INSTRUCTIONS TO BIDDERS

1. Bids should be submitted by email.

2. Bid should show the Project Name,

Contract Number, Closing Date, and the

Name and Address of the Bidder.

3. Bids must be submitted on the forms

provided.

4. Failure by the Bidder to comply with these

Instructions to Bidders may result in the

Bid submitted being disqualified.

Disqualification shall be at the sole

discretion of the Owner.

5. PT REKI shall not be liable for any costs of

preparation or presentation of Bids.

1. Bids must be received at the Tender

1. Tawaran harus diserahkan melalui email .

2. Penawar harus menunjukkan Nama Proyek,

Nomor Kontrak, Tanggal Penutupan, Nama dan

3. Tawaran harus diserahkan melalui formulir

yang disediakan .

4. Kegagalan Penawar untuk mematuhi

Instruksi ini dapat mengakibatkan penawar

didiskualifikasi . Diskualifikasi ini harus atas

kebijaksanaan dari pemilik.

5. PT REKI tidak bertanggung jawab atas biaya

persiapan atau presentasi Tawaran .

PENERIMAAN PENAWARAN

1. Tawaran harus diterima sesuai dengan Alamat

/ email yang diberikan oleh PT REKI sebelum

batas waktu yang ditentukan .

2. Setiap Tawaran yang diterima setelah batas

waktu yang ditentukan akan ditolak dan

dikembalikan kepada penawar.

3. Tawaran online yang ditransmisikan akan

diterima seperti yang telah diuraikan, fax dan

email perubahan pun akan diterima .

4. Tawaran dan dokumentasi yang disertai

dengan pengecualian dari jaminan penawaran

yang disampaikan oleh Penawar adalah milik

PT REKI dan tidak akan dikembalikan.

AMANDEMEN PENAWARAN

1. Perubahan penawaran melalui surat,

faksimili, tertulis atau melalui email akan

diterima asalkan perubahan disertai :

a) Telah diterima pada atau sebelum batas waktu

yang telah ditentukan, untuk penerimaan

penawaran ; dan

b ) Referensi yang berisi penawaran, nama

kontraktor dan tanda tangan .

2. Any Bids received after the specified

deadline will be rejected and returned to the

Bidder.

3. Online transmitted Bids will be accepted, as

outlined ,faxed and emailed amendments

4. Bids and accompanying documentation,

with the exception of the bid security,

submitted by the Bidder are the property of

PT REKI and will not be returned.

AMENDMENTS TO BIDS

1. Amendments to a Bid by letter, facsimile,

written or via email means are acceptable

provided that the amendment:

a) Is received on or before the specified

deadline, for the receipt of the Bid; and

b) Contains the tender reference, name of the

contractor and signature.

sehingga tawaran total tidak terungkap .

3. Instruksi verbal tidak akan dianggap sebagai

instruksi yang sah untuk tujuan Penawaran, dan

mereka tidak akan dianggap memiliki apapun

hubungan pada pengajuan Penawaran .

INSENTIF USAHA

1. Salah satu prioritas PT REKI adalah untuk

memastikan bahwa bahan-bahan lokal dan

impor, peralatan, tenaga kerja dan jasa lainnya

digunakan untuk sepenuhnya pada proyek ini.

2. Untuk tujuan tender ini, lokal harus dianggap

sebagai komunitas di mana pekerjaan ini akan

dilakukan kecuali ada permintaan lain dalam

applicable changes and in such a manner

that the total bid is not revealed.

3. Verbal instructions will not be considered

as a valid instruction for Tender purpose,

nor shall they be considered as having any

bearing upon the Bid submission.

BUSINESS INCENTIVE

1. One of the priorities of PT REKI is to

ensure that Local and imported materials,

equipment, labour and other services are used

to the fullest extent practical on this project.

2. For purpose of this tender, local shall be

considered to be the community in which the

work is undertaken unless noted otherwise in

this Tender Document.

