20 November 2007 oleh Para Kepala Negara / Pemerintahan.

Sebagai kerangka waktu proses integrasi ekonomi ASEAN.

AEC harus terbentuk pada tahun 2015 (semula tahun 2020).

Pengangkatan personel Monitoring Committee on Architectural Services periode II (Kepmen PU no. 142/2012)

TUJUAN:

1. Memfasilitasi program liberalisasi perdagangan jasa arsitek di ASEAN;

2. Pertukaran informasi dalam rangka mengupayakan the best practices dalam

standar dari pendidikan arsitektural, praktek profesi dan kualifikasi di lingkungan

ASEAN;

3. Selaras dengan semangat kerjasama ASEAN yang berdasarkan distribusi

setimbang pada sumber daya dan manfaat dalam kolaborasi riset;

4. Mendorong, memfasilitasi dan menetapkan Mutual Recognition Arrangement

bidang jasa arsitek dan menyiapkan standar serta komitmen dalam hal transfer

teknologi antar anggota negara-negara ASEAN. 3

KESEPAKATAN DALAM MRA ON ARCHITECTURAL SERVICES

1. Disepakati adanya persyaratan untuk menjadi ASEAN Architect;

2. Diatur kelembagaan yang akan menangani baik di masing-masing negara

(National Monitoring Committee) dan koordinator di tingkat ASEAN, ASEAN

Architect Council (AAC);

3. Disepakati pula Professional Regulatory Authority (PRA) pada masing-masing

negara anggota ASEAN;

4. Walaupun kesepakatan berlaku sejak ditanda-tangani, tetapi keikutsertaannya

tergantung dari kesiapan masing-masing negara anggota ASEAN;

5. Negara yang merasa keikutsertaannya ternyata merugikan kepentingan nasional,

dimungkinkan untuk menarik kembali keikutsertaannya;

6. Seorang ASEAN Architect yang akan bekerja di negara ASEAN lainnya dapat

bekerja sendiri atau bekerjasama dengan arsitek lokal di negara tersebut (host

country) serta tunduk pada hukum dan peraturan domestik yang mengatur

praktek arsitektur di negara tuan rumah;

7. Kesepakatan MRA on Architectural Services ini hanya berlaku bagi warga negara

anggota ASEAN.

MRA ON ARCHITECTURAL SERVICES

Practice of Architecture refers to the provision of architectural services in

connection with urban planning and the design, construction, conservation,

restoration or alteration of a building or group of buildings. Subject to the

Host Countrys domestic regulations, these professional services include, but

are not limited to, planning and land-use planning, urban design, provision of

preliminary studies, designs, models, drawings, specifications and technical

documentation, coordination of technical documentation prepared by others

(consulting engineers, urban planners, landscape architects and other

specialist consultants) as appropriate and without limitation, construction

economics, contract administration, monitoring and supervision of

construction and project management.

Tugas pokok MCA (Monitoring Committee Architect) adalah mengembangkan, memproses, dan mengelola Daftar AA (ASEAN Architects) di Indonesia.

Requirements: 1. Architecture education no less than 5

years full time basis, or exams by authorized body endorsed by AAC;

2. Eligible for independent practice; 3. 10 years min. continuous architectural

practice after graduation, at least 5 years after registration;

4. At least 2 years with significant architectural works;

5. Compliance with CPD policy; 6. Must agree to be bound by local and

international ethics and professional conducts. Also must agree to be held accountable individually.

Requirements: 1. Architecture

education no less than 5 years, or (4+1), or (4+2), full time basis;

2. At least 2 years of internship;

3. Eligible for independent practice assessed by MC or PRA within Country of Origin.

Requirements: 1. Registered as

ASEAN Architect;

2. Submit application to PRA of the Host Country;

3. Pay registration fee;

4. May independently practice or in collaboration with local licensed architect/s.

(dicetak / ditempel pada CV).

Seluruh negara ASEAN:

Sudah menyatakan keikutsertaannya dalam MRA on Architectural Services;

Sudah membentuk Monitoring Committee;

Sudah mempunyai dokumen Assessment Statement

Registrasi ASEAN Architect dari 8 Negara ASEAN: Brunei Darussalam, Indonesia, Malaysia, Myanmar, Filipina, Singapura, Thailand dan Vietnam.

Tahap selanjutnya dari peta jalan ASEAN Architect adalah bekerja sama / kolaborasi melalui skema Registered Foreign Architect (RFA).
