KATA PENGANTAR

Penerbitan buku “Kalimantan Barat Dalam Angka 2015”, merupakan kelanjutan dari

publikasi sebelumnya. Publikasi ini memuat data/informasi statistik tentang hasil-hasil

pembangunan di Wilayah Kalimantan Barat selama tahun 2014.

Data yang disajikan dalam publikasi terdiri dari data sekunder yang bersumber dariberbagai instansi/dinas/lembaga pemerintah, dan data primer hasil olahan BPS Provinsi

Kalimantan Barat.

“Kalimantan Barat in Figures 2015 ” is an annual publication by BPS-Statistics of

Kalimantan Barat. This publication contains some data/statistics about development

implementing in Region Kalimantan Barat during 2014 period

It consist of secondary data collected from various government institutions and

primary data which are processed by BPS of Kalimantan Barat.

We are very to appreciative to those who have helped in the preparation and issuance

of this publication. Finally, suggestions and criticisms from users for improvement of the

next issues are welcome, may this book useful.

PROVINSI KALIMANTAN BARAT

Pada tahun 1936, masa

pemerintahan Belanda, Kalimantan Baratmerupakan salah satu karesidenan yaitubagian dari Gouvernementen van Borneo (GB) dengan pusat pemerintahan diBanjarmasin. Dua tahun kemudian GB inidibagi menjadi dua residensi di manasalah satunya adalah ResidentieWesterafdeling van Borneo dengan pusatpemerintahan di Pontianak.

Pada tahun 1942-1945, Jepang

menduduki Kalimantan Barat sertamangakhiri masa pemerintahan HindiaBelanda. Dalam masa pendudukan tentaraJepang ini, Kalimantan Barat masih tetapdalam status karesidenan yang residennyaberpusat di Banjarmasin, tetapimerupakan bagian dari Borneo MinseibuCokan.

Di masa perjuangan kemerdekaan,tokoh-tokoh Kalimantan Barat yang gigihmenentang penjajahan Belanda maupunJepang adalah : Gusti Sulung Lelanang,Gusti Situt Mahmud, AR Djeranding, HARais A Rahman dan lainnya.

Setelah kekuasaan Jepangberakhir, ternyata Kalimantan Barat belumlangsung menikmati kemerdekaan karenakembali dikuasai oleh kolonialis,khususnya pemerintahan Belanda (NICA)

pada tahun 1945. Status karesidenanKalimantna Barat segera disempurnakandengan pengakuan adanya 12Pemerintahan Swapraja dan NeoSwapraja, yang tidak lama kemudiandigabung menjadi sebuah daerah federasi.

In 1936, UNDER The Dutch

governance, Kalimantan Barat (Kalbar) isone of karesidenan i.e. a part ofGouvernementen van Borneo (GB) withBanjarmasin as a capital. Two year later;GB has divided into two residences whereone of them is Residentie Westerafdelingvan Borneo with Pontianak as central ofgovernance.

During 1942-1945, Japanese has

occupied Kalimantan Barat with endedDutch governance. Under this Japanesecolonization, Kalimantan Barat still instatus of karesidenan which residentcenter in Banjarmasin, but apart of BorneoMinseibu Cokan.

During period of independencestruggle, Kalimantan Barat heroes who

fight hardly against Dutch and alsoJapanese are: Gusti Sulung Lelanang,Gusti Situt Mahmud, AR Djeranding, HARais A Rahman and others.

After Japanese power endend,really Kalimantan Barat not yet direct enjoyindependence, because returningmastered by colonialist, specially theDutch governance (NICA) in the year

1945. Status of Karesidenan KalimantanBarat immediately completed withconfession of existence 12 Governance ofSelf governing (Swapraja) and New Selfgoverning (Neo Swapraja), that latermerged into federation region.

Daerah Kalimantan Barat oleh

NICA diakui sebagai Daerah Istimewa

Kalimantan Barat (DIKB) pada tahun 1948.

Tetapi DIKB tidak bertahan lama yang

karena adanya desakan dari rakyat, maka

pada tahun 1949 DIKB dan kepala daerah

menyerahkan wewenang pemerintahan

kepada residen Kalimantan Barat di

Pontianak sebagai wakil Pemerintahan

Pusat Republik Indonesia Serikat (RIS).