3. Tender Close

The Contractor shall complete the Bids

Form and all required appendices and shall

submit them prior to the specified deadline for

the closing of Bids.

4. Monitoring the Level of Local Labour

The Contractor is responsible to ensure that

every worker identified as Local or Foreigner

in Appendix “C” meets the qualifying

requirements. The Contractor may be required

to provide proof at any time throughout the

project. Reasonable proof of Local or

Foreigner status is noted as follows:

a) Health insurance to start of employment

on the project, or

b) Approved Local or Foreigner residents

verified by Local KTP or Foreigner Passport.

3. Tutup Penawaran

• Kontraktor harus mengisi Formulir Tawaran

dan semua lampiran yang diperlukan dan akan

menyerahkan semuanya sebelum batas waktu

yang ditentukan untuk penutupan Tawaran.

4. Memantau Tingkat Buruh Lokal

Kontraktor bertanggung jawab untuk

memastikan bahwa setiap pekerja yang

diidentifikasi sebagai penduduk setempat atau

warga asing dalam Lampiran "C" memenuhi

persyaratan kualifikasi. Kontraktor mungkin

diperlukan untuk memberikan bukti setiap saat

selama proyek. Bukti wajar status Lokal atau

Asing tercatat sebagai berikut:

a) Asuransi Kesehatan untuk memulai sebagain

pekerja pada proyek, atau

b) Persetujuan Penduduk setempat atau warga

Asing diverifikasi oleh KTP penduduk setempat

atau Paspor warga asing.

DOKUMEN DAN INFORMASI YANG

DISEDIAKAN OLEH PT REKI

1. Tagihan Kuantitas Sementara ( tidak ada

Kewajiban ) yang berkaitan dengan Sanitasi –

Proyek Pembangunan memasukkan sebagai

bagian dari Informasi penawaran. Tagihan

Kuantitas Sementara( ada kewajiban ) termasuk

untuk bantuan penawaran. Penawaran harus

melakukan penilaian sendiri bagaimana

mengandalkan Tagihan Kuantitas Sementara (

No kewajiban )

2. Penawar harap memperhatikan ketentuan

Perpres No 70 Tahun 2012

dari ketentuan penawaran dan mengeluarkan

yang terkandung dalam peraturan itu. Perhatian

penawaran' juga ditujukan dalam Jadwal

Jaminan dan garansi yang diberikan oleh

penawar dalam hal tersebut .

PROVIDED BY PT REKI

1. There are Provisional Bills of quantities (no

Liability) relating to the Sanitation –

Construction Project included as part of the

Tender Information. The Provisional Bills of

Quantities (No liability) are included for the

assistance of Tenderers. Tenders must

exercise their own judgment about relying

upon the Provisional Bills of Quantities (No

liability)

2. Tenders’ attention is drawn to clause

Perpress No.70 tahun 2012, of these

Conditions of Tender and the release

contained in that clause. Tenders’ attention is

also drawn in the item of the Schedule of

Warranties and the warranty given by

Tenders in that item.

SCHEDULE OF WORK AND UNIT

PRICES

1. The Bidder shall submit on Appendix “D” or

Appendix “E” as appropriate, a schedule of

unit and work prices. Unit prices shall

include the cost to supply and install as

appropriate, and include all statutory charges,

overhead, profit, and the Contractor’s

contingency allowance

EQUIPMENT LIST

1. The Bidder shall, if applicable, complete and

submit Appendix “H” listing equipment

proposed being used in the performance of

the Contract.

OPTIONS & SUBSTITUTIONS

SPECIFIED BY PT REKI

1. Bids shall be based on the materials,

methods, firms and equipment named in the

Contract Documents and this shall constitute

JADWAL KERJA DAN UNIT HARGA

1. Peserta Lelang harus mengisi dan

menyerahkan Lampiran "D" dan atau

Lampiran "E" yang sesuai, jadwal unit dan

ongkos kerja. Harga satuan meliputi biaya

untuk memasok dan memasang sesuai, dan

mencakup semua biaya hukum, biaya

overhead, keuntungan, dan tunjangan

kontingensi Kontraktor.

