ABSTRACT
In determining the cost of products , traditional cost accounting system is less
appropriate to apply again in the era of modern technology such as this . Because this system
has some weaknesses . Among them is giving a distorted cost information . Distortion occurs
due to inaccuracies in the cost of loading , resulting in errors costing , decision making ,
planning , and control . The distortion also resulted undercost / overcosted the product
( Hansen & Mowen , 2004) . The existence of these weaknesses can be overcome with the use
of Activity Based Costing method .
Companies can use a system of Activity Based Costing ( ABC ) to analyze the
activity . ABC is an innovative application of one of which is to reducing activities that do not
add value , add value to products / services to be produced , and eliminate activities that do
not comply with the wishes of the customer , or that do not create value .
Activity Based Costing is a method of determining the cost of the tracing costs to
activities and then to products . The main difference between the calculation of the cost of
traditional cost accounting product with ABC is the amount of cost driver (the cost driver )
used in the ABC method more than the traditional cost accounting systems . Companies can
use a system of Activity Based Costing ( ABC ) to analyze the activity . ABC is an innovative
application of one of which is to reducing activities that do not add value , add value to
products / services to be produced , and eliminate activities that do not fit with the wishes of
the customer , or that do not create value .

ABSTRAK
Dalam penentuan harga pokok produk, sistim akuntansi biaya tradisional kurang
sesuai lagi untuk diterapkan di era tekhnologi yang modern seperti saat ini. Karena sistem
ini mempunyai beberapa kelemahan. Diantaranya adalah memberikan informasi biaya yang
terdistorsi. Distorsi timbul karena adanya ketidakakuratan dalam pembebanan biaya,
sehingga mengakibatkan kesalahan penentuan biaya, pembuatan keputusan, perencanaan,
dan pengendalian. Distorsi tersebut juga mengakibatkan undercost/overcost terhadap produk
(Hansen & Mowen, 2004)1. Adanya berbagai kelemahan tersebut dapat diatasi dengan
penggunaan metode Activity-Based Costing.
Perusahaan dapat menggunakan sistem Activity Based Costing (ABC) untuk
menganalisis aktivitas. Penerapan ABC merupakan inovasi yang salah satunya adalah untuk
mengurangi aktivitas yang tidak memberikan nilai tambah, menambah nilai tambah kepada
produk/jasa yang akan dihasilkan, dan mengeliminasi aktivitas-aktivitas yang tidak sesuai
dengan keinginan pelanggan atau yang tidak menciptakan nilai tambah.
Activity Based Costing adalah metode penentuan harga pokok yang menelusur biaya
ke aktivitas, kemudian ke produk. Perbedaan utama penghitungan harga pokok produk
antara akuntansi biaya tradisional dengan ABC adalah jumlah cost driver (pemicu biaya)
yang digunakan dalam metode ABC lebih banyak dibandingkan dalam sistem akuntansi
biaya tradisional. Perusahaan dapat menggunakan sistem Activity Based Costing (ABC)
untuk menganalisis aktivitas. Penerapan ABC merupakan inovasi yang salah satunya adalah
untuk mengurangi aktivitas yang tidak memberikan nilai tambah, menambah nilai tambah
kepada produk/jasa yang akan dihasilkan, dan mengeliminasi aktivitas-aktivitas yang tidak
sesuai dengan keinginan pelanggan atau yang tidak menciptakan nilai tambah.

INTRODUCTION
1. Background
In an era of global competition , as now there has been upheaval in any service
business activity , trade , and industry . This may be caused by the effects of globalization ,
such as the implementation of AFTA , NAFTA , the EU , and the WTO . In addition , a trend
that is increasingly changing environment , technology is advancing at a rapid pace , shorter
product life cycles , increasing production complexity , the quality standards required by
consumers is increasing, and the amount of increased product diversification .
One who is affected by a change in the environment is the production process , ie
manufacturing automation . With the application of this technology , then the proportion of
overhead costs in the cost of production elements will occupy a larger portion so that the
necessary calculations and assignment to the cost of the product in accordance with the
proportion of activity consumed . In traditional costing system overhead arbitrarily allocated
to the cost of the product . This will result in the cost of the product being inaccurate or
distortion of determining the cost per unit of product that is unreliable in measuring
efficiency and productivity .
Determining the cost per unit is more accurate important for management as a basis
for decision -making . Management can be facilitated in making decisions , among others :
determine the selling price
consider rejecting or accepting an order
monitor the realization of cost
calculate profit / loss each order
determine the cost of
inventories of finished products and products in process that will be presented in the
balance sheet . To avoid distortion of determining the cost per unit , many companies are
adopting the use of basic pricing system ( costing ) activity -based ( ABC ) with management
expectations profitability analysis , to encourage process improvement, developing
performance measures that are more innovative , and able to participate in strategic planning .
Cost management information is the information needed to effectively manage a
company or nonprofit organization , either in the form of financial information on costs and
revenues as well as relevant non-financial information , namely productivity , quality , and
other key success factors for the company . This information as one of the important
information for management in carrying out its functions , namely strategic decision making
for the development of a competitive position so that competitive advantage can lead to
sustainable success . Cost management function is to provide useful information for
managers in strategic decision -making and improve the efficiency and effectiveness of the
company .
2. Problem Formulation
How do I calculate the cost of production using Activity Based Costing ( ABC )
What is the difference between Activity Based Costing ( ABC ) method with the
previous method of calculation of the Traditional Cost Accounting .
3. Objective Problems
To determine the application of Activity-Based Costing System in relation to the
determination of the Cost of Production (GPP ) .
To compare the magnitude of HPP , using traditional cost accounting method and
Activity-Based Costing System .