Selanjutnya Menteri Dalam Negeri RIS

mengukuhkan wewenang residen yang

menjalankan pemerintahan di Kalimantan

Barat. Pemerintahannya kembali kepada

status karesidenan administrasi yang

merupakan bagian dari Provinsi

Kalimantan Barat dengan pusat di

Banjarmasin. Kondisi ini berlangsung

hingga 1956.

Atas dasar Undang-Undang

Nomor 25 tahun 1956, Kalimantan Barat

mendapatkan status sebagai Daerah

Provinsi Otonom denga ibukota Pontianak.

Kedudukan sebagai Daerah Provinsi

Otonom ini berlaku sejak tanggal 1 Januari

1957. Kemudian tanggal ini dianggap

sebagai hari jadi Provinsi Kalimantan

Barat.

Sejak ditetapkan sebagai Daerah

Provinsi Otonom yaitu pada 1 Januari

1957, maka sampai dengan tahun 2009,

Kalimantan Barat telah dipimpin oleh

sepuluh orang Gubernur yang menjabat

sebagai Kepala Daerah.

In 1948, Kalimantan Barat Region

confessed by NICA as Kalimantan Barat

Special Region (DIKB). But then DIKB fail

to survive caused by pressure from the

people, hence in the year 1949 DIKB and

regional leader delivered governance

authority to resident of Kalimantan Barat in

Pontianak as a representative of Central

Government of the United States of

Indonesia Republic (RIS). Later, Internal

Affairs Ministry of RIS confirm resident

authority who running governance in

Kalimantan Barat. Its Governance return to

status karesidenan administration

representing the part of Kalimantan Barat

province with capital in Banjarmasin. This

Condition take place till 1956.

Under the 1956's Law No 25,

Kalimantan Barat has obtain a new status

as Otonomous Province with capital of

Pontianak since 1 January 1957. Later;

this date considered as birthday of

Kalimantan Barat Province.

Since declared as Otonomous

Province at 1 January 1957 until 2009,

Kalimantan Barat has been led by ten

governors served as Regional Head.

Sebagai Gubernur Kepala Daerahpertama adalah Adji Pangeran Aflus(1957-1957) dan dilanjutkan oleh Djenal Asikin Judadibrata (1958-1959). Gubernur

Kepala Daerah ketiga adalah puteradaerah, YC Oevang Oeray yang menjabatselama enam tahun, yaitu pada 1960-1966.

Kemudian pengabdian Oevangdilanjutkan oleh Gubernur keempatSoemadi Bc. Hk. pada 1967-1972.Gubernur Kepala Daerah periodeberikutnya adalah Kadarusno (1972-1977).

Selanjutnya selama dua periode 1977-1988, Gubernur Kepala Daerah dijabatoleh Soedjiman dan kemudian dilanjutkanoleh Parjoko S (1980-1993) dan H. Aspar Aswin (1993-2003). Selama 2003-2008Gubernur Kalimantan Barat adalah H.Usman Ja’far. Sejak tahun 2008 hinggasekarang, Gubernur Kalimantan Baratadalah Drs. Cornelis, M.H.

As first Governor was Adji Pangeran Aflus (1957-1957) and continued by Djenal Asikin Judadibrata (1958-1959). The thirdGovernor was a local ethnic, YC Oevang

Oeray taking hold of during six year, 1960-1966.

Later; the devotion of Oevangcontinued by fourth governor, Soemadi Bc.Hk. at 1967-1972. The next Governor wasKadarusno (1972-1977). Next, during two period 1977-1988, governor taken hold of

by Soedjiman, then continued by ParjokoS (1980-1993) and H. Aspar Aswin ( 1993-2003). Period 2003-2008, governorKalimantan Barat is H. Usman Ja’far.

Since 2008 until now, Governor ofKalimantan Barat is Drs. Cornelis M.H.

1.1.

Letak Wilayah

Provinsi Kalimantan Barat terletak dibagian barat pulau Kalimantan atau di

antara garis 2008’ LU serta 3002’ LS serta diantara 108030’ BT dan 114010’ BT padapeta bumi. Berdasarkan letak geografisyang spesifik ini maka, daerah KalimantanBarat tepat dilalui oleh garis Khatulistiwa(garis lintang 00) tepatnya di atas KotaPontianak. Karena pengaruh letak ini pula,maka Kalimantan Barat adalah salah satudaerah tropik dengan suhu udara cukuptinggi serta diiringi kelembaban yang tinggi.

