Meanwhile, implementation ofthe national exam in junior highschool for the disable (SMP LB) inGianyar was delayed nearly an hour. This could happen due to a technicalerror delivered by the school to thestudents attending the national exam, especially in terms of filling out thecomputer answer sheet. The schoolsuggested crossing the correct an-swer. This method had been informedand practiced by the students ofSMPLB. However, after receivingthe questions and worksheets, it waseven different. The students shouldencircle and discolor the answers as-sumed right. Additionally, the con-straint faced by children having amental retardation was in the matterof filling out their identity.

In response to the problem, theschool held an instant meeting. Ulti-mately, it was decided to teach themfirst how to fill out the worksheet byencircling the number of correct an-swers.

Implementation of the national exam for secondary school (SMP) starting Monday (Apr 25) inGianyar Regency ran smoothly. Seven participants were absent. Of these students, six were ab-sent due to quitting school and another was sick as getting an accident some time ago.

In the meantime, the Head ofGianyar Education Agency, I GustiNgurah Wijana, when asked for hisconfirmation related to the implemen-tation of national exam in Gianyar saidit was going well as a whole. GianyarRegency got eight additional partici-pants for SMPLB from the province. The total number of participants in thenational exam for junior high schoolin Gianyar was 6,931 students.

Of that number, seven participantswere absent in the first day of the na-tional exam. The seven students werespread in several schools such as SMPDwijendra (2 students) and respec-tively one student in the SMPN 3Ubud, SMP Kerta Budaya Mas,SMPN 1 Payangan, SMP KertaWisata Taro and SMP Santi Yoga,Pejeng. Even, one of the students whowas absent due to quitting school, namely from SMP Kerta Wisata, rea-soned if he joined his parents in thetransmigration program, he ex-plained.

Of the seven students who wereabsent, six quitted school and anotherfrom SMP Santi Yoga was sick on ac-count of accident. “From the infor-mation provided by the school, theconcerned student is now beingtreated in Sanglah Hospital,” he said.He would be given opportunity to takedeferred exam.

At the same time, the Regent ofGianyar, Tjokorda Oka ArthaArdhana Sukawati, in the first daynational exam for junior highschool made a visit to see in per-son the implementation of nationalexam in SMP Wiyata Dharma,SMPN 1 Blahbatuh and SMPSwasta Blahbatuh. The regenthoped the implementation of na-tional exam could run smoothlywithout a hitch. free of charge. This matter shouldbe discussed as subsidy is nolonger provided,” he explained.

The former headmaster of SMA1 Pekutatan senior high schooladded if he had a plan to summonthe students’ parents and schoolcommittees to utilize the bus again. But, for the time being it shouldbe suspended while waiting for thenew academic year. Moreover, af-ter riding a motorcycle to schoolwas allowed, there were some stu-dents who fell down and had anaccident. “There is student of thirdgrade who was going to attend anexam was forced to wear slippersas he got accident when riding amotorcycle. That’s why we wouldlike to think it again if there willbe a plan to re-operate the schoolbus,” he concluded. Megumi wa-terworks installed in the school didnot run as ever. On that account, the school had no choice but sub-scribed to Municipality Water-works (PDAM).

Previously the schools requiredeight buses to transport about 400students per day, especially for thefirst and second grade. Meanwhile, the third grade students werepicked up by their parents. In ad-dition, SMA 2 no longer receivedsubsidies for the students’ lunch andschool hours were shortened. Al-though it was not as strict as before, this did not affect the discipline ofstudents and teachers. The schoolhaving entered the second year asan independent category of pilotschool (SRKM), according to him, would remain to enforce the disci-pline and personal development ofthe students. (kmb26)

It was disclosed by the Headof Commission C of BadungHouse, I GA Jaya Adhiputra, onMonday (Apr 25). He said atleast there were three aspectsthat had to be considered beforegovernment implemented the in-vestment. They consisted of le-gal compliance aspect, socio-economic feasibility aspect andvalue protection aspect.

If many patients got referral,JKBM fund of certain regency willgo out so it will not effective any-more to strong the hospital. Forthose reasons, said him, the lowJKBM fund regency should evalu-ate. LONDON – Leaked U.S. military documents reveal that a Guantanamo Baydetainee was freed after informing on 123 other prisoners, despite concernsabout the reliability of his evidence, a British newspaper reported Tuesday.