PENDAHULUAN
1. Latar Belakang
Dalam era kompetisi global seperti sekarang ini telah terjadi pergolakan dalam setiap
aktivitas bisnis jasa, perdagangan, dan industri. Hal ini mungkin disebabkan oleh dampak
globalisasi, seperti pemberlakuan AFTA, NAFTA, Uni Eropa, dan WTO. Di samping itu,
adanya kecenderungan lingkungan yang semakin berubah, yaitu teknologi maju dengan pesat,
daur hidup produk semakin pendek, kerumitan produksi semakin meningkat, standar kualitas
yang dibutuhkan oleh konsumen semakin meningkat, banyaknya dan diversifikasi produk
meningkat.
Salah satu yang terpengaruh dengan adanya perubahan lingkungan tersebut adalah
proses produksi, yaitu otomatisasi pabrikasi. Dengan penerapan teknologi ini, maka proporsi
biaya overhead dalam elemen harga pokok produksi akan menempati porsi yang lebih besar
sehingga diperlukan kalkulasi dan pembebanannya kepada harga pokok produk sesuai dengan
proporsi aktivitas yang dikonsumsi. Dalam sistem kalkulasi biaya tradisional biaya overhead
dialokasikan secara arbitrer kepada harga pokok produk. Hal ini akan menghasilkan harga
pokok produk yang tidak akurat atau terjadinya distorsi penentuan harga pokok produk per
unit sehingga tidak bisa diandalkan dalam mengukur efisiensi dan produktivitas.
Penentuan harga pokok per unit yang lebih akurat penting bagi manajemen sebagai
dasar untuk pembuatan keputusan. Manajemen dapat dipermudah dalam membuat berbagai
keputusan, antara lain:
● menentukan harga jual
● mempertimbangkan menolak atau menerima suatu pesanan
● memantau realisasi biaya
● menghitung laba/rugi tiap pesanan
● menentukan harga pokok
persediaan produk jadi dan produk dalam proses yang akan disajikan di neraca. Agar
tidak terjadi distorsi penentuan harga pokok per unit, banyak perusahaan yang mengadopsi
penggunaan sistem penentuan harga pokok (costing) berbasis aktivitas (ABC) dengan
harapan manajemen melakukan analisis profitabilitas, mendorong perbaikan proses,
mengembangkan ukuran kinerja yang lebih inovatif, dan dapat berpartisipasi dalam
perencanaan strategis.
Informasi manajemen biaya merupakan informasi yang dibutuhkan untuk mengelola
secara efektif perusahaan atau organisasi nonprofit, baik berupa informasi keuangan tentang
biaya dan pendapatan maupun informasi nonkeuangan yang relevan, yaitu produktivitas,
kualitas, dan faktor kunci sukses lainnya untuk perusahaan. Informasi ini sebagai salah satu
informasi penting bagi manajemen dalam melaksanakan fungsinya, yaitu pembuatan
keputusan yang bersifat strategis untuk pengembangan posisi kompetitif sehingga
keunggulan kompetitif dapat menyebabkan kesuksesan yang berkesinambungan. Fungsi
manajemen biaya adalah memberikan informasi yang berguna bagi manajer dalam
pembuatan keputusan strategis dan meningkatkan efisiensi dan efektivitas perusahaan.
2. Rumusan Masalah
● Bagaimanakah cara menghitung harga pokok produksi menggunakan metode Activity
Based Costing (ABC)
● Apakah perbedaan antara metode Activity Based Costing (ABC) dengan metode
sebelumnya yaitu metode Perhitungan Akuntansi Biaya Tradisional.
3. Tujuan Masalah
● Untuk mengetahui penerapan Activity-Based Costing System dalam kaitannya dengan
penentuan Harga Pokok Produksi (HPP).
● Untuk mengetahui perbandingan besarnya HPP, dengan menggunakan metode akuntansi
biaya tradisional dan Activity-Based Costing System.

