BAB II TINJAUAN TEORI 2.1 KEBISINGAN 2.1.1 Defenisi Kebisingan adalah semua suara/bunyi yang tidak dikehendaki yang bersumber dari alat-alat proses produksi dan atau alat-alat kerja yang pada tingkat tertentu dapat menimbulkan gangguan pendengaran. kebisingan adalah semua bunyi yang mengalihkan perhatian ,mengganggu, atau berbahaya bagi kegiatan sehari- hari. (Dolle, 1972) Menurut Keputusan Menteri Negara Lingkungan Hidup Nomor:Kep-48/ MENLH/ 11/ 1996 tentang Baku Tingkat Kebisingan Tanggal 25 Nopember 1996; Kebisingan adalah suara yang tidak diinginkan dari usaha ataukegiatan dalam tingkat dan waktu tertenatu yang dapat menimbulkan gangguan kesehatan manusia dan kenyamanan lingkungan. Adapun satuan dari kebisingan adalah desibell (dB). Pada dasarnya dB (decibel) adalah suatu perbandingan antara dua besaran tenaga (power) dalam skala logarithma. Batas frekuensi bunyi yang dapat didengar oleh telinga manusia kira-kira dari 20 hz sampai 20.000 khz, atau suara dikatakan bising jika >55dB. Pada amplitudo umum dengan berbagai variai dalam kurva. Sehingga, jika bunyi sudah menggangu pendengar maka itu bisa disebut dengan pencemaran suara atau dengan kata lain gangguan terhadapa lingkungan. Dapat diartikan sebagai suara yang merugikan manusia dan lingkungannya, termasuk pada ternak dan satwa liar.

TINJAUAN TEORI

2.1 KEBISINGAN

2.1.1 Defenisi

Kebisingan adalah semua suara/bunyi yang tidak dikehendaki yang bersumber dari alat-alat proses produksi dan atau alat-alat kerja yang pada tingkat tertentu dapat menimbulkan gangguan pendengaran.

kebisingan adalah semua bunyi yang mengalihkan perhatian ,mengganggu, atau berbahaya bagi kegiatan sehari- hari. (Dolle, 1972)

Menurut Keputusan Menteri Negara Lingkungan Hidup Nomor:Kep-48/ MENLH/ 11/ 1996 tentang Baku Tingkat Kebisingan Tanggal 25 Nopember 1996; Kebisingan adalah suara yang tidak diinginkan dari usaha ataukegiatan dalam tingkat dan waktu tertenatu yang dapat menimbulkan gangguan kesehatan manusia dan kenyamanan lingkungan.

Adapun satuan dari kebisingan adalah desibell (dB). Pada dasarnya dB (decibel) adalah suatu perbandingan antara dua besaran tenaga (power) dalam skala logarithma.

2.1.2 Sumber Kebisingan

Pada umumnya, sumber kebisingan dibedakan atas kebisangan yang bersumber dari dalam ruangan, ataupun yang bersumber dari luar ruangan. Bunyi yang menimbulkan bising disebabkan oleh sumber yang bergetar. Getaran sumber suara mengganggu molekul-molekul udara di sekitar sehingga molekul-molekul ikut bergetar. Getaran sumber ini menyebabkan terjadinya gelombang rambatan energi mekanis dalam medium udara menurut pola rambatan longitudinal.

Sumber-sumber kebisingan ditinjau dari letak sumber suaranya dibagi menjadi 2 yaitu

1. Bising Interior. Merupakan bising yang berasal dari manusia, alat-alat rumah tangga atau mesin-mesin gedung yang antara lain disebabkan oleh radio, televisi, alat-alat musik, dan juga bising yang ditimbulkan oleh mesin-mesin yang ada digedung tersebut seperti kipas angin, motor kompresor pendingin, pencuci piring dan lain-lain. 

2. Bising Eksterior. Bising yang dihasilkan oleh kendaraan transportasi darat, laut, maupun udara, dan alat-alat konstruksi.