The Guardian, The New York Times and El Pais are publishing details ofmore than 750 leaked U.S. military dossiers on terrorist suspects held atGuantanamo. They reveal that the detainees ranged from close associates ofOsama bin Laden to seemingly innocent men held even though they werejudged to pose little threat.

The Guardian said the prolific informer, a Yemeni man captured in Paki-stan in December 2001, gave detailed information about al-Qaida activity inAfghanistan’s Tora Bora mountains and identified other detainees as mili-tants. However, the documents also noted that the man often changed hisstory and said some of his claims could not be verified.

Nonetheless the files praised his cooperation and show that he was rec-ommended for release in 2008 and sent to Spain. The Guardian said hiscurrent whereabouts are unknown.

The newspaper said the files also reveal that the U.S. believed an al-leged al-Qaida operative suspected of bomb attacks in Pakistan was aninformant for British intelligence. The leaked files — known as DetaineeAssessment Briefs — describe the intelligence value of the detainees andwhether they would be a threat to the U.S. if released. So far 604 detaineeshave been transferred out of Guantanamo while 172 remain.

The Pentagon has condemned the publication of the documents, whichit said were obtained illegally by the secret-spilling WikiLeaks website. The New York Times said it had obtained the files from another source andshared them with other news organizations.

The Guantanamo files give details of al-Qaida planning and confirm thatLondon’s Finsbury Park Mosque was considered a haven for extremists in theyears before 2001, when it was a base for radical preacher Abu Hamza al-Masri.

Temple CeremonyCalendar Event for March 21 through April 23, 2011

EVERY Temple and Shrine has a special date for itannual Ceremony, or “ Odalan “, every 210 days accord-ing to Balinese calendar, including the smaller ancestralshrine which each family possesses. Because of this prac-tically every few days a ceremony of festival of somekind takes place in some Village in Bali. There are alsotimes when the entire island celebrated the same Holi-day, such as at Galungan, Kuningan, Nyepi day, Saraswatiday, Tumpek Landep day, Pagerwesi day, TumpekWayang day etc.

Tuesday’s service began at 1:23a.m. (2123 GMT), the time of theblast on April 26, 1986, that speweda cloud of radioactive fallout overmuch of Europe and forced hun-dreds of thousands from theirhomes in the most heavily hit ar-eas in Ukraine, Belarus and west-ern Russia.

The explosion released about 400times more radiation than the U.S.atomic bomb dropped overHiroshima. Hundreds of thousands

The U.N.’s World HealthOrganization said at a conference inKiev last week that among the600,000 people most heavily ex-posed to the radiation, 4,000 morecancer deaths than average are ex-pected to be eventually found.

Several hundred Ukrainians, mostly widows of plant workersand those sent in to deal with thedisaster, came to Tuesday’s serviceto pay their respects to their lovedones and colleagues. Teary-eyed,they lit candles, stood in silenceand crossed themselves to thesound of Orthodox chants.

New Delhi Commonwealth Games organizingcommittee chairman Suresh Kalmadi, center, who was later fired from his job in January, ar-rives at the Central Bureau of Investigation (CBI)office in New Delhi, India, Monday, April 25, 2011.

Top organizer of India’sCommonwealth Games jailed

looned by billions of dollars beyond the $412 million pricetag organizers initially estimated.

Reports about filthy athletes’ accommodations, unfin-ished construction projects and security woes further bat-tered the country’s image and encouraged scorn againstthe organizing committee chief, Suresh Kalmadi, who hadpromised a spectacle to rival the 2008 Beijing Olympics.

On Monday, the Central Bureau of Investigation— the Indian equivalent to the FBI in the U.S. —took Kalmadi himself into custody after questioninghim at its headquarters. The arrest came as little sur-prise amid the mounting inquiry, during whichKalmadi was fired as parliamentary secretary for thegoverning Congress Party. He had kept his organiz-ing committee job while the investigation continued, but on Monday was suspended from Congress as theparty sought to limit damage from his arrest.

“Let there be no ambiguity,” Congress spokesmanManish Tewari said, “appropriate, demonstrable and vis-ible action will be taken.”

Investigators said the 67-year-old Kalmadi — the high-est-ranking official arrested in the probe — has beencharged with conspiracy, accused of favoring a Swiss com-pany in the purchase of equipment for timing and scoringevents, bureau spokeswoman Dharini Mishra said. Hisaides Lalit Bhanot and V.K. Verma were arrested last monthin the same case.