LITERATURE REVIEW
2.1 Activity Based Costing ( ABC )
Activity - Based Costing ( ABC ) is an accounting information system that identifies
the various activities performed within an organization and collect fees on the basis and
nature of existing and expansion of its activities . ABC focuses on the costs inherent in event-
based product to manufacture, distribute or support the product in question .
ABC systems arise as a result of the need for information management accounting
which is able to reflect the consumption of resources in a variety of activities to produce
products accurately . This was driven by :
Sharp global competition are forcing companies to cost effective
Advanced manufacturing technology that causes the proportion of factory overhead
costs in product cost becomes higher than the primary cost.
Implement the strategy of companies that market driven strategy
The weakness of traditional cost accounting system :
Traditional cost accounting is designed only provide information on the cost of the
production phase .
The allocation of manufacturing overhead costs based only on direct labor hours , or
just with the volume of production .
There is a diversity of products , where each product consumed is different overhead
costs .
Implementation of ABC systems will be relevant when the factory overhead cost is
the cost of the most dominant and multiproduct . In designing the ABC system , the activity
to make and sell products digolonhkan into 4 groups , namely :
a. Facility sustaining activity cost ----- activity costs associated with maintaining the
capacity of the company . Eg depreciation costs , insurance costs , the cost of a key
employee salaries
b. Product sustaining activity cost ----- costs associated with research and product
development activities and the cost to maintain the product to continue to be marketed
. Suppose the cost of product testing , product design costs
c. Bacth activity cost ----- costs associated with bacth number of products
manufactured . Eg machine setup costs .
d. Unit -level activity cost ---- costs associated with the size of the number of units of
product produced . Suppose the cost of raw materials , labor costs
Steps ABC system :
a. The first stage grouping overhead costs into homogeneous groups . Homogeneous
group is a collection of overhead costs that variations can be explained by a single
factor causes ( cost driver ) . To determine which groups are homogeneous charge ,
can see the cost of having the same consumption ratio for the entire product .
b. The second phase allocation of manufacturing overhead costs :
Allocation of overhead costs = Rate x Base load group consumed
1. Basic Concepts of Activity Based Costing
Activity Based Costing System is an accounting system that focuses on activity -
activity that is carried out to produce the products / services . Activity Based Costing
provides information about the activities and resources needed to carry out these activities .
Activity is any event or transaction which is the trigger costs (cost drivers ), namely , acts as a
causative factor in expenses in the organization . These activities become the point of
association fees. In the ABC system , costs traced to activities and then to products . ABC
system assumes that aktivitaslah activity , which consumes resources rather than products .

2. Comparison of Traditional and ABC Product Costs
ABC method considers that the overhead can be adequately tracked by the range of
products individually. Costs incurred by cost driver is based on the unit cost in the traditional
method known as variable costs .
ABC method improve the accuracy calculation of the cost of products by recognizing
that many of the fixed overhead costs vary in proportion to changes in addition based on
production volumes . By understanding what causes these costs increases and decreases ,
these costs can be traced kemasing each product . This causal relationship enables managers
to improve the accuracy of product costing which can significantly improve decision making
( Hansen and Mowen , 2004: 157-158 )
Depicted in the table , the difference between determining the cost of traditional
products and the ABC system , namely :