DAFTAR PERALATAN

1. Penawar harus, jika ada, mengirimkan

Lampiran “H” daftar lengkap peralatan yang

diusulkan akan digunakan untuk mendukung

kinerja Kontraktor.

PILIHAN & SUBSTITUSI DITENTUKAN

OLEH PT REKI

1. Tawaran didasarkan pada bahan, metode,

perusahaan dan peralatan yang disebutkan

dalam Dokumen Kontrak dan ini merupakan

tawaran dasar. Dimana lebih dari satu bahan

atau pabrikan ditentukan, salah satu dari mereka

yang telah ditentukan mungkin akan dipilih dan

termasuk dalam upaya dasar.

2. PT REKI mungkin akan mempertimbangkan

atau substitusi ke tawaran dasar. Ketika daftar

barang PT REKI dalam Lampiran "F",

Kontraktor harus menunjukkan efek pada harga

yang telah ditetapkan bahwa setiap barang

dibuat berdasarkan penawaran. Penambahan

atau pengurangan salah satu atau semua barang

ini ke tawaran dasar dapat menentukan

diterimanya penawaran terendah. Kegagalan

untuk menyelesaikan Lampiran "F" ketika

diminta dapat mengakibatkan Penawaran

the base bid. Where more then one material

or manufacturer is specified, any of those

specified might be selected and included in

base bid.

2. PT REKI may wish to consider or

substitutions to the base bid. When the PT

REKI lists items in Appendix “F”,

Contractors should indicate the effect on the

stipulated price that each item makes to the

base bid. Adding or deducting any or all of

these items to the base bid may determine the

lowest acceptable Bid. Failure to complete

Appendix “F” when requested may result in

the Bid being disqualified at the sole

discretion of PT REKI.

OPTIONS PROPOSED BY THE BIDDER

1. Bidders may propose their own options in

Appendix contract price To be considered the

following requirements shall be met.

a) Tenders must complete the Lump Sum

Breakdown Schedules for Parts A and B of

the Tender attached to Appendix B.

b) In completing the Lump Sum Breakdown

Schedules Tenders must:

i. Insert an amount against each item where

considered appropriate by the Tender,

ii. Fully describe the elements which are

included in the item described as “other” and,

iii. Ensure that the total of the Schedules equals

the lump sum price for Parts A and B

respectively tendered by the Tenderer.

iv. The Lump Sum Breakdown schedules may

be used by the project manager to assist in

the evaluation of tenders. No claim may be

brought by the successful Tenderer by reason

of the actual cost of completing any item in a

schedule being greater or lesser than the

amount nominated for that item in that

schedule.

PILIHAN YANG DIAJUKAN PENAWAR

1. Penawar dapat mengusulkan pilihan mereka

sendiri dalam Lampiran kontrak harga Untuk

Sum Breakdown untuk Bagian A dan B.

i. Memasukkan jumlah terhadap setiap item

yang dianggap tepat untuk Penawaran,

ii. Sepenuhnya menggambarkan unsur-unsur

yang termasuk dalam hal yang telah

digambarkan sebagai "lain lain" dan,

iii. Pastikan bahwa total Jadwal setara dengan

lump sum harga untuk Bagian A dan B yang

masing-masing ditawarkan oleh penawar

tersebut.

iv. Jadwal Breakdown Lump Sum dapat

digunakan oleh manajer proyek untuk

membantu dalam evaluasi tender. Tidak ada

klaim yang diajukan oleh penawaran yang

sukses dengan alasan biaya yang sebenarnya

setiap hal dapat diselesaikan dalam jangka

waktu yang lebih besar atau lebih kecil dari

jumlah yang dinominasikan dalam jangka waktu

tersebut.

