Agro-tourism for Sustainability of SUBAK Institution in Bali (5) By Wayan Windia

WindiA and Suamba (2010) reported that the SWOT analysis conducted on some of the Balinese Subak. Those subaks indicate that these are in diversificative position. That is, subak indeed need to do other activities, beyond its traditional activities in agriculture and irrigation management. The study was conducted in Subak Anggabaya, Denpasar; Subak Lodtunduh, Gianyar; and Subak Guama Tabanan. A third of subak’s potential to be developed as agro-tourism area, because the Subak during already familiar with economic activity, close to the object area of tourism,

and is traversed by the traffic of tourism activi-ties, based in Denpasar and Badung regency.

During this time, Subak Guama, Tabanan, has long been economically active. Among the maintenance of cattle manure for organic fertilizer, rice cultivation for seed, and the development of cooperatives for the sale of inputs. Capital is used by government assis-tance for agricultural development with the development of so-called Integrated Agribusi-ness Group. Furthermore Anggabaya Subak, Denpasar, has been long enough to develop economic activity in the form of savings and

credit groups, with the help of capital from the government. But not yet well developed, as in Subak Guama. Meanwhile Subak Lodtunduh, Gianyar, recently started development of eco-nomic enterprises. Namely in the form of farm cooperatives, with a capital of, and assistance from the Department of Agribusiness Faculty of Agriculture, Udayana University.

Model of agro-tourism development on each subak can basically be divided in compo-nents mindset, social, and artifact / material. Development model as was done because the Subak is part of the culture (Balinese). Accord-ing Koentjaraningrat (1971) that the culture form includes three components. Mindset that is component (in analogy with Parhyan-gan Subak system), the social component (in analogy with Pawongan Subak system), and the artifact component / material (in analogy with Palemahan Subak system). The three components are closely related in one system, in order to develop agro-tourism, in subak area.

ConclusionBasically, subak institution in Bali is po-

tential to be used as a model of agro-tourism development. The greater the economic activity that has been done in Subak system, the more possible Subak as a model of agro-tourism development. Subak that could be developed as agro-tourism area will lead to increased farmer income, improve income subak institutions, generate pride of far-mers; encourage young people to be active in the agricultural sector, over the function of wetland would be more manageable. All these things will encourage the development

of sustainable agricultural sector, as well as sustainable tourism sector. The tourism sector in Bali will not be able to develop without the support of the existence and presence of the agricultural sector.

Economic activity that had been under-taken at the institution indicated that Subak concerned has had experience in the manage-ment of other activities outside their tradi-tional activities. Subak is a traditional activity in the field of socio-cultural. Namely, social interaction in mutual assistance activities in the maintenance of irrigation networks, and the ceremony at the temple or the property owned by Subak members.

However, the various elements of weak-ness subak need to get coaching and men-toring. Thus subak will be able to manage economic activities (agro-tourism) well. Subak Lodtunduh, Gianyar and Subak Anggabaya, Denpasar, seems most require attention to the development of the agro-tourism program, which was recorded that after moment not much economic activities has been done yet. While Subak Guama, Tabanan, apparently ready to be developed as a model agro tourism region. During this time it was noted that eco-nomic activity of Subak Guama most advanced compared with Subak Lodtunduh, Gianyar and Subak Anggabaya, Denpasar. It seems there is a relationship between economic activities that has been done at one subak, with the process of agro-tourism development to be implemented in the subak region. v

AFTEr the building of Ananta Legian Hotel finished together with all the facilities such as the rooms, lobby, swimming pool, pool bar, restaurant, meeting room with the other facilities and the pre-opening period is finished, the Grand Opening of the Ananta Le-gian Hotel will be launched on July 18, 2012 as the official opening of the general services of this hotel.

A special event will be held on the ‘Grand Opening’, Ananta Legian Hotel which will show the indicated concern with the children and education in the world that we call “We Love and Care for Chil-

dren”. This activity will be held one day before the grand opening on July 17.

As the theme, Ananta Legian will hold a social activity. This activity will be held as a concern to the environment and also and concern to the society and education, with inviting 40 persons with special attention from Mentary Fajar School at Jimbaran, 60 children on Legian Kaja and around, 25 children from the hotel staff together in the Bale Banjar Meeting Room.

The purpose of this event beside to give enter-

tainment, for the children who join this event to respect each other and also together to hear the Nusantara folktale Asia and Bali especially. This event is also to increase the interest in reading, in order to make the children love their own culture in the education and their

responsibility. Other than that, is also will help the training for the trainer, teacher and the parents so that they can help preserve their own culture.

This event is also supported by KPBA (Kelompok Pencinta Bacaan Anak) a nonprofit independent orga-nization that initiated on 1987 by Dr. Murti Bunata SS,

MA., who poured the whole time, because of his concern to the world literature in Indonesia. Dr. Murti Bunanta is an expert liter-ary the child, author of books and lecturer of literature for the child.

For the event of “We love and care the Children” KPBA show, be-side the story teller from KPBA and Bali: Drs. Made Taro, is also help by the story teller from America: Dr Anne Pellowski and also two story tellers from Thailand: Dr.Wajuppa Tossa and Dr. Prasong Saihong in 1990 KPBA be the member of IBBY (International Board on Books for young People).

Local Government

As the top of this event Ananta Legian Hotel will hold a Balinese Dinner and invite the Local Govern-ment officials from the Legian Village. In this event will serve a Balinese traditional Dinner and the Ba-linese dance.