3. Structure of the ABC system
ABC Design is focused on the activity , which is what is done by the labor and
equipment to meet customer needs . Activity is anything that consumes resources of the
company . By focusing on activities rather than departments or functions , then the ABC
system will be a medium for understanding , managing , and improving a business .
There are two important assumptions underlying the Activity Based Costing method ,
namely :
a. The activities that cause costs Activity Based Costing method that resource aide or
resource does not directly provide the ability to carry out activities not just a cause of
the cost .
b. Products or services customers demand products cause on the basis of activities to
create a product or service that required a variety of activities that cause the resources
to carry out such activities .
The above assumption is the basic concept of sitem ABC . Furthermore , because of
the activity will menimbulkanan costs , then to be able to run their business efficiently ,
companies must be able to manage their activities . In conjunction with the cost of the
product , the cost consumed to produce the product are the costs for designing activity ,
manipulate , manufacture , sell and deliver the product .
4. Terms Application of Activity-Based Costing System
In practice, determining the cost of using the ABC system requires three things :
a. The company has a high level of diversity
ABC system requires that the company produces several kinds of products or product
lines that are processed using the same facilities . Such conditions would certainly
cause problems in the charge to each product .
b. A high level of industry competition
Namely , there are several companies that produce the same or similar products . In a
similar competition between the company , the company will further increase
competition to expand its market . The greater the level of competition it's
increasingly important role in the information about the cost of supporting
management decisions .
c. Low -cost measurement
Namely that the ABC system costs used to produce accurate cost information must be
lower than the benefits gained .
There are two fundamental things that must be met before the possibility of applying
the ABC method , namely :
a. Cost is based on non- unit must be a significant percentage of the overhead . If only
there overheadyang costs are influenced only by the overall volume of production of
the factory overhead if used tradisionalpun cost accounting cost information produced
is accurate so use sisitem ABC lost its relevance . This means that Activity Based
Costingakan better applied to companies that charge overheadnya not only influenced
by the volume of production.
b. Consumption ratio between activity based units and non- unit based must be different.
If the ratio between the consumption of the same activity , it means all the overhead
that occurs can be explained with a single cost driver . In this condition the use of the
ABC system is not exactly right because the ABC system is only charged to products
using cost drivers both unit and non- unit ( wearing lots of cost driver ) . If the ratio of
consumption of various products together , then traditional cost accounting system or
systems ABCmembebankan overhead costs in the same amount . So companies
whose production homogeneous ( lowest diversification ) may still be able to use a
traditional system without any problems .
5. Imposition of Overhead Costs to Activity - Based Costing
In Activity - Based Costing despite the imposition of costs and product overhad plant
also uses two stages as in traditional cost accounting , but the cost center is used for
collection of the costs in the first stage and the basis of charging the cost of the product at the
center of the second stage is very different with traditional cost accounting .
Activity-Based costing using more cost driver when compared with the charging
system on traditional cost accounting . Prior to the imposition of a two-stage procedure in
Activity-Based Costing need to understand the following things :
a. Cost Driver is an event that raises costs . Cost drivers are factors that can explain
biayabiaya consumption overhead . This factor represents a major cause of activity
levels that would cause the cost of the next aktivitasaktivitas .
b. Consumption ratio is the proportion of each activity consumed by each product ,
calculated by dividing the amount of activity consumed by a product with the overall
amount of activity of all kinds of products .
c. Homogeneous Cost Pool is a collection of overheadyang costs can be attributed to
variations in the cost of the course cost drivers . Or to be called a homogeneous group
costs , overhead activities should logically related and have the same ratio of
consumption for all products .
6. Cost Drivers
Important basis for calculating the fee based activity is to identify the drivers of cost
or cost driver for each activity . Improper understanding of the above trigger will result in
inaccuracies in the classification of costs , so the impact to management in making decisions .
If the company has several types of products then the overhead that occurs
simultaneously generated by all products . This causes the amount of overhead generated by
each type of product should be identified through a cost driver .
a. Understanding Cost Drivers
Cost driver is a factor that can explain the consumption of overhead costs . This factor
represents a major cause of activity levels that would cause the cost of the activity .
There are two types of cost drivers , namely :
Cost Drivers based units
Cost Drivers based unit overhead charge on the product through the use of a single
overhead rate by the entire department .
Cost Drivers by non unit
Cost Drivers are based on non- unit factors to causes other than the unit cost driver
menjelaskn overhead.Contoh consumption based on the company's services unit is
floor area , number of patients , number of rooms available .
b. Determination of Cost Drivers Right
Activities in the company are very complex and numerous. Therefore it is necessary
pertimbangn penimbul mature in determining the costs or cost driver .
Determination of the amount of cost driver needed
Determination of the required number of cost driver based on the accuracy of the
report desired product cost and complexity of the composition of the firm's output .
The more cost driver is used , the more accurate report production costs . In other
words, the higher the level of accuracy desired , the more cost needed driveryang .
Selection of the appropriate cost driver .
In the selection of the appropriate cost driver there are three factors to consider :
Ease to obtain the data required in the selection of cost drivers (cost of
measurement) . Cost drivers that require measurement of lower cost will be
selected .
The correlation between the consumption activity is explained by the cost
driver selected by the consumption of real activity 20 ( degree of correlation ) .
Cost drivers will be selected to have a high correlation .
Behavior caused by the cost driver selected ( effec behavior ) . cost drivers
that lead to the desired behavior to be selected
7. The advantages of the ABC method
Amin (1994 : 23 ) argued about the advantages of ABC are as follows :
a. A review of ABC can convince management that they have to take a number of steps
to become more competitive . As a result they can strive to improve quality while
simultaneously focusing on reducing costs . Cost analysis can highlight how truly
expensive manufacturing processes , which in turn can trigger an event to reorganize
processes , improving quality and reducing costs .
b. ABC can assist in decision making .
c. Management will be in a position to undertake a more fair competitive bidding .
d. With the improved cost analysis , management can perform more accurate analysis of
the volume , which is performed to find the break even over low -volume products .
e. Through data analysis costs and resource consumption patterns , management can
begin to re- engineer the manufacturing process to achieve quality output patterns are
more efficient and higher .
8. Traditional Cost Accounting System Weaknesses
The things that are not informed by traditional cost accounting systems to the
management of many. Traditional cost accounting to management gives little idea at the time
to be reducing expenditures at the time of urgency. Such systems only provide management
reports to show where the costs incurred and there is no indication of anything which raises
the cost .
Traditional cost system is memeperhatikan total cost the company, but they ignore the
" below the line expenses " , such as sales , distribution , research and development and
administrative costs . These costs are not charged to the market , customers , distribution
channels , or even different products . Many managers believe that these costs are fixed .
Therefore , the costs of " below the line " is treated the same as distributing it to customers .
In fact , some customers today are much more costly to serve than others
and in fact some of these costs are variable costs . ( Amin , 1992: 22 ) .
With the growing world of technology , traditional cost systems began to be felt not
able to produce more accurate . This is because the global environment raises many questions
can not be answered traditional cost accounting systems , among others :
a. Traditional cost accounting systems put too much emphasis on the purpose of
determining the cost of products sold . As a result, these systems only provide
relatively very little information to achieve global competitive advantage .
b. Traditional cost accounting systems for overhead costs are too focused on the
distribution and allocation of overhead costs rather than trying hard to reduce waste
by eliminating non- value-added activities .
c. Traditional cost accounting systems do not reflect cost causation because it is often
assumed that the cost incurred by a single factor , for example the volume of products
or direct labor hours .
d. Traditional cost accounting system produces distorted cost information resulting in
conflicting decisions with corporate excellence .
e. Traditional cost accounting system classifying direct and indirect costs as well as
fixed and variable costs of basing single causative factor for example the volume of
the product , whereas in advanced technology environments are becoming blurred
classification method because the cost is affected by a wide variety of activities .
f. Biayaa traditional accounting systems classify a company into responsibility centers
rigid and overly emphasize short-term performance .
g. Traditional cost accounting systems focus on the calculation of the difference in cost
centers by using standard pertanggngjawaban tertantu .
h. Traditional cost accounting systems do not require a lot of alatalat and advanced
techniques in information systems than in advanced technology environments .
i. Traditional cost accounting systems do not emphasize the importance of product life
cycle . This is evidenced by the traditional cost accounting treatment of the cost of the
activities of engineering , research and development . Biay - costs are treated as
period costs that results in a distortion of the cost of the product life cycle .