Ciri-ciri spesifik lainnya adalah bahwawilayah Kalimantan Barat termasuk salahsatu Provinsi di Indonesia yang berbatasanlangsung dengan negara asing, yaitudengan Negara Bagian Sarawak, MalaysiaTimur. Bahkan dengan posisi ini, makadaerah Kalimantan Barat kini merupakansatu-satunya Provinsi di Indonesia yangsecara resmi telah mempunyai akses jalandarat untuk masuk dan keluar dari negaraasing. Hal ini dapat terjadi karena antaraKalimantan Barat dan Sarawak telahterbuka jalan darat antar negara dariPontianak – Entikong – Kuching (Sarawak,Malaysia) sepanjang sekitar 400 km dandapat ditempuh sekitar enam sampaidelapan jam perjalanan.

Batas-batas wilayah selengkapnyabagi daerah Provinsi Kalimantan Baratadalah :- Utara : Sarawak (Malaysia)

- Selatan : Laut Jawa & Kalimantan Tengah- Timur : Kalimantan Timur- Barat : Laut Natuna dan Selat Karimata

Sebelah utara Kalimantan Baratterdapat lima kabupaten yang langsungberhadapan dengan negara jiran yaitu :

Kalimantan Barat province is locatedin west part of Kalimantan Island or lines

between 2 0 08' NL - 30 02' SL and 108 0 30' -1140 10' of both West Longitude of earthmap. Based to this specific geographical position, Kalimantan Barat area passed byEquator line (latitude 0 0 ) precisely above ofPontianak Town. Because this situationinfluence, Kalimantan Barat is one oftropical area with high air temperature andalso high humidity.

Other characteristic is KalimantanBarat as one of province in Indonesia whichdirect border with foreign country, that iswith Serawak State, East Malaysia. Evenwith this position, Kalimantan baratnowadays represent as the only one province in Indonesia which officially haveroadway access to enter and go out fromforeign country. This matter can behappened because between KalimantanBarat and Sarawak have been opened a

roadway between Pontianak - Entikong -Kuching (Sarawak, Malaysia) about 400 kmand can be gone through by about six untileight hours.

The following are completeboundaries of Kalimantan Barat province :- North : Sarawak ( Malaysia)- South : Java Sea & Kalimantan Tengah

- East : Kalimantan Timur- West : Natuna Sea and Karimata Strait

Kabupaten Sambas, Bengkayang,Sanggau, Sintang dan Kapuas Hulu, yangmembujur sepanjang PegununganKalingkang – Kapuas Hulu.

1.2. Luas Wilayah

Sebagian besar wilayah KalimantanBarat adalah merupakan daratanberdataran rendah dengan luas sekitar146.807 km2 atau 7,53 persen dari luasIndonesia atau 1,13 kali luas pulau Jawa.Wilayah ini membentang lurus dari Utara keSelatan sepanjang lebih dari 600 km dan

sekitar 850 km dari Barat ke Timur.

Dilihat dari besarnya wilayah, makaKalimantan Barat termasuk provinsiterbesar keempat di Indonesia. Pertamaadalah Provinsi Papua (319.036 km2),kedua adalah Provinsi Kalimantan Timur(204.534 km2) dan ketiga adalah ProvinsiKalimantan Tengah (153.564 km2).

Dilihat dari luas menurut

kabupaten/kota, maka yang terbesar adalahKabupaten Ketapang (31.240,74 km2 atau21,28 persen) kemudian diikuti KabupatenKapuas Hulu (29.842 km2 atau 20,33persen), dan Kabupaten Sintang (21.635km2 atau 14,74 persen), sedangkan sisanyatersebar pada 11 (sebelas) kabupaten/kotalainnya.

Topografi

Secara umum, daratan KalimantanBarat merupakan dataran rendah danmempunyai ratusan sungai yang aman biladilayari, sedikit berbukit yang menghampardari Barat ke Timur sepanjang “LembahKapuas” serta Laut Natuna/Selat Karimata.

The area of Kalimantan Barat is about146.807 km2 , where most of it is in the lowaltitude. Compare with the Indonesian area,area of Kalimantan Barat is just about 7.53 percent of it or 1.13 times the size of JavaIsland. Kalimantan Barat lies along 600kilometeres form north to south and more

than 850 kilometres from the west side tothe east part of region.