Salah satu sumber bising lalulintas jalan raya Antara lain berasal dari kendaraan bermotor , baik roda dua, roda tiga , maupun roda empat, dengan sumber penyebab bising Antara lain :

a. Bunyi klakson

Misalnya pada saat kendaraan ingin mendahului atau meminta jalan dan pada saat lampu lalu lintas tidak berfungsi.

b. Gesekan mekanis Antara ban dengan badan jalan

Misalnya pada saat pengreman mendadak dan kecepatan tinggi

c. Suara knalpot

Yaitu akibat penekanan pedal gas secara berlebihan atau knalpot imitasi

d. Kecelakaan

Misalnya terjadi tabrakan sesama pengendara akan menimbulkan bunyi atau suara mendadak yang tidak dikendaki

e. Pengecekan kerapian di bengkel pemeliharaan

f. Frekuensi mobilitas kendaraan, baikdalam jumlah maupun kecepatan

Getaran yang diakibatkan oleh transportasi darat, menurut penelitian di UK, disebabkan oleh berbagai hal seperti pada Tabel 1 dan Tabel 2.

standar getaran maksimal yang ditetapkan oleh UK mengenai suatu bangunan tertentu dapat dilihat pada Tabel 3.

2.1.3 dampak kebisingan

1. Gangguan FisiologisPada umumnya, bising bernada tinggi sangat mengganggu, apalagi bila

terputus-putus atau yang datangnya tiba-tiba. Gangguan dapat berupa peningkatan tekanan darah (± 10 mmHg), peningkatan nadi, konstriksi pembuluh darah perifer terutama pada tangan dan kaki, serta dapat menyebabkan pucat dan gangguan sensoris.

Bising dengan intensitas tinggi dapat menyebabkan pusing/sakit kepala. Hal ini disebabkan bising dapat merangsang situasi reseptor vestibulardalam telinga dalam yang akan menimbulkan evek pusing/vertigo. Perasaan mual,susah tidur dan sesak nafas disbabkan oleh rangsangan bising terhadap sistem saraf, keseimbangan organ, kelenjar endokrin, tekanan darah, sistem pencernaan dan keseimbangan elektrolit.

2. Gangguan PsikologisPada umumnya kebisingan bernada tinggi sangat mengganggu, lebih-

lebih yang terputus-putus atau yang datangnya tiba-tiba dan tak terduga, pengaruhnya sangat terasa apabila sumber kebisingan tersebut tidak diketahui.

a. Gangguan pendengaran

Suara yang mendadak dan keras akan memekakkan telingan, suara yang menonton akan merangsang otot telinga untuk bekerja terus menerus sehingga akan menebal dan mengurangi sensitivitas atau kepekaan pendengaran terutama bagi pekerja pabrik, lalu lintas dan lain-lain..

b. Gangguan terhadap jantung dan tekanan darah

Suara yang mendadak dan keras akan menimbulkan rasa terkejut dengan denyut jantung menjadi cepat dan teratur, muka menjadi pucat, otot-otot menjadi tegang, hilang control diri dan lain-lain. Bila kebisingan diterima dalam waktu lama dapat menyebabkan penyakit psikosomatik berupa gastritis, jantung, stres, kelelahan dan lain-lain.

c. Gangguan terhadap urat syarafGangguan psikologis dapat berupa rasa tidak nyaman, kurang

konsentrasi, susah tidur, dan cepat marahMenimbulkan keteganggan terus-menerus, membebani kerja syaraf

sehingga akan menimbulkan kelelahan syaraf, kurang tidur akhirnya menjadi gangguan jiwa.

3. Gangguan KomunikasiGangguan komunikasi biasanya disebabkan masking effect (bunyi yang

menutupi pendengaran yang kurang jelas) atau gangguan kejelasan suara. Komunikasi pembicaraan harus dilakukan dengan cara berteriak. Gangguan ini menyebabkan terganggunya pekerjaan, sampai pada kemungkinan terjadinya kesalahan karena tidak mendengar isyarat atau tanda bahaya. Gangguan komunikasi ini secara tidak langsung membahayakan keselamatan seseorang.

4. Gangguan KeseimbanganBising yang sangat tinggi dapat menyebabkan kesan berjalan di ruang

angkasa atau melayang, yang dapat menimbulkan gangguan fisiologis berupa kepala pusing (vertigo) atau mual-mual.