TINJAUAN PUSTAKA
2.1 Activity Based Costing (ABC)
Activity-Based Costing (ABC) adalah suatu sistem informasi akuntansi yang
mengidentifikasi berbagai aktivitas yang dikerjakan dalam suatu organisasi dan
mengumpulkan biaya dengan dasar dan sifat yang ada dan perluasan dari aktivitasnya. ABC
memfokuskan pada biaya yang melekat pada produk berdasarkan aktivitas untuk
memproduksi, mendistribusikan atau menunjang produk yang bersangkutan.
Sistem ABC timbul sebagai akibat dari kebutuhan manajemen akan informasi
akuntansi yang mampu mencerminkan konsumsi sumber daya dalam berbagai aktivitas untuk
menghasilkan produk secara akurat. Hal ini didorong oleh:
● Persaingan global yang tajam yang memaksa perusahaan untuk cost effective
● Advanced manufacturing technology yang menyebabkan proporsi biaya overhead pabrik
dalam product cost menjadi lebih tinggi dari primary cost.
● Adanya strategi perusahaan yang menerapkan market driven strategy
Kelemahan sistem akuntansi biaya tradisional:
● Akuntansi biaya tradisional dirancang hanya menyajikan informasi biaya pada tahap
produksi.
● Alokasi biaya overhead pabrik hanya didasarkan pada jam tenaga kerja langsung atau
hanya dengan volume produksi.
● Ada diversitas produk, dimana masing-masing produk mengkonsumsi biaya overhead
yang berbeda beda.
Penerapan ABC sistem akan relevan bila biaya overhead pabrik merupakan biaya
yang paling dominan dan multiproduk. Dalam merancang ABC sistem, aktivitas untuk
membuat dan menjual produk digolonhkan dalam 4 kelompok, yaitu:
a. Facility sustaining activity cost ----- biaya yang berkaitan dengan aktivitas
mempertahankan kapasitas yang dimiliki perusahaan. Misal biaya depresiasi, biaya
asuransi, biaya gaji pegawai kunci
b. Product sustaining activity cost ----- biaya yang berkaitan dengan aktivitas penelitian

Langkah-langkah ABC sistem:
a. Tahap pertama pengelompokan biaya overhead ke dalam kelompok biaya yang homogen.
Kelompok biaya homogen merupakan kumpulan overhead yang variasinya dapat
dijelaskan oleh satu faktor penyebab (cost driver). Untuk menentukan mana kelompok
biaya yang homogen, dapat melihat biaya yang mempunyai rasio konsumsi sama untuk
seluruh produk.
b. Tahap kedua alokasi biaya overhead pabrik:

1. Konsep-Konsep Dasar Activity Based Costing
Activity Based Costing Sistem adalah suatu sistem akuntansi yang terfokus pada
aktivitas-aktifitas yang dilakukan untuk menghasilkan produk/jasa. Activity Based Costing
menyediakan informasi perihal aktivitas-aktivitas dan sumber daya yang dibutuhkan untuk
melaksanakan aktivitas-aktivitas tersebut. Aktivitas adalah setiap kejadian atau transaksi yang
merupakan pemicu biaya (cost driver) yakni, bertindak sebagai faktor penyebab dalam
pengeluaran biaya dalam organisasi. Aktivitas-aktivitas ini menjadi titik perhimpunan biaya.
Dalam sistem ABC, biaya ditelusur ke aktivitas dan kemudian ke produk. System ABC
mengasumsikan bahwa aktivitas aktivitaslah, yang mengkonsumsi sumber daya dan
bukannya produk.

2. Perbandingan Biaya Produk Tradisional dan ABC
Metode ABC memandang bahwa biaya overhead dapat dilacak dengan secara
memadai pada berbagai produk secara individual. Biaya yang ditimbulkan oleh cost driver
berdasarkan unit adalah biaya yang dalam metode tradisional disebut sebagai biaya variabel.
Metode ABC memperbaiki keakuratan perhitungan harga pokok produk dengan
mengakui bahwa banyak dari biaya overhead tetap bervariasi dalam proporsi untuk berubah
selain berdasarkan volume produksi. Dengan memahami apa yang menyebabkan biaya-biaya
tersebut meningkat dan menurun, biaya tersebut dapat ditelusuri kemasing-masing produk.
Hubungan sebab akibat ini memungkinkan manajer untuk memperbaiki ketepatan kalkulasi
biaya produk yang dapat secara signifikan memperbaiki pengambilan keputusan (Hansen
dan Mowen, 2004: 157-158)2

3. Struktur sistem ABC
Desain ABC difokuskan pada kegiatan, yaitu apa yang dilakukan oleh tenaga kerja
dan peralatan untuk memenuhi kebutuhan pelanggan. Kegiatan adalah segala sesuatu yang
mengkonsumsi sumber daya perusahaan. Dengan memusatkan perhatian pada kegiatan dan
bukannya departemen atau fungsi, maka sistem ABC akan dapat menjadi media untuk
memahami, memanajemeni, dan memperbaiki suatu usaha.
Ada dua asumsi penting yang mendasari Metode Activity Based Costing, yaitu:

a. Aktivitas-aktivitas yang menyebabkan timbulnya biaya Metode Activity Based Costing
bahwa sumber daya pembantu atau sumber daya tidak langsung menyediakan
kemampuannya untuk melaksanakan kegiatan bukan hanya sekedar penyebab timbulnya
biaya.
b. Produk atau pelanggan jasa Produk menyebabkan timbulnya permintaan atas dasar
aktivitas untuk membuat produk atau jasa yang diperlukan berbagai kegiatan yang
menimbulkan sumber daya untuk melaksanakan aktivitas tersebut.
Asumsi tersebut diatas merupakan konsep dasar dari sitem ABC. Selanjutnya, karena
adanya aktivitas akan menimbulkanan biaya, maka untuk dapat menjalankan usahanya secara
efisien, perusahaan harus dapat mengelola aktivitasnya. Dalam hubungannya dengan biaya
produk, maka biaya yang dikonsumsi untuk menghasilkan produk adalah biaya-biaya untuk
aktivitas merancang, merekayasa, memproduksi, menjual dan memberikan pelayanan produk.
4. Syarat Penerapan Sistem Activity-Based Costing
Dalam penerapannya, penentuan harga pokok dengan menggunakan sistem ABC
menyaratkan tiga hal:
a. Perusahaan mempunyai tingkat diversitas yang tinggi
Sistem ABC mensyaratkan bahwa perusahaan memproduksi beberapa macam produk atau
lini produk yang diproses dengan menggunakan fasilitas yang sama. Kondisi yang
demikian tentunya akan menimbulkan masalah dalam membebankan biaya ke masing-
masing produk.
b. Tingkat persaingan industri yang tinggi
Yaitu terdapat beberapa perusahaan yang menghasilkan produk yang sama atau sejenis.
Dalam persaingan antar perusahaan yang sejenis tersebut maka perusahaan akan semakin
meningkatkan persaingan untuk memperbesar pasarnya. Semakin besar tingkat persaingan
maka semakin penting peran informasi tentang harga pokok dalam mendukung
pengambilan keputusan manajemen.
c. Biaya pengukuran yang rendah
Yaitu bahwa biaya yang digunakan system ABC untuk menghasilkan informasi biaya
yang akurat harus lebih rendah dibandingkan dengan manfaat yang diperoleh.
Ada dua hal mendasar yang harus dipenuhi sebelum kemungkinan penerapan metode
ABC, yaitu:
a. Biaya berdasarkan non unit harus merupakan prosentase yang signifikan dari biaya
overhead. Jika hanya terdapat biaya overheadyang dipengaruhi hanya oleh volume
produksi dari keseluruhan overhead pabrik maka jika digunakan akuntansi biaya
tradisionalpun informasi biaya yang dihasilkan masih akurat sehingga penggunaan sisitem
ABC kehilangan relevansinya. Artinya Activity Based Costingakan lebih baik diterapkan
pada perusahaan yang biaya overheadnya tidak hanya dipengaruhi oleh volume produksi
saja.
b. Rasio konsumsi antara aktivitas berdasarkan unit dan berdasarkan non unit harus berbeda.
Jika rasio konsumsi antar aktivitas sama, itu artinya semua biaya overhead yang terjadi
bisa diterangkan dengan satu pemicu biaya. Pada kondisi ini penggunaan system ABC
justru tidak tepat karena sistem ABC hanya dibebankan ke produk dengan menggunakan
pemicu biaya baik unit maupun non unit (memakai banyak cost driver). Apabila berbagai
produk rasio konsumsinya sama, maka sistem akuntansi biaya tradisional atau sistem
ABCmembebankan biaya overhead dalam jumlah yang sama. Jadi perusahaan yang
produksinya homogen (diversifikasi paling rendah) mungkin masih dapat mengunakan
sistem tradisional tanpa ada masalah.
5. Pembebanan Biaya Overhead pada Activity-Based Costing
Pada Activity-Based Costing meskipun pembebanan biaya-biaya overhad pabrik dan
produk juga menggunakan dua tahap seperti pada akuntansi biaya tradisional, tetapi pusat
biaya yang dipakai untuk pengumpulan biaya-biaya pada tahap pertama dan dasar
pembebanan dari pusat biaya kepada produk pada tahap kedua sangat berbeda dengan
akuntansi biaya tradisional.
Activity-Based costing menggunakan lebih banyak cost driver bila dibandingkan
dengan sistem pembebanan biaya pada akuntansi biaya tradisional. Sebelum sampai pada
prosedure pembebanan dua tahap dalam Activity-Based Costing perlu dipahami hal-hal
sebagai berikut:
a. Cost Driver adalah suatu kejadian yang menimbulkan biaya. Cost Driver merupakan
faktor yang dapat menerangkan konsumsi biayabiaya overhead. Faktor ini menunjukkan
suatu penyebab utama tingkat aktivitas yang akan menyebabkan biaya dalam
aktivitasaktivitas selanjutnya.
b. Rasio Konsumsi adalah proporsi masing-masing aktivitas yang dikonsumsi oleh setiap
produk, dihitung dengan cara membagi jumlah aktivitas yang dikonsumsi oleh suatu
produk dengan jumlah keseluruhan aktivitas tersebut dari semua jenis produk.
c. Homogeneous Cost Pool merupakan kumpulan biaya dari overheadyang variasi biayanya
dapat dikaitkan dengan satu pemicu biaya saja. Atau untuk dapat disebut suatu kelompok
biaya yang homogen, aktivitas-aktivitas overhead secara logis harus berhubungan dan
mempunyai rasio konsumsi yang sama untuk semua produk.
6. Cost Driver
Landasan penting untuk menghitung biaya berdasarkan aktivitas adalah dengan
mengidentifikasi pemicu biaya atau cost driver untuk setiap aktivitas. Pemahaman yang tidak
tepat atas pemicu akan mengakibatkan ketidaktepatan pada pengklasifikasian biaya,
sehingga menimbulkan dampak bagi manajemen dalam mengambil keputusan.
Jika perusahaan memiliki beberapa jenis produk maka biaya overhead yang terjadi
ditimbulkan secara bersamaan oleh seluruh produk. Hal ini menyebabkan jumlah overhead
yang ditimbulkan oleh masingmasing jenis produk harus diidentifikasi melalui cost driver.
a. Pengertian Cost Driver
Cost driver merupakan faktor yang dapat menerangkan konsumsi biaya-biaya
overhead. Faktor ini menunjukkan suatu penyebab utama tingkat aktifitas yang akan
menyebabkan biaya dalam aktifitas.
Ada dua jenis cost driver, yaitu:
● Cost Driver berdasarkan unit
Cost Driver berdasarkan unit membebankan biaya overhead pada produk melalui
penggunaan tarif overhead tunggal oleh seluruh departemen.
● Cost Driver berdasarkan non unit
Cost Driver berdasarkan non unit merupakan factor-faktor penyebab selain unit yang
menjelaskn konsumsi overhead.Contoh cost driver berdasarkan unit pada perusahaan
jasa adalah luas lantai, jumlah pasien, jumlah kamar yang tersedia.
b. Penentuan Cost Driver Yang Tepat
Aktivitas yang ada dalam perusahaan sangat komplek dan banyak jumlahnya. Oleh
karena itu perlu pertimbangn yang matang dalam menentukan penimbul biayanya atau cost
driver.
● Penentuan jumlah cost driver yang dibutuhkan
penentuan banyaknya cost driver yang dibutuhkan berdasarkan pada keakuratan
laporan product cost yang diinginkan dan kompleksitas komposisi output perusahaan.
Semakin banyak cost driver yang digunakan, laporan biaya produksi semakin akurat.
Dengan kata lain semakin tinggi tingkat keakuratan yang diinginkan, semakin banyak
cost driveryang dibutuhkan.
● Pemilihan cost driver yang tepat.
Dalam pemilihan cost driver yang tepat ada tiga faktor yang harus dipertimbangkan:
● Kemudahan untuk mendapatkan data yang dibutuhkan dalam pemilihan cost
driver (cost of measurement). Cost driver yang membutuhkan biaya
pengukuran lebih rendah akan dipilih.
● Korelasi antara konsumsi aktivitas yang diterangkan oleh cost driver terpilih
dengan konsumsi aktivitas sesungguhnya 20(degree of correlation). Cost
driver yang memiliki korelasi tinggi akan dipilih.
● Perilaku yang disebabkan oleh cost driver terpilih (behavior effec). cost driver
yang menyebabkan perilaku yang diinginkan yang akan dipilih
7. Keunggulan Metode ABC
Amin (1994: 23)4 mengemukakan tentang keunggulan ABC adalah sebagai berikut:
a. Suatu pengkajian ABC dapat meyakinkan manajemen bahwa mereka harus mengambil
sejumlah langkah untuk menjadi lebih kompetitif. Sebagai hasilnya mereka dapat berusaha
untuk meningkatkan mutu sambil secara simultan memfokus pada mengurangi biaya.
Analisis biaya dapat menyoroti bagaimana benar-benar mahalnya proses manufakturing,
yang pada akhirnya dapat memicu aktivitas untuk mereorganisasi proses, memperbaiki
mutu dan mengurangi biaya.
b. ABC dapat membantu dalam pengambilan keputusan.
c. Manajemen akan berada dalam suatu posisi untuk melakukan penawaran kompetitif yang
lebih wajar.
d. Dengan analisis biaya yang diperbaiki, manajemen dapat melakukan analisis yang lebih
akurat mengenai volume, yang dilakukan untuk mencari break even atas produk yang
bervolume rendah.
e. Melalui analisis data biaya dan pola konsumsi sumber daya, manajemen dapat mulai
merekayasa kembali proses manufakturing untuk mencapai pola keluaran mutu yang lebih
efisien dan lebih tinggi.
8. Kelemahan Sistem akuntansi Biaya Tradisional
Hal-hal yang tidak diberitahukan oleh sistem akuntansi biaya tradisional kepada
manajemen banyak sekali. Akuntansi biaya tradisional memberi sedikit ide kepada
manajemen pada saat harus mengurangi pengeluaran pada waktu yang mendesak. Sistem

