is about raisingawareness, not raising money,”
Stanton said. “We want to providea venue in a networking and so-cial environment for local au-thors and artists as well as his-toric and environmental groupsof the New Jersey Pine Barrensto showcase their talents, selltheir products and share informa-tion.”
The historically well-attendedevent is gaining a reputation forhaving a laundry list of talent on
site. This year’s Line on the Pineswill have 80 different artists, au-thors, musicians, crafters andgroups.
One of these groups that hasmade the prestigious invite list isthe Medford Historical Society, and one of the top artists featuredthis year will be its vice presi-dent, Holly Doyle.

However, Doyle isn’t known for whatyou would consider “normal” art; she is a
recycling artist. The six-year veteran of the Lines on thePines collects everything from pineconesto driftwood to antique buttons. She usesthese seemingly useless items to createsigns, necklaces or whatever she can thinkof with her creative mind.
“If it’s sitting still long enough, I painton it!” Doyle said.
She enjoys the opportunity to speakwith guests about her work and about theimportance of recycling when it comes tothe preservation of the Pinelands.
Another Medford group attending the
event will be the Dr. James Still HistoricOffice Site and Education Center. Thegroup got involved back in 2012 and takesgreat pride in speaking with Pine Barrensresidents about their family story.
“The history of Dr. James Still and his
family is very important to the story of thePinelands. His life was an integral part of history, the families and culture of thePinelands in the 1800s,” descendant of Dr.James Still Sam Still said.
The event also features a number of faces from all over the region that continue
to come back each year after witnessingthe extravaganza.“Lines on the Pines was and is a great
program to keep up interest in the PineBarrens, and they are to be thanked forcontinuing it,” John E. Pearce of the Heartof the Pines group said.
“The event is more like a reunion thanan exposition! The atmosphere sings out!”America’s Old Time Country Music Hall of Fame representative Jim Murphy said.
“I can’t thank them enough for theirgenerosity in giving me a venue to honormy mother's writing and passion for the
Pines,” Anita Marie Lopez said. The event has found a new home this
year the organization believes will help thetradition flourish. The historic RenaultWinery located at 72 N. Bremen Ave. in EggHarbor City is in the middle of a vast un-
touched area, nestled in the Pine Barrens.“It has charm and history, lots of histo-
ry,” Stanton said. “And plenty of parking!”Throughout the day-long event, the mu-
sical trio "Cranberry Jam," led by Lines onthe Pines supporter Joe Jones, will be play-ing traditional Appalachian folk songs.
Guests are encouraged to bring booksfrom home to be signed by the authors orpurchase books on site as well as hand-crafted soaps, baskets, photographs, jewel-ry, metal works, crafted beer, carnivorousplants, decoys, hand-spun articles, paint-ings, candles, Pine Barrens Diamonds, sculptures and CDs – all related to the NewJersey Pine Barrens.
The event is sponsored by the Atlanti-Care Healing Arts Program, Stockton Uni-versity School of Arts and Humanities, theSouth Jersey Culture & History Center atStockton, Atlantic County Utilities Author-
ity, Plexus Publishing, Inc. and others.“Remember when in our beautiful Pine
Barrens, only leave behind your footprintsin the sugar sand and only take home pho-tos. Lasting memories are guaranteed!”Stanton said.

chool administrators through-
out the state were holding their
collective breath leading up to
Gov. Christie’s 2016 budget address.
“Where would state aid stand?” was
the question on everyone’s mind. If
state aid went down considerably, how
hard would it hit the school district’sbottom line?
Come last month, though, these
same administrators were able to
breathe a sigh of relief when Christie
announced that his budget proposal
would actually increase state aid to
schools and, more importantly, would-
n’t reduce aid to any school district.
Overall, Christie proposed a 4 per-
cent increase in education funding,
with $94.3 million more going to direct
support to schools, which represents a
1 percent increase over last year.
The rest of that 4 percent increase is
earmarked for debt, pension and
health care.
The good news for school districts
like ours, which doesn’t receive the
bulk of state aid to public schools any-
way, is that we will not lose any state
aid from last year.
We’ll actually be seeing an increase
in state aid, which is a rarity, even
though that increase is only very mini-
mal. While we certainly could have used
more help from the Garden State, it’s
comforting to know we won’t have to
kick in more money out of our already
thin pockets.
So two thumbs up to Christie for
paying attention to one of the most im-
portant aspects of life here in New Jer-
sey – our public schools.
in our opinion
Phew! N o school district will see a decrease in sta te aid
It’s budget time
The school district will be releasing its2016-2017 budget numbers, and theimpact on your tax bills, shortly. The Sunwill have all the details on the budgetwhen they are released. If you want toshare your thoughts on the topic, sendus a letter to the editor. We’d love to

year.The current total assessed
value of the town is $662 million. The average assessed home is justless than $308,000, so an increaseof one penny in the tax rate isgoing to cost the average home-owner $31 a year. In turn, a one-penny increase would add $66,000to the town’s total revenue.
“So looking on a percentagebasis only, I’ve added about 3.5
cents, which is almost $108 a yearon the averaged assessed valuehome in our town,” Onorato said.
Onorato also estimated a 2 per-cent increase from the county, though she noted they wouldn’thave those final numbers forawhile.
“Just trying to get us some-where in the ballpark,” she said.
Last year, Shamong saw abouta $510 increase on the average
house, and right now, based onthe early assumptions made byOnorato, it will likely be about a$256 increase this year.
Onorato emphasized that in2015, $197 of this $510 went tolocal purpose tax. This includesexpenses necessary to runningthe township on a yearly basis, such as the upkeep and standardmaintenance of roads, athleticfields and public works equip-ment.
“It’s a lot of expenses that no-body thinks about,” Onorato said.
Fortunately, last year’s budgetwas underspent by about $700,000;
this money will be added downthe road to the township’s surplusaccount.
The committee will continue tocrunch numbers and try to in-crease the surplus for this year’sbudget that will be finalized andprepared for its initial hearing inMarch.
Committee is open to hearingany ideas citizens might have tocreate revenue.