Earlier in the year, on 18th April 2012, Anantara Associates visited the Seminyak 1 & 2 Elementary Schools, located ten minutes away from the resort, to teach students how to take care of nature and

to donate garbage bins, thus reinforcing the message of throwing rubbish away responsibly. Furthering the resort’s on-going assistance, on June 4th 2012 Anan-tara Seminyak Associates revisited these schools to refurbish the restrooms and do-nate new stationery, ensuring that school facilities and materials were improved for the benefit of all students.

For the second part of Minor Found-er’s Day, Anantara Seminyak followed up on its prior endeavours for international Earth Day on 26th March 2011. Associates revisited the 33 trees which they had plant-ed on 19th April 2011 in the village forest of Seminyak, and enjoyed an opportunity to see how much the rare species had grown in just over a year.

To conclude the Minor Founder’s Day trio of activities, Anantara Seminyak As-sociates returned to a local house which they had renovated on 4th June 2011. Located 20 minutes from the resort, the property is owned by Mrs. Sudana and her son Wayan, who is unable to work due to health problems. In addition to monthly trips to check that the family are manag-ing well, the Anantara team visited on 4th June 2012 to find that their house was still in good condition, and also to contribute new mattresses, blankets and groceries for

the family’s additional comfort.

Similar ritual was also performed by Mahagiri Villas conveniently located on Jalan Pungutan Sindhu, Sanur, precisely at 5:00 p.m. local time on Friday (Jun 8) and attended by the villa employees. Encoun-tered after the blessing ceremony, General Manager of Mahagiri Villas, Agus Suardana, revealed the purpose of such blessing was to give spirit and spiritually purify the entire location.

The blessing ceremony was performed by a holy man from India, or the so-called Yogi, named DN. Acharya S. belonging to Krishna sampradaya or tradition. “Since it has something to do with the implementa-tion of the World Hindu Summit taking place in Bali he was then willing to provide his blessing and at the same time he stayed in our villa,” said Agus.

BALi is laying out the welcome mat for golden oldies. The island”s tourism bosses plan to establish a special body to develop tourism for older visitors, citing a rising trend among elderly travelers across the globe.

The head of the Bali”s tourism agency, Ida Bagus Kade Subikshu, said organisations should make every effort to tap into opportunities arising from an aging global demographic. “The pros-pect for elderly tourism is huge. We’ve been discussing the plan to establish the body with relevant organisations,” Kade told media in Denpasar (11 June).

Kade said Bali had so far failed to effectively cater to an older tourist segment. “Bali has 16 tourist areas. We may develop some of them to accom-modate older tourists,” he added.

Bali drew 2.7 million foreign visi-tors in 2011, which represented more than one-third of the total visitors to Indonesia, according to the Central Statistics Agency.

Kade said older visitors, or those over 55-years-old, made up a large percentage of international tourists coming from the US, Japan, Australia, New Zealand and Europe. v

THE future of the travel agent business: increas-ingly dominated by one or two employee agencies though four large groups now dominate the industry and control three-quarters or 75% of the market. So says research firm IBIS World.

Those four are Carlson Cos., American Express, Expedia and Priceline.com, said the report called “Travel Agencies in the US.”

The top four industry agencies “tend to domi-nate the domestic and international business and holiday travel business at the national, and increas-ingly international, level,” the report said.

But the report found strong growth in agencies at the other extreme, or with less than $5 million in

annual revenues.

After a slowdown in recent years, the industry is set to return to growth. The report says that growth will be driven by internet technology as consumers increasingly choose online travel agencies for flex-ibility and efficiency. “The era of storefront travel agencies is entering a long-term decline and being replaced by online services, which offer a relatively high-profit, low-cost way to handle transactions,” the report said.

SATurdAY (Jun 9) was a historic day for Hindus, namely the gathering of the world Hindu organizations in the World Hindu Summit (WHS) held on June 9-12, 2012. The event was officially opened by Governor of Bali, Made Mangku Pastika, in Wiswa Sabha, the Office of the Governor of Bali.

According to Mangku Pastika, the har-mony among the fellows was expected to yield a Bali Chapter. “Based on the value of Dharma, we expect this World Hindu Sum-

Chairman of the WHS Committee, Ketut Gede Putra Dharma, added that a total of 200 delegates attended the WHS 2012 coming from all over the world ex-cept for the representatives of the African continent. “Participants of the WHS are from India, Indonesia, Malaysia, Singapore, Nepal, Oman, Australia, the United States and Britain,” said Dharma Putra. There were also representatives from the Hindu Wiwitan and Kaharingan and element of the Hindu Dharma Council of Indonesia (PHDI).

The Hindu World Summit (WHS) had issued a Bali Charter on the three-day conference held on Monday (Jun 11). It was revealed by Chairman of the WHS Commit-tee, Gede Ketut Dharma Putra, during a

press conference in the Wiswa Sabha Build-ing. Some contents of the Bali Charter were to bring together the activities of Hindu spiritual globally, to promote human val-ues of Hinduism and to absorb the Hindu culture based on universal concept named Satya (truth), Shivam (wisdom), and Sun-daram (purity). Besides, it also meant to echo the mutual respect among the fellows and to strengthen the harmonization based on the Tri Hita Karana concept.

“It also decided to immediately estab-lish the World Hindu Parishad (Council) in Bali,” said Dharma Putra. According to him, later all the Hindu organizations would come together, but without reducing the rights of autonomy of each organization. In the future, formation of the committee was expected to establish of the World Hindu Parishad targeted to be realized in 2013.