The bureau said the government was bilked out of1.41 billion rupees ($31 million), paid to Swiss TimingLtd. for equipment available from a Spanish companyfor less. It said competition for the contract had beenwrongfully restricted, with no clear criteria for selectingthe winning bids and alleged coercion and threats againstthose making the final decision. It was not immediatelyclear if Swiss Timing was also accused of alleged wrong-doing. Swiss Timing and Olympics sponsor Omega areboth subsidiaries of Swiss watchmaking giant SwatchGroup.

Swiss Timing is based in Corgemont, near the capitalBern, and says on its website it provides “official time-keeping services at the Olympic Games for the SwatchGroup.”

In addition, Swiss Timing adds, it “remains active onbehalf of Group brands at numerous European and worldchampionships and major multi-sport events” includingthe Commonwealth Games.

Adding to the feelings of inse-curity, the prison break came lessthan two weeks after the Kandaharpolice chief was killed by a sui-cide bomber inside his heavily de-fended office compound.

In Kabul, officials started topiece through the details of the es-cape and place blame. JusticeMinister Abibullah Ghalab sent aformal letter to President HamidKarzai acknowledging that prisonofficials or guards likely acted asaccomplices but also saying thatAfghan and international securityforces should have detected the

However, he also noted that Af-ghan police searched the com-pound from which the tunneloriginated about two and a halfmonths before the prison breakand he said that Canadian andAmerican forces have been re-sponsible for security improve-ments to the prison. A full inves-tigation was under way.

Kandahar city has been a majorfocus of the international troopsurge over the past year, with NATOofficials saying that establishing se-curity there will be key to securingthe region. Last summer, Afghanforces created a ring of checkpointsaround the city and started pushingout into Taliban bed-down areas onits outskirts in a plan to establishthe government’s authority beforethe rise in attacks that usually comeswith warmer weather in the springand summer.

Jakarta - President Susilo Bambang Yudhoyono here on Tuesday questioned the use of the Indonesianphrase “hak kekayaan intelektual” for the English words “intellectual property rights.”

He said the right word inBahasa for the word “property”was “kepemilikan” or “posses-sion” so that the phrase “intellec-tual property rights” should betranslated as “hak kepemilikanintelektual” instead of “hakkekayaan intelektual.”

The president said that in con-ceptual terms the word“kepemilikan” was more appro-

priate to prevent somebody`s in-tellectual possession from beingstolen by somebody else.

But the president left it to thelinguists and lawyers to decidewhich term - Hak KekayaanIntelektual or Hak KepemilikanIntelektual - was more correct forIntellectual Property Rights.

“Anyway, I wholly leave it tothe linguists and lawyers,” Presi-

junks hampered the aspiration topromote the local tourism. To thatend, his party gave a deadline oftwo years to the Tourism and In-dustry Services in order they couldchange the junks paid half an eyeinto gold.

By doing so, the tourism ex-pected to be one of the backbonesfor producing the regionally gen-erated revenue (PAD) could beginto materialize. So far, the hawkershad been considered a junk and sen-tenced ugly by tourists as well astourism perpetrators of Bali. Hope-fully, it could be improved withinthe next two years. If now thehawkers chased tourists, how about

in two years to come? Even, thetourists would chase the hawkers.“Our challenge is how to makethose hawkers no longer chase tour-ists. On the contrary, when visitorscome to Kintamani they will feel in-complete without taking photo-graph or meet them,” he said.

So far, Kintamani reaping criti-cism and obstacles is actually along pent-pearl. As a matter of fact,Kintamani is the region first knownin the eyes of tourists compared toother tourist destinations in Bali.It is indicated by the art pavilionheritage of the great literati SutanTakdir Alisyahbana at ToyaBungkah, Kintamani.

LOS ANGELES – Lindsay Lohanwas briefly jailed again on Friday af-ter a rollercoaster day in which ajudge downgraded her jewelry theftcharge, but sentenced the actress tofour months behind bars for violat-ing her probation. Looking confusedand distressed, Lohan — who waslocked up for two weeks last summer— was taken immediately to jail fromcourt after a day-long preliminaryhearing on charges that she stole a$2,500 gold necklace from a store inJanuary.

The “Mean Girls” actress was or-dered to stand trial on June 3 but thejewelry charge was reduced to a mis-demeanor from a more serious felony, and will cut to one year her maximumtime behind bars if eventually con-victed.

Los Angeles judge StephanieSautner, however, felt the evidence onFriday suggested Lohan intended tosteal the jewelry. She therefore ruledLohan had violated her probation fora 2007 drunk driving and cocaine pos-session incident, and sentenced her to120 days jail and 480 hours commu-nity service in a morgue and women’sprison.