5. Efek pada pendengaranPengaruh utama dari bising pada kesehatan adalah kerusakan pada

indera pendengaran, yang menyebabkan tuli progresif dan efek ini telah diketahui dan diterima secara umum dari zaman dulu. Mula-mula efek bising pada pendengaran adalah sementara dan pemuliahan terjadi secara cepat sesudah pekerjaan di area bising dihentikan. Akan tetapi apabila bekerja terus-menerus di area bising maka akan terjadi tuli menetap dan tidak dapat normal kembali, biasanya dimulai pada frekuensi 4000 Hz dan kemudian makin meluas kefrekuensi sekitarnya dan akhirnya mengenai frekuensi yang biasanya digunakan untuk percakapan.

2.2 PERHITUNGAN

Untuk mengukur intensitas kebisingan pada kawasan lalu lintas digunakan alat sound level meter. Tingkat tekanan bunyi diukur oleh meter tingkat bunyi (sound level meter) yang terdiri dari mikrofon, penguat, dan instrumen keluaran (output) yang mengukur tingkat tekanan bunyi efektif dalam desibel.. (Doelle oleh Prasetio, 1993).

Menurut Canter (2005), pembobotan sound level digunakan. Skala ini sesuai karena telinga manusia tidak sama responnya pada semua frekuensi suara, kurang efisien dalam frekuensi rendah dan tinggi dari pada respon pada frekuensi menengah atau frekuensi bicara. Untuk memperoleh angka tunggal yang mewakili tingkat bunyi yang mengandung jangkauan frekuensi yang luas serta mewakili respon manusia, adalah perlu untuk menimbang frekuensi rendah dan tinggi berkenaan dengan frekuensi menengah.

Selain mengunakan SLM, kita juga dapat menggunakan aplikasi Noice Meter pada handphone Android.

Kebisingan mengganggu perhatian yang terus menerus dicurahkan. Maka dari itu, tenaga kerja yang melakukan pengamatan dan pengawasan terhadap suatu proses produksi atau hasil dapat melakukan kesalahan-kesalahan.Akibat kebisingan juga dapat meningkatkan kelelahan

Nilai ambang batas kebisingan mengacu pada Keputusan Menteri Tenaga Kerja No. 5 1/KEPMEN/1999. Nilai ambang batas ini menggunakan patokan kebisinganditempat kerja yang dapat diterima tenaga kerja tanpa mengakibatkan penyakit ataugangguan kesehatan dalam pekerjaannya sehari-hari untuk waktu tidak melebihi 8jam sehari atau 40 jam seminggu. Nilai ambang batas intensitas bising adalah 85 dB

Hasil dan Pembahasan

3.1 Metode Penelitian

3.1.1 Waktu dan Lokasi Penelitian

3.1.2 Kondisi lokasi penelitian

Lokasi/daerah penelitian pada masing-masing ruas jalan di asumsikan sebagai berikut:

1. Tidak terdapat sumber bising lain selain bising lalu lintas yang dapat pengukuran misalnya, mesin diesel atau mesin pemancang

2. Tidak berdekatan dengan bangunan/ tembok tinggi yang dapat memantulkan suara pada noise maker.

3. Ruas jalan dengan kelandaian memanjang.

3.1.3 Pengumpulan Data Data dalam penelitian ini adalah darta primer dengan metode observasi secara langsung dan dalam situasi sebenarnya. Perhitungan data volume, waktu tempuh dan pengukuran tingkat kebisingan lalu lintas di lakukan secara bersamaan selama 600 detik(10menit) untuk satu kali pengukuran atau satu sampel selama 6 jam

3.1.4 pencatatam volume lalu lintasmetode yang digunakan dalam pencatatan volume lalu lintas dengan cara recording dengan memasang camera video pada bagian tepi jalan untuk mengamati pergerakan kendaraan yang melintas

3.15 Pergitungan kecepatan rata-rata

Pengumpulan data kecepatan di ambil setiap interval waktu 600 detik(10 menit) untuk satu kali pengamatan. Metode yang di gunakan adalah space mean speed( kecepatan rata-rata ruang) dengan menggunakan dua garis marka dengan jarak 20 meter. Untuk mendapatkan data kecepatan di pakai rumus:

3.3 Metode Pengukuran

Pengambilan Sampel Kebisingan

Teknik pengukuran kebisingan dapat dilakukan dengan cara pengukuran langsung mengunakan aplikasi Noise Meter yang ada pada Aplikasi Android 4.2 Jellybean Pengukuran Langsung kondisi lapangan merupakan pengambilan data kuantitatif yang berbentuk nilai kebisingan dalam satuan dB(A).