Wilayah daratan ini diapit oleh dua

jajaran pegunungan yaitu, PegununganKalingkang/Kapuas Hulu di bagian Utaradan Pegunungan Schwaner di Selatansepanjang perbatasan dengan ProvinsiKalimantan Tengah.

Dilihat dari tekstur tanahnya maka,sebagian besar daerah Kalimantan Baratterdiri dari jenis tanah PMK ( podsoletmerah kuning ), yang meliputi areal sekitar9,2 juta hektar atau 63,81 persen dari luasdaerah yang 14,7 juta hektar. Berikutnya,tanah OGH (orgosol, gley dan humus) dantanah Aluvial sekitar 3,3 juta hektar atau22,17 persen yang terhampar di seluruhkabupaten/kota, namun sebagian besarterdapat di kabupaten daerah pantai.

1.4. Sungai dan Danau

Daerah Kalimantan Barat termasuksalah satu daerah yang dapat dijuluki

Provinsi “Seribu Sungai”. Julukan iniselaras dengan kondisi geografis yangmempunyai ratusan sungai besar dan kecilyang diantaranya dapat dan sering dilayari.Beberapa sungai besar sampai saat inimasih merupakan urat nadi dan jalur utamauntuk angkutan daerah pedalaman,walaupun prasarana jalan darat telah dapatmenjangkau sebagian besar kecamatan.

The largest river is Kapuas River, that

Sungai Sambas (233 km), SungaiSekayam (221 km), Sungai Pawan (197km), Sungai Ketungau (186 km), SungaiLandak (178 km), Sungai Jelai (135 km),

Sungai Kendawangan (128 km), SungaiSekadau (117 km), dan lainnya sepertiterlihat pada tabel 1.11.

Jika sungai-sungai sangat menonjol jumlahnya di Kalimantan Barat, makasebaliknya yang terjadi dengan danau. Daridanau-danau yang ada hanya dua yangcukup berarti. Kedua danau ini adalahDanau Sentarum dan Danau Luar I yangberada di Kabupaten Kapuas Hulu.

Danau Sentarum mempunyai luas117.500 hektar yang kadang-kadang nyariskering di musim kemarau, serta Danau LuarI yang mempunyai luas sekitar 5.400hektar. Kedua danau ini mempunyai potensiyang baik sebagai objek wisata.

Gunung-gunung

Dipengaruhi oleh dataran rendah

yang amat luas, maka ketinggian gunung-gunung relatif rendah serta non aktif.Gunung yang paling tinggi adalah gunungBaturaya di Kec. Serawai, Kab. Sintangyang mempunyai ketinggian 2.278 meterdari permukaan laut, jauh lebih rendahdibanding G. Semeru (Jatim,3.676 meter)atau G. Kerinci (Jambi, 3.805 meter).

Gunung Lawit yang berlokasi diKapuas Hulu, Kec. Embaloh Hulu dan lebih

dahulu dikenal di Kalimantan Barat,ternyata hanya menempati tertinggi ketigakarena mempunyai tinggi 1.767 meter,sedangkan tertinggi kedua adalah GunungBatusambung (Kec. Ambalau) denganketinggian mencapai 1.770 meter (Tabel1.13).

The highest mountain inKalimantan Barat is Mount of Baturaya orBukitraya with 2,278 metres height altitudeand located in Serawai District, Regency ofSintang, much more low compared toMount of Semeru (Jatim, 3,676 metres) orMount of Kerinci ( Jambi, 3,805 metres).

Pulau-pulau

Walaupun sebagian kecil wilayahKalimantan Barat merupakan perairan laut,

akan tetapi Kalimantan Barat memilikipuluhan pulau besar dan kecil (sebagiantidak berpenghuni) yang tersebarsepanjang Selat Karimata dan Laut Natunayang berbatasan dengan wilayah ProvinsiKepulauan Riau, Sumatera.

Pulau-pulau besarnya seperti PulauKarimata, Pulau Maya dan PulauPanebangan di Kabupaten Kayong Utara,serta Pulau Bawal dan Pulau Gelam diperairan Selat Karimata, Kabupaten

Ketapang. Pulau besar lainnya antara lainadalah Pulau Laut, Pulau Betangin Tengah,Pulau Butung, Pulau Nyamuk dan PulauKarunia di Kabupaten Pontianak.