c) Pilihan yang diusulkan harus memungkinkan

untuk semua perubahan dan penyesuaian dalam

pekerjaan lain yang mungkin diperlukan untuk

penyelesain pekerjaan. Tidak ada klaim

tambahan yang akan dipertimbangkan di

kemudian hari.

d) Setiap pengajuan harus berisi informasi yang

cukup untuk memungkinkan PT REKI

menentukan penerimaan opsi yang diajukan

tersebut. Sertakan informasi seperti alasan

c) Options proposed must allow for all

changes and adjustments in other work as

may be necessary to form a complete

finished job. No additional claims will be

considered at a later date.

d) Submissions must contain sufficient

information to enable PT REKI to determine

the acceptability of such proposed options.

Include such information as reasons for

submission, manufacturing details,

performance data, dimensions and

clearances, effects on other work and other

pertinent facts.

e) PT REKI reserves the right to accept or

reject any option proposed to the Bidder.

f) By submitting an option on Appendix “G”

the Bidder relinquishes any proprietary

right to such option. PT REKI reserves the

right to release the Option to other Bidders

in order to obtain competitive prices.

BIDDING DOCUMENTS

1. Bids shall be based on the documents listed

in Appendix “A”.

BIDDING SECURITY

1. When Tendering:

a) For Bids Less than $ 90.000 USD: No bid

security accompanies the Bid.

b) For Bids $ 90.000 USD and Over:

c) The Bidder shall enclose bid security in

accordance with either:

i. a bid security deposit in an amount of at

least 5% of the Bid. The deposit must be a

certified cheque, bank draft, a letter of

irrevocable guarantee, or such other bid

security, as PT REKI considers acceptable.

The bid security deposit must be payable to

pengajuan, rincian manufaktur, data kinerja,

dimensi dan jarak, efek pada pekerjaan lain dan

fakta terkait lainnya.

e) PT REKI berhak untuk menerima atau

menolak opsi yang diusulkan untuk Penawar.

f) Dengan mengirimkan pilihan pada Lampiran

"G" Penawar yang mengklain memiliki hak opsi

tersebut. PT REKI berhak untuk melepaskan

pilihan kepada Penawar lain untuk mendapatkan

harga yang kompetitif.

DOKUMEN PENAWARAN

1. Tawaran harus didasarkan pada dokumen

yang tercantum dalam Lampiran "A".

PENAWARAN KEAMANAN

1. Ketika pengajuan Penawaran:

a) Untuk Tawaran Kurang dari $ 90,000 USD:

Tidak ada jaminan penawaran yang menyertai

Penawar.

b) Untuk Tawaran $ 90,000 USD dan

selebihnya: c)Penawar harus melampirkan

Jaminan Penawaran yang sesuai dengan salah

satunya:

i. uang jaminan penawaran dalam jumlah

minimal 5% dari penawar. Deposit harus cek

bersertifikat, bank draft, surat jaminan yang

tidak dapat dibatalkan, atau jaminan penawaran

lainnya, sebagaimana yang diterima oleh PT

REKI. Tawaran uang jaminan harus dibayarkan

ke PT REKI.

d) Tawaran jaminan, seperti yang ditunjukkan di

atas akan dibatalkan pada kebijaksanaan PT

REKI jika Penawar menolak untuk masuk ke

dalam kontrak ketika dipanggil untuk

melakukannya.

e) Penawar memahami bahwa jika Jaminan

Penawaran yang dilengkapi tidak dalam bentuk

yang disetujui, seperti yang dijelaskan di sini,

Penawar akan dikenakan diskualifikasi langsung

PT REKI.

d) The bid security deposit, as indicated above

may be forfeited at the discretion of PT

REKI if the Bidder refuses to enter into a

contract when called upon to do so.

e) The Bidder understands that if the bid

security furnished is not in the approved

form, as described herein, the Bid is subject

to disqualification at the sole direction of

PT REKI.

2. Upon Award of Contract

a) Upon notification of acceptance of a Bid,

the successful Bidder shall furnish within

14days of the date of the notification of

acceptance the security

INSURANCE REQUIREMENTS

1. Upon notification of the acceptance of the

Bid, the successful Bidder shall furnish

within 14 days of the date of notification of

acceptance proof of insurance.