tersebut hanya memberikan laporan manajemen dengan menunjukkan dimana biaya
dikeluarkan dan tidak ada indikasi apa-apa yang menimbulkan biaya.
Sistem biaya tradisional memang memeperhatikan biaya total perusahaan, akan tetapi
mereka mengabaikan “below the line expenses”, seperti penjualan, distribusi, riset, dan
pengembangan serta biaya administrasi. Biaya-biaya ini tidak dibebankan kepasar,
pelanggan, saluran distribusi, atau bahkan produk yang berbeda. Banyak manajer yang
percaya bahwa biaya-biaya ini adalah tetap. Oleh sebab itu, biaya-biaya “below the line” ini
diperlakukan secara sama dengan mendistribusikannya kepada pelanggan. Padahal, sekarang
ini beberapa pelanggan jauh lebih mahal untuk dilayani dibandingkan dengan yang lain
dan sebenarnya beberapa biaya tersebut adalah biaya variabel. (Amin, 1992: 22)5.
dengan berkembangnya dunia teknologi, sistem biaya tradisional mulai dirasakan tidak
mampu menghasilkan produk yang akurat lagi. Hal ini disebabkan karena lingkungan global
menimbulkan banyak pertanyaan yang tidak dapat dijawab sistem akuntansi biaya tradisional,
antara lain:
a. Sistem akuntansi biaya tradisional terlalu menekankan pada tujuan penentuan harga pokok
produk yang dijual. Akibatnya sistem ini hanya menyediakan informasi yang relatif sangat
sedikit untuk mencapai keunggulan dalam persaingan global.
b. Sistem akuntansi biaya tradisional untuk biaya overhead terlalu memusatkan pada
distribusi dan alokasi biaya overhead daripada berusaha keras untuk mengurangi
pemborosan dengan menghilangkan aktivitas yang tidak bernilai tambah.
c. Sistem akuntansi biaya tradisional tidak mencerminkan sebab akibat biaya karena
seringkali beranggapan bahwa biaya ditimbulkan oleh faktor tunggal misalnya volume
produk atau jam kerja langsung.
d. Sistem akuntansi biaya tradisional menghasilkan informasi biaya yang terdistorsi sehingga
mengakibatkan pembuatan keputusan yang menimbulkan konflik dengan keunggulan
perusahaan.
e. Sistem akuntansi biaya tradisional menggolongkan biaya langsung dan tidak langsung
serta biaya tetap dan variabel hanya mendasarkan faktor penyebab tunggal misalnya
volume produk, padahal dalam lingkungan teknologi maju cara penggolongan tersebut
menjadi kabur karena biaya dipengaruhi oleh berbagai macam aktivitas.
f. Sistem akuntansi biayaa tradisional menggolongkan suatu perusahaan kedalam pusat-
pusat pertanggung jawaban yang kaku dan terlalu menekankan kinerja jangka pendek.