Pengukuran dilakukan di tempat terbuka, berjarak 6 meter dari pagar bangunan untuk menghindari pantulan dan 1 meter dari bahu jalan.

Tinggi alat ukur 1,2 meter di atas tanah, dipasang pada statif/tripod. Dalam keadaan apapun tidak ( diizinkan untuk memegang alat ukur terus menerus, kecuali pada saat mengubah control attenuator pada alat ukur. Jarak antara badan operator dan alat ukur harus cukup jauh agar tidak terjadi pantulan.

Adapun teknik pengukuran kebisingan sebagai berikut .

1. Ada tiga indikator dalam pengukuran tingkat kebisingan yaitu menghitung volume kendaraan, kecepatan kendaraan dan tingkat kebisingan

2. pengukuran tingkat kebisingan dilakukan dengan satu orang operator untuk membaca alat ukur menggunakan noise meter, dan memberi aba-aba untuk menghentikan waktu jika sampai 10 menit tiap jamnya

3. baterai harus pada kondisi penuh atau masih diizinkan (normal).4. Dua orang operator bertugas untuk menghitung volume kendaraan dengan cara

mereka, dan Dua orang operator bertugas untuk menghitung kecepatan kendaraan menggunakan stopwatch

5. pengukuran dilakukan selama 10 menit , pengukuran dilakukan selama 6 jam mulai pukul 08.00-14.00 sampel diambil tiap 1 jam

6. Pengukuran harus dilakukan pada cuaca yang cerah, tidak hujan, kecepatan angin tidak terlalu besar

7. Pengukuran dilakukan pada saat kondisi lalu lintas dalam keadaan normal

3.5 Pembahasan

Hasil Analisa Kecepatan Kendaraan

Kecepatan kendaraan sangat mempengaruhi tinggi rendahnya tingkat kebisingan. Semakin cepat laju kendaraan, maka semakin tinggi pula tingkat kebisingan yang dihasilkan. Hasil survey kecepatan kendaraan dapat dilihat pada gambar dibawah ini

Pada grafik di atas terlihat bahwa kecepatan kendaraan pada jam 08:00-09:00 motor yang memiliki kecepatan 10 m/s ada 16 motor, dengan kecepatan 6,6 m/s ada 3 motor dan ada 1 motor yang kecepatannya mencapai 20 m/s dalam 10 menit pengukuran. Pada kendaraan ringan ada 4 kendaraan yang kecepatannya 10 m/s, 13 kendaraan yamg kecepataannya 6,6 m/s dan 3 kendaraan yang kecepatannya 5 m/s. Sedangkan pada kendaraan berat hanya 1 dengan kecepata 10 m/s.

Pada grafik di atas terlihat bahwa kecepatan kendaraan pada jam 08:00-09:00 motor yang memiliki kecepatan 10 m/s ada 16 motor, dengan kecepatan 6,6 m/s ada 4 motor. Pada kendaraan ringan ada 4 kendaraan yang kecepatannya 10 m/s, 7 kendaraan yang kecepataannya 6,6 m/s, 8 kendaraan yang kecepatannya 5 m/s dan 1 kendaraan yang memiliki kecepatan 4m/s Sedangkan pada kendaraan berat 1 memiliki kecepatan 10 m/s, 1 memiliki kecepatan 6,6 m/s dan 1 kendaraan dengan kecepatan 5 m/s.

Berdasarkan hasil di atas dapat di ketahui bahwa volume arus lalu lintas tertinggi berada pada jam 13:00-14:00 dengan jumlah kendaran 723 yang terdiri dari 395 kendaraan motor, 327 kendaran ringan dan 1 kendaraan berat sedangkan volume arus lalu lintas terendah berada pada jam 10:00-11:00 dengan jumlah kendaran 415 yang terdiri dari 224 kendaraan motor, 182 kendaraan ringan dan 9 kendaraan berat. Volume lalu lintas terhadap kebisingan sangat berpengaruh hal ini bisa di pahami karena tingkat kebisingan lalu lintas merupakan harga total dari beberapa tingkat kebisingan di mana masing-masing jeis kendaraan mempunyai tingkat kebisingan yang berbeda-beda.