SIGNATURES

1. Bids are to be properly signed and

executed.

2. The Bidder, or the person or persons duly

authorized to sign on his behalf, should

initial and date each and every correction,

change, erasure or alteration contained in

this completed Bid document.

3. At the sole discretion of PT REKI, the

failure by the Bidder to properly sign and

execute the Bid may result in the

disqualification of the Bid.

GOODS AND SERVICES TAX

1. The Bidder shall include all applicable

Good Taxes and Services Tax in his bid.

COMMERCIAL ACCOMODATIONS

Penawaran, Penawar yang berhasil harus

diberikan pemberitahuan dalam jangka waktu 14

hari kerja dari tanggal pemberitahuan

penerimaan bukti asuransi.

TANDA TANGAN

1. Tawaran harus ditandatangani dengan baik

dan benar.

2. Penawar, atau pihak atau orang yang

berwenang untuk menandatangani atas

namanya, harus paraf dan mengisi tanggal pada

setiap koreksi, perubahan, penghapusan atau

perubahan yang terkandung dalam

menyelesaikan dokumen Penawaran.

3. Pada kebijaksanaan PT REKI, kegagalan oleh

Penawar untuk menandatangi Tawaran dengan

baik dan benar dapat mengakibatkan

diskualifikasi Penawaran.

BARANG DAN JASA PAJAK

1. Penawar harus memasukkan semua Pajak

yang berlaku dan Pajak Jasa di dalam

Penawarannya.

AKOMODASI KOMERSIAL

1. PT REKI mendukung dan mendorong

penggunaan perusahaan komersial yang

menyediakan akomodasi dan makan di mana

tersedia di lokasi Camp 35. Kontraktor dan

Subkontraktor dan semua pekerjanya dapat

1. PT REKI supports and encourages the use

of commercial establishments providing

accommodation and meals where available

on side at Camp 35. The Contractor and all

his Subcontractors and workers are able to

use these facilities at current rates of IDR

80.000 per night such as 3 meals per day at

current rate IDR 80.000 per day.

ACCEPTANCE

1. Bids containing qualifications other than in

the manner prescribed may be disqualified

at the sole discretion of PT REKI

2. The submission of the lowest or any Bid

will not necessarily result in the award of a

contract. PT REKI reserves the right to

cancel this Tender, in whole or in part at

any time and to re- tender the same for any

reason whatsoever, without incurring any

liability and no Bidder will have any claim

against PT REKI as a consequence.

3. PT REKI reserves the right to negotiate the

tenders price solely with the low Bidder

after adjustment in accordance with the

Tender evaluation Team, or re- invite Bids

from the low Bidders without going to

public tender.

4. If a contract is to be awarded as a result of

this Tender, it shall be made to a Bidder

who is responsive and responsible and who

has submitted a Bid that, after the

application of any tender adjustment

permitted is lower than that submitted by

any other responsive and responsible

Bidder.

5. If only one Bid is received, PT REKI may

waive any non – compliance with the Bid

Documents, specifications or any other

conditions and may at its sole discretions

elect to retain for consideration a Bid,

which may be non- conforming.

atau sebagian, setiap saat dan untuk mengulang

penawaran yang sama dengan alasan apapun,

3. PT REKI berhak untuk menegosiasikan harga

penawaran dengan Penawar terendah setelah

disesuaikan dengan Tim evaluasi Penawaran,

atau Tawaran ulang dari Penawar rendah tanpa

pergi ke penawaran umum.

4. Jika kontrak harus diberikan sebagai hasil

dari Penawaran, maka itu harus dilakukan oleh

Penawar yang responsif dan bertanggung jawab

dan yang telah mengajukan penawaran itu,

setelah permohonan dari setiap penawaran

diijinkan lebih rendah dari yang diajukan oleh

setiap responsif dan Penawar yang bertanggung

jawab.