Lohan, 24, has strenuously deniedthat she deliberately walked out of aLos Angeles store wearing a necklacewithout paying. Her lawyer on Fridayargued that she was distracted and ab-sent-minded when she left with theitem around her neck.

Lohan’s assistant returned it to po-lice after news leaked that a searchwarrant was to be served on Lohan’shouse. “There is a lot of hoopla sur-rounding Ms. Lohan, but at the endof the day, relatively speaking, this isnot particularly serious as grand theftsgo,” Lohan’s lawyer Shawn Holleysaid. “This is a necklace ... that wasreturned 10 days later.”

But judge Sautner did not buy thedefense argument. “I see the intenthere and I see the level of brazennesswith ‘let me see what I can get awaywith’,” Sautner said.

“She thumbs her nose at the court, she walks into court with FU on herfingernails,” Sautner said, referring toan appearance last year by Lohan inanother case.

ISTANBUL – The World War I battlefield of the Gallipoli campaign, where throngs gather each April to remember the fallen, is a place of lore,an echo of ancient warfare that took place on the same soil. Now re-searchers are mapping dugouts, trenches and tunnels in the most exten-sive archaeological survey of a site whose slaughter helped forge the iden-tity of young nations.

Armed with old maps and GPS technology, the experts from Turkey,Australia and New Zealand have so far discovered rusted food cans, un-used bullets and their shell casings, and fragments of shrapnel, Ottoman-era bricks with Greek lettering, ceramic rum flagons of Allied soldiersand glass shards of beer bottles on the Turkish side. They announcedearly findings ahead of annual commemorations on the rugged peninsulaon Sunday and Monday.

The chief aim is to gain a detailed layout of a battlefield whose desper-ate trench warfare, with enemy lines just a few dozen meters (yards) apartin some places, has been recounted in films, books and ballads, acquiringa legendary aura in the culture of its combatants.

“It will hasten a broader understanding of what went on at Gallipoli,”Richard Reid, a researcher and author of the book “Gallipoli 1915” saidof the government-funded investigation. “It will help us as nations thatare always interested in trying to preserve what heritage we have.”

There is heightened interest in the battle, especially among Turks whoare showing more pride in their past, buoyed by economic and diplomaticadvances after decades of internal strife. Australia and New Zealand markthe occasion with a national holiday on Monday, holding dawn servicesand closing off downtown areas for marches of veterans of all conflicts.

Before dawn on April 25, 1915, an Allied expedition under Britishcommand landed at Gallipoli on the Aegean Sea in a bid to reach Istanbuland open a sea route to Russia, an ally whose troops were wilting on theeastern front. But Ottoman armies, allied with Germany, dug in and forcedtheir adversaries to withdraw after a nine-month campaign.

About 44,000 Allied soldiers died, and at least twice as many perishedon the Turkish side. Hundreds of thousands more were wounded or suf-fered debilitating fever, diarrhea and dysentery.

WASHINGTON – The disruptive closing of some European airports after last year’s volcanic eruption inIceland was the right thing to do and may have saved lives, a new study concludes.

Eyjafjallajokull (ay-yah-FYAH-lah-yer-kuhl) volcano, and ash con-tinued to spew for weeks. The eventforced most countries in northernEurope to shut their airspace be-tween April 15-20, grounding morethan 100,000 flights and an esti-mated 10 million travelers world-wide. The shutdown cost airlinesmore than $2 billion.

If the ash particles were suckedinto jet engines they could havemelted onto the whirling blades, causing the engine to fail, the re-port said. And there was a high riskof scouring the surface of the plane, according to the researchers who

conducted tests on samples of the ash.Even two weeks of vigorous stir-

ring of the ash failed to round off theedges of the particles, leaving themsharp and hard enough to turn an air-plane window opaque if encounteredat high speed, the study said.

The report recalled the case of aBritish Airways 747 that flew into anash cloud over Indonesia in 1982, inwhich all four engines failed and thepilot reported the windows were sand-blasted. In that case the pilot was ableto restart some of the engines andmanaged to make an emergency land-ing by peering out through a 2-inchclear area in a side window.

Push to spur more drugs for deadly rare diseasesbe so hard.

But it’s a huge challenge togenerate drug company interestin the expensive testing of medi-cines for diseases so rare — likeher girls’ Niemann-Pick Type C— that the market is only a fewhundred or few thousand peoplea year.