g. Sistem akuntansi biaya tradisional memusatkan perhatian kepada perhitungan selisih biaya
pusat-pusat pertanggngjawaban tertantu dengan menggunakan standar.
h. Sistem akuntansi biaya tradisional tidak banyak memerlukan alatalat dan teknik-teknik
yang canggih dalam sistem informasi dibandingkan pada lingkungan teknologi maju.
i. Sistem akuntansi biaya tradisional kurang menekankan pentingnya daur hidup produk. Hal
ini dibuktikan dengan perlakuan akuntansi biaya tradisional terhadap biaya aktivitas-
aktivitas perekayasaan, penelitian dan pengembangan. Biay-biaya tersebut diperlakukan
sebagai biaya periode sehingga menyebabkan terjadinya distorsi harga pokok daur hidup
produk.

1. Conclusion
Activity - Based Costing ( ABC ) is an accounting information system that identifies
the various activities performed within an organization and collect fees on the basis and
nature of existing and expansion of its activities . ABC focuses on the costs inherent in event-
based product to manufacture, distribute or support the product in question .
Traditional Cost Accounting weakness in general are a lot of things that are not
informed by traditional cost accounting system to management . Traditional cost accounting
to management gives little idea at the time to be reducing expenditures at the time of urgency.
Such systems only provide management reports to show where the costs incurred and there is
no indication of anything which raises the cost .
The advantages of ABC are:
a. A review of ABC can convince management that they have to take a number of steps
to become more competitive . As a result they can strive to improve quality while
simultaneously focusing on reducing costs . Cost analysis can highlight how truly
expensive manufacturing processes , which in turn can trigger an event to reorganize
processes , improving quality and reducing costs .
b. ABC can assist in decision making .
c. Management will be in a position to undertake a more fair competitive bidding .
d. With the improved cost analysis , management can perform more accurate analysis of
the volume , which 21dilakukan to find the break even over low -volume products .
e. Through data analysis costs and resource consumption patterns , management can
begin to re- engineer the manufacturing process to achieve quality output patterns are
more efficient and higher .

1. Kesimpulan
Activity-Based Costing (ABC) adalah suatu sistem informasi akuntansi yang
mengidentifikasi berbagai aktivitas yang dikerjakan dalam suatu organisasi dan
mengumpulkan biaya dengan dasar dan sifat yang ada dan perluasan dari aktivitasnya. ABC
memfokuskan pada biaya yang melekat pada produk berdasarkan aktivitas untuk
memproduksi, mendistribusikan atau menunjang produk yang bersangkutan.
Kelemahan Akuntansi Biaya Tradisional secara umum yaitu banyak hal-hal yang
tidak diberitahukan oleh sistem akuntansi biaya tradisional kepada manajemen. Akuntansi
biaya tradisional memberi sedikit ide kepada manajemen pada saat harus mengurangi
pengeluaran pada waktu yang mendesak. Sistem tersebut hanya memberikan laporan
manajemen dengan menunjukkan dimana biaya dikeluarkan dan tidak ada indikasi apa-apa
yang menimbulkan biaya.
Adapun Keunggulan ABC yaitu:
a. Suatu pengkajian ABC dapat meyakinkan manajemen bahwa mereka harus mengambil
sejumlah langkah untuk menjadi lebih kompetitif. Sebagai hasilnya mereka dapat