5. Jika hanya satu Penawaran diterima, PT

REKI dapat mengabaikan tidak - sesuai dengan

Dokumen Penawaran, spesifikasi atau kondisi

lain dan kebijaksanaan memilih untuk

mempertahankan pertimbangan Penawaran,

yang mungkin tidak dapat di konfirmasikan.

inference from this Invitation Tender

document and any further Tender

construction services and undertake the

works for which it has tendered.

3. The Tenderer has, and will maintain, the

necessary skill, qualification and experience

to enable it to provide the services and

complete the works in accordance with the

Agreement.

4. The Tenderer has not relied upon the

Initiation documents and any further tender

information in preparing and submitting this

Tender.

5. The Tenderer has carefully perused the

documents forming the Invitation and the

Contract. There are no ambiguities or

discrepancies in any document forming part

of this invitation and the contract between

any one such document and and other such

documents.

6. In respect of the Lump Sum Prices which are

nominated as the unconditional tender price,

that price is given on the basis that there are

no exclusions, exceptions or variations to the

conditions of the Tender or the Contract.

7. In respect of a lump sum price, which is an

alternative conditional lump sum price, the

BIDDERS

Preface

The pre – qualification process for the selection

of candidates for this tender required the

provision of information on the capability of the

candidate to be pre- qualified as a bidder for the

position of Sanitation – Contractor.

This annexure sets out more detail the

information required to support the pre-

qualification response. The information supplied

by Bidders will be used in the evaluation and

award of the position Sanitation – Contractor

and the successful Bidder will be required to

provide the people, services and broadly

implement the strategies so described in its

tender.

A. 1.0 Management of Design and Sanitation

construction

Bidders are to provide a concise description of

the strategy and approach they will use to

manage the following issues, using the

numbering and order which follows.

A 1.1. The Contractor will be required to

provide PT REKI and the Project Manager the

costs, construction and program management

advice during the period up to the completion of

schematics. Bidders are to provide a statement

as to how this obligation will be met.

A 1.2 The Contractor will take over the

management of the project design on completion

of the schematic design by Catherine Hartmann.

Bidders are to provide a statement clearly

outlining the strategy for the ongoing design

management so that the project can be

completed within the time and cost requirements

of PT REKI.

Kata Pengantar

Pra - proses kualifikasi untuk pemilihan calon

tender ini diperlukan penyediaan informasi

tentang kemampuan calon untuk menjadi pra-

kualifikasi sebagai penawar untuk posisi Sanitasi -

Kontraktor.

Lampiran ini menetapkan lebih detail informasi

yang diperlukan untuk mendukung respon

prakualifikasi. Informasi yang diberikan oleh

A. 1.0 Manajemen Desain dan konstruksi

Sanitasi

Penawar memberikan penjelasan singkat

penomoran dan mengikuti ketertiban.

A 1.1. Kontraktor akan diminta untuk

menyediakan biaya untuk PT REKI dan Project

manajemen selama periode sampai dengan

penyelesaian skema. Penawar harus memberikan

pernyataan tentang bagaimana kewajiban ini akan

dipenuhi.

A1.2 Kontraktor akan mengambil alih desain

proyek manajemen pada saat desain skematik

diselesai oleh Catherine Hartmann. Penawar harus

memberikan pernyataan secara jelas menguraikan

strategi untuk manajemen desain yang sedang

berlangsung sehingga proyek dapat diselesaikan

A 1.3 the project site is situated in the area Desa

Bungku Kec. Bajubang Kab. Batanghari of

Jambi. (± 120 Km from Jambi City) In addition

the access to site is limited, initially and during

the construction time a pick up or meeting point

in Jambi Kota can be arranged. During the

construction time the Contractor has the right to

stay on site accommodation and offices, at a

current rate of IDR 200.000 per night such as 3

meals per day at current rate IDR 80.000 per

day.

Tenders are to describe how it will provide and