There are treatments for just200 of the roughly 7,000 rare dis-eases, illnesses that affect fewerthan 200,000 people, often far,far fewer. Yet add those diseasestogether, and more than 20 mil-lion Americans have one.

Now a movement is beginningto spur more rare-disease treat-

ments: The National Institutes ofHealth this fall will open a centerto speed genetic discoveries intousable therapies, doing some of theriskiest early-stage research inhopes companies then will step in.

A new International Rare Dis-eases Research Consortium ispushing for at least 200 more treat-ments by 2020, in part by poolingthe work of far-flung scientists andfamilies.

Rather than start ing fromscratch, the Food and Drug Admin-istration is pointing the way formanufacturers to “repurpose” olddrugs for new use against rare dis-eases, publishing a list of those

deemed particularly promising. And bipartisan legislation re-

cently introduced in the Senate, called the Creating Hope Act,would offer drug makers anotherfinancial incentive — a voucherpromising fast FDA evaluationof their next blockbuster drug inreturn for developing a therapyfor a rare or neglected diseasethat disproportionately affectschildren.

It’s unclear what the pros-pects for passage are.

“We have to give drug com-panies a reason to go into thismarket,” says Nancy Goodmanof Kids v Cancer, a group push-

ing the legislation. Her sonJacob died at age 10 from atype of brain cancer that has nogood treatment.

“My kids may not be cur-able, but they are treatable,”adds Hempel, the Nevada mom.“Who’s going to take th isover?”

“Torres scored a lot of goals atLiverpool and changed clubs, I’mhappy for him too because I knowwhat the pressure is,” he said.“Now we have to look at the fu-

Mancini wants City to qualifyfor the Champions League in styleby winning all five of their remain-ing Premier League games. Cityand fifth-placed Tottenham willmeet at Eastlands on May 10 inwhat could be a crucial game.

But Mancini hopes to have se-cured the club’s Champions Leaguespot by then after targeting five winsout of five between now and the endof the season. “We have another fivegames and we shall try to win allfive,” said the City manager.“Tottenham at this moment are fourpoints behind us but every game isdifficult and anything can happen.”

“That’s been our Achilles’ heelthis whole series,” said Lawson, who sank all nine of his foul shots.

“I’m comfortable. I’ve played in biggames, so I embrace the opportu-nity.”

Felton’s pair of free throws with23 seconds left gave Denver a 100-96 lead and snapped OklahomaCity’s 9-1 run. Westbrook’s layupmade it a two-point game again andFelton was fouled again, this timemissing one of two shots, leavingthe Nuggets ahead 101-98 with 15seconds left. “We kept fighting,” Durant said.“That’s one thing we can take outof this. We kept fighting. We weredown nine with a minute and a-halfleft, cut it down to two and it was afree-throw game from there. Thoseguys make some big shots.”

Sebastian Vettel says that Red BullRacing securing the future of keyteam personnel like Adrian Neweywas vital for him electing to remainat the outfit for the next few years. The world champion announced onthe eve of this season that he had ex-tended his contract until the end of2014 - as part of a series of movesthat included around 50 senior per-sonnel at the outfit also signing newcontracts.

In an interview with Italianmagazine Autosprint, Vettel con-firmed that having the commitmentof key staff – including Newey –played a vital role in his decisionto remain on board.

“Yes, but not only about Adrian,”

Vettel: Staff stability key for new dealhe said, when asked if he sought guar-antees about Newey’s commitment.“It’s difficult to plan for the future; younever know what can happen.

“Perhaps when I go back to thehotel I fall down the stairs, break aleg, and don’t win anymore races thisyear. Touch wood, but anything canhappen. “Adrian is one of the mostimportant people in the team, but youask about everyone - how many yearsare left in their contracts, whetherthey are happy, etc. I wanted tolengthen my contract, but not in acompletely different team.”

Vettel’s decision to commit to RedBull Racing brought a swift end tospeculation linking him with a switchto Ferrari – although the issue is

likely to be resurrected over the nextfew years.

“Ferrari? If I talk about it so of-ten, it’s because I’m often askedabout it,” he explained when queriedabout the ongoing rumours.

“In fact, there are two reasons:first of all Ferrari is something spe-cial, as I’ve said many times. Thesecond reason is that I have to replyto whoever asks me about it. It’s aself-feeding situation.

“For me Ferrari is a legend: oneday it would be an honour for me tohave my name on the list of Ferraridrivers. But that doesn’t mean I wantto go there now: I’m happy where Iam and this is why I’ve renewed fora couple of seasons.”
